Find out what mark kermode thinks of black and blue, and the rest of this weeks top releases in the film review. Good evening, its 5pm, im jane hill, our top story. Three vietnamese people have contacted the bbc to say that they fear their relatives were among the 39 people whose bodies were found in a lorry in essex on wednesday. The family of a 26 year old woman say they received a text message on tuesday night which said she was suffocating. Three people are under arrest tonight including the 25 year old driver of the lorry. Richard galpin is in essex for us as you were saying, there have been two more arrests today. This took place in cheshire. It involved a man and a woman, both in their late 30s and a woman, both in their late 30s and both from warrington. The police have arrested them on suspicion of conspiracy to traffic people and on suspicion of 39 counts of manslaughter. Meanwhile, the first postmortems of several of those who died inside the container had been taking place today. Died inside the container had been taking place today. Private ambulances arriving this morning at tilbury docks, taking more of the bodies of those who lost their lives to a mortuary. There, postmortems should reveal how they died and may provide clues about their identities. This is 26 year old pham thi tra my. They say she sent this message. I love you very much, mum and dad. I am sorry, love you very much, mum and dad. I am sorry, mother. They have not heard anything from her since. The Vietnamese Embassy confirmed they have contacted police. She isjust one of several vietnamese people feared to be in the container. Much more is now known about the lorrys movements before it arrived here in essex. A gps tracker showed it when back and forth across continental europe, including dunkirk, bruges and across ear to the uk. One major line of enquiry is those inside the lorry were being trafficked and that is often the work of powerful organised crime groups. It is a huge moneymaking organisation that has a network throughout the world and i would imagine they will be hitting certain tiers in this investigation but the mr biggs who make the big money are virtually untouchable unless there is a Massive International operation to take these people out. What seems now clear is the quieter parts like this one in essex and other parts of Eastern England are being targeted by smugglers as a way into the country. Expect to see many people who get into this country alive, here of desperation. We are talking about people who are absolutely desperate to get to get to another country, to help their family survived back, the only way they can do that is to take this terrifying and risky route. On arrival, had they survived, they would likely to have been exploited. It has now been revealed that the government was warned about the vulnerability of the Eastern England part two years ago. A lot of Significant Developments today. Not at least that it seems now that essex police we re that it seems now that essex police were wrong when they said that all those who died inside the container we re those who died inside the container were chinese. It does now seem that several were vietnamese. We dont know how many, but it could end up being quite a significant proportion of those who died. Also we are now waiting for a press conference from the police. We dont know what they are going to say but it could be about the driver who is also under arrest. The police have been questioning him. They gave him extra time yesterday to speak to him, to interview him. That time has now expired so there may be some announcement about what the police are going to do, whether they are going to release the driver or whether they are going to charge him. Richard, thank you very much. The latest there in essex. As we say, there are families in vietnam who have contacted the bbc. Explain more about what we have learned. Since the news broke on wednesday about the lorry which might contain victims from asian countries, lots and lots of families and among the vietnamese people in the uk as well have been very concerned that the victims might be from vietnam. Since last night three families have contacted us saying that they are worried that their loved ones where in the back of the lorry. One particular case is of pham thi tra my, a 26 year old lady from Central Vietnam and the last time the family heard from her was on tuesday evening at about 10 30pm. It was a very distressing text message saying that, i am very distressing text message saying that, iam really very distressing text message saying that, i am really sorry, very distressing text message saying that, iam really sorry, mum, i have failed, i cant breathe. It is really, really distressing. Since then they have not heard from her. Notjust then they have not heard from her. Not just that, another two families, one of a 26 year old man and the other of a 19 year old woman, have also contacted us and told us very bad stories. This almost impossible to beat those text messages. That text messaging is so upsetting. The whole family, one assumes, as far as we know she would have embarked on this journey voluntarily. They have raised an awful lot of money to get onto this journey. How much would they have known about the beauty taking . The family told us that they have paid £30,000 for the smugglers to bring her to the uk and we cannot verify at this stage but she could be flying to another country and then trying to enter the uk by road. And this story resonated with a lot of vietnamese who have come to the uk that way, unfortunately. Therefore, the shop within the community here in the uk must be absolutely overwhelming. Yes, they are very shocked and very worried and also smugglers from this particularfamily and also smugglers from this particular family have returned the money to the family. Families back in vietnam have received that large thumb. Yes, which