The labour leader, Jeremy Corbyn, is in northampton setting out labours plans for transforming britain ahead of any forthcoming general election. Mr corbyn is expected to call borisjohnsons queens speech next week a farce, as no programme can be delivered with a majority of minus 45, and will say that the Prime Minister is using the queen to deliver a pre Election Party political broadcast for the conservative pa rty. Lets look at northampton. We havent got that picture at the moment, we had it a second ago, but we will be there when that speech begins. The Prime Minister will meet his irish counterpart leo varadkar later, in an attempt to find enough Common Ground to reach a brexit deal. Borisjohnson will meet the taoiseach in the north west of england at lunchtime. The prospect of agreement seems remote as each sides plan has been rejected by the other, and the eu summit, where any deal would have to be signed off, is just a week away. So what is the view from westminster . Our assistant political editor, norman smith, is there for us now. The two of them are talking, but there are no new proposals on the table, so what are the chances there will be anything emerging out of this that could transform into a deal in such a short space of time . I think the honest answer is the prospect is negligible because, as you say, there is nothing new substantive to discuss or to bridge the divide between them. The British Governments proposals, as we know, have been rejected by everyone and anyone in brussels and the eu hasnt come forward with a counter offer because they take the view it isnt up because they take the view it isnt up to them, its up to the British Government to come up with answers to the Northern Ireland border. So although the two men are meeting and although the two men are meeting and although they both want to get a deal, its hard to see, given the very short time frame left, how this will be possible, which is why mines are now turning to the likelihood of general election, if, as seems quite possible, we have to have a further delay to brexit. But i think mr corbyn is about to make his big speech now, setting out labours pitch for that election, and also saying that his party is now champing at the bit to have an election rather than to go down the road of trying to engineer another referendum. His favoured option is to go straight for a general election. That has caused some disquiet in his party from people fea rful disquiet in his party from people fearful that it risks turning, in effect, into a brexit election, which will drag out labours drown out labours anti austerity message, and also some nervousness as to how far labours rather precarious position on brexit, where it will try to negotiate another deal but wont necessarily back that deal but wont necessarily back that deal before putting it to another referendum, a bit of nervousness about how far that would be exposed in an election, and the polls are not good either, with the fear that borisjohnson could not good either, with the fear that Boris Johnson could emerge not good either, with the fear that borisjohnson could emerge with a clear majority, paving the way for a no deal brexit, exactly what labour are trying to avoid. So there is a degree of disquiet in labour ranks, and we heard it from Emily Thornberry a short time ago, when she was speaking on the Victoria Derbyshire programme, saying she feared exactly that, that the election risked turning into a quasi referendum. So there is disquiet about that. But lets have a listen to whatJeremy Corbyn is going to say. Because this government is not going to put any legislation before parliament. It has a majority of 45. But there is one area where borisjohnson has a 100 record, and i commend him for it, he has been defeated on every vote he is put to Parliament Since becoming Prime Minister, and he is seeking a general election which will rapidly end the parliamentary session which the queen is about to open. Holding a queens speech before trying to call an election is a cynical stunt. He is using the queen to deliver a pre Election Party political broadcast for the conservative party. And it wasnt long ago thatjohnson was pretending not to want an election. Now he is pretending that it is labour that doesnt want one let me address him directly. Prime minister, we cant trust not to break the law, because youve got form. Applause we cant trust you not to use this period of an Election Campaign to drive our country off a no deal cliff edge that will crash our economy, destroy ourjobs and industries, create shortages of medicine and Food Supplies and endanger the Peace Process in Northern Ireland and damage the good friday agreement. So its simple. Obey the law, take no deal off the table, then lets have the election. We are ready, we are ready. There is only one reason it hasnt happened yet. We cant trust you. We might just be weeks away from the first queens speech of the Labour Government, and that queens speech will be very different. We will put forward the most radical, hopeful, people focused programme in modern times, a once in a generation chance to rebuild and transform our country. It will let the people decide on brexit, build an economy that works for all, change government so it works for you, tackle the Climate Emergency and reset our global role to one based on peace and human rights. So today i want to give you a preview of labours plan for real change. The first task of a Labour Government will be finally to get brexit sorted. After