This point. Thirty four people are missing after a boat caught fire off the coast near los angeles. And the trade war between the us and china has intensified again with the us tragetting chinese shoes, nappies and food with import taxes. We can be sure this week will have ramifications for the uk for many yea rs ramifications for the uk for many years to come. On tuesday, mps return to westminster with some intent on trying to stop a no deal brexit with the government of Boris Johnson intent on delivering brexit, at the end of october, come what may. Earlier on the Prime Minister addressed the country, he didnt call for a general election, but his message was clear. Let us let them get on, without that sword of damocles over their necks and without an election. I dont want an election, you dont want an election. Lets get on with the peoples agenda. Fighting crime. Improving the nhs. Boosting schools, cutting the cost of living, unlocking talent and opportunity across the entire United Kingdom, with infrastructure, education and technology. It is a massive agenda. Lets come together, and get it done and lets get brexit done by october 31st. He says he doesnt want to call an election but listen to this on the negotiations with the eu and its hard to see how defeat tomorrow wouldnt lead to an election. And as we come to that brexit dead lean, iam. And as we come to that brexit dead lean, i am encouraged by the progress we are making. In the last few week, the chances of a deal have been rising, i believe for three reasons. They can see that we want a deal. They can see that we have a clear vision for our future relationship with the eu. Something that has not always perhaps been the case. And they can see that we are utterly determined to strengthen our position by getting ready to come out regardless. Come what may. But if there is one thing that can hold us if there is one thing that can hold us back in these talk, it is the sense in brussels that mps may find some way to cancel the referendum. Or that tomorrow, mps will vote with Jeremy Corbyn, for yet another pointless delay. I dont think they will. I hope that they wont. But, if they do, they will plainly chop the legs out from under the uk position and make any further negotiation absolutely impossible. And so i say to show our friends in brussels, that we are united in our purpose, mps should vote with the government against corbyns pointless delay. I want everybody to know there are no circumstances in which i will ask brussels to delay. We are leaving on 31st october. No ifs or but, we will not accept any attempt to go back on our promises or scrub that referendum. And armed and fortified with that convict conviction, i believe we will get a deal at that crucial summit in october, a deal that parliament will certainly be able to scrutinise. Be able to scrutinise. Lets be clear, though. The fundamental issue that is blocking brexit is the irish border backstop. And nothing at has changed. The eu insists they have seen nothing from borisjohnson that can be considered an alternative. Borisjohnson insists it has to go. You can follow this via the bbc news live page, with all the reaction and analysis to borisjohnsons speech. Lets take a look at what the opposition parties have had to say. Let us bring injessica parker, live from westminster. Hijessica, so lots of critics say this didnt tell us lots of critics say this didnt tell us any much. Did you detect something of significance in the statement . Yeah, i think what was implied and then sort of later emerged, is the really significant point, that is the suggestion if mps decide to back the anti no deal legislation, this attempt by a group of cross party legislation, this attempt by a group of cross party m ps legislation, this attempt by a group of Cross Party Mps to stop Boris Johnson from taking the uk out of the eu on 31st october without an agreement. If that passes Boris Johnson making it clear he is not prepared to do that. He is not prepared to do that. He is not prepared to do that. He is not prepared to seek a delay and so we are given to understand, if mps were successful with that legislation, then, borisjohnson, successful with that legislation, then, Boris Johnson, the successful with that legislation, then, borisjohnson, the Prime Minister, would seek to call an election for around october 14th. A snap general election. More complexity arising out of that, so say he did try and seek a snap election, he has to get the support of two thirds of mps in the house of commons to do so. Detecting some scepticism tonight for example from labourmps, as to scepticism tonight for example from labour mps, as to whether they can trust Boris Johnson labour mps, as to whether they can trust borisjohnson to still stick to that october 14th date and we are back to that concern we are heard before, should he say use his powers at Prime Minister to recommend a general election date for more like say ist november, parliament would be dissolved in the run up to that sist be dissolved in the run up to that 31st october date. Partle would not be round to block a no deal brexit if that