Ahead of the general election bbc news is in southampton today, looking at the issues concerning voters there, with a focus on education. Renowned broadcaster Sir David Attenborough tells the bbc the world is beginning to tackle the threat of Plastic Waste. If they beat hungary tonighttheyll qualify for the european championships for only the second time. Good morning and welcome to the bbc news at nine. An alleged victim ofjeffrey epstein has appealed directly to Prince Andrew to come forward and give a statement to us investigators. The duke is facing renewed calls to tell the authorities about his friendship with epstein, a convicted sex offender. Heres our los angeles correspondent, sophie long. This is the lawyer in los angeles representing five of Jeffrey Epsteins alleged victims. With her, a young woman who told reporters crammed into the small room that epstein raped her when she was 15. We were not hidden. It is upsetting to me to think that anyone who was closely associated withjeffrey epstein might argue that they didnt suspect that he might have been sexually abusing children. Her attorney urged Prince Andrew to come to the United States and tell investigators everything he knows about the behaviour and activities of his former friend, jeffrey epstein. He described in his interview this weekend thatJeffrey Epsteins home was like a railway station. A lot of people coming in and out. He should have asked, why are these girls here . This is the interview ms allred was referring to. Prince andrew responded to the allegations about him with categoric denials of impropriety. You can say categorically that you dont recall meeting virginia roberts, dining with her, dancing with her at tramp, or going on to have sex with her in a bedroom in a house in belgravia. Yes, i can absolutely categorically tell you, it never happened. But there are further signs of the damage to Prince Andrews reputation. The accountants kpmg have announced they are withdrawing their sponsorship of one of his initiatives, a mentoring scheme for entrepreneurs. Sophie long, bbc news, los angeles. Rohan silva was an adviser to pm David Cameron. Yesterday he wrote in the Evening Standard about two meetings with Prince Andrew at which he alleged that Prince Andrew had used racially offensive language. He spoke to the today programme on radio 4 earlier this moring. I traced the topic of the British Trade department and whether the prince thought it should be reformed, and he said to me, well, if you pardon the expression, that really is the n in the woodpile. That expression i did know, and i was, in truth, really shocked by it. The meeting ended shortly afterwards, and i remember walking out of Buckingham Palace and just feeling an incredible sense of regret that i hadnt said anything at the time, i hadnt taken him to task and challenge that. That was rohan silva, and we should say again that the palace has strenuously denied that the duke of york made these comments. More than 200 protesters remain barricaded inside a Hong Kong University surrounded by police, as a standoff there enters a third day. Protesters inside Polytechnic University are said to be running low on supplies. The territoritys chief executive carrie lam says she wants a peaceful solution but she cant rule out using force if a life threatening situation emerges. Rich preston has the latest. The morning after the night before. After days of violence, diminishing numbers of protesters and supplies. Ata numbers of protesters and supplies. At a press conference earlier the chief executive, carrie lam, said about 600 people had already left the university, around 200 of them minors. She encouraged those under 18 still inside the building to leave, saying they would not be arrested. Some have already had enough. Our only worry is to surrender, but then we were really afraid of being charged. Carrie lam insisted she has full control and does not need to china. |j insisted she has full control and does not need to china. I would assure you that we remain very confident that we are able to cope with the situation. Does not need to call on china. For those who refused to leave, a police cordoned remains in place and a promise that, sooner or remains in place and a promise that, sooner or later, he will be arrested. About 100 are reportedly still inside the university and say they are prepared to set it out. |j have stored an amount of dried food and some snacks. It is enough for me to stay a week or two weeks. The surrender of these protesters, cold and hungry, will be a welcome sight to authorities both in hong kong and beijing. Despite many leaving and despite carrie lams insistence that she has control, those inside are still a thorn in the side of hong kong authorities. This is not over yet. 0ur correspondent Rupert Wingfield hayes has been watching events unfold and brings us up to date. What you can see behind me here is the result of what happened here last night, which is that thousands of protesters came out onto the street here in kowloon, really, in support of the students who are besieged inside the campus of the hong kong Polytechnic University, which is about a kilometre down the street behind me here. And the object of those protests was really to cause as much chaos as possible and to divert the police, pull the police away, to allow the students inside that campus to escape. And this is the result. You can see all of this debris on either sides of the streets. These protesters were ripping up the sidewalks, ripping up the pavement. This street this morning was completely filled with debris, with roadblocks, there were cars burned, there were buses burned. It was, right across the southern end of kowloon, scenes of complete mayhem last night. Theres been a lot of cleaning up going on this morning. Now, at the campus, the siege is still going