Already this morning, the eu has agreed to extend the brexit deadline until 31st january 2020. The uk was due to leave the eu on thursday. The Prime Minister has repeatedly said, we would leave on the 31st of october do or die. But the law known as the benn act requires him to accept the offer of an extension from the eu. European Council President donald tusk said of the eu 27 would accept the uks request for a so called Brexit Flextension until january the uks request for a so called Brexit Flextension untiljanuary 31. That means the uk could leave before the deadline if a deal is approved by parliament. Michel barnier, the eus chief negotiator, says he is content that the eu has agreed to a flextension until january 2020. It was a very short and. A very short and efficient and constructive meeting, and i am happy that the decision has been taken. Reporter is this extension to long . Is this going to drag on and drag on . Lets get more from brussels, and our correspondent, adam fleming. At the end of last week it was all you blink, your move, my move, now they moved with considerable dispatch dispatch this morning . Those french objections were addressed, either because they thought there was no chance the brexit deal would get passed quickly, or they felt a path toa passed quickly, or they felt a path to a general election had become much clearer and perhaps the state m e nts much clearer and perhaps the statements from the snp and the lib dems did that. Perhaps france came under pressure from the eu, donald tusk, who was saying, the easiest, simplest, least intrusive way the eu could behave in this situation was to grant the request. That is what they have done, but with the option of, if the deal can be ratified sooner, the uk can leave sooner. Does that mean that to all intents and purposes, brussels is out of the brexit picture until the end of january . Yeah, that is the hope of diplomats expressed to me this morning. They can now take a break from brexit. It the hands of the uk. The next time the eu has to worry about it is january next year. Or if the uk can pass the deal sooner, thatis the uk can pass the deal sooner, that is because the deal has been passed and the uk is leaving sooner. A sense of relief in brussels it is not their problem at the moment. Lets move back to westminster. Thanks, adam. The liberal democrats are proposing an election be held on december nine. Norman, where do they stand and what are they jockeying for . They are jockeying about the general election. Boris johnson wants a general election. We 110w johnson wants a general election. We now have the liberal democrats and the snp putting forward their own proposals for a general election. What is interesting about that politically is that for the first time we have got the opposition parties pursuing different approaches. The view of the snp and the lib dems is it is going up for a so called peoples vote in this parliament. There are not the numbers. There is no point banging away at this. The only way is to have a general election to change the arithmetic in the house of commons. Intriguingly, because the government now they are almost certainly heading for defeat tonight, because they are trying to secure a general election under the fixed term parliaments act, you need two thirds of mps to vote for you, which gives labour a veto. Labour wont back it. Downing street are now leaving open the option of coming behind the lib dem snp plan. Have a listen to Gavin Williamson. Taking any form of legislation through both the house of commons and the house of lords, even if it isa and the house of lords, even if it is a short piece of legislation, can be challenging. Is it a possibility then . They should be voting for an election tonight. The government will look at every single option but the best way of delivering a vote in terms of the people being able to have their say, is by voting for a motion tonight. That is what the government is totally focused on. Whats interesting i think is that the so called rebel alliance, which is held together throughout this brexit process, they forced the benn act upon Boris Johnson, brexit process, they forced the benn act upon borisjohnson, they held together over the prorogation row, they held together over the timetabling vote the other day, they have stuck together through thick and thin. That has caused some consternation, certainly on the labour side of the peoples vote campaign, who have been urging the lib dems and the snp to get back on board. One of the key players is neil coyle, the labour mp. I hope the lib dems and snp get back around the table for those of us who do wanta around the table for those of us who do want a peoples vote. A Million People didnt match for an election. They marched for a new say. Until we get a new public vote, the general publics involvement in this crucial issue, it will not go away. An election will not solve anything. You might get five more lib dems and a handful more snp members, that is Party Political interests, not national interest. Although things have shifted a little bit in favour of Boris Johnson, his chance of getting a general election is still quite difficult. Even if he manages to get a bill, whether it is a lib dem spill or his the great fear in number number10 