In the first test next week. Turning into six hospital re calibrations. You cannot believe well, a row has now opened up in the party, with another candidate a word they say. The other dividing supporting now refusing to stand and thretening to vote for labour. I would like to think that ive got a good chance but at the same time, supporting now refusing to stand line between we and the tories is and threatening to vote for labour. There are probably a few other guys that we are responsible enough to and we can speak now who are knocking on the door as to guy kidde, who is the liberal commit to where our funding comes from. We have had none of that from well. Obviously myself and sam democrats parliamentary candidate played in the last test match so i for high peak in derbyshire. The tories. Last week, i poor a new suppose, i mean being realistic, looking at the side and the squad thank you forjoining as. Are you social transformation fund, £150 make up, we are looking at myself going to stand a lot . |j billion over five years for the thank you forjoining as. Are you and him, really. But its good to going to stand a lot . I am, but only social infrastructure, the glue that have that competition. I will be if the liberal democrats respond to coming out here and looking to do my request which is to apologise what ive always done, which is work fully to tim walker. He stood aside ha rd what ive always done, which is work hard and try and knock the door down to get into the team but we will see in the most noble of circumstances, what happens. Holds our country together. The day to day spending increase will be i face in the most noble of circumstances, iface a in the most noble of circumstances, ifacea similar in the most noble of circumstances, i face a similar situation, not exactly the same, and i can explain funded by taxing, yes, the top 5 at that. But this is about being the party i thought i was joining when a higher rate of income tax. Andy murray feels he has a chance of beating the best that. But this is about being the party i thought i wasjoining when i moved back here to contest the players in the world again as he continues his comeback selection. The party of decency and after hip surgery. Moderation, and what i see is a applause party that is fighting the same murray had an eventful 0ctober bullish battles at the other two winning his first tour title in more main parties at i can tell you from let me just make this clear. And cut than two years and then becoming the canvassing and doors i have not a father for the third time. That voters are of this. I am just he says hes excited through the lies and the fake news about his future but now thinks that saying, when by the parties wake up winning isnt everything. From the tories of this last couple what i have learned the last couple of years, i dont really care about of weeks. As i have said before, the and changed the tune . What is the rankings. I dont really care about principle at stake for you . You are income tax rates, National Insurance winning tennis competitions. It is saying you are unhappy that tim and vat will not increase for 90 of nice, its brilliant to do that, but walker is facing the threat of earners. It is only the top 5 who punishment from the lib dems by actually, i really enjoy playing deciding not to stay stand tennis. I love it. Will be asked to pay a little bit because he was worried about thats all the sport for now. Splitting the vote. If you think he more. We will reduce the threshold is doing the right thing, why not do you can find more it where you are . Tim walker is on all those stories on the bbc sport website. Of £80,000 earners and reintroduce tha rafael nadal takes doing the right thing, in his case the 50p rate for £125,000 earners. On Daniil Medvedev at the 02 this they are a few hundred votes in it, afternoon and there is live continuous coverage on bbc 2. For him to be punished for that that is our pledge. It was in the active principle is really not on. La st that is our pledge. It was in the last election and we adhere to it in in my case, a couple of thousand this election. For all of us, we are votes a nd in my case, a couple of thousand votes and i know if i push hard, i promising better and bigger will take those 2000 votes on the services. And, lower costs. Free tory candidate will win. I also know im not sure if you can hear me at there are lots of people in the high prescription charges, an end to all, we have some technical issues peak will not vote for labour whatever happens. It is for those hospital Parking Charges. It is only in the studio, im hoping you can hear me, you can see me. We are the top 5 that will contribute a people that if we do get this little more at the end of the tax apology, i will continue to stand year. Why . Because their shoulders talking about. For them because it is much better those votes come to be then go to are broad enough to bear this. And the tories. From what you are saying labour has said it will spend an extra youre happy to see the remain vote because our society, including them, six billion pounds a year on the nhs split and for the tories to get in. Asa because our society, including them, in england than the conservatives as a whole, gains from their no, iam if it wins the general election. Split and for the tories to get in. No, i am saying i will stand back, contribution. Many of them, many of Siva Anandaciva is chief analyst at the kings fund which them will be willing and proud to is a health charity. Ta ke welcome, and thank you forjoining no, i am saying i will stand back, take my foot seeks elevator, be us. I think those technical issues there as a paper candidate, but i make their contribution to our are over. Good the tories are society and pay their way. And i thank them for it. In this week, basically proposing an increase per will encourage. You say your take your foot off the accelerator, ba when the tories have shown their year of 3. 