Debating the plan to go to the polls on 12th of december. Well ask what a snap election will mean for brexit and well speak to all the main parties about how theyre going to try to get your vote. Putting more on the plastic. New figures show personal debt levels are at a 20 year high. So should we rein in the spending . Ill get an expert view. Crossing the line. England fined for their v formation response to the haka during their semi final win over the all blacks. Good over the all blacks. Morning. Its a cold and frosty start good morning. Its a cold and frosty start for some of us with some patchy fog. But for most it will be a dry day with sunny spells, except in the south where there will be more cloud and some spots of rain. And ill have further details in 15 minutes. Good morning. Its wednesday the 30th of october. We are back at westminster. Our top story after months of brexit deadlock, mps have voted overwhelmingly to hold a general election on december the 12th. Its the first pre christmas Election Campaign in nearly 100 years. Last night, borisjohnson said the public must be given a choice over the future of brexit and the country. The labour leader, Jeremy Corbyn, has promised to launch what he calls the most ambitious and radical campaign for change ever seen in the uk. Heres our Political Correspondent, nick eardley. Ready for even more political debate. The ayes to the right, 438, the noes to the left, 20. So the ayes have it, the ayes have it. Unlock . That vote was mps backing a general election on december 12. Parliament is split when it comes to brexit, and now mps think an election is the way to break the deadlock. There is only one way to restore the esteem in which our democracy is held. And to recover the respect in which parliament should be held by the people of this country, and that is finally, to offer ourselves to the judgement of the people of this country. Not everyone in labour was convinced about an election. Dozens of mps refused to back one last night, butJeremy Corbyn said he was ready. Were going out there to fight an Election Campaign, and i cant wait to get out there, on the streets, in every town and village in this country, labour will be there, giving a message of real hope where this government offers nothing. The Campaign Messages are already being rolled out. Brexit will be key, but there will be a lot more to decide on, too. As the United Kingdom family of nations strong together, working within the eu, we can reshape our economy and harness the technological revolution and build a better and brighter future. And thats the message the liberal democrats will be taking to this country in the general election. I welcome the opportunity of an election. Because, make no mistake, the election thats coming, is going to be the right of scotland to determine its own future. So, six weeks of intense campaigning starts now to decide who will be back here in mid december. The truth is, general elections dont always go according to plan. Nothing is certain. Anything could happen. There are Big Questions to be answered, and for the next few weeks, politicians will try to persuade you they have the answers. Nick eardley, bbc news, westminster. That is nick hurd leave. So here is the question we have been asking for some time. Nick hurd. So with a majority of mps now supporting an election, what happens next . Today, the house of lords will debate the election bill put forward by mps. It could become law by the end of the week. On november 6, parliament will be dissolved and there will be a five Week Campaign up to polling day on december the 12th. As is stands, brexit is due to happen by 31st of january 2020. Lets get more on this now from our Political CorrespondentJonathan Blake, whojoins us now. Good morning. Here we are again. For those who mightjust be switching on and may have missed what happened last night, ring us up to speed. Where are we this morning . A bigger in the house of commons last night which means that barring any last minute edges, which we cant rule out, but do seem unlikely at this stage, in the house of lords today then we are on for a general election. And its worth marking this moment, think, because after all the lock and delay we have seen over the last weeks and months, yesterday parliament decided something quite convincingly and, for once, the Prime Minister got his way. So we are looking at a december election, as you said, for the first time in almost 100 years. Election campaigns are always unpredictable, but this will be more so than most, think. Youve got the conservatives with Boris Johnson think. Youve got the conservatives with borisjohnson there promising to bring the country together and get brexit done, which tells you how his campaign is going to look and sound of the next few weeks. Labour will probably put more of a focus on domestic issues. Garry coleman already talking up his radical programme for change, as he puts it jeremy programme for change, as he puts it Jeremy Corbyn. It will be cold and wet and perhaps that will have and wet and perhaps that will have an effect on how we people go out and vote on how the parties campaign and vote on how the parties campaign and how the Campaign Looks and feels over the next five weeks. We get a sense of it now. Six oclock in the morning. It will be dark early in the evenings as well and that will affect some campaigning. What about the tone of the campaign . We have seen the tone of the campaign . We have seen such a toxic tone in the past few months. Certainly. The rhetoric, the debate has reached, for a lot of people, uncomfortable levels at times. Brexit has been such a divisive issue that the tone of the debate has often been angry and difficult for a lot of people. And we might see that reflected in the campaign and we might not. But certainly the issue of brexit is going to dominate and it will be up to mps and their parties to set that tone. And it is worth saying that a lot of mps didnt want the selection. 0nly had to look at the number of labourmps selection. 0nly had to look at the number of labour mps who either abstained or voted against it to tell you their levels of enthusiasm for going to the polls. That will be a factor. Was listening to the radio last night when the decision was made and you could almost hear and see the mps make that switch into election mode when they made promises about what they can do what they can deliver. It is happening. It is. The campaign is under way in all but name. It will probably start early next week. Get used to the mps appearing on your tv screens are on the radio or knocking on your door telling you what they will do if they get into government. Of course, could all change here in westminster in five ways slivers time it could look very different, we could have a conservative or a Labour Government with a big majority, or things could end up feeling very familiar. Yes. You dont know what will happen but you will go through today. Thank you very much, jonathan. Well be hearing from the main Political Parties throughout the morning. The Health Secretary matt hancock is herejust after 7 30. The shadow chancellor, John Mcdonnell, joins us at 8 10. As well as members of other parties. We have the green party, and ed davey from the lib dem is at 7 10am. And Ian Blackford from the snp. It is ten minutes past six. Meanwhile, mps are due to debate the findings of the inquiry into the Emergency Response to the Grenfell Tower fire, when the report is officially published later. 72 people died in the disaster. The Prime Minister says the findings mean the world will finally hear the truth about the events. Lets get more on this from breakfasts Graham Satchell, whos in kensington this morning. Good morning to you. Good morning. Yes, the report is finally officially published this morning at ten oclock. As you say, there was a link to the Daily Telegraph, so we know pretty much whats in it. It is a damning report. This is that the principal cause of the fire was the cladding, which didnt comply with regulations. It spread the fire very quickly up the side of the building to the top and then across and down again over a very short period of time. It says that the fire service, in particular, have questions to answer. It is highly critical of the planning, training, and the communication on the night. The radios inside the tower didnt work. And then there is a lot of discussion of this stay policy where residents were advised to stay in their flats for two hours after the fire started and the report says that had that been lifted earlier, more lives would have been saved stay put. As you say, borisjohnson, the Prime Minister, has put out a statement this morning saying the whole world will be watching this and waiting for the truth. And he has given a commitment that he will act on the findings. What ive found most interesting, talking to the residence and the families of those who died here at Grenfell Tower, is that what they are looking for this morning is the tone of this report, how strong it is. Because what they are how strong it is. Because what they a re really interested how strong it is. Because what they are really interested in is phase two of this enquiry and how rigourous that report will be. Phase two looks at how all of this happened, how was it that cladding like that was allowed to go on this building. Who was responsible for the refurbishment . What was the role of the tenant management organisation, the local authority, what is going on with the building regulations . Because at the end of all this what people want is to make sure that this can never happen again. They want to change and they wa nt again. They want to change and they want people who are responsible for this to be held accountable. Thank you very much indeed. We will be talking to you throughout the programme, as well as people who lived there as well, about the impact of that report on what it means for them. All that you come for you this morning. We bring you some other news. Almost six years since a helicopter crashed into a busy glasgow bar, an accident inquiry is due to publish its findings this morning. Three crew members and seven customers died when the aircraft fell onto the roof of the clutha pub in november 2013. Lawyers for the families of those killed and injured have voiced anger over the length of time it took to hold the inquiry. Asthma sufferers could help reduce Carbon Emissions and save the nhs millions of pounds a year if they switch to more environmentally friendly inhalers, according to researchers. Scientists as Cambridge University say swapping to dry powder devices, which release less greenhouse gases, would have as big an eco impact as turning vegetarian or becoming an avid recycler. There are more than five Million People with asthma in the uk. The frustration of waiting for someone to put their bag in an overhead locker could soon be over if a trial to get people on planes more quickly is successful. In a two month trial at Gatwick Airport, new screens at one boarding gate will tell people when their exact seat number should board. Window seat Ticket Holders will get on the plane before those in the aisles. Officials say it could reduce the time it takes to board by around two to three minutes. I think everybody will understand that moment when you are trying to get on the plane and you cannot put your back there and it is really irritating. Shoving it in with all your might. Lets see if it changes anything. It is a 6 12am. We live in westminster this morning because of that vote last night, parliament finally agreeing on an election, a winter election, a christmas election, the 12th of december. A quick look at the front pages. This is how the guardian has written up parliament break deadlock with a december 12 election. We will go through what happened last night. They secured a snap poll at the fourth time of asking. Jeremy corbyn taking a gamble to back the bill for stopover 100 labour mps abstained in that vote. This is the sun. They have gone for new years leave. They say if boris wins, then we can get brexit done. The times behind, december the 12th poll will get brexit done, says borisjohnson. They have the Prime Minister on the front page of the paper this morning. A big thumbs up. That is the front page of the daily express and the papers really laying their political allegiances on the line. Daily mirror, that is how they have written it up. 12th of december. What else have we got . |j written it up. 12th of december. What else have we got . I have got the Daily Telegraph as well. The Daily Telegraph have got a christmas election on the front cover, Jeremy Corbyn and a selection of labour mps behind him. There isJohn Mcdonnell, we will speak to him at 8 10am. Jeremy corbyn finally bowed to the demands for a votu break the brexit impasse that has crippled politics. That is what the Daily Telegraph are saying. To break the. 104 mps abstained. They did not want to vote for a general election at the fourth time of asking. Theyre all kinds of issues with all the various parties. Eye mentioned the mirror. They are all using in their analogies cash eye mentioned. At last boris wins election date. They talked about this, lib dems and the brexit party threatening tory votes in key seats. A stark warning according to their interpretation of events. I am interested to think what you think of all the issues this morning. When the various mps and parties knock on your door, what will be the big issues for you . Yesterday was listening to Caroline Lucas from the green party, the only green party mp, she was saying that the reason she was one of those 20 mps who did not vote for a general election is she feels it wont be a general election. She says it will be a brexit election, just a one issue election. What are the issues view this morning . Will you be voting about brexit, will there be other things eye on your agenda . It know what you think about that high on your agenda. We will be discussing all those things on social media this morning as well. And, unusually, the first of december election in nearly a hundred years. 