Plans to leave the eu. But plans to vote on it in parliament are blocked. And Northern Ireland decriminalises abortion and same sex marriage, despite a last ditch attempt to derail the move. Hello. Voting has ended in canada in what may be the countrys tightest ever election. First, results began coming in from eastern provinces several hours ago. Final results could see Prime MinisterJustin Trudeaus government toppled. Neither his liberal party nor the rival conservatives are expected to win a clear majority. Our chief International Correspondent lyse doucet is live in toronto. Yes, the polls havejust yes, the polls have just closed yes, the polls havejust closed on the west coast of canada. That means from coast to coast across six times owns, voting has ended. And the results are starting to come in time zones. It will be a while before we know which party has won the most seats in the upcoming parliament, but already were getting an indication of where the selection is heading. Just a reminder that there were some 27. 4 million registered voters voting in polling booths right across this country. Many voted even before todays voting date in advance polling, i million decided to cast their votes early. Lets get a sense of what the mood is from coast to coast. Joined by our north american corresponding Chris Buckler in montreal, in the years, and on the west coast, in vancouver, our reporterjacinda singh, is at the Party Headquarters ofjug meat seeing who heads the new Democratic Party. Welcome to both of you. First, Chris Buckler, the result so far in Atlantic Canada so that while the liberals didnt do as well as they did in 2015, there was a strong showing. What is the mood like in montreal . You know, it started very nervous year, things were quite muted does make nervous here. There has been a definite shift, we had people watched the result very closely, some cheers, some clubs as they watch the results come in claps was that it has to be said they know this is all very early. If this is a straight fight between Justin Trudeaus liberals and Andrew Scheers conservatives, Justin Trudeau may have the edge. But they are also openly talking about the potential of minority government or having to do a deal with another party, and that gives you an indication that although they are feeling good at this stage, there is still an idea that potentially this could all go wrong. That is why they are watching things carefully across the country. I do get the impression that although this has been a election when we have seen a referendum on Justin Trudeau, election when we have seen a referendum onJustin Trudeau, his political record and his personal past, this is a party that is determined to fall behind him. They still see him as the face of this party and potentially a huge electoral asset to them. But there is no doubt that they accept tonight is no doubt that they accept tonight isa is no doubt that they accept tonight is a test for them. A test, and the testis is a test for them. A test, and the test is not over yet. And of course they are facing the comeback of the bloc quebecois in quebec, but lets go to the west coast now to join our reporter. He is at the ndp headquarters, the ndp is expecting to do better this time, what is the mood there . The mood is extremely optimistic, but very cautious. The ndp started off this campaign heading towards some pretty challenging elections because they didnt have the fundraising they needed, they were looking at potentially losing all of their seats in quebec and they had an unproven leader in jagmeet seats in quebec and they had an unproven leader inJagmeet Singh. It is fairto say unproven leader inJagmeet Singh. It is fair to say he has exceeded expectations on a number of fronts. He did very, very well in the television debates, he has being rallying support has been, and motivating ndp supporters. Their coffers, although very insubstantial at the start of the campaign, are closed to fall by the end of the campaign. And it does appear that will have motivated a large number of younger people and indeed Indigenous People and other groups who feel that they want to support a progressive alternative to the Liberals Party ofJustin Trudeau. Yes, jatinder sidhu, we saw when we visited British Columbia how young people expressed disappointment with Justin Trudeau saying he wasnt taking enough action on the climate, on climate change, and the youth block will play a decisive role in this election, is that what you are hearing there . Absolutely. What you find when Jagmeet Singh hearing there . Absolutely. What you find whenJagmeet Singh goes on his walkabouts is that many people he seems to reads elements of the electorate that are otherwise quite ha rd electorate that are otherwise quite hard to reach. So he is very active oii hard to reach. So he is very active on social media, there was a story of rhianna, the pop star following him on twitter, sorry, read tweeting him. So he manages to motivate people who are otherwise somewhat disillusioned. Retweeting m. So a significant portion of the population that voted forJustin Trudeau came from the younger vote, first time voters. People who are very often the least likely to vote. But this time around it seems that Jagmeet Singh has tapped into that. He, particularly around the scandal of the blackface with Justin Trudeau, it emerged he had dressed up trudeau, it emerged he had dressed up