Scotlands world cup game with japan will go ahead kick off is in 45 minutes a win and a bonus point is the minimum they need if theyre to make it through to the quarterfinals. And coming up the new cardinals appointed by pope francis and the military action in syria are two of the topics of dicussion on dateline london. Thats in half an hour here on bbc news. Good morning. The family of harry dunn, the nineteen year old killed in a crash involving an American Woman, are flying to the united states, to raise their concerns about the case with politicians there. Anne sacoolas, the wife of a Us Intelligence officer, left the uk after the collision in august. Shes now said she wants to meet the teenagers parents. Earlier, i spoke to mark stephens, the lawyer representing harry dunns family, who explained what they are hoping to achieve by going to washington. One of the things they are hoping to achieve is that, by fleeing britishjustice, Anne Sacoolas effectively denied them the opportunity to understand what happened in the last seconds of harrys life and, as a consequence, theyve been seeking for some weeks now an explanation from her, an opportunity to talk to her so that they can get psychological closure on that part and move to the grieving part. At the moment, theyve been held in limbo and suspension so they are going to washington in the hope that Anne Sacoolas will see them. Her lawyers have put out a statement saying that is possible and, if it is, that should be a good thing for them. Her lawyers saying that she would like to meet harry dunns parents so she can express her sympathies and apologies for this tragic accident, so it looks like a meeting is probably quite likely. One would hope so. The other thing is youve got to remember that Anne Sacoolas, and it is a tragedy for that family, too, so it is important. The problem i think here is that we are seeing yet another mealy mouthed politicians letter from the Foreign Office here where they are saying mrs sacoolas, because she is in america, doesnt have diplomatic immunity. Everybody knew that all along. Diplomatic immunity only applies when you are in the host country, in this case the uk. It never applies once you go back to your own country. And i think it was the threat of the dunns calling her into court in america that has actually brought forth this suggested meeting. But do harry dunns parents want her to return to the United Kingdom . I think they would like to see justice followed. The usual course here, and her behaviour has been quite exceptional, almost unique, if you go to court, you say, i have diplomatic immunity, that is scrutinised by the court and if the court thinks that is right, then you are discharged and you carry on like a diplomat living in the country. In this case, the americans, british knew full well she wasnt entitled to diplomatic immunity, it wouldnt have withstood proper scrutiny in british courts and, so, she fled on a us transport plane back to america. I hope her letterfrom her lawyer says she wants to cooperate with the police. But, ultimately, that is not a matterfor the dunn family, that is for northamptonshire police, the chief cans to if she is to stand charges for manslaughter or whatever it is, then in those circumstances that is a completely separate issue. As far as the dunn family are concerned, they need this psychological closure on this particular stage so they can move to grief and some measure of healing within theirfamily. Mark stephens, lawyer for harry dunns family. More than 20 people injapan have died and over a dozen are missing after the most powerful storm to hit the country in decades. Typhoon hagibis brought record downpours some areas saw four months of rain in two days. Tens of thousands of troops have been deployed to help rescue and relief efforts. Rivers have burst their banks and homes have been buried under landslides. From tokyo, rupert wingifeld hayes reports. This is the town of chikuma in the japanese alps, much of it now under water. This town is far from the coast. People here were not expecting anything like this and many hadnt heeded warnings to evacuate. This morning they took to their roofs and balconies as military helicopters hovered overhead. Its been a race against time to get them out as flood waters threaten to sweep away some of their homes. Nearby a row of shiny bullet trains stands stranded amid the floodwaters, tens of millions of dollars in damage alone. In tokyo this morning people came to look in amazement at the swollen rivers. Here, the flood defences have mostly held but not everyone has escaped. One man died on the ground floor of this building as a nearby river spilled over its banks. Translation the water came up higher than my head in the house, it turned over all the furniture inside, it is like a washing machine now. Translation i cant go back home because the doors are blocked by furniture and other objects are washed away by the water inside. Yesterday, already by eight or nine oclock, the river was overflowing and the water rose above the level of the door. The scale of this storm has been astonishing. The area affected stretches for more than 1000 kilometres, the same distance as cornwall to edinburgh. Rupert wingfield hayes, bbc news, in tokyo. The cabinet minister, jacob rees mogg, has said the prospects of a deal with the eu are more positive than they were a week ago. Mr rees mogg said the Prime Minister could be trusted to deliver, and the cabinet would be briefed on the state of the brexit negotiations later today. Labour has warned the governments plans would be damaging to the economy, and urged mps not to back any deal brought back from brussels, even if there was a confirmatory referendum. 