1923 was the last day. We will talk about that. The impact of it being winter. We can see it is dark at this time of morning. It is not actually that cold today. Its fine. We will talk about that and whether it has an impact on people going out to vote and if it will affect the vote at all. And more practically, nigel evans was talking yesterday, almost apologising to the hundreds and no doubt thousands of nativity plays that could well be interrupted. That is where we vote, schools and so much to talk about. It isa schools and so much to talk about. It is a quarter past six. 609 was a carol, we are outside and you are inside. The temperatures fall as low as 3. The temperature differential, 15 Degrees North to south. We start tomorrow with any mist and fog lifting. The frost lifting as well. A lot of dry weather and a fair bit of sunshine. A few rogue showers here and there. Weve also got all this cloud coming in from the south west. Not much rain, dampness in the air. The first wa nt rain, dampness in the air. The first want coming into Northern Ireland will produce rain and we have more later on but note how the temperatures are lifting. Then as we move from thursday to friday, we got an array of weather fronts coming our way stop courtesy of an area of low pressure they are tangled around stop quite easy. Quite a messy picture. Cloud and murky conditions, some rain, none of it particularly heavy. Breezy across the south west and temperatures, milder by then. You will notice the difference. Its going to be damp but also milder as well. Ben and sally, the weather is a right old mess stop isnt itjust . A little damp and cold. Carole later. Sally is with me this morning. I know you will stay across that. A couple of other stories. Were talking about how much money is being wrapped up credit cards. Record levels in the uk. The Prime Minister says the findings mean the world will finally hear the truth about what happened. Almost six years since a helicopter crashed into a busy glasgow bar, an accident inquiry is due to publish its findings this morning. England will be fined a four figure sum thought to be around £2,000 for crossing the halfway line during the haka in their Rugby World Cup semi final win over new zealand. The england team created a v shaped formation, with some players entering the all blackss half. Rules say that the team facing the haka must remain in their own half during the challenge. All blacks head coach steve hansen says he liked the response. I thought the response was brilliant. You know, if you understand the haka then the haka requires a response. Anti Racism Charity campaigners kick it out say its not good enough. Massively disappointed that the outcome didnt see bulgaria facing probably an expulsion, points deduction, fines. Unai emery says arsenal captain granit xhaka should apologise for his behaviour during sundays draw with crystal palace. Xhaka reacted badly after being substituted during the second half. He was booed by his own fans while walking off the pitch and gestured to the crowd. Emery hasnt confirm whether xhaka will keep the captaincy after the incident. He is now devastated. That is it from me. Now back to a beautiful looking westminster, where it is just starting to get a little bit late. Back to you. Good morning to you. It is rather beautiful. The sun is rising behind the houses of parliament. If you were watching last night there were quite confusing scenes in the house of commons. An overwhelming majority of mps got behind yesterdays the fourth vote, for an early general election. 0ne ofjust 20 mps to vote against was the green partys Caroline Lucas. The partys co leader, Jonathan Bartleyjoins us now. Good morning. Welcome to breakfast. Lets start with last night. We are now in pretty much election mode. 0bviously now in pretty much election mode. Obviously it has to go through the house of lords but that seems pretty safe. How significant you think this general election will be for the country . We wanted a peoples vote. We are where we are. This is i think the most significant election when it comes to the Climate Emergency. This should be the claimant election. This takes, frankly, could be higher. Its not going to be the climate election. The reason we have a lwa ys climate election. The reason we have always been a remain party and the long standing remain parties because we think working with our neighbours is the best way of tackling the Climate Emergency vault of this requires international action. For us, there are issues bigger than brexit. And we will be saying very clearly, if your children took part in the school strikes, if you are moved by extension rebellion and what David Attenborough said about the Climate Emergency at home, vote green extinction rebellion. The Climate Emergency at home, vote green extinction rebellion. Your only mp did not vote for this election. Whats going on . So many parties are fragmented and these are the same in your party . Clearly, we thought the best way of solving this was taking it back to the people and having the peoples vote. But we are where we are we have to contest the election. We will be fighting it. Would you have liked to have voted for the general election . No. She is very principled. We doubled our number of counsellors earlier this year, we went from three to seven meps and european elections. We became came first and second in a number of constituencies around the country. We will be fighting selective very hard. It was listening to Caroline Lucas yesterday. Her concern is counter to what you are saying, talk about those greenish issues and Climate Change and things like that. She says this will be a brexit election, which is why she didnt vote for it. How do you get that message across when there is a huge elephant in the room which is where you stand on that single issue . We saw this in 2017. There is no doubt this election will be hugely framed by brexit, but there will be a general election, which means a whole bunch of issues. People will be looking to the future and it is very, very clear that over 50 of the population will factor in the Climate Emergency into the way they vote. We know that from polling. People look at the next few years. We know we have only ten years to turn this around. That is two general elections, in theory. We have to take the action now. We are the only ones putting forward that credible plan to get us to net zero x credible plan to get us to net zero x 2030. There is already chatter about packs. Who are you talking to . The about fight club is never talk about fight club. Who are you talking to . we are talking to the lib dems and play, a. I think the selection. Mps from the parties other than the big two play camry. The idea would be a pact where you stand aside for one another, a reciprocal arrangement. It isa another, a reciprocal arrangement. It is a temporary for one of general election. These are exceptional circumstances. The idea of getting a big block empowerment of mps who wa nt big block empowerment of mps who want a peoples vote and want to remain in the European Union because theyit remain in the European Union because they it is best for the country is they it is best for the country is the idea behind it. People are fed up the idea behind it. People are fed up with people arguing all the time was up they want to see politicians working together for the common good. That is the fundamental idea foran good. That is the fundamental idea for an arrangement if it happens. Are you standing . We have a selection going on at the moment. They have not been selected at this point. At what stage will you decide whether you will stand or not . Point. At what stage will you decide whether you will stand or nowm will be in the next week. It will move will be in the next week. It will m ove very will be in the next week. It will move very quickly. You feel this could be an election which changes things. I know it is hard to predict anything in politics at the moment because things change minute by minute, day by day, but what you think the outlook of the house of commons might look like . On the 13th of december . It is really hard. The long term trend is that people are voting for more parties. The old system with two big parties doesnt deliver any longer. I think we will have a Hung Parliament again. That was my point. If this is the thing that stops the blockage in parliament, how will that move forward if what you say happens . That is my point about temporary electoral arrangements. We have got to do grown up politics in this country. We have to learn like other countries do to negotiate with each other and Work Together and set aside the tribalism which has hamstrung this parliament. We have seen hamstrung this parliament. We have seen Party Interest would be for the country. This hasnt been a debate about the good of the country, it has been about political calculations. With the green party you know that you get the least tribal party, a party prepared to work with others for the common good. We will talk to carol about the weather in a couple of minutes. It will be the first christmas election in nearly 100 years. And it will be winter, it will be cold. Are you concerned about turn out . How will you get voters out on the day . We will be knocking on doors like every other party. Making very clear that this is so important and the sta kes a re that this is so important and the stakes are so high. I think people do, at the end of the day, come out when they know that the future is at sta ke. When they know that the future is at stake. And, frankly, there isnt a bigger election than this. If this is an existential crisis, the Climate Emergency, we will see people coming out in large numbers because they notice about the of the children, the children who have been striking, the people out with extinction rebellion. And there will be lots of other reasons why they will be going to polling stations, not least brexit. Thank you very much indeed. 0n the issue of bad weather, experts say there is no evidence to suggest that bad weather actually stops people from voting. There has been Research Done by the university of oxford and they found no correlation between weather and turn out. They say instead people are more likely to vote in an election if there is a strong difference between the leading parties. Weather might be a factor, but maybe not in terms of reducing turn out. We shall find out. But maybe not in terms of reducing turnout. We shall find out. There is lots more information about the election. And you can find out all sorts of information about the election everything from why its happening and what the different parties make of it to whos allowed to vote and how you can register to vote on the bbc politics website. And there is time to register to vote as well. It is important. You have plenty of time. Let us find out what is happening with the weather across the uk. I think, carol, it is nine degrees. How does it look everyone else . Classy stop for some some of us, a chilly start of the day and patchy fog around. Dry and once again, sunny spells developing. As always, there are exceptions to that rule. Those exceptions are still a few showers peppering the east of the country, showers coming in from the north sea we have cloud and rain coming in from the south west. Its been with us for a couple of days. The hours of scilly, south wales and into parts of hampshire and down towards the Channel Islands. Here is accompanied by quite a gusty easterly wind, particularly gusty with exposure in the south western approaches. Breezy across Northern Ireland. Temperature wise, 8 13. As we head on through the evening and overnight, under clear skies, is going to be another cold one the many parts of the uk. With less of a breeze in the north. Also some frost. It wouldnt be such an issue as become further south. Because we still have the cloud in the rain in the south west, look at the difference in the overnight temperatures. 11 in st helier, 12 in plymouth but in the highlands, a lot as 3. As we move from thursday in to friday, starting off drive it an array of weather fronts crossing us. Not only cloud and rain but also an impact on the temperature. Again, looking thursday to friday, we hung onto the cold area in the north. Just across the whole of the uk, we will all be in double figure temperatures. First thing thursday, another nippy start. Some frost, a lot of dry weather. Not as wet in the south west as it has been but this cloud will still be producing some drizzle and dampness as well, maybe even into the midlands. 0ut towards the west. A new weather front coming our way. Before it, this rain comes in. As we had on from thursday to friday, a lot of cloud around, murky and hill fog. The rain not particularly heavy. Breezy as well. The wind is not particularly strong for many of us. Nine degrees in lerwick, 15 further south. Saturday, two areas of low pressure coming our way. The first one centred out in the north sea. The weather front is going to bring rain from the west to the east. The next area of low pressure comes in from the south west. A little bit of uncertainty about the timing. Ben. A real mixed bag out there. More from carol a little later. Also, dan and louise are in westminster. All the implications of the december election. New figures that show personal debt levels were at a 20 year high in september. The figures are from uk finance thats the body that represents the uks big banks and card providers. But is all Credit Card Debt bad . And should we be worried about spending on plastic . According to uk finance we have spentjust over £200 billion on our credit cards over the past year. That is a 20 year high. The average Credit Card Debt per household isjust over £2,500. But problem debt is also on the increase. The Debt Charity Stepchange says over 300,000 people contacted it for help with their debts in the First Six Months of 2019 phil andrew is the chief executive of stepchange. Good morning to you. These figures are good morning to you. These figures a re pretty good morning to you. These figures are pretty staggering. Its coming before christmas, a time we might traditionally put more money on the credit card. We are quite concerned about the levels of debt that weve had, a record year. The best part of 620,000 people have contacted us concerned about debt. A lot of it is to do with credit card concerns and what we are seeing is a real lack of Financial Resilience and a real lack ofa Financial Resilience and a real lack of a willingness and preparedness to talk about it. It feels like the last great taboo. When you talk about Financial Resilience, generally you will be ok but if there is a change in your circumstances, thats when people find themselves in difficulty. Circumstances, thats when people find themselves in difficultylj find themselves in difficulty. think there is a preconception very often that the kind of person who comes to a charity is someone whos lost their drop, is in terrible trouble, and that is not what we are seeing. Very often people ring us up and say, im not your normal kind of client. I got a job, a good house. Actually, you are. Our normal type of client, we see people with difficulties every day coming through who on the surface, really look at the will. A lot will be surprised there is such an increase because Interest Rates are so low. Theyve been low for a long time. Borrowing is cheap. There were to be a change in Interest Rates, that would mean a lot more work the charities like your stop we are seeing the people