Talks to form a new government in italy have resumed now that populist and centre left leaders have agreed that Giuseppe Conte should stay on as Prime Minister. Italys president has given the five Star Movement and the Democratic Party until wednesday to reach a deal and avoid a snap election. Ramzan karmali reports. For many italians, this is becoming an all too familiar scene. Politicians leaving yet more emergency talks with the president , but this time, theres hope a solution could be close. Translation we are going on, we are working to give italy a new government. A turning point government that cares for the environment, for employment, for research and for the common good of our country. Italys Prime Minister, Giuseppe Conte, resigned in dramatic fashion last week after matteo salvini, the leader of the nationalist league party, tabled a no confidence motion against him. Mr salvinis league party had been in power with the anti establishment five Star Movement for 14 months when he effectively ended the coalition, saying he could no longer work with his partners. The five Star Movement then turned to the opposition Democratic Party in an attempt to a new government but their talks stalled and only resumed after it was agreed that mr conte should remain as Prime Minister. And there are more sticking points to overcome. Five star wants to cut the number of parliamentarians. The two parties are also expected to have differences over next years budget. And the centre left Democratic Party are also looking to roll back many of the league sponsored immigration measures. If the two parties fail to reach agreement, autumn elections appear likely, with mr salvinis nationalists eyeing victory after the leagues strong showing in mays elections. Mr conte has received an unusual message of support from president trump, who tweeted that the Prime Minister was a very talented man. And if a new Coalition Deal is agreed before wednesdays deadline, mr salvinis move to tighten his grip on power will have failed for now. Ramzan karmali, bbc news. A woman who says she was a victim of the convicted us paedophile Jeffrey Epstein, and was forced into a sexual encounter with the duke of york, has urged the prince to come clean about what he knows. Virginia Roberts Giuffre spoke to reporters outside a court in new york. It was after a hearing for alleged victims of epstein, who took his own life in prison earlier this month. Prince andrew denies the claims made against him. Heres our north america correspondent chris buckler. Jeffrey epsteins victims came to court to be seen and, most importantly, heard. They were given the opportunity to show how they work abused and they did so in graphic detail. Before i knew what was happening, he grabbed onto my wrist and tugged me towards the bed. I tried to pull away but he was unbuttoning my shorts and pulling my body onto his already naked body faster than i could think. I was searching for words but all i could say was a meek no, please, stop, but thatjust seemed to excite him more. They became emotional in court as they talked about the crimes they suffered at the hands ofjust Jeffrey Epstein. They talked about being abused, manipulated by the man they described as a complex villain. The disgraced financiers at inside a prison cell has led to many questions and in court, his lawyers claimed the injuries he suffered we re claimed the injuries he suffered were more consistent with an assault ona were more consistent with an assault on a suicide. Whether it was a suicide or murder does not end the case, does not end their fight forjustice. It does not end their feeling that they were manipulated and victimised. Epstein had many famous and influential friends including epstein had many famous and influentialfriends including donald trump and the prince of york duke of york. He has categorically denied allegations he had sex with a girl exploited by epstein. Virginia Roberts Giuffre who has made accusations against Prince Andrew was among those at court. He knows exactly what he has done and i hope he comes clean about it. Thank you. Jeffrey epstein may be dead but his victims are determined to ensure that the questions about his crimes continue to be asked. Chris buckler, bbc news, new york. Britains finance minister the chancellor sajid javid, will bring forward his announcement on the governments spending priorities. Its fuelling speculation a general election is likely. Mrjavid will deliver his Spending Review in parliament next wednesday with health, schools and the police all expected to receive a funding boost. Priya lakhani, founder and ceo of century tech. It does have that feel of building up it does have that feel of building up to it does have that feel of building uptoa it does have that feel of building up to a sort of campaign, doesnt it . Spending priorities being set out. Boris in his Leadership Campaign talked about spending money on the right places, he talked about education which was second on his agenda to delivering brexit. Here he is now with a one year review, his chancellor coming out with Spending Review. This is not a long term Spending Review and it looks like this is boris saying that he is delivering on his Leadership Campaign which obviously will set him up in a general election which is what the country is expecting in the next few months. I think there are departments out there, as cynical as some of us might be, about the fact that this is a general election, that will welcome this. I work closely with schools, day in, day out, everything all day, even on social media, on twitter, anything about purchasing new technologies, funding, funding, funding. This is going to be very, very welcome. Head teachers will look at this and think, finally, money is being in checked it into the right places. Injected. Promises by the Prime Minister. Nhs funding. These departments will really, welcome with this spending. What they will want to see is a Long Term Strategy by government and not just a short term Long Term Strategy by government and notjust a short term approach. Long term strategy by government and notjust a shortterm approach. And it also does make it is also the detail that is so important. When they talked about finding the hospitals it is also the details will stop hospitals had already saved,it will stop hospitals had already saved, it was not new. With these