Without barely any notice and in just three days. But in a victory for borisjohnson without analysis of the economic they voted to back the contents impact of this bill. Of the deal itself. One way or another we will leave the eu, with this deal, to which this 329, 299 so the eyes private. House hasjust eu, with this deal, to which this house has just given eu, with this deal, to which this house hasjust given its assigned. So the eyes private. Hello and welcome back to westminster where mps have for the first time voted to approve the Prime Ministers brexit deal. But in a major blow to the government, mps have rejected Boris Johnsons timetable for rushing the legislation through in the next three days. The Prime Minister says he will pause the progress of the legislation whilst he consults with other eu leaders, but insists that the uk will leave the European Union under the terms of his Withdrawal Agreement. Heres what happened in the past hour. The debate is still ongoing this evening but not as we expected. So lets welcome our bbc world viewers who arejoining us lets welcome our bbc world viewers who are joining us and go through the events over the last hour, first mps the events over the last hour, first m ps voted the events over the last hour, first mps voted on the withdrawal bills second reading. The eyes to the right, 329, the notice to the left 299. So the ayes have it, the ayes have it. Programme in the ocean to move formally. The question is asked on the order paper. As many as are of the opinion, say aye. To the contrary, no. Opinion, say aye. To the contrary, no. Division clearthe lobby significant one for the Prime Minister but mps voted on the timetable of that legislation. The eyes to the right, 308, the notice to the left 322. The eyes to the right, 308, the nose to the left, 322. The noes habit. The noes habit. Unlock. They rejected the programme and rushed through it in three days and he confirmed that he was causing the Withdrawal Agreement till after the vote but insisted the governments policy was to still leave on october 31. |j still leave on october 31. I must express my disappointment that the house again voted for a delay rather than a timetable that would have guaranteed that the uk would be an a position to leave the eu on october the 31st with a deal. We now face further uncertainty mbe you must now make up their minds on either how to a nswer make up their minds on either how to answer problem ands request for a delay in the first consequence mr speicher is that the government must ta ke speicher is that the government must take the only responsible course and accelerate our preparations for a new deal outcome but secondly, i will speak to the eu Member States about their intentions until they have reached their decision. Until they reached a decision we will pause this legislation. And let me be clear. Let me be clear. Our policy remains that we should not delay, that we should leave the eu on october the 31st and that is what i will say to the eu and i will report back to the house. And one way or another, we will leave the eu with this deal to which this house has just given its ascent. And with this deal to which this house hasjust given its ascent. And i think members across the house for that hard won agreement. So what happens next and what does this mean for the october 31st deadline . Mps have backed the deal but they havent backed Boris Johnsons timetable for rushing it through this week. The Prime Minister says its joyful that the house has finally embraced a deal, and that the significance of the moment shouldnt be overlooked. He says he will now pause the withdrawal bill legislation, but says the uk will leave with this deal. The legislation will remain paused until the eu reaches a decision on whether to extend article 50. In the meantime, the government will ramp up no deal preparations. Borisjohnson said Boris Johnson said tonight borisjohnson said tonight he will be on the phone over the next 2a hours with eu leaders to see where they stand. Im joined now by Financial Times whitehall correspondent sebastian payne. We should not underestimate what a significant event this was in the context of this house of commons . Absolutely, this is the First Time Since the uk voted to leave the eu, that this was a resolution that i endorse and the government won by 30 votes which is a pretty comfortable majority when you look at how close Everything Else has been in terms of voting on brexit so it is a big win and there is one caveat we should be aware of, 19 labour mps who the brexit deal. Not all of those will back the brexit deal when it comes back the brexit deal when it comes back for the third and final reading and that is the critical vote, to see a bill passes at that point and we leave the eu with a smooth and legally binding way and or it doesnt pass and it will be a big moment and you should be joyful but another door shuts right in your face. I want to discuss what will happen over the next 2a hours in terms of labour negotiating with the conservatives because there are a few m ps conservatives because there are a few mps who stood up tonight and the house and said look if you give us a little bit more time, another week maybe to discuss legislation we could get behind this. Indeed because what made this a better sweet victory was the Programme Motion and it sets up proud bills are debated and what length of time and normally nodded through because thatis and normally nodded through because that is how it works in the house of commons and because this provocative motion was put forward, and thought it was not enough for a big piece of legislation and such a consequential piece of legislation and before the vote happened which the Government Labour which came out and said lets talk about this and we can find a way to get through this and Jeremy Corbyn said the same thing well. And im sure those conversations will happen and i am sure he will go back to the eu and say. Any delay they decide will decide the length period you will have to debate this legislation and the next thing is going to be between the labour and the conservative and a new Programme Motion because the fact is people wa nt motion because the fact is people want a softer brexit and also died a little bit and it is really about how mrjohnson can get the deal through before the end of the year really because before today on october the 31st is not. Going back to the first answer about what a Shaky Coalition that says, Boris Johnson could probably live with a short technical extension, and actually that might help us because it will put pressure back on the house of commons . That would take a very political decision