are really struggling with high credit card levels. Even with low Interest Rates. Finding it extremely difficult to pay that minimum. What warning signs. I might be in about a warning signs. I might be in about a bit of warning signs. I might be in about a bit of trouble. Warning signs. I might be in about a bit of trouble. If youre starting to pay priority debts, pay your standard bills, or council tax or your water on a credit card, that isa or your water on a credit card, that is a real sign that you need to be slightly concerned. What should people do in that situation . Youve got to ask yourself, if im putting this on a card, why is it going to be any better next month than it was this month because if it isnt going to be better, all you are storing doing is storing the difficulty for the future. Ahead of christmas, a lot of people know it is coming. They know they are going to probably have to spend a bit more money. What can they be thinking about now . All that sort of responsibility and the burden of debt that will land on your doorstep. The thing is to be realistic and honest with yourself about what you can and cant afford. There is almost an arms race the spending in the uk and just saying, im sorry, i cant afford that is absolutely fine. We dont talk about debt. Its something nobody wants to discuss, even with close families and we got to get over that. Discuss, even with close families and we got to get over thatm discuss, even with close families and we got to get over that. It is a psychological shift. Phil andrew, chief executive of stepchange. Sally will have the sport and carol, the weather. But lets return to westminster. After three attempts, borisjohnson finally got his way last night as mps agreed overwhelmingly to support an early general election. So how have we got to this moment and what is still left to do before the Election Campaigning can begin . Joining us isjoe 0wen from the institute of government. Joe is here from the institute of government. Joe 0wen joe is here from the institute of government. Joe 0wen is here from the institute of government. An independent voice stop take the temperature for us. Mps have voted foran temperature for us. Mps have voted for an election, we know what that date is. To all intents and purposes, it seems to be the one thatis purposes, it seems to be the one that is really needed. We do need to get the legislation mps voted on in the house of lords. We dont think anyone is expecting the house of lords to play games with that expectation and push amendments back because mucking around with how the mps are elected isnt really a very good look for the house of lords. We should expect this passage to go through, the bill to go through smoothly and by the end of today, all set heading towards this general election. There are things that need to happen before parliament dissolves and mps clear up back to their constituencies and start campaigning. That is some urgent business. That is why the government was so keen to push the date to the 12th. The government wanted more times with the commons still sitting because they need to pass emergency legislation for Northern Ireland to southern Northern Ireland has a budget and can keep paying mps. There is still urgent business to finish. Lets look at what happened. Even the Deputy Speaker was possibly a little bit confused about what exactly was going on. I suppose the question is, look at the numbers. Many mps did not vote for a general election, did they . The first thing to say is, this vote last night would have cleared the two thirds majority that Boris Johnson has failed to clear a few times already. But there was a big number of abstentions. A lot of them were labour mps were abstained. Some were saying there is some confusion about whipping arrangements. Can you explain that . 104 labour mps abstained. Some were saying they got abstained. Some were saying they got a text saying, dont vote on the next boat, we are going to abstain in the next boat was supposed to be something else, but would never happen because it wasnt called and they thought the next boat meant abstained on the general election final motion so it is just crossed wires, basically. Mps texting each other and it all got a bit mixed up. Then again, yesterday on this programme, we were speaking to the lib dems and the snp who wanted to have a general election and they didnt vote for it. They abstained. That was about the date, wasnt it . The snp and the liberal democrats we re very the snp and the liberal democrats were very keen the snp and the liberal democrats were very keen on the snp and the liberal democrats were very keen on the ninth because of their view, youth turnout and students, universities clearing off and finishing up. So many people would be waking up, saying, weve had so many votes over the last few yea rs. Had so many votes over the last few years. What does it mean for us . How many people are going to want to go out and vote on what does that depend on . People will be looking to see what the polls look like. If they think their side is going to storm home to victory, they may not bother. If its close, that pushes voter turnout. If the days are dark and short, that might have consequences and that might favour postal voters, and we know those tend to be older voters. All will play in, just about how long and how cold or wet the days but also what is going on in the polls. Joe, really good to talk to you. Joe 0wen from the institute of government. Do let us know what you think about it. What is your appetite like for another general election . Get in contact with us. A lot of talk about the fact that its the first pre christmas election since 1923. Know what happened . Pre christmas election since 1923. Know what happened . The conservatives led by Stanley Baldwin won the most seats, labour led by Ramsay Macdonald and asquiths reunited liberal party gave enough seats for a Hung Parliament. Are we heading towards another one . As long as it goes through the lords, it will happen on the 12th of december. Ive lost comms with salford. Are we heading towards the news, travel and whether you are . Lets do that. See you soon. Good morning from bbc london. Im alpa patel. The chief inspector of prisons says he has concerns that child inmates are being sent back to Feltham YoungOffenders Institute in west london. Injuly, inspectors found there had been an appalling decline in standards calling it violent and dangerous. The ministry ofjustice insists improvements have been made after stopping new placements there in the summer. An average of 230 Domestic Abuse offences are reported in the capital every day. The metropolitan police says its seen an 85 rise since 2011. The London Assembly believes Domestic Abuse offences are spiralling and will discuss the issue at a specially convened meeting later today. Passengers at Gatwick Airport could soon be boarding their flights differently, in an effort to tackle queues and crowding. The 2 month trial will test the different ways passengers can get onto planes, looking at factors like seat row number and whether theyre sat next to the aisle or a window. Its hoped it could reduce boarding times by up to 10 . Dams are being built at an essex country park to prevent flooding in a nearby village, but its not heavy machinery doing the work its a horse called roy. The 10 year old Suffolk Punch is being used as part of a new natural flooding scheme. Its to help protect thorndon country park. And protect dozens of homes in the village of west horndon. In a woodland setting like this, we really want to minimise our Environmental Impact and it wouldnt be very sensible to try big, big pieces of kit, excavators and dumpers in here when roy can do just the same job job and leaves virtually no trace once hes gone. Lets take a look at the travel situation now. 0n the tube, a good Service Across all lines. 0nto the roads roadworks in knightsbridge from Scotch Corner to hyde park corner. A3, west hill is closed from upper richmond road towards putney due to gas works. Now the weather with kate kinsella. Good morning. There is a little bit of cloud around first thing this morning. That will gradually disappear through the day, leading to some sunshine this afternoon, but we still have that chilly easterly breeze to contend with. Now, the cloud first thing this morning, it is fairly high so some bright spells behind it but quite quickly, it will start tgo retreat south and west leaving some sunshine this afternoon. Now, that breeze, that easterly breeze making things feel cold, between 9 and 11 celsius, the maximum, despite the sunshine, the temperature a couple of degrees below where it should be for this time of year. Now, overnight tonight, it stays largely clear, maybe a little bit of patchy cloud around. The minimum temperature out in the suburbs maybe 6 or 7 celsius, around 8 in central london. A lovely bright start thursday morning, plenty of sunshine around as we head thursday. Halloween of course, as we head into the evening, you might see a bit more cloud developing but it should at least stay dry until the overnight period. And then things turn more unsettled. Wet and windy but milder by the end of the week. Plenty mopre on our website at the usual address. Im back in half an hour. See you then, bye for now. Good morning. Welcome to breakfast with dan walker and Louise Minchin in westminster. 0ur headlines today a christmas vote on the cards as mps approve the first december general election for almost 100 years. There is only one way to restore the esteem in which our democracy is held and to recover the respect in which parliament should be held by the people of this country and that is finally to offer ourselves to the judgement of the people. Today, the house of lords will start debating the plan to go to the polls on 12th of december. Well ask what a snap election will mean for brexit and well speak to all the main parties about how theyre going to try to get your vote. Good morning. In other news today. Putting more on the plastic. New figures show personal debt levels are at a 20 year high. So should we reign in the spending . Ill get an expert view. Crossing the line. England fined for their v formation response to the haka during their semi final win over the all blacks. Good morning. Its a chilly start for some of us with some patchy fog and some frost. But for most it will be dry with sunny spells developing. In the south, though, a bit more cloud and some rain. Ill have further details in 15 minutes. Its wednesday the 30th of october. And to recover the respect in which parliament should be held by the people of this country, and that is finally to offer ourselves to the judgement of the people of this country. So with a majority of mps now supporting an election, what happens next . Today, the house of lords will debate the election bill put forward by mps. It could become law by the end of the week. On november 6, parliament will be dissolved and there will be a five Week Campaign up to polling day on december 12. As is stands, brexit is due to happen by 31st of january 2020. Lets get more on this now from our Political CorrespondentJonathan Blake who joins us now. So we had, of course, this deadline, which was this week. We know, after the fourth time of trying, there will be a general election. Just a few logistics to go through before parliament goes home to start knocking on doors . Yes, some Unfinished Business to take care of. The bill will go through the house of lords today. It feels unlikely that there will be last minute hitches. But we cant rule that out. It does feel like a formality at this stage though. 0nce it does feel like a formality at this stage though. Once that is done it will come back to the commons, received royal assent. And by wednesday next Week Parliament will be dissolved and we are into a five week general Election Campaign, which i think will be unusual and unpredictable. It is unusual not least because of the time of year it is happening and the circumstances under which it has been called. Not least because a lot of mps didnt wa nt least because a lot of mps didnt want it in the first place, but also unpredictable, because brexit will dominate to an extent, but how much will domestic issues come to the fore . For some time we have seen the 2 party system here at westminster strained with other parties, smaller parties making up the numbers in parliament. Will that be the case in five weeks time . Will one party come back with a thumping majority . Just run us through the numbers from last night. There were over 100 abstentions just last night. There were over 100 abstentionsjust in last night. There were over 100 abstentions just in the labour party. Thats right. It reflects a feeling among labour mps and a lot of conservatives that this election is the wrong thing at the wrong time stop they worry about losing their seats but they also worry about the election not solving the big issue before parliament and before the country right now which, of course, is brexit. Boris Johnson Country right now which, of course, is brexit. Borisjohnson has taken a gamble he can get a majority to get his deal through Parliament Much more efficiently than he has been able to thus far. Labour will want to put all their energy into campaigning on domestic issues, as well as promising people a vote on a new deal they would negotiate with the eu. So it is unpredictable. And we cant predict where parliament will be in five weeks time and how will be in five weeks time and how will look, whether it will be different to how it is now or feel very familiar. Absolutely. Thank you very familiar. Absolutely. Thank you very much indeed. We will be hearing from all the main Political Parties throughout the programme. The Health Secretary matt hancock is herejust after 7 30. I saw isaw him i saw him just over there, i think. The shadow chancellor, John Mcdonnell, joins us at 8 10. And ed davey from the liberal democrats will be here shortly as well. We keep asking your comments. Dan says the entire nation is sick and tired of the nonsense that is the houses of parliament. In his review as to how it conducts its business. Steph says i dont know if they will bother voting, cant anyone with voting for at the moment. It is an awesome election, not a christmas one, because winter doesnt officially start until the 22nd of december. It feels like winter right now though. You dont actually have to travel to a polling station. Of course you dont. A postal vote only takes a few minutes to cast your vote as well. Well be talking about the impact might have on voting as well throughout the morning. The polling stations, village halls, schools. They was reading about that. They were seen quite a few are already booked up. The association of electoral administrations have been making calls