is what it wanted to do. All sorts of various strategies, plans, counter strategy, poppingle as this week goes on. I will have we will have to see how it plays out. I think there is a lot of plotting and counter plotting as people try to figure out the next move. Dont go anywhere. This week is the week last week, Boris Johnson prorogued parliament this means closing the current session early. This limits how much time mps have to debate and pass laws. Thats a concern for those trying to stop a no deal brexit. Remember, the Prime Minister says he wants a deal, but that the eu must know hes willing to leave without one. And so we have Opposition Mps working with around 20 mps from mrjohnsons conservative party. Theyve been dubbed the Rebel Alliance, prompting graphics like this from the sunday times. These are four of the most high profile main rebels, former chancellor philip hammond, former attorney general dominic grieve, former justice secretary david gauke and a former minister rory stewart. The bbcs Political EditorLaura Kuenssberg says shes been told the rebels plan is to pass a bill to force a three month extension of brexit untiljan 31st, if there is no new deal or if parliament has agreed to no deal by october 19th. Theres further pressure because the rebels have been warned they will have to sit in parliament as independents if they vote for this and are being threatened with not representing the conservatives in the next election. Theresa mays Decision Making was in part guided by a profound desire to keep the conservative party together. Mrjohnson appears willing to risk a split. Heres one of the rebels. I think it is a very, very bad outcome, but i have a responsibility to do something about that and if that means that my career comes to an end,i that means that my career comes to an end, i would be obviously very disappointed about that, it is not something i want to happen, but i do have to put what i consider to be the national a interest to be the national a interest first. Then theres former chancellor philip hammond, whos calling the strategy of pressuring the rebels staggeringly hypocritical. He points to this. Here is a press Association List of current members of the cabinet who voted against theresa mays government when rerjecting her brexit deal. All of which gives tory mps plenty to think about ss oovhere here are some of them enjoying a drinks reception at downing street just before the Prime Minister gave his speech. Lets bring backjessica parker now. Jessica, it is striking when you look at the rebels they are not necessarily the most petrols you of political types. It is very interesting when you look at the likes of philip hammond, former chancellor, david gauke former justice secretary, they were the people who were part of the government, very high up in the government, very high up in the government, trying to persuade backbenchers back then to back theresa mays deal, and now here they are on the backbenches suggesting they cant back Boris Johnsons approach to brexit so in a not very short space of time things have changed for those people. Not necessarily seen as natural rebels long serving conservatives, very seniorfigures in the party. But look, i mean i think you have two kind of groups among those potential rebel mps, you have got ones who are pretty committed to back this no deal legislation, anti no deal legislation, then you have the waiverer, those who really dont particularly wa nt waiverer, those who really dont particularly want to vote against Boris Johnsons particularly want to vote against borisjohnsons government, maybe dont want to see their political careers come to an end by losing the party whip if that is what it comes to. Those are the people that Boris Johnson was obviously trying to address whether that was by standing on the steps of downing street, whether that was in that downing street reception, that conservative mps went to earlier. I am told by speaking to mps who were at that reception, the leading members of the so called gaukeward squad. They will come under pressure, maybe from fellow conservatives as well. And i think for them, next 12, 2a hours they have a lot of thinking to do, borisjohnson of course, writing over the weekend, i think in the sunday times he gave an interview saying time the pick a side. That is the choice mps now face. They have to decide whether blocking a no deal brexit is more important to them than sticking to their conservative party and conservative government. So that is the conservatives. Next let us talk about the opposition labour party, because if there is going to be election, two thirds of parliament has to approval. That requiresjeremy parliament has to approval. That requires Jeremy Corbyn and parliament has to approval. That requiresJeremy Corbyn and his labour partys requiresJeremy Corbyn and his labour pa rtys support. RequiresJeremy Corbyn and his labour partys support. Here is mr corbyn speaking earlier. Our purpose is to challenge this government on a no deal brexit. Our purpose is to try to protectjob, and living standards. Try to ensure that this country doesnt run head