Oi even severe gales, gusts of 60 mph or more in the north west of scotland, blowing in a lot of showers also, potentially thundery. Showers and to england and we are is but the main weather front sneaks towards the south east and produces rain. We see the back of that weather front from the south east of england. Low pressure still sitting to the north of scotland. Still some windy weather here. This weather front getting drawn up from the south. That wind should ease later. This rain pushing northwards through the irish sea. That rain is a bit slower now. Colder air to the north of that, warmer air to the south. This is where we start to see those temperatures rising across southern parts of england and wales. That warmeraircoming in parts of england and wales. That warmer air coming in behind that weather front there. That is bringing that rain which continues to push slowly northwards into the start of the weekend. A wet start to the weekend, not just start of the weekend. A wet start to the weekend, notjust across Northern Ireland and northern england, there will be rain heading in towards cumbria. Away from here for many southern and eastern areas that still looks like it will be dry. Quite a contrast in temperatures. The outlook. We have still got to get rid of that area of low pressure. More windy weather for the second half of the weekend into scotland. That then moves away towards scandinavia. We see this area of High Pressure building. It is in area of High Pressure building. It isina area of High Pressure building. It is in a different place but it will move towards the uk. It does mean because of where it started from we draw down cooler air. It looks like it will be dry. Any warmth across england and well will not last into the following week. Temperatures will be dropping away. Chilly winds around northern and eastern coasts. It does look like it will still be dry. Hello. This is bbc news. Well be taking a look at tomorrow mornings papers in a moment. First, the headlines the speaker of the house of commons blocks a government request to hold a vote for its brexit deal, saying the question was put to the house at the weekend. Speaker my ruling is, therefore, that the motion will not be debated today as it would be repetitive and disorderly to do so. The 100 page brexit bill is introduced to the commons. The government now hopes to push it through in the next three days. The foreign secretary, dominic raab, orders a review into diplomatic immunity arrangements following the death of 19 year old harry dunn. A 21 year old man is arrested on suspicion of murder after two teenagers were stabbed to death at a house party in milton keynes. Despite unionist objections, abortion is set to be decriminalised in Northern Ireland from midnight tonight. Prince william has expressed concern for his brother, harry, and wife meghan after the couple admit struggling with the scrutiny of the tabloid press. And the dangers of heading a football. A new report on the risk of brain injury. Hello and welcome to our look ahead to what the the papers will be bringing us tomorrow. With me are asa bennett, the brexit editor of the telegraph, and the deputy Political Editor of the guardian, rowena mason. Many of tomorrows front pages are already in. The telegraph features a picture of house of commons speakerjohn bercow, who earlier blocked a vote on borisjohnsons brexit deal. The paper reportsjohnson may axe his deal entirely rather than accept amendments like a second referendum or customs union. The i meanwhile reports on mps fury at the Prime Ministers plan to force through a high speed brexit. Johnson in final push to ram through brexit deal reads the guardian headline as Parliament Prepares to debate the pms iio page brexit deal over the coming days. 0nto another big story today taking centre stage on the front of the metro Prince William says he fears for his brother, harry, after he appeared to confirm a rift between the two of them and admitted to struggling with his Mental Health on an itv documentary aired last night. The daily mail reports that the duke of cambridge is concerned and hopes his brother is all right after the soul baring tv interview. The front page of the independent showing protesters on the streets of beirut in lebanon, demonstrating against what the paper describes as corruption and sectarianism in the country. And in the times, news that the uks population is set to reach 70 million in the next decade. Lets start off with the telegraph and brexit. Plans he may axe the deal. This is what he may be forced to do if parliament and mps get stuck in with all sorts of amendments because he is pursuing the only option left on the table, which is to go for a Withdrawal Agreement and implementation bill. This would lay down his deal in law. This would lay down his deal in law. This is the only way he has left to show brussels or everyone else that Parliament Approves of his deal which he really needs to do if he is to have any hope of having brexit still happening on the 31st of 0ctober. He may put down that letter saying, can i have an extension . But if you can get parliament to approve it, he