to help borisjohnson very political decision to help Boris Johnson and if very political decision to help borisjohnson and if you remember back to the last weeks summit, eight was about not getting under way and they said there should not bea way and they said there should not be a delay and Emmanuel Macron sounding downbeat about a delay and that most concern is about not being blamed for a potential no deal of brexit. And legislation passes by that point and they have a no deal brexit, it could be blamed for that. They might say yes to that extension until the 31st of january but having a flex extension so if the legislation does pass the house, that means they cannot be blamed if the legislation does not pass and if he does somehow get this there and we get a new Programme Motion, and we get a new Programme Motion, and we believe the eu when it is a legally binding point. Thank you very much for that. Our chief Political Correspondent vicki young is at parliament. I was watching before we came to you, the leader of the house setting up you, the leader of the house setting upa you, the leader of the house setting up a business for the next two days and significantly he said they are going to bring back the queens speech said the legislative programme for the house of commons which had been pause, that is significant because there will have to be votes on that . Their will, the queens speech feels like a long time ago, doesnt it . They will come back to that after two days of debate and a vote on that presumably on thursday and in the old days if they lost, it would be a matter of confidence but that does not work like that any more. Lets get the reaction from the s p and is it all eyes on brussels now to see what kind of delay to brexit extension of article 50 that they will give to the uk. Parliament voted for an extension and extension makes sense and it is a government that lost its way and does not seem to know what it is doing so yes we need the extension and wrinkly i think we need a long extension to try to figure this out a pillow they would wa nt figure this out a pillow they would want a long extension to maybe get a referendum may be and what if it was not the extension that was in the then act on the 315t ofjanuary, and not enough time for a referendum bites not for a general election . Not enough time for a referendum bites not for a general election7m would let us eat the back of this disastrous tory government, Boris Johnson does not have a clue what he is doing injured himself to be incompetent and negligent at a time when we need Good Governance and do not have it. We would like to see the back of this tory government and lets put that choice of the people said they can make a final decision on whether we leave or remain in the European Union. If the European Union and the next three days with a delay until the 31st of january and borisjohnson delay until the 31st of january and Boris Johnson puts forward a delay until the 31st of january and borisjohnson puts forward a motion for a general election with the s p vote for it . I think we would vote for it but lets nail down the extension, we need to see that extension, we need to see that extension and get that extension. Once again Boris Johnson talks about bringing back control but he is accenting himself from the table where decisions are made in brussels and let see the back of this disastrous tory government so we can move on and remain in the European Union. What about mps for the first time backing a brexit deal in the form of the second reading of that bill and that is a significant moment and it does show that some of those mps who voted for referendum voted to trigger article 50 and now that afraid brexit deal. Mail s p mp voted for it this disastrous deal. We voted against the job losses and damages to the Public Services, not just snp research but the governments on research that told us governments on research that told us that. Some labour mps when over the conservatives and voted with the deal and that doesnt tell you everything about that deal that as soon as parliament voted for a little more scrutiny on the plans borisjohnson cut little more scrutiny on the plans Boris Johnson cut and run. little more scrutiny on the plans Boris Johnson cut and run. If he said another five weeks to get this through parliament, would you accept that . No, we need to see the back of this disastrous tory government and because borisjohnson never told us what brexit meant or set out his plans i think it is entirely reasonable that people get a final say on that, with remain as an option, remain must be an option and thatis option, remain must be an option and that is what i will be campaigning for and that is what the snp will be campaigning for. I am sure the weather will be lovely everywhere across the United Kingdom for a january election. I am sure that fills everyone with glee. Now it goes back to brussels and the brexit team, stomach make ping pong continues. He may be hopes were up this evening with the first vote item back down again with the second vote . Item back down again with the second vote . And that of a roller coaster all around so fast about when the first boat went through, loads of Text Messages from diplomats all saying the same word, finally but then there came one from someone who is close to the negotiating team who found not so final after all and what about the rest of the scrutiny process and the legislation it has to go there and what about the prospect of wrecking amendments, amendments and the eu size that would change the substance of what its ok enter the process potentially into chaos and then came the plain tabling motion and a setback for the process meaning the uk leaving on the date of the 31st became a little bit less likely. We got a comment from the European Commission saying it is up to the uk to provide them with more details and more clarity and then we got a tweet from leo varadkar, the irish leader, saying that the uk still needed more detail because there is still no detailed timetable on the british side for that bill getting through so consultations going on between eu leaders about he can do to make extension will probably continue because they do not know what they are extending for and how long they would have to extend to you but i am noticing tonight a lot of people on the eu side quoting that date injanuary next year which is suggesting that is the date they are aiming foras is suggesting that is the date they are aiming for as an end point to the extension they will agree with the extension they will agree with the uk eventually. Just from the ftes you are suggesting may be eu readers, if we can get this over the