long into the arms of donald trump and a trade deal with the United States. We heard from the former labour Prime Minister tony blair who has these thoughts for mr corbyn. It is counter intuitive for opposition parties to refuse an election, but in this case it is vital they do so asa in this case it is vital they do so as a matter of principle, until brexit is resolved. Brexit is an issue that stands on its own, was originally decided on its own, and should be reconsidered on its own. The brexiteers are laying a trap, to seem as if pushed into an election while actively preparing for one. guess as well as decided to sup o port an election labour has to decide what platform it would stand on in an election. Yes, i mean let us on in an election. Yes, i mean let us take those two points, so, first of all, Jeremy Corbyn as leader of the opposition, she probably going to wa nt the opposition, she probably going to want to appear gung ho for a general election. That is what opposite parties do, they will say we are ready to take the fight. We think the government is doing a rubbishjob think the government is doing a rubbish job and we ready to take over and the kind of mood music we have been hearing from Jeremy Corbyn is he is up for a general election. But, some labour mps think it is a trap being drawn into an election that maybe some of them think they cant win or maybe some think as we we re cant win or maybe some think as we were discussing before the election date could be moved to railroad through a no deal brexit. That is one concern, what word the labour what would the labours platform be. Jeremy corbyn has been under pressure to sharp run up on what his message is. Is it a party of remain, do they want to get a new deal . Do they want to see another referendum and in the event it does would it back remain in such a referendum . All these questions have been lobbed atJeremy Corbyn over the past few month, and labours often been accused of not having a particularly clear position. And if there were an election, what do you have do, you have to write a manifesto that all of your mps have to write a manifesto that all of yourmps and have to write a manifesto that all of your mps and and all of your members can get behind and agree on. Jessica, thank you for your help. We will talk to you later. We will talk to you later. The European Union has repeatedly said that it doesnt want a no deal brexit but that the agreement it negotiated with theresa may is the only one on offer. It also says its pressing on with preparations for a no deal brexit. The decision could be made as soon as wednesday. Katya adler has been giving me he view from brussels. Floods, fires and earthquakesors we are told that decision could be be made as soon as wednesday. After that speech from Boris Johnson i spoke to katya adler to hear how the statement had gone down in brussels. It had been an expectation that the Prime Minister would call an election and even though he didnt, there is an expectation he may yet call an election within the next few days. Actually as far as the eu is concerned for those who are Still Holding out a hope for a renegotiated brexit deal acceptable for both sides. Dont forget the most probable outcome is still believed by eu leaders to be a no deal brexit. They think an election could help those who still hope for a deal. Why is that . That is because the Prime Minister is incorrect when he says that the main lever rang that the uk has over the eu to pressurise into making what would be uncomfortable, is a credible threat of a no deal brexit, we all know eu leaders want to a avoid no deal brexit. Eu leaders believe Boris Johnson avoid no deal brexit. Eu leaders believe borisjohnson with his no deal threat and it still not enough to make them change the withdrawal agreement, so he is wrong then, when he says that this Rebel Alliance those who oppose him, if they get together and try to force him to extend the brexit deadline they would be weakening at the negotiating hand. The weakest point for him in negotiations with the eu is that he doesnt have a co mforta ble is that he doesnt have a comfortable majority in parliament. Parliament. He goes to the eu and says i want this compromise and that, but he cannot guarantee eu leaders that if they make compromises, that the new brexit deal so to speak the guaranteed to finally pass through the uk and parliament. This is a fatele problem for him when it comes to negotiation, we heard him there outside downing street saying he is more confident than ever that a brexit deal can be made. There are no negotiations taking place at this point. Boris johnsons eu no negotiations taking place at this point. Borisjohnsons eu envoy comes back and forward to brussels. He is expected to come back here on wednesday. At the moment there are no talks of substance going on. The uk still has to come, here to brussels and present a credible alternative to that backstop guarantee, to keep the irish border open off brexit, so far, it is not in sight. If borisjohnson were to hold an election, if he were to win ina hold an election, if he were to win in a