The brexit deadline of october 31st would not be met. The eu will decide next week how long a delay should be, as ambassadors agree in principle to an extension. Labour has to decide whether to vote for a december election. Jeremy corbyn says his conditions have to be met. Providing the Prime Minister comes to parliament on monday and makes it absolutely clear he is going to make sure that there is no crash out, because his deal includes the possibility of a no deal exit. Well bring you all the latest from westminster and brussels. The other main stories this lunchtime. Two more people are arrested in the investigation into the 39 people found dead in a lorry in essex. Investigators blame design flaws and human errorfor the lion air crash last year off the indonesian coast, in which 189 people died. Huge crowds scramble up australias uluru for the final time, before a ban on climbing the sacred rock. And excitement mounts for england and wales ahead of their semifinal matches at the Rugby World Cup in japan this weekend. And coming up on bbc news, former heavyweight champion tyson fury says his rematch against Deontay Wilder will go ahead, despite wilder reportedly saying he thought fury would pull out. Good afternoon and welcome to the bbc news at one. Borisjohnson has insisted that brexit is still possible on october 31 but he said that unfortunately it depended on the eu. It puts him at odds with the chancellor sajid javid, who said the uk would not now leave next week. Eu ambassadors, meeting in brussels this morning, agreed brexit should be delayed, but any decision on how long that extension should be wont be taken until after the weekend, amid reports theyre waiting to see the outcome of mondays parliamentary vote on a general election in december. The labour Leaderjeremy Corbyn has said that his party will only vote for an election if a no deal brexit is ruled out. Our Political Correspondent nick eardley is at westminster for us. Nick . Since borisjohnson nick . Since Boris Johnson became nick . Since borisjohnson became Prime Minister, he has found himself often in open warfare with parliament. He says the only way to end the squabbling is to have a general election. But levels of trust are so low that mps mightjust election. But levels of trust are so low that mps might just say election. But levels of trust are so low that mps mightjust say no. Hello, good morning. It goes on, the Prime Minister you cant force brexit through, facing mps determined to keep control of the process. Can it continue . He thinks not and says a few days more scrutiny for his deal and then a general election is the way out. think for mps across the house to have any credibility about delivering brexit, they now have to commit to an election on december the 12th. Time forJeremy Corbyn to man up, lets have an election on december the 12. Brexit next week . It looks almost impossible now. A few weeks ago, it was harrowing, no ifs or buts. Now there is a but. Because of the actions of parliament and especially of jeremy because of the actions of parliament and especially ofJeremy Corbyn, we have had more dither and delay and how have had more dither and delay and now we have to accept we wont be able to leave in october the 31st because parliament has requested an extension and although we have not heard back from the eu yet, it is likely, i think we just have to assume that they would agree to parliaments regret. Eu ambassadors met today to discuss an extension but they are waiting to see what parliament does next. The 27 eu ambassadors will discuss a second time the extension request for the uk. To force an election, two thirds of mps need to back one and the government needs opposition votes. Labour has conditions. It might be ha rd to labour has conditions. It might be hard to meet them. Providing the Prime Minister comes to parliament on monday and makes it absolutely clear he is going to make sure that there is no crash out, because his deal includes the possibility of a no deal exit. Hes not going to do that, though, is he . But hes going to have do. But labour is split between those urging Jeremy Corbyn to seize the moment and go for an election and those worried about the polls who would rather focus on another referendum. As mr corbyn mulls over his options over the weekend, he knows that if he backs another election, there is no guarantee all his mps will support him. And even among those who are eagerfor an election, him. And even among those who are eager for an election, there him. And even among those who are eagerfor an election, there is deep distrust of the governments motives. The Prime Minister is not playing a straight hand here. What he wants to do is for parliament in the short term to discuss his Withdrawal Agreement bill and we dont consent to the bill. It is about taking us out of europe. We wa nt to about taking us out of europe. We want to stay in europe. That is whats scott had voted. But if he gets his way, there will be many more visits like this, visits around the country on a general election campaign. Do you want one . I do, no, i dont but for Boris Johnson, wanting an election and getting one of very Different Things indeed. It is worth remembering that mr johnsons Leadership Campaign was based on the promise to get out on the 31st of october, come what way, no ifs or buts but now his senior ministers admit that is not going to happen. The Prime Minister has found that power is often harder than the promises. Nick, many thanks, nick eardley, there. Our europe correspondent adam fleming is in brussels. The eu, well, the ambassadors have agreed to an extension to brexit in principle but they wont decide until after the weekend. Are they