A warm welcome to our new business show, and we start today in europe where its cruch time for brexit. The eu will meet soon to consider a brexit extension until the end ofjanuary with an option for the uk to leave earlier if a deal is approved. Why . Well, although a deal has been agreed between the European Union and uk Prime Minister borisjohnson, british mps havent yet given it their endorsement. Eu members are looking at a range of brexit extension dates including november 30th, december 31st and january 31st. A flextension, if you will. If an extension cant be agreed, the uk will leave this thursday without a deal. The prospect of the uk leaving without a deal is causing concern within the Business Community. The institute of directors says more than half their members favour another referendum or general election over a no deal brexit. If the eu backs a longer extension, then they could get their election wish. Borisjohnson has said he wants to hold one on december 12th but he needs the support of two thirds of mps. A so called super majority. Tim. We will hear from the institute of directors in a couple of minutes time. There will be a flextension, how they describe it, and how flexible will that flextension be . We will find out pretty soon because this meeting starts in about half an hour, and hopes are high that the eu will reach a decision this morning having postponed the decision from last friday, which led to more discussions over the weekend. In terms of what this flextension is, the extension would be extending the legal period for the Brexit Process known as article 50 of the eu treaties until the 31st january but the flex bit will make it clear that if the uk ratifies the deal earlier, the uk could leave earlier, and it spells out potential dates for the uk leaving of the end of november, the end of december or the end of january. For this to be agreed, though, by the eu by ambassadors at this meeting, they will have to ove ico m e this meeting, they will have to overcome the objections of the french. They were saying, hang on, do we want to make this decision now when there are still pieces in play at the British Parliament and the situation isnt entirely clear in terms of whether there is going to be an election or not, and also the objection of the french that is this too long an extension . Far better to have a short, sharp shock, 15th november, to incentivise mps to vote for the deal. If those objections could be overcome this extension is what we will get. There is nothing short or sharp as far as brexit is concerned. Adam, thank very much. With us now is edwin morgan, director of policy at the institute of directors. Good morning. We mentioned you in oui good morning. We mentioned you in our introduction, the iod, the fact half of your members would rather have a referendum or a general election. What is your take on where we are at at the moment . It is worth saying that the majority of our members have already said they would like this deal to pass, so in the event of an extension, which is what it looks like we are talking about, there is no unanimity, definitely, but slightly theyd prefer a general election, it seems, to a referendum. I think that mightjust be because they know parliament is stuck and has been deadlocked for so long now that nothing can happen and they dont want another extension wasted and no decision. When they say they would like a deal, it is not even clear at the moment for a lot of people, as they have not worked out the minutiae of this deal. The uncertainty is proving so corrosive in terms of future business orders, is that their point . It is fair to expect that most businesses will not have read the full Withdrawal Agreement bill, every line, so the reaction is a lot about that, getting a deal, enabling us to move to the next stage where we can work out our future relationship with the eu. That will be more complicated. Yes and there are questions over whether there is enough time for that and whether december 2020 is long enough to do a full trade agreement with the eu, these things usually take years and we are hoping to squeeze one into a year really. One thing you mentioned to me earlier which was interesting was you trying to say to your members when there is an extension, and we have had a couple so far in the run up to this, dont waste the time. What should they be doing . Especially when they dont know when we might leave. It could be the beginning of december, the beginning of january. There could beginning of december, the beginning ofjanuary. There could be beginning of december, the beginning of january. There could be an election in the middle of december as well. How do they get ready for all these different possibilities . think the responsible base case is to look at the no deal scenario. As you say, you dont know exactly what the future relationship might look like in terms of timings but if we we re like in terms of timings but if we were a complete third country, a non eu member, completely separate, what would be the minimum we would be working from and then you can kind of build from there. We have lots of resources we have been trying to provide our members and nonmembers, other businesses, because of the situation. But it is very difficult because you talk to them and say, is no deal happening . It might not happen, when am i planning for . It might lead to a bit of paralysis and not doing enough planning. Im an innovator and im the co founder of dext technology. I got into tech because of my dad. My dad was a science teacher. And he used to do some really nice and simple activities with me like take me out when it was raining to measure the rainfall. One of the main things that we manufacture is our science set and this is where we make all the small parts that go into the science set so we 3d print some of the parts, we laser cut some of the parts. Imagine the tiny pieces and then they all come together to make the amazing signs set. My co Founder Michael and i, we used to teach kids during vacation and we really wanted to leave something behind but we didnt have enough money to build a science lab so we started thinking, ok, what can we do to actually give the kids that they can perform science experiments with . And then the science set came about. This is the first time i did it and i really enjoyed it. We learned how to make an open switch. But to the south west of the uk we have this weather system bringing cloud and outbreaks of rain over the next couple of days. But for most of us it is the area of High Pressure moving on from the north west that will keep things very settled, so plenty of dry and bright weather to be found, although it is still quite cold with some overnight frosts. Throughout today, we will start to season cloud and patchy rain in the south west of cornwall coming to the isles of scilly, a few showers in the north and north east of scotland. For most, any mist and fog clears and there will be sunshine through most of today and temperatures getting up to about 9 11d. Through tonight, we will continue with a few showers in the north east, still that cloud and a bit of patchy rain in the south west of the uk towards the channel isles. A bit of cloud across southern areas will keep temperatures above freezing but for most of us again, it will turn quite cold and frosty, temperatures at or below freezing into tuesday morning.