three years of tory failure, its time to take the decision out of the hands of politicians and let the people have final say, so a government will immediately legislate for a referendum. That referendum will not bea referendum. That referendum will not be a rerun of 2016. Nobody knew what a deal with the eu would look back then, and the prospect of no deal was dismissed out of hand by leading leave campaigners, including Boris Johnson and michael gove at the time. This time, the choice will be between leaving with a sensible deal and remaining in the eu, two clear options, both agreed with the eu. No false promises, no bluster. So, within three months of coming to power, a Labour Government will secure a sensible deal, based on the terms weve long advocated and discussed with the eu, trade unions and businesses, including a new customs union, a close Single Market relationship and guarantees, absolute guarantees of rights and protections and, of course, respect for the wonderful good friday agreement that was reached. Within six months of being elected, we will put that deal to a public vote alongside remain and, as Prime Minister, i will carry out whatever the people decide. There is nothing complicated about that position. Its really very simple. Labour trusts the people to decide. Labour is the only party that can and will deliver a public vote. The tories and lib dems have taken increasingly extreme and, frankly, undemocratic positions which have sown further divisions. Borisjohnsons conservatives are pushing the country conservatives are pushing the cou ntry towards conservatives are pushing the country towards no deal, for which they have no mandate, which is opposed by most of the public and which would open the way to a race to the bottom in our rights and protections, to get a one sided trade deal with donald trump stop but labour will get brexit sorted and bring our country together, because years of bickering over brexit have become a barrier to delivering the real change this country needs. To do that, we need an economy that works for the many, not just the few at the top. Todays gdp figures show our economy is contracting. We are on the brink of recession. Productivity is down, peoples Living Standards are lower today than ten years ago. That is the tory record. A labour covenant will rebuild communities across britain with investment on a scale our country has never known, bringing newjobs and fresh growth to every town, city and region and the nations which make up the uk. We will upgrade our creaking infrastructure with a £250 billion Public Investment into energy, housing and transport through a National Transformation fund, and establish a National Investment bank to make a further £250 billion available, through loans to businesses and cops to get our economy moving. Businesses and cooperatives. Grotesque inequality is the result of a deliberate effort to tip the balance of power away from workers towards the privileged elite that borisjohnsons conservatives represent. For too many people, work now means longer hours, more stress and greater insecurity. Pay is still lower than it was a decade ago. The chancellor, sajid javid, has said the minimum wage will not rise above £10 an hour until 2024, and only for those aged 21 and over. So a Labour Government will immediately raise the minimum wage to £10 an hourfor all will immediately raise the minimum wage to £10 an hour for all workers from the age of 16, and will deliver the biggest extension of rights for workers our country has ever seen. Applause we will create a new ministry of Employment Rights and give workers a seat at the cabinet table, and strengthen the democratic voice of the workforce through collective bargaining. Every workerwill the workforce through collective bargaining. Every worker will have full rights on day one of a newjob, entitling them to sick pay, holiday pay, parental leave and protection against unfair dismissal. A new work isprotection agency will ensure all of these rights are properly enforced, and will create a working Time Commission to reduce the average working hours to 32 per week within ten years and, to truly rebalance power in peoples lives, we need to go further. So labour will give workers a say and a stake in their workplace by ensuring a third of the seats on Company Boards are reserved for worker directors are by the workers. And we will require all Large Companies to create inclusive ownership of funds, giving workers a share the fruits of their labour by paying a dividend of up to £500 per year. Too much talent in our country is squandered, not through any fault of the individual but because austerity has closed down opportunities for people. I believe the point of government is to do the opposite, to open up opportunities and allow everyone to reach their full potential. And that begins with education. The tories have starved our schools of cash and, along with the lib dems, saddled a generation of young people with a lifelong debt burden. You know this yourselves from every school you go into. A Labour Government will create a National Education service, providing Free Education for eve ryo ne providing Free Education for everyone throughout life, as a right, a right to education, not a privilege to those that can afford it. Applause so we will scrap University Tuition fees, given our school is the funding they need. Cheering and applause. And enter the academies and Free Schools Programme and bring all our Schools Programme and bring all our schools into a