biding their time to see what happens here on monday . Yes, they are, and that will they or wont they, is there or isnt there stuff at westminster is lying on top of a decision that was ready proving to be quite tricky for the eu. On one side, virtually standing alone, you had Emmanuel Macron of france, saying the best way of getting the deal through westminster would be short, sharp extension, to the middle or end of november because it would focus mps mines and maybe get the deed across the line. Then you had virtually the 26 other eu countries saying, hang on, shouldnt we sign up to the extension to the end of january that was in the we sign up to the extension to the end ofjanuary that was in the Prime Ministers letter that he was compelled to write by parliament . Doesnt that create the most space and opportunity to have an election . If they leave it until the 15th of november, wont they all be back having the same debate in a couple of weeks . It is proving so tricky, they are going to have to keep talking of the weekend and on monday and maybe even tuesday, and you still hear the whispers of what nobody wants to do, a special eu summit on the eve of brexit day to sort this out. 0k, many thanks, adam fleming, there. An official report into a crash involving a boeing 737 max plane has confirmed it was partly the result of design flaws. 189 people were killed when the lion air flight crashed just off indonesia last october. A second plane, owned by Ethiopian Airlines, also crashed five months later killing all 157 people on board. Boeing says its already made changes to the aircrafts design. Our transport correspondent theo leggett reports. It was an appalling accident. A brand new boeing 737 max jet crashed into the sea off indonesia just minutes after take off. 189 people were killed. Now, a year on, investigators have set out in detail what they believe happened. We found nine items that we consider contributed to this accident. They describe a catalogue of failures. A faulty part provided inaccurate information to the flight computer. That made a Flight Control system malfunction, forcing the nose of the plane down when it was meant to be climbing. The pilot didnt communicate properly and didnt have the skills to keep the plane in the air. Among those who died was muhammad rafi, pictured here. Today his father gave his reaction. Translation its hard to forget the crash. Because my son is the only boy i have in the family. His death cant be compensated by any amount of money. This was not the only tragedy involving the 77 max. Involving the 737 max. Just months later a near identical plane run by Ethiopian Airlines also crashed, killing 157 people. It is thought similar issues with the Flight Control system were to blame. Since then, the aircraft has been grounded worldwide. Learning the lessons from both crashes, we need better communication between the airlines and aircraft manufacturers, between the manufacturers and regulators, and internally within the airlines, and the pilots need to know as well. Boeing says it has already redesigned the controls of the 737 max to make it safe. It wants to have it in the air again before the end of the year, but todays report shows bad design wasnt the only problem. Theo leggett, bbc news. The uks biggest remaining payday lender, quickquid, is going to close. It is the latest Company Offering short term, high interest loans to close after regulations were tightened. Our Consumer Affairs correspondent Colletta Smith is in salford. How is its closure going to affect customers whove got loans through the company . If anybody owes the Company Money at the moment, has taken out a loan, this does not mean you are off the hookin this does not mean you are off the hook in terms of payments. There is very clear advice out today to say, make sure you keep up with your regular payments because if you dont, you could still be hit with those high extra charges and also it may well affect your credit rating. But that money is likely to be going to the administrator when you make those payments. There is another big group of customers here, though, in fa ct, group of customers here, though, in fact, tens of thousands of people who are currently in the process of making a claim against the company. As you say, regulations were changed about five years ago, to make sure that these kind of companies could not charge such high interest. Retrospectively, a lot of people have brought claims against the company and against others which is why wonga and the money shop have closed in the last 18 months, quickquid was the final one in the market and they have is closed now, saying the migrations are too much. For those still in the chain and making a claim against the company, they are likely to be at the back of a very long queue to try to get some money back from ouickquid. A very long queue to try to get some money back from quickquid. 