spill or his the great fear in number number 10 is that there will be amendments, allowing 16 to 17 year olds to vote, maybe even eu nationals. If that happens, the argument is changing the franchise could delay an election for up to a year. There are high stakes year for downing street. Every which way they turn its not easy to trigger a general election. Labour has got a problem as well, problem of perception. They said a techno deal off the table and we will be up for a general election. In flextension has been granted until the end of january. It is hard to explain why you are not going for a general election now, isnt it . There is a furious debate in the labour party. The shadow Cabinet Meeting at 12 oclock to try to get a grip on what their position is. A number of things are at play. Some around mr corbyn believe he is such a phenomenal campaigner, he can defy the polls and when. I think others have a rather more jaundiced view of mr corbyn and they look at the polls and think, really now is not of the time. They have also not given up on trying to engineer another second referendum. They seem to believe if you go on a bit longer, maybe some of these former tory mps will think, look, parliament cant resolve this. We have to support a second referendum. They still believe it is game on for trying to secure another referendum. All sorts of debates and tensions on the labour side. Thank you so much, norman. To the average voter, what difference does three days make . It does make a difference. It is fantastic the eu have agreed to extend article 50 until the end of january. It is quite clear if we hadnt sent a very clear signal that we would use that time to follow our democratic processes, to break this deadlock, it is quite clear we could have ended up with a shorter extension with the rest of us crashing out without a dealjust in a matter of weeks. It is very good that extension has come through. Our proposals for the 9th of december, if you a triple lock. One, it stops the Prime Minister dictating the date of an election. At the moment he can change his mind about the 12th of december after passing his motion tonight. And set it for say the 1st of february. This would stop it from happening. Secondly, it stops him from being able to ram his Withdrawal Agreement through. And of course the other part of it, it only happens if that extension is formally being completed. It will either come through tomorrow or wednesday. The long and the short of this is for the liberal democrats, we want to stop brexit. Actually the snp wants to do that too. The only way you can do that is through a democratic mandate of the people. The problem that we have had in trying to secure a peoples vote, and lets be clear about this, the liberal democrats have put down 17 amendments in this parliament for a peoples vote, we have voted for it seven times and recently have not had the support from the rest of the house of commons, particularly from a significant minority of labour mps and conservative mps to get it through. You dont have it now from labour, do you, because they will not get behind you, will they . On the peoples vote, on the issue of referring it back to the people in this parliament, 19 labour mps last week actually voted for Boris Johnsons hard brexit. There is no way those 19 were asked to support a peoples vote. Then you have got conservative mps, around half of whom are clear they will not support a referendum. One of the leaders of that group is former chancellor philip hammond. He was curious that he would not support a peoples vote. He would support a peoples vote. He would support a peoples vote. Without those people coming on board you dont have the numbers for a peoples vote in this parliament. Your best bet is actually getting a new parliament with different arithmetic. Just to be clear about who does what and who can trust what, you said you can trust the Prime Minister not to change the date of an election. Can anyone else trust the lib dems not to, having got the bill through, not to amend it for the sake of a peoples vote, as you call it . If we get the bill through there is nothing that we could do. If the bill passes through both houses of parliament, then we have fixed in low a date of the 9th of december general election. In terms of amendments, the bill is very carefully and narrowly drafted. It only relates to polling day. If you wanted to, for example, expand the franchise to include 16 and 17 year olds, or eu citizens, those are things we support in principle but require much greater scrutiny. You couldntjust but require much greater scrutiny. You couldnt just do that but require much greater scrutiny. You couldntjust do that in but require much greater scrutiny. You couldnt just do that in a matter of weeks. You say it is a one line bill. You can give that assurance to the Prime Minister should he not win today you wanting to get behind your bill on wednesday . This is not about doing anything for the Prime Minister. It is about doing everything for our country, to provide a degree of stability and certainty. At the moment you have got a government with 45, moment you have got a government with 45, which is not introducing legislation into the legislature because it is not confident of getting through. You have