and have found that many of those places are looked up for things that happen around the christmas period. We could find ourselves in caravans and that sort of stuff when it comes down to voting. It is eight minutes past seven. You are watching breakfast. Good morning to you. The report will finally be published this morning at ten oclock. We already know that it is damning. It says that the principal cause of the fire was the cladding, which didnt comply with regulations and spread the fire extremely quickly. The fire service itself comes in for heavy criticism. It says there were systemic failures of planning, communication, and training, the radius, for example, did not work at the top of the table. And in particular there is discussion of the stay put policy. The report says it was held in place for too long, almost two hours, and had it been abandoned earlier than more people would have survived. Talk to people here and what they really want is to see how strong this report is, to give an indication of phase two of the enquiry, which will look at bigger questions of who was responsible for this refurbishment. Who put up the cladding, what was the role of the local Authority Construction companies. In the end it is face to that people here are more interested in, to make sure that nothing like this can ever happen again and so that the people who were ultimately responsible are held to account. That is something we will be speaking about and looking out throughout the morning this morning. In amongst what we talk about at westminster. Two british men injured in a shark attack in australia have thanked the Emergency Services for helping them. Alistair raddon and danny maggs were swimming in queenslands whitsunday islands when they were seriously injured. Theyre recovering from surgery and remain in a stable condition in hospital. Those are some of the other stories around this morning. It is 7 10am. For three years, brexit has dominated the politics here at westminster. So, could this election finally break the deadlock in the commons . Good question. The liberal democrats say theyll stand on a manifesto to stop brexit entirely. The partys deputy leader, ed daveyjoins us now. Good morning to you. Thank you for joining us. We know that lib dems and the snp were standing together on our programme saying and the snp were standing together on our programme saying that you wa nted on our programme saying that you wanted a general election on the ninth of december. You then all abstained for the twell. Take us through that process. Why do that . Well, we wanted to make sure that stu d e nts well, we wanted to make sure that students could vote, that it would be earlier in christmas so they wouldnt be so much disruption. But borisjohnson dug wouldnt be so much disruption. But Boris Johnson dug his wouldnt be so much disruption. But borisjohnson dug his heels in. But the good news for the country, for the good news for the country, for the liberal democrats, is that Boris Johnson wanted to get britain out of the eu before the election, he wa nted the eu before the election, he wanted to ram his brexit bill through parliament and because the liberal democrats that has been stopped. We go to the selection with britain still in the eu and what the liberal democrats will be saying is if you want to stop brexit, if you wa nt to if you want to stop brexit, if you want to get britain in the eu, the huge benefits it will bring to the economy and public services, vote the liberal democrats, we are the remain party. There are about 200 seas, eventually come in parliament. Are you going into this election in a positive manner thinking you can change things in parliament . Am going into this election to makejo swinson the next Prime Minister. Iam. I swinson the next Prime Minister. Iam. Ido swinson the next Prime Minister. I am. I do not think you can trust borisjohnson. I i am. I do not think you can trust Boris Johnson. I thinkjeremy i am. I do not think you can trust borisjohnson. I thinkJeremy Corbyn would be a calamity. I think when people hearjo swinson and here the liberal democrat message notjust about stop brexit but investing in young people in tackling Climate Change, i think people will see we are the party of the future and that jo swinson is the best person to be Prime Minister. Is in the reality, if you want to do that, you will need to do deals with other parties . We need to win by ourselves, we believe it is possible. There has never been a moment in british politics with the election has been so politics with the election has been so volatile. We have seen lifelong conservative and labour voters coming to us. So we believe we can win. The last in the country went to the polls, the liberal democrats be both the conservative party and the labour party in a uk wide election for the first time in 100 years stop so we are for the first time in 100 years stop so we are going into this very confident. Just to be clear, are you rolling out pacts with other parties . Will not do a coalition or a supply. You will not do a coalition. Let me be clear, would borisjohnson a coalition. Let me be clear, would Boris Johnson a Jeremy Corbyn, coalition. Let me be clear, would borisjohnson a Jeremy Corbyn, who are both unfit to be Prime Minister. Liberal democrats will not do a coalition or arrangement with them. We are going into to win this election because we believe you need to stop brexit to get our country back on track and then invest in our economy and our schools. Can we play you whatjo economy and our schools. Can we play you what jo swinson economy and our schools. Can we play you whatjo swinson said in the commons yesterday . Let us listen to the leader of the liberal democrats. Of course we will have those discussions. They will be ongoing. And they will clearly be accelerated, because they will be places, although the vast majority of these in the country, it will be the liberal democrats who are the biggest, Strongest Party that want to stop brexit, there will be some places where a party like blake comrie or the greens will have the biggest chance clay cameron. I know you can hear that. She says of course we will have those discussions. There may be places where they are the party that can stop brexit. Sorry, ithought where they are the party that can stop brexit. Sorry, i thought you talk about discussions after the election. You are talking about discussions before. Id completely agree with her. We have been discussing with them, who share our view that we need to stop brexit, and they are recognising us as the strongest brexit party. We are not troubled. We want to work with others, we want to bring the country together. We will look to see if we can Work Together to defeat Boris Johnson and the labour party because underJeremy Corbyn they would brexit as well. So no pacts but you will discuss . This is before the election. We will have some discussions. They are already ongoing. And we will see the fruits of those shortly with the plaid and the green party. The liberal democrats strategy, moving those defectors to the lib dems into seas that voted remain in london, is that the strategy . Arm the people who have joined arm the people who havejoined us from the labour party are incredibly talented. And we need them back in parliament where hopefully the liberal democrats can win the election and hopefully they will be in the next liberal democrats government. Youve been clear on your view on brexit and what about the many millions of them have voted to leave . What is your message to them when you say, we dont want to do that. The advantage of voting liberal democrat and stopping brexit is the exchequer will have billions more pounds, growth will be hi, eve ryo ne more pounds, growth will be hi, everyone except that had we will invest those billions of pounds up and down the country in the regions of the country that have been left behind. We want to give people of their deal, if you vote liberal democrat, we will have the money because we are the remaining party, to make the difference for them and their families. Judging by what many of our viewers say, they say, we voted to leave. We understand that and we need to bring the country together but the liberal democrat promise isnt just together but the liberal democrat promise isntjust to stop brexit, its to build a future for our people, bringing our together. Its to build a future for our people, bringing ourtogether. 0ne of the huge advantages of stopping brexit by voting liberal democrat is we will have tens of billions of pounds to deliver on our promises because the economy will be bigger, will grow, we will have morejobs. We wa nt will grow, we will have morejobs. We want to share that. One of the reasons exit happened is because britain has become too unequal, parts of our country have not had investment under consecutive governments. What the liberal democrats are saying, give us the chance to get our economy going, we will create a more equal society. We can say that because we are the only party of remain. Thank you very much for your time. Enjoy the next few weeks. Weve spoken to the green party, the liberal democrats, we still have to speak to a number of independent mps, John Mcdonald will be here and matt hancock, the Health Secretary. Ten minutes away. The weather here is about nine degrees. Its quite nice this morning. We can also wonder what the temperatures might be on december 12. What i can tell you is average temperatures across the uk as a whole in december. The average is maximum temperature is around about 6. 7 celsius and the average minimum temperature across the uk as a whole is1. 1 temperature across the uk as a whole is 1. 1 celsius. If we are looking at rainfall amounts, across the uk, about 15 days with one millimetre of rainfall and the other thing is, on average across the uk, there are 11 air frost. Average across the uk, there are 11 airfrost. Regional average across the uk, there are 11 air frost. Regional variations will kick in. As for the weather on election day, we dont know, but some patching mist and foster around and then for most of us, its going to bea and then for most of us, its going to be a dry day and also some sunshine around. Some rain across the south west and across the Channel Islands and across southern england, a bit more cloud around. Also some showers coming along the east coast of scotland. A lot of dry weather. Later on, it will build across Northern Ireland and we could see patchy rain. That will be much later. Gusty winds, that continues through the course of the night. Away from that, we are looking at clear skies. And as you can see from the blue, we are looking at temperatures dipping. This morning, the lowest temperature was 1. 7 in the lowest temperature was 1. 7 in the highlands but note the difference in the temperatures in the south west. Is because we have the south west. Is because we have the cloud the wind and the rain. As we had on thursday into friday, we have an array of weather fronts coming our way, pushing from the atla ntic coming our way, pushing from the atlantic across the uk, all connected to an area of low pressure, High Pressure thats been dominant over the last few days. Well hang on to the air but its pushed away by the milder air, as all those wet fronts and rain and cloud come our way. Thursday morning sta rts cloud come our way. Thursday morning starts off on a chilly note. Patchy frog especially across the north of scotla nd frog especially across the north of scotland and we have cloud coming in from the west. Not a lot of rain ended. Rain getting across western and Northern Ireland but not a lot of that that either. Look at the difference in the temperatures and weather from thursday into friday. Friday, murky cloudy and damp. Rain around, also hill fog around. But the impact on that, remember the colours changing from blue to yellow, the temperatures are going to be higher. Nine degrees in lerwick, 14 and 15 across england and wales. What impact does that happen the weather on saturday . . We have low pressure anchored in the north sea. A bit of a gap. Then the next load of rain comes in from the south west. The timing of this could change but i will keep you posted on that and temperatures, 9 14. The weather certainly is topsy turvy. It is, mixed bag. It isa it is a big day of politics. But, of course, its also a landmark day for the families of the victims of the Grenfell Tower fire, as a Public Inquiry report into what happened that night is officially published. 72 people died in the fire in june 2017. Since then, theres been a desperate search for answers and justice by those left behind, as breakfasts Graham Satchell reports. Im sorry, well have that report a bit later. Werejoined now from kensington by roy wilshire, chair of the National Fire chiefs council. Well try and get back to that report a bit later on but lets speak to you while we have you here. The report suggests that lessons from that night might have been missed. Can you tell us what lessons have been learned . Missed. Can you tell us what lessons have been learned . We need to start by offering our condolences to eve ryo ne by offering our condolences to everyone involved again. Weve not yet read the report in full. I think there are lessons that have been identified. And our task is to read that report thoroughly, turn those lessons into Lessons Learned and make sure we move forward, improving fire and rescue services, also. Wright and other details within that report which you dont want to go onto until its officially released. Do you feel members of the fire service have been unfairly scrutinised . We dont shy away from scrutiny. We are looked at in question does well and that is right. We do sometimes question the fa ct right. We do sometimes question the fact that we had planners, designers, architects, building owners, building maintenance, all those things have gone wrong and it seems like sometimes the failures of the last 20 years have been laid at the last 20 years have been laid at the door of fire and rescue service. I wanted to talk about the stay put policy because that was used during the fire and that was criticised. How do people in tower blocks no what to do, to leave or to stay . Id like to offer some reassurance that stapled works perfectly well if the building is built properly and maintained properly. We know which building still have the cladding systems on them and stay put has been suspended for those buildings and residents would have been informed. What we have learned is that sometimes stay put doesnt work. We need to shift to emergency evacuation and we have updated our guidance to say that. I have written to government to say we have changed that view. What we now need is some research to find out how we shift stay put to full emergency evacuation. Government