on, although it is much smaller than it was last night. We understand around about 100, we think, protesters remain inside there, the holdouts, either because they are hardliners or because they are just too scared to give themselves up to police. Since yesterday around 600 people have given themselves up. Of those, we understand a third, around 200, were minors under the age of 18. They have been allowed to go home after their details were taken by police. Thats one of the concessions carrie lam and the government has given to try and defuse the situation. Anybody under the age of 18 will be allowed to go home, but all the rest have been taken into police custody. And police this morning say they have taken more than 1100 people into custody over the last two days. Rupert wingfield hayes. Borisjohnson will go head to head withJeremy Corbyn tonight in the first of the general election live tv debates their first major clash of the campaign. The lib dems and the snp had wanted to be included, but lost a legal challenge yesterday. Meanwhile this morning theres a string of policy announcements, so lets take a look at what the parties are saying. The green party of england and wales will launch its election manifesto later, promising to spend £100 billion a year to help the uk reach net zero Carbon Emissions by 2030. The conservatives say adults who murder children will face life in prison without parole, if they are elected in december. And labour has promised to spend £45 million on combatting fox hunting, hare coursing and other wildlife crimes if they get into power. 0ur assistant political editor, norman smith, is in westminsterfor us. Good morning, norman. Lets start with tonights debate, the first live tv debate of the campaign. Are we expecting anything earth shattering from that debate tonight, and what do you think the two sides will consider a success . The short answer is we dont know, i suppose that is what makes it so fascinating, you have an hour of Live Television where anything could happen, albeit previous history suggests a usually dozen. What is slightly different about this debate, it is the very first time we will just have had debate, it is the very first time we willjust have had two Prime Ministerial candidates head to head, the last time we had anything like this you have to go all the way back to 2010 when there were three people in the ring, notch as gordon brown and David Cameron but nick clegg, which provided a change in the dynamic not just which provided a change in the dynamic notjust gordon brown. There was that brief upsurge in cleggmania. These debates have the potential to change a dynamic, but very often they do not, in part, i think, because both sides tend to be so well prepared, so well drilled, so well prepared, so well drilled, so familiar with each others arguments. We see so much of our political leaders now, our views and perceptions of them are pretty well grounded so it would have to be an almighty zinger or an extraordinary clangerfor it almighty zinger or an extraordinary clanger for it to be a almighty zinger or an extraordinary clangerfor it to be a Game Changing moment. In terms of the choreography of tonight, half of it will be devoted to brexit, so actually that pays to borisjohnson because undoubtedly he wants this to be about brexit, he wants the election to be about brexit and he will get half a tonights one Hour Programme on his core subject. The second half will cover absolutely Everything Else, from Foreign Affairs to the economy to education to home affairs. So it would seem to play to borisjohnson. Affairs. So it would seem to play to boris johnson. That is interesting, that the structure in that half of the debate will be devoted to subjects beyond brexit, because you wonder how much traction those at the policy issues are getting on a day when we have a handful of policy announcements and a manifesto launch . There is an awful lot going on, the question is how much breaks through into the a, and i would suspect not much, at the end of the day. Yes, we get the Green Party Ma nifesto, day. Yes, we get the Green Party Manifesto, a pledge of £100 billion more each year in being spent towards getting a stored net Carbon Neutral emission odds, they are planning to scrap tuition fees, another brexit referendum and a basic national income, in other words the universal benefit. The tories are talking about child killers having life injail without parole. Labour talking about more powers to Police Officers to investigate rural crime, the lib dems confirm they will put a penny on income tax to dedicate to the nhs and social care. Perfectly decent, serious policy proposals, they may not be cut through because the way the election seems to be shaping out is that so much of it seems to be solidified around your views on brexit, then the other half seems to be labours attempt to try to move the debate onto the nhs and austerity and Everything Else seems to be slightly falling between the tracks. Norman smith, thank you. The headlines on bbc news. Prince andrew faces new calls to talk to us investigators about his friendship with sex offenderjeffrey epstein from a woman who claims to be one of epsteins victims. In hong kong around a hundred protesters are still thought to be barricaded inside a university, which has been under siege by the police since sunday. Borisjohnson and Jeremy Corbyn go head to head in the first tv debate of the Election Campaign tonight after the lib dems and snp failed in a legal bid to be included. A massive day for wales as they try to qualify for the euros and eczema. They need a win against hungary in cardiff. Theyve only been to one major championship in the last 60 years. Ireland missed out on automatic qualification. They needed to beat denmark go through but could only manage a 1 all draw in dublin. Denmark qualify, ireland