I can tell you that here in the eu there is zero appetite to drag out the Brexit Process any further at all. In fact we had from the french president Emmanuel Macron this evening saying that he did not think an extension was anyones interest. The fact that the Prime Minister has an accompanying letter tonight, expressing again his opposition to an extension, that will help eu leaders drag theirfeet an extension, that will help eu leaders drag their feet a little bit. First and foremost they are going to look to the Prime Minister to make good on his promise to them, just two days ago here in brussels, that they nearly negotiated brexit deal would definitely pass through parliament. And time, relatively speaking, is on borisjohnson and the eus side, because the brexit deadline is not today, it is at the end of the month under eu law. And eu leaders want to keep pressure on mps, they want to help focus the mind before they say yes you absolutely have a of time. In fact if they want to do, eu leaders could hold their emergency brexit summit to decide a new extension even on the morning of the 31st of october. But all of that said, if push comes to starve and time is running out, no deal looks like the only option, then after all these years, two Prime Ministers, two brexit deals, i cannot see eu leaders at this point closing the door in the eus that uks face. I think at that point they are likely to grant another extension but probably as short as possible and they will want to know what is for. Is it to final legislation, to hold a second referendum, a general election or even a referendum on their nearly signed off brexit deal . Lets start with evans this evening, these two letters have been sent, borisjohnson sent one requesting the way and another one saying he does not think a delay is a good idea. Requesting the delay. Is that a strategy would have you would have swung behind at number ten . We have gone from no letters 110w ten . We have gone from no letters now to two or three letters, and i think this is the only thing that the Prime Minister actually can do to keep within the law, but also to try and keep some kind of faith with his own do or die promise about leaving at the end of october. So i think he is trying to do both, but. Is it convincing, do you think that will convince them . think that will convince them . think it will because it is also doing it with this personal touch, the phone calls to the leaders, telling him that this is not his delay, it is parliaments delay, and what he actually wanted to try and get on with this. I think that is echoed in eu capitals as well, there seems to be a sense of fatigue, and there seems to be a sense of we washed up this hill quite twice now, you agree to deal with the parliament of the uk twice, for parliament of the uk twice, for parliament to then pull it apart, i dont believe there is an appetite to do it again without knowing what is next. Do you think they will give him the time and space, they will make a very leisurely decision on this extension . Definitely. Ithink they will take the time because they wa nt to they will take the time because they want to give up pressure on mps, ultimately this has always been about a lack of Decision Making in parliament, parliament has been very good at telling us what it does not want, what it wont accept, it has not been so great at telling us what it does want. This is what the eu are looking for, because that will have to go through, whatever the deal is, it will have to get a parliamentary majority. So they will ta ke parliamentary majority. So they will take their time, perhaps there will bea take their time, perhaps there will be a short technical extension to try and get any legislation through, but if it is a longer extension, that i think it will come up with some kind of condition, whether that is an election, referendum, something to try and move this forward. So mps have to make a decision. Maybe before we go to that, lets look at the numbers, numbers of the vote today. What do you into that, do you read into it that when it comes to a vote, possibly next week, that Boris Johnsons deal will get through the house of commons . Yes, i think so. I think he will swing it by a few votes. Todays vote was about effectively having an insurance policy by the wing of the party who dont trust the Prime Minister or the people around him, or certainly not the hato brexiteers on the back benches, that this approach does not ta ke benches, that this approach does not take us to know deal through the back door. So it was trying to buy that time and assurance hard core brexiteer. These other people, sir 0liver letwin and the former conservative rebels, who want to deal, they want to avoid no deal. So when it comes to a vote on the deal they are very likely, and some have said as much, to fall in line and supported, which does increase the Prime Ministers numbers. If you are sitting on number ten this evening, looking ahead to next week, what is the plan . I think the plan is to bring back the legislation probably as early as monday, and effect of the dairy mps debated down. Because todays vote, while is not great for the government, i dont think it is in certain peoples calculations, the end of the world. Because what it allows government to do is highlight how stagnated and stalemated parliament is, and to point out that actually parliament is trying to block something that you want to deal, we got a deal, parliament is not letting us take any further forward. And then enter any further forward. And then enter an election, which is people against parliament. So i dont think it is necessarily too bad, too much bad news for some people within number ten. Thousands of people have been gathering this area for the last couple of hours. They are gathering in the street that had done to the Spanish National police headquarters. The Prime Minister wanted mps to approve it in principle today, but they havent. And so, after this setback for the government, it needs to change tack again. Next week ministers will publish the Withdrawal Agreement bill that is the legislation which puts the deal into law. Expect an early battle over its timetabling, as well as its content. There will be many votes over many days, and the government may even ask mps to back the brexit deal in principle again, as soon as monday. The government still wants the bill to be law by october 31st and for the uk to leave the eu then, but after today all that could slip. Lets look even further ahead. A whole new phase of brexit will begin, if and when the uk leaves the eu with a deal. A transition period, during which little actually changes. This is the time both sides are meant to hammer out their future relationship on trade, security, and more. Ministers will set out the negotiating aims to parliament, and then the talking with brussels begins again. This transition period will last until the end of december 2020, but could be extended for another two years, if both sides agree. Some tory mps hate that idea, and today borisjohnson said he wouldnt want that either, but complex trade deals can take several years to negotiate.
