Airport after a night of violence in which dozens of people were injured. At least five people are dead in the second mass shooting in texas in a month. Police describe the lone gunman as an animal. The government says schools rated outstanding will no longer be exempt from inspections by ofsted. And commemorations in poland started this morning to mark the day germany invaded the country, sparking the start of the Second World War. Good morning and welcome to bbc news. Labours brexit spokesman has said this week will almost certainly be the last chance to stop britain leaving the eu without a deal at the end of october. Sir keir starmer said mps opposed to a no deal brexit would try to introduce legislation to prevent it happening. Meanwhile, the senior cabinet minister reponsible for no deal preparations, michael gove, has refused to be meanwhile, the senior cabinet minister reponsible for no deal preparations, michael gove, has refused to be drawn on whether the government would abide by such legislation. He also denied there would be Food Shortages in the event of no deal, but predicted that some prices may go up and others would go down the eus lead brexit negotiator, Michel Barnier, wrote in a sunday paper today says the uk has come to a moment of truth on how it will leave the European Union. Earlier i spoke to our poltical correspondent, susana mendonca, who told me that mr barniers comments undermined the stance taken by borisjohnson, that there was Still Movement to be taken advantage of in the brexit negotiations. Here we have the eu chief negotiator saying there is no chance of getting rid of the irish backstop which is a key red line for borisjohnson and seeing the eu has shown maximum tax ability and what it is shown so far is so the fact of movement is brought into question. Mps this week in week to stop an ordeal brexit will be working towards that end. And tory rebels who were former members of the government of women theresa may are going to be speaking to borisjohnson to see what progress are you making with the European Union . This does not help borisjohnson European Union . This does not help Boris Johnson that European Union . This does not help borisjohnson that respect. In terms of those leading the charge we have the opposition parties and labour and we have had from the shadow brexit secretary today who says this is the last chance because of prorogation, the litany have four days to make their mark and so they are planning ahead and talking about how they have lots of ideas for different eventualities. He did not go into detail about what the plan would be and we wouldnt expect him to because that would be telling the government. Certainly it is very clear that he and others from other Political Parties are working to try and stop an ordeal brexit and that is his priority. The legislation. The legislation is intended to ensure we dont leave without a deal. That will require an extension. The length of extension is secondary, frankly. Weve simply got to stop leaving without a deal. 0k. But i do go back to this point because theres always talk about plotting, etcetera. The Prime Minister can cut through this very easily this week by saying i am going to put my proposal up for a vote and im going to live by the result. If Parliament Gives me backing to leave without a deal, so be it, and if they dont, i will abide by that, but he wont do it. And what about the government reaction to that . And unjust thing about what keir starmer said in that interview as he described Boris Johnson as disingenuous and he would use any means to get around parliament so there is clearly a com plete parliament so there is clearly a complete lack of trust there. We have heard from michael gove and i think it was telling in his interview that he wouldnt see whether or not the government would abide by legislation to block an ordeal. He said they would have to wait and see what happens with that but in terms of this idea that enough conservative backbenchers would side with labour and the liberal democrats and what have you to time block and no deal brexit. Try and block. Michael gove was very clear that the Prime Minister has numbers on his side. I believe that a majority of mps in the house of commons this week will back the Prime Minister because we know the Prime Minister is making progress with our european friends and allies in order to ensure a deal. To secure a deal. I think people will not want to put a road block in its way. We all want to leave with a deal and we know as a result of the conversations that the Prime Ministers had with Emmanuel Macron and angela merkel, that the Withdrawal Agreement that they stated was a block of marble and could not be altered, is now capable of being changed. Seen from space, Hurricane Dorian is scything through the atlantic ocean. I dont think that Michel Barnier got that memo. But the government say they are trying to get a deal with the European Union but we have had from keir starmer about that. There are lots of rumours about would borisjohnson there are lots of rumours about would Boris Johnson go there are lots of rumours about would borisjohnson go for a general election and there is a vote of no confidence and we do not have a lot of time in parliament for mps to do what they are going to do. There are also court cases going on. Lots going on that could hinder the government aims. And also the government aims. And also the government is saying that they do not want an ordeal brexit but they are obviously planning for it and we have this advert campaign this week, thatis have this advert campaign this week, that is being launched this week. Michael gove is behind that one. It is all about telling people what to expect in an ordeal brexit. I was having a look at itjust before and it is almost like a question and answer. Have you got pets . Our europe european citizen . Where are you planning to travel . Depending on what you put on there it is coming up what you put on there it is coming up with various bits of information. But those worried about an ordeal brexit talk about the possibility of there being shortages of medicine and shortages of food and these are what is that concerning people and we sell these massive protests about prorogation yesterday and will understandable be more process to come. understandable be more process to come. Protests. Pro democracy activists in hong kong are converging on key parts of the territorys transport network, in the latest wave of protests. Five people remain in a serious condition in hospital after