can pull back the letter and say, dont worry about that, everything is back on target. But it looks like mps will be ready to wear it down with all sorts of amendments. So all in all, this week will just show the prime amendments. So all in all, this week willjust show the Prime Minister can turn around and say he has tried Everything Possible to get his deal through and in that case if parliament wants to stop him, he can turn to them and say, begrudgingly i have agreed to the oppositions demand for an extension, we will now have an election for a new parliament. It is certainly right that the Prime Minister, if the Withdrawal Agreement bill as amended ina way Withdrawal Agreement bill as amended in a way that conservative mps find unacceptable, at that point he would pull the legislation and move on to try to get an election, and he would have to get labour agreement for that. It is not clear though where numbers are in terms of mps support for this. It is quite likely the mp5 will wave through the legislation at second reading, so give it a nod to say, mps should debate amendments further, and then after that it looks very tight as to whether mps would actually vote for a customs union. The government is arguing ha rd union. The government is arguing hard against that, saying, in effect it isa hard against that, saying, in effect it is a wrecking amendment because if they did that they would pull the legislation. A second referendum does not look to me like there is the support that in parliament for it. It is really crucial week. Every week seems crucial for brexit in politics but this is the week in which it will become clear to us whether there is support in parliament that the deal that Boris Johnson negotiated in brussels last week. It is interesting. Many people might have not noticed that a p pa re ntly might have not noticed that apparently 0peration yellowhammer has kicked in. It is a little bit of spin on the governments part here because operation yellowhammer is the governments planning for a no deal brexit, and at this moment in time it is not really clear how the government could bring about a no deal brexit on the 31st of october. Borisjohnson has conceded that point when he sent this letter to brussels, saying that he requested an extension of no deal was passed by the 31st of october. The only circumstances in which it would arise as if the eu decided to veto the extension, and that looks unlikely, but michael gove seems to be persisting in this and this sharad that no deal brexit could still happen, potentially to try and frighten some labour mps into voting for the deal, but it is unlikely anyone will fall to at that. Lets turn to the eye. Has there been any precedent . People normally point to previous treaties of europe, maastricht and nice, lisbon. They have had more than three days, to put it bluntly, and you may argue, hang on, they are treaties of incremental european integration, more and more europe, whereas this isa more and more europe, whereas this is a wholesale pulling of the plug in which there is a whole new system, there should be more time. These are all interesting arguments yet really dominate comings downing street philosophy is mps are getting bogged down in scrutiny and excuses for not backing brexit. Dominic cummings. This is why they are bringing up excuses. Theresa may provided that, did not encourage mps to vote for it, so why not Boris Johnson . Do you respect democracy . This is the deal to do it. They know for example with boriss team if there was another referendum, they are privately bullish because in their view they would say they have a winning argument on their side, getting brexit done. At this high speed with all these petty mps fighting a campaign on basically, do you Like Parliament and mps . And given how fast and well they are getting this done, the answer will be no. The guardian also going with this, trying to push it through against the clock as well. That is true. And a lot of mps are unhappy about this. It is mostly mps who wa nt about this. It is mostly mps who want to remain with the eu, but there are also soft brexit mps, former tories, tories like ken clarke, concerned there could be things in the Withdrawal Agreement bill they have not studied properly, and it is unprecedented for a bill of this magnitude and complexity, 110 pages long, to go through the comments in three days. Its extraordinary. There will be an important vote tomorrow on the programme motion, the timetabling of how mps examine the bill, and theres a chance the government could lose that, and if they do mps could lose that, and if they do mps could have all the time they want to to debate amendments, and that in effect will push out brexit day further than the 31st of october, meaning johnsons pledge to leave then instead. Still on the front page of the guardian, at least 60 uk children feared to be in syria, these are children born to british pa rents. These are children born to british parents. There are at least 60 of them, and that is twice the number that people originally thought. Fleeing areas held by islamic state. Those are british children because