democratically accountable schools into a democratically accou nta ble system, schools into a democratically accountable system, the family of local education that can be achieved. And the academies and free schools system. We will free our Young Children from the unnecessary our Young Children from the u nnecessa iy stress our Young Children from the unnecessary stress of over testing by ending key stage one and two tests, and we all know that early yea rs a re tests, and we all know that early years are actually the most important time of your life. We will rebuild what was a great achievement of the last Labour Government, which was sure start. Applause and introduce universal Free Childcare for all two, three and four micro year olds, so they get their great opportunity of socialising and learning together before they go on to school later on. For a decade, before they go on to school later on. Fora decade, our before they go on to school later on. For a decade, our National Health service has been run down, carved up and diced up, ready for privatisation. A Labour Government will reverse this process. We will repeal the tory lib dems privatisation act of 2012, otherwise known as the health and social care act. We will give our nhs the resources , act. We will give our nhs the resources, equipment and staff that it needs, which will mean more gps and nurses and reduced waiting times. And, under labour, prescriptions in england will be free, as they already are in wales and scotland. Applause and anyone thats been through the pain of friends or relatives that have got serious, life threatening conditions, we are going to make life saving medicines available to all by ensuring that Big Pharmaceutical Companies can no longer hold our nhs to ransom. Applause the prices the companies demand dont reflect the cost of the drugs they make. They simply charge as much as they can get away with. So we will use a compulsory licensing system to secure generic versions of patented medicines and create a publicly owned drugs manufacturer to supply cheaper medicines to our nhs, saving Health Service money and saving Health Service money and saving lives, and ensuring medicines are available to all, because some are available to all, because some are not and can only be bought at enormous cost from elsewhere. Only labour can be trusted with the future of our National Health service. After all, we are the ones that created it. Applause but health is other things as well. £8 billion has been taken from social care budgets of local authorities since 2010. Just reflect on that figure, £8 billion since 2010, only nine years ago. 87 people die every day while waiting for the ca re die every day while waiting for the care they need. Its a disgrace and, frankly, that we treat older people in this way has to change and has to be addressed. So we will introduce free personal care, providing help with daily tasks like bathing, washing and preparing meals. This will be the First Step Towards creating a National Care service, easing the fear of getting older, but also the fear for the families who have to give up work, opportunities and so on in order to ca re opportunities and so on in order to care for older relatives. They love them, but i believe care should be provided by the public as a whole and not force individuals, nearly a lwa ys and not force individuals, nearly always women, to give up jobs and careers in order to care for older people. Applause lets have some dignity in our society. And if i told you that our Social Security system has been deliberately removed and replaced with a harsh and uncaring ethos, you might think, well, yes, jeremy, he would say that, wouldnt he . But if i told you those arent my words but the damning verdict of the united nations, no less, you get a sense of the damage wrought by nine years of tory austerity on the lives of people in this country. Applause their policy of universal credit pushes people into the jaws of loan sharks, forces proud women and men to depend on food banks, and turfs families out of their homes because of the debt theyve been forced into by universal credit. The tories promised they would make work pay, but more and more people are falling into poverty but have jobs. So we will change the whole culture of the dwp. It will become the department for Social Security, to give people dignity and respect. Social security should not be about forcing women into the indignity of having to fill out a four page form to prove their child was born as a result of rape. 500 women had to do that last year. So labour will scrap universal credit and introduce an emergency package to immediately end its worst aspects, ending the benefit cap, and what i believe to be the immoral two child limit, we will stop what has now become 300,000 children being pushed into poverty by this system. And, yes, that means the end of the disgusting rape clause as well. We will enter the five week wait for the first payment and we will end the first payment and we will end the tories vicious sanctions regime, and with it the bedroom tax, because we are committed to reducing poverty. Applause and, because of our commitment to reducing poverty, we will end the benefit freeze, which has damaged so many peoples lives, but we will control welfare spending by tackling low pay and insecure work and the rip off rents. That is where the property comes from, low pay, high rents and the freeze on benefits. Thatis rents and the freeze on benefits. That is where the poverty comes from. Social