Thomas cook one of the Worlds Largest and oldest travel companies has this morning collapsed, leaving thousands of holiday makers stranded overseas and putting thousands ofjobs at risk. The final confirmation came in the early hours of this morning when last minute talks to save the 178 Year Old Company broke down. Thomas cooks chief executive said the firms collapse was a matter of profound regret. More than 150,000 british holiday makers are stranded. The government is attempting to bring them home in the biggest ever peacetime repatriation operation. The Tour Operators failure puts 22,000 jobs at risk worldwide, including 9,000 jobs here in the uk. The boss of thomas cook, peter fankhauser, has been speaking about the collapse of the company, lets hear what hes had to say. This is a statement i hoped i would never have to make. The receiver was appointed in the early hours of this morning, the 23rd of september, to take control of thomas cook. Despite huge efforts over a number of months, and further intense negotiations in recent days, we have not been able to secure a deal to save our business. I know that this outcome will be devastating to many people and will cause a lot of anxiety, stress and disruption. First, i want to apologise to my 21,000 colleagues whom i know will be heartbroken. You all fought so hard to make thomas cook a success. Secondly, i would like to say sorry to all our customers, those who are on holiday with us now and those who have booked with us in the coming months. My colleagues will be working with the caa to help with the repatriation. Finally, i would like to apologise to the many thousands of hoteliers and suppliers who have stuck by our business in good times and in bad and who now face difficult financial choices of their own. It has been my privilege to lead thomas cook. It is deeply distressing to me that it has not been possible to save one of the most loved brands in travel. Thank you. Do you take personal responsibility . The overnight collapse of thomas cook has been described as very sad news by the government. The transport secretary, grant shapps, has been speaking to the bbc this morning and says he considered very carefully whether the government could step in to help the company. It is certainly something i looked very carefully at, because obviously a travel company with a 178 year history, household name, everyone would love it to succeed and survive. In the end, there was a huge amount of debt. £1. 7 billion of debt in the company. They have not really kept pace with the times where people booked so many things online and match holidays and travel and cars and everything together. So there were real systemic problems there. We felt if money was put into it, not something the government would not usually do for a travel company anyway, we would still have to repatriate people so it was not a goer. With thousands of thomas cook passengers stranded at airports, or unable to fly off on holiday, lets speak to our reporter dave guest whos at Manchester Airport. What is the situation there . This is terminal one at manchester, normally these lines would be full of people queueing up to go to various parts of the world. Variously these lines are empty this morning. There were due to be 23 flights heading out from here, around 5000 passengers being shipped through manchester and none of that is happening now. A lot of people basically didnt turn up this morning because they had heeded the warnings, but others did turn up because they were confused about whether they should be coming or not. Even late last night until midnight somewhere told to come. The last thomas cook like to touch down in manchester landed at about 8 40am this morning. When it landed here, passenger said it was a very emotionalflight but passenger said it was a very emotional flight but they said the staff on board had remained entirely professional throughout. This is what they had to say. A bit emotional. Very emotional the cabin crew were all crying. A bit sombre to be honest. For a company that big to be going that long, its devastating. And then as soon as we landed, they were all crying. Its devastating. Its a legacy. As i say i worked for them for ten years and ive got loads of friends who. Its their livelihood. We are expecting the first of those repatriation flights landing here at manchester about 12 25pm, then there will be other flights arriving through the day. Its a massive operation, the biggest peacetime repatriation of passengers this country has seen, certainly bigger than the monica colla pse certainly bigger than the monica collapse in 2017. They dont have any information on our flights currently, and obviously the hotel dont know whats going on. They tried to contact the airport. They havent been paid by thomas cook either. So thomas cook has not paid the hotel yet as well and they have warned us they have not been paid, we are left in the dark, there is no thomas cook representatives helping as they have all walked out. Nobody to contact. Yes, and very much left in the dark about the whole situation. On that point, if you are saying the hotel are saying they have not been paid by thomas cook, are they wanting money from you . Are they still giving you what you need in terms of food . They have not asked as yet. They have just said that thomas cook are in debt to them but they have not asked inc yet. But it is the fear of, you know, they have our passports just in case we trashed the place or anything like that, but that is again a fear of them saying we still havent been paid by thomas cook and we will keep your