with blackface or brownface way backin up with blackface or brownface way back in 2001. Jug meat seeing dust me back in 2001. Jug meat seeing dust me Jagmeet Singh sewed an authentic response to that and many people connected with him. Jatinder sidhu in vancouver, we will leave it there now. We will go back to Chris Buckler in montreal, where the writing ofJustin Trudeau is. We talked earlier, chris about the challenge they are from Andrew Scheers conservatives. But there is also talk of the bloc quebecois, a possible comeback for the party . Yeah, and they are saying it is something they are very concerned about here. The bloc quebecois, is concerned about this province. They are really squeezing the liberals, and it gives you a real sense from Justin Trudeau that he is under attack from all sides. The ndp, the new democrats are trying to take those voters who are left leaning, who feel he hasnt gone far enough oii who feel he hasnt gone far enough on issues like the environment. The conservatives are looking to take those who are fed up with his premiership and looking for something different. Then we have the bloc here in quebec who have had a very successful campaign. applause you can hear the cheers behind me with some suggestion from one of the canadian channels that they are predicting a liberal government. Now, that is the response you can hear here. This is not in any way confirmed, but the screams and the cheers suggest they believe Justin Trudeau has done enough. This feels like a big moment, but it also feels extremely early in election night. And you and i have been here before, lyse doucet, when it feels like someone else has had a breakthrough, only four different results to change things. But at the moment, there is a real change in mood here in the la st a real change in mood here in the last hour, and a real sands with those cheers of confidence real sense. It does sound like the cheers ofa sense. It does sound like the cheers of a party which believes it is on a winning streak. Chris buckler and jatinder sidhu, we willjoin you again as the votes continue to come in. You heard the shearer that went up in. You heard the shearer that went up at the Party Headquarters in montreal, lets get a bit more expert knowledge here. The executive director of the angus reid institute, a non partisan polling institute, a non partisan polling institute, we just heard this huge roar at the liberal headquarters in montreal, is it too early to say . This has been an incredibly Difficult Campaign to really understand where the dynamics have been shifting. The liberals walked in witha been shifting. The liberals walked in with a bit of momentum but saw it start to add away and really the only party or parties that have been picking up momentum in the last half of this campaign have been the new democrats under Jagmeet Singh of this campaign have been the new democrats underJagmeet Singh and the bloc quebecois in quebec under their leadership. So what were seeing isa their leadership. So what were seeing is a political that is increasingly rejecting their two main contenders, the liberals under Justin Trudeau, Andrew Scheer and the conservatives, not a lot of love for them, not enough to say that either of them would have been in contention for a majority government. The big question is where will they learn . Who will win the popular vote . And where will they learn . Who will win the popularvote . And remember, canada is not a proportional representation democracy. 0urs canada is not a proportional representation democracy. Ours is very much like British Parliament in a first past the post system. So even a first past the post system. So even the party that wins the popular vote may not see the most seats in the house of commons, which makes it all the more complicated. While we are standing here in toronto, they are standing here in toronto, they are still cheering in montreal, cbc, the national broadcaster, has now projected a liberal government. The national broadcaster, has now projected a liberal governmentm it too soon . They clearly feel confident that liberals have picked up confident that liberals have picked up enough momentum in terms of the popular vote to hold on through the end of the night to win the most and two a nyway. End of the night to win the most and two anyway. Not necessarily to win a majority. And the path to liberal victory was always going to be based on two things. One, whether the left of ce ntre on two things. One, whether the left of centre would coalesce under the liberal banner, would it be enough to get green voters and seats voters to get green voters and seats voters to hold their noses and make the decision to vote for the liberals, even decision to vote for the liberals, even though they have been unhappy with them to block the conservatives, and with those voters show up at the ballot booth . So, lets see how the rest of the evening plays out. If that is the case, their victory is based on those two factors. The cbc isjust projecting, it isnt confirmed, 127 seats, that is short of a 170 majority, but there are predictions they could reach 130. Look, again, it depends on how the popular vote plays out and how the seat projections player. 