makes him even more worried. Yes, of course. All right. Thank you very much for bringing us up to date. We are going to talk more about the story a little bit more later. More about smuggling and will address that issue later in the programme and we are waiting for an essex Police Press Conference as well at some point. We will keep you up to date with all of that. Now we turn oui date with all of that. Now we turn our attentions to the other main story this week. Borisjohnson has insisted that brexit is still possible on october 31, but he said that it depends on the eu. It puts him at odds with the chancellor sajid javid, who said the uk would not now leave next week. Lets get the latest from ben brown at westminster. Yes, Boris Johnson has been pushing his call for a christmas election today hes told Jeremy Corbyn to man up and accept a snap election on december 12th. For his part, mr corbyn has said hell only agree to an election if the Prime Minister takes a no deal brexit off the table. Meanwhile, eu ambassadors met in brussels today to discuss what sort of brexit extension they should allow they agreed in principle there should be a delay, but not how long it should be. France is arguing for a shorter extension other eu countries want a longer one, and there wont be a final decision till next week. Heres our Political Correspondent nick eardley and his report does contain some flash photography. It goes on. A Prime Minister who cant force brexit through, facing mps determined to keep control of the process. Can it continue . He thinks not and says a few days more scrutiny for his deal and then a general election are the way out. I think for mps across the house to have any credibility about delivering brexit, they now have to commit to an election on december 12. Time for corbyn, man up, lets have an election on december 12. Brexit next week, it looks almost impossible now. A few weeks ago it was halloween, no ifs, no buts, now there is a but. Because of the actions of parliament and especially ofJeremy Corbyn, we have had more dither and more delay and now we have to accept we wont be able to leave on october 315t because parliament has requested an extension and although we havent heard back from the eu yet, its likely, i think we just have to assume that they will agree to parliaments request. Eu ambassadors met today to discuss an extension, but they are waiting to see what parliament does next. The 27 eu ambassadors will discuss a second time an extension request by the uk. To force an election two thirds of mps need to back one. The government needs opposition votes. Labour has conditions that might be hard to meet. Providing the Prime Minister comes to parliament on monday and makes it absolutely clear he is going to make sure that there is no crash out, because his deal includes the possibility of a no deal exit. But hes not going to do that, is he . He is going to have to do that. Labour, though, is split, between those urging Jeremy Corbyn to seize the moment and go for an election, and those worried about the polls who would rather focus on another referendum. So as mr corbyn mulls his options over the weekend, he knows if he backs another election there is no guarantee all his mps will support it. And even among those who are eager for an election, there is deep distrust of the governments motives. The Prime Minister is not playing a straight hand here. What he is wanting to do is parliament in the short term, to discuss his Withdrawal Agreement bill. We dont consent to the Withdrawal Agreement bill. Its about taking us out of europe. We want to stay in europe. Thats what scotland voted for. If he get his way there will be many more mornings like this. Visits around the country on a general election campaign. For borisjohnson, wanting election and getting one might be very Different Things indeed. Our Political Correspondent jonathan blakejoins me now. You were with the Prime Minister on that visit. You spoke to him. He is still pushing this christmas election. Yes, he is doubling down on that ultimatum to opposition parties to give them more time, to scrutinise and pick through his brexit date and the Withdrawal Agreement bill, if they will agree to an election in early december. That is the Prime Ministers challenge, as he put it, in that interview earlier today on a visit toa interview earlier today on a visit to a hospital in milton keynes. He told Jeremy Corbyn to man up. As far as opposition parties are concerned, it is more complicated than that because they want to remove the threat of a no deal brexit, due to happen at the end of next week in six days time. Potentially later on whenever the eu decides to offer the uk and extension in response to that request that Boris Johnson was forced to make by mps. Everyone having their say on that vote, expected in parliament on monday under the fixed term parliaments act, which requires a two thirds majority for Boris Johnson to act, which requires a two thirds majority for borisjohnson to get the election that he wants, which is why it is so difficult to obtain without a majority of opposition parties in favour, one party we have been hearing from about whether they are willing to back it or not is the dup. Until recently he would expect them to vote largely in line, if not a lwa ys them to vote largely in line, if not always in line with the conservative party, being their supply partners in government, propping up the minority conservative government. But the dup leader in an interview is hedging her bets. We have to look at all of that and decide whether it is the right thing to do at this time because, of course, this is a deal that has huge implications for northern ireland. We are not content with what is there at the moment and we want to scrutinise what has been brought forward in the legislation. And order in to do that, we need time. So we will have to consider all of that and make our