they might not have been born in the uk but their parents are british isis fighters, and that is where the children have got their nationality from, and there is this dilemma about what to do with them and how they could be brought back to the uk. Did you want to comment on that . It is quite sobering research. It is worth bearing in mind that these children are innocent. We thaw with cases that political controversy that they attracted. They are the collateral at these times of torrent and tumult. We will turn to the daily mail. We have a big story today, the duke hopes his brother is right after sobering tv interview. It isa right after sobering tv interview. It is a very heartfelt response from william after harry and meghan in the itv documentary were pouring forth about how hard they were finding things recently with meghan becoming a mother and the headline she has had to deal with, the struggle that she did not feel she was thriving generally. She felt she was thriving generally. She felt she was just existing. She also said, thank you for asking me if i am 0k, because not many people ask me that. It is very good of william to then reach out, try and show that the royalfamily do reach out, try and show that the royal family do actually care, because there was a heartbreaking implication from meghan, that she was being shunned after the wedding, yet underneath this all there is this tension of harry and meghan doing big acts of freelancing, going off and doing their own thing, and then trying to bring them back into then trying to bring them back into the fold. What do you make of the fa ct the fold. What do you make of the fact that the couple have effectively taken on the British Press . Effectively taken on the British Press . It shows the scale of the frustration that they are feeling about their treatment. They feel they have had a raw deal. You could see they both look very upset in the interview. Prince harry in particular was talking about how he felt there was a resonance with what happened to his mother. You could see they were clearly upset. What i find unusual is the way that Kensington Palace sources have had similar quotes to a lot of the newspapers, standing up to decided that there has been a rift between the brothers. It is not the first time we have heard this. It is unusual for it to have broken semi officially into the open like this. Some of the quotes from william r 0rd, saying he is concerned for his brother, he seems fragile. If there is a degree of closeness between them, why wouldnt he pick up the phone and talk to him . It is odd that the conversation is playing out through the media rather than between the two of them. We are dealing with Mental Health here. And when you look at the way that the media have reacted to the story, to the documentary, what sort of message do you feel it is sending to people of this generation . Because they are a new generation of the royal family. They because they are a new generation of the royalfamily. They are because they are a new generation of the royal family. They are trying to encourage Mental Health debate. Year ago, we used to welcome this openness because harry gave an interview to the telegraph about how he was still suffering the mental burden, dealing with diana and adjusting to life in general, and that was a time we welcomed this frankness and candour, and when he was being emotional about being a father. It was a photo opportunity in front of the stables, and he seemed excited to be announcing a baby on the way, and now there is almost a souring on some public attitudes, people feel, boo boo crocodile tears. We are in danger of forgetting, certainly. Lets turn to the daily mirror. We are dealing here with the legacy of heavy football is because the football design has changed the study has been carried out in scotland. This isa been carried out in scotland. This is a huge study, the biggest so far on footballers brain conditions, and it suggests that footballers have a much greater risk of dementia than the general population from heading the ball. It is Something Like 3. 5 times greater risk, which is huge in the context of the number of people that get dementia. What do you do about it after that . Is it something you can do with the design of the ball . Could you wear helmets . Could you ban headers from football . There was one suggestion from a child of a son of a former footballer who had developed dementia, and it was tied to these headers, and he said perhaps signing a waiver. Accepting of my own risk . Iam sure a waiver. Accepting of my own risk . I am sure that would be part of the health and safety balances people have to play, but clubs will take a corporate approach to that. He would have headers being banned in mainstream games, then some people would say, these killjoys trying to make football would say, these killjoys trying to ma ke football less would say, these killjoys trying to make football less exciting, all feet based but clearly, if your head comes into contact with high projectiles, there is a risk. It is the speed that can take creates the speed that can take creates the impact. We will finish