are in the play offs. And somerset have been docked 2a points after being found guilty of preparing a poor pitch for last Seasons County championship decider against essex. Theyll start next season on minus 12 points, with another 12 suspended for two years. Ill be back with more on all those stories are just after half past. See you soon, sally. Throughout the campaign, bbc news will be looking closely at the places where the election could be won and lost. We will be visiting ten parts of the uk where seats will be closely contested. From 11 today, the bbc news channel will be live from southampton on the south coast of england. The city is split into three constituencies. Two were held by the conservatives and one by labour in the last election. Later, simon mccoy will be in itchen. In 2017, the conservatives were re elected there but onlyjust, by 31 votes. Its a Battle Ground for the conservative and labour. Back in 2010 labour held the seat by 192. So a true swing seat. Dan walker has been finding out a little more about the history and the politics of the area. This morning were in southampton in hampshire on englands south coast. This is a port city with a long and varied maritime history. The mayflower docked here before setting sail for the new world almost 400 years ago. And it was from here that the titanic began its ill fated Maiden Voyage back in 1912. Southampton was the birthplace of the spitfire, which played a crucial role in world war ii. It was once home to one of britains most celebrated writers, jane austen, and now has modern celebrities like craig david. Most of the city is split into two constituencies conservative held Southampton Itchen and labour held southampton test. Itchen has been a Battle Ground seat for decades with Royston Smith claiming victory over labour byjust 31 votes in the last election. Over in southampton test, labours Alan Whitehead has been the mp since 1997. A leave voting city in the eu referendum, we can all expect plenty of attention on southampton over the coming weeks. Heres a list of candidates standing in southampton test. And these are the candidates standing in Southampton Itchen. You can find the full list of candidates standing here by going to the election section of the bbc news website. One of the election issues were looking at today is school funding. 0ur education editor Branwen Jeffreys has been looking at how classrooms are trying to raise standards and balance the books. You have chosen one number and youve made one number. Adding up is not always easy. For schools, cash in, wages out do not always match. Last year, this school went £200,000 over budget so everything is rationed, from glue to printing. Every now and then ill do something really special which i class as special that has to be in colour, but Everything Else just has to be in black and white because its too expensive. How do you manage when youre making your displays, youre doing things for the class, if you dont have enough money . I do it at home. I am spending a lot on coloured things that i need around. So the school is trying to raise standards while cutting costs. The cash going into englands schools has been going up, but the bills have been rising even faster, so the first bit of any money promised will have to go towards reversing those cuts. So the spending per child might just get back to where it was almost a decade ago. A third of the kids here get free school lunches. Some families are given food bank vouchers, not so easy to ask parents to fundraise. The head says this year they will balance the budget. Beef last ever speech and language person and our librarian, both coasts are very valuable and i would not get rid of those posts if i did not get rid of those posts if i did not have too. Have you really found all the savings that you can . Weve looked at every single budget heading that we can look at, and our biggest expenditure is staffing and people, so that is what it comes down to. Thats just what you have to look at. We have lost maybe 20 posts over the last four years. School budgets in england have cast a long political shadow, now, all the parties are promising more. Head teachers worry it is still not enough. Branwen jeffrey, bbc news, southampton. And with the election just over three weeks away, you can go online and find out who you can vote for on december the 12th check out the candidates who are standing in your area at bbc. Co. Uk news or on the bbc news app. Sir David Attenborough has said the world is starting to tackle the threat of Plastic Waste because people have become much more aware of the dangers it poses to marine life. He was speaking as the bbcs Natural History unit won an International Prize for highlighting the issue. Heres our science editor david shukman. Depressing images of Plastic Waste drifting in the water. Sights captured by blue planet ii, the bbc documentary series. Filming that revealed the damage being done to marine life by our throwaway culture. Other forms of pollution are only too familiar. Presented by Sir David Attenborough, the programmes were shown around the world, catching the public imagination and forcing governments and companies to take action. This london supermarket, for example, is turning its back on plastic packaging, part of a movement that is gathering pace in many Different Countries. So when i meet sir david in kew gardens in london, he says that the dangers of Plastic Waste are now so clearly understood that there are reasons to be optimistic. Its the beginning, and people in all parts of society are aware of whats happening and its vile, its horrid, its something that we are clearly seeing inflicting on the Natural World and having a dreadful effect, and theres something that they can do about it. So, in a way, its a bit of a litmus test to see whether the population care about