majority he would have more credibility with eu leaders but even then what is that magic compromise solution to the brexit deal, it is still not clear. Quickly, katya, he repeatedly references borisjohnson, this summit on october 17th and his belief that the eu always does things at the last minute. It is true sometimes they do, but in the case of brexit, is that really a viable option, that this all gets thrashed out doon into a brussels morning, one day next month. Thrashed out doon into a brussels morning, one day next monthm thrashed out doon into a brussels morning, one day next month. It is seen as unrealistic, the Prime Minister is proroguing parliament, they dont come back again, he has they dont come back again, he has the queens speech on 14th october. You have this eu Leaders Summit on 17th. It is dismissed in eu circles but even i speak to, the possible that eu leaders would suddenly get a proposal from the uk at this summit and say yes, we will do it. What is being talked about is that there is a very large likelihood, of other emergency brexit summits in october, the Prime Minister says he is definitely going to leave by 31st october. If that is the case, then the only thing that those in eu circles are willing to bet on in these Uncertain Times is you are likely to see an emergency brexit summit before halloween eve is out. You heard that right. Maybe one, may be two emergency brexit summit, plus through is one scheduled for october, and there may or may not be a general election depending on how the vote goes tomorrow. So say things are fluid is put being it mildly. Needless to say we will you through it throughout this week on the news channel and bbc world news. Inafew the news channel and bbc world news. China has lodged a case against the United States with the World Trade Organization over us import duties. Americas 15 tariffs hit some 112 billion dollars of chinese goods over the weekend including clothes, footwear and smartwatches a move thats likely to be felt by us consumers. China retaliated with fresh duties on us oil. Heres Karishma Vaswani in singapore. Asian investors have been nervously watching the trade war between the worlds two super powers e late. Markets in asia were wobbly as the uss tariffs on 100 billion or so of chinese goods went into effect on sunday. It covers clothes, nappies and food, in response beijing slapped tariffs on what amounts to about 75 billion worth of american goods, between a range of 5 10 worth. Most of these items have been on chinas previous lest. The newest addition is us crude oil. Analysts told me this shows china doesnt have as much firepower to target products from the us with tariffs, simply because it doesnt buy as much there the United States as it sells to it. That goes to the very heart of the trade war. But beijing does have other options for it can make Business Licenses harderfor american firms to get or hold up goods at ports for instance, all of which would make it much harderfor us firms to do business in china. In a few minutes well have all the latest on Hurricane Dorian, one of the most powerful storms ever recorded in the atlantic. Map its heading for the us but already the bahamas, to west of miami, has taken a direct hit. The Prime Minister of the bahamas has said Hurricane Dorian has caused unprecedented destruction in the islands. Hubert minnis said the hurricane, with wind speeds of nearly two hundred and fifty kilometres an hour, remained extremely dangerous, as it moves very slowly westwards across grand bahama. Good evening. The big global story at the moment as you probably have heard is Hurricane Dorian, this system has become a monster category five storm in the north east caribbean over the very warm waters and the upper atmosphere has been conducive to allow the system to strengthen. Its a monster storm, sustained winds over 180mph. Gusts in excess of 220mph. You can see the well defined eye there, always an indication of a dangerous storm. This is the forecast track earthquake we expect it to move northwards along the east florida coast and curve round to a north east direction, there is still some uncertainty from the blue shaded bit so it could graze past the land of the United States, certainly across georgia, and the carolinas as it continues to move through, through wednesday and thursday, warnings remain in force for all the coastline here, for significant storm surge, torrential rain and the potential of damaging winds, this system will continue to weaken. Into the Asia Pacific Region this front has brought a lot of rain to japan. Flooding downpours here but you will notice it has pushed further north, so it looks like some of the rain will be the very far north east of china and into the korean peninsula. There will be storms breaking out round the middle part of the week. Further south then we are looking at the South China Sea and this is the philippines, we have two suspect area, one they lose on a tropical depression and one in the south china say. Both could develop into Tropical Storms over the next few day, even if they dont they will produce heavy rainfall in the north