line in the next few weeks all well and good and could be extension be dated to january and maybe it is one of the flex extensions where you can get out of you can get out of the pastor legislation . Precedent would suggest that is what will happen because remember the first extension request on the original brexit date backin request on the original brexit date back in march, the eu said to theresa may, you have another way to pass the Withdrawal Agreement and if you dont, you have until the 12th of april to tell us what you are doing and then they had a special summit on the 10th of april was a then said you can stay until the end ofjan or if you do not take part in the european elections or stay until the european elections or stay until the end of october if you do take pa rt the end of october if you do take part in the european elections so they have a precedent for doing that two tiered extension that has attracted the terrible word, flex extension which is terrible to say it. We caught up with Michel Barnier, coming out of a meeting after a vote happened and he did not have a lot to say about it. Is this a setback or a good moment . Do you think there will be an extension . Will we hear from the eu tonight or are you waiting to see what happens . So that slightly wordless performance from Michel Barnier was superseded from a statement we got from the European Commission which frankly did not say much more than he did. I am sure he sees you in your dreams he did. I am sure he sees you in yourdreams and he did. I am sure he sees you in your dreams and his dreams or nightmares as he chased him around. Thank you for that update. One when and one loss for the Prime Minister tonight. The legislation is on positive pending discussions with the opposition and also with those eu leaders. You are watching bbc news. Lets pick up on where we are at tonight and go back to the lobby and speak to our correspondent who is getting some reaction. And looking at that sensing the second reading of that bill has passed with a Pretty Healthy majority considering we are in a Hung Parliament situation, 3a the government with the help of labour mps but of course that Programme Motion, the timetable for getting getting it through parliament very quickly has been defeated and that is the reaction, and joe swenson who is with me now, it is clear from tonight that mps do you back borisjohnsons deal and the first form and the second reading of this bill and they are willing to let it go forward. The votes of labour mps have given Boris Johnson a lifeline this evening and if they had voted against it, the government would have lost by eight. It is only labour mps that are even giving that to Boris Johnson so that we also can see is that is not unequivocal and people say this need a lot more scrutiny and it was noted guarantee there would be a majority in parliament after this bill passed in stages and what is evident as we need to have an extension of article 50 to create the time and space and i would argue that needs to enable us i would argue that needs to enable us to vote for a peoples boat to put this back to the public so they can properly scrutinise this brexit deal but it is required whether the Prime Minister wants it to go through with proper scrutiny or if you want a general election and an extension to article 50, a decent link is needed for the scenarios and he needs to swallow his pride and go and have respectful conversations with her eu partners to secure the extension. Requesting the delay to brexit and all eyes are on brussels and if they go by the ban act itself, but a letter that was written and there it says the 31st of january and that would not be long enough for a second referendum that you will want . It would end but it will enable us to pass legislation and people and brussels make it very clear, if they pass legislation to go for a people cosmic boat then a further extension if necessary would absolutely be offered. It is possible they could offered. It is possible they could offer a longer extension that would explicitly make that possible but even. With the numbers there and the commons, the numbers are there for a referendum. We potentially could have been finding out in the next few days and the government has pause the bill we would have been voting on amendments and i think theyre clearly have been more mp5 who came around to a peoples vote since it was last voted on and secured 280 mp5 and support at the beginning of april and seeing hundreds of thousands of people marching on the streets and there is a huge appetite for the public to be able to have the final say because this is going to affect peoples lives for generations to come, for years and years and i know there is a frustration that this is still what is on the airwaves but the idea that any of the stops after halloween is a complete fantasy. This is about what the impact is going to be onjobs, Public Services and our nhs which is losing nurses asa and our nhs which is losing nurses as a result of brexit and we need to properly discuss this and make sure that people can have the time and space to get a proper debate and have their say on whether this is the right future and the liberal democrat leader is going to give us the best feature. If that extension is granted by the eu and if it is the end of january, is granted by the eu and if it is the end ofjanuary, borisjohnson has said that he would push for a general election and will be liberal democrats vote for an election and the circumstances . We believe it is better to have a people cosmic boat to bring an exit deal to the public and have a very clear vote on that specific brexit deal to understand the publics view but if we are in a general Election Campaign i say bring it on because i cannot wait to ta ke bring it on because i cannot wait to take on Boris Johnson bring it on because i cannot wait to take on borisjohnson and a general election. He is not fit to be our Prime Minister and demonstrates that every day and the leader of the opposition, Jeremy Corbyn, who has facilitated voice johnsons brexit, and saying to borisjohnson over the disc back to my despatch box to work to get it through, and that is why i am standing to be Prime Minister and look forward to taking them on in the general election when it comes. And went about the members of the public will have said that there are others in the house of commons, mps who voted for a referendum and voted for a triggering article 50 and they have now some of them voted for a deal and it is time to deliver a deal . It is a bad deal, a hard brexit and it is not what people voted for, there is no resemblance to the promises that were made in 2016 sale