Anniversary of communist rule in china. And wales take a big step towards the Rugby World Cup quarterfinals, after narrowly beating australia. And in half an hour, inside out east midlands takes a look at the inspiring story of musician, jah digga. Good afternoon. Borisjohnson says hes been a model of restraint when it comes to the language he uses in the brexit debate. It follows a week of bitter exchanges between mps in the commons. The Prime Minister refused to apologise for words such as surrender when describing the legislation designed to stop the uk leaving the European Union without a deal. This report now from our political correspondent, jonathan blake, at the conservative Party Conference in manchester and it does contains some flash photography. Despite the weather, manchester might be a Welcome Change of scene for the Prime Minister, after a week in westminster he may want to forget. Why did you lie to parliament, boris . Why did you lie to the queen . When are you going to resign, boris . And accusations have followed him here that his use of language about brexit is dangerous, that downing street is exploiting divisions, even inciting violence. Labour say Boris Johnson should be ashamed. His response . Its an overreaction. Well, i certainly think everybody should calm down and i certainly think. Including you . I think ive been a model of restraint. My use of the word humbug was in the context of people trying to prevent me, us from using the word surrender. My intention. So you can say sorry for the misunderstanding at least . I can certainly say sorry for the misunderstanding, because my. 0k. From the moment he arrived last night, and at every turn throughout this conference, borisjohnsons message will be clear, despite warnings about the consequences coming out of the eu by the end of october, with or without a deal is what people want and need. I think that the best thing for the country, and the best thing for peoples overall psychological health, would be to get brexit done. The Prime Minister, we are told, will speak to other eu leaders over the next few days and he says there is a good chance of doing a deal. But, if he cannot get an agreement over the line, will he step aside . I have undertaken to lead the party, and my country, at a difficult time and i am going to continue to do that. I believe it is my responsibility. Questions, too, for the Prime Minister, about his friendship with the businesswoman, jennifer arcuri, and whether she received special treatment on trade visits, while mrjohnson was mayor of london. An emphatic denial he did anything wrong. Everything was done in accordance with all. I asked you a very specific question. You have to declare an interest, did you declare it . There was no interest to declare. Well, she was a friend of yours, she got public money. Lets be absolutely clear, im very, very proud of everything we did and, certainly, everything i did, as the mayor of london. And with that, the Prime Minister was off to North Manchester general hospital, to highlight the governments pledge to fund new nhs facilities and rebuild existing ones. This is the biggest ever investment. Six hospital trusts will get a share of £2. 7 billion, with more promised in the future, if the tories can hold onto power. Jonathan blake, bbc news, manchester. Our chief political correspondent, vicki young, is in manchester. We vicki young, is in manchester. Had heard from don within we had heard from dominic raab within the last hour. A busy start to the session at the Party Conference this afternoon . The conservative Party Conference is not like the others, in the sense that there is no policy made here. So i think for those reasons, it is not as raucous as the liberal democrat oi as raucous as the liberal democrat or labour conferences. It is a succession of very, very carefully choreographed speeches and panels we re choreographed speeches and panels were some questions are asked. But they are not particularly challenging. So we have had some speeches today from Party Chairman and the foreign secretary, dominic raab. But the theme of the conference is very clear, get brexit done, saying they want to be able to deliver with a dealer without and then move on and i think were to hear that now time and time again. There is also a lot of attacks on their political opponents. Of course, there have been great divisions in this party, particularly over the last few weeks, with more than 20 conservative mps booted out of the Parliamentary Party for going against the government in a vote on brexit. Some of them are here, in fa ct. Brexit. Some of them are here, in fact. The big question is what happens next . Boris johnson challenging the opposition parties to hold a vote of no confidence in him and maybe then move on to a general election. This was the message from dominic raab. To any of our colleagues, or former colleagues, who mayjust be tempted to put Jeremy Corbyn and that momentum mob into number 10, as part of some kind of temporary anti brexit coalition, ijust say this. Applause and as for the liberal democrats. Murming. They want to scrap the result of the 2016 vote. You cant call yourself a democrat, put it in the name of your party, and then try to cancel a referendum. Applause now of course applause now of course some applause now of course some of those former conservatives i suppose we should call them have said they would never supportJeremy Corbyn to be Prime Minister and that is why we are in the position we are down because they, along with the liberal democrats say they would not do that, even making Jeremy Corbyn a ca reta ker that, even making Jeremy Corbyn a caretaker Prime Minister and not prepared to do it so the numbers are not there for an alternative government withjeremy not there for an alternative government with Jeremy Corbyn reading it. So the challenge is, can they get behind and coalesce around anotherfigure . They get behind and coalesce around another figure . Michael gove has also been on his feet speaking at the also launched intoJeremy Corbyn, this is what he had to see. Soft on terrorism, supine on security, bankrupt economically and a danger to minorities Jeremy Corbyn is totally unfit to be Prime Minister of our country we track very interesting picking up on Michael Goves words, that also in the course of this afternoon, dominic raab saying that history would never forgive any of those independent tories who effectively helped getJeremy Corbyn into number ten voting to bring down Boris Johnson. Do you get a sense that they are seriously right about this prospect . Maybe not this week but at some point in the future . That there could be an attempt to force a no confidence vote and it could actually succeed . The thing is, because of a system that we are in, it is much harderfor a Prime Minister to get a general election which is why we are stuck. Because Boris Johnson in election which is why we are stuck. Because borisjohnson in the old days as Prime Minister could have said right, i am calling a general election for the state, that is it, it is going to happen. It doesnt work like that any more. There are various mechanisms. 