Today, us tariffs on eu exports come into effect after the World Trade Organization ruled that european plane maker airbus received illegal subsidies, 7. 5 billion worth of eu goods will be taxed. They faced ta riffs of goods will be taxed. They faced tariffs of about 10 and items like italian cheese, french wine, spanish olives, scotch whiskey and uk sweaters will hit with a 25 levy. Russell has threatened to retaliate with its own tariffs on 20 billion worth of us goods, arguing that american plane maker boeing also received subsidies. A former us trade negotiator told me how much how much of a problem this could be for the us and the eu. The dispute began 15 years ago. The formal dispute, but the issue has been out there since the 1980s. The tariffs may not impact a huge percentage of eu exports to the us but they are certainly on the most sensitive product, particularly from the air bus partner countries but also other eu countries the idea is to induce a response to have the eu funding mechanism changed. And that is why the politically sensitive products have been chosen. So it is a political problem as well as having trade implications. Why is that . These are pressed each product and it is also, you know, there is a parallel complaint that the eu has challenged us support for boeing. But that dispute is about eight months behind the us challenge to airbus. So the us is implementing the tariffs today and in eight months it is expected that the wto arbitrator will authorise the eu to enact some retaliation against the us. So how is this impacting trade around the world . These are wto authorised tariffs which are different from other tariffs. The ones the us are applying. And the more tariffs there are, the harder it is for traders around the world and it is also a threat to the us economy. World bank says the uncertainty around the uk exit from the eu and the us china trade war have been big drags on the economy. We sat down with the president of the world bank and began by asking about the impact of brexit. We have seen a slowdown in the uk itself. There has been one quarter of negative growth, that is the most dramatic part of it. But the most dramatic part of it. But the eu itself has slowed down quite a bit. In germany, manufacturing is in negative territory and so some parts of that are related to the uncertainty over brexit. Well, a plan that pleased everyone was never going to happen. Borisjohnson calls this one an excellent deal, though for remainers, its the worst yet. It takes mainland britain out of the eu trading bloc and allows the whole uk to strike trade deals, which they fear would leave us worse off than in the eu. For the dup and their staunch unionist allies, the big sticking points been how to keep Northern Ireland inside those trade deals while avoiding customs checks north or south that could inflame old tensions. The dup doesnt like it, but the new plan is for an east west Customs Border. All north south trade would be duty free no checks or taxes. But the dup hates the plan for checks on all goods from the british mainland to Northern Ireland. Why . Well, take a british car, say. Customs would need to know if its for sale in Northern Ireland with no taxes to pay, or if its heading for the republic and into the eu, because if some components came from outside the eu, there could be taxes to pay brussels. So with Northern Ireland being treated differently, the deal accepts the need for agreement from its politicans. A simple majority vote at the still suspended Stormont Assembly could decide to tear up the plan and let Northern Ireland be treated the same as the rest of the uk. The dup think its better to have a majority of both them and nationalists which would allow them to in effect have a veto. In the commons, the numbers must surely make Boris Johnsons head spin. To win a vote, he needs 320 votes. If the dups ten mps wont back him, some of his 287 tories would likely rebel too. So the pm needs votes from among labour mps and some former tory independents. And theres another big complication remain parties like the lib dems and snp could soonjoin mps on both sides in a big push for another brexit referendum.