at the very least it should go back to the public to confirm with them and this is the thing that they want to go forward with because it is too important and this is not some small issue, this is about people cosmic feature for years and years to come. We need to be certain that this is the direction we want to go and will only go down this path to and this is why we have this brexit deal, because very recently it was Boris Johnson even bothered to get a brexit jail cell the reason we were in this situation without a lot of time was entirely because of Boris Johnson not bothering to do hisjob properly. Thank you very much indeed. All eyes will now be on brussels and what they do next and how the government response to that. Very good context for what we are about to discuss. Joe owen is the Brexit Programme director at the institute for government. You heard from joe swenson of the liberal democrats and very keen to start laying down the amendments if and when this legislation comes back. What you see tonight is there is potentially a majority for the dealing principal and we saw that through the second reading boat and on the time telling that we are also seeing there is potentially a majority for all sorts of amendments so majority for all sorts of amendments so it is not your kind of traditional passage of the bill when a government has a big majority and they might these people for certain votes but they know that they are safer a ll votes but they know that they are safer all the way through and that is what they are used to for a big system here. We have a government potentially having a majority for the deal and there are potentially majorities that exist for various other things for opposition parties to try to separate. And on the 19 labour mps had voted with the government on the second reading this evening, do we know how they feel about the sort of amendments they have been talking about or the Customs Union and that sort of thing. There is an interesting group, the 19 who voted for the deal and of that 19, only five of them voted for the Programme Motion said there are 1a mps in there who would be one or wept on the labour benches and it would be calling on them and saying what can we do is it around workers rights and i think the conservatives might be more interested in writing at the provisions but when you get into Customs Union in the second referendum and looks much more tricky and labour will be placing them for it and i will plate badly. Very quickly in terms of the debate tomorrow, does the legislator just sit there and let them discuss what is the compromise . There is a weird parliamentary rules we can say you will call something tomorrow and tomorrow could never come and it could come four days later so it willjust come and it could come four days later so it will just sit there and be open for scrutiny so mps will now get a bit of a chance to date into it and select Committee Hearings and these are groups of mps bringing experts in quizzing them on the context of things and they can start to get into the detail and it will be no more action on the floor of the house of commons until the government chooses to bring the legislation. That is the whole point, where going on in the background on the amendments and legal warning on the amendments. Thank you very much for that and lets go back to vicky in the lobby with another guest. I am at the conservative mp who is with me now, where does this leave us now . They seem to demonstrate a backing of a brexit deal. Maybe a look at behind the scenes, the good news is that borisjohnson has managed to get a vote through parliament, supporting a type of brexit deal, something no one else has managed enterand something no one else has managed enter and half years and i honestly think there was an awful lot of labour mps think there was an awful lot of labourmps in the think there was an awful lot of labour mps in the lobby voting and this isjust for the second reading to continue to the Committee Stage and probably from heavy leave northern seats and they dont want to go back to their electorate saying i voted to stop brexit, however when it came to the crunch and we are asked to support the Programme Motion so they can get that legislation through and the house of lords waiting to sit on a saturday and sunday so they can leave the European Union in line with the Prime Minister plus my commitment on the 315t of october and what the European Union wanted now, as labour mps deserved it and the victory we had was fairly momentary and sad day overshadowed by the defeat. We stopped debating. Some would say especially labour mps, they do not ca re especially labour mps, they do not care about the 31st of october wa nted care about the 31st of october wanted to make sure there was scrutiny and why cant it be the 15th of november and was placed johnson right to possible action now. It was a commitment by the Prime Minister and the country had been let down onto deadlines already and business is struggling with the uncertainty and it is starting to affect the economy and everyone wanted this over and an ingredient for a political point scoring, they had seen fit to take down the Programme Motion and prevent is leading on the 315t of october and i think it will damage the labour party more than it will damage the Prime Minister and really what we wa nt Prime Minister and really what we want isa Prime Minister and really what we want is a general election because what is clear, we are in government and with a 44 majority, we are not in power. Thank you very much and some think this could end up in a general election but that is not that easy for a Prime Minister these days and they still have to get votes through parliament to get through a general election. And it is not and his gift as it is with Jeremy Corbyn and well have plenty more reaction in westminster but lets pause for a section to make second and get the leather. Following the same time we have seen today, across northern parts of the uk it will turn chilly overnight and some pockets of nests and fog forming as well. Further north tabriz wolf cloud to and Northern Ireland and some outbreaks of rain and it will be mild across the areas and it will be mild across the areas and it will be mild across the areas and it will be far away from freezing in places and we will see more cloud coming into the southeast and perhaps a few showers and up into rink and share it later but the rest of england and wales and doing more sunshine and should be generally drive across scotland with no cloud here in the rain setting and later across scotland and pushing its way and. And it starts with outbreaks of rain here and there and