got a legislature that is completely dysfunctional. We cannot responsibly, as politicians, allow that to carry on. It is all very well to be taking a salary cut that is wrong. That is what you have to show leadership, which is whatjo swinson is doing. And yet there will be voters who say, look, the Prime Minister went to brussels, everybody said he couldnt get a deal. We got a deal. He brought it back. He got it through. Why dont you just let that bail get through, scrutinising it properly, and then have the election on the day he wants . Because if that happened we would go out on his hard brexit terms. Our intention is that he doesnt have a mandate for that. In any event, i dont think youll get it through the house of commons. People keep saying this agreement past. It has in the past. He has actually got to ta ke in the past. He has actually got to take it through all its stages. You are just going to end up with a war of attrition in the house of commons, going on and on and on. And iio commons, going on and on and on. And no decisions being made. Whether you wa nt no decisions being made. Whether you want to leave the European Union or remain in it, i think people want a sta ble remain in it, i think people want a stable government. They actually wa nt stable government. They actually want us to make decisions. In the end you have to revert back to the people. If the unholy alliance of mainly conservative but a significant minority of labour mps are going to stop us having a peoples vote on this deal, how will steely resolve this other than actually having a general election . As you say, joanna, Maurice Robinson appeared by video link. The 25 year old was only involved in his appearance for about four minutes. He spoke to confirm his name, his age and his address, and the fact that he is british. He faces 39 cou nts that he is british. He faces 39 counts of manslaughter. He is also charged with conspiracy to traffic people, conspiracy to assist unlawful immigration and Money Laundering. He was not required to enter a plea today. There was no application for bail. There was no application for bail. Thejudge said he there was no application for bail. The judge said he should next appear infour the judge said he should next appear in four weeks. The 25th of november. That will be at the old bailey where he is excited to be given a chance to indicate a plea. Thejudge that if he chooses them to plead not guilty, he will be tried in the new year. There are three other people currently who have been arrested in connection with this case. All three have been released on bail. They are from either the Irish Republic or the Northern Ireland. A fourth person was arrested in dublin on saturday in connection with other offences. Essex police say he too is a person of interest in this case. As you say, efforts are continuing to try and identify the 31 men and eight women who were found dead at the back of that refrigerator truck. That was in grays in essex last wednesday. Despite a crackdown on those posts, look hard enough and theyre still there, graphic and dark. But today, revealed to bbc news, new tougher measures against a wider range of material. Images of methods and materials used in self harm, that is a significant step forward. I am proud of that step forward. It will take time to implement fully throughout the product but its also not going to be the last step that we take. So thats a new commitment, notjust to remove the graphic images of self harm but the dark memes and pictures about suicide. A rescue effort is under way for a man is stuck at the top of a 290 foot high chimney in carlisle. The man was reportedly first seen at the top of dixons chimney early this morning, and a team in a coastguard helicopter have been assessing his condition and how to bring him down. It could have gone into the bin but the contents could have gone into the bin but the co nte nts of could have gone into the bin but the contents of the property were being appraised by an auctioneer who spotted it. Lets get that valued. Tell us more about this painting and why it is so special . This painting is very special because cimabue is the first artist that transformed the first artist that transformed the greek tradition of painting the icons into the modern paintings. He is bringing humanity into the pictures. He is an artist who was very influenced by Saint Francis of assisi and brought humanity into the painting. What sir francis brought into the faith and religion, he brought into the picture. That is what makes it so exciting. That painting now ranks alongside works by leonardo da vinci, rubens, rembrandt and raphael in the top ten of the most expensive old painting sales. When the auctioneer brandished the hammer he said, there will be there will never be another cimabue at auction. What did you think with a hammer went down for that price . First, i hope he was wrong. I hope to find another one. There are still five pictures from that set which are running loose. This is good news for antique dealers, runners, raconteurs, as we call them, people with empty houses. There are still five more that are lost. So i hope they will be another one. Everybody will be checking carefully to see what might be hanging above the cooker was it not a damaged hanging