passport. They have not said it just yet but it is a fear of that happening. Is it a question you dont want to ask at the moment . We have not asked them just yet, we will be asking probably after this to be fair. We just want to get hold of someone that knows something. Absolutely, we want to get hold of someone that knows whats going on and say this is your transport to the airport, this is your flight times. There has not been anything. We have been trying to Contact People as well. With the hotel left in the dark as well, they are not going to help if they dont think they will get paid by thomas cook. You are there because it is your brothers wedding tomorrow. Is that going to go ahead do you think . Oh yes, it is tomorrow. Everything will go ahead with my brothers wedding tomorrow. We will due to come home the next day and my only worry is that i have a heart condition and i shall be out of tablets. I was warned by the family not to come in the first place but i was determined to come for the wedding and im a bit worried about running out of medication. Mary, tell us more about that. You have a heart condition, you need these tablets and you were expecting to go back this week. If you stay any longer, do you have supplies and how serious an issue is that . Only enough for about two days afterwards. It is going to be the fear of that as well, we have got to get that sorted. If anything is delayed, we have got to think about my nan with medication and find out from doctors from the uk to see what we can do. We are left in the dark with everything. It is a worry because they dont tell you anything here. Literally we dont know whats going on. All i can think is tomorrow we have the wedding to go tomorrow we have the wedding to go to with my brother, i need to enjoy that, but instead i will be on the phone to the caa working out what is going to happen and when the flights will be, when our transfers will be, because we did have transfers with our originalflight with because we did have transfers with our original flight with thomas cook to their airline but obviously now a different coach transfer will have to be made and we will have to pay our own taxi fares to get to the airport now. We got to the airport yesterday at about two oclock to be told everything was 0k. Oclock to be told everything was ok. We then went through passport control to our gate which was gay to 62 at ken kuhn. The plane had landed because my husband and i had tracked the flight on our phone. It landed, it boarded us, they shut the door and then the captain came on who has been 25 years with thomas cook and he said, you have all read the papers, we are in the dark as much as you, the staff are very upset but it is our duty to get you back. They were totally professional, and he said, i would just like you not to ask the staff anything because we arejust to ask the staff anything because we are just trying to get the plane back safely with all of you on board and we will let you know when we land, and and we will let you know when we land , and that and we will let you know when we land, and that is what happened. The staff were emotional, they were professional but crying, and we landed at manchester and they were the last three transatlantic into manchester which was the first plane to land was our own, thomas cook from ken kuhn, the next was thomas cook from los angeles and orlando cancun. When we landed we were kept on the plane for about 45 minutes until they took us to where we have got to be sited and there were many more staff than what i have ever seen when you leave the plane around the plane area, then we were taken to immigration as normal, but we we re to immigration as normal, but we were 45 minutes to be kept on the plane until they had parked us in a secure area where they are now holding all the planes. The staff are very professional but so emotional, and a very hard job to do for a nine hour flight emotional, and a very hard job to do for a nine hourflight to bring back 315 passenger safely. Obviously have said the staff were very upset, what about the passengers . What was the mood alike . Very sombre. We had one drink service, thats all. The brea kfast drink service, thats all. The breakfast came round very late, only one hour and 20 minutes before we landed and no refreshments after it. The staff were trying to do the best they could, knowing they have got no job, bills to pay, gas and electric, food to buy, mortgages to pay and the staff were extremely upset and i felt so sorry they were put in that situation to fly people home safely and the government did not step in to help thomas cook when they stepped in to help rbs which was a failing business when that nearly crashed. In the immediate history are very dramatic weekend where thomas cook executives were scrabbling around on the phones to see if they could rustle up this extra £200 million that were demanded by the banks in extra contingency funding in order to keep the company afloat but clearly that extra 200 million was the straw that broke the camels back. This company has been in trouble for a while now. It had thought it had managed to cobble together a rescue package led by its largest shareholder, the chinese firm, but now the company is citing all sorts of problems. Externally, it is saying they faced rising fuel costs, the falling pound, really good weather we have had here in the uk encouraging people to stay cation. Mr corbyn would seem to be facing a battle royal over his brexit policy, the suggestion he will put off any final decision over whether labour will back remain, signed this