yesterdays demonstrations descended into some of the worst violence seen since the protests began injune. Our china correspondent Stephen Mcdonnell sent this update. Activists have, to an extent at least, achieved their goal here at the airport in hong kong. That gate there is where passengers would normally come out to reach buses. Would normally come you can see its closed. Would normally come heres a barricade that has been built to stop them coming in or out. The idea was to cause transport chaos. Here are the protesters, the pro democracy activists, who defied the authorities, defied warnings that to have a rally like this risks arrest, risks the potential of being charged with illegal assembly. They are moving around the airport from place to place trying to block various parts of the transport infrastructure. For example, the airport express Train Service has had to be stopped, as well. It can only be a matter of time until the police try and clear them away from here, but you can tell that this problem is going to keep going for many hours at the airport unless protesters are forced to go. That was going to be the inside of the News Conference because the police were going to give an update. At least five people have been killed and many more injured in the second mass shooting in texas within a month. Three Police Officers are among the injured in the cities of midland and odessa. Schools in england rated outstanding by ofsted will no longer be exempt from inspections, under new government plans. The department for education says that, as of last summer, almost 300 schools hadnt been assessed for more than a decade. It said the changes would give parents up to date information about their childs education and ensure standards remain high. Alexandra mackenzie reports. Its the beginning of a new school year. Time for the education secretary to unveil what he calls a raft of new measures for schools in england. The government says it will now focus on standards in education, and supporting the teaching staff. Labour says this is an embarrassing admission that the education policies of successive tory governments have failed, but that too many of its proposed Solutions Just offer more of the same. Some flights to and from the uk are facing delays because of problems affecting french air Traffic Control. British airways said an outage had affected flights travelling through french and spanish airspace. Easyjet tweeted that it was experiencing disruption due to a partial failure of french air Traffic Control systems. Earlier i spoke to travel expert simon calder who gave an assessment of the impact this is having on air travel today. This is one of the busiest days in the year, particularly for families returning from holidays. A number of uk airports say it will be the busiest day for inbound arrivals, but at the moment that looks uncertain. Let me try and explain where we are. France absolutely at the heart of western european Traffic Control. 60 of all easyjet flights anywhere go over french territory. British airways say that they thought there would be some disruption, but there has already been 36 cancellations from heathrow, to destinations from as far apart as athens, rome, berlin. They are blaming air Traffic Control in france. I assume that is because so many delays are building up. In gatwick, one easyjet flight to toulouse is running five hours late. We have had long delays on easyjet. Also tui. At manchester, if you are watching this in the departure lounge, you are quite possibly booked onjet2 to alicante. Those flights are running four hours late. Do we know what has gone wrong at air Traffic Control . There has been industrial action earlier in the summer, is it just a coincidence . It appears to be, yes. It appears to be looking at the overflights. Paris Charles De Gaulle is operating surprisingly well. We have seen many strikes, particularly in the marseille area in the south east of france, out into the mediterranean. This appears to be some kind of malfunction which greatly reduces the flow rate. There are reports of pilots in lisbon trying to get to the uk telling their passengers that they are going to be four or five hours late. You will not be able to get compensation, but the airline is not at fault but airlines have a duty of care, meaning meals and so on. They also have to reboot you on the first available flights, even if it means paying money to a rival to get you home. The headlines on bbc news. The eus lead brexit negotiator Michel Barnier says the uk has now reached a moment of truth and rejects demands for the irish backstop to be scrapped. I love you guys but its not the greatest. Thats all the sport for now. Ill have more in the next hour. Hurricane dorian is drawing ever closer to the bahamas and the southeastern coast of the United States. Its a category four storm, with maximum sustained winds of 145 miles per hour. Dorians route has been very difficult to forecast but with heavy rain and severe storm surges are expected, its potential to cause huge damage remains high. Im joined now by tom sabbatelli, manager of event response at Risk Management solutions one of the worlds leading catastrophe risk modeling companies. These unpredictable factors about your business is all about. The best way presumably is to prepare for the worst and hope for the how do the authorities in the bahamas employ that kind of message . You need to look at the potential for catastrophic damage and there is a lot of potential for very high winds and very high storm surges as well. The bahamas at a very flat island in the coastline of shoulder is very shallow so that allows for the build up of water to flood the islands and we are looking at the resilience and what protection might be in place for people to rebuild after the storms. In the caribbean we find that is not as much protection and insurance participation as in miami or elsewhere in the United States. Participation as in miami or elsewhere in the United Stateslj remember elsewhere in the United States. remember being in dominique, one of the smaller caribbean islands and a year or so later about the contrast when severe storm went through a couple of years ago between the rebuild they are and the rebuild and more built up islands with stronger links to bigger countries like the United States and also better insured. Absolutely. Ithink experience unfortunately is our best preparer. When you have been through a hurricane before you know to rebuild stronger and in areas such as the caribbean where it has been hit many times and