security should not be subsidising bad employers and greedy landlords. Applause labour sees a decent home is a right old to all, not a privilege for the few. Is a right which is owed to all. So we will build a million genuinely Affordable Homes over ten yea rs, genuinely Affordable Homes over ten years, the majority for social rent, with the biggest House Building programme ina with the biggest House Building programme in a generation. And let me say this today, world homeless day, in the fifth richest country in the world, nobody should be forced to sleep rough. Applause we. We all know its wrong, and its labour that will end rough sleeping. After the horror of grenfell, its astonishing the tories are still failing to make our tower blocks say. Nine out of ten private blocks, with grenfell style cladding, havent had it replaced yet. Grenfell happened in 2017. We will ensure that people are not living in death traps, and we will deliver justice for grenfell. Living in death traps, and we will deliverjustice for grenfell. They have suffered for too long. Applause under the tories, our communities have become less safe. Violent crime has doubled. As diane has explained, often in parliament. Think about that the next time you see the Prime Minister using Police Recruits as a backdrop for his latest election gimmick. A Labour Government will increase the number of uniformed officers, pcs owes pc sos and uniformed staff. But police cuts are not the only reason Violent Crime has doubled, is also the wider impact of austerity, including the closure of youth centres, 750 of which closed their doors since 2012. That is seven years ago. Too many young people today are growing up with nowhere to go and no one to speak about their lives. I was in a youth centre last week in london. It was a lovely youth centre, willingly done, and the sense of creativity and imagination was in that scent and imagination was in that scent and the young people told me how much they valued it, and it opened their horizons and lives, the things they could do in their lives when they could do in their lives when they went there after school. I want that kind of youth centre for every young person in every part of this country, including northamptonshire. Applause this isnt just about applause this isntjust about crime. The experiences of our youth can shape our entire lives. It should be a time to discover arts, enjoyed sport and develop friendships, so we will guarantee every young person access to Youth Services in their community. That is the labour pledge for young people in our society. Applause women have borne the brunt of tory austerity, turning back the clock on gender equality. Labour will put women right at the heart of our programme for government, creating a stand alone department for women and equalities to ensure gender equality is prioritised. Labour is the party of equality. We will bear down on sexism, racism, homophobia and all forms of discrimination, wherever they exist in our economy and in our society. And we will deliverjustice for the victims of the windrush scandal, those wonderful people that came to this country. Diane is the daughter of the windrush generation. Applause and theyve done so much to enrich our lives and deliver Us Health Care and so many other things. Its disgraceful, the way they were treated by theresa may and the tories. Yesterday, the sickening anti semitic attack on a synagogue in germany is a truly terrifying reminder of where hatred and racism ultimately leads to. So we stand together as a society, as a community, against racism in any form whatsoever, be it the far right, anti semitism or homophobia, we will not tolerate it in any form. We can all be united on that, i hope. Applause many of the measures i am outlining today will be delivered at the local level by local councils, but local councils and local services have been gutted by the tory government, with lib dems support, since 2010. The ultimate symbol of that is right here in northamptonshire. Conservative run council collapsed. Ill put it simply. A Labour Government will properly Fund Councils and services and restore the sense of place and pride that comes from having good local facilities, and the thriving, lively high street, not a place of roller Blind Shutters and closed businesses. And the same goes for basic services, which have been carved up and often fleeced by private owners. The privatisation of our utilities, which are natural monopolies, has been a failure. People are sick of paying through the nose for a service, while billions are handed over to shareholders. So labour will bring rail, mail, water and the energy grid into Public Ownership. Cheering and applause. Public ownership run by and for the public, not for profit, and a Labour Government will take the railways back into Public Ownership, invest in public transport, including crossrail for the north from liverpool to hull and up to newcastle. And we will reinstate bus routes and establish municipal companies, making free travel available for the under 25, while maintaining the pensioner s bus pass. Buses are a crucial part of our lives and communities and communities and more people use buses and trains in total in the uk. Our Public Transport Network is falling apart just when our Public Transport Network is falling apartjust when the Climate Emergency means we need it more than ever. If we are to have any hope of keeping global temperature rises to a manageable level, we need immediate action. I want to thank groups like