Britains Prime Minister will offer the European Union his plan for brexit on wednesday. Borisjohnson insists it is his final offer and that the uk will leave the eu at the end of this month, even though parliament has passed a law to prevent him doing so without a deal. A major issue is the border between Northern Ireland part of the uk and the Irish Republic part of the eu once the uk leaves the Eu Customs Union and Single Market. Tim allman hast the latest. Rolling up his sleeves and one last push for a brexit deal. Boris johnson putting the finishing touches to his conference speech. He will spell out his plans for how the uk will try and leave the eu. As so often, the real sticking port point is the border between Northern Ireland and the republic of ireland. Prime minister s proposals include what is described as two borders for four years for Northern Ireland. That means a regulatory border between the uk and Northern Ireland in the irish sea, until 2025. And there will be customs checks between there will be customs checks between the north and the republic although borisjohnson the north and the republic although Boris Johnson says the north and the republic although borisjohnson says they the north and the republic although Boris Johnson says they will the north and the republic although borisjohnson says they will not be of true sin. If the eu will insist on customs chair, as we come out, then we will have to accept that reality. And there will have to be a system for customs checks away from the border. The irish dont sound too keen. The foreign minister tweeted non paper equals nonstarter. Time the eu had a serial spirit proposal from the nonstarter. Time the eu had a serial spirit proposalfrom the uk government if a brexit deal is to be achievable by october. Northern ireland and ireland deserve better. Avoiding a hard order is seen by many as vital. If the good friday agreement is to be honoured. That was the deal the end of the troubles, the violent trouble struggle between the ira and the British Government to one of the architects of that agreement remains to be convinced. The good friday agreement tried to solve the issue of identity by allowing people to feel british, irish or whatever. Put ina feel british, irish or whatever. Put in a border and that will be destroyed. The signs around the conference they get that done. If the eu in the uk cannot agree, then irelands reaction suggests that maybe difficult, how to get brexit done will remain the number one question. With me isjonathan charles, hes the director of communications, European Bank for reconstruction and development. Good to see you. What is interesting other words that boris is using here. He says that this deal being presented will form the basis of a compromise. That is key. It is clear that he thinks there will be compromised but how much will come from him and how much from the eu. think this is fascinating. We have gone from a position of no borders in ireland to this proposal which seems to suggest there will be two borders, one potentially in the irish sea, the other one somewhere, perhaps not right on the border is his suggestion, but within a few miles of, between the republic of ireland and Northern Ireland. Is this enough was to mark well, at least he offers the parts of the Irish Economy in the north will stay in the single economy until 2025. That is certainly movement but it does not go far enough. On the other hand, the eu now want to be seen to be talking. They will start talks. I dont think they will reject this com pletely dont think they will reject this completely but they want further concessions. Ive heard Boris Johnson say this will be a final offer but i dont suspect it will be because this is a negotiation. How much noise do we hearfrom because this is a negotiation. How much noise do we hear from the because this is a negotiation. How much noise do we hearfrom the eu side . There was one source at number 10 indicating that if we really had some briefing against the uk position that could be bad news. I was getting any of that yet . We are certainly hearing from the Irish Government in the south, unhappiness about this potential deal we will wait for the details later today. There are suggestions that ten downing st is saying to the eu that we will give you the details but we do not want the made public because that makes negotiation difficult. This was the leaked plan about the buffer zone. The Boris Johnson this was the leaked plan about the buffer zone. The borisjohnson came back from that and said it was an old plan and had been updated. What we are hearing seems to go beyond that stop though i think there has been movement from the non papers they were called, delivered to brussels last week. We are seeing movement but time is tight. We can have ten days of negotiation but in the end the commission will want to protect the Single Market. That is the priority. They will not allow britain to chip away at the Single Market for some kind of deal that undermines it. At the moment from what we hear about this potential offer it certainly will not go far enoughin offer it certainly will not go far enough in that respect for the eu and will not go far enough either to protect the good friday agreement. So this is the start of a discussion and a lot will really depend on how far borisjohnson and a lot will really depend on how far Boris Johnson decides and a lot will really depend on how far borisjohnson decides to move. Thank you very muchjonathan. Youll be back later in the hour to talk about some of the newspaper stories. Police in hong kong have defended the shooting of an 18 year old protestor in the chest. Its the first time in months of demonstrations that a protestor has been injured by live ammunition. Police say the officer opened fire because he felt his life was under threat. The bbcs mariko oi is in hong kong. It seems that for the time being calm has returned to the streets . Indeed, i guess if you were watching the pictures from last night of the violent clashes we saw in the city of hong kong, you may be wondering how is it possible that the streets of hong kong have returned to normal. But this has become something of a new normal now with violent clashes on the weekend or on special occasions like today when china was celebrating the 70th anniversary since the foundation of the peoples republic of china. Of course, after the 18 year old protester was shot in the chest it has really started a discussion about how the police use live ammunition. Protesters have been sitting outside his school to show support. Some students are saying that they should boycott school as well today. Joining me now as a Hong Kong Based writer who has been following these protest closely. Thank you forjoining us today. So the shooting last night, we are now starting to see a lot of forensic analysis of what happened. It is good news that he is now in a stable condition. But what is your assessment of what happened last night . The footage has been interesting now that a footage from a number of angles has come out. Clearly, Police Officers had reasons to be concerned for their safety. The question is did they have concern for their life. That is the first issue raised by the footage to the second law concerning issue is that the officer had in his other hand a shotgun that fired non lethal