0ne work like that any more. There are various mechanisms. One of them is a vote of no confidence. It is perfectly possible that Boris Johnson might that, not certain, but possible. The question is what happens next . You get to the point where you need to find someone else you can command the confidence of the house of commons. That is where the house of commons. That is where the uncertainty really starts to come in, because jeremy the uncertainty really starts to come in, becauseJeremy Corbyn, whether or not his supporters like it, he is a divisive figure within the house of commons. There are parties and former conservatives who would never back as Prime Minister. So will they find someone else they can all get behind to put into that position, even for automotive time . It seems incredibly difficult to do that. The snp have spoken about bringing Forward Motion of no confidence but from sources and other opposition parties, they do not seem to think it is likely. There are conservatives on standby here to dash back down to westminster from manchester if they have to take part in some kind of vote later this week. Vicki young, thank you very much. Lets take a closer look to the governments pledge to put billions of pounds into hospital projects across england. The proposals include a £2. 7 billion investment for six hospitals, over five years and a new approach to Mental Health treatment, to be trialled in 12 areas across the country. Earlier we heard from anita charlesworth, director of research and economics at the Health Foundation it is a big investment in one sense, on top of theresa mays investment last year, which was for day to day running costs of the nhs. But, although it sounds like a lot of money, we have had so many years of underinvestment in our hospital infrastructure, that actually, rather than spending £2. 7 billion across the next five years, you would almost certainly need to spend £2. 7 billion a year, for the next five years, to really modernise the physical infrastructure of the health service. And the nhs doesntjust need buildings, it needs computers, people may well remember the virus last year. And it needs things like mri and ct scanners which are really important for cancer, diagnosing cancer. And we are way behind our European Partners in access to some of this critical infrastructure. One of the big gaps in todays announcement is that beds and capacity are useful, but actually you need doctors and nurses to staff those beds. And we have got a shortage of 40,000 nurses and todays announcements still does nothing about what the government is going to do to address the chronic shortages in the workforce. After nine years of austerity, it is clear that there is general agreement that, if we want a World Class Health service, we will have to pay for that. And that will require substantial investment in buildings, in staff, as well. Labour mps have rallied to support Dame Margaret hodge, who is facing a re selection battle, after her constituency voted for the chance to pick a new candidate. The former labour chairwoman, harriet harman, said she was dismayed by the move, saying surely this cannot stand. The former foreign secretary, david miliband, said it was mad, truly crazy. and that any constituency would be lucky to have margaret as their mp. and the deputy leader of the labour party, tom watson, said he had no doubt margaret will win a full selection but that the process was an unnecessary distraction on the cusp of a general election. Dame margaret whosjewish, and has been critical of Jeremy Corbyns handling of anti semitism in the party said she was disappointed but would fight to keep her seat in east london. Thereve been more violent clashes in hong kongs main shopping district, after the latest pro democracy protests. Thousands of people have been taking part in the unauthorised rallies, and riot police used tear gas, to try to break up the crowds. It comes as china prepares to mark the 70th anniversary of communist rule. 0ur correspondent, stephen mcdonell, is in hong kong. In a sign of mass dissent, thousands of residents of hong kong took to the streets today, despite the fact that they were told to do so would be breaking the law, despite the fact that there was tear gas, water cannons, rubber bullets used against them, they still marched through the streets. We had everything from peaceful protesters, marching singing and chanting, and at the other end of the spectrum, barricades being set on fire, molotov cocktails, bricks being thrown at police headquarters. Now, the police have come in with a very tough response. And for both sides, this is really a dressed rehearsal, for tuesday. Both the activists and the authorities are getting ready for this 70th anniversary of communist rule in china. Beijing wants that to be celebration of everything thats great about the country, all the achievements, over seven decades of rule. The protesters are determined to crash the party and, instead, they want to draw attention to their claims that there should be democratic reforms in hong kong. And so, for that reason, we are looking at a very big showdown in the coming days and both the activists and police have showed what they are prepared to do, when that day comes around. The headlines on bbc news. As the conservative Party Conference gets underway in manchester, the Prime Minister defends his use of language in the brexit debate. Parents are urged to have conversations with their children about Organ Donation, in the hope that more young people willjoin