conference is moving against him. We learned a short time ago that one of the big unions that had lining up behind mr corbyn now say they will be voting against him and backing the remain motion so we face a crunch vote later today, all of which has com pletely later today, all of which has completely obliterated a big policy announcement we have had from labour today on social care and their announcement they will provide three personal care free personal care for over 65 year olds. What is your ta ke for over 65 year olds. What is your take on the brexit position, do you think you should put off a final decision orjust come out and say labour back remain ahead of an election . I think we are having a debate on this this afternoon and it is right the party discusses this in a democratic way. It is right we have the different positions but what i think it is important here is we are united against no deal and there is a strong move to take this back to the british people so people can vote on whether we remain or leave with some kind of deal. You have seniorfigures in leave with some kind of deal. You have senior figures in the Labour Movement like alan johnson for example who say that if labour goes on the doorstep without any clarity of whether they are for or against, they will, in his words, get slaughtered. I dont think so. The we talk to our constituents about this all the time and they want to make sure there is no catastrophic no deal. It affects all of our futures and it is an important thing so we have the democratic debate this afternoon and then lets find a way to put it back to the people. As i understand it, roughly half of care costs at the moment are for working age people who have dementia or whatever, so why limit it to over 65 year olds . We wa nt why limit it to over 65 year olds . We want to start with that because it is clear where the level of need is. 1. 4 Million People are managing every day without care and it means there are various daily activities like washing, dressing, having a meal, that they cannot manage to do. I think it benefits the nhs but it benefits more than anything those individuals if they can be supported at home to do daily activities. The figures are stark but clear. What we wa nt to figures are stark but clear. What we want to do about working age adults with disabilities is to expand it and we have an ambition for it being for everyone, this policy of free care, but we need to have the resources. Care, but we need to have the resources. After nine years of crisis and £8 billion taken out of it, we dont have the resources to do everything we want to do yet. L lot of people listening will have concerns over whether they have to sell the family home. Under your proposal, care will be free but residential costs which are very often a very significant part of social care bills, that wont be free so arent many people still, even with this announcement, going to face having to sell their family home . Free personal care will also apply to people in Residential Care but yes, they will have to meet residential costs. John mcdonnell has said this morning that we want to extend this. We want the nhs to provide care to meet all needs, but we have to take it steady. It is a system in crisis, we havent got enough staff currently so we have to build up to these positions. First question comes from stacey on twitter. I have a holiday booked for the 9th of october with thomas cook and was atol protected. She is asking what she now needs to do and how long does a refund take . Well, this is a how long is a piece of string questions, unafraid we simply do not know. The Civil Aviation authority admits there is the atol scheme, is generally quite good at it. When out as a really big failure, that is when you get problems. I will reach back to 2008 when a big company went bust, it took a yearfor some when a big company went bust, it took a year for some people to get their payments. Even back to monarch two years ago, a relatively low number of people were atol protected, and the statistics that the Civil Aviation authority put out after was for that 80 of people got their money within three months. That means one in five had to wait longer than three months. Various numbers flying around this morning, ive heard everything from two weeks to two months as a sort of target date. If you get your money within a month, i think you have done pretty well. Simon saint you will get hurt but it may take some time. Emma has got in touch saying what will happen to live what will happen to employees who work in hotels abroad . Will they be flown back with tourists, and will they be paid . This is obviously a very worrying time for staff of thomas cook. There has been Information Published on their website for staff. Basically, you should wait to hear from thomas cook to know if yourjob still exist or not, if you are meant redundant, then what you need to do next. I would point you to that information on the caa website. My son, his girlfriend and two others were due to go to cyprus for a well earned seven day break tomorrow, they will not get an immediate refund but are fortunate enough to be able to rebook but thousands of others cannot. The problem they face now is all holiday prices have shot up overnight, why can the government not step in and stop this . Talk about kick them whilst they are down now, the government cant step in, just as it cannot stop Holiday Companies doubling or tripling prices during the school holidays. It is unfortunately in this voraciously competitive industry. It is that the laws of supply and demand. We saw