Lewis hamilton will start the us formula one grand prix in fifth, but is still poised to win the world drivers championship. Good morning. As the general Election Campaign gets into full swing, labour and the conservatives are making big spending pledges. Borisjohnson has confirmed the benefits freeze in place since 2016 will end in april, whileJeremy Corbyn is proposing to insulate almost every home in the uk, which labour say will create hundreds of thousands of jobs. Heres our Political Correspondent, nick eardley. Over the next few weeks we are going to hear a lot from our politicians about what they would do with power. And the big spending pledges are starting already. Today the government is saying that it will end the benefits freeze in april next year. Its been in place since 2016 and has meant things like universal credit and job seekers allowance havent gone up. From next year ministers are saying that will change and it will go up by the rate of inflation. Labour isnt convinced. It thinks its a cynically timed announcement to coincide with the start of the general Election Campaign. And its promising wholesale change to the benefits system, really, and the scrapping of universal credit altogether. Labours making a big announcement of its own today to create 450,000 newjobs by making sure that homes are more energy efficient. Things like better insulation, triple glazing, and Better Energy protections. It says that it wants a green revolution across the country. The liberal democrats have formally complained after itv said its head to head Election Debate would only include Boris Johnson and Jeremy Corbyn. The party said its leader, jo swinson, should also appear in the debate later this month, suggesting her absence risks misrepresenting the current political reality. Itv said it intends to offer viewers balanced election coverage. Our Political Correspondent, Jessica Parker is here. So, first of all, the conservatives say that they will end that benefits freeze, introduced in 2016. It was due to end anyway . In april . Yes, weve had confirmation it will end and working age benefits like jobseekers allowance to go up by 1. 796. Jobseekers allowance to go up by 1. 7 . Labour immediately dismissing this as some cynical election ploy and pointing out the freeze will continue for some months yet until april next year. But what is interesting politically about this, we know the labour party, as well as them addressing the issue of brexit, they will want to talk about austerity and investment in Public Services and supporting people on things like jobseekers allowance, universal credit, theyve been very much against that. Whats going on here is could this be a conservative party tactic to show they are not party of austerity . Ha is the election wont just party of austerity . Ha is the election wontjust be about brexit. We had an interview with the prime minister, borisjohnson, we had an interview with the prime minister, Boris Johnson, what we had an interview with the prime minister, borisjohnson, what has he said . Obviously last week was the week we were due to leave the eu on the 31st of october, a lot of people have been asking borisjohnson whether he regrets the fact he could not make that happen. The government trying to blame parliament but speaking on sky to sophy ridge, he was asked if he was sorry for what happened. Can you apologise to those who supported you . Its a matter of deep regret. 0r who supported you . Its a matter of deep regret. Or we who supported you . Its a matter of deep regret. Orwe need who supported you . Its a matter of deep regret. Or we need to do now is get on and do it. It was the closest i heard get on and do it. It was the closest iheard him get on and do it. It was the closest i heard him too having said sorry about missing the deadline. The conservatives very much trying to blame parliament for that delay. Meanwhile, you were mentioning a moment agojo swinson, the liberal democrats rather unhappy about being left out of this head to head debate on itv on the 19th of october, itv say they will do balanced coverage and plans for a multiparty debate but whenever elections or electoral events happen, theres always debate as to who should take part and the snp are not happy, they think this debate could be misleading. There will be plenty more debates about the debate to come jess parker, our Political Correspondent there. Members of the Vietnamese Community have gathered in london for a vigil in memory of the 39 people found in a lorry in essex. A service last night was attended by more than a hundred people and more are expected to pay their respects at another memorial today, as Richard Lister reports. This congregation feels the migra nts deaths more keenly than most. More than 15,000 londoners were born in vietnam, forming the largest Vietnamese Community in britain. Some gathered at this East End Church last night to commemorate their countrymen who died trying to reach the uk. Our sympathy to the people who have lost their lives on the way for the seeking of freedom, of dignity and happiness. And we ask god to welcome them into his kingdom. People here have been following news of the investigation closely. Essex police are slowly identifying the victims and there are families in this congregation who have told father simon that they too may have relatives among the dead. I think the more information that we get, you know, the quicker the investigation could become. So i encourage them if you could, you know, provide. And so far about eight families have come forward to give me information and i have passed on to essex police. Footage has most of the lorry shortly before its terrible cargo was revealed. Vietnam has called for closer International Cooperation to combat migrant smugglers