are supportive of that and i hope the research will start soon. supportive of that and i hope the research will start soon. I know you are fully supportive of those difficult questions you spoke about and did reflect on some of the scrutiny that embers of the fire service have been under. Do you feel this enquiry, and this point was made yesterday by the london fire service, the enquiry is almost back to front . We understand why it started merited. The survivors and residents wanted some answers about what happened on the night but there area what happened on the night but there are a lot of answers to come and we are a lot of answers to come and we a re really are a lot of answers to come and we are really looking forward to phase two and those answers coming forward. How much blame them. Im not trying to point fingers because that report comes out at ten oclock and there will be serious questions to a nswer and there will be serious questions to answer by all sorts of people but how much blame lies with london fire brigade or are they being scapegoated . Brigade or are they being scapegoated . What are brigade or are they being scapegoated . What are your thoughts . There is an awful lot of scrutiny. I think thats what was said yesterday. I know london fire brigade has been very open to scrutiny and open to learning, more than any other fire and rescue service. We are supporting them and working together. Lets make sure they are Lessons Learned. working together. Lets make sure they are Lessons Learned. I think its also an important point that many are making to us, build up to this report, that there were heroes on that night. Individuals who did risk their lives to say save others and some of what has been said has detracted from the job that they were doing the night. said has detracted from the job that they were doing the night. I think most people recognise the create courageous work of firefighters on the night. Many went above and beyond the call and many tried to save as many as they could. Ive beenin save as many as they could. Ive been in the fire Service Almost 38 yea rs been in the fire Service Almost 38 years and the reason we joined is to protect and save lives and thats what firefighters tried to do. Roy wiltshire, thank you for talking to us on wiltshire, thank you for talking to us on brick dust. The chair of the National Fire chiefs council. We couldnt ring you that report earlier but we will. Speaking to relatives of those who died. Good morning from bbc london, im alpa patel. The chief inspector of prisons says he has concerns that child inmates are being sent back to Feltham Young 0ffenders institute in west london. Injuly, inspectors found there had been an appalling decline in standards calling it violent and dangerous. The ministry ofjustice insists improvements have been made after stopping new placements there in the summer. I think anyone must be concerned about conditions in which children are held and particularly after such are held and particularly after such a difficult inspection where we found that simply conditions were unsuitable and unsafe so yes of course im concerned and we will be returning in due course to inspect again andi returning in due course to inspect again and i hope that this time we will find a sustained improvement, a proper improvement built on solid foundations. An average of 230 Domestic Abuse offences are reported in the capital every day. The metropolitan police says its seen an 85 rise since 2011. The London Assembly believes Domestic Abuse offences are spiralling and will discuss the issue at a specially convened meeting later today. The long awaited report by the Public Inquiry into what happened on the night of the Grenfell Tower fire will be published later today. 72 people died in the fire injune 2017. Todays report covers the first phase of the inquiry and will focus on what happened on the night. Survivors and the families of those killed were given advance copies on monday. Lets take a look at the travel situation now. 0n the tube, theres a good Service Across all lines. 0n the roads in catford the a205 catford road is closed in both directions at catford bridge station due to an accident. There are roadworks in knightsbridge from Scotch Corner to hyde park corner. Now the weather with kate kinsella. There is a little bit of cloud around first thing this morning. That will gradually disappear through the day, leading to some sunshine this afternoon, but we still have that chilly easterly breeze to contend with. Now, the cloud first thing this morning, it is fairly high so some bright spells behind it but quite quickly, it will start to retreat south and west, leaving some sunshine this afternoon. Now, that breeze, that easterly breeze making things feel cold, between 9 and 11 celsius, the maximum, despite the sunshine. Now, the temperature, a couple of degrees below where it should be for this time of year. Now, overnight tonight, it stays largely clear, maybe a little bit of patchy cloud around. The minimum temperature out in the suburbs, around 6 or 7 celsius, around 8 in central london. A lovely bright start to thursday morning, plenty of sunshine around as we head thursday. Halloween, of course, as we head into the evening, you might see a bit more cloud developing but it should at least stay dry until the overnight period. And then things turn more unsettled. Wet and windy but milder by the end of the week. Thats it im back in half an hour. Hello, this is breakfast with dan walker and Louise Minchin in westminster. A very busy morning down here this morning. After months of brexit deadlock, mps have voted overwhelmingly to hold a general election on december the 12th. Its the first pre christmas Election Campaign in nearly a hundred years. Last night, the Prime Minister said the public must be given a choice over the future of brexit and the country. The labour leader, Jeremy Corbyn, has promised to launch what he calls the most ambitious and radical campaign for change ever seen in the uk. Joining us now is the Health Secretary, matt hancock. Thank you forjoining us. The fourth time of trying the Prime Minister finally gets what he wants, an early general election. So when you go, andi general election. So when you go, and i understand there is a sense of excitement at westminster for many mps, are you excited about a general election . Well, why am ready and i think we have a fantastic, positive argument to make. We can get brexit done with the deal that has been secured and get onto a positive, ambitious domestic agenda icon the nhs. Will get to the nhs in a minute. Lets talk about get brexit done. It has not effectively been done. It has not effectively been done. We see the Prime Minister saying do or die, eye would rather be dead in a ditch, 70 times he said he would do that by the 31st 0ctober, which isjust a couple of days away. He has not done it. That was a promise broken. When you knock on some of thes door how will you defend that . Well, we have been trying and straining every sinew to deliver brexit. The Prime Ministers successfully agreed a new and better deal with the eu. Lots of people said he would never be able to do that and get them to change. He has made that agreement. But then he has brought it back to this building and it has been rejected over and over again. By some of your own mps as well. Well, by a parliament that hasnt allowed it to happen. I havent been yearning for an election, but it is clear and obvious that it is the only way to break the deadlock and to take this argument that if we want to get brexit done and then move on to a positive domestic agenda the only way to do that is to vote conservative. And, frankly, a vote for any other party is a vote to put Jeremy Corbyn into downing street and make no difference to the fact that there would be chaos in that building becauseJeremy Corbyn cant win without the support of the snp and the liberals and we would end up next year, instead of delivering brexit immediately and being able to move on and bring the country together, we would end up with not one but two more referendums. Together, we would end up with not one but two more referendumsm together, we would end up with not one but two more referendums. Is of the way to break the deadlock . Is it not a risk . You went into 2017 hoping for a big majority, you didnt get it. Why do you think you will get it this time botelho will have a much, much more optimistic, positive campaign than in 2017. We are putting record sums of money into the nhs. This morning we are announcing 78 hospital trusts are getting new scanners, so we can detect cancer early. That isjust today. We are putting 20,000 more police on the streets. We are putting record funding into schools and raising the School Spending and school standards. This is our positive domestic agenda, alongside being able to actually deliver brexit. And, frankly, it is only by voting conservative that people are going to be able to get brexit delivered. Lets talk about being squeezed from both sides. Are you not afraid that you will lose voters to the brexit party, for example, who are very clear what they want to do . A vote for the brexit party is a vote to putJeremy Corbyn in downing street. We are the only ones who can actually deliver brexit, because no other party can get a majority in parliament and Jeremy Corbyn in downing street would just lead to more delays. So if you want to deliver brexit and want to deliver on that referendum result, even as somebody who voted remain, i wanted live on the referendum result, because first and foremost ima democrat. The only way to do that is, in this election, voting conservative. Let us talk about this . Up there is the prezza party on one side, and we have been speaking to the liberal democrats you have a different view brexit party. You could be squeezed on both sides could. We could end up in a situation where again this parliament, there is no majority and it will end up in the same position it will end up in the same position it is. Thats why we are putting forward this optimistic, positive agenda on delivering brexit with a deal and then this one nation optimistic, positive domestic agenda. So there is a clear choice. The problem with voting lib dem, i just saw ed davey on your programme, the problem with voting lib dem is if you vote lib dem you are voting to putJeremy Corbyn into downing street. The liberal democrats were telling us they were hoping for a couple of hundred mps. There is no chance of them getting a majority. A vote for live is as a vote for corbyn and downing street and for more deadlock in this building here in parliament. Instead, if you want to move this country forward and get things moving, theres only one way to do it and that is to vote conservative. I just to do it and that is to vote conservative. Ijust want to do it and that is to vote conservative. I just want to look forward a bit, if we can, for example, lets say you got what you wanted, which is a big majority, look at the deal you have negotiated. Is that a deal that will go through or if you came back with a big majority, you wouldnt change it . Yes. We wouldnt change it. We will deliver brexit on this deal immediately and then be able to get on. And, you know, the labour position is they will try to renegotiate the deal. They will then have a referendum on the deal, and argue against their own deal in a referendum. That is just more delay. So, instead, we would just get on, deliver brexit on this deal, it is a very good deal, and then we can move the country forward. Why would you be able to do it next time when you have been able to do it yet . Because in this election we are seeking a majority in parliament to be able to deliver brexit. Because this parliament has kept blocking delivering brexit, despite the fact i have voted for it endlessly. And then we can get onto this positive, domestic agenda. Just talk about a couple of other things, if we can, about the toxic nature of politics in the language being used going into the selection there are already mps saying they are resigning because of the abuse they have been getting. Are you going to change that . Are you going to try to change that . Are you going to try to change that . How . Yes. I have always wanted a positive political discourse. I centrist politician and a believe in delivering on peoples priorities and where you can having a politics that brings people together rather than devise them. I think you can do that even during an Election Campaign. I hope that we can. And i hope, also, frankly, that by breaking the brexit deadlock and having a positive agenda with a majority in parliament we can get things moving and that can take some of this poison out of the political debate. One thing you obviously talking about is the nhs and anybody who uses the nhs will no it is stretched and youre having an election in a period when, we know winter is a difficult time for the nhs, is it prepared, are you prepared . You go to the election on december 12, are you worried the nhs becomes the story and that also affects your vote . I think we have put in huge amounts of effort to ensure that the nhs is as well prepared as ensure that the nhs is as well prepa red as it ensure that the nhs is as well prepared as it can be. Of course theres more that we can do. We put in extra money to help make sure that the hospitals get the support they need and that money is there. We are putting record sums m, there. We are putting record sums in, and extra £33. 