earlier that the share prices of easyjet and company might, two biggest competitors of thomas cook, increasing by six at percent and 7 respectively in the first hour of trading. A big competitor out like most cook goes out of the market, everybody scrabbling around for new flights, there are going to be spikes and prices. If you have a few days to wait, then see what so called rescue fa res wait, then see what so called rescue fares are going into the market from other carriers who may be able to offer you a better deal because you area offer you a better deal because you are a distressed thomas cook customers. I would agree with that point. I think one of the factors behind the demise of thomas cook is because the summer has been such a competitive market, lots of capacity, lots of holidays and lots of flights available. So i think actually waiting a few days to see how the market settles down, shopping around, if you can be flexible when you depart, which airport, which is a part of a doubt, that you are more likely to get a reasonable deal. Inevitably, if there is less capacity, will prices be going up . I think there will be a immediate of market response to what has happened today. But i think there was actually a glut in capacity over the summer which was one of the reasons why it was such competitive pricing. Another question here as a lot of people are looking to book holidays for next year, to your knowledge, are other companies in danger of falling into difficulties . If we look at the heart of what has happened here, one of the primary Major Regions for thomas cook is their huge debt and inability to pay that off. They have been trying as a Management Team to that for some time, obviously, the financing and restructuring they will look at was all about addressing that debt issue. There have also been other structural problems the conference is faced over the last few years, those are issues which are peculiar to thomas cook. It is a tough market out there as well, sol to thomas cook. It is a tough market out there as well, so i think other travel companies are responding by looking at the deals that they can give customers as well. One for you simon. Equality through democracy, the definition of socialism. Transforming lives means, yes, having enough to get by, but not just to scrape by, also to live a rich and fulfilling life. Its about. Work isnt just about wages, its freedom from drudgery, having dignity and respect and a voice in the workplace. That means a strong trade Union Movement and effective bargaining but also, in the new Public Services we are creating, it means management by workers and Service Using themselves rather than bureaucrats in whitehall. Self management by workers. It also means a tenth of shares being owned by those workers themselves. It means our commitment to doubling the size of our cooperative sector and going further, i hope, in ourambitions. 0ur further, i hope, in ourambitions. Our commitment to every worker therefore is that wherever you work you will have a stake and you will have a say in the future of your working environment, the Company Owned firm you work for, and how you are treated at work. But it is not just about fulfilling life at work. I have always believed we should work to live, not live to work. Look at the history of this. In the 1860s people worked a 65 hour week, and thanks to past Labour Governments but mainly thanks to the trade Union Movement, by the 1970s the average working week had been reduced to 43 hours. As society got richer, we could spend fewer hours at work. In recent decades, progress has stalled. People in our country work some of the longest hours in europe, and since the 1980s the link between increasing productivity and expanded free time has been broken. It is time to put that right so i can tell you today the next Labour Government will reduce the average full time working week to 32 hours within the next decade. Applause it will be a shorter working week with no loss of pay. Asa as a first step, and this has been a real bugbear of some of us, we will end the opt out from the european working time directive. We will roll out sector bargaining, we will require working hours to be included in legally binding sectoral agreements between employers and trade unions. This will allow the unions and employers to decide how best to reduce hours for their particular sector. And we will set up particular sector. And we will set upa particular sector. And we will set up a working Time Commission with the power to recommend to government on increasing statutory leave entitlements as quickly as possible without increasing unemployment. But while millions are exhausted from overwork, there are too many others who cannot get the working hours they need, so lets make it clear, absolutely clear, we will also ban zero hour contracts to make sure every employer. Applause we will make sure every employee has a guaranteed number of hours a week. I told this story at the tuc last year, my dad was on the docks, and his generation with the dockers who used to stand at the side of the street and then get picked by a gang to see if they got work that day and if they didnt get picked they didnt get work. Zero hours are the same level of exploitation as my father and grandfather were exposed to in the 1930s. And do you know, when people work those hours, our real living wage will make sure people earn enough to live on. Its not just people earn enough to live on. Its notjust enough to give people power over their working lives. We believe in extending democracy across the board, and we know one