eastern areas and up through the west and some heavy and sundry lines across western scotland later to northern islands. This is bbc news im Christian Fraser live at westminster. Lets take a look at the latest headlines. Mps reject the Prime Ministers timetable to approve a brexit bill hell now pause the legislation, while he talks to eu leaders. One way or another, we will leave the eu with this deal to which this house has just given its ascent. Tonight, the house has refused to be bounced into debating a hugely significant piece of legislation just two days without any notice and an analysis of the Economic Impact of this bill. Earlier, mps voted to approve the brexit deal for the first time allowing it to proceed but the house of commons must now wait for the Prime Ministers next move. The ayes to the right 329, the nose to the left 220. Im Christian Fraser, live here in westminster for the latest on tonights brexit votes. Borisjohnson has paused the governments brexit legislation after mps voted against his bid to fast track it through the commons in three days. Mps had earlier backed the Prime Ministers deal in principle. Following the votes, mrjohnson said he would halt the passage of the Withdrawal Agreement bill until the European Union had said whether or not it would grant another brexit delay. The labour leader, Jeremy Corbyn, said mps had refused to be bounced into debating a hugely significant piece of legislation without proper scrutiny. Im joined now by our reality check correspondent, chris morris. I was thinking earlier that the Prime Minister has given two ultimatums in the past three days one to oliver let when where he would pull the meaningful vote if the amendment went through and said that he would pause the bill and call for an election if they did not approve this timetable it at some point that starts to wear a bit thin. It was very strong briefing from behind this study the scenes as well. It simply did not happen. He posited, he did not pull it. An interesting what he said was one way or another, this deal will go through it i mentioned on october the 31st for pretty much the first timei the 31st for pretty much the first time i have heard him use that phrase without the date attached to it. The october 31 do or die deadline is gone away. But i think you are right, theres only so much you are right, theres only so much you can use that bluffing blustar and see the rare way to rip it all up and see the rare way to rip it all up and start again and they certainly made progress, you have to give them their due. It would not be possible to reopen the Withdrawal Agreement or get rid of the irish backstop. And did me in the backstop, they created even more animosity particularly with the dup. So yes, i think shaking it up a bit by not playing by the rules almost, do not forget that the saga that went all the way to the Supreme Court about the prorogation which had some positive elements of the government, it shake up things. Shook up the way things are done and now, there is going to be a difficult moment, he said do or die, it almost looks like it is likely to happen now. He said he would not get a deal, or get at the backstop taken ca re a deal, or get at the backstop taken care of, he did, but he has gotten over the first major hurdle and in terms of politics, he does not play badly for him, but the remainder parliament has stood in this way. The politics leading up to the way, you are right about the votes. Think about how far in three attempts to pass a meaningful vote of theresa may ever got from coming to a majority. This is only the second reading. But on the legislation that would implement that Withdrawal Agreement, we do know that those 19 labour in piece of it up with the government, some of them are certainly reserving judgement about whether they would actually finally vote to approve this legislation because they are saying that look, what we want to do is get into the business of really examining the legislation and possibly putting forward amendments. So theres a majority for something there but not necessarily a majority of what Boris Johnson precisely wants. Thank you very much. Our chief Political Correspondent vicki young is at parliament. Borisjohnson Boris Johnson sets borisjohnson sets so many times that we will leave the eu at the end of october and as you say, really those words coming to haunt him because that is going to prove very difficult if and when the eu granted delayed to brexit and how thats going to very interesting. Going to belabour mpd, what do you make of tonight. One step forward two steps backis tonight. One step forward two steps back is what many people are saying. Some of the people that voted for that, then agreed that the very limited amount of time that theyre prepared to scrutinise the detail of the bill was insufficient and that his id programme notion was defeated ina think his id programme notion was defeated in a think it was very surprising. Jeremy corbyn got up and said that the houses made its view clear into the houses made its view clear into the job properly and scrutinising it, lets get on with that. We will facilitate reaching an agreement and instead the Prime Minister saying, lets get into discussion straightaway, he said no, i lets get into discussion straightaway, he said no, lam lets get into discussion straightaway, he said no, i am going to pause the bill and go and talk to leaders in the European Union. Which strikes me as really odd because as you heard from the debate today, there are a number of amendments that they want to get onto and the Committee Stage of the bill which would be the next stage normally had the notion been defeated. But i am genuinely puzzled because i think it was a mistake of the Prime Minister not to accept was a perfectly reasonable opportunity from the labour opposition. You want another referendum, you do not want brexit happen, so how much longer do you think that this bill needs to be scrutinised for . I think that is for discussion between them, them to look at the amendments that have gone down, how much time there a need for sections of the bill, or that section of the bill. That is what they do all of the time. But the government did not consult with the government did not consult with the opposition, theyjust said baying. That is what your going to get it led to a reaction between them that will have voted for the second reading of the bill but saying hang on, you have to have a reasonable amount of time. I would let them sort that out so we can get on to consider what is in the bill. Borisjohnson said in this programme notion that if the timetable and fails that he wants a general election. If thats something