mind up over the weekend as to what we are going to do on monday. That is Arlene Foster of the dup. Earlier we had from the chancellor sajid javid pretty much accepting then missing the 31st of october brexit deadline. When he spoke to the Prime Minister he couldnt quite bring himself to accept that or to verbally express the fact that we are going to miss a deadline. Not surprisingly, borisjohnson are going to miss a deadline. Not surprisingly, Boris Johnson did are going to miss a deadline. Not surprisingly, borisjohnson did not utter the words, we wont be coming out of the eu on october the 31st. We have to accept now that it is not going to happen but borisjohnson has staked his premiership on delivering on the deadline. We dont need to remind people that he said time and time again it was do or die, come what may, he would rather be dead in a ditch then ask for an extension. Looking ahead to next thursday it is impossible unless the eu refuse our right to grant an extension. The Prime Minister wont wa nt to extension. The Prime Minister wont want to say that. He wants to frame the whole thing is Parliament Getting on its way. Jeremy corbyn and the labour party causing bodily to the process and parliament as a whole holding it up. But so far they are not going to cave in and give him what he wants and have that election towards the beginning of december. So itll be interesting to see how the eu respond but until they do i think we will see more deadlock here at and no side willing to make a significant move. Thank you very much. Asjonathan by saying, we will have to wait until next week for that decision from the European Union on exactly how long the brexit extension will be and we will have to wait until monday for a decision from parliament on whether oi decision from parliament on whether or not they will be a December Christmas election. Uncertainty goes on both in brussels and here in westminster. A reminder of todays headlines. The first practice is currently under way. I will be back with more and all of those stories later. We will talk about the story that has dominated here for the last few days. We will talk more about the horrific discovery in essex on monday. The latest development on the 39 people who were found in that lorry. As we have been reporting in the last couple of hours, three vietnamese families have told the bbc that their relatives may have been among the dead. Lets discuss the broader issue of people coming to the uk to work. Joining me now is tamsin barber a senior lecturer in sociology from Oxford Brookes university who has studied migration between vietnam and the uk. It may sound like a simplistic question but the starting point is, why . Why would someone want to come to this country . What they to do . Vietnamese people are obviously going to leave different european countries. They come to the uk and come here to probably find low skilled work in the meath restau ra nts, skilled work in the meath restaurants, vietnamese nail salons and it is a fact that the families are contacting the bbc and they are talking about the enormous sum of money that they raised. £30,000. How on earth is that sum of money raised from . Absolutely. These sums and the journeys these migrants are making are journeys these migrants are making a re often journeys these migrants are making are often consciously made decisions and they are supported by the whole family. In many cases a family will sell the property of land to raise that amount of money to send a Family Member to the uk. The idea being that once they are here and working, the plan is to send money home. Absolutely. The idea is that will have seen other Family Members who have been able to send good amount of money home. It is made their journey worthwhile. Amount of money home. It is made theirjourney worthwhile. They have been able to repay those debts and send money home to improve lives for theirfamilies back send money home to improve lives for their families back in vietnam. Send money home to improve lives for theirfamilies back in vietnam. That is why it can be worth their while to come here to the uk. From an economic perspective, it feels awful to talk in those terms given what has happened, it is an absolutely conscious decision. The family agree on it, one assumes. Iwould conscious decision. The family agree on it, one assumes. I would say there is a wide number of reasons why a vietnamese migrant might come to the uk. Some of these migrants are trafficked against their will and there are certainly vulnerable victims of traffic amongst library. There are many migrants who might be coming because they are desperate to improve the Economic Conditions of theirfamilies back improve the Economic Conditions of their families back in vietnam. Improve the Economic Conditions of theirfamilies back in vietnam. And they are coming from areas in vietnam that are poor, rural areas where there arent manyjob prospects, where the hours of work are very long and the rates of pay are very long and the rates of pay are very long and the rates of pay are very low. So for them sometimes this is their only possibility to actually improve their conditions and that of their family. And how much would they know about the route, the journey and the risks they are in . Yeah, from the research i have been doing, i think it varies. What we do know is that many of them, they are aware of the journey is risky, it is a long journey. I risk is involved. But we also know that for many migrants, in order to send a positive image back to theirfamilies order to send a positive image back to their families at home, theyd make not report the full grin details of their journeys make not report the full grin details of theirjourneys to the uk. So we are not sure exactly how much but they will be aware of the perils involved, many of them. Will any of them speak any english at all . Probably very small amounts of