He explained the role of the police when a prisoner is released on licence. The Police Gather the intelligence, so essentially crimes happen in neighbouring areas, they get solved, the criminals live in neighbourhood areas, so you rely on the Police Offices in that neighbourhood area to gather intelligence, working in conjunction with the Probation Service to monitor individuals and look at whether they are adhering to their conditions. Now, what weve had is weve had a 22,000 reduction in Police Officers. Weve had 18,500 reduction in police staff, so if you look at that, the majority of that reduction has been in neighbourhood policing. So tell us, whats the difference between police staff and the Police Officers . Because its almost as big a cut. Yes. When i was borough commander, i say police staff played equally as an Important Role as Police Officers, so they would be Community Support officers, there has been a significant reduction in those numbers. It would be intelligence officers, so once the Police Officers have gathered the intelligence, you need people to analyse that information. So people who have those kind of roles, they will also be people who would be liaising directly with probation, social workers, youth workers. So that kind of glue that was Holding People together has been reduced. And all thats happened is Police Officers are now being taken off the street in order to fulfil those roles. What plans, then, have the various parties come up with to replace the police staff . Because weve heard that the conservatives for example want to recruit more officers, but you cant do that in a hurry . No, you cant turn a civilian into a police officer. Its a different mindset, and it will take time. I had the benefit of a 20 month Residential Training Programme before i became a police officer, and now a lot of it is done online, so it will take time. This is not going to be done overnight, and weve actually lost a lot of the infrastructure. Police stations have been shut. Simple things like lockers. Police officers have a lot of equipment. Where will you put the Police Officers . Where will they be stationed . So i dont know what the plans are about replacing the police staff. This man, usman khan, was part of a programme to help rehabilitate him. How effective are these programmes . Well, clearly weve had a number of difficulties with the prevent programme. In fact, 18 months ago when you had an attack on London Bridge, we had one of the suspects who was part of the team that murdered eight people, his brother was living in the same house and was the recipient of a £10,000 grant from the prevent programme, so there you have one brother who was a terrorist and the other one who is working on the prevent programme, the government anti radicalisation programme. So i think we need to have a review of this. I understand lord carlile is conducting a review of the prevent programme, but clearly there has been some shortcomings in how people have been identified and actually the fact that they are on programmes and still going out and committing offences. Like, i cant believe that were actually at a point where thats a reality. But it is. It is a reality. And its something that, for me, its my next step. We know theres a hell of a lot to do but what youve managed to do in the space of, you know, six or eight weeks has been transformational. Genuinely transformational. As you said, we should all know our status. And if its treated just the same as any other virus thats exactly what should be happening. Yeah. From my perspective, all i can do is thank you for the difference that youve made and the lives you are saving on a daily basis now. Hundreds of people across north london and the Home Counties were woken up by a loud bang that many said sounded like an explosion. The noise was generated by two Royal Air Force typhoons, which launched from coningsby in lincolnshire and intercepted an unresponsive aircraft which later re established contact. They had a problem with the radio flying over germany, and for ten minutes they werent aware that they had a problem. Just talking to people, they felt that they have secured two victories in the past week. The first one came a week ago when their candidate did very well in the district elections here, winning 17 of the 18 councils in hong kong. And then as you mentioned, President Trump during the week signed off this bill which basically many people see this is taking the side of the people who are on the streets once again today, so they did have a spring in their step as they marched through the streets. As you mentioned, there was some violence, on a pretty low scale, really. The police fired a bit of tear gas. They also used pepper spray at one point after coming under attack from some protesters. But we have not seen the widespread violence of previous weekends and during this long five or six months of crisis for hong kong, and i think thats because there is a sort of debate at the moment among the Pro Democracy Movement. People are saying, what do we do next . They feel that theyve shown that theyve got the wider support of the hong kong people through the elections last weekend, and they feel theyve got International Support as well from the united states, significantly. And they are saying, look, do we take stock, hang back, try and come up with a better strategy which will bring us some sort of political reward . Some people are saying that. On the other hand, they are saying, no, we need to keep going, and if that means violence being the answer, then we have to do that. And so i think there is a bit of discussion, certainly online people are trying to work out what to do, and this is not an obvious movement with designated leaders.