3 on nhs spending. Labour true colours, i hope that people see paper candidate, but if you are on saying they go up by 4. 3 , equating the ballot paper and you are saying there are people that want the ouis true colours, i hope that people see ours today. Straightforward, that is opportunity to vote for you because what we always stand for. A to £6 billion per year. What they dont want to vote for labour, difference would that make . Add your concern is that by doing so to £6 billion per year. What difference would that make . |j commitment to care. But also to £6 billion per year. What difference would that make . I think it would make a considerable underpinned by a serious plan that they split the remain vote, then difference to services. Looking at shows we are ready for government. Labour proposals, just make things ultimately you standing proceeded strike me. It does look more tory candidate winner i do say that it is now my pleasure to hand over is not what you want to happen. Generous than the current government tojonathan ashworth. It is now my pleasure to hand over to jonathan ashworth. He will speak Spending Plans, as your report has tory candidate winner i do say that is not what you want to happenlj dont think that is the case, people in more detail about this already noted, by 23 24 there will are looking at the advice from transformative plan. It is exactly tactical voting sites and apps on as sonia said, where did this plan be broadly an extra £6 billion going their phones, those are really come from . It came from johns into nhs services but the other serious about theirs will vote tactically and i can tell you that meeting, month after month, week difference is labour party proposals many members of my local party have are more comprehensive. They have agreed to do the same. I have after week with nhs front line set out their plans for investing staff. With those experts in the m essa g es of agreed to do the same. I have messages of support from them and field who have guided us on where we more in nhs buildings, facilities, from local councillors in high peak. Equipment, clinicalstaff need to take our nhs policies and more in nhs buildings, facilities, equipment, clinical staff and also public Health Services, things that iam from local councillors in high peak. I am struggling to understand your oui need to take our nhs policies and our health and social care policies, position. Is it that you were stand but also on the levels of help people stop smoking. 0n public Health Services, things that help people stop smoking. On paper, but you are telling people not to expenditure that are needed if we it looks like they are more generous vote for you . I will stand and are to create that Caring Society and a complaints of offer for it looks like they are more generous and a complaints of offerfor nhs encourage people to vote for the that, i believe, the vast majority funding. Previous analysis was that of our people want. Jonathan ashworth. Applause there needed to be an increase of candidate, the labour candidate who has the best chance of beating the more than 4 in order to actually tory in high peak, but i will still start transforming the service. Stand there on the proviso that i would you say that this could get this apology and tim walker gets potentially be transformational . The apology, because there are yes, if you are looking at 4. 3 people who are not vote for the increases in the health budget, in thank you very much. Good morning, liberal democrats candidate come the space where you would expect the what may. It is far better that they and thank you, sonia, for that service to modernise and start to are votes what may. It is far better that they a re votes come what may. It is far better that they are votes come to be than the tory, transform how some services are wonderful presentation of the which is the only other option. |j delivered, the one thing i say is it pressures on the front line. I are votes come to be than the tory, which is the only other option. I am not sure i have ever interviewed a is not a bonanza. It is not at the candidate any run up to a general thought you spoke with power, same level of increase is that we authority, and eloquence. You made election who will say that they saw in the brown period, where the stand but they want voters to me slightly blush when you were so nice about me, im not used to support another candidate. We are nhs was turbo charged. And the serious about this, and actually i hearing nice things about me but i caveat is workforce. The nhs has thought you were tremendous and i think lots of liberal democrat