above the cooker from greece splatters and Everything Else . I was reading some amazing detail about worm holes through the wood on this painting, which matched up wood on this painting, which matched up with worm hole to run others . Cimabue is an artist who is very important. But very few works by him are known. Most of them are in italy. We now ten pictures by cimabue, ten more have been found. Two of them are frescos. Four are in churches in italy. And of course they want to travel. Two or three of them are out in italy. Two have been discovered in the 20th century. The first in 1950 was brought from a gallery in paris here from new york. And in 2000, an englishman, another appraiser like me, discovered one in appraiser like me, discovered one in a Country House in suffolk and this is the picture which is today in the National Gallery in london. When you compare the two pictures, they are the same measurements, they are painted the same way, which is the main point, the same colours, samey liquid treatment of the figures. When you return, look at the back of the pictures, the back of the National Gallery picture, the painting, you see they come from the same ward, even the same plank of wood, and the finishes, with the two pictures together were together until 1820, so that is the proof. The most sceptical, negative, the most unbelievers, cannot reject the picture. Will it end up in a gallery . Will we get to see it or is it going to a private collection . It has gone to a private collection, but i have good reasons to believe this private collection is very close to a major museum that we will see the picture again. We will keep an eye out. What do you think the eu 27 want to see with the extension they have granted . They want to see some movement. When it came to an extension, it was a lwa ys it came to an extension, it was always likely they were going to grant one, but they did to have three consensus one is they did not wa nt three consensus one is they did not want a no deal or be blamed for it, they would like this to be the last extension because they want to on to the crucial talks about trade and security, and there was this sense that they wanted focused minds and westminster, and they wanted a joint decision and the eu posing terms. That is what they want to see. What they expect see . They want, expect some movement, but much like brexit, it is unclear what will happen and the ball is always in the Uk Parliament cloud. Will we have a general election . And if we do have a general election, we then have a new government and what happens . From the eu perspective, they are really hoping this deal will get through at some point. And by giving the extension of the way to january 31 potentially they are allowing critics to say this gives too much leisure to mps to procrastinate more, it takes the pressure off, some would say. At the same time, the eu did not wa nt at the same time, the eu did not want no deal, they dont want that and dont want to be blamed for it. If they had gone for a shorter extension and we had a general election or we didnt and mps failed to pass the Withdrawal Agreement bill, we would be venturing in no deal territory and they want to avoid that. They are taking their fingerprints off the outcome. They have shown they are keen to reach a dealfor the uk they have shown they are keen to reach a deal for the uk to leave with a deal which is why they parred hours into the negotiations two weeks ago and the uk government and the eu have agreed on the legal text, they have endorsed it and it is up to mps what happens. And you are parting thoughts on the lay of the land today and this week with the speculation about elections, what date. We know borisjohnson had a phone call with president macron and that they were talking about general election, moving things forward. I think it will be on that this week, will we have a general election in december, . Will will we have a general election in december, . Will it be on the 9th of december, . There is a sense of relief in brussels today because they feel for next time they will have to Pay Attention to brexit will either be because the uk has ratified the brexit deal in the next few weeks and is leaving on one of the new potential brexit dates, the 30th of november, the 31st of december or the 31st of january, or they dont have to worry about the whole issue untiljanuary. You had a 26 countries, including germany, saying, lets sign up to the 31st ofjanuary. It was in the pmis letter. You had Emmanuel Macron and france along saying, no, lets go something much shorter, perhaps the 15th of november, the 30th of november, just to focus minds in the uk. Obviously over the weekend conversations were had and french objections were overcome. I had and french objections were overcome. I wonder had and french objections were overcome. I wonder if a bit of it was the Scottish National party and the lib dems saying they would support and direction, albeit a slightly different date from the one borisjohnson is slightly different date from the one Boris Johnson is proposing . The liberal democrats are proposing that an election be held on december the 9th, and government has not ruled out getting behind that proposal date, if it fails to get its preferred date through the