extension rebellion for educating us and pushing this issue to the top of the agenda. The governments target of reaching net zero emissions by 2050 is too late and the tories are doing little to meet it. In fact, investment in clea n meet it. In fact, investment in clean energy has fallen now for three years running. A Labour Government is fully signed up to a green new deal. We are already working closely with trade unions and the Scientific Community to develop the most radical climate targets in the world. In government we would entrench this into law by updating the Labour Governments great achievement of the Climate Change at, which David Miliband pushed through, which would be consistent with the Just Transition for workers. The urgent need to reduce our emissions is the starting point for the green industrial revolution. We would unleash it in every pa rt revolution. We would unleash it in every part of our country, creating hundreds of thousands of skilled jobs across britain, and building a cleaner, healthier and more rewarding economy for the future. Yesterday, i visited a state of the art wind turbine facility at southampton, and discussed our plans for an increase in the offshore wind capacity. That would create 70,000 jobs, that is the kind of ambition we need, the ambition that will ensure we reach our targets and make our contribution to saving our planet. Under our plan, the public would ta ke under our plan, the public would take a 51 stake in the new offshore wind farms and will reinvest those profits in coastal communities and in other green measures. The local communities will decide how that money is spent. Lets be clear, labour will ban fracking in this country. Cheering applause and we will roll out a street by street Insulation Panel and fit solar panels to 1. 7 million rooms, double the electricity sources, and remove the unnecessary barriers are there. We will make sure every single new house built is a zero carbon home. The Climate Emergency is actually an issue of global security. And unlike other global issues, it demands cooperation and diplomacy. The invasion of Northern Syria by turkey is completely unacceptable. More violence is never the solution. To end war we have to make peace, which is what all sides should do now. The syrian Peace Process must mean peace and security for the Kurdish People as well, whose voice must be included and heard. Reckless military interventions made britain and the world dangerous place. The wa rs and the world dangerous place. The wars in iraq, afghanistan and libya, frankly, have been disastrous failures. They have devastated those countries and field terror and insecurity rather than opposing it. Currently the Prime Minister has the power under the Royal Prerogative to launch military action without recourse to parliament. Boris johnson, a Prime Minister without a majority, has talked about sending troops to saudi arabia to confront iran. Another disaster in the making. I tell you this, i would be a very different kind of Prime Minister, one who is prepared to limit my own powers in the public interest. That is why a Labour Government would introduce a war powers bill to ensure no Prime Minister can bypass parliament to ta ke minister can bypass parliament to take our country to war. Applause the alternative queens speech i have set out today, and what i have set out is the most transformative, radical and Exciting Programme ever put before the british electorate. With remain, i would want to see reforms to the European Union. On the question you raised about the immunity, iam question you raised about the immunity, i am alarmed and very concerned about that. For somebody to be killed in our country and the person who did it then to flee to the United States and then claim diplomatic immunity is completely unacceptable. I know the family went to see dominic raab yesterday. We would put every possible bit of pressure we could on the United States and if we could, mount legal action within the United States, we would do so. It is not acceptable for somebody to seek diplomatic immunity when a wholly innocent individual has been killed by the behaviour of somebody else. Applause over extension rebellion, i think we have to understand the passion and the motives of those who are taking pa rt the motives of those who are taking part in the protests all over the country. I dont condemn them, i recognise their passion and what they are doing and i have met very large numbers of them, from Young Children through to older people, who fully understand what is happening to our planet and one our political system to reflect that. The rebellion that is taking place in london and in other places, i think theyre right to protest has to absolutely be upheld, that is what our democratic rights are all about. But obviously. I mean, its right along the length of this border, about 200 miles or so. Turkish Authorities Say they want to push about 20 miles deep, so this will take several days, and i think the big question is how much resistance Kurdish Forces will actually put up. Put quite simply, they are no match for the Turkish Military which, lets not forget, is a member of nato. And do the turkish authorities have a plan for what to do with all of those is fighters and their families that are currently detained by the Kurdish Forces . If they have a plan, they havent made it public. What we know is that President Trump has said that the responsibility for is fighters in this part of Northern Syria will ultimately reside with the