philippines and into north vietnam. The brightest colours indicates where they are. Into europe this pretoria weather front has brought thunderstorms to central mediterranean, sicily, through the alp, austria and into poland, frequent lightening downpour, a few thunderstorms. As we head beyond monday it looks like the front will shift to produce more tomorrows across eastern your. Perhaps again for italy and sicily. High pressure will build and that could kill the showers off with sunshine. But back to our shores we have this area of low pressure move mogg south east across the uk, that will bring a speu across the uk, that will bring a spell of rain. Cloudier skies and strong winds. Lit introduce fresher air. It should be drier by thursday but it will feel on the cool side. You can see uk Weather Forecast right here, in about half an hour so stay hello, im ros atkins. This is outside source. The british Prime Minister is urging members of parliament not to delay brexit. If they do they will plainly chop the legs from under the uk position making any further negotiations impossible. His warning was to Opposition Mps but also to members of his own party therell be a vote on tuesday Hurricane Dorian is battering the bahamas with catastrohpic winds and a storm surge causing widespread damage. Well be live in the us, where several states are getting ready to feel the impact. Several states have declared a state of emergency. 3a people are feared dead after a boat caught fire off the coast near los angeles. Hurricane dorian is one of the most powerful storms ever recorded in the atlantic. Its heading for the us but already the bahamas, to west of miami, has been struck. This is the storm as seen from the International Space station. These are shots from the ground in grand bahama and abaco. The storm hit at category 5 strength with winds up to 270 kilometres an hour. Its now a category four. Its left a path of destruction. As many as 13,000 homes may have been destoyed or damaged. It is difficult to make out exactly what is happening that you can see the energy that the storm has brought to the islands. Official reports that one person has died. That figure may go up. What is making this storm worse is that it is moving extremely slowly. Its moving at 1. 6 kmph thats below walking pace. Heres one student who lives in the city of freeport. The winds are terrifying right now and it is expected to be like this for at least the next 12 2a hours. We have been hearing about a lot of flooding. That is all we have been hearing, terrifying waves and reports of a lot of flooding from other areas around the island. The bahamian Prime MinisterHubert Minnis has tweeted here he is speaking a little earlier. This is probably the most sad and worst day of my life to address the people. I just want to see that as a physician i have been trained to withstand many things, but never anything like this. We have some of the best standards of Home Building within this region. Our homes are built to withstand at least 150 mph. This would put us to a test we had never confronted before. The storm is sitting over the bahamas. It is set to move in the direction of the United States. Florida, georgia, north and South Carolina have declared states of emergency. Heres the governor of florida. There have been 72 Nursing Homes and assisted living facilities along the coast that have been evacuated. Some of the have begun evacuating or making plans to evacuate. Ijust spoke this morning to President Trump. He is fully engaged in this. Just reiterated that he is going to provide whatever resources we need to be able to weather Hurricane Dorian. This is a storm that can impact multiple states at this point. And this is the Us National Hurricane centre. The most likely scenario is dangerously close, just to the east side of florida, and tracks almost paralleling the coast through florida and over the next couple of days, then we have to be concerned with georgia, South Carolina, north carolina, because the track is dangerously close. It is notjust on the coastline. But the point we would like to make it even if it is just off because that is very dangerous, very powerful system. The impacts will be felt. The storm surges in florida, rainfall could be 24 surges in florida, rainfall could be 2 4 inches. We already have Tropical Storm force at a beach. We will talk about the us in but what are we hearing the bahamas . Sporadic and concerning news about the bahamas. Social media and locational media are talking about major destruction. This has been corroborated by government officials. The foreign minister was talking about major destruction in the previous islands that the hurricane hits. In grand bahama at the airport is believed to be under several feet of water. Media reports have been talking about one death but there seems to be the potential for more deaths given the strength of the destruction. There is a sporadic communication with large parts of the island at this point. In terms of florida and the american states which are expecting this storm what preparations are they making . Florida is getting into a full