with the times. Population to hit 70 million ina times. Population to hit 70 million in a decade, essentially slowing down. Slowing down but still increasing, like our housing market, on the way up gradually. The 0ns is saying that you may still see a lot of it, 79 is to do with migration from abroad. At the same time though, Life Expectancy are getting shorter, fertility is getting smaller, reducing, so this is why it is creeping up incrementally. The population is set to increase by 3 million over the next decade and the times is focusing on the aspects that that will require a lot more infrastructure in the uk to cope with it but at the same time it is not as much as expected, immigration is not going up as much as it was. Because of some of the effects of brexit. It is a moot point how worried we should be about it. We have got 30 seconds each, how will it go tomorrow in the house of commons . Fantastic you will not believe how fast a bill will drag over the comments, and we are learning so much about timetable motion i think there will be a moment of victory for Boris Johnson as the Withdrawal Agreement bill gets through its second reading which is further than theresa may ever got but it is a very sticky moment for him on the timetable motion, so it is about whether this debate can be rushed through quickly. Viewers can watch or forecast back dont forget, you can see the front pages of the papers online on the bbc news website. Its all there for you seven days a week at bbc. Co. Sheffield united claimed a stunning win over arsenal to move into the top half of the premier league table. The summer signing made his first start for the club and was the one to score the decisive goal, giving the club their biggest win since returning to the top flight. Young or old, Sheffield United fans have waited a long time to have nights like this back at bramall lane. After 12 years away, they are testing themselves against the best around once again that when you do it can often be hard to get them. But arsenal were quickly in again. The gunners at their free flowing best, and who better than Nicholas Pepe to have on the end of it . By the looks of the finish, probably anyone. But for all of their attacking endeavour, it is the defence that continues to let arsenal down. Too much room, the blades embracing the challenge. With plenty to do, arsenal were short of ideas. Matters were taken into his own hands, only a full stretch son from henderson keeping him out. The second half was more of the same, lots of possession for arsenal but very little penetration. Pepe with just about the best chance. For the gunners, stilljust one win away from home all season but the Sheffield United, nights like this have been worth the wait. He has been very influential and important for us. In the last year. It is disappointing for us to get a player ruled out but in saying that these games are so physical and to have only lost one player at this stage is positive for us. Player at this stage is positive for us. And that is all your support for now, good night. The next couple of days not looking too bad, quite a bit of dry weather around, not completely dry across the board, because we have this weather front affecting the far north of the uk, we will have lost that weather front across the south east, bringing the rain on monday. On tuesday, starting on a dry and chilly note, early mist and fog, it should tend to lift, then plenty of sunshine for england and wales through the day, more cloud further north, and rain affecting the far north of the country. Temperature wise, 12 to 13 or 15, brighter spells further south. Tuesday night, many central and southern areas stay dry, variable cloud, turning chilly in one or two places, staying breezy, milder across the far north, holding onto the cloud, the rain, those winds are quite a feature. 0n into wednesday, in between weather systems, this one will bring heavy flooding rains to spain and france, sending a weather front up to the south east, maybe one or two showers developing, windy in the north and the west. Outbreaks of rain will pep up to become heavier at times. In between, a slice of fine weather with sunny spells, again, those temperatures 12 to 15 celsius. As we head on into thursday, it looks like we will see this low pressure system is swinging into northern and west areas, bringing a spell of windy weather to western scotland in particular, gales, severe gales for a time, showers, longer spells of rain here, further south and east, one or two showers around, sunshine, winds will not be quite as strong, a blustery day, as temperatures again, low to mid teens, could even see 16 degrees in the south east. That area of low pressure will swing northwards, something dry for a while, looking at the south west to end the week, this next area of low pressure will move in. Milder air, increasing cloud, outbreaks of rain through the day, colder air looming across the north of the country. We could see when trueness over the high ground, particularly as this rain moving north and east. Some rain could be heavy. Single figure values in the north on friday, 15 in the south east.
