The Prime Minister was legally obliged to ask for an extension, after mps voted yesterday to withhold approval of his brexit deal, until all the necessary legislation was in place. Meanwhile, eu27 ambassadors met for around 15 minutes in brussels this morning to continue the Legal Process of ratifying the eus side of the brexit deal. Mps voted yesterday to hold off approving Boris Johnsons brexit deal until all the laws to implement it had been passed. I will tell our friends and colleagues in the eu exactly what i have told everyone in the last 88 days that i have served as Prime Minister that further delay would be bad for this country, bad for our European Union, and bad for democracy. Today is an historic day for parliament, because it said it will not be blackmailed by a Prime Minister who is apparently prepared, once again, to defy a law passed by this parliament. And so the Prime Minister was forced to request an extension to the brexit process. A letter sent, but not signed by Boris Johnson, read. A second letter was also sent, making clear the Prime Ministers view and the governments policy was that further delay would be bad for the uk and the eu. What was dubbed Super Saturday saw some angry scenes at westminster. The reason they were meeting was to kick start Legal Processes required to ratify the deal on the eu side. There are some little bits of information and documents that have to be signed and then passing the deal over to the European Parliament to in an ideal world, approve it in strasbourg later this week. There was a very brief update from Michel Barnier as well. He was very much on the lines that the shenanigans in Parliament Yesterday amounted to a delay in approval of the brexit deal. In the eus eyes, a delay is better than a rejection, even it is not as good as approval. In terms of the extension from the uk, the fact that Boris Johnson sent multiple letters doesnt really matter here. As far as they are concerned, a request for as they are concerned, a request for a delay is a request for a delay. Donald tusk is now consulting with other eu leaders which buys the eu time to sit back and watch what happens in padma before they have to commit to anything before they could formally have to discuss anything. They have been sent these various letters. I suppose they wont entirely surprised by that. No, they knew it compelled the. Hey presto, the stroke of midnight the letters arrived. In terms of what the eu thinks about an extension, at the moment lots of leaders are saying that they dont think they need one, and im not in favour of granting one but that is a tactic to apply maximum pressure at westminster to get this deal through. If it gets to next weekend of the week after that and the deadline approaches and there is still no deal and there is still a request from the uk, they will have to consider it and they will have to consider it and they will be considering how long it should be, a short extensionjust because they want a bit more time for legislation to get through westminster and the uk is definitively heading for the exit, 01 definitively heading for the exit, or is itjust a massive logjam and stalemate at westminster which needs a longer extension, perhaps till the end of january as the a longer extension, perhaps till the end ofjanuary as the benn a longer extension, perhaps till the end of january as the benn act says. Borisjohnson Boris Johnson wrote borisjohnson wrote to the eu, as we have been hearing, asking for this extension, although i think downing street is trying to insist that this is parliaments doing. Borisjohnson said he would rather be dead in a ditch then ask for a delay. He said this had a letter saying it was all a bad idea. Also insisting that he thought the uk can still leave the European Union by the end of october and that is something that government ministers are saying this morning. Michael gove has been saying that the uk will still be living on the 31st of october. As will the foreign secretary dominic raab who said he feels it is still possible. He has complied with the floor. Pa rliaments possible. He has complied with the floor. Parliaments request has been conveyed to the eu. He has also made very clear in a separate letter that his view hasnt changed. He doesnt wa nt his view hasnt changed. He doesnt want an extension. Above all he has proved that the doubters are wrong by getting a deal that can pass through the house of commons and getting the eu. Dominic raab was talking about getting a deal through the house of commons this week. We do expect the government to start this process bringing forward the necessary legislation because a government doesnt need to just win a meaningful bow, it needs to pass all of this stuff into law. However, it could prove to be a quite common gated process because the likelihood is that amendments will be thrown at this legislation and that is something the shadow brexit secretary keir starmer made very clear this morning. We have been arguing fora clear this morning. We have been arguing for a Customs Union with the eu or Single Market alignment. There are other amendments that are really important because there is a trap doorto important because there is a trap door to no deal at the end of 2020 that we need to deal with and close. We can do that in the legislation and of course we need an amendment to say that whatever deal gets through, it should be subject to a referendum where that deal is put to the public stop and they are asked, do you want to leave on these terms or would you rather remain in the eu. Key rest on making it clear that he expects to see, as part of these amendments, the chance of trying to bring forward another referendum. Attaching a referendum to Boris Johnsons deal. That is quite significant. When he was pressed as to whether this had come from the front bench of labour or the backbenches, but that will be something to watch out for this week. Andrew marr has also been speaking to oliver letwin, who we have been speaking a lot about over the last 2041 was. He brought forward this amendment yesterday that looked a safeguard the benn act. It was designed to withhold approval of the deal until all those legislation was passed. Oliver letwi n legislation was passed. Oliver letwin was successful. A lot of his fellow conservative mps, although he has now lost the weight, are very cross with him about this because they think he is working with people who is trying to stop brexit. Most of the people voting for these things have been people who didnt want brexit or passionate about a referendum or whatever. That is not my view. My view is we need an orderly exit and if you are going to achieve that end if the government isnt willing to do it on its own you have to allow yourself delay ally yourself with people with differing views. Volleys of tear gas were fired, as thousands of protesters staged an illegal march through the kowloon district. This weekend marks the twentieth week since the protests began. Chinese officials and the state news media have denounced the protests as a separatist movement. Our correspondent nick beake is there for us. Give us a picture of what has been going