the donor register. Hong kong sees further clashes between police and pro democracy protesters, ahead of the 70th anniversary of communist rule in china. Sport and heres your full round up, from the bbc sport centre. The rugby has already thrown up a couple of surprises in the Rugby World Cup. Good afternoon, john. Good afternoon. Wales have taken a giant step towards the quarterfinals of the Rugby World Cup after beating australia 29 to 25 in tokyo, in what was one of the games of the tournament so far. Heres our Sports Correspondent katy gornall with more. This was a game that these fans will rememberfor a very long this was a game that these fans will remember for a very long time. This was a game that these fans will rememberfor a very long time. One that more than lived up to its box office billing. It was exciting and exhilarating. Despite the hot and humid conditions here in tokyo, wales out of the blocks early on with that try. Australia hit back in the first half, when Gareth Davies broke free to, you felt the momentum was with wales. You have to give full credit to assure you further the way they surged back into this match, scoring two tries and a penalty in the second half to get to within a point of wales. The tension at that point was written all over the face of the welsh coach. What they needed at that point where cool heads and they had that in the replacement fly half who was on for dan who went off at half time. Wales we re dan who went off at half time. Wales were able to hold on and hang on to secure a memorable victory to mark them out as contenders to win the whole world cup. I am happy with the character we showed, particularly in the second half. At times it felt like an game, we were tentative in the first half but pleased with results. It is always easy to end a defending read which we potentially get in the second half. But credit to the guys in gold who came at us with everything in the second half. They really tested our resolve. Lewis hamilton won the russian grand prix to inch ever closer to a sixth world title. Ferraris race unravelled after Sebastien Vettel disobeyed team orders, refusing to let team mate Charles Leclerc through. The german eventually retiring, with engine problems, as leclerc finished third after starting on pole. Nick parrot reports. It isa it is a victory Lewis Hamilton will savour because it was so unexpected. Charles leclerc was at paul but his team mate thought platt of the plan was to let vettel hand back the wind to laclerc but he refused. After much moaning on the radio, ferrari got Charles Leclerc back on point. When racing resumed, Lewis Hamilton surged into an unassailable lead on the way to his ninth when of the season. What should have been a one, to finish for ferrari, became a one, two for mercedes, strengthening theirgrip on two for mercedes, strengthening their grip on the championships while leaving ferrari questioning their way forward. Denmarks Mads Pedersen has won the mens race at the road World Championships which finished in harrogate. The race was shortened because of the bad weather, which removed two of the larger climbs from the route, heavy rain making conditions really tough out on the yorkshire roads as witnessed in this crash. Ben swift was leading the british charge but he dropped back, after losing touch with the leading group, allowing pedersen to beat Matteo Trentin into second. Thats all the sport for now. You can find more on all those stories on the bbc sport website. We will be back with another update later. Thousands of people took part in a march earlier outside the conservative Party Conference, in protest against Boris Johnsons brexit agenda. 0ur correspondent, linsey smith has been following the demonstration. The first of two protest marches through Manchester City centre has just finished. Thousands of people have come out for this march. Greater Manchester Police say they expected 100,000 protesters and they were well placed to manage such numbers. We have seen coaches arrived from across the country today and the police are being assisted from forces across the country. Borisjohnson is not unfamiliar with protests at the moment. But these have been timed to coincide perfectly with the conservative Party Conference, which is happening here in the city of manchester today. And certainly as the protesters passed the conference venue, they slowed down and try to make their voices heard. This first march has been organised by the Peoples Assembly against austerity. There is a second march expected to be of a similar size later on this afternoon, that is organised by reject brexit, defend 0ur democracy group. So far, the atmosphere here has been very calm and peaceful. Lots of families, greater Manchester Police are asking for that peaceful protest to continue. Forgive me for leaning over to the printer, some breaking news as a result of the election in austria which was taking place today. Remember there were no election scheduled but they were called because of the collapse of the Coalition Government between the centre right party, nearest in austria to our conservative party in this country, led by Sebastien Kurtz who had been chancellor and the far right Freedom Party regarded in austrian politics, by controversy when they first came to government about a decade or so now when the eu try to freeze austria out because it was perceived that this was a party very much on the extreme of european politics. That party had to leave the coalition as a result of a controversy earlier in the summer. The elections were taking place, this is a projection and not a result. It is a projection based on the exit polls carried out quite commonly in continental european elections. That suggests that Sebastien Kurtz centre right party has taken 37 of the vote. His Coalition Partners dropped from 26 almost, in the last election, to around 16 , so it looks as if they have lost 10 of the vote. Whether 01 have lost 10 of the vote. Whether or not it will be enough to mean that Sebastien Kurtz can return to the chancellorship without having a Coalition Party isnt clear. The social democrats are in second place and it is possible they would want to ensure the Freedom Party were kept out of any government now. Worth saying that this was all sparked by a scandal caused when a video emerged which showed the leader of the