that labour should foot for once its in place of the eu says, here is a delay for the 31st of january, Jeremy Corbyn said repeatedly in that situation, he wants general election. Jeremy corbyn made it very clear that until the extension is secure clear that until the extension is secure that we would not do that. I think we have to make it clear with the European Council does and if a new programme notion can be agreed, then part making can get on with this and see how the bill is going to turn out and how people voted on the second reading. There are a few of my colleagues that voted for the bill today and said, you can take the third reading, for granted, because it depends on what happens as we look at the amendment. Are you disappointed that they voted to get this through . Each member of parliament has to do what he or she thinks is right and we tried to persuade each other by debate and argument and that is how our democracy works. Of course, i would like all labour np voted against the second reading of the bill because this deal is very bad for the country, it is worse even than theresa mays deal and proof of that is that the government has refused to provide an assessment on the impact of the country. Why is that because less than they did that on a free trade agreement, it showed it was the second worst outcome apart from the deal. That is why i did not vote for the bill and second reading because it isjust bad for the economy, investment in the communities that we represent. Thank you very much indeed. Those who voted for the second reading, not all of them are promising to follow that bill through its entire process. So even though the healthy majority, it may have lost it. Although the bill is paused, there isa although the bill is paused, there is a lot of work going on in the background. I was getting ready to talk through two amendments which we re talk through two amendments which were coming up to be voted on in there been put forward by the independent group for change in joining me now is chris leslie mp from the independent group for change. Which amendments where they . The amount of time that the government was put through was so short that we had to pick a few key issues and i wa nt to had to pick a few key issues and i want to look at Economic Impact assessments of the deal, a lot of conservative mps say that weve got to get out of the European Court of justice, but the deal keeps britain and all the way through the implementation and test the governments views on that. Lots of issues cropping up. They couldve waited for the committee line by line examination. The fact that they have positive their own choice, they couldve moved forward, shows that the government dont really know where this is going and they could probably ask for more time with the other parties, found a slightly more fair approach to this but i think they were being a little bit petula nt they were being a little bit petulant it did not know where to go. Does this now give you time interested in how this works down the road, give you time to time to speak to lawyers, dig around a little bit, does this work for the government to pause or does it open a pandoras box on the opposite benches . There is never 300 or so and the Association Articles of the deal and then you have a protocol on ireland and Northern Ireland, so going through as you read it, you will find what is been agreed here, what is been slipped into this bill about movement of goods in london into the rest of the uk, a lot of members of parliament are starting to say, now we actually look at it, there are some real problems i do not think it will necessarily make ita not think it will necessarily make it a smoother passage for Boris Johnson pausing in the way that he is choosing to do. I think, in his own self interest, he should have gone on with the Committee Stage. That is precisely the reason why he sat down three days because he knows that if it goes longer, what happens is everyone starts squirreling into the details, some will be really important. Choosing a strategy that the Prime Minister was choosing, lets ram this through, vote for it without reading it and just brush aside the norms of scrutiny of what isa aside the norms of scrutiny of what is a pretty momentous thing no matter what side of the argument youre on. He has failed because the mps said you must be kidding. It took 23 days to get the magistrate took 23 days to get the magistrate to the house of commons, i think the treaty was 18 days, even the tiniest treaty was 18 days, even the tiniest treaty was 18 days, even the tiniest treaty was five days. So to do it in three was never going to fly in and piece of pie ravi said, come off it. And the house was making that point this evening and what sort of extension that the uk needs. And they took their trust and so many times there been let down, is it incumbent on the house of commons now that there is a deal and so much to be played for in the future relationship to just set a timetable, a sensible one and get the signed off. A sensible timetable cannot be done on the 31st of october. Remember, do or die, douses political promise. That is not going to be feasible. Of the house of commons has said already that he is under a duty as a Prime Minister to seek, and obtain an extension. What makes you to the extension . You are makes you to the extension . You are extension. A makes you to the extension . You are extension. A confirmatory public vote that will be in the Committee Stage. I think particularly if people are sensing that the Prime Ministers deal is not going to really fly than a lot of members of parliament will say that the only route out of this and there is a route out of this and it isa there is a route out of this and it is a quicker route out to finish this whole saga, is to give a final say to the public. Do you want to see esther borisjohnson is deal or remain in the European Union . And that you debate how long the phase is, does go to the end of 2022 another year after . The risk for eve ryo ne another year after . The risk for everyone on the opposite benches is does this ended in election, he gets the vote, he gets the majority and you get a harder brexit than the one thatis you get a harder brexit than the one that is on paper. I personally dont think this bad situation can be made any better by a general election, which this complicates accomplish this any more i think things are difficult enough. I think this Parliament Needs to solve this issue in the best way to do that is give the public a final say. Or we can vote on that its we get to the Committee Stage and i wish you were tomorrow because my eminence a i am raring to go. Jeremy