commons later. Lets get the latest from our assistant Political Editor, norman smith. Before we turn to that, how much does it matter that we are not doing the die in a ditch thing on october 31 . Nobody quite knows. Everybody do ordie is 31 . Nobody quite knows. Everybody do or die is now dead. It is not happening. The Calibration Team johnson have to make is, do people think that was such a symbolic, emblematic stance by Boris Johnson that if he cant deliver on that, he will never deliver on brexit . He promised, just like theresa may, to get us out and he has failed just like theresa may. How far that it damages him. Do people by the narrative he has been trying to set out, which is, dont blame me, it is the fault of parliament . Genuinely we dont know how that is going to play. He doesnt know. The default position in the wake of that was to try and get his deal through, to say 0k, try and get his deal through, to say ok, i have got a deal try and get his deal through, to say ok, i have gota dealand i can try and get his deal through, to say ok, i have got a deal and i can get it through parliament. I think it is now much more sceptical about that. They seem to be taking their foot off the gas. They fare bluntly that labour will play for more time, it will be mission impossible. Plan c is to go for the general election to try to break the deadlock by getting a general election. They there have been helped by the liberal democrats and the snp who have come to the same conclusion but for different reasons. Their reason being, no chance of a second referendum the current make up of parliament, lets get another leg up. Those two forces, who are diametrically opposed, the snp and lib dems want to stop brexit, borisjohnson wants brexit, are bizarrely working together. That does increase Boris Johnsons chance of getting the election. And intriguingly, Gavin Williamson is, the education secretary, said this morning they we re secretary, said this morning they were not ruling out using the snp and lib dem ocean to get that election. Taking any form of legislation through both the house of commons and the house of lords, even if it is a short piece of legislation, can be challenging. Is it a possibility then . They should be voting for an election tonight. The government will look at every single option, but the best way of delivering a vote in terms of the people being able to have their say, is by voting for a motion tonight. That is what the government is totally focused on. The decision of the liberal democrats and snp has caused a good deal of anger, particularly among supporters of a peoples vote. We heard john mcdonnell, the shadow chancellor, saying this morning that jo swinson had sold out the peoples vote campaign. Angus macneil, an snp mp, said he was perplexed by his laters decision, that it was like giving borisjohnson a Christmas Present and a birthday present. Listen to neil coyle mp, labour. I hope the lib dems and snp get back around the table for those of us who do want a peoples vote. A Million People didnt march for an election. They marched for a new say. Until we get a new public vote, the general publics involvement in this crucial issue, it will not go away. An election will not solve anything. You might get five more lib dems and a handful more snp members, that is Party Political interests, not national interest. Where are we on the election front . In short, todays vote, Boris Johnson will not win that. As he got a chance working with the liberal democrats and the snp to trigger an election . Possibly. It is still an uphill task because of the risk of amendments causing all sorts of complications. In short, watch this space. Thank you. We will talk to you more later. I hear what you say, and that is your position, it is helpful to know it. However, it is not going to know it. However, it is not going to happen today, according to norman. Will you be urging the government and the rest of your party to get behind that lib dem snp plan . I am urging people to get behind the motion by the Prime Minister. That is what i am urging people to do. It is really important in my mind that we also deliver on the referendum. I voted remain. In my mind that we also deliver on the referendum. Ivoted remain. But we give people a vote. And we need to respect that. The Prime Minister got a deal. People were not expect him to but he did. He got it through the second reading by a large majority. People want to see us working night and day to get that. And that is very different to what the lib dems and the snp say. I am going to focus on his motion today. Iam going to focus on his motion today. I am working my socks off to get that deal over the line. Until it gets defeated at about 530 prime we need to work our socks off to get that deal over the line. If the lib dems and the snp want to. Their solution does not end this uncertainty. If they said they wont hang any amendments on this, get the general election done on the 9th of december, now 16, 17 year olds, general election done on the 9th of december, now16, 17 year olds, now european voters, just get an election . It doesnt end the uncertainty because you wont have completed what the referendum started. It just creates completed what the referendum started. Itjust creates more