even in florida where the rest is stronger people are more stringent and more aware of the risk and if you are not a whit of the risk you do not get out of harms way and dont take the step to build stronger. What might be interesting thing about an event of this kind as it focuses minds and then makes people debate the whole question of whether these risks are becoming more frequent because of the effects of Climate Change. Do you think that will act as a ca ta lyst you think that will act as a catalyst to get some places that thought we might get one of the storms every ten years, it is not worth the investment, to rethink that . Companies and governments are definitely thinking about Climate Change. We may not be able to attribute Climate Change this one event but when we look at the immediate future for Climate Change there are debates that say perhaps there are debates that say perhaps the storms are getting more strong and perhaps more frequent but in the present day what companies are more concerned about actually is the sea rise. Sea level rises have been going on for the last couple of decades and that creates more situations for Hurricane Katrina like situation with storm surges washing on sure. And also massive population growth since the 1950s in florida and along the coast. Washing up on the shore. Events are taking place to mark 80 years since hitlers invasion of poland. Ceremonies began in the early hours of this morning in the polish city of wielun where the bombs first fell. Foreign leaders and dignitaries, including foreign secratary dominic raab, have been arriving in the capital warsaw, where polish president andrey duda is hosting a series of ceremonies througout the day ahead of todays commemoration ceremony, i spoke to polands ambassador to the uk, Arkady Rzegocki and asked how his country would be remembering events 80 years ago today. 80th anniversary since their break of the Second World War, one of the biggest tragedies in world history. And because the war started with the nazi german invasion into poland we commemorated their stay in the biggest events take place in warsaw with many Prime Ministers and president s and head of states gathering altogether in our capital. The history of what led up to the invasion and occupation of poland by the nazis in 1931 is quite a painful one for your country and other countries in europe and for britain because of the policy of appeasement up because of the policy of appeasement up to that point. 1939. Is there a sense that the british and others such as the french let poland down . Still the Second World War is a very important issue in polish minds. Because we lost almost 6 million polish citizens. We lost many cities. Half of poland was invaded. In fact, the war started with nazi german invasion but on the 17th of september there was also the invasion of soviet russia. So on one hand it was, poland was the first country to say no to germany and we fought very briefly. Poland fought from the first to the last day. When poland disappeared from the mouth and was under revision polish soldiers fought with their british collea g u es soldiers fought with their british colleagues and fought together against nazi germany. It is a period when there was established quite a significant polish population in the United Kingdom, forced out because of the occupation, leading the light back fight back against the nazis. Many of them stayed and many of the children and grandchildren live in the uk to this day. How important is it for the Expatriate Community and people you meet and deal with on a regular basis as ambassador in london . It is very important issue because there are lots of generations who still remember about brave polish and polish soldiers and thinking not only are people of polish origin but also of british or scottish or english people who still remember polish soldiers who fought so bravely during the Second World War. And i think that they are proud of these people and this collaboration during the Second World War and the pride is still a reason of pride in polish and british citizens. So that is why we have to remember because we can think about close cooperation in the future. We think of 80 years as being a long time ago. For many of us it is before our lifetime, before you were born and i was born. But because poland remained one way or another under Foreign Occupation of foreign control right up till the end of the 1980s when the soviet union finally collapsed, it was a long and dark period where polish people did not have their freedom. So this is ancient history for a lot your countrymen. That is true. Poland became free in 1989 after the fall of communism. We resisted the communist also after nazi germany. So from our perspective we had only 30 years of Free Development and are probably one of the most dynamic countries nowadays in europe because we have two build everything from the bottom. And we are very proud of what we have already achieved. 27 yea rs of what we have already achieved. 27 years of gdp growth and we still have our economy going very nicely. It is one of the reason why we are so keen of working hard and looking for success. Less than two months to go until the government says we will leave the European Union whether there is a deal or no deal. Where does that leave the relationship do you think . Not least the many polish people who live here must be a little bit uncertain, for all the guarantees and properties, about their status. The mac that is a very important issue. There are 1 their status. The mac that is a very important issue. There are1 million polish People Living here and some came after the Second World War and some of them came after 200a. It is a very important issue. But they hope, although i regret that the United Kingdom is leaving the United Kingdom because we cooperate so closely, i think it is our common task to build as many links as possible and to have very close bilateral relations after brexit. What do you hope will be the mood of the commemorations today . what do you hope will be the mood of the commemorations today . I think this commemoration is very important because we have two remember the victims and have to remember about these people who fought so bravely and were devoted to freedom and the most important ideas and values but also we have to remember that altogether we are much stronger and we have to cooperate very closely because still there are a lot of threats around us. The polish ambassador in warsaw this lunchtime for commemorations. If you are late for a
