President bolsonaro says the aid money is not needed and he has accused foreign powers of wanting control of the rainforest. Today hes been Holding Meetings with governors from amazonian States Affected by the fires. Heres some of what he had to say. And yes, we have to be worried about what is happening in brazil. It is very important to remain united. It is a matter of national sovereignty. President macron has responded again today to what he called the aggressive response from president bolsanaro, calling it deeply wrong. Mr bolsonaros chief of staff, onyx lorenzoni has also rejected the aid money from g7 countries saying. He went on to say president macron cannot even avoid a predictable fire. He was of course referring to the fire that hit Notre Dame Cathedral in paris in april. But brazils environment minister initially welcomed the offer of International Aid to fight the fires. This was him speaking to the bbc on monday. We will accept it. We do appreciate it. To have these resources it is very important for us and we expect to have these Resources Available as soon as possible. Today brazils Foreign Ministry has said there will be no acceptance of g7 aid until france does more to help poorer countries fight climate change. Brazils foreign minister says there are already mechanisms under the Un Climate Convention to fight deforestation. For more on the reaction of the reaction of brazils government i spoke to Ricardo Senra from bbc brasil. Initially, they didnt want it, and then in the morning, president bolsonaro said who said that, i never said i didnt want it, although his chief of staff and press office have confirmed that the government would not accept it. He said i never said this, but there is a clause in this acceptance. President macron would have to say he is sorry for his comments about the brazilian president. Afterwards, during the day, there was a big Cabinet Meeting with governors and the whole cabinet of ministers, this was raised by governors and they say they need the money and the money is welcomed the president said he is happy to talk to president macron for the first time he mentioned this, so now we are waiting for confirmation. The discussion now is not very much on the fires, which is the main concern of all brazilians, but now in the relations between france and brazil. What worries president bolsonaro is the idea that somebody else taking care of the amazon or the idea of everybody saving the amazon, that makes him worried and angry. He has mentioned this. But on the other hand, the governors are insisting that this money is welcome and they need this and the fires are still going on and they were put in the second place during this meeting because this discussion was during the whole day on this diplomatic relation of brazil. Satellite data shows the fires mostly in the Amazon Region are burning at record levels. In brazil itself theres been mixed reaction to the governments rejection of help to combat the fires. They are afraid of boycotts and that would damage the brazilian economy a lot. On social media, very divided, but many people showing concern on the fires and they should be put in first place, that is what a lot of people are insisting, although it was not the main discussion during the Cabinet Meeting today. Do you think people are focusing on the politics or instead getting those fires put out . The people are focusing on fires, but it seems like the government is focusing on politics and on diplomacy issues. In neighbouring bolivia fires are also raging across much of the countrys forests and grasslands. Here you can see the extent of the fires. Its estimated that more than a million hectares of forest close to brazil have already been destroyed. Theyve attracted Less International attention than brazils fires but domestically, the president of bolivia, evo morales, is facing criticism over his handling of the fires, despite accepting International Help, unlike his brazilian counterpart. It means they also have no means by which to put out the fires that are raging towards them. The fate of many amazonian people now lies in the governments hand. So what is the greatest threat to the land where your Community Live . In the forest on the banks of the xingu river, this man tells me it is brazils leaders. Translation one of the biggest threats might people face threats my people face today is our government. They are trying to destroy the amazon to exterminate our people. They are the people trying to destroy our country in the amazon. Something point at farmers who want to raise the forest for their crops and cattle. But this man and his daughter who have this worked the land here for three decades tell me farmers are not to blame and neither is there president. The community here are angry about the way their country and their president are being portrayed. A group of Indigenous Leaders say the fires are just one of many threats to the amazon. One spoke anonymously because he fears for his life. He says his community has been threatened. If they dont leave their land by wednesday, they will be killed. Translation if the government dont send protection to get the illegal loggers to leave, there will be a massacre. White people will kill Indigenous People and Indigenous People will kill white people. While miners and loggers continue to encroach