of the most urgent tasks we face when we go into government will be to rebuild local democracy, rebuild the local Council Services decimated by the conservatives, and yes, the lib dems as well when they were in government. My generation inherited a treasure of public parks, libraries and leisure centres, free and affordable for all. Into many cases now they are gone, they have been privatised or they priced out the families they were built for. The public assets meant a better for millions of us and they were part of the welfare state that our movement fought for and built, providing free at the point of use the things that made life worth living. I believe we shouldnt limit our ambition to simply repairing the damage caused by nine years of tory cuts. We have got to go further, got to go further. So today im launching a document on universal basic services. It lays out our belief that everyone has a right to a good life, that the state has a responsibility to make good on that right by providing Public Services free at the point of use. These services are part of our shared experiences, experiences that are too important to be left of the market, whether a family can afford them or not or whether they receive them or not or whether they receive them or not or whether they receive them or not. As socialists lets make it clear to everyone, we believe that people have the right to education, health, home and a decent environment, and access to culture and leisure. Applause i fervently believe the right to dignity in retirement is part of that right to health. All the people have the right to that dignity at every stage of their lives. You know as well as i do, the truth is our social care system at the moment is a national scandal. There has been nearly 8 billion taken from Council Budgets for social care since 2010. The result is 1 budgets for social care since 2010. The result is1 Million People not getting the care they need. Immense scale of human suffering and stress placed upon them and their families. More than 5 million unpaid carers, most of them women, looking after loved ones. And overworked, underpaid care workers, only being allowed to ten minute visits to those they care for because the Current System wont pay for more. A report last week demonstrated how at the same time many of the big care providers have developed highly complex corporate structures. Evolving offshore tax havens, sucking more money out of the system. I can announce today after yea rs of system. I can announce today after years of campaigning by trade unions and carers, is the first Building Block in our new National Care service, the next Labour Government will introduce personal care free at the point of use in england. Applause it will be funded not through conservatives gimmicky insurance schemes, but like the nhs and other essentials it will be funded through afair essentials it will be funded through a fair taxation system where everybody pays their way. We were calling for every step to be taken. We are deeply concerned that not a sufficient concentration was made on what would be needed. Money is being paid now, both to repatriate people, but also, there will be redundancy payments, compensation. Because this has not been handled right, and in different parts of the world, its not like this. Thomas cook has a subsidiary in germany, they are in the process of looking at a temporary support in order to try and find a way free. Today, would just want to make sure that the thomas cook workers are paid, number one. And everyone who is involved and can release money to do that, the administrators, whether the government cant abort, anything that can do that that is our absolute priority. Afterwards, we have to look back and say what could have to look back and say what could have been done, what can we do to prevent the situation happening again. Unite is going to launch legal action to aid employees in terms of redundancies. What would the legal action be . We would obviously be giving individual legal advice to everybody because they do have rights to redundancy, to be consulted in such circumstances, which they have not had. So they will be entitled to compensation. The pilots and all the staff are absolutely devastated, shocked, feel they have been stabbed in the back for what has happened. They know that their company has had is a financial woes and has been under the spotlight for the past couple of weeks. But to wake up this morning and find out via the media that their company had collapsed and they we re their company had collapsed and they were probably out of a job is absolutely terrible. Even now, several hours later, individual employees still cant get proper information about what is going on, they have had no paperwork, they havent been personally told what situation they are in. It is shambolic. Do employees know if they will be paid this month . No, they dont. I asked the liquidators, ive beenin dont. I asked the liquidators, ive been in contact and said you have to tell us, are people going to get a pay cheque this month . They should be getting their september payments ona be getting their september payments on a couple of days. All of the staff have been working with great dignity to keep the ill and going through all this uncertainty and they do not even know if they will get a pay cheque this month. Why the german part of thomas cook are still able to fly without the need for this chaotic repatriation, with all the costs that entails, in the uk, we have an overnight closure, leaving a mess for passengers and heart ache for employees is beyond me.