this sort of thing, and people do, and so i think its very encouraging. Sir david says he found these scenes of albatrosses the most moving. Feeding their chicks with plastic. They think its food, and the chicks later die. And he says that theres still a very long way to go to tackle the problem. The rivers of asia keep adding more Plastic Waste to the oceans. But sir david believes the world is making a start. David shukman, bbc news. Talks between the us and south korea over the cost of hosting troops on south korean soil have broken off abruptly after just one hour. The Trump Administration is reportedly asking for a sharp increase in the amount that korea contributes to host the us troops on its soil. South korea currently hosts just under 29,000 us troops on its soil. The us and south korea have been splitting the cost of keeping us troops on korean soil for the last 28 yea rs. This year, south korea paid agreed to pay 896 million to keep us troops there for strategic purposes. But the Trump Administration is now asking seoul to pay around 5 billion us dollars in protection. Thats five times as much as its currently paying. The us senior advisorjames dehart says he hopes this gives time for seoul to reconsider. Meanwhile, the us secretary of defence mark esper has been visiting the philippines and says south korea could and should contribute more to the costs of hosting the us troops on korean soil. The state department has to lead in these discussions, and i am sure that it is in capable hands, and we just take this one step at a time, working closely with our south korean partners and, that, as i said publicly the other day, south korea is a wealthy country, they can and should contribute more, and beyond that i will leave it to the state department to work in the particulars. 0ur correspondent laura bicker is following this from seoul, and explained how mr espers comments are being recieved. Its proving quite controversial here in south korea, where the one thing it is doing is uniting both conservatives and liberals on this case. They believe that this is what they are describing as a shakedown and a protection racket. Now, what we understand right now is that washington is asking for a fivefold increase in the price of hosting us troops, around 28,500 troops, here in south korea. Theyve been here since the 1950s, theyve been here since the korean war which, by the way, ended, if you remember, ina truce and an amnesty. Technically this peninsula is still at war which is why, strategically, the United States places its tubes here. However, donald trump has said repeatedly that south korea is not paying enough. We knew these negotiations were going to be tense. However, this very public, this very sharp breakdown has come as a surprise to both sides. Even south Korean Foreign Ministry Official said during the briefing that they found it a surprise. So what we understand as they are asking for 5 billion a year for the cost of hosting these troops. Right now they pay just under 1 billion. They are asking for a whole host of costs including paying us military, paying us personnel and the cost of redistributing us personnel across south korea, between United States and south korea. So they are asking for a whole host of new costs, certainly for south korean officials. Right now, south korea says this is not fair, this is not equitable, and right now the talks have broken down. They say negotiations will continue at a later date. Google is launching its streaming Gaming Platform called Google Stadia today. In a moment the weather, but first heres Victoria Derbyshire with what shes got coming up in her programme at ten. This morning we can reveal the identity of the ex Royal Marines charge with the murder of a wounded taliban fighter in afghanistan in 2011. Until today, he taliban fighter in afghanistan in 2011. Untiltoday, he has taliban fighter in afghanistan in 2011. Until today, he has only been known as marine e. He is sam dean and has told us how he hit rock bottom and try to take his own life. I was having panic attacks as well, just like, i dont want to live like this any more. I tried to take an overdose. It wasnt the best time. Also, rose mcgowan, the hollywood actor and activities allegations against movie mogul Harvey Weinstein sparked the metoo movement, say she was sick to the stomach watching the interview with Prince Andrew. China is on the bbc news channel, bbc two and online. Simon king has the weather. Temperatures got down to minus 9. 9 celsius overnight in braemar in aberdeenshire, the coldest night of the season. There will be fog in some areas, it will lift. For most of us, it will be a dry day but there is a weather front towards the west bringing in rain across northern ireland, the far south west of wales and the far south west of england, which is where it has been front street this morning. Elsewhere, the frost will generally lift. The fog will generally left, staying cloudy across central areas. Further east, some sunshine, temperatures here about four to eight celsius, but incomplete contrast, nowhere near as cold in the west, ten to 12 degrees. We keep the west, ten to 12 degrees. We keep the milder air towards the west which will move further eastward tonight, nowhere as cold. The blue is limited towards the far north east of scotland, a touch of frost here but frost free for most of us, temperatures staying above freezing, at about two to six celsius. Throughout wednesday it will stay quite cloudy, still smoke brea ks will stay quite cloudy, still smoke breaks of rain across northern ireland, perhaps parts of south west england. Plenty of dry weather elsewhere, a bit more cloud, Brighton Centre spells during wednesday, temperatures coming up little bit in the eastern areas, six to eight celsius, double figures towards the west, but this area of low pressure towards the atlantic will not move very far, a big area of High Pressure keeps things really quite static, so during thursday it is around the Western Areas where we will see outbreaks of rain, perhaps making a bit of progress eastwards. For most of england turns into scotland, a try today, bright, sunny spells further east, temperatures around six to ten or 11 degrees. The next area of High Pressure is still there into the end of the week, then we have this low pressure system towards iberia which could bring some uncertainty into the weekend. For friday, we have these yellows. 