on. We saw you earlier on with your mask and because of the tear gas. There is be more violence. Their house. At this particular spot the police are trying to reclaim the streets but they have got their work cut out. You can see the flashing light from their vehicles. Hundreds of Police Officers on the street, riot officers. Relatively calm here. It wasnt a few minutes ago. We are hearing another part of hong kong, there are still barricades and tear gas in the kowloon district. A little earlier we saw petrol bombs being thrown at one Police Station in particular and then the hard core of the protesters move their way up one particular row to another Police Station where they were met with tear gas and also resort the water cannon make its way through the streets of hong kong. It was firing a blue liquid. I think they are telling us to move back. I wonder if they are coming through once again. I think the police have got another few hours of work still to do. Just put all of this into a bit of context for us. These demonstrations have been going on for weeks and weeks. At the moment the chinese, some would say, are showing some. They are not showing any signs of interfering directly on this but how much longer can this go on . Are the protesters getting any closer to fulfilling their demands . What is a reaction of the hong kong authorities . If you speak to the protesters on the streets, they say they will keep on going. And they say they will not win this battle but they have to keep on fighting. They say, this is our future. But they have to keep on fighting. They say, this is ourfuture. The chinese still have the option of sending in Paramilitary Police or soldiers across the border. So far they havent done that. They have lifted to these officers from hong kong police. But we had really Strong Language from the president of china saying that they will be crushed if people try to bones will be crushed if people try to break up china. He didnt mention hong kong in particular but it is pretty clear that is what he was talking about. There are more announcements on the loudspeaker. The protesters have melted away but it is pretty clear they are going to regroup and they will come once again. This is the dynamics on the ground. The politics of this is really complicated and there is no end in sight. The beleaguered chief executive, the woman in charge, hong kongs leader, chi tried to give her vision of the future here this week. It was met with a pillar response from protesters. She talked about housing. She said that government would help people get on the property letter. It is extremely expensive to rent here. Most protesters said, yes, we know that any protesters said, yes, we know that a ny lots protesters said, yes, we know that any lots of big city it is very expensive to get decent housing or any housing but they are really talking about democracy. They want more democratic freedoms and they ta ke more democratic freedoms and they take china are trampling on the freedoms they have been promised. The two sides, the protesters and politicians, seem as far away as ever. Thank you very much. Three people have been killed in a fire in the capital of chile, as violent protests continued for a second night. A curfew has been imposed in parts of santiago after demonstrations began in response to a planned rise in metro fares. Protests have since spread to other cities despite president ial promises to suspend the move. The military was brought onto the streets of the capital to help Police Control the protests. Police are investigating a double murder in milton keynes, where two teenage boys were stabbed early this morning. Our news correspondent andy moore can tell us more. What are the play saying . We have got limited information. Itjust comes from a Police Press Release from Thames Valley police. They say they were called just before midnight to report a stabbing at a property in milton keynes. When they got there they found 117 year old boy who was already dead. Another 17 year old boy was taken to hospital but died later of his injuries. Two other adult men were taken to hospital with what police say are serious but not life threatening injuries. The next of kin of the two boys have been informed. No arrests have been made yet. We have got a brief statement from the head of crime who said Thames Valley police is in the early stages of a double Murder Investigation after two teenage boys have tragically died in a shocking incident. The area is cordoned off. They are appealing for any information. We dont know what was happening at this property last night. We dont know what the possible motivation may have been. The mother of a Junior Doctor who went missing off the devon coast two years ago, says her daughter has been let down by the nhs. Dr Lauren Phillips mother, andrea graham, who is herself a former nhs manager, has called on the Health Secretary to do more to support those on the front line of our hospitals. Marie ashby reports. Andrea graham comes to woolacombe bay in devon to feel close to her daughter. This is where her car was found abandoned. Dr Lauren Phillips, who was 26, had told her mother she was worried about starting a newjob in a e in bristol. Doctors have a fear that if they admitted they had struggled with a particular situation at work, or if they admitted that they were struggling from Mental Health problems, that that might be taken into account in future career, or it might demonstrate that actually, theyre not Strong Enough to be a doctor. Lauren did seek help, and was advised to sign up with a gp. The Nhs Practitioner Health service has supported thousands of doctors in london over the last 11 years. This month, it has been extended across england to cope with demand. Its medical director is a government advisor. Every year, if we compare it with the last year, we have had 100 more patients, so we are doing something to these wonderful young people, and i think what we are doing to them is not showing them kindness and compassion, and we are treating them as if they dont matter. One doctor every three weeks takes their own life in england. Currently, the nhs is struggling with record demand and a shortage of 10,000 medics. Do you accept that understaffing has put more pressure onJunior Doctors . Yes, of course i do, and i see it in hospitals. And we are hiring more doctors, partly because of the pressures on them. And i want to make sure that everybody who goes into work as a doctor gets the support they need but also, people you know, when they sign up to become a doctor in the first place, they are signing up to work and give their working life to the care of others, and we need to care for them. Dr Lauren Phillips body has never been found. I dont have anywhere to go to grieve for lauren. I cant sit beside a grave. But this has to be a more beautiful place to be and to think about lauren. The us secretary of defence says all remaining american troops in Northern Syria are expected to be relocated to iraq. Turkey has been carrying out an offensive against Kurdish Forces in Northern Syria following president trumps decision to withdraw us forces from the border region.