and human trafficking. Police believe that trailer may have been rented by ronan hughes, on the left. Theyre still searching for him and his younger brother, chris. It may be some time before we know the names and stories of all those who died, but this congregation is keeping them in their prayer. And there will be another service for them this afternoon. Richard lister, bbc news. A man has been arrested on suspicion of murder after a car drove into a pub in essex. It follows the death of five people in a shooting in San Francisco on halloween night. Heres our north america correspondent chris buckler. Parties have been a big issue for the company for a long time, but what has led them to act was a party thrown at a home in orinda, which is an affluent suburb in San Francisco last week. Now a woman rented that house, claiming she wanted to find a place to allow her asthmatic family to escape from the smoke from the california wildfires. In fact, she threw a Halloween Party in which 100 people turned up and it descended into violence. In which there were shootings and five people died in their 20s and late teens. Now, airbnb has said thats completely unacceptable and they say they are going to put in place new policies that will ban party houses. Now that might prove difficult to do, but brian chesky, who is the co founder and chief executive officer of airbnb has set out a number of things that they are going to do. He says theyre going to create a dedicated party has Rapid Response team and that theyre going to screen high risk reservations among other things. Hes pretty blunt in this post on twitter. He says we must do better and we will. England fans will still no doubt be reflecting on the outcome of yesterdays final having watched england outmuscled by south africa, losing 32 12. The springboks drinking in their wi with the webb ellis trophy. Some perhaps more than most. That is the sale scrum half faf de klerk. But what a moment for siya kolisi, the teams first black captain to hold aloft that trophy. A symbol of progress in south africa. But for england the inquest will continue into their disappointing performance. Matt dawson who won the Rugby World Cup with england in 2003 and was part of the bbcs Commentary Team in yokohama, says there are still reasons to be cheerful. I think weve got to be a little more gentle on england rugby. They had a fantastic tournament. They got to the final and theyve played against a team that we thought, they simply cannot lose that game. After beating new zealand in the semifinals, it was therefore england to take. But i think we, the fans, the media, and may be the players and the staffjust underestimated what it was meaning to south africans to be in that final and to be perfectly honest, not only did they win the physical battle but the tactics that south africa deployed yesterday were first class. They played brilliantly. And quite rightly, what weve seen from the england players and manager today, they know they were beaten by a better tea m they know they were beaten by a better team but im not sure it needs to be an inquest, really. Maybe Lessons Learned going forward. An indigenous brazilian activist who campaigned to protect the rain forest has been shot dead in what appears to have been a targeted killing. Paulo gua ja jara was reportedly ambushed by loggers in the Northeastern State of maranhao while hunting inside the arari boia reservation. He had recently told journalists that he was scared about the situation in his reserve, where illegal loggers and miners were operating. Bill hayton reports. This is the kind of direct action Paulo Guajajara was involved in, catching illegal loggers red handed. In this incident filmed in september a group from his tribe intercepted a track loaded with tree trunks and the tools of this illegal trade. With the nearest Police Station hundreds of kilometres away, members of the gua ja jara tribe feel this is the only way to protect their land from destruction. The guardians of the forest, as they call themselves, say that their home made weapons of cut illegal logging by half over the past decade. In an interview six weeks ago paulo gua ja jara said it was dangerous work. Translation im scared sometimes but we have to lift up our heads and act. We are here fighting. He said it was important to act now to preserve a future for his children. Translation we are protecting our land and the life on it, the animals, the birds, even the other tribes who are here, too. There is so much destruction of nature happening, good trees with wood as hard as steel being cut down and taken away. The brazilianjustice minister described the killing as a grave crime and promised it would be investigated. Indigenous groups blame his government for the rising number of attacks by illegal loggers and miners. President bolsonaro has cut funding for environmental agencies and indigenous Rights Groups since taking office injanuary. Activists say that tribes have no alternative but to try to protect themselves. Deep in the forest, the fight goes on. Bill hayton, bbc news. Lets talk more about that rugby result yesterday. Lets speak now to paul jackson, the curator of the webb ellis rugby football museum. Thank you for being with us, what about what that game yesterday means for english rugby . It means an awful lot, didnt we do well to get to the final. What a shame we lost out. Congratulations to south africa, it will sort so many things out in that country, wont it . And the japanese held it beautifully, and rugby will grow in that country. And our development of rugby football, wherever we play it, that will develop accordingly, i hope. And the tournament itself, englands really good running it, especially that amazing victory over the all blacks backin amazing victory