0n the milder side of things, temperatures in double figures for many, much milder than through the first part of the week, but quite changeable into the weekend and with it, rain at times. But, as i mentioned, some uncertainty. Hello this is bbc news. The headlines. Prince andrew is facing new calls to talk to us investigators about his friendship with sex offenderjeffrey epstein from a woman who claims to be one of epsteins victims. In hong kong around a hundred protesters are still thought to be barricaded inside the Polytechnic University, which has been under siege by the police since sunday. Boris johnson and Jeremy Corbyn will go head to head in the first tv debate of the Election Campaign tonight after the lib dems and the snp failed in a legal bid to be included. The green party of england and wales will launch its election manifesto later this morning with a pledge to reach net zero Carbon Emissions in the uk by 2030. And renowned broadcaster Sir David Attenborough has told the bbc that the response to plastic pollution has been encouraging. Time now for the morning briefing, where we bring you up to speed on the stories people are watching, reading and sharing. In a moment we will be speaking to our reporterjoe tidy, whos looking at how digital and social media platforms are being used during the campaign. But first lets start by taking a look at a couple of stories that are getting a lot of attention online. First, sydney has been blanketed by smoke from bushfires in new south wales. Strong winds overnight brought smoke from fires inland, pushing the air quality in australias largest city to beyond hazardous levels at times. 0n social media, locals described hazy skies and the stench of smoke in their homes. About five Million People live in sydney, which is the state the city has been affected for weeks by fires. Six people have died in bushfires in the states north since october. This is another one of our most read online stories. The renowned broadcaster Sir David Attenborough says the world is beginning to tackle the threat of Plastic Waste. Sir david was speaking as he and the bbcs Natural History unit were announced as the winners of the prestigious Chatham House prize for their blue planet ii series of documentaries. Describing plastic pollution as vile and horrid, he said there was growing awareness of the damage it can do. People in all parts of society are aware of whats happening and its vile, its horrid, its something that we are clearly seeing inflicting on the Natural World and having a dreadful effect, and there is something they can do about it. So, in a way, its a bit of a litmus test to see whether in fact the population care about this sort of thing and people do. So i think its very encouraging. There are actually simple things that we still need to be done we still need how to dispose of the wretched material. Somebody. Surely, if we can invent it, somebody, somewhere, has got to find a way of dealing with it, to be able to deal with these mountains of this appalling material that has been assembled. I know there are big problems about doing so, but i cant help but believe that someone, somewhere, is going to find a chemical solution that is going to deal with it. I hope the quicker, the better. As promised, our reporter joe tidyjoins me now. During the run up to the election, hell be looking in detail at how of political campaigns. This is about a campaign, we first heard about on sunday, she said i am dying and she wanted to give a message about her treatment in the nhs. And it is a political and sad message. We saw this tweet yesterday from Jeremy Corbyn saying she had died. It was trending on twitter with people sending condolences and sharing it. It has been viewed 1. 2 million times on twitter and a million times on twitter and a million times on facebook and 66,000 times on instagram. 0ne million times on facebook and 66,000 times on instagram. One of the biggest messages the labour party have put out. Lets show you a little of what it says. Absolutely. At ten oclock at night, i still had not seen a doctor. I had not had triage, i had not been looked after. I was triage, i had not been looked after. Iwas eight triage, i had not been looked after. I was eight hours behind with my morphine. I was in extreme pain. My mum was begging, begging the staff to save my life. That should not happen to anybody. You should not have to go through this. Still, i did not see a doctor. Very tough to watch and it is interesting to reflect on how Something Like this, this is not a slick Political Party production, it is really capturing peoples attention. We have seen this election that video is a key format the party is using to get messages out. That video came to the labour party because jeremy out. That video came to the labour party becauseJeremy Corbyn and jayne first got to know each other in may this year. She came 2pm queues and he bought her lunch and they have had a relationship since then pmqs. She sent this video and said she wanted to put it out. Literally her dying wish that she would have that message put out by the labour party and according to labour party h0, they were wondering whether they could or should. They do not want to be seen as taking advantage of a sensitive situation but the daughter of jayne said, we wa nt but the daughter of jayne said, we want this to go out. It has cut through a lot of the political noise we have heard since the campaign started. I know the labour party are potentially going to do more with it, for example, a more lengthy obituary, Something Like that. Lets talk about elliptical advertising. Which we have looked at in this campaign. Anything new . We have seen some movement. We talk about the new adverts parties put out. The brexit party have launched a new adverts. They are aimed on specifics on which they are trying to campaign. 