127 certainly isnt an end to the Political Drama here. Its a windy night here in toronto and we are seeing the winds of change potentially blowing in canada if we are back to another minority government. Really, the fun and games start again in terms of which party will gain the most seats, 127 for the liberals, what does that mean for the conservatives . Will the liberals be able to garner enough support from the other parties, from the greens, from the seats, and possibly the bloc quebecois in quebec, to move forward with their mandate. What does it mean for big projects in this country such as the pipelines . Because we know for example in western canada the dmx pipeline has been an incredibly controversial issue. People on the left of the ce ntre issue. People on the left of the centre have been very opposed to it but alberta, saskatchewan, places you have been suited doctor voters, they are all four of it. Does not fall for it. What happens to national unity, and the government that has purchased that pipeline, if they are depending on left of centre parties who are saying absolutely not to seeing this completed. What will it mean for this partys agenda . So lots more to come. Lots more to come and the polls have just closed the counting is under way. Cbc is predicting a liberal victory, a minority government. We are here in toronto. Ontario, quebec, this is where most of the seats are. You are a poster, you know the difficulty of the polls. Good to be surprises there succumb . It is going to come down to voter efficiency. It may come down to the west of canada, we will see what British Columbia does and how it behaves. So the big question will depend very much on a vote splitting. Are we going to see politically in viz columbia where that vote has been fractured British Columbia, will they cancel each others abodes out and create areas where the conservatives will pick up . Or areas where the conservatives will pick up . 0ragain areas where the conservatives will pick up . Or again have we seen a situation where left of centre vote rs situation where left of centre voters look deep into their hearts and say we are very happy with Justin Trudeau, but we loathe the idea of a right of centre conservative government even more so were going to rally behind the liberals and deal with what comes. These are the outstanding questions and we will be watching tonight. Just very difficult arithmetic. Lets bring montreal back in again where there has been those cheers of approval, i think they would have heard and seen the cbc was projecting a liberal victory. Chris buckler is there. Yeah, the chanting went up a four more years. There is a great sense of relief. It is a minority government. This isnt a total win for the liberals. They have had a majority and they have lost it in this election. What is really important in all of this is the fact thatJustin Trudeaus important in all of this is the fact that Justin Trudeaus liberals have come out ahead of Andrew Schiers conservatives by some margin. The liberals were very concerned that they could hem input in the position of being asked to form the next government but the conservatives have more people inside parliament could have more people inside parliament could have have more people inside parliament could have been put in the position. The argument would have come up from the conservatives, and Andrew Schier had been making it in the last week, would ultimately Justin Trudeau have the moral authority to lead . Cheering macro. The sharing you can hear behind me as they put up a picture ofJustin Trudeau on the screen shows they believe he has the moral authority. It is early in the evening. These results have to be confirmed. But, ultimately, if they have more seats than the conservatives they can form a minority government or they can look for a coalition with some other smaller parties. And for them, tonight, that does look like a victory even if they have lost a considerable number of these inside parliament. Well, indeed, yes. It is interesting your choice of words. Because, of course, the tears come with a sense of relief. Because right down to the wire there were polls predicting that the conservatives could actually win more seats than the liberals this time. Even though the liberals dont seem set to win a majority, even those projections, and they are only projections, of a minority government, must come with a huge sigh of relief. Yeah. And i think beyond that as well. I suppose the questions have been asked ofJustin Trudeau ahead of the selection. To some extent the pressure comes on the conservatives as well, and Andrew Schier. In the last weeks they have had poll after poll that suggested this was neck and neck. 0ver suggested this was neck and neck. Over 40 days of the campaign it seemed that not a lot seem to move with the conservatives and the liberals very much fighting to win this election and the ndp coming up asa this election and the ndp coming up as a third party behind them. Ultimately this will be seen as a success by the liberal party for Justin Trudeau. He has had a tough, tough election. He has had times where there have been personal attacks and it has got pretty nasty. He has adjusted this has been the dirtiest election in this countrys history. There will have been moments where Andrew Scheer in particular has put an emphasis on talking aboutjustin particular has put an emphasis on talking about Justin Trudeaus character and how, and his view, he has left canada down, notjust character and how, and his view, he has left canada down, not just with those photos are blackface and brown phase, but some