divisions. And no more firm decisions. That is why i think we should be working our socks off over the next couple of weeks to get the deal over the line. And then, yes, have the general election. Various voices in government have said, we might be prepared to look at the lib dem snp plan. Taking a back to the people is the right answer if we cant get progress. Do you look at the arithmetic and think, we are not looking too bad in the opinion polls, lets go for it . I look at the fact that the Prime Ministers deal was passed by a large majority last tuesday in the house of commons on that crucial second reading, which was the meaningful vote. I think it is now clear we are not living on the 31st october there is still expectation it would take a dent in the polls for that because some of the votes will go to the brexit party, but i think they are confident they can bring it back. And they do have a deal to offer to voters worrying about no deal. Another important difference is if the election happened before the deal, big businesses would say i am worried about no deal and the radical Left Wing Programme advanced byJeremy Corbyn. Some are worried about the loss of a customs union, but the balance of risks for big business without which there is these part with tara is never winning majority in the last 50 years, that is now back on side and it is an important change. A long lost painting by the early italian rennaisance master cimabue has sold for more than 26 million at auction more than four times the pre auction estimate. The painting was discovered earlier this year in the kitchen of an elderly french woman, where it had been hanging for years. Kathryn armstrong has more. As far as record breaking art sales go, this has one of the more unusual back stories. This small painting known as christ mocked, which dates to the 13th century, has just become the most expensive medieval painting ever sold. It had been hanging for years, not in a grand gallery, but in an elderly womans kitchen north of paris. She had paid little attention to it, thinking it wasnt worth much. The painting was my true identity was only revealed earlier this year during a valuation of her possessions. Translation it was the sale of all possibilities. Cimabue is a great painter and it is a unique work of art. There are no others like it. Anybody who wanted a cimabue painting today was ready for anything. Obviously, we knew that our estimate had some potential. Already at 10 12 Million Euros we were immensely happy but to finish at more than 24 Million Euros is more than we could have dreamt of. Cimabue, who taught the italian master giotto, was a pioneering primitive artist and one of the first to give his works perspective. The auction house that sold his painting didnt reveal the identity of the successful bidder but said a foreign museum had been among those who put in an offer. Kathryn armstrong, bbc news. Earlier eric turquin, an old master appraiser based in paris, told us that although the painting went to a private collector, he doesnt believe it will be the last the public will have seen of it. This picture is very special because cimabue is the first artist that transformed the greek tradition of painting into the modern paintings. He is bringing humanity into the pictures. He is an artist who was very influenced by Saint Francis and brad humanity into the painting. He brought this all into the picture and that is what makes his work. And so that painting now ranks alongside works by da vinci, rembrandt and raphael in the top ten of the most expensive old painting sales when the auctioneer brandished the hammer, he said there would be another there would never be a cimabue and action at auction again. I hope to find another one. There are still five pictures from that set which are running a loaf, so this is good news for the dealers, raconteurs, people who empty houses, there are still five mile of that a series that are lost, so. Overnight, we hold onto the cloud and the breeze in the showers in the north east, easing down to the night and it there will be patchy rain across the far south into the south west. Not as cold tonight but it will be a cold one further north and west under the clear skies with fog to greet again on tuesday. But also looking pretty fine, High Pressure, some cloud in the north east of scotland, most cloud across the south into the south west, perhaps patchy rain for south west, perhaps patchy rain for south wales, into cornwall and devon and the channel islands. Wednesday, High Pressure still with us to bring another fine day, but its pushing into the north sea and allowing low pressure to build in to the west. That means we will see increasing cloud across central and southern parts of southern england into wales and Northern Ireland outbreaks of rain, wind is picking up from the south east. The north of the country should have another cold start but are dry and bright with sunshine. These and tremble turn increasingly hazy across central and northern parts of england. That is because it looks like low pressure will wind out at the end of the week, uncertainty on the timing of the fronts moving in, but it is likely to bring increasing cloud and also outbreaks of rain and some milder air, particularly across england and wales.