0ne they are aimed on specifics on which they are trying to campaign. One of they are trying to campaign. One of the targets was aberfan. The message is to stop the alliance. Remain alliance. These adverts are going to young people. An interesting shift andi young people. An interesting shift and i do not know why. Maybe they have mediated that says young people in these seats are possible vote winners for them. It is unclear why. New adverts from the green party, launching 39 yesterday, of a similar design. Varying the messages, all aimed at younger people. I would like to tell you where they are going and what interest people seeing them, targeted by them, what interest they have. Unfortunately, facebook is not giving that information. Thank you. And we can look at what you are reading and watching on the bbc news app. Most read, Grace Millane murder trial in new zealand is number one. And also the story we have been telling you about, a new accuser ofjeffrey epstein. Now 31. Said she was abused by jeffrey epstein. Now 31. Said she was abused byjeffrey epstein when she was 15 and calling on Prince Andrew to talk to us authorities. And let me go back to the main list. Number five, David Attenborough talking about the world changing its habits on plastic. The most watched at the moment is this piece about hong kong, the protests. Now in their sixth month. We have a look at how the protests a re sixth month. We have a look at how the protests are changing relationships between demonstrators and police, between those on the mainland and People Living on hong kong, and even down the middle of families. That report is the most watched at the moment. Thats it for todays morning briefing. Sport now. And for a full round up, from the bbc sport centre. Talking about the wales match . We are all about wales. As they have a huge night ahead of them as they try to qualify for euro 2020. It sounds simple beat hungary in cardiff and the jobs done. But wales traditionally arent great qualifiers. Theyve only made it to one major championship in the last 60 years that was the euros four years ago when they made it to the semi finals. We have the euphoria of qualifying for the first euros and doing so well at the competition, that we wa nt to well at the competition, that we want to do that again. Also we have the negatives of how it feels to miss out on qualifying for a tournament like we did in the world cup. We will use both of them to our advantage. The team in 2016, everyone, whether you were involved, a fan travelling to the games, watching on tv, it was amazing. If we can recreate that atmosphere, it is fantastic. We have ourselves in a great position. That is all we are in at the moment. We have won the game to go and a tough game and we need to win that, obviously. Well if wales need inspiration, perhaps they can take it from the class of 1975. This is them getting ready for their trip to hungary. I think the training routines have moved on slightly since then. It worked though, as wales won the european qualifier 2 1. Look at the fantastic tracksuits. And you can listen to full comentary of wales vs hungary on bbc radio 5 live from 7 oclock tonight. Ireland have more to do if theyre to make it to euro 2021. 2020. They needed to beat denmark last night to go through automatically but could only manage a 1 all draw in dublin. It means that denmark qualify, but ireland will have to go through the play offs. Lets have a look at some of this mornings back pages. The wales boss ryan giggs is there on the back page of the mirror. He says his former boss sir Alex Ferguson has been in touch with some inspirational words ahead of that crucial euro 202 qualifier. The times says that tottenham are looking at potetnail replacements for manager mauricio pochettino. And the former wales rugby head coach Warren Gatland says he still hasnt given up on coaching the all blacks, despite ruling himself out this time around. The british driver billy monger has a newjob in racing. Hes the latest to join the extreme e championship. Youll remember that the 20 year old lost both his legs in a crash during a formula 4 race a couple of years ago. He returned to competiton earlier this year in a car with specially adapted hand controls. And extreme e, which hell be racing in, is a new environment focused racing series. 12 teams will race off road in fully electric suvs in five remote locations around the world to highlight the effects of climate change. It all starts in 2021. Para athlete Hannah Cockroft is now a 12 time world champion, after picking up two more golds in dubai at the World Championships last week. Shes been talking to us on breakfast this morning about what motivates her to continue, and her rivalry with fellow brit kare adenegan. This year i have put my head down and try to work on my sprint, my start in particular has been the wea kest start in particular has been the weakest part of my race. I felt calm going into the race and had kind of settled but kare was the world record holder so i thought if i win silver i am in the right place. I put my head down, went with a gun and break the world record, going under 17 seconds for the first time ever. You mention kare, do you think her presence, she is still very young, has it given