thank you for all of the work you do candidates and labour candidates are 100,000 clinical vacancies. Facing the same dilemma. I have been additionalfunding is asagp thank you for all of the work you do as a gp registrar. Applause 100,000 clinical vacancies. Additional funding is part 100,000 clinical vacancies. Additionalfunding is part of 100,000 clinical vacancies. Wrestling with this for quite a long additional funding is part of the a nswer additional funding is part of the answer but will it improve services time, idoubt wrestling with this for quite a long time, i doubt would appeal tojeremy for patients . The ageing population, and thank you to you, john, for your corbyn, the nec, once again to reconsider their stance on deals. It remarks and introduction, and thank the growing population, how much you as our shadow chancellor for isa reconsider their stance on deals. It is a late hour but not too late. We does that eat into these increases . Really ca n is a late hour but not too late. We really can if we are sensible look allowing us to put this level of at doing the kind of deal that the quite a lot, if you look at a e liberal democrats have already done investment into the national Health Service. We have had many meetings services, it increases at 5 a year. With the greens and plaid cymru to on this in recent weeks. I know you 0ut services, it increases at 5 a year. Out of the additional funding will really ensure that we do not let in have always had the nhs at your help the nhs keep pace with those what will be a toy government far rising demands but as you have worse than margaret thatcher. Do you heart. But secretly, he is a bit of already alluded to, it leaves an iron chancellor he interrogated have confidence in your party leader with the policy that is happening . Relatively little to fundamentally oui an iron chancellor he interrogated our plans carefully, as you would transform by recruiting all of the what policy . The fact that there is expect, from somebody seeking to be additional start out additional staff that we need and delivering the nations chancellor of the exchequer. Thank you for the Services Close to patients homes. Not a deal, jo swinson has said financial settlement. That you have does that take us back to the labour and not a deal, jo swinson has said labourand are not a deal, jo swinson has said labour and are qualified to be part ofa remain been able to allocate to the age old debate which, of course, no labour and are qualified to be part of a remain aligns but you are saying you would like there to be national Health Services and other politician wants to tackle, one. I would, and i think Health Services associated. Thank meticulously in the run up to an you all for coming along this saying you would like there to be one. Iwould, and i thinka election. Which is, what should the compromise is what we need, if we morning. Last week, we heard how a nhs be doing and is this a let in Boris Johnson compromise is what we need, if we let in borisjohnson possibly in correlation with the brexit party, patient at Queens Medical Centre we will have the very worst kind of hospital in nottingham, and sustainable path . There is a brexit that we could even imagine. It will be awful for our country. I discrepancy but ultimately they are would fastly see a compromise where 88 year old patient, with dementia, was left languishing on a trolley both walking down the same route here . Thats true, there is we say as liberal democrats, we will for over six hours in a hospital go into an alliance with the labour relatively little difference between the two parties when you unpick the party and other opposition and corridor. It was a heartbreaking numbers. I think the question will worker way through this situation. I picture, a picture which, ithink, a lwa ys numbers. I think the question will always come back to when the nhs is think the thing that voters want to see the end of more than anything is being asked to do to much, by really is the image of this general this kind of bear baiting between Election Campaign. Jills providing these 4 increases i think parties. They are really sick of it. You can argue providing these 4 increases i think lets get that sorted out first and you can argue might argue the nhs experiences are not unique. Indeed, keeps pace with rising demand but if then lets address this european we talk about adult social care, union question and then lets rework thats where we have to ask in the last year, 625,000 patients questions about what the party is willing to pay in order to put this Critical Service back on a more to regain confidence of voters which have languished in corridors, sustainable footing. Thank you very is not just about to regain confidence of voters which is notjust about brexit but a general anger in the way that designated as trolley waits, in the much forjoining us. Politics works in this country, national Health Services. A e which is frankly ineffective. There will be a considerable operations and increasing delays for amount of cost needed to be labour vows to outspend the patients receiving diagnostics test incurred. 0ur amount of cost needed to be incurred. Our focus is conservatives on the nhs in england. Amount of cost needed to be incurred. 