0ur political correspondent, peter saull, said this was the start of a big week for brexit. Those intense negotiations are continuing in brussels on an official level and Boris Johnson continuing in brussels on an official level and borisjohnson has a couple of phone conversations in the diary for a next couple of days with the likes of the german chancellor Angela Merkel and the french leader. We are told the message from downing street is a yes, the mood music is certainly more positive than it was a few days ago. But lets not get carried away. There are some quite big differences that need to be resolved. They have also got an eye on the potential numbers in parliament. Remember, next saturday we have this extraordinary setting where mps will return to vote, potentially only deal, if one is reached and if not, who knows what might happen. Jacob rees mogg, leader of the commons, a very respected figure amongst brexiteers and the conservative party has been doing the rounds today, relating to his tory colleagues, trust the Prime Minister on this. There is a line from churchill saying that he often had to eat his own words and he found it to eat his own words and he found it to bea to eat his own words and he found it to be a very nourishing diet and thatis to be a very nourishing diet and that is something that happens in politics. It is often about trust in the direction that we are going in. To go back to what we were discussing before we were interrupted by the kremlin is, i trust that borisjohnson interrupted by the gremlins. I trust borisjohnson to interrupted by the gremlins. I trust Boris Johnson to make interrupted by the gremlins. I trust borisjohnson to make sure that her relationship with your European Union is not one in which the uk is a vassal state. And that is where out a vassal state. And that is where our negotiations are leading to. The question is how will opposition parties reacted to a deal if it is brought back and how will they react in other circumstances that there is no deal as well. The democratic unionists key alongside the conservative brexiteers to get it through parliament. They are concerned about the prospects of Northern Ireland staying in a Customs Union with the eu. That is a p pa re ntly Customs Union with the eu. That is apparently a compromise that has been discussed at the moment or something along those lines anyway. What about labour . Well, labour has stated it will hold a general election if they were to get into power they would then hold a second referendum and have. Jeremy corbyn has said this morning that not u nless has said this morning that not unless there are some major changes to the one that theresa may put forward will be back a deal unless there are some major changes. There are some labour mps who could prove crucial to borisjohnson are some labour mps who could prove crucial to Boris Johnson in are some labour mps who could prove crucial to borisjohnson in all others who may well be prepared to back a deal. What does the shadow business secretary rebecca lum billy make of this . She has been taken to andrew marr this morning. On the basis of what is on the table so far borisjohnsons proposals basis of what is on the table so far Boris Johnsons proposals are incredibly damaging for our economy. Well see what will happen in negotiations and assess the deal on its merits when it finally comes before they has, if it does. If it is as it stands, the deal on the table is incredibly damaging and i would not add any other labour mps are any mp across the house to support those measures. Equally, we have the ban act, which requires the Prime Minister to secure an extension in the event that he cannot cure approval for a new deal brexit so that he can make future plans after a general election has taken place for example. So that is the labour point of view. Meanwhile, we had the queens speech tomorrow. Lots of pmp queens speech tomorrow. Lots of pomp and ceremony. The state 0pening of parliament. This is the opening of parliament. This is the opening ofa of parliament. This is the opening of a new parliamentary time, a very long period since the last one. And not ina long period since the last one. And not in a mcqueens speech by any stretch of the imagine eating and not a normal queens speech by any stretch of the imagination. It is likely this government will only be able to enact its plans if it wins a majority at that next general election, which is why labour are referring to this as a tory Party Political broadcast read out by the queen tomorrow. We are going to get 22 bills we are told one will be the key legislation to enact any basic deal that is about back from brussels. There are lots of other elements to look at as well to enact any brexit deal that is but back from brussels. Legislation are Mental Health and patient safety. There is another bill that we are going to hear about, as well as building regulations as well to avoid a repeat of the g re nfell tower Grenfell Tower disaster. According to the united nations, more than 130,000 people have been displaced from areas around tel abyad and ras al ain, towns on syrias northeastern border, as a result of fighting between turkish led forces and Kurdish Militia. According to the syrian 0bservatory for human rights, the death toll among kurdish led fighters has climbed to 104. Relief agencies have estimated up to 400,000 civilians in the conflict zone may require aid in the coming period. Arabic in cheelan peenar, a town on the turkish syrian border. He told us about the latest on the turkish offensive in syria. So it seems that the situation is still unstable we can say. Or not under fully control by the turkish army. But the important thing happened today that the Syrian Opposition militants declared also that they take control of the another town south of tal abyad the area which means that now the turkish army and their oppositions. Now they are fighting in the area or in the distance. Indeed about 18 kilometers from the turkish borders. That means that the operation is now more wider than what they declared three days ago. Anyway, the fighting will still continue until they declared that this morning that the more than a0 positions from the farms high hills and small villages now is under the Turkish Ground control from the beginning of this operation. And the kurds who are under attack are saying that one of the results of this fighting means they cant guarantee that they can keep prisoner all the Islamic State prisoners that theyre holding in Islamic State detention centers. And indeed weve had reports today that many families of those isis prisoners have now managed to escape. Thats right. I talked today with one of the commanders of the Syrian Opposition. First of all he said that the turkish air strikes did not hit any prison prisoners or any locations for those militants inside syria. And he said that this scenario is expected. The Turkish Authority declared yesterday that they will keep those prisoners in the same locations in the same areas when they will control about these cities. But the worst scenario, if they escape they will face they the bad future because they will be killed if not from the turkish army they will be killed army they will be killed from the Kurdish Militia because they are stuck in the middle. The turkish Authorities Say that if we took them we will start negotiation negotiation with them countries. And i think this means that this thing that is now its under the thinking or whether they are trying to find a solution for them. I corresponded on the turkish syrian border.