corbyn has offered the Prime Minister to work with him and labour for what he described as a reasonable timetable for the bill. On saturday, this house emphatically rejected the Prime Ministers deal and tonight the house. You are too hasty, i am and tonight the house. You are too hasty, iam not and tonight the house. You are too hasty, i am not finished yet. Tonight, the house has refused to be bounced into debating a hugely significant piece of legislation in just two days with barely any notice and an analysis of the Economic Impact of this bill. The Prime Minister is the author of his own misfortune. So i make this offer to him tonight. Work with us, work with us, all of us, to agree a reasonable timetable and i suspect this house will vote to debate, scrutinise and they help amend the detail of this bill. That will be the sensible way forward and that is the offer i make on behalf of the opposition tonight. Joe owen, is the Brexit Programme director at the institute for government. He has been listening to this as we have gone along. One thing we have not really talked about is the Prime Ministers plans for the deal. Cabinet secretary who is in charge of new deal planning, he says that is being ramped up. It is no deal still on the table . Michael gove and borisjohnson still on the table . Michael gove and Boris Johnson singh as still on the table . Michael gove and borisjohnson singh as a result of these votes, no deal was being ramped up the preparation and we also have an extension request and a vote for a deal in principle. They are arguing that the reason for doing that is that the eu might say no to an extension and is only pertinent to start wrapping these things up and in principle, there is a potential world where we could still end up with no deal but the ease said they would always be willing to give an extension. What does this actually mean for no deal michelle and practice, it means hundreds possibly thousands of Civil Service who are working in policy areas, being moved and put into no deal operational planning centres. There will be work all around here that will be paused as a result of these decisions in order to ramp up these decisions in order to ramp up these operational centres. It is unlikely that they will ever have to come into force will be disrupted plaguing the government is saying that we cannot guarantee that. But that we cannot guarantee that. But thatis that we cannot guarantee that. But that is the unseen business that is going on here as you said, civil serva nts going on here as you said, Civil Servants switching onto the steel and we are back to no deal. When you combine that with the frustrations of the business community, the Prime Minister is right that this just drags and drags and it is costing the country an enormous amount of money. You have Civil Servants of their working on a Withdrawal Agreement that is yet to be a Withdrawal Agreement passed all the way to the comments, people working under deal, no deal has not happened and thereve been people prepared for the future relationships and we are not there yet. A lot of has happened and nothing has changed yet to coina happened and nothing has changed yet to coin a phrase and the question of when it does, i think youre right that the uncertainty is starting to really bite because there are things being put on hold. That couldve been unlocked by positive vote and made it clear that we were leaving october 31. On the no dinner preparations and even on the preparations and even on the preparations of an negotiations, more time is not a bad thing. Even though it is felt like it is going on and on, actually isjust though it is felt like it is going on and on, actually is just over three and a half years since the votes dropped into the ballot box in the span of government big projects and even betray negotiations, that its really not very long. So more time is not necessarily the end of the world for those preparing for the world for those preparing for the next phase. She works with number ten, nicola is saying that we need four weeks to talk with the legislation and the more you scrutinise, the more you look into things, you find more and more things, you find more and more things that you want to question and thatis things that you want to question and that is the job for mps. They are there to make sure that it works. That scrutiny is really notjust about people shouting at each other in the house of commons, it is the stuff that goes on behind the scenes. Actually understanding how this new border would work. The brexit secretary himself had to correct himself at a Committee Hearing the other day and mps are hearing the other day and mps are hearing for the first time exactly what this border between Northern Ireland and Great Britain could look like injust14 months time. There are questions about Citizens Rights. There is an instrument of government that will be setting up to oversee Citizens Rights for eu citizens where there is already concerned about potential for another wind rush. They need time in order to figure what the body will do and how will work and how independent it will be. So there is a lot of independent scrutiny that will happen behind the scenes. Thank you very much. Over hundred 25 pages ofa you very much. Over hundred 25 pages of a company know it, so a lot of mps were reading feverishly, thinking they will already be in the Committee Stage this evening and that has not happened, there is a pole, so our chief Political Correspondent vicki young is at parliament. Back when theyre going through this place a lot of your constituents argued that parliament did its job and why decide not apply to this bill could show that we simply do not have the time, we are supposed to be leaving the European Union in nine days time to be leaving the European Union in nine days time in there to clear the comments first. There is no time for that and in any event, i think eve ryo ne for that and in any event, i think everyone sitting in the chamber today was fully aware of what was proposed and brexit has been debated at nausea and for three years we might as will crack that. Another three weeks, what that make another three weeks, what that make another three weeks, what that make another three weeks i was satisfied much of the mps there in the steel mightve gone through. I am not sure it would but we have not got three weeks, the position we have is that we are due to leave on the 31st of october, deal or no deal. That is what the law actually provides. But the Prime Minister wrote in a letter saying that he has requested a delay to brexit. Parliament asked for that, the Prime Minister made it clear that they do not want that