ammunition. Why he chose to use the lethal munition rather than the gun was a big question when protesters were only armed with steel bars and batons and nothing in immediate danger of threatening their life. After witnessing one of their life. After witnessing one of the west violence i think it is fair to say, yesterday, we expect more protest today of what they accuse as police brutality. But once the what is the next move of the protesters . What is the next move of the protesters . You have been following them carefully. There is a sense of determination. I dont think the protesters will be cowed or frightened by this development. There is still a great deal of anger at the police and even intensified by what has happened yesterday. At the same time, there is a sense of desperation among protesters that we have been coming out week after week and been clashing with the police, what more can we do . It will be interesting to see in the coming days whether indeed the protesters choose to escalate further. They dial it back to a non violent form of protest in a way of response . It will be interesting to see. And i do not think they will back down or walk away. We also have about 100 protesters arrested on sunday appearing in court and about a thousand other protesters have shown up thousand other protesters have shown up to express their support. One of the demands of the protesters is the amnesty of the arrested protesters. You are also a lawyer. Is that a reasonable request from the rule of law point of view . I dont think so. One of the core values i think eve ryo ne one of the core values i think everyone agrees on four hong kong is the rule of law and that means that the rule of law and that means that the law is applied impartially to everybody in society. The best response for the government to that demand for amnesty is to say, look, we will prosecute everyone who has committed a crime on any side, be it protesters or police and the government should do that in conjunction with an independent enquiry and investigation of police behaviour. I think it is difficult for protesters to sustain an argument wanting an investigation of police but also an amnesty for their own side. The best way to deal with thatis own side. The best way to deal with that is to treat everyone evenhandedly and in accordance with the law. Thank you so much for joining us here on the bbc. As we said, we are expecting more protests injust over 30 minutes said, we are expecting more protests in just over 30 minutes time in the Central District of hong kong where protesters are expected to gather. Thank you very much for that update. Lets brief you on some of the other stories making the news. A former Police Officer in the United States is due to be sentenced after being found guilty of murderfor shooting dead her black neighbour inside his own apartment. Amber guyger had argued that she killed botham jean after mistakenly thinking she was in her own flat in dallas and that he was an intruder. Sylvia lennan spence reports. We the jury unanimously find the defendant, amber guyger, guilty of murder as charged in the indictment. An emotional outpouring from the family of botham jean after the guilty verdict they had been hoping for. This verdict today is for them. Everybody can raise their hand. This verdict is for them. The 26 year old, who worked for an accounting firm, had been sitting in his apartment in dallas in september last year when he was shot dead by former Police Officer amber guyger. She said she had mistaken jeans apartment for her own on the floor below, and burst in to challenge a suspected intruder. He either got up from the sofa or was partially crouching when he was shot twice, while eating ice cream. Testifying in her own defence, a tearful guyger said she had believed her life was in danger when she pulled the trigger. Cries i was scared. I was scared of this person in my apartment, and im so sorry. Im sorry. Bothamjeans mother, allison, who had remained composed throughout the trial, fought back tears as she described the day she learned her son had been fatally shot. She came to inform me that she had gotten a call, and that. Somebody told her that botham was shot, and that he died. The shooting of botham jean, an unarmed black man, sparked demonstrations in dallas and appeals for justice, becoming a flashpoint on Police Violence and racial bias, particularly when prosecutors initially decided to bring the lesser charge of manslaughter against amber guyger. This is a victory for black people in america. Its a signal that the tide is going to change here. Police officers are going to begin to be held accountable for their actions, and we believe that that will begin to change policing culture all over the world. Sentencing is due to take place on wednesday with 31 year old guyger facing a possible life term. In fact, tuesday, im sure youre now well aware of the flooding rains that we had through the isle of man and the north of england. But they have gradually drifted their way south and east over the last few hours and we are seeing a slow improvement. So the sharp, thundery downpours easing as well in the south east, and they will continue to clear. So by dawn, temperatures are going to be the talking point, not the rain. And in fact, with the northerly wind kicking in, the temperatures falling away quite sharply, so we are going to be greeted with some blue tones on our chart. Temperates close to freezing in places. So, yes, there could be a touch of frost first thing this morning, and certainly its going to be a chilly start in comparison to of late. So we start off, yes, on that chilly note. But it will be a dry one, with some lovely spells of sunshine coming through, and probably the best day in terms of drier, sunnier weather through wednesday. Now, a northerly wind could drive in a few sharp showers up into the far north of scotland, and at the same time, down to the south west, we could pick up a little more in the way of fairweather cloud. And those temperatures really struggling after that chilly start. 11 15 degrees the high, down on where they should be for the early half of october. So, wednesday, a cool day, the blue tones denoting that. But if we look out into the atlantic, around this circulation here, the warmer russets, the winds coming from more of a southerly direction. And within this significant area of low pressure is a lot of tropical moisture, so a little more warmth is set to return. Youre probably aware now that this has the remnants of ex Hurricane Lorenzo in it, and its this low thats going to track to the west of ireland, and it will bring some wet weather and some pretty rough seas and high tides. That moves across ireland, into Northern Ireland, and ahead of it, well see the cloud thickening and the winds strengthening to gale force gusts. But further east, there should be a little more in the way of brighter weather, a little more sunshine coming through from time to time, and temperatures similar values on thursday to wednesday. Were looking at highs of around 11 16 degrees. But its when this low pressure, which is going to track its way steadily eastwards and south during thursday into friday, which will introduce slightly milder air, but it will bring a spell of wet and windy weather, before that system slowly starts to ease as it pushes south.