you an extra nudge you needed . Massively. I have spent the majority of my career being told you are only winning because you have no competition, there is no one near you. And kare came along and now we have both shown we have to train hard to be the best. She has been the best in the best. She has been the best in the world, i have been the best in the world, i have been the best in the world. It is kind of shut eve ryo ne the world. It is kind of shut everyone up a little bit. You have been going such a long time. How do you keep the motivation to keep training . I kind of lost it last year and that is where the silver came in at the europeans. I got distracted and wanted to try different things. Kare beating me made me realise this is a limited career and i made me realise this is a limited careerand i can made me realise this is a limited career and i can only do it not much longer now probably. I have to make the most of it while its here. I love winning, i love racing, i love being on the track so go for it. Next year . It is coming around very quick. I cannot believe rio was four yea rs quick. I cannot believe rio was four years ago. The competition gets harder so all i can do is work hard and see what happens. Before i go, dont forget sportsday. All the days sports news on the bbc news channel at 6 30 tonight. The headlines on bbc news. Prince andrew faces new calls to talk to us investigators about his friendship with sex offenderjeffrey epstein from a woman who claims to be one of epsteins victims. In hong kong around a hundred protesters are still thought to be barricaded inside a university, which has been under siege by the police since sunday borisjohnson and Jeremy Corbyn go head to head in the first tv debate of the Election Campaign tonight after the lib dems and snp failed in a legal bid to be included. Throughout the Election Campaign weve been asking what questions you would like to be answered. This week were expecting each Political Party to release their manifestos. The green party is the first to release theirs today. And our correspondent Chi Chi Izundu went to meet one viewer who wanted to know why manifesto pledges arent legally binding if a party wins a general election and doesnt fulfil those promises. The manifesto. The document that sets out what each Political Party would do if it got into government. Daniel craig, a taxi driver who lives in hampshire, has a question about them. Why cant we make election manifestos legally binding . To answer his question is peter. His job is to analyse politics, including elections. It would be really hard to make manifestos legally binding. The Prime Minister and the cabinet obviously lead the government, but if they want to make any changes, they have to get mps and members of the house of lords to agree, and thats not always possible even when a party has a majority. This is anna. She is a criminal lawyer. Here is what she thinks about getting courts mixed up in politics. The problem is that its a bad idea. If the election manifesto becomes legally binding, then firstly you have the risk that it will tie the hands of parliament and, secondly, when it comes to enforcement, against whom would you enforce it . Would it be against the Prime Minister . The entire government . Who enforces it . Is it a public enforcement action only, or could you bring a private prosecution . We spoke to ellen, an academic in sweden Whose Research compared manifesto pledges in Different Countries to see who honoured them when they got into government. In the uk, we find that parties mostly keep their promises. And the uk system, being a system where the winner takes it all, is apparently a system that is more efficient at fulfilling pledges than some of the other countries we investigate. But is it worth it . Breaking a pledge will lead to punishment from the voters. Fulfilling a pledge is something you are expected to do, so you dont get a lot of credit for that. Dan is not the only one to have asked this question. The system is complicated, but, right now, the only way to hold the government to account is at the ballot box. The general issue is trust in politics. If they cant trust their government, they cannot trust them to follow through on election pledges, then i suppose people feel disenfranchised by that and left out. That was chichi izundu on why manifestos arent legally binding, and if you too have a question, were keen for you to get in touch this morning. From 11 today, the bbc news channel will be live from southampton on the south coast of england, and our education editor branwenjeffreys will be answering your questions. So, if you have something you want to know about where the parties stand on education, please do get in touch on twitter please do get in touch on twitter using the hashtag bbcyourquestions or you can email us on yourquestions bbc. Co. Uk. Well be talking to branwenjeffreys at about 11. 30 this morning. The United States has reversed a ao year old policy by declaring that washington no longer considers israeli settlements in the occupied west bank to be illegal. The us secretary of state said the Trump White House took the view that the settlements reflected the reality on the ground. The move puts the us in opposition to the un which regards the settlements as being in flagrant violation of international law. David willis reports. Four decades of us Foreign Policy overturned in a single sentence. The establishment of israeli civilian settlements in the west bank is not, per se, inconsistent with international law. Americas secretary of state said previous policy had been an obstacle to peace in the region. We have recognised the reality on the ground. We have now declared that settlements are not per se illegal under international law, and we have provided the very space that your question suggests, the very space for israel and the palestinians to come together to find a political solution to this very, very vexing problem. 