of his policies. Im Justin Trudeau has been attacked on the left by those who feel he has not done enough for the environment and they feel he should have done more for working people. The reality isJustin Trudeau more for working people. The reality is Justin Trudeau seem more for working people. The reality isJustin Trudeau seem to have managed to navigate his way through that and that will be seen as a huge victory. And if it is a victory for the liberals it is certainly a loss for the conservatives. Let us remind our viewers, you for the conservatives. Let us remind our viewers, you are for the conservatives. Let us remind our viewers, you are watching special coverage on bbc world news. The canadian federal election, all the polling stations have closed and the polling stations have closed and the votes are being counted. Results are coming in, beginning on the east of canada. 338 seats in all. So far the liberals of justin of canada. 338 seats in all. So far the liberals ofJustin Trudeau have 25 seeds declared. The main challenger, the conservatives, are falling considerably behind seats. It is early in the counting. Nine see someone for the new Democratic Party. There are said to be some places where the greens do expected to do better tonight and they are living in the polls. There has been a projection by the national broadcaster, the cbc, that the liberals will win this election, not with a majority, 127 seats. It isa not with a majority, 127 seats. It is a lot of votes to be counted. We are joined is a lot of votes to be counted. We arejoined by the executive director the of the angus reid institute. Nonpartisan polling. Many are jumping, not just the nonpartisan polling. Many are jumping, notjust the cbc, but the others, to say that the liberals of Justin Trudeau will win. Do you feel they are throwing caution to the winds . Well, they probably have some confidence in their own modelling and projections. Im glad im not on their decision desk stop what they can say is that this probably speaks toa can say is that this probably speaks to a decline and indeed a drop in that ndp popular vote. So despite the fact we saw a surge in support in the last days of the campaign for the ndp underneath the leadership of Jagmeet Singh, there was a sense he had the momentum, he had deduced, he was going to bring it, it seems that at this stage tonight they have falle n at this stage tonight they have fallen short from where they would have been in 2015. Im just looking at the latest results that show, overall, the National Percentage of popular vote is sitting at about 1596. Popular vote is sitting at about 15 . It was almost 20 in 2015. So they have got to be able to make that up. And if we are seeing projections already that that may not be the case, then that will speak to, not be the case, then that will speakto, again, not be the case, then that will speak to, again, where not be the case, then that will speakto, again, where did it happen, how did it happen in the ndp voted not necessarily producing what that party would have hoped for in this campaign. And it represents a decline from four years ago. So where is that coming from . The big question was always going to be, you talked earlier to your correspondent in vancouver about those young voters, those young voters in canada are notoriously fickle, we just never are notoriously fickle, we just never know if they are going to cast a ballot, if they are going to show up a ballot, if they are going to show up at the ballot booth. 2015 was a remarkable election in terms of young voter participation. We saw the participation of 18 24 year olds increased by a loss, as well as participation among 25 35 year olds. The big question was they come back to the polls . This has been such a divisive, rhetoric driven, at times nasty campaign, the type of campaign that doesnt inspire young people. It can have the effect of turning them off. And vichot, the size of that boat pie and how many votes are represented by those young voters who tend to vote on the left of centre will have a lot to do with how we see the results like vote share. A lot to do with how we see the results like vote share. The polling was in British Columbia have just closed. We will see what they have. Thank you forjoining us with your expert analysis. Yet another election for you and yet another attempt by the liberal party to be the governing party in canada. We will continue our special coverage on bbc world news as the votes are counted, coast to coast, across canada. There has already been a projection by cbc, the national broadcaster, that the liberals of Justin Trudeau will form the next government. The conservatives are still behind, although many of the vote, most of the votes, the overwhelming of the votes have still to be counted. It is only the results from eastern canada, on the atla ntic results from eastern canada, on the Atlantic Coast that had been counted so Atlantic Coast that had been counted so far. They are indicating friends in the popular vote, nec is being held by the liberal party and their challenges. We have a prominent political scientist from ottawa. Cbc has predicted and so have other broadcasters, that it will be a liberal government, a minority government. Is it too early to call . Certainly a Minority Parliament. That is the one thing we know. It is up that is the one thing we know. It is up to parliamentarians to decide who