hurricane mode. Miami, the city where i am, has currently been spared the worst of it, we have relatively good weather but a short distance from here in the northern suburbs of miami, there are major preparations. Fort lauderdale airport, a Major International airport, a Major International airport, authorities are expected to suspend flights today, further to the north in palm beach county, including the region where the house of President Trump is located, they are facing compulsory evacuation orders, around 1 Million People are expected to be covered by this compulsory evacuation order. There isa compulsory evacuation order. There is a Nuclear Reactor further up the post where there is up the coast where there is preparation for the possibility of a hurricane. Most of florida and a big part of the eastern coast of the United States is expecting to see at one point as the hurricane going to turn northwards. Moving westwards directly towards the coast but forecasters have expected it to return to the north. It depends on which moment the tyrant occurs. That could have a big impact on how severe the damage could be because of this hurricane in florida. Luis fajardo, bbc mundo, miami. As ever with extreme weather, we ask whether there is a connection to climate change. Matthew cappucci, an atmospheric scientist and meteorogist for the Washington Post. Is that nature of this storm connected to broader changes that are happening in our climate . M connected to broader changes that are happening in our climate . It is impossible to connect any one event to climate change. That said it fits into an overall pattern that has been alarming. In the past four yea rs we have been alarming. In the past four years we have seen category five hurricanes in the atlantic, four of them, that has never happened before. We are not expecting to see more hurricanes but those that form are likely to be more intense. more hurricanes but those that form are likely to be more intense. I was mentioning earlier that Hurricane Dorian is not moving very quickly, why is that . Correct. Right now, there is a High Pressure ridge off to the east, low pressure off to the west, neither is now connected to Hurricane Dorian. It is sitting and spinning, like a game of tug of war but no one is holding the rope. Ba rely but no one is holding the rope. Barely a walking pace, less than walking pace. You have 300 kilometre per hour winds over some areas for an extended period of time. Terrible news for the bahamas but perhaps better use for the us . Correct, it has been like a tornado almost in the bahamas. In the United States, it is tenuous as to how close Hurricane Dorian will get. Now it looks like 50 70 kilometres off the coast where the eye will be, that is where the worst will be. That said, areas that will get the winds will see a one or two metre storm surge and rainfall of 5 cents metre or ten centimetres. How common or rare art category five hurricanes . In the past century we have had about 30. Not terribly unusual. To get a string of four in four years, more than four string of four in four years, more thanfour in string of four in four years, more than four in four years is noteworthy. The atlantic has been very active lately. We see this every 25 40 years, a flurry of activity. That said, seeing one like this is quite impressive from a forecasting point of view. Thank you. And you can read his analysis in the Washington Post website. Four bodies are being recovered off a boat off the coast of california about 30 others are not accounted for. This happened near Santa Cruz Island in the middle of the night. You can see from this image the severity of the fire. This is the coastguard. There was a mayday call, and engulfed a 75 foot commercial diving vessel with 39 people aboard. Crews we re vessel with 39 people aboard. Crews were fighting the fire when the vessel sunk in. Lets go live to peter bowes in la. The sun has been up a good while, i guess we are getting a better picture of the situation . We are but that search of search and rescue operation is still under way. The vessel was anchored in the harbour, very close to the shore line and there were hopes at one stage that those scuba divers who we re stage that those scuba divers who were using the boat, if they had been able to escape from the vessel that they might have been able to swim to safety. But it has been ten hours now and no further survivors have been found. As you say, four bodies have been discovered. The search goes on but hopes of finding any more people alive are fading. Why would this number of people be sleeping on one boat . We understand this was a charter vessel, it was taken out of santa barbara, further to the north, a couple of days ago. It was the middle of the night, they were sleeping, we understand, in bunk beds below deck, while there were some Group Members who were awake and seemingly working on deck. Those members, five of them were rescued, a p pa re ntly members, five of them were rescued, apparently by members of the public who were the first on the scene, in private boats, before the coast guard could get on scene. A crucial