0urfocus is really on the here and now. Weve got to spend a results. We deliver on our they say the Health Commitment that less than 1 of lot of money on relocating the patients should wait more than six service is crying out horses, and only yesterday we had to weeks for a diagnostic test and spend another £7,000 on equipment for a Financial Rescue plan because we want cancer survival rates to be among the best in the for the staff to work in very promising to invest, to reduce waiting times and improve different conditions. We are not Mental Health services. World, we will invest and deliver a shift in early cancer diagnosis from government funded in anyway. So, we prevention and well being will be at two in 43 and four cancer cases over are reaching out to our supporters. The heart of our mission to help we have opened our emergency flood the next decade. We are committing people live healthier, happier, crisis campaign. There are a number longer lives. The quality care of ways people can help us. That is an extra £1. 5 billion today in patients deserve, a rescue fund for capitalfor diagnosis by donating and volunteering their our nhs. Well ask whether labours an extra £1. 5 billion today in capital for diagnosis medical diagnostics and equipment. We have time, and also we are looking for figures add up. Also this lunchtime people to rehome some of our horses, as the army arrive in South Yorkshire, the Prime Minister meets evenif people whove lost everything more mri scanners than other people to rehome some of our horses, even if its just for a temporary countries, we will increase the period, just to relieve the pressure in the floods. On us at the moment. Joe, sending number of scanners towards the you all of the best. Thank you for i think the shock of seeing your international average. Overall, nhs property engulfed by water is huge, and Capital Expenditure, budgets joining us. Lets catch up with the that have been cut under the tories, and also the anxiety about what and raided, will increase to meet weather, mel has the details. The oecd average. And it will be thank you. Today offers a brief done through public investment. That respite from all of the rain. For will mean an extra 15 billion many areas. But it is short lived. Already we are seeing showers edging Capital Investment to rebuild into parts of South West England and crumbling hospitals and invest in up into parts of South West England and up into wales. Away from that, a good slice of something brighter. Cutting Edge Medical Technology of the future. Years of tory cuts to some showers dotted here and there. Associated with this area of rain. Capital budgets have left our nhs blustery winds, cold for all of us. With a 6. 5 billion repair bill. We we keep a few showers in north east scotland, and here we do have an ice will clear the maintenance backlog. Risk first thing tomorrow morning. The nhs will literally be rebuilt this rain could produce hill snow in under a Labour Government. Southern roots in wales. Elsewhere, a cold night, especially in the northern half of the uk. This is the main feature over the next few days, this we will honour existing and pivoting northwards, and westwards, potentially into areas that have seen recent flooding. It will only confirmed hospital rebuilts, future exacerbate the problem. A blustery day in many areas on thursday. The decisions on hospital rebuilds will further north you are, a better chance of seeing something drier and be based not on Party Political brighter but rather like today, it considerations as it is now under the tories, but decisions will be will be a cold day with temperatures 00 30 40,818 4294966103 13 29,430 in the mid to high single figures. Based on need, be fully transparent and spread fairly across the regions. We will institute a Green New Dealfor the regions. We will institute a Green New Deal for the nhs to ensure trusts can Access Funding to reduce their Carbon Footprint and we will also institute an nhs forest with a million extra trees across the nhs estate. Applause. We will ensure an extra 2. 5 billion investment to upgrade primary and Community Health facilities as well. As we have heard, it was 71 years ago that a Labour Government introduced the national Health Service. The tories have voted against it, of course. There was even one toy who said it would lead to civil war, can you believe it . A Labour Government introduced the national Health Service, and the acts of parliament which founded it set out a vision of a comprehensive Health Service designed to secure improvement in the physical and Mental Health of the people. I do not believe a comprehensive Mental Health service has ever really been delivered. Stress, anxiety and depression are the biggest cause of Sickness Absence in our society. Responsible for 91 million working days lost every year. Costing the uk economy to 9 billion a year. Last year the number of prescriptions for antidepressants hit their highest level, with over 71 million prescriptions dispensed. As sonia told us so graphically, 100,000 people children and young people simply do not get the Mental Health support they need, often young people in crisis harming themselves, talking about taking their own lives, turned away from services. We will as a government prioritise Mental Health and well being like never before. Under our plans, we will invest £2 billion extra in Mental Health facilities. Old style dormitory awards and inpatient hospitals will be replaced. We will make awards and facilities safer for patients and staff. We will make awards. We will invest in extra beds to end the unacceptable practice of out of areas placement often in poor quality private providers. Applause. And we will provide more crisis ambulances and communities. And because, asjohn says, we are making a solemn pledge that no child should be denied the Mental Health care they deserve, just as we are prepared to invest in capital for Mental Health facilities, we will provide an extra 1. 