0k, Colletta Smith, many thanks. Police say theyve carried out two further arrests in connection with the 39 people found dead in a refrigerated lorry in essex. A 38 year old man and a 38 year old woman from warrington have been arrested on suspicion of conspiracy to traffic people and on suspicion of manslaughter. The driver of the lorry, who was arrested on suspicion of murder, remains in custody. Postmortem examinations are being carried out on some of the bodies. Richard galpin is in essex for us now. Obviously, this is significant, this update that we have had from the police of those two more arrests, which you have just been talking about, of this 38 year old man and 38 year old woman in cheshire on conspiracy to traffic people and 39 cou nts conspiracy to traffic people and 39 counts of conspiracy to manslaughter also. This is obviously a significant move. The investigation by the police is obviously moving ahead. Also today, though, here, we have had the first postmortem examinations by the police of those who died inside the container, we have been told they will take place today. Private ambulances arriving this morning at tilbury docks, taking more of the bodies of those who lost their lives to a mortuary. There, postmortems should reveal how they died and may provide clues about their identities. Much more is now known about the lorrys movements before it arrived in essex. A gps tracker showing it went back and forth across continental europe, including to dunkirk, bruges and lille and across here, to the uk. One major line of inquiry is that those inside the lorry were being trafficked, and thats often the work of powerful organised crime groups. It isa it is a huge moneymaking organisation that has a network throughout the world. And i would imagine they will be hitting certain tiers in this investigation but the mr bigs who make the big money i would say are virtually untouchable u nless would say are virtually untouchable unless there is a Massive International operation to take these people out. And what now seems clear is that the quieter ports, like this one here in essex, and other parts of eastern england, are being targeted by the smugglers as a way into the country. Experts say many of the people who do get into the country alive come here out of desperation. We are talking about people who are absolutely desperate to get to another country, to help their families survive back home and the only way they can do that is through this terrifying and risky route and on arrival, had they survived, u nfortu nately, on arrival, had they survived, unfortunately, they are likely to have been exploited. Meanwhile, it has now been revealed that the government was warned about the vulnerability of the east of england ports two years ago. That report was from richard galpin. A fast moving wildfire is spreading through a wine growing area of northern california, prompting the evacuation of tens of thousands of people from their homes. The entire population of one town has been urged to leave. David willis reports from los angeles. This feels stupid. Lets get out of here. A hair raising journey for a Television News crew caught in the midst of a blaze that destroyed thousands of acres of land. Last reports were approximately 40,000 to 50,000 residents had been evacuated. We know numerous homes have been burned, and we cannot get an accurate count during the evening, so bear with us. We know that at least six, but that number may rise. The flames spread rapidly, fanned by seasonal so called santa ana winds. The rugged terrain a challenge for firefighters, who have since resorted to dumping water from aircraft overhead. Some here were already having to make do without electricity after the local Power Company cut supply, in the hope of preventing a repeat of fires caused by sparks from outdated equipment although its been reported that a fault with one of their transmission towers may have been to blame. Californias outdated energy grid is clearly an issue the states governor finds irritating. It is infuriating beyond words to live in a state as innovative and extraordinarily entrepreneurial and capable as the state of california, to be living in an environment where we are seeing this kind of disruption and these kinds of blackouts. Other fires have broken out to the north of los angeles. 50,000 people have been evacuated. One of those places has already devoured more than 3,000 acres. One of those blazes has already devoured more than 3,000 acres. Winds are expected to pick up overnight, and for those in the path of the flames the worst may be yet to come. David willis, bbc news, los angeles. The time isjust after quarter past one. Our top story this lunchtime the Prime Minister insists the uk can still leave the eu next week and calls again for a december election and coming up. Riding the crest of a wave the revolutionary new inland surfing lake in bristol. Coming up on bbc news, a Memorial Garden will be opened this weekend at the king power stadium, one year on from the death of leicester owner, vichai srivaddhanaprabha. The owner and four others died in a Helicopter Crash last year. Rnow, rising from the desert, the stunning sight of uluru is seen as sacred to the Indigenous People of australia. Theyve long asked tourists not to climb to the top of the site formerly known as ayers rock. And earlier today it was finally closed to hikers for ever but not before thousands of people queued up for one last last climb. From australias northern territory, our correspondent phil mercer reports. Joy, as signs asking visitors not to walk up uluru are removed. The controversial climb is now officially banned, but earlier today hundreds of people came down one last time even though aboriginal groups said climbing the sacred rock was insulting. Well, i think theyve given us. If not permission, then the ability to do it one last time, and im comfortable with them closing it down. Its their property. Its like being up on another planet up there. It feels. It definitely feels like humans dont belong up there, ive got to say. The rock contains a rich history of aboriginal stories of creation. Scaling it is considered to be so offensive that weve been asked not to show anyone making the steep ascent. You know, this is about our spirit, about us, as Aboriginal People this is their dreamtime stories. So, you know, thats why we dont want people continuing to walk up and down these rocks. For years aboriginal leaders have urged visitors not to climb the