Witnesses say they tried to escape before the police and the border force turned up. What i saw was them just immediately get out of the boat and run up the beach, all of them ran up the beach, certainly about, what, 50 yards from from from from the sea to to where were standing now. And then run across, and they they ran across into the fields and then just tried to get across over over the marsh there, which is completely flat. 86 migrants arrived yesterday on six small boats thought to be a record figure for a single day. Last month, 336 people were intercepted by the border force at sea that is more than in the whole of last year. So far this year, 1,191 people have been picked up. The home secretary, priti patel, is drawing up an enhanced action plan with the french authorities to try to stop people making the perilous crossing, but its unclear when it will be ready. I do know that the border force and the National Crime agency are working as best they can with our colleagues in northern france to try to disrupt these gangs and to stop the boats. But essentially, this is a hugely difficult task because we are talking about International Organised crime, a significant part of northern france coastline, and a very lucrative business for the smugglers. Police data obtained by the Charity Found that the number of sexual communication offences with a child rose by a third in a year, prompting warnings social media firms are not doing enough to tackle the abuse. 0ur reporter dan johnson is at Scotland Yard for us now. Dan, tell us more. Worrying figures these. Yes indeed, the nspcc contacted all the Police Forces across england and wales to ask how many of these crimes, they had recorded a majority refers to this as effectively online grooming but done mainly now through social media apps and they say a lot of this still goes unreported. The figures show that in the last 12 months, up to april this year, more than 4000 recorded offences of sexual communication with a child, as it is known, across england and wales and that is compared with more than 3000 offences in the previous year. And in cases where the age of the victim was actually given, the results show one in five of them was younger than 11 years old. Now facebook owned apps, things like messenger, whatsapp and instagram and snapchat were used in 70 of the cases over the last two years. Speaking here earlier this morning, the nspcc said it really needs a collective effort to tackle this problem. We know that children are using these apps at younger and youngerages using these apps at younger and younger ages and pick age for getting one of these accounts in the first place is aged 11 and we know children can be groomed at any age but what is important is making sure that parents and children understand how to keep themselves safe but also now that the government steps in and forces these companies to take the action that we need. Facebook says it will not tolerate any Child Exploitation and that it is using technology to try to remove online threats and the home office also told us that they plan to take more action and that will include developing Artificial Intelligence tools to try to block harmful content. The motor Insurance Research body is calling for regulations to make cars safe as Automated Systems gradually take over from human drivers. Our Technology Correspondent Rory Cellan Jones has this report. Imagine you fell asleep in an automated car and the system brought it to a halt in the fast lane of a motorway. The insurers are warning that this kind of accident could become common, unless there are new safety regulations. The government says Driverless Cars could be on uk roads as early as 2021. But the car insurers say at first, they will be quite limited in what they can do, and they want new rules for how they should operate. During automation, it indicates green, and you can safely do other things. Press the stalk at the end the button on the end of the stalk. Autonomous drive active. Thats it. And then you let go. Now, what this car really needs and has is a Driver Monitoring system, to actually watch what im up to. The cars got to be able to monitor whether youre paying attention, and if youre not paying attention, the system must automatically try to wake you up. 0ne rule would see motorists forced to watch a safety video before using an Automated System the first time. Driver monitoring would be an essential feature. And at first, automated cars will only be able to operate on motorways. Automated drive not available. Please take over. But they will also need be able to deal with situations where the motorist cannot take over the wheel. So whats happened is i disobeyed the car, i did not take over when there were roadworks, and it came to a halt automatically, parked us in the lay by. But that has got to be mandated in these new autonomous systems, according to the motoring industrys Insurance Research body. Vehicle manufacturers, at the moment, are advocating that it is fine for the vehicle to stop in lane. We simply dont think thats safe. We say that Vehicle Manufacturers mustnt leave a vehicle in the middle of the lane. If the driver does not respond, pull the vehicle over, out of the running traffic. The worry with this device, it was found by chance, it was complex, it was sophisticated, and without a shadow of doubt, it was intended to Kill Police Officers. Had the device exploded, which, fortunately it did not, the expert advice i have been given was it would have killed anyone within a short distance away from it and caused serious injury to other people metres and metres away so this is a serious and significant departure i think in the motivation, determination and capability of a small number of people to kill or seriously injure one of our offices. Lets talk about the particular target, you, from what you see, you think it has targeted Police Officers . Absolutely, and quite consistently and i think it is worrying this is the only policing jurisdiction across europe where the sole target of terrorist 70 at the moment is to kill or injure one of our staff. Talk with you, explain if you would if there is a relationship between the rioting that happened and this as well . Well, i think the rioting we sustained attack on our Police Officers who were trying to protect a specialist explosive officer while he was courageously trying to assess and dismantle this device and make it safe so his courage and his calmness was quite amazing, frankly, that he was operating against a device that could have killed him while my officers were protecting him from about 60 people that, a range of missiles, fireworks and petrol bombs, over six hours, and fortu nately petrol bombs, over six hours, and fortunately none of my men were injured but again, this is a determined departure to thwart and frustrate our policing community, but wants to be policed in a way that would be familiar to viewers right across the uk. Let us talk about the increase of number of victims who are coming forward. Why is that . We have done a lot of work about improving understanding what hate crime is a waste report, that we will take it seriously. Say report. We have seen an increase in confidence from victims reported to us. Think that is where the increase has come from. Why do you think it is proving difficult to prosecute . One of the things has been we have improved confidence in people to report, but they are reporting some of the lower level incidents, some the shouting in the streets, a lot of online hate. Some things approving a lot more difficult for us to take forwards, especially online hate, with twitter in particular where we see a lot of hate stop it is difficult to get that user account from twitter because it is based in the us. So impressive that for us to prosecute. Just talk to us about the impact it is having on the people you are dealing with. It is very difficult to explain to that for them, once you have had the confidence to come to the police, why we can take that forward and sometimes we need to improve that side of our response to improve and explain what were doing throughout the process and then we signpost services that can support them after the incident has happened. It is not one type of hate crime that rises at any time. We have seen every type of hate crime rise when we have had these big incidents. How does it make people feel . Does it make them feel unsafe or how they feel . I think hate crime like any other crime really impact on that person and on that person was my personality and their well being. So it has a big impact on someone than their car being broken into and on that persons personality. We do offer victim support. What we do around lg bt hate offer victim support. What we do around lgbt hate crime is we have great organisations we work with across the country, one in manchester, the Lgbt Foundation who have a wraparound support that they can give to people and look at their well being, help them to recover afterwards and improve their confidence, because hate crime are being targeted for who you are ili does affect your self confidence. You touched on it a little bit, talking about the sorts of things you are seeing. Is social media the biggest area of growth or has it been more face to face stuff on the street . There has been an increase in face to face. It has linked to that social media and online hate. People are posting videos of assaults that happened early in the yearin assaults that happened early in the year in london that gets attention on social media. But then breeds. The two girls on the bus. That breeds more hate crimes. It feels some peoples vitriol. What would you say to people who feel nervous about reporting something that has happened . I would say come to the place, it is lgbt inclusive and an understanding force now and agency. There are people like myself who we re there are people like myself who were patently around lgbt hate crime and forces across the country who will be there to help you if you wa nt will be there to help you if you want a personal service, you have that option available to you.