6 billion for nhs revenue for Mental Health Services Also to provide counselling in every secondary school, expand Community Services for those with severe mental illness, and ensure that high quality crisis care people deserve and when they needed. This will be the greatest priority for Mental Health services ever seen, finally delivering real parity of esteem for Mental Health services. Applause. 0ur applause. Our mission to improve well being does not end with Mental Health services. Yesterday we lost a good friend, we lost someone who i believe was one of the finest Health Secretaries ever to grace the offers. Applause. Frank was a great source of encouragement to me in recent years, and gave me good advice, kept me going. I wasnt keen on his filthy jokes, but anyway. That is not my style. Laughter. He did say when he was Health Secretary, inequality in health is the worst inequality of all. There is no more serious inequality than knowing you will die sooner because you are badly. He was so poverty and deprivation mean people get ill quicker and die sooner. We cannot settle for that. After a decade of austerity, Life Expectancy advances are stalling. Even going backwards in some of the most deprived communities. Infant mortality rate, thatis communities. Infant mortality rate, that is babies dying, have risen four years in that is babies dying, have risen fouryears ina that is babies dying, have risen four years in a row for the First Time Since the second world war. Rates of premature death, including deaths linked to heart disease, lung cancer, copd, are two times higher in the most deprived areas of england compared to the most affluent. And i were more deprived areas, we see higher rates of suicide, higher rates of addiction, so we will relentlessly target Health Inequality as part of our well being strategy. I can confirm well being strategy. I can confirm we will legislate for a new future generations well being act, we will commit to halving Childhood Obesity by2030 commit to halving Childhood Obesity by 2030 and tackled the wider determinants such as banning junk food advertising before the watershed. Because the delivery of health care is notjust about the nhs has eight sickness service, it is about helping people stay well and lead healthier, happier, longer lives. Instead of cutting public Health Services as under the tories, we will invest an extra 1 billion a year on the Public Health grant. It will mean more investment in Smoking Cessation services, more investment in Weight Management services and find 30,000 new treatment places and obesity services. We have committed not only more money to sexual Health Services but will find the roll out topic for hiv and take steps to work on eliminating new hiv infections. As many know, Addiction Services is a personal priority of mine. Having spoken out about my own personal circumstances with a father who was sadly taken because of drink. After yea rs of sadly taken because of drink. After years of cuts to Addiction Services, we are seeing an increase in deaths because of substance misuse and alcohol. We will stop the cuts to Addiction Services, increase Addiction Services, increase Addiction Services, increase Addiction Services funding by 100 million. This investment will secure and a 27,000 drug and Alcohol Community treatment places. We will also invest an extra 50 million in Mental Health promotion advisers working across workplaces and community groups, providing first aid and resilience training. Childrens health and well being has a lwa ys Childrens Health and well being has always been a huge priority of mine. I want always been a huge priority of mine. Iwant our always been a huge priority of mine. I want our children to become the healthiest in the world, it is ambitious, but when children make up around 20 of the population and 100 of ourfuture, around 20 of the population and 100 of our future, it is around 20 of the population and 100 of ourfuture, it is right around 20 of the population and 100 of our future, it is right to be ambitious. We will raise the spending to over a billion, we will invest more in parenting support and ensure Services Become trauma informed. There is one area where Childrens Health investment is now more urgent than ever. Earlier this year we lost our measles three status. Measles is a horrible life threatening disease. And yet vaccination rates have fallen five yea rs vaccination rates have fallen five years ina vaccination rates have fallen five years in a row. This simply is not about anti vax propaganda on social media, as mr hancock claims. But as reported, it is to do with the toxic combination of the tory health and social care act, alongside the squeeze on primary care and cuts to public Health Services. I am determined that we restore our who measles three status. As a start. Applause. We will invest 35 million extra a yearin we will invest 35 million extra a year in improving vaccination uptake to the Public Health grant. And we will recruit 4800 Health Visitors and School Nurses in communities, no more cuts to Health Visitors. Applause. Which brings me finally on workforce. 