9 million. The scanners that we announcing this morning from bassett law to barnsley, from wigan to warrington, cornwall, newcastle, right across the country, these scanners will help detect cancer earlier. So were putting everything we can supporting the nhs so that it is always there for every single one of the citizens of this country, the viewers of this programme, because they know how important it is for people, often some of the most difficult times in their lives, that the nhs is always there. And in this election one of there. And in this election one of the arguments we will be making is that the only way that you can find the nhs properly is with a strong economy, record numbers ofjobs that we have at the moment, and that would all be at risk if we have Jeremy Corbyn in downing street. We are asking all the parties today. They know the answer because you are clear what you want. But lets say things came right down to the wire, the only way you can have a majority is with the support of another party, packs, deals, are you going to have one . We will go for a majority conservative government, because that is the only way we can get that done and then move onto this positive domestic agenda, like on the nhs i have been talking about right matt hancock, thank you very much your time on bbc breakfast. will let you go to have this conversation elsewhere. Thank you very much, indeed. Thank you for that. They had time to eat my porridge during that interview. We haveJohn Mcdonnell coming porridge during that interview. We have John Mcdonnell coming up porridge during that interview. We haveJohn Mcdonnell coming up at eight to ten a. M. We have interesting points to put to him, the basis of what matt hancock had to say. Let us know your thoughts on this general election on december 12. What are the issues that you will be voting on . What are the important things out there for you or will it be a one issue general election . Will it be a brexit election . Will it be a brexit election . In the meantime, we will catch up with sport. Sally has got it. Im talking about what was potentially a coaching masterstroke at the weekend. But they are being punished for it. England will be fined a fourfigure sum thought to be around £2,000 for crossing the halfway line during the haka in their Rugby World Cup semi final win over new zealand. The england team created a v shaped formation with some players entering the all blacks half. Rules say that the team facing the haka must remain in their own half during the challenge. All blacks head coach steve hansen says he liked the response. I thought the response was brilliant. You know, like, if you understand the haka then the haka requires a response. Its a challenge to you, personally it requires you to have a response. So i thought it was brilliant. Quite imaginative, too. News just newsjust coming in. Wales have made nine changes for their bronze medal match against new zealand on friday. It will be Warren Gatlands last game in charge of wales after 12 years at head coach. They have not beaten the all blacks for over 60 years. Rhys patchell will start at fly half with dan biggar being dropped to the bench. Anti racism campaigners say that the punishment handed out to the bulgaria fa is not good enough. Bulgaria have been ordered to play two matches behind closed doors for their fans racist abuse of england players during a euro 2020 qualifier. Theyve also been fined around £65,000. The match was stopped twice for racist chanting by home supporters. Massively disappointed that the outcome didnt see bulgaria facing probably an expulsion, points deduction, harsherfines. I think if we really are going to challenge racism in this day and age, and remember that bulgaria are already on a partial stadium close anyway, then we really need to significantly hold them to account. Devastated, sad. And, really, he knows he was wrong. When we make, usually, some mistake, we need to make apologies for one circumstance. Id prefer two. And we suggest him to. Arsenal play liverpool tonight in the efl cup last night Oxford United beat sunderland on penalties to reach the quarter finals for the first time in over 30 years. And toni duggan is back in the squad for england for their up coming friendlies. Itll be her 77th international appearance. The lionesses play germany at a sold out wembley on november 9. A record 80,000 tickets have been sold. Were hopefully going to be part of something special, part of history. Hopefully, its going to be one of the biggest crowds that weve ever had. And it caps off whats been a tremendous year in terms of the growth of womens football. Phil neville there. You are right up to date with all of this forward. We go straight to carol has the weather for us. It was a little bit chilly getting out of the house this morning, farrell stop it certainly was. It depends on which end of the country you are in. We have had frost across scotland, Northern England, east anglia, parts of wales as well. In the south there is more cloud around, so not as cold a start. Today, for many of us, it will be a dry day with bright and sunny spells. You can see this lovely picture from hertfordshire. Looking rather nice this morning. There are some anomalies in the weather, the dry conditions, in the east where we are also looking at shower was coming in on the easterly breeze. And in the south west where we have had quite a lot of cloud and rainfor we have had quite a lot of cloud and rain for the past few days. Breezy conditions, gusty winds, South West Wales, south west england. Even across southern counties you will notice it. It is a chilly, easterly, exacerbating the colder feel. Temperature wise, 18 the north two 1112 in temperature wise, 18 the north two 11 12 in the south. Eight. Under clear skies in the south it will be a colbon for many areas. Breezy across england and wales. Breezy across england and wales. Breezy across Northern Ireland. Not much of across Northern Ireland. Not much of a breeze across scotland. That doesnt mean it will be cold. In the highlands we will see temperatures as low as 3 that does mean. Cast your eye down towards the south west. Much milder conditions where we have the cloud and also the rain. There will be a good 17 18 degrees difference in temperature north to south, depending on where you are. On thursday into friday we have an array of weather fronts coming our way, bringing have an array of weather fronts coming ourway, bringing in have an array of weather fronts coming our way, bringing in all this rain, particularly so during the course of friday. As well as cloud and rain it will have an impact on the temperature. We hang onto the cooler conditions on thursday in the far north east, but look how they are pushed out of the way by the mild air represented by the hello there. At the time we get to friday we will be more or less in double figures. Thursday starts off with frost and patchy mist and fog. Equally some sunshine. And were looking at all cloud across the South West Wales and Northern Ireland. Dry in the south west and south wales than it has been. But not too far away from some rain getting into Northern Ireland and also western scotland. Apache at this stage. You can see whats waiting in the winds. 0n this stage. You can see whats waiting in the winds. On friday, a messy picture, cloudy, murky, damp, breezy, some bright interludes in between, but temperature wise quite a contrast. We are looking at highs in double figures for most of the uk with the odd nine here and there. But up to 15 degrees. Then we wont know ourselves. You a bit damp out there in most places thank you, we will be back with carol and dan and louisa in westminster looking at all the implications of the December Christmas selection. Back with them later. Lets bring you up to date with the latest business news. New figures show that personal debt levels were at a 20 year high in september. So should we be worried about our spending on plastic . New figures show that personal debt levels were at a 20 year high in september. According to uk finance we spent just over £200 billion on our credit cards over the past year. Thats a 20 year high. The average Credit Card Debt is just over £2,500 per household. But problem debt is also on the increase. The Debt Charity Stepchange says over 300,000 people contacted it for help with their debts in the First Six Months of the year. These figures are a bit worrying, given that we are before christmas so given that we are before christmas so before people feel that pressure to put all their spending on credit card, we are seeing record levels now. What we have is to camps of people, paying off that balance in full and have another group of people were paying more and more money on credit cards simply to afford the cost of debt day to day living. The fact we are seeing spikes in debt now is worrying. 0ctober tends to be the time when we increase our debt doubles all the way through to january so last year we asa way through to january so last year we as a nation spent £73 billion in our credit cards over the christmas period. A Staggering Amount of money. When we look at that spending pattern, its easy to think all Credit Card Debt is bad but its not necessarily because some people are good at managing it. People think its a better way of spending money on credit card, and they are in control of that so i think that group of people, thats fine. Its the group of people that may be like your guest earlier are saying, expenses on credit cards or are struggling to pay anything more than the minimum payments on their credit cards. Is there a danger we are so used to money being so cheap, record lows, we a re used to money being so cheap, record lows, we are used to the idea of being able to borrow. Bank of england in rates have been low but credit card Interest Rates only hi. The average credit card Interest Rate is about 25 . Someone with a low credit score has been in persistent debt will find our paying a lot more. Credit is freely available. By now, pay later. People have got used to paying later. Available. By now, pay later. People have got used to paying latenm available. By now, pay later. People have got used to paying later. Is it irresponsible of lenders to be sending us these letters saying, ta ke sending us these letters saying, take up this credit card or we will increase your overdraft amount or your borrowing amount . Who is responsible for what we borrow . There is a certain amount of personal responsibility in taking on this debt. You need to think about how you are going to repay that but the regulator brought in some new rules, to try and stop people being in this persistent debt eternally. Making Credit Card Companies make people aware of the debt they are in and ways to get out of that debt, and ways to get out of that debt, and stop sending them things like here is another £100,000 you can spend on your credit card stop laura, good to see you. Thank you. You up to date with all the latest business. Sport and weather with you. Louisa danner westminster with the latest. We a re louisa danner westminster with the latest. We are back at westminster for another busy day. The uk looks set for its first december general election in nearly a hundred years, but not everybody here in westminster is excited by the idea. Two mps unhappy with the prospect are labours Tonia Antoniazzi and former conservative, now independent mp antoinette sandbach. They join us now. Just to be clear, we both voted against this. You abstained. Why . was very against this. You abstained. Why . was very disappointed at the way the Prime Minister has played his cards. I think is holding us to ransom. Its a really dangerous position. am stand because ive been shaming saying am stand because ive been shaming saying we am stand because ive been shaming saying we should have a referendum. This deal will cost the uk £70 billion stop i think it was important for the people of written to be given a choice to say is this the deal we want . You are one of the conservative mps who have the whip removed. Im someone who voted for theresa mays deal. It needed to go forward before scrutiny. There is a cost of the economy of £70 billion. We will wait to see what happens. Ive got very strong local record, ive got very strong local record, ive £95 million of investment lobe. Ive £95 million of investment lobe. Ive always stood up and spoken what i believe to be in robust interest. You didnt vote for the general election. I believe we need a Labour Government to transform politics. People are angry, we need to move on. Times have got to change. Is that no . I thinki got on. Times have got to change. Is that no . I think i got to on. Times have got to change. Is that no . I thinki got to be realistic about this. I believe we are going to win and lose seats across the United Kingdom. There are going to be gains and losses and we will be in a position that is going to not solve brexit, its not going to not solve brexit, its not going to move us on and that i am really worried about. I believe that we need a Labour Government and we have to move on but unless we get, this has happened now, we have to get on with general election and fight it. Isjeremy with general election and fight it. Is Jeremy Corbyn with general election and fight it. IsJeremy Corbyn not with general election and fight it. Is Jeremy Corbyn not the with general election and fight it. IsJeremy Corbyn not the man with general election and fight it. Is Jeremy Corbyn not the man for the job . He is my leader. I believe got to get a Labour Government. Im not scared of a general election. Lets talk about looking ahead. Currently parliament is deadlocked. Lets jump ahead. Is there hope this election can make it different in that there wont be a deadlock in parliament anymore . I am concerned it wont do that. The country elected a Hung Parliament last time. Siren blares. Theresa may stood on a strong brexit platform. To me, the leadership of Jeremy Corbyn in westminster that has been dire. It would be a disaster under ten. We are going to see local factors, people looking at theirmp and see local factors, people looking at their mp and looking at values and seeing how they represented them and spoken up on their behalf, and they will be deciding on a much more local level. I dont think there will be uniform swings. local level. I dont think there will be uniform swings. I do actually believe you, antoinette. Brexit has split everybody. I have delivered for my constituents. Well delivered for my constituents. Well deliver for our constituencies and people will be voting for us. We need to get as many seats as we can but we have to be realistic. This general election is not going to solve anything. Were going to be to John Mcdonald, deputy leader, and you are one of those 104 labour mps who abstained, went against the party wishes. What would your mystery to him . Wevejust party wishes. What would your mystery to him . Weve just got to get out there and campaign hard for labour. The question ive got to the country is what you want, we need to get on and have a Labour Government and transform politics. Really briefly, because we are running out of time, the nature of politics at the moment, language, what seems to bea the moment, language, what seems to be a sort of toxic atmosphere. What are your concerns going into the election . I have to go out there a knock on doors and some of the veiled threats ive had against not only me but my family means that particularly female candidates are going to have to be going out there, not on their own, but you never know what is on the other side of the door. Its been a huge shame, that weve lost our reputation. Being british is being polite in treating each other with respect. Sadly that is what brexit has done. We really got to be polite and kind and have an honest debate about all the issues affecting our constituents. Thank you for your comments and questions. We have the shadow chancellor on the way. Talking about local areas, time to get the news, travel, and weather where you are today. Good morning from bbc london, im alpa patel. Dams are being built at an essex country park to prevent flooding in a nearby village, but its not heavy machinery doing the work its a horse called roy. The ten year old Suffolk Punch is being used as part of a new natural flooding scheme. Its to help protect thorndon country park. And dozens of homes in the village of west horndon. In a woodland setting like this, we really want to minimise our Environmental Impact and it wouldnt be very sensible to try big, big pieces of kit, excavators and dumpers in here when roy can do just the same job job and leaves virtually no trace once hes gone. Thats im back in half an hour. Plenty more on our website at the usual address. Bye for now. Good morning. Welcome to breakfast with dan walker and Louise Minchin in westminster. 