question for investigators as they move this forward, to those members who survive, what was happening on deck at that precise time and in the moments before this very fierce fire exploded on the vessel . Was there any engineering problem, a technical problem that they were aware of . Thank you. We will keep you up to date on that story as it develops. Stay with us on outside source still to come. Borisjohnson Boris Johnson gave borisjohnson gave a statement earlier, urging his own party and the opposition not to restrict his ability to negotiate with the European Union. More details on brexit in a couple of minutes. A man has pleaded guilty to the manslaughter of a three and a half year old boy who was crushed behind a car seat in february last year. Stephen waterson, who is 26, had denied any involvement in the death of alfie lamb at an earlier trial in which the jury was unable to reach a verdict. Richard lister reports. Alfie lamb, described in court as the loveliest child you could ever meet, but his mother, adrian hoare, had taken him from one chaotic home to the next and alfies father figure, Stephen Waterson, was an angry, controlling man with a history of violence. These are the last images of alfie, struggling to keep up with waterson and hoare on a shopping trip. Theyre with two more adults and another child, who all lived in watersons flat. They seem almost oblivious to alfie and hes about to be placed in the rear footwell of watersons overloaded car, between hoares feet, for the drive home. By the time they arrived back at their flat here in croydon, it was clear something was very wrong. During the journey, Stephen Waterson had become annoyed with alfie crying, and pushed his seat back against him. When they pulled the little boy out of the footwell, alfie wasnt breathing. Stephen waterson rang for an ambulance, but pretended to be a passer by. Is there a door number you can see . No, its a block of flats. Ive just literally been driving past. Right, ok. And whats the telephone number youre calling from, please . Its. Dont worry if you dont know, its fine. Giving evidence in february, alfies mother, adrian hoare, said hed cried, mummy, when waterson moved his seat back. But she said waterson responded that he wasnt being told what to do by a three year old. The jury were unable to reach a verdict on waterson in that trial, though they found hoare guilty of child cruelty. As his retrial was due to get under way this afternoon, waterson finally admitted he was guilty of alfies manslaughter. This is outside source live from the bbc newsroom. Borisjohnson has warned mps in his own party not to vote with the opposition on a bill seeking to remove possibility here is the ballot paper. The choice was simple remain in the eu, or leave it. There were no specifics on what leaving meant. Some wanted to stay in the eus Single Market some wanted out of it. But certainly the prospect of leaving without a deal with the European Union was not on the agenda. Dominic raab is current foreign secretary. Back in 2016 he said there was no doubt the uk would negotiate a new agreement with the eu. Michael gove, now a cabinet minister, said two days before the referendum well be in a position i think to secure a better deal than the one that we have now. Last year, mr gove insisted a deal had to happen. He said, we didnt vote to leave without a deal. And yet he is now the minister responsible for no deal preparations. The Prime Minister borisjohnson said during the Referendum Campaign it doesnt seem to me to be very hard. To do a free trade deal very rapidly indeed. The problem there was that the eu has always insisted that the terms of the uks departure are agreed before any future trade deal can be done and to the frustration of some brexiteers, the uk agreed. As such we dont know how long a trade deal will take because after three years were not even at that stage yet. The current political maelstrom is about how the uk leaves. Now, borisjohnson has made it clear he will leave without a deal if need be but you wont have heard messages like that three years ago. The bbcs Reality Check Team has looked at the twitter accounts of brexit campaigners and the official Vote Leave Campaign during the six months before the referendum. It didnt find any mentions of leaving with no deal or without a deal. Critics say the definition of brexit has shifted. The Prime Minister and others argue they want a deal but the eus negotiating tactics are forcing them to consider no deal. It is striking that something that was on the fringes is now right at the centre. We have seen this evolution of the narrative around brexit over the past few years. Some of it to some extent began when theresa may started talking about how no deal was better than a bad deal. Then a lot of conversations began about what a bad deal was. And conservatives in her own party, particularly those who are passionate about brexit, who did not like the look of her deal, said they we re like the look of her deal, said they were taking her at her word, they thought what she had negotiated was not any good and therefore she needed to take