rock. They wouldnt dream of doing so themselves. So today marks the end of a very long campaign. Its all over. Officially, the climb is closed, and at the weekend there will be celebrations. Tribal elders say there is an overwhelming sense of relief now that the climb has closed. The burden will be lifted as of today, as i am speaking. I can feel it. Now its the time for the climb to have a good rest and heal up. More than 35 people have died on uluru since the 1950s. Today a man helped down by rangers was another reminder that the rock can be unforgiving. Despite the dangers and cultural sensitivities, some climbers hope one day to return. And i hope they reopen it, i hope the people do reconsider and i hope they may, in time, make a clear path for people to enjoy the rock again. Its not universally popular, but closing the climb will bring to an end years of distress for Aboriginal People. Phil mercer, bbc news, uluru. The uks four main mobile phone networks have agreed to Work Together to improve coverage in rural areas. Itll cost a billion pounds, and aims to get 4g to 95 of the country by 2025. Currently a third of the uk has coverage thats patchy or nonexistent. Our correspondent phil mackie has been to shropshire to see what difference the plans could make there. Some cities already have 5g. In parts of the uk you can barely get 3g, let alone 4. Even if you could get a signal on one network, the chances are the person next to you whos on another wont be able to. In bridgnorth in shropshire there are a0 hotspots but plenty of not spots too. Were supporting rural local economy, people who have got their own businesses, and actually this is holding them back at the moment. We run our own business, and it means that we cant be as efficient as wed like to be when were always chasing a signal and always having to ring people back. If youre running a business in the countryside, the problems of poor Network Coverage can be more than just an inconvenience. Its a huge problem, especially for contractors like us, you know, covering shropshire, three or four other counties. Weve got three or four gangs out continually. For health and safety especially, we need to know where those lads are they need to be able to contact us. And for hannah jones, a social worker, it can mean vital care cant be delivered. Im unable to phone them when my signal isnt full and i cant look on the internet to see where they are exactly, which stretches services further, meaning i have to go back to the office in order to have a proper look at where i need to go. Getting planning permission in the countryside for masts like this is really difficult, so if companies can share them that should improve coverage in rural areas where its desperately needed. This is particularly good news for scotland and wales and northern ireland. You know, we want everyone, everywhere, to have access to good 4g connectivity. Dealing with the ups and downs of finding a decent signal is part of modern life, but in a few years if you live in the countryside you wont have to live next to the mast to get connected. Phil mackie, bbc news, shropshire. Nhs england has promised to do more to stem falling vaccination rates after a National Audit office study criticised the Current System for being inconsistent. The report found targets for six out of seven pre school jabs were being missed. Theres been a fall in uptake of nearly all pre school vaccinations, such as mmr, since 2012. The nao says there should be a greater push to identify vulnerable and under served groups. Now, the humble earthworm is the unsung hero of our ecosystem, playing a vital role in improving the soil. But, after carrying out the first major global survey, Scientists Say theyre concerned about the dangers that worms are facing from climate change. Our science correspondent helen briggs reports. Every gardener knows earthworms are good for the soil. We dont know that much about them on a global scale. Now the first global atlas of earthworms has been compiled, from 7,000 sites in 56 countries. It is hoped the findings will help protect the many species of earthworm living on all continents except antarctica. Dr Helen Phillips is the lead researcher. So we had two Main Findings from our research. First of all, if you were to go and sample earthworms in the tropics, you would on average find lower numbers of species and an abundance than if you were to sample earthworms in the temperate regions. This is actually not what we would expect if you were to only look at above ground organisms. Secondly, what we found was that it was climate that was driving these sorts of patterns in the earthworm communities, which of course has implications with our changing climate. Gardeners here at the chelsea physic garden are doing everything they can to encourage earthworms. Theyve even created this earthworm hotel. So tell me about this earthworm paradise. Earthworms are really important to gardeners. They help recycle organic matter back into the soil. In this special wormery, we have created a home for them to recycle some of our vegetable peelings on eggshells. Scientists say we need to be doing more to protect the animals living underground as well as those on the surface. This study will help us find out more about the threats that earthworms face. Helen briggs, bbc news. Its a huge weekend for both england and wales at the Rugby World Cup injapan. Coach eddiejones has made a number of changes for englands semifinal against new zealand tomorrow. Meanwhile the welsh have had to deal with injury concerns ahead of their crucial clash against south africa on sunday. From tokyo, our Sports Editor dan roan reports. They werent the conditions england would have chosen to train in, but nothing was going to prevent final preparations for the biggest game of their lives. The reign of eddiejones began after the last world cup ended in failure. But having guided this team to the brink of the final, the head coach told me just how much it meant. I am pleased we have put pride back into english rugby. Im pleased for this group of players. A lot of them had to endure 2015. It was a tough time for them. Theyve been exceptional in the way they have attacked this world cup and saturday is a great opportunity for us to attack the new zealanders. 