600,000 jews are currently thought to live in settlements built since israels occupation of the west bank and eastjerusalem. The palestinians want the settlements removed, claiming their presence on land earmarked for a future palestinian state, makes such a prospect impossible. This constitutes a major threat to International Peace and security, and this is turning the International Community from the rules of international law, the rules of solving a contract by peaceful means, into the rules of the jungle. This latest move is part of a pattern on the part of the Trump Administration. In december 2017, the president recognised jerusalem as israels capital, despite the fact that the palestinians claim territory there. And in april this year, his government recognised israeli sovereignty over the golan heights, all the while cutting us aid to the palestinians. But the move is music to the ears of the israeli Prime Minister benjamin netanyahu. Translation people of israel, this is a historic day and another great achievement to our policy. The Us Administration has now put an end to the lie that settlements are illegal. I thank President Trump and i thank secretary of state pompeo. Americas new policy on the israeli settlements leaves at odds settlements leaves it at odds with both the European Union and the united nations, not to mention its allies in the middle east. It would also seem to signal an end to any prospect of a two state solution in the region. The eu in response is urging israel to end its settlement activity which it says is undermining hopes of a lasting peace. David willis, bbc news. What lengths would you go to to guard your property . Dogs and alarms are common enough, but what about a lion . Thats how one homeowner in nigeria chose to protect their house. Damilola 0duo lo wu reports. Residents in this part of lagos have been feeling panicky after noticing the presence of a lion in the house. The lagos State Government has, since friday, swung into action after receiving petitions from residents. 0peratives of the lagos state special offences unit have surrounded this residence housing a lion. The wild animal is being tranquilized right now and the Task Force Team will transfer it to a zoo. The owner of this animal has only been identified as an indian and he will likely face prosecution for bringing a carnivore to this state. The head of the Task Force Team told the bbc that he had the instruction of the commissioner for environment, commissioner of police and the minister of agriculture to tranquilize the cub and transfer it to the zoo. Whether the man likes it or not, we must get him. He should come and tell us what he knows about the lion, how the lion got here. So, if he does not come, what are you going to do . Of course, we know how to treat foreign nationals. We follow the procedures and rules and regulations to get him arrested. The lion was confirmed to have been moved into the building two months ago. The reason for this still remains unknown. Prince charles and his wife camilla have been given a greeting of a traditional maori haka on the first day of their visit to new zealand. The green party are launching their manifesto shortly. This is the seed at the london wetla nds this is the seed at the london wetlands centre. The party has already this is the scene. It has already this is the scene. It has already hosted its manifesto online. There it is. We will be bringing you that launch when it happens. But right now, lets take a look at the weather. We can find out what is happening with simon. Many will know it isa happening with simon. Many will know it is a cold start. Temperatures got down to minus 9. 9 celsius in aberdeenshire, making it the coldest night of the autumn so far. But it gave us lovely frosty scenes for many this morning. You might have had to spend extra time scraping ice from the windscreen. And fog. That lovely scene in 0xfordshire. It was mainly in southern parts. Today we have this weather front out towards the west which meant it was not as cold this morning in Western Areas. More cloud with that and rain moving through northern ireland, perhaps edging into parts of wales and far south west cornwall. The best of the sunshine in Eastern England and up to scotland where it will be cold. Not as cold in the west. Like this morning, temperatures in double figures. Gradually tonight the mild airwill figures. Gradually tonight the mild air will push eastwards with more cloud. Tonight, not so much blue on the map. Frost limited to the north east of scotland. Elsewhere, temperatures above freezing. Not as cold as last night. It means wednesday. Cloudy and there will be rain across Western Areas of england and wales. In england and wales generally, a dry day with sunny spells in the afternoon. Still fairly cold but temperatures higher than today. The situation is we have low pressure towards the west and higher pressure towards the east, which is blocking this low pressure from moving too far east. It may bring more rain toward central areas during thursday but generally speaking it will be towards the west where we see cloudy skies and rain. Further east on thursday looking dry, bright sunny spells. Temperatures coming up a little between 8 10. Friday and the same situation with low pressure staying there. Keeping an eye on this low pressure moving into iberia. Uncertainty as to where it will go. But we have milder air across the uk and temperatures will be getting into double figures for many as we go from friday into the weekend. Some uncertainty on rainfall over the weekend. It looks like rain will push up from the south so we will keep a close eye on that. If you have plans, stay tuned to the forecast or the weather app. Goodbye. Hello.