spending plans, is it new money or not . They are going to be pouring billions into different they are not going to be pouring billions into different departments, they are not going to let rip but to be consistent with the previous governments for school rules. That means keeping borrowing under control and debt at it 2 of gdp. There was a report in march and actually the chancellor could spend far more than he is here. This is really about them looking at the priorities. They are not going to town in the sense with housing, with defence which is what they would have expected to seek and they have really stuck with police and education as top priorities. You mentioned the police. There will be some that will see this promise of the 20,000 new police as just taking things back to where they were before austerity or going somewhere towards it. This is the big question. How much damage has the government done in the last few yea rs 7 government done in the last few years . This isnt even repairing that and schools will feel the same way. There is constant about School Spending never been higher but in real terms, budgets have been cut. Can this rectify the situation . A big, big question but are certainly an extra injection of cash is certainly not something that will be sneezed out by schools, by police, by the nhs. We are looking forward to seeing this and we want to see the spending quickly. We want to see the spending quickly. We want to see the money quickly will stop do not ta ke yea rs the money quickly will stop do not take years to inject this cut into the right places so we can actually see an improvement. For education, it is very much about children. At about empowering teachers. And about. No matter what the agenda is, whether it is a general election or something else, that the focus is on how to improve Front Line Services for people who are working on these spaces. Thank you, priya. We have a whole batch of papers to go through. An interesting one about how, why millennials are so badly, ill prepared, for a possible recession. Lets brief you on some of the other stories making the news. The pharmaceutical company, purdue pharma, is reported to be in discussions to settle over two thousand cases related to the Opioid Crisis in the us. A near total ban on taking baby African Elephants from the wild and selling them to zoos has been approved at a meeting in geneva. Parties to the convention on International Trade in endangered species decided to tighten the rules after days of debate. The decision significantly strengthens the restrictions on the elephant trade, as the bbcs tim allman reports. They are the most majestic of animals. But the African Elephant is an endangered species. There are, by some estimates, only a few hundred thousand of them left in the wild. So, from now on, it will be prohibited to sell baby elephants to zoos around the world. About time, too, according to leading conservation groups. If you imagine what happens when a young elephant is taken away from its family in the wild, shipped to a foreign country to live in an alien environment for the rest of his life. I think most people now agree that thats inappropriate. Most, but not everyone. Zimbabwe, the worlds biggest exporter, voted against the move, as did the united states. The European Union only came on board late in the day, after reassurances elephants will be allowed to move from one zoo to another. This definitely is a win. The checks to try to keep elephants in africa where they belong is still there. Were disappointed that there was a compromise, which may provide loopholes, and we need to just be vigilant about that. The sale of some baby elephants will be allowed under exceptional circumstances and only with international approval. So not a complete ban. But this has been described as a significant victory in the fight to save the African Elephant. Tim allman, bbc news. Hello. Tuesday turned out to be the third day in a row where someone other than the British Isles saw excess of 33 degrees. It ended with a bang for some and the rest of the week, certainly cooler, wetter and windier as well. The change mechanism really is this frontal system itching to get in from the atla ntic to system itching to get in from the atlantic to bring cooler, fresher conditions from the atlantic. But it has been kept waiting by the presence of High Pressure that has brought us heat across eastern parts in recent days. Wednesday is marked by the passage of that weather front to bring heavy rain across england and wales, brightest guys to finish the day across the western side of scotland, Northern Ireland and eventually the west of wales as well. Temperature is 23 or 2a at best. Thursday, looking to the atla ntic best. Thursday, looking to the atlantic and it comes in the form of weather fronts with cloud and wind and rain, especially so from the western side of scotland through Northern Ireland. More cloud creeping into northern and western parts of england through wales and there again the top temperature and sunshine, around 23 or 2a degrees. Thursday into friday, havent quite got rid of that weather front and it wriggles again, thickens the cloud and brings renewed pulse of rain back into this North Western quarter of the British Isles in the first pa rt of the British Isles in the first part of the day and some of the rain going across to the north of england through wales as well, generally speaking the further south and east you are in the midlands, the dryer and final your day will be with some sunshine. Temperature is 23 or 24. Talking about the heat again as we move towards the weekend. Notice how those colours drain away. On sunday, a hint of blue about proceedings. How did we get to that state of affairs . Keeping the best of the sunshine away to the south eastern quarter and brightening skies behind the weather front into western scotland, Northern Ireland later on in the day. Behind that weather front, the wind turns into the north west, hence that chillier feel across the piece. A cool start of the day on sunday in all parts and it isa the day on sunday in all parts and it is a day of blustery showers urged along by a notable north westerly wind. A high of only 21. This is the Business Briefing. Iam ben i am ben gland. Iam ben gland. Bland. A coalition deadline looms in italy as the economic challenges mount for any future government.