english, i would probably very small amounts of english, iwould imagine. Iwouldnt know exactly their level of english but it is unlikely to be high levels of english and there will be many vietnamese who will be helping them in theirjourney here to the uk. You have done so Much Research of this area. Iam have done so Much Research of this area. I am keen to hear what you would like to read. I think it is really important to notice why they are doing this. They are doing this because there is money to be earned in the uk, good money, that they desperately need. And there are no legal route for these vietnamese low Skilled Labour migrants to come to the uk. So they are forced to take these perilous journeys where they are risking their lives. This is not what they want to do, but they dont really have that many choices if they want to improve their conditions at home. You were telling me, you were from Oxford Brookes university, but you were in london today because he was talking to people. I have been interviewing some british born vietnamese about their experiences of being in britain. I wasnt actually talking to migrants themselves, but they are fully aware of the situation. To migrants themselves, but they are fully aware of the situationlj would imagine they are still. All of us feel so much shock even those of us feel so much shock even those of us feel so much shock even those of us with no Family Connection and it is extraordinarily distressing. Absolutely, it is such a sad situation and those personal m essa 9 es situation and those personal messages that were sent were really heart wrenching and the parents are so heart wrenching and the parents are so far away from their children and they had no possibility to reach them and to know what is happening here in the uk. Thank you so much for your time. Thank you for talking to us. A senior lecturer from for your time. Thank you for talking to us. A senior lecturerfrom Oxford Brookes university. We will stay with this momentarily because just asiam with this momentarily because just as i am talking to tamsin, we have more details coming in. In terms of, we have been talking in terms of families contacting the bbc, the bbc can now understands that at least six individuals from the end are feared by their families to be among those who died. A number of families now say they are concerned that Family Members have not been heard from since tuesday evening when the container was being transported from zeebrugge to purfleet. And one of them being the 26 year old, the young woman we have been talking about so much today whose photograph very sadly we are now becoming familiar with. Also a 20 year old man. The bbc understands that at least six people from vietnam feared by theirfamilies least six people from vietnam feared by their families at this stage to be among the dead, the 39 bodies found inside that container lorry on wednesday morning. Lets turn our attentions to a few of the major stories. An official report into the crash of a boeing 737 max plane has confirmed the accident was partly a result of design flaws. 189 people were killed when the lion air flight came down off indonesia last october. A second max plane, owned by Ethiopian Airlines, crashed five months later, killing all 157 people on board. Boeing says its already made changes to the aircrafts design. Our transport correspondent theo leggett reports. It was an appalling accident. A brand new boeing 737 max jet crashed into the sea off indonesia just minutes after take off. 189 people were killed. Now, a year on, investigators have set out in detail what they believe happened. We found nine items that we consider contributed to this accident. They describe a catalogue of failures. A faulty part provided inaccurate information to the flight computer. That made a Flight Control system malfunction, forcing the nose of the plane down when it was meant to be climbing. The pilots didnt communicate properly and didnt have the skills to keep the plane in the air. Among those who died was muhamad rafi, pictured here. Today his father gave his reaction. Translation its hard to forget the crash. Because my son, rafi, is the only boy i have in the family. His death cant be compensated by any amount of money. This was not the only tragedy involving the 737 max. Just months later a near identical plane run by Ethiopian Airlines also crashed, killing 157 people. Its thought similar issues with the Flight Control system were to blame. Since then, the aircraft has been grounded worldwide. Learning the lessons from both crashes, we need better communication between the airlines and the aircraft manufacturers, between the manufacturers and the regulators, internally within the airlines, and the pilots need to know as well. Boeing says its already redesigned the controls of the 737 max to make it safe. It wants to have it in the air again before the end of the year, but todays report shows that bad design was far from the only problem. Theo leggett, bbc news. Borisjohnson has Boris Johnson has been borisjohnson has been pushing his call for a snap election just before christmas. He has urged Jeremy Corbyn to man up. Mps will vote on the matter on monday, but the labour leader says he wont support the move until a no deal brexit is taken off the table. Lets discuss all of that now. Joining me now here at westminster to look back over a turbulent week anne mcelvoy, Senior Editor at the economist and the daily mirrors Political Correspondent nicola bartlett. Is there going to be an election on december the 12th . I dont think so. I dont like predicting anything these days but when it comes to the vote on monday, it is looking less likely that the Prime Minister has the numbers. Labour are not keen for a number of reasons, as you mentioned, the fear of no deal which rests within the bill itself and there is a legitimate concern about that. There is also the concern about