2a years ago, england met the full force of the all blacks in a world cup semifinal. The four tries scored by the late, greatjonah lomu giving rugby some of its most iconic moments and adding to the mystique that surrounds a team known as the greatest in sport. From tv commercials to billboards, the all blacks popularity injapan is obvious as they aim for a third successive world cup triumph. But one of the team who lifted the trophy in 2011 told me the reigning champions have their work cut out. You believe england can win this game against new zealand . For sure, 100 . Im nervous about this. Really . Im nervous about it. Ive played england before and seeing how quality they are throughout the world cup, i can see its going to be a cracking match. Wales also trained at the yokohama stadium earlier ahead of their semifinal against south africa here on sunday. The six nations champions have struggled with both form and fitness injapan, but are intent on giving their legendary coach the perfect send off in his final tournament. Can you sum up what it would mean to you to get wales to the final for the first time in their history . If we can make the World Cup Final with the playing numbers that weve got, it would be some hell of an achievement. Im probably the greatest optimist in terms of, you know, i always go in there and believe something is possible. Japan is gearing up, meanwhile, to host a defining weekend for british rugby. Weve had the bad game now lets put it behind us, and i think we can go all the way to the final. The fact new zealand are switching their team around, which they did not do the whole of the last world cup, i think they are on the back foot. The challenge facing both these teams is formidable. Both will start as underdogs. But england and wales now have the chance to change the course of rugby history and will believe they can give this tournament its first all british final. Dan roan, bbc news, tokyo. Now, mention surfing in the uk, and you might think of cornwall, or devon. But what about a field near bristol . Its been transformed into a revolutionary new inland surfing lake, which can create up to 1,000 waves of different shapes and sizes every hour. Itll open to the public early next month and our correspondent Claire Marshall has been to take a look. First light and surfers are gathering, but this isnt hawaii or newquay. This is a field just outside bristol. Because there are waves breaking in the middle of the countryside. Weve been given exclusive access to the final test phase of a revolutionary inland surf lake. Jayce robinson has driven here from st ives, the very tip of cornwall. Hes the first pro surfer to be allowed in the water. Look at it. Its just so glassy, and its like the maldivian ocean. All this was nick houndsfields idea. Wow high five. Its taken almost a decade. Weve got a real opportunity of getting people, and particularly kids, off computers, get them outdoors, get them interacting with nature and improve Peoples Health and well being. Rocky surf music the amazing thing about this is the technology. The base of this lake is shaped exactly like the reefs in the ocean that produce these kind of waves, the best in the world. This is green belt land. The lake needed to fit into the landscape. 16,000 trees are going to be planted around it. And its truly open to everyone. Spike kane, a surfing legend, has worked with nick for years. So how does it make you feel to see it . Im, like, emotionally, im a mess right now. Just, like, look at this. Music continues im at a complete loss for words, about how incredible it is. Some say itll never match the open ocean, but now people have the choice where to paddle out. Claire marshall, bbc news, the wave, near bristol. The duke and duchess of sussex have attended their firstjoint engagement since they spoke candidly in a Tv Documentary screened earlier this week. Prince harry made a surprise appearance at the event in Windsor Castle to discuss gender equality, which was being hosted by his wife. Meghan thanked attendees for allowing harry to crash the party. Time for a look at the weather. Heres chris. Yes, this was the scene in the staffordshi re yes, this was the scene in the staffordshire mirrors, probably a scene we will get used to in the next 2a hours because staffordshi re next 2a hours because staffordshire moors. You can see here the cloud stretches out for a long way into the tropical atlantic. This weather front is in fact over 3000 miles long and this Conveyor Belt of moisture will be hitting the high ground of england and wales, bringing a risk of localised flooding. This is 2a hours worth of rain in some places so you can imagine it will be very wet. Met Office Issued warnings, amber warnings in force in the south of wales, where some flooding is likely to build up over the next 2a hours or so. To build up over the next 2a hours or so. Back to this afternoons weather, and the rain has already arrived. Not too much rain, no great amounts across the south east. The north of the uk, blustery showers and big temperature contrasts, and it is these driving the weather fronts. 17