turkish authorities, but they are fighting the kurds, and its the kurds that have the is prisoners in detention facilities. We know that two high profile members, the so called beatles, were taken away into american custody sometime yesterday. Its not clear where they have been taken. But that suggests there was some coordination perhaps between the americans and the kurds, as well as the turks. But what we are talking about is thousands of is prisoners in kurdish detention facilities as well as tens of thousands of women and children, and kurdish fighters will say they simply dont have the resources to look after that number of is prisoners, and the big fear is that is prisoners could simply stage a break out and that group could well stage a comeback in this part of Northern Syria. We also got clarity or confirmation of labours brexit strategy, which is, in the event Jeremy Corbyn wins that election, he said labour would legislate immediately for another referendum but, at the same time, would begin renegotiating a new brexit deal, which he believes they could com plete which he believes they could complete in three months, and then within six months of a labour election victory they would hold another referendum with on the ballot paper labours revised deal or staying in the eu. The other thing we got is confirmation of what a long Shopping List of promises labour are going to have in their ma nifesto. Labour are going to have in their manifesto. A pledge to scrap universal credit, scrap tuition fees, scrap the benefit freeze, free prescription charges, free personal care, free social care, £10 hourly minimum wage, fourday care, free social care, £10 hourly minimum wage, four day working week, £250 billion infrastructure programme, and on and on. It is a massive programme. There is a short delay to where martin is. Let me begin by asking you, what is the latest situation on the ground there, in terms of this offensive and any kurdish response . Well, just in the last minute or so, we heard turkish shelling going on behind me. You might be able to see a plume of smoke. That is in a syrian town, one of the town is that this turkish offensive is targeting, and thats not the first time that that happened this morning. We know that happened this morning. We know that turkish tanks are in that town. We know that there were fierce clashes overnight between turkish soldiers, fighting kurdish fighters from the Syrian Democratic forces. So its a tense situation along this border, with shelling in another town about 50 miles from where i am standing. We spoke to one man earlier today, and he said again there was turkish shelling and again turkish jets were circling overhead. So what we are seeing is turkey moving into Northern Syria. The idea, from their point of view, is to push the kurds out and create what they say is a safe haven, which will allow millions of syrian refugees, currently residing in turkey, to return to their homeland. It is proving to be a disastrous mix for children with the number of overweight and obese School Pupils growing fast. Now a hard hitting report from the former chief medical officer suggests radical action, including banning food on public transport, tax breaks for healthy food and extending the sugar tax. Government needs to be bold and it can make a difference. And the public are asking for this. They believe, the public do, that government should protect the children. Todays report lays out the challenge posed by childhood obesity. On average in a class of year 6 Primary School children, six of 30 will be obese, twice the number compared to 30 years ago. In england alone, 1. 2 million children are clinically obese. This feeds into diseases like type ii diabetes, once rare in children, but there are now 100 new cases each year. Here is one solution. A mile every morning is part of the routine for pupils at this Primary School in south london. It is an important part of the day. Getting active before lessons helps with concentration levels and encourages healthy habit. A small step towards combating the growing danger of obesity. If they are not running, they can walk. At the beginning we had a couple who said they were tired and sat down and getting past that is the expectation to keep going. There have been some successes. Tax on sugary soft drinks has seen a dramatic reduction in the amount of sugar being consumed. But the report today calls for the government to go even further. The aim, to ensure that schoolchildren like these have the chance to make healthy choices. The uks economy is expected to avoid a recession despite new figures showing a surprise contraction in august. The economy shrank by 0. 1 during the month, the office for National Statistics said, but growth in july was revised upwards to 0. 4 . In the three months to the end of august, the economy grew 0. 