0ur nhs is built on the exceptional commitment and dedication, professionalism of our nhs staff. After a decade, they are facing burn out, custody being asked to do more and more with less and less. As sonia alluded to, one of the greatest privileges of my role has been able to spend time quietly on the front lines, shadowing staff, from paramedics to gps to catering staff to committee nurses and a e co nsulta nts, staff to committee nurses and a e consultants, just going around seeing what they do on the front line, not making a huge song and dance about it. I have seen immense pressures they are under. But i have also seen the wonderful gratitude of the patients they care for. As staff ca re the patients they care for. As staff care for all of us, it is time we ca re care for all of us, it is time we care for all of us, it is time we care for them. So i will be. Applause. I will be a Health Secretary that doesnt pick fights with the nhs staff but works alongside nhs staff as part of the team to deliver the best Health Care Patients deserve. That involves also putting in place a plan for patient care with a credible costing plan to tackle workforce vacancies. Two weeks ago london tory spin doctors at the start of the campaign where breathing that they were targeting rugby league towns. 0n the same day they were briefing that, it was announced that a Maternity Unit at pontefra ct announced that a Maternity Unit at pontefract near the rugby league town of castleford, wakefield and feather stone, was closing because of shortages of midwives. We will increase the budget for training, develop mid at education by1 billion a year and we will bring back a training bursary for nurses, midwives and other Health Professionals. Applause. We will expand gp training places to 5000 to recruit more family doctors, providing 27 million extra gp appointments and 5000 more doctors. We will allow the nhs to recruit internationally and ethically without hindrance. Announcements on the allocation for our National Care service and free personal care will be made in the coming days by my shadow cabinet colleagues. Let me be clear, with a Labour Government there will be 26 billion extra in real terms for our nhs, 40 billion extra in cash terms. There will be a credible plan for more nurses, midwives, allied Health Professionals and practitioners. We will safeguard the nhs from any International Trade deal that risks seeing it sold off. Cheering and applause. And we will air the privatisation of nhs services as well. Cheering and applause. We will give Mental Health the greatest priority it has ever had, introducing free prescriptions, prevention and well being will be at the heart of our mission to help people live healthier, happier, longer lives. The quality care patients deserve, rescue plan for our nhs. Changes coming for patients and nhs staff. Vote labourfor our nhs. Thanks very much. Cheering and applause. John ashworth outlining labours policy for the nhs, at the headline figure is that labour are promising a real terms spending increase nhs funding. £26 billion a year by 202324. £6 funding. £26 billion a year by 2023 24. £6 billion more than is being offered by the tory party. How much difference is there between what the different parties are promising . We can discuss that with niall dickson, chief executive of the Nhs Confederation representing organisations across the health care system. What are your thoughts . Ending there saying this is a rescue plan for our nhs. We have heard criticism of politicians raising expectations around what can be achieved. What you think . In one senseit achieved. What you think . In one sense it is good news. A significant additional investment on top of the very significant investment which the conservatives planned over this period. Throughout their servers there will be welcome for the idea there will be welcome for the idea there will be more resources. The reality is however that the demands which the Health Service will face over the next ten or 15 years are very considerable and what is being asked of it in terms of transforming the way that care is run is going to bea the way that care is run is going to be a real challenge river is in government. A word of caution is about raising expectations, providing more of this and that, achieving this, the answer is that the service is going to be under pressure, not least because workforces are a massive issue in terms of attracting staff and retaining them to provide these services. It will be a difficult ride over this next period, and try to get that across both to politicians and the public is something that the service is very anxious about. That said, there is some additional investment going in which will help. It will help us to start transforming the service. We did a study last year suggesting the nhs needed 4 plus in order to be able to start transforming the service. The current plans are around 3. 