lengthy delay in any mp that talks to constituents knows that everyone does once this process out of the way wants this. I think we may happen as a result of how they voted todayis happen as a result of how they voted today is that we leave on the 31st of october without an agreement. You have predicted the future, david jones there. And what might be a general election before christmas. Joining me now is anand menon, professor of european politics at Kings College london and director of the uk in a changing europe initiative. I was looking up polls which looked reasonably positive. You think about where he was two weeks ago, labour had them just where they wanted them. No deal, things are spiralling out of control. He looked like you have to pass an extension and nothing so glue different. Have to pass an extension and nothing so glue differentm have to pass an extension and nothing so glue different. If you go all the way back to march for theresa may said we are out, the toys were pulling quite well, but as soon as toys were pulling quite well, but as soon as they miss that deadline, it was taken up by the brexit party. A borisjohnson has was taken up by the brexit party. A Boris Johnson has done was taken up by the brexit party. A borisjohnson has done is win back those brexit Party Conservatives in the big question in British Parliament is we are not staying beyond the 31st of october, will he beyond the 31st of october, will he be more immune to that phenomenon that theresa may was. It explains a lot of the Prime Minister possibles behaviour. Pulling the bill, provoking parliament, he is serious and will not let them get stopped. He wants to do this and they should not blame him and they should blame parliament and give him a new one. There is the brexit fatigue up and down the country everyone sees it andi down the country everyone sees it and i believe there was a collective groan particularly in brexit parts the country that again, they pressed the country that again, they pressed the delete button and that plays well for him even if there is an extension past october the 31st delay button. For the moment, i am presuming so, for the moment. He is doing fine, the polls put him ahead and what will happen for extension, National Fresh as been notable for his absence, comes out fighting for us his absence, comes out fighting for us is as he isjust like the rest his absence, comes out fighting for us is as he is just like the rest of them, he promised he would die in a ditch, he didnt, he did not get it done, what happens in the polls will be absolutely fundamental. So what doesjeremy be absolutely fundamental. So what does Jeremy Corbyn be absolutely fundamental. So what doesJeremy Corbyn do this week . The queens speech is back and potentially theres an opening for a vote of no confidence you think that now is a good time to press the button on that or is that not a good idea given that we are sitting on a Withdrawal Agreement and im waiting for Committee Stages. There are two things areJeremy Corbyn, welcoming the opportunity to get back onto his pitch which is talk about austerity, Public Policies and he would do that because he is doing a pitch to the general public but within the labour party there is a debate saying would it be better to try and delay it further . But for the spring if it is all possible saying that brexit has not been sorted out and lets wait for the Prime Minister to share and hope that by then it looks a bit healthier is leave or stay to get potentially a bit fed up with the Prime Minister that is not taking. I suppose when attraction is you keep them in office but not in power and that point, he should be a soft target for you. Here is your Prime Minister is not doing anything, we should have another party in power. Theyll put a lot of pressure on Jeremy Corbyn of the next week to come out in favour of an election. Thank you for being with us this evening, another eventful night in the brexit story. One of the legislation itself and it did go through and in brexit terms, is significant terms for the Prime Minister and he lost the vote on the timetable and motion in the bill is now parts. You are watching bbc news. Hello there. There was a dead mixed fortu nes hello there. There was a dead mixed fortunes really and we had the sunniest weather across southern parts of england and in yesterday, a lovely day in surrey with a blue sky. Much cloud for ireland and the good part of scotland here in western scotland looked rather great for most of the day and those clouds feeding in on the south westerly breeze for scotland and Northern Ireland for some rain on the highlands and ireland. Across england and wales, some clear skies which lead to some patchy mist and fog and while it is mild for scotla nd fog and while it is mild for scotland and Northern Ireland, for the south will see temperatures close to freezing in one or two areas. As we head into wednesday, mist and fog, that cloud spilling its way to the admittance of to lincolnshire and the rest of england and wales entering much more sunshine and much of scotland, the raining Western Areas widespread late in the day with rain coming into Northern Ireland as well. The drain in the northwest on that weather front there, the drain in the northwest on that weatherfront there, the rain drain in the northwest on that weather front there, the rain coming into the southeast on that with front, the two merging to keep the wet weather coming overnight and into the start of thursday for england and wales. That wet weather will push its way towards eastern parts of england and should brighten up parts of england and should brighten up towards the west but some sunshine and showers and perhaps infrequent in heavy showers with some thunder across western scotland and Northern Ireland, driven by gusty wind and 12 to 15 degrees. Changes towards the end of the week is where well get some warmer weather and instead is colder air thatis weather and instead is colder air that is going to win for most some rain headed our way but the position ofa rain headed our way but the position of a longer weather front we will see an area of low pressure developing and i will push rain across many parts of indian wells in particular, the windy weather for a while and some showers and any sunshine elsewhere being replaced by thickening layers of cloud, outbreaks of rain and heading towards into the core there and so temperatures really struggle here. Milder towards the southeast where would not be as wet, the term windy later along the south coast but that rain and wales and saturday. It may well lead to some local flooding in 00 58 40,601 4294966103 13 29,430 some travel disruption