the uk out of the eu without a agreement. That did not happen and here we are now in the beginning of september, the default departure day now october 31. Boris johnson saying he still thinks that he cant may be eked out a deal from the European Union, a better agreement, as he would see it, then the man his predecessor negotiated. Some people here in westminster frankly dont believe him. Some people here think that this government is actually going all gung ho for a no deal brexit on 31st of october. Downing street insisting it is trying to negotiate a new agreement with brussels. Whatever way you look at it there is not an awful lot of time left. That is why we are seeing mps who are particularly concerned about a no deal brexit trying to take control of the house of commons, house of commons business, tomorrow, in order to then dry and push for legislation designed to stop a no deal brexit the following day. Whether things will get that far we will have to wait and see. Do not go anywhere because as you have been alluding to part of this is about a battle within the conservative party itself and this has been going on throughout the time of the brexit referendum. After that vote was won in 2016 David Cameron resigned and theresa may took over. And after many twists and turns and resignations from her cabinet, eventually she returned from brussels with a withdrawal deal. But she couldnt get it through parliament. Eyes macro 202, nose macro 232. Ayes 202, noes 232. Three times it was defeated that was the first. Defeated by an unusual combination of Opposition Mps, some of whom oppose brexit, and conservative Party Brexiteers who want brexit but hated the deal. The brexiteers had stopped brexit happening. They wanted it done differently. The number one issue is the backstop this is the clause in the withdrawal deal aimed at preventing a hard border on the island of ireland in the event that the uk and eu fail to reach a new trade deal. It achieves this by keeping the uk in the eus customs union. Indefinitely. Some tory brexiteers couldnt stomach this and this the deal was scuppered and a delay agreed. That led to a surge in support for the newly created brexit party led by nigel farage. It came top in the european elections promoting no deal as the best form of brexit. By this point, theresa may had run out of options and resigned. And borisjohnson won the right to replace her with a promise to leave on 31 october do or die. That alienated some conservatives. On tuesday, the question is, will the conservatives finally be broken apart by the issue of europe . I have thought they few times this must be the moment when the pressure becomes too much for the tories but they have always managed to hold together. Tomorrow is another challenge. Conservative mps looking at this as a moment for the party, could you see some kind of split . The thing is that the number of conservative mps who are actually rebel, if it is relatively small, then borisjohnson might count that as a bit of a victory and think it has not led to a major rupture in his party. But there are those in the conservatives who think that what was more of a moderate one nation party may be under previous Prime Ministers, has shifted to the right, and they feel less at home than they did in that party. I think borisjohnson would say, iam party. I think borisjohnson would say, i am a one nation conservative, i want to give more money to the nhs and education. But it all seems to come back to brexit and his willingness to apparently embrace a no deal if that is what it comes to. Something that a number of conservative mps are very uncomfortable with. And some uncomfortable with. And some uncomfortable as well, i think with, as they would see it, hard line tactics coming out of downing street over the past few weeks, and certainly since Boris Johnson over the past few weeks, and certainly since borisjohnson took over. Some will see it as a battle for the soul of the conservative party that is going to play out very publicly this week. Those more on borisjohnson side would say that is a little bit overblown and what he is trying to do is just deliver on what he said he would which is take that uk out of the eu and there is no point in kicking the can further down the road. Thank you very much. Before we go, a reminder that the British Government is expected to try and call a general election on 1a october if it is defeated by mps opposed to a no deal brexit on tuesday. Earlier, Prime Minister borisjohnson called let the negotiators get on with their work without the sword of da mocles their work without the sword of damocles over them, and without an election. I do not want an election, you do not want an election. Let us get on with the peoples agenda, fighting crime, improving the nhs, boosting schools, cutting the cost of living, and looking talent and opportunity across the entire United Kingdom with infrastructure, education and technology. It is a massive agenda. Let us come together and get it done and let as get brexit done. On october 31. I will see you tomorrow, to see what happens. Quick word on Hurricane Dorian.