on the scorched earth of the amazon, president bolsonaro says he will re evaluate the laws of running Indigenous Lands to increase productivity. Pharmaeutical giantsjohnson and johnson said theyd appeal a Landmark Legal decision. The company was ordered by an Oklahoma State court to pay 572 million for its part in the fuelling the states opioid crisis. The company has been speaking to the bbc. The facts and the law do not support thejudges decision in this matter. We fully intend to pursue our appellate rights and we have many strong grounds for appeal in this case and we intend to pursue them vigorously. The facts of this case are is that Johnson Johnson manufactured fda approved medications that were critical to treat patients who sufferfrom debilitating harm. And everything that we saw at trial demonstrated that Johnson Johnson did so responsibly. They manufactured the drugs responsibly, and they marketed them responsibly. The court didnt accept that. The courts did not accept that. Johnson johnson heavily marketed these painkillers, the court accepted they minimised the risk in the just talked about how your deceptive promotion contributed to a public nuisance and those actions he said compromised the health and safety of oklahomans. He is right, is he not . You need to understand that not one oklahoma doctor was brought to the stand to testify that they were misled by anything thatJohnson Johnson said or did. This is the courtjudgement. It includes some of the evidence against the company. Thejudge said johnson and johnson promoted the phrase pseudoaddiction. This was to convince doctors whose patients were displaying signs of addiction for example, like finishing courses of drugs early, or asking for larger doses that those were in fact signs that theyd been underprescribed in the first place. And here the judge found johnson and johnson continued its High Pressure sales even after advice from its own science advisory board, that many of its primary marketing messages on opioids were misleading and should not be disseminated. The case was actually originally against three pharmaceutical companies. Two of them decided to settle financially out of court before this went to trial, purdue settled for about 270 million and got off lightly i suppose because ultimately, Johnson Johnson were asked to pay 572 million, but oklahoma and remember, this is all about the massive number of deaths there have been from opioid abuse and overdoses, they were looking at the 6000 oklahomans who died and they were looking for damages of around 17 billion, so it could have been much worse forJohnson Johnson. But they were ultimately made to pay damages of 572 million. Purdue, in settling and another company as well managed to escape the massive fine thatJohnson Johnson were made to pay. Johnson johnson kept on saying, we are not responsible for this crisis. We are just a small fraction of the market of opioid drugs here and in a sense, they are right. It is not just about them. But the judge had to look at whether they were culpable in some way at all for this devastating crisis and theyjust devastating crisis and the judge decided that they were. But they are not the only players certainly. Stay there with us. We want to go a little bit further into the story and some of the other ramifications. The oklahoma ruling first case where pharmaceutical companies had gone to court and found liable for their role in this opioid crisis, which is expected to set a major legal precedent. Let me also go through some of the numbers. In oklahoma, 6000 people died from overdosing since the year 2000. But the whole of the United States has been affected by this. The number is 400,000 over a similar timescale. According to the us centre for disease control. There are now roughly 2000 cases that have been brought by states, municipalities and groups against the pharmaceutical firms. Nbc are now reporting that one of those companies, one of those companies, Purdue Pharma, Purdue Pharma, offering billions of dollars to settle up more than 2000 opioid claims, let us return to my colleague. I suppose looking at that and just the number of cases, 2000 expected to be in the pipeline, where do you think this will go next . There are these 2000 cases in the courts, more than a0 other states are among them, taking these pharmaceutical companies to court, they now see they can get a conviction on the grounds of public nuisance actually in this case in oklahoma. If Purdue Pharmaceuticals and manages to settle all of these cases for their role in this devastating crisis, which as you rightly said has claimed hundreds of thousands of lives, i think they will look at it is a bit of a success to pay 12 billion, when as i said, in just the oklahoma case alone, they were looking for 17 billion in damages, so for the cost to the state in terms of looking after people who have got opioid addiction, the death of people in oklahoma, the emergency services, the projects to rehabilitate people, and when you look at that across the nation, 12 billion dollars is not going to go very far. So im not sure they will get away as many people will look at it as being able to settle, for that amount of money. Purdue has issued a statement responding to those reports that they are willing to offer a 10 12 billion dollars. Lets wait and see exactly what the