4 . This obviously will push as over the 4 figure. In theory it should help to drive that forward. But there are obvious concerns, areas like social care which need to be transformed, that will take time, solving the workforce problems, very significant. You talked about the growing pressures on the nhs Going Forward , growing pressures on the nhs Going Forward, increasing population, ageing, and you mentioned the number of vacancies. Labour are saying they would renegotiate a brexit deal to allow for freedom of movement for nhs workers from the eu. Would you welcome that . Yes, the issue is post brexit it really is up to the uk government to decide what immigration policy it once, and we have certainly been urging first of all to get rid of the 30,000 cap, which is letting people in a song that they are earning more than 30,000, that should be lowered because there are plenty of skilled people. In some ways it is notjust the nhs but also social care in london around half of the people providing social care are people who are coming from European Union countries. We need to continue to welcome them, make sure it is a welcome them, make sure it is a welcome place to work and make sure it is easy for them to come and go. That is in the hands of government and we will continue to be pressure, whoever is in power, to make sure that happens. Social care is something that has been in the news a lot. There is nothing currently for social care from either of the parties. There is something from labour, they did announce plans a few weeks ago around introduction of free personal care. That would mirror some of the stuff going on in scotland. We are yet to see whether the conservatives go on that front, the conservatives go on that front, the reality is that the social care world and increasingly the Health Service ive heard so many promises about how people are going to fix social care and they frankly havent done it, notjust this administration by previous administrations have promised back to the days when the blair government commissioned in this area, it is an area that has reached area, it is an area that has reached a point where we absolutely need urgent action by whatever government is in power and we would certainly urge is in power and we would certainly umea is in power and we would certainly urge a cross party agreement. We need a long term settlement that everybody is willing to go down, as the parties did around pensions. Jeremy corbyn has been heckled as he arrived at a Campaign Event in glasgow. Lets take a listen. They asked me if i would wear it, i promise to wear it in my own constituency. When i have a meeting on monday night, i explained the origins. Were you not invited to the funeral . Do you think the man that will be Prime Minister of this country could be should be a terrorist sympathiser . Who is going to be the first terrorist invited to the house of commons where you are Prime Minister . He is running away Jeremy Corbyn being heckled in glasgow, on a two day tour of scotland. Borisjohnsons been facing angry locals affected by the devastating flooding in South Yorkshire. Where have you been . You took your time. The Prime Ministers been visiting stainforth in South Yorkshire to see the Emergency Response when he was approached by residents. Afterwards the Prime Minister had this to say. I understand how people feel and you cannot underestimate the anguish leafleti ng cannot underestimate the anguish leafleting causes. We saw the couple earlier, the shock of seeing your property engulfed by water is huge. And also the anxiety about what may still be to come. In a moment well have all the Business News, but first the headlines on bbc news labour is pledging to outspend the conservatives on the nhs in england. The party is currently unveiling its nhs Spending Plans. David gauke the former conservative cabinet minster warns a conservative victory could pave the way to a very hard brexit. Mr gauke has confirmed hell be running as an independent in the election. The Prime Minister is visiting flood hit South Yorkshire. More Service Personnel are drafted in to help in parts of Northern England and the east midlands with recovery efforts. Uk inflation rose at its lowest pace in almost three years last month, as the energy cap kept a lid on the price of electricity, gas and otherfuels thats according to official statistics. More on this injust a moment. Berlin rocks so says tesla boss elon musk as he announces that berlin will be its first european factory site. He added the electric car maker will also build an engineering and Design Centre in the german capital. According to autoexpress, mr musk cited brexit uncertainity for his decision. Industry experts say the number of electric car models available in europe will triple by 2021. City of london regulators have slammed its own staffs shameful toilet habits. A senior figure at the Financial Conduct Authority accued colleagues at its headquarters of leaving the building in an unacceptable state, including defecating on the floor in toilet cubicles. Catering and security teams have also, alledgedly, been verbally abused. The complaints were posted to the fcas four thousand employees on its stratford hq intranet. So inflation here in the uk has fallen to a three year low as Energy Prices have also fallen. According to the office for national statitics, Consumer Prices rose 1. 