0ur headlines today a christmas vote on the cards, as mps approve the first december general election for almost 100 years. There is only one way to restore the esteem in which our democracy is held and to recover the respect in which parliament should be held by the people of this country, and that is, finally, to offer ourselves to the judgement of the people. Today, the house of lords will start debating the plan to go to the polls on 12th december. Well ask what a snap election will mean for brexit and well speak to all the main parties about how theyre going and get our vote. In sport. Crossing the line england fined for their v formation response to the haka during their semi final win over the all blacks at the weekend. Are chilly but i find start in many parts of the country, a few showers coming in over the east and some in the south west but i will have more details in a few minutes. Good morning. Its wednesday 30th october. Our top story after months of brexit deadlock, mps have voted overwhelmingly to hold a general election on december 12th. Lets get more on this with our Political Correspondent, Jonathan Blake who joins us now. As is customary in breakfast in the mornings, the mps have all been doing the rounds and explaining their position. What have you learned this morning . They have been lining up, as we can get used to over the next five weeks, to put forward their message and trying to win votes at the ballot box in this unusual and unpredictable Election Campaign. Unusual because of the timing, we are going into a winter election for the first time in a very long time and the circumstances in which it is being called as well. Unpredictable because we dont know what will dominate. Brexit will almost certainly be front and centre but how much will the parties be able to bring their other domestic promises into the campaign as well . As you say, you have been hearing from some of the key players this morning. Matt hancock out and about for the government giving us the conservatives line. Last night borisjohnson conservatives line. Last night Boris Johnson admitted the conservatives line. Last night borisjohnson admitted the selection would be tough for the tories but the Health Secretary has been talking about what we will hear as the conservatives big promise, delivering on brexit and specifically passing the brexit deal borisjohnson was specifically passing the brexit deal Boris Johnson was able specifically passing the brexit deal borisjohnson was able to negotiate through the house of commons. We would deliver brexit on this deal immediately and then be able to get on. You know, the labour position is they will try to renegotiate the deal, they will then have a referendum on that deal and argue against their own deal in a referendum. That is just against their own deal in a referendum. That isjust more delay. So instead, we would just get on, deliver brexit on this deal, its a very good deal. So hes been clear that the deal is the deal and whatever the parties been saying this morning . Labours message will focus, i think, this morning . Labours message will focus, ithink, much more this morning . Labours message will focus, i think, much more on domestic issues. Jeremy corbyn talked about a radical programme for a change in the first real chance for the country to change in a generation. You will hear from John Mcdonnell, the shadow chancellor, later on. But i think this election will be really interesting to see how the smaller parties do. The liberal democrats have boosted their numbers in parliament recently from former conservative and labour mps joining their ranks. The Scottish National party will be hoping to capitalise on their anti brexit message too. But ed davey, the lib dems deputy leader said this morning he has no interest in doing deals with other parties after the election if they could maybe be going to the government with the conservatives or labour if they find themselves holding the balance of power. But for them in the campaign at least its about trying to putjo swinson into no 10. I think you cannot trust Boris Johnson. Swinson into no 10. I think you cannot trust borisjohnson. I think Jeremy Corbyn would be a calamitous Prime Minister. Neitherare Jeremy Corbyn would be a calamitous Prime Minister. Neither are fit to be Prime Minister and Prime Minister. Neither are fit to be Prime Ministerand i Prime Minister. Neither are fit to be Prime Minister and i think when the voters see jo swinson and here the voters see jo swinson and here the liberal democrat message, not just about stop brexit, but about investing in our young people in schools and are tackling Climate Change, i think people will see that we are the party of the future and thatjo swinson is we are the party of the future and that jo swinson is the we are the party of the future and thatjo swinson is the best person to be Prime Minister. That was ed davey. Thank you very much for your time this morning and we will keep talking about this over the next days and weeks. Thank you. The shadow chancellor, John Mcdonnelljoins us at 8 10am. That is in just a few minutes time. And do feel free to get in touch with us as well. It isa it is a difficult day for the families as well, isnt it . It will be, louise, because it is 1000 pages long, this report, and full of harrowing detail. It is finally published officially at ten oclock this morning but we know whats in it. It is a damning report. It says the cladding was principally to blame for the fire spreading so quickly, cladding that didnt comply with regulations. Its the fire service that will be getting a bit ofa service that will be getting a bit of a kicking today, frankly. They are criticised for what is called systemic failure of planning, training, communication, radios didnt work in the building, for example, there is lots of discussion of the stay put policy, the advice to residents for them to stay in their flats for two hours. To residents for them to stay in theirflats for two hours. The report says had that been lifted earlier more lives would have been saved. Talking to the residents here, the families of those who died, they want today to be strong. Why . They want an indication of what phase two of this inquiry will be like when they will ask bigger questions like who is responsible for the refurbishment and what were the building regulations doing and who in the end was to blame for happened here . The families want not just change but they want justice. Studio graham, thank you very much indeed. And to let you know we will speak to a reverend mike long to find out about the impact on the residents. Two british men injured in a shark attack in australia have thanked the Emergency Services for helping them. Alistair raddon and danny maggs were swimming in queenslands whitsunday islands when they were seriously injured. Theyre recovering from surgery and remain in a stable condition in hospital. Asthma sufferers could help reduce Carbon Emissions and save the nhs millions of pounds a year, if they switch to more environmentally friendly inhalers, according to researchers. Scientists at Cambridge University say swapping to dry powder devices, which release less greenhouse gases, would have as big an eco impact as turning vegetarian or becoming an avid recycler. There are more than five Million People with asthma in the uk. The frustration of waiting for someone to put their bag in an overhead locker could soon be over, if a trial to get people on planes more quickly is successful. In a two month trial at Gatwick Airport, new screens at one boarding gate will tell people when their exact seat number should board. Window seat Ticket Holders will get on the plane before those in the aisles. Officials say it could reduce the time it takes to board by around two to three minutes. I cant tell the time because the clock has gone. It is coming up to 8 10am. Until last night, Boris Johnson had tried and failed three times to get mps to back his calls for an early general election. After weeks of opposition, labour announced it would support the vote yesterday. Lets speak now to the shadow chancellor, John Mcdonnell. Good morning, louise and good morning, everybody. Welcome to the balcony up on millbank with the houses of parliament not too far away from where louise is this morning. We have spoken to the green party, the liberal democrats, we have chatted with matt hancock from the conservative party. As luis said, we are delighted to bejoined byJohn Mcdonnell, the shadow chancellor, from the labour party. Thank you forjoining us. Can you run us thank you forjoining us. Can you run us through what happened last night . There seem to be confusing scenes in the house. Jeremy corbyn said earlier that a labour would back a general election but there was talk of furious Text Messages going around and some labour mps thinking they should be abstaining but actually the message to abstain was for an earlier vote, is that right . This was classic, there was confusion all round, there were earlier votes to amend the bill and sometimes you have a formal vote where you walk through lobbies and other times just have a shout, yes or no. Sometimes the small parties cant keep up with the process so on one occasion there had been a shouted vote. Again, the next formal vote would have been an abstain. The text goes out it is too late, so people think, im told to abstain on this one so some of them didnt vote. Then word of mouth goes around, that wasnt the vote, there was confusion all around. Anyway, we got there in the end. The general thrust of the debate was lets get on with the vote. There were some labour abstentions. Whatever the text might have been. There is not entire unity in the party that going for a general election is the right way forward. Is that fair . A few never voted because of confusion but some of them knew the would go through and they had to go back to their constituencies and thats not uncommon. Some people were saying, we we re uncommon. Some people were saying, we were arguing with the government to say why dont you bring the Withdrawal Agreement forward and we can have a proper debate and put it to the people . Thats what we wanted and they wouldnt do that. We thought the lib dems and snp would support that approach but they went in with the tories. We thought, ok, we have the assurance that no deal is off the table from the European Union so lets have an election. We are in an election, we are enthusiastic about it. People were getting home last night and opening the door and there was a labour canvasser the door and there was a labour ca nvasser on the door and there was a labour canvasser on the doorstep and we are out there already. Can i ask about the strong rumours yesterday and today that some members of the labour front bench threatened to step down whenJeremy Corbyn said he would back an election . step down whenJeremy Corbyn said he would back an election . I have not heard any of that and i dont think its true. You will always get differences of view about an election. There was a delegation of conservatives that went to no 10 to ask the Prime Minister not to call the election. My view is we offered the election. My view is we offered the government the opportunity of debating his bill and borisjohnson refuse that. We have got what we wa nt refuse that. We have got what we want from the European Union, no deal is off the agenda, lets have the election, we are out there already. Some of our members were gagging for the selection to get rid of the tories and thats what we will do. Lets play constituency, im in your hayes and harlington constituency, you come to the door and before that ive spoken to the tories and they knock on the door and their messages get brexit done. The liberal democrats come and face a vote for us and we will revoke article 50. What do you say . We are saying at the end of the day lets let the people decide. We know the country is split. We are going to make sure you have a sensible leave option but also the opportunity to vote remain, you should have the final vote on the final deal. They will say hold on, we have already decided. Thats true but at the last referendum they didnt have the detail in front of them and we know what sort of deal is on offer now and we think a labour deal could be better than that but also we know the consequences. Even this morning, we had an independent body saying that on borisjohnsons deal, 70 million cut from the growth of our economy, 3 , that will have jobs and Living Standards impacted upon 70 billion. People need that information to sign off the final deal, whether it is a deal or remain. People have the right to have that choice. Do you think this will be a single issue election . The reason i ask that is because, surely, with your nuanced idea of what might happen afterwards and not being able to give a clear message as the tories and global democrats can, that will not act in your favour. It is a clear message, dont underestimate the intelligence of the british public, they know what we are saying. You can have the final say. Let the people decide. That is what we are saying. It will not just be that is what we are saying. It will notjust be about brexit, it will be all about what has happened over the last nine years with austerity in our public services. We will give people hope again about the future of this country and about how they can have decent wages, £10 minimum wage, proper trade union rights again, owning some of their company themselves, proper public services. The nhs is going into another winter crisis as a result of what the tories have done to it and we know there have been in negotiations with pharmaceutical companies in the us to sell it to trump. Those are the issues we will be negotiating no debating. Brexit will be part of it but it is the wider issues. So people will say we have a general election, if labour get in you renegotiate the withdrawal bill and thenit renegotiate the withdrawal bill and then it could be the situation where as somebody who voted remain, who backs remain, will campaign against and trying to say thats not what