An update for Michel Barnier, it was about continuing the Legal Process of ratifying the deal on the eu side which requires some legal steps to be taken and a few documents to be signed off which can be done in writing now it has been given the all clear by the ambassadors in person and the action will move to the European Parliament which is in strasbourg tomorrow. They will have to decide whether they proceed with voting and approving the deal on the eu side before the legislation, implementing the deal has been passed in the uk. Some are worried there would will not be enough time in the European Parliament process to get that done. That is a low level warrior rather than a big one. There was no discussion among ambassadors and Michel Barnier about the extension request because donald tusk, the president of the uk council make eu council, will consult leaders and see what they think. They dont have to make a decision at the moment, they will wait and see what happens with the parliamentary process in the uk. In terms of the goings on in parliament yesterday, im told that Michel Barnier referred to the letwi n Michel Barnier referred to the letwin amendment that was passed yesterday as a delay, not a rejection. They do not want to be in a situation where they are checking the uk out or where they are responsible and get the blame for the uk leaving without a deal. The discussion that you will have his work the duration should be, a small extension to solve a small problem or a bigger one to solve a bigger problem. Parliaments request has been conveyed to the eu and as you know, you have commented on it today, he has made it clear in a separate letter that his view hasnt changed. He does not want an extension but above all, he has proved the doubters wrong this week by getting a deal that can pass through the house of commons. The government does not just need to win a meaningful vote that passed this into law. That could prove complicated though, because the likelihood is a lot of amendments will be thrown at this legislation and that is something the shadow brexit secretary keir starmer made clear this morning. There are other amendments which are important because there is a trapdoor to no deal at the end of 2020 which we need to deal with and close, we can do that with legislation and of course, we need an amendment to say whatever deal gets three, it should be subject to a referendum where the deal is put to the public and they ask, do you wa nt to the public and they ask, do you want to leave on these terms or would you rather remain in the eu. Keir starmer, with these amendments, trying to bring forward another referendum. Attaching a referendum to borisjohnsons deal. It is significant. When he was pressed as to whether it would come from the front bench of labour or the backbenches, he thought more likely the backbenchers of labour but that is something to watch for this week. Andrew marr has been speaking to oliver letwin, who we have been speaking a lot about in the last 24 hour is. He brought forward this amendment yesterday. It looks to safeguard the benn act. It was to withhold approval of the deal until all legislation is passed. Oliver letwin was successful in doing so. A lot of his fellow conservative mps, he has lost the whip, they are cross with him about this, they think he is working with people trying to stop brexit, he wa nts to people trying to stop brexit, he wants to stop a no deal but will support legislation as it goes through parliament. People get to thinking if you are in alliance with people with a different agenda, yes, of course, most people voting for these things have throughout have not wanted brexit. That is not my view. We need an orderly exit, and if you are going to achieve that, if the government is not willing to do it alone, you have to ally yourself with strange people. Speak to people with strange people. Speak to people with differing views. Oliver letwin saying he has had to ally himself with strange people. Number 10 will be relieved to hear he would not be putting forward any more letwin amendments over the next coming week. And the supreme court, could they send up there . This is where the borisjohnson has, in some way, defined the benn act. The mother of a Junior Doctor who went missing off the devon coast two years ago, says her daughter has been let down by the nhs. Dr Lauren Phillips mother, andrea graham, who is herself a former nhs manager, has called on the Health Secretary to do more to support those on the front line of our hospitals. Marie ashby reports. Andrea graham comes to woolacombe bay in devon to feel close to her daughter. This is where her car was found abandoned. Dr Lauren Phillips, who was 26, had told her mother she was worried about starting a newjob in a e in bristol. Doctors have a fear that if they admitted they had struggled with a particular situation at work, or if they admitted that they were struggling from Mental Health problems, that that might be taken into account in future career, or it might demonstrate that actually, theyre not Strong Enough to be a doctor. Lauren did seek help, and was advised to sign up with a gp. The Nhs Practitioner Health service has supported thousands of doctors in london over the last 11 years. This month, it has been extended across england to cope with demand. Its medical director is a government advisor. Every year, if we compare it with the last year, we have had 100 more patients, so we are doing something to these wonderful young people, and i think what we are doing to them is not showing them kindness and compassion, and we are treating them as if they dont matter. The us secretary of defence says all remaining american troops in Northern Syria are expected to be relocated to iraq. Turkey has been carrying out an offensive against Kurdish Forces in Northern Syria following president trumps decision to withdraw us forces from the border region. A temporary ceasefire has been declared but both turkey and the kurds have accused each other of breaches. Its reported that up to 300,000 people have fled their homes since the offensive started. Our correspondent Barbara Plett usher is in turkey and spoke to me earlier. We are in day three now of the ceasefire, which is actually a ten freehold to the turkish offensive into these areas, adjust across the board in into these areas, adjust across the boa rd in syria. Those kurdish fighters have not done that yet. The turks say they are not besieging the towns but having said that they finally managed to get a convoy in last night, pulling up the wounded and are hoping to get a convoy in today. I mentioned the us troops being withdrawn from syria, many people say that gave the green light to turkey in the first place to start this offensive. What more do we know about them being relocated . That is something that the defence secretary, i think, is coming to the region to sort. He is on his way and his side, en route, that they can be relocated to western iraq. From there, they will be used to help protect iraq, but also continue operations against Islamic State. That is one of the concerns, the United States was allied with these Kurdish Forces to try and keep the Islamic State group from making a resurgence and so now that alliance has been disrupted, it isnt clear what will happen to that. They did not rule out the possibility of these troops carrying out counterterror operations from iraq, buti out counterterror operations from iraq, but i think he will be talking about those kinds of details and, as he mentioned, the troops are being withdrawn. They have consolidated to the west of the border and they will be continuing to pull out. Mostly to iraq but us officials, maybe not all of them, will be up to what host countries wanted.