how well they can do and if you are the leader of the opposition and the choice of the election date is within your control, as it is in the fixed term parliaments act, why would you agree to one unless you think it will be a good moment . We hear labour are think it will be a good moment . We hear labourarea think it will be a good moment . We hear labour are a bit split as in some of the people around Jeremy Corbyn are quite gung ho and wouldnt mind an election but a lot of labour mps wouldnt mind an election but a lot of labourmps are wouldnt mind an election but a lot of labour mps are pretty fearful about the consequences . of labour mps are pretty fearful about the consequences . I think that is true, because it get to his inner team, he has always had this belief and it is based on the expectations of the last election, of course, he didnt win it. But he has done well when he is out and about campaigning on his own. He thinks he could pull that off which is why i think you never get a clear answer from him. I think he is getting a lot of advice, whether it is down to the weaknesses ofjeremy whether it is down to the weaknesses of Jeremy Corbyn whether it is down to the weaknesses ofJeremy Corbyn or a bit of a bounce around from Boris Johnson, ofJeremy Corbyn or a bit of a bounce around from borisjohnson, he seems to be more on the front foot. What about the conservatives . They are not exactly united on this issue. We heard about splits in the cabinet about whether Boris Johnson was right to go for this election. Yeah, ithink was right to go for this election. Yeah, i think it is a very difficult call. When to call an election is sometimes the most difficult decision that you can make as Prime Minister. Of course, the famous example is gordon brown and that otto election. Brexit is not sorted yet. We are not leaving on the 31st of october to all intents and purposes, and the Prime Minister sta ked purposes, and the Prime Minister staked his personal reputation on that date. If you have an election in december, christmas time, does he then get blamed for that and does he get blamed for both from both sides, brexiteers and remainers . That is the real difficulty he is facing. What are you picking up about divisions within government circles about this idea of a christmas election . I would say the closet you get to Boris Johnson and his team, they are probably gung ho for it because the flip side is if you leave it any longer, winter is a difficult time in politics, you have an nhs crisis, it is not a great time. Nobody feels any better, there isa time. Nobody feels any better, there is a little bit of that, but there are probably more constitutional mps with long memories are saying this is going to be difficult for Boris Johnson, he is going to have to win labour seats where the conservative brand are still seen as very toxic. And some people may think ijust cant vote tory, and they need a lot of softening up. Borisjohnson has spent a lot of time working in brussels and here but he has not gone around the country, so they are suggesting it might be heavy lifting. In my view, if he says he is going for it, he thinks he can win it. He doesnt look like he is going to make is do or die doctor with the 31st deadline, barring from his point of view a brexit miracle. So how damaging will that be . How vulnerable is he to the brexit party atan vulnerable is he to the brexit party at an election, wherever that election is, who say you promised we would be out by october the 31st and it never happened . Would be out by october the 31st and it never happened . |j would be out by october the 31st and it never happened . I think it is about how he frames this and a lot of his talk has been blaming parliament, they remain parliament for blocking it. Blaming labour, also today blaming the eu which is a real configuration when he is the one who had to ask them for an extension. He is now blaming them for the extension itself. Well, he never wanted one. He never wanted the dish to start with. But i am sure he is they are loving that overin sure he is they are loving that over in brazil. Brussels. Sure he is they are loving that over in brazil. Brussels. It is in the gift of the eu what extension they will agree on in principle but they will agree on in principle but they are not agreeing on how long . Theres a difference between the brussels establishment to go for a extension, that sounds like an awkward yoga position. But i still think it comes down to the 27 having a united view and certainly Emmanuel Macron has not been keen. He thinks he will be helping borisjohnson by putting it on the spot. I think they will wait and see how it looks on monday. What the mood of the debate is, we dont think it is going to pass but we get a bit of a sense about how gung ho or otherwise a lot of people are here for an election. I think the only may make the decision after hearing that. Everyone is waiting on everyone else. Exactly, sort of a catch22. What is your prediction . You dont think an election before christmas so when . There is always the chance, i suppose, that borisjohnson could not cull the vote on monday. He has done a lot of that recently. Jeremy corbyn said you could have it even earlier. I am genuinely not sure what is going to happen. I think there is going to be an election but i think, as with a lot of the stuff, it does come down to what happens in the hours and days, whether what kind of extension brussels grants, what the labour backbenchers decide to do. Theres a lot of things in play. And the date may be stitched up play. And the date may be stitched up between the two parties quite quickly and abruptly if labour feels it has run out of road to resist. Lot of uncertainty as usual. Thank you very much. That is the latest from here at westminster, back to you in the studio. Well, im glad we sorted it out, thank you very much indeed. The headlines on bbc news.