over the all blacks back in the semifinal, will that inspire new kids to take up rugby, and its been on terrestrial television, does that help . M and its been on terrestrial television, does that help . It can only help, with every sport played. Loads of people watching, for them, it can only be a good thing. There will be numerous kiddies going out to play mini rugby this morning in an appropriate and fun way and their coaches will lift their spirits after the defeat and say come on, you guys, some of you will be playing in the World Cup Final in eight to 12 years, lets go for it. Wonderful how healthy is the game in this country . Young girls and boys, a lot of them tempted to play football rather than rugby, is this sort of tournament pivotal in changing minds about the sport . You would hope so, the fact that girls play it now in their droves can only bea play it now in their droves can only be a great thing for the game and as you are probably aware, the barbarians have their own lady side. That is a Wonderful Development for the game. I can only see this being taken the game. I can only see this being ta ken forward the game. I can only see this being taken forward and growing the game, oui museum taken forward and growing the game, our museum will be full of people coming to see the history of the game, people will come to rugby school, literally 100 yards from where i am now, to visit where it all began in 1823. I cannot see that it has done any harm. I can only see forward progress but of course, the introduction to children must be done appropriately and the physicality that we see for those in their more mature years has to be left out until they are ready. Its great to talk to you. Thank you so much for being with us. Riot police in iraq have fired live ammunition and tear gas during Anti Government protests in the centre of baghdad. Protests have continued on the streets of chile over the weekend, marking two weeks since major unrest began. At least 20 people have died and thousands of people have been arrested since last month. The demonstrators are worried that planned Economic Reforms could leave them worse off. Our south america correspondent katy watson reports from santiago. The desire for change is still burning on the streets of santiago. Two weeks in, and they are not giving up. Families, children, people young and old, committed to the protest movement that has suddenly taken hold of chile. They want to see a shake up of old politics, and a more inclusive society. These people say they want dignity, respect, and to be listened to. Meanwhile, politicians met in recent days to find a way forward, and so far little breakthrough. Translation we wa nt to little breakthrough. Translation we want to say to the government that we have a counterproposal for change in chile. What the government has put on the table until now is not enough. Camilla and her new wife, stephanie, have not let the protests get in the way. They got married two days ago, and even had their hen party at one of the demonstrations. Translation weve come to protest and support people, stephanie says. If you stay inside, its as if you are doing nothing. The privileges i have arent just for are doing nothing. The privileges i have arentjust for me but for everyone. She says she is nervous about the police and their aggressive attitude towards protesters. You could see that clearly on the streets this past weekend. A vast majority of two lanes here are protesting in peace but it feels like the police are acting tough. By early afternoon on saturday, before the protests gathered momentum, water cannon and tear gas was being used liberally to disperse the crowds. But engineer mcgill says he is not cowed and he will not stop his protest until things change. Translation lots of politicians think it is just poor people complaining, but thats not true. There are lots of professionals, engineers like me who are speaking up. This cuts across all society. Weve never seen this in chile. So the authorities are scared. Defiance in the face of authorities accused of unnecessary repression. There are crackdowns on unarmed protesters, uncomfortable in a country which, just 30 years ago, was under a dictatorship. Chileans have found their voice and they are determined to keep using it. This is the story of the day. As wildfires have raged across parts of eastern australia there have been concerns over the fate of hundreds of koalas. Many are believed to have died but there have been some survivors. Tim allman has the story. His name, for reasons unexplained, is corduroy paul, and hes been very, very lucky indeed. He was found curled up in a ball, dehydrated and clinging to life. Along with another koala called anwin, corduroy paul survived the fires that have ravaged his habitat. Thousands of hectares of land destroyed, trees and foliage turned to ash. Koalas are especially vulnerable, often defenceless in the face of the flames. Its just gone straight through and very little would actually survive in there unscathed. Wallabies, kangaroos, deer can get out because they can run, but koalas just really cant. In the last few days, sydney has been shrouded in smoke. The strong winds have fanned dozens of bushfires. They are an annual occurrence, but they have come unusually early this year. There are no reports so far of any injuries to people at least, but the scale of whats happening is frightening, nonetheless. Very scary. Weve been clearing out as much as we can of leaf litter and stuff like that, but what else can you do . This whole area is home to a very rare, genetically diverse koala population. As these fires recede, they will look to see how many remain. Corduroy paul may have survived, but for others, it could well be a different story. Tim allman, bbc news.