3 , indicating a recession can be avoided. The ons said weakness in the Manufacturing Sector was offset by buoyant tv and film production. When youre on holiday, the European Health insurance card, known as ehic, allows you to get medical care forfree, or at reduced cost, in 31 countries. But, if the uk leaves the European Union without a deal, only three countries say they will offer anything similar. The government advice is to take out travel insurance. But the Insurance Industry is warning about price rises, especially for people with medical problems. Catherine burns reports. Michaela sheehan loves yoga, as a way to look after her mind and body. It tends to relax my muscles if ive had a seizure. Its not always easy though. She has epilepsy and is struggling to get it under control. Her first seizure happened when she was a teenager in paris. I was in disneyland on a school trip. I was queueing for a ride and i had a seizure. I was taken to hospital by ambulance and they did blood tests and observations every 15 minutes, and i was in hospital the rest of the day, and it was all completely free because of my ehic card. Michaela always takes her ehic card on holiday, if she can. It means she can get medical care for free or at the same reduced cost locals would play. Even with the card though, she has more expensive travel insurance because of her health. This is me and my boyfriend. So, for this holiday, i paid £60 for the week for travel insurance, whereas he paid £23 for the year. British people travelling abroad to get about £150 million worth of treatment a year using the ehic scheme. If we leave the eu with a deal, that would continue, at least temporarily. These 31 countries all accept ehic cards. Essentially, its the eu, plus switzerland, norway, iceland and liechtenstein. The government has asked them to continue taking ehic until the end of next year, no matter what happens with brexit. So far, only one, spain, has agreed to do so. Ireland and portugal have different plans but, essentially, they will continue to treat british tourists, even if there is no deal. There is nothing in place yet for people travelling to the other 28. The government says its still trying to sort more health care deals though. It adds that it always tells people to make sure they have travel insurance when they go on holiday, and that is still the official advice, but there is a warning from the uks largest travel insurance provider. If nothing changed between now and the 31st of october and there was no deal, then i am expecting prices to go up, but we dont know by how much. She accepts that, for people like michaela who have long term Long Term Health problems, any price rises would be higher. I feel like its definitely putting a label on us now saying, you have to pay more for this because of your epilepsy. Michaela says, when shes booking her next holiday, her only real choice will be those countries have agreed to carry on treating british tourists as they do now with ehic. Hungary is heavily dependent on Russian Energy imports, oil and gas. Although there is talk about the need to diversify, the need for alternative sources right now, this reliance on russian fossil fuels is a factor in shaping relations between budapest and moscow. The government says dont mistake economic pragmatism for hedonism. Accusing hungary of any kind of pro moscow sentiment is ridiculous. We cannot have a more specialised relationship with russia than any other european country because they are confronted with the rules of the European Union. But moscow does spot opportunities here. Even if you have no growth in september, for the full quarter we will be looking at about half a percent growth, that is 2 over the year. The problem is, as mark carney said, 0. 5 sounds good, but it will not last. One of the reasons why this has been so volatile is you have had stockpiling. People have been bringing in goods and producing goods on the assumption we will see a hard brexit and they are preparing for that eventuality. If it does not happen, what we will see is the stockpiling turning into a stock reduction in the final quarter of the year. That will weigh on gdp. I would not be surprised if you had a good 0. 5 in quarter three and possibly 0. 4 in the final quarter. That is interesting. What policies are making about it, we heard one member of the bank of England Panel say deal or no deal, the next move in rates could be down. There is a mood shift going on here. Yes, there is. What the bank of england is saying is by the end of their forecast, based on normal expectations for things like sterling and Interest Rates, you might even look at inflation below the target in three years time, not above it. If that is the case, the bank of england should be thinking about cutting rates. They have already done a whole heap of things like quantitative easing and cut Interest Rates over the course of the last few years, but they are still only at 0. 75 . If the worst was to happen and a full blown recession were to occur, there is not a great deal of room for manoeuvre, they cannot cut policy rates that much further to support the economy. Not much ammunition left and all this is happening at a tricky time. When you look at Major Trading partners they also are having problems. To what degree can we blame them for what is going on in the uk . We have seen a number of production numbers in europe over the past week and they have been relatively soft. There has been some improvement in some countries, but the picture is not really much change. It is one of manufacturing output slowing, trade weakening and many concerns about all of these geopolitical risks, we are talking about brexit and the trade talks between china and the us, which are ongoing. All of those are weighing ongoing. All of those are weighing on business confidence. One of my biggest concerns is if we start to see the weakness in the manufacturing and trade sectors and they start to sink into the much Bigger Service economies. If that is the case, you might well see much slower Overall Economic growth, you might seea slower Overall Economic growth, you might see a recession in the uk next year, and that would require a policy response.