we wa nted eve n and trying to say thats not what we wanted even though that is what you have negotiated. We will negotiate the best deal we possibly can for you, we will let you decide whether thats what you want or whether you wa nt to thats what you want or whether you want to remain. Its about people power. Giving power back to the people again. I think it is a straightforward message, it isjust let the people decide. What about constituencies like your own who voted leave. How can you get that message across there . Is that going to be one of the issues for the labour party over the next few weeks. It will be interesting because in a lot of the Committee Meetings ive been doing, exit is an issue but most of it is about not seeing any Police Officers on the street, knife crimes in my constituency, our nhs, our hospital, hillingdon hospital, we have had to close wards because its falling apart. Also at the end of the day, teachers now are saying we have had cut after cut after cut. All of thoseissues cut after cut after cut. All of those issues will come into play. I meet lots of young people in my constituency and they say we will not have a future. This is an existential threat from Climate Change and we need a Labour Government to tackle that with our green new deal. The thing we have been asking all the parties this morning is about a deal with another party going into the election with the potential of having talks, but a young up, if you cant get the majority. What are the latest on those talks . We will have a majority. The liberal democrats are saying the same thing this morning and so is matt hancock. They might be but lets make it clear, there will be no deals and no coalition, we will go in as a majority government. If we dont win a majority, will have a minority government, put out our policies and implement them and if the liberal democrats or whoever else dont want to support £10 living wage, if they dont want to support anti austerity measures, investing in the nhs and all the rest and they vote against we will go back to the people. spoke to Tonia Antoniazzi and she couldnt say whether she thought Jeremy Corbyn could win a general election. We will win the election underJeremy Corbyn, hes the best campaigning mp ive ever met and the best campaigning leader of a party ive ever met. In the last general election we were 24 points behind in the polls. Given another week in that campaign we would be in government now and we go into this Election Campaign, as we do now, already 500,000 members out there campaigning, getting the arguments across on the doorstep. The one thing the tories have got it in money, hedge funds pour money into them to run their campaign. We havent got that scale of money but what we have got is a mass enthusiastic membership. You talk about getting the message across. I imagine there will be tv debates if it goes through the house of lords today. WillJeremy Corbyn take part in those . Yes and we are challenging toe to toe, i want to debate with the chancellor, lets have a toe to toe debate on all the issues, each one of ourfront toe debate on all the issues, each one of our front bench ministers wa nts to one of our front bench ministers wants to debate with their counterpart in the other Political Parties. Lets have a widespread debate now and get down to the real issues. We want to build a new society, transform our society, we wa nt to society, transform our society, we want to give people hope back again to get the message across so lets have those debates. Its interesting now that you are fully entering election mode when you have had three opportunities to go for a general election and havent done it up general election and havent done it up until this point. We had to make sure no deal was off the agenda. Thats the first thing. We were growing up and said to the government if you want to get your withdrawal bill through bring it forward because we can then debate it properly, amend it and put it back to the people. They were not willing to do that. They did all sorts of ridiculous manoeuvres, not giving of time for parliament, threats to individual mps, sacking 21 of their own members because they said they want a democratic debate, ridiculous. Now we got to the point where we said, ok, our bottom line is get no deal of the agenda from the European Union, weve got that, bring on the election. Ok, John Mcdonnell, thats the message this morning. It is going to be chilly going around the doors. Ive got my anorak and my scarf ready. It will bea anorak and my scarf ready. It will be a bit colder than it is today. We are enjoying the sunshine on the balcony. You can see how glorious a morning it is in westminster. Carol has the whether. Ican i can tell you the december averages across the uk are like for the election. Maximum temperature across the uk on average in december at 6. 7 celsius, the minimum temperature, 1. 1, the average of the uk rainfall is one millimetre and 11 air frosts. That gives you a general overview. Today we have some frost in the forecast across parts of scotland, cumbria, the midlands, parts of wales and east anglia. That will lift, also some patchy fog around but for most it will be mainly dry with some sunshine. Mainly dry because we have some showers moving in and the breeze from the north sea and the east, and we still have the cloud and rain across the south west of england heading down towards the Channel Islands and clipping southern parts of wales at times. Here we will have gusty winds, especially with the exposure in the south west. As we push further north, a fine day with bright or sunny skies and temperatures ranging from eight in the north to about 13 or 14 from eight in the north to about 13 or14 in the from eight in the north to about 13 or 14 in the south. Through this evening and overnight under clear skies of the temperature will fall away quite quickly, quite breezy across england, wales and Northern Ireland. No issues with fog but we could see some fog and frost across parts of scotland and also across Northern England it fell to 7 last night in parts of scotland. Look at the difference in the south west where we have a cloud and the rain and breeze, elevens and twelves. As we head on through thursday and into friday, we start ona thursday and into friday, we start on a settled note but then we have this array of weather fronts coming our way connected to an area of low pressure so our way connected to an area of low pressure so the weather will turn more unsettled, particularly on friday. But with it comes in milder air. We hang on to the cold air represented by the blues in the north east on thursday and then the yellows a nd north east on thursday and then the yellows and the embers move across the whole of the uk indicating more or less double figures for all of us. Or less double figures for all of us. Back to thursday, nippy start, some frost in the air, also looking at some patchy mist and fog lifting and then a lot of dry weather. A lot of sunshine around as well. But in the west, although it will be dry across the south west, the cloud and times will be thick enough for some drizzle, we could see a bit of that getting into the West Midlands but then the cloud thickens across Northern Ireland and western scotla nd Northern Ireland and western scotland and here too we will see patchy rain by the end of the day. Temperatures, nine in the north, 14 in the south. This is what is coming our way and we have low pressure coming in from the north west too. But not just yet. Coming in from the north west too. But notjust yet. On friday, cloudy, murky, some hill fog, and also damp. You can see the rain moving across our shores but temperatures higher where they have been low in the last few days. Nine in the north and 15 in the south. Then we have low pressure dominating the weather on saturday. This weather front around it will have rain moving from the west to the east and then there is a bit of a lull and then the next band of rain comes in from the south west. The timing of this could change. I will keep you posted on that. Temperatures 9 14. Once again, the weather is all over the place. It feels like it, doesnt it thank you, carol, and we will see you and a halfan you, carol, and we will see you and a half an hour. This will be the first general election to be held in december since 1923. So what do voters think about spending the festive period at the ballot box . Jon kay has been to bridgwater in somerset to find out. The first signs of christmas in bridgewater. So we thought wed hand out some cards. This is for you for christmas. Thank you. Delivering news of what will be a very unusual festive season. Happy christmas, you can open it now. I hope youre happy with what im giving you for christmas. Ive got three children so im going to be busy shopping and preparing for christmas. Youve got a couple of minutes, though, to put an x on a ballot paper at the voting station, havent you . No. No . No. I hope you like it. No. No . Not a fan of that. Why not . I dont think that we need to have one, in all honesty, right now. I think brexit needs to be dealt with before a general election. Its supposed to be a time ofjoy and happiness and goodwill to all men and women and ijust dont thats going to apply. Youre giving to back to me . Im giving it back to you, its for you now. Thanks so much. Youre welcome does it ruin christmas . Not to me, no. To me, its taking our affairs into our hands, which is what we should be doing any way. At the end of the day, this is our country. If we dont look after it, who is going to look after it, nobody. Ian is less than thrilled. Well, 0k. Is it just what youve always wanted . Not particularly, no. He wanted to brexit on halloween, not a festive ding dong from the Prime Minister. Why, you know . He said wed be out by thursday. What a false promise. From the bbc. Ive got a present for you. Pamela reckons this is the gift we all need right now, to sort things out. But she does worry about voting in the snow. If its icy, it could be a bit risky for me, wont it, really . What, to go to the polling station . Yes. But like i said, if i can make it, ill be there. Hopefully were not going to be get any snow. Are you dreaming of a white general election . Oh, i dont know about that, but im dreaming of a white christmas. I think ithinka i think a Fair Assessment would be there were mixed feelings in that piece. Yes, very balanced view, louise well, the prospect of a christmas election has got many in the festive spirit. I know its early over on twitter, xmasconstituencysongs. Is trending. Matthew suggests, all i want for christmas is crewe and nantwich . Newsreader Alastair Stewart got involved, here is his, in the deep mid staffordshire. how about, ruths suggestion . Rudolph the redcar reindeer. Finally, stewart suggests walking in a widnes wonderland. we have also been looking at your comments, here are some of them, because so many people have an opinion. Asi opinion. As i was walking back from John Mcdonnell people were speaking to me. You have been sharing. Catherine, this wont be the answer, we will just get more petty arguing in westminster. Hgppy westminster. Happy christmas, everyone. Helen says this will be a one issue election for the general public no matter what people in Parliament Say and important other stuff will get sidelined. I appreciate the fact women fought for me to have the vote and i have used that all my life but im so disappointment with mps and the whole atmosphere in the house and dont have faith in any party. One of the things of people are concerned about is how logistically things might work around this election. Because christmas, all these places we go and vote are normally booked for nativity plays on things. It could mean nativity carnage this christmas. Laura locke from the association of electoral administrators says members there have already been making calls about the availability of venues and quite a few places are already booked. It could be that this december we are voting in garages, caravans, could be anywhere. I suppose the important thing to do is to register and then at least you can cast your vote. I was going to say, there is still time to registerfor this i was going to say, there is still time to register for this general election, so go and do that because then at least if you want to you can go and cast your vote where ever you have to do that. Carol is talking about the weather today but there is no evidence from the uk, John Mcdonnell about wearing his coat and fur for electioneering. There is no evidence that bad weather stops people voting so there you have it. We will be discussing more things like that in a minute. Time now to get the news, travel and weather where you are. Good morning. Just like the last few mornings, weve got some pretty cold conditions this morning, particularly across the northern half of the uk, some frost across scotland and the far north of england. For most of us, again, today is going to be a drier day and there will be some sunshine. You can still see the cold air in place across many parts. Towards the far south west, though, thats where youve got something a little milder. Thats all linked into this weather system which has been producing some rain in the south west over the last few days. That will continue through the course of the day. This area of High Pressure really quite stubborn, so for most of us today, its going to be another dry one with some sunny spells. Any patchy fog clears from central and northern scotland. Lots of sunshine across the board, just more cloud across the far south west, some outbreaks of rain here. Temperatures in the south west about 12 13 degrees, elsewhere 9 11 celsius, very similar to the last few days. Now, through tonight, well see that cloud just drifting its way a little bit further northward but for many of us, again, there will be some clear spells. Temperatures getting down to close to freezing, particularly across Northern England and scotland once again. Elsewhere, temperatures perhaps about 4 6 degrees. This is thursday. Initially, we were thinking we will see some cloud or rain pushing on but now it looks like that rain is going to stay further west. It will be a cloudy day for Northern Ireland, west wales, the south west. There will be some spots of rain here. For most, another dry one and there will be some sunshine towards the east. Finally, through thursday night into friday, we will see these weather fronts move from west to east across the uk. So you can see friday here, quite a smorgasbord of weather fronts and that will bring lots of cloud and some outbreaks of rain. The rain will be particularly heavy across southern parts of england, across wales, the rain a bit more patchy the further north you are. Some brighter skies in central and southern areas later on.