will be the government. But i think we can say with some confidence, even the way things are going, it will be a liberal government in a Minority Parliament. And that will mean it will be a couple of years, perhaps two years, perhaps longer. But interesting politics. Look at the numbers now. We have the results from Atlantic Canada, where the liberal Party Last Year swept all of the seats. They did not do at this time. There is still a strong showing which gives a hint of the train. It is regression to the mean. I think everyone was in agreement ahead of the election that the liberals were not going to recreate that sweep of Atlantic Canada. I dont think it represents much except that after a couple of years canadians will tend to regress to the mean and they have done that in atla ntic the mean and they have done that in Atlantic Canada in this case. The overall trend of a Minority Parliament is what is interesting here. As an indication that some folks were up with the liberals. And the new Democratic Party of Jagmeet Singh, the greens of elizabeth may, there were repeated predictions that they would do much better this time. Again, too early to say, but the signs are so far they are not getting the seat they may have expected. I mean come here, part of it is the liberals are very good at getting people out of the polls, as the conservatives. This is one of the conservatives. This is one of the things about established parties with resources and skills and have good folk on the ground, they are very good at identifying voters and mobilising voters. And in a title a magic huge make a huge difference of what we have spoken to our correspondent in montreal at the headquarters and we saw and heard the huge cheers that went up from the huge cheers that went up from the crowds. They must also be relieved, because the last polls certainly were not very favourable for them. If you have just come off a pretty decisive majority government and four years of governing and it looks like you might be dumped out of power in four yea rs, might be dumped out of power in four years, thats right. And if you can hang on, gives you some hope. Pierre trudeau, Justin Trudeaus father won a majority in 1968, reduced to a majority in 1972, and battle majority in 1972, and battle majority in 1972, and battle majority in 1974. And for the liberals, thinking this will be a couple of years of minority and we can take another crack at a majority in 2 can take another crack at a majority in 2 four years. Can take another crack at a majority in 2 four years. Should they be cautious . With there surprises . The biggest provinces, 0ntario, cautious . With there surprises . The biggest provinces, ontario, quebec, still have to be counted. Yes, i suspect so. It looks like the consensus seems to be emerging that it will be a Minority Parliament with the liberals leading. That could change, can always change. But given the data we have at the moment that seems likely. Some hours ago. Thank you forjoining us in toronto with your analysis, as we continue our special coverage of the canadian elections, now that all the polling stations coast to coast close. We return to montreal, that is the home city ofJustin Trudeau. 0ur north american corresponding Chris Buckler is there. Chris, we spoke to you earlier when there were huge cheers come out from the crowds when they saw the results coming in. Has anything emerged from the crowds where you are . Yeah, id have to say when eye look over at the crowd and they see their faces, it feels and looks more like relief than anything else. This has been a tough election for the liberals. They have done their very best to try to get ahead of the conservatives. And now each time anything goes up on the screen that shows the liberals doing well, as we arejust that shows the liberals doing well, as we are just seeing and hearing there, it is the case that they cheer. They are now feeling much more confident about this election. And, of course, Justin Trudeau is going to be here a little later. He is going to speak. And, frankly, the man who has been the face of this party over the last four years, the man who has led them to a majority government in 2015 has led them to what is something of a victory. Yes, there will be people who say he has lost a number of seat, that parliament is not going to be stacked the way it was before, and to some extent that will have a real effect on his government, whether it isa effect on his government, whether it is a minority or a coalition with other parties, he is going to have to be more careful in how he does things. He is going to have to take into consideration what other parties think. That is certainly going to be true with things like the environment and things like spending. But it is, for the liberals, as far as they are concerned, a pretty good night. L pretty good night and the night is still long. There are still the votes to be counted across several time zones in canada. That was Chris Buckler, our north american corresponding. A quick recap, the latest polls show the liberals have 32 seats, the conservatives just behind them with 30. The night that canadians decide the shape of their next parliament and whetherJustin Trudeau will return to power. Stay with us on bbc news world news. This is bbc news. Mike embley in the london studio. The headlines voting has ended in canada in what could be the countrys tightest ever election.