5 in october, against 1. 7 in september. This coincides with Energy Regulator 0fgem lowering price caps last month. Gas and electricity prices fell by 8. 7 and 2. 2 respectively in october from september. However, the 0ns also released data today, showing that average earnings, excluding bonuses, increased by 3. 6 . Joining us now is liz martins, senior uk economist at hsbc global research. So, could the slower pace of price rises boost household spending, seeing as wages are rising faster than inflation . Wages have been rising faster than inflation for some time. Certainly to put the optimistic spin, that is great news for consumption. We have the gdp numbers earlier this week and a shows that Consumer Spending continues to drive Economic Growth in this country. The only caveat is that this persistently low inflation means that higher wages are weighing on company so that they are paying people 3. 6 more than last year but not able to pass those prices onto their customers. It could be a risk to their own profit margins. The october inflation number was lower than the 1. 6 forecast by economists is that solely down to the fall in utility prices thanks to a lowering of the Energy Price Cap . Yes, i think the main downside surprise did come from energy, other people anticipated some decline from that. It is the main reason why it was a little bit lower than expected, but the brother picture is that the cpi inflation is below the bank of englands 2 target is getting further away from it on the downside, and of course that makes for a Monetary Policy challenge. The bank of england has said inflation could slip further to 1. 25 early next year well below its 2 target. What implications does that have for future rate setting decision . The way we are at the moment, todays inflation data was the third downside surprise in this weekend we are only on wednesday, so the way we look at it at at the moment, it feels as though the next bank of england move is going to be down and not art. There is a lot of uncertainty in the environment. We dont know what will happen in the election or with brexit. If we look to the surveys at the moment, there is concerns around employment, the jobs figures yesterday, though the headline Unemployment Rate came down, the actual number of people in employment fell, so you add all those things together and it does feel as though the risks to Interest Rates are or the downside. The office for National Statistics said Consumer Prices rose 1. 5 in october, against 1. 7 in september. Energy uk stocks retreated on wednesday, but has trimmed some early losses as its exporter stocks strengthened after the pound dipped. Coca cola hbc is the mornings top riser after the bottler touted a Strong Quarter despite adverse weather conditions. Also having a good day is energy firm sse which transformed a £285 million pre tax loss in the First Six Months of 2018 into a £129 million profit in 2019. Here are pictures from venice, where the square is flooded and the basilica flooded as you can see these pictures. Flooding in venice is normal and expected in the autumn, but the flooding is particularly bad days year and this is actually just the sixth particularly bad days year and this is actuallyjust the sixth time in 12 centuries that the basilica has been flooded. The last time prior to this was last year, i dont was said there that the flooding in the basilica aged the historic treasure two decades in a sickle day. So that isa two decades in a sickle day. So that is a sad sight to see basilica flooded. He was the weather here. A cold start today with some of us waking up to a touch of frost, this photo from a weather watcher. Whilst there is dry weather to be had, the next area of low pressure associated weather front are already putting in. This afternoon, central and eastern areas staying mostly dry with sunny spells. A scattering of showers in the north and west. This feature moving into the south west, ahead with some showers and cloud at outbreaks of heavy and persistent rain pushing into the south west as we go through the day. Feeling cool, temperatures not much higher than 910dc. Temperatures not much higher than 9 10dc. Rain staying methods overnight, pivoting to settle at east end areas, north easterly breeze dragging in some showers any north east of scotland where we could see some ice. Potential the rain could turn to wet snow over high ground for a time. Rain with asked tomorrow, heavy and persistent where we see it. Gradually pushing its way north, some areas where we have seen issues with flooding could see further rain tomorrow. We hold onto that cool north north easterly breeze, at the temperatures again not up to much. North of the rain, sunny spells with one or two showers as well. Moving into friday, holding onto the north north easterly breeze, remaining cool. The weather front starts to fade away, pushing further north, some outbreaks of rain again, the next area of rain sta rts rain again, the next area of rain starts to push into the south east. Scotla nd starts to push into the south east.