Freedom Party who was not actually deputy chancellor but was, he was in the Coalition Government as i recall. You have to resign from the post. It appeared to be him discussing with a Russian Oligarch some possibility of getting funding for his political party. That was a scandal, the suggestion the russians might be trying to influence austrian politics which led to the Coalition Government collapsing. Sebastien katsu faced a lot of criticism for going into coalition with the Freedom Party a few years back and one of the youngest frontrunning politicians in the whole of europe. Sebastien kurtz. He looks vicky will be returning to the chancellorship in austria. We will talk to our correspondence in the next hour on bbc news. Hundreds of people are protesting outside a church in antrim which received millions of pounds in donations from a Parent Company of wrightbus. Around 1200 people lost theirjobs when the firm went into administration following financial problems earlier this week. Joining me now from belfast isjohn campbell, the bbcs Northern Ireland economics business. This collapse was a huge shock, but what went, what lies behind it in terms of the financial situation . Explains this protest outside a church, which might seem like an odd choice . Wrightbus was one of the most successful Northern Ireland businesses but in recent years was under increasing financial pressure and went into administration at the end of last week. Costing more than 1000 peoplejobs. The reason some of those workers were protesting outside that church today, was to do with donations which that church received from wrightbus. This church is called Green Pastures, the leader of the church was also the Controlling Shareholder of wrightbus. And in the years between 2012 and 2017, wrightbus donated more than £15 million to the Green Pastures church. So what those workers were doing today was asking that those donations we can the company, did it haste in thejob losses. They said they want answers about how exactly the company was run in recent years. Now, the family who control the company up until last week say no, they were not responsible for the fall of the business because the majority of that £15 million was donated at a time that wrightbus was returning good profits and say what really saying the company was a deep downturn in the uk bus market. Demand for buses in the uk has been falling for the past two years. , certainly, the workers there today we re very certainly, the workers there today were very angry and say they do not yet have a full x the nation of how this business was run in the last few years. Interesting that some of the reports of the protest today say that despite the anger about the donations and whether or not they might have contributed to the financial problems, founder of the Company Received quite a warm response when he stopped to talk to the protesters outside . There is a big difference in how the founder of the company is perceived and his son, who is laterally in control of the company. How he is perceived. Certainly sir william received around of applause from many of those protesters today, on the day the company went bust, she came out to address some of the staff and was also applauded at that time. But if you look at some of the posters which have been around ballymena in recent days, some of the recent scrolling is on the gates, there are more questions and more anger directed to sir williams son, who has been control of the company for the recent years and also the pastor of the church. He did not commit today, nor did he speak to the media but made a tearful address to the congregation of his church and said he was doing all he can to make sure that those workers outside could find newjobs in the future and he also asked his congregation to pray for those redundant workers. Also asked his congregation to pray for those redundant workerslj should for those redundant workers. should imagine a few awkward questions around the family dinner table in their household tonight. John campbell, many thanks. Let me bring you an update on something we spoke about earlier when chris folks mentioned the floods. There are more than 50 flood warnings in place across england and 10 for wales after heavy rain caused travel disruption for parts of the uk. Persistent downpours led to localised flooding and difficult driving conditions in parts of north east scotland. Elsewhere, a mudslide forced Rail Services in lancashire to be cancelled. What chris was saying is that the difficulty with, that we were going to have with this was that the amount of water that was already there was no going to be topped up by, before it has a chance to drain away, additional rainfall which could be quite heavy. His advice was to keep watching the flood warnings, keep across bbc radio local and the bbc online Weather Service and of course the various updates you on bbc news every half hour to see how those weather patterns are progressing. Time now for a look at the weather with chris. We have a number of flood warnings in place across england and wales with more heavy rain in the forecast for the next couple of days. The situation could get worse before it gets better. The area of low pressure responsible for todays weather will bring strong winds for a time before eventually clearing away. Taking the rain with it, the sky is clear and the wells for light turning quite a chilly night even in the towns and cities. We should have some mist and fog patches around and also some showers which will continue to affect northern scotland, they will be the first thing on monday. 0therwise, most of us having a fine, sunny start to the day but it will not stay like that. The next area of low pressure not stay like that. The next area of low pressure moves not stay like that. The next area of low pressure moves in and will bring about of heavy rain for england and wales with another 70 millimetre of rain forecast over the high ground it could lead to some further localised flooding problems. That is your weather. Hello, this is bbc news with shaun ley. The headlines the Prime Minister insists hes been a model of restraint in his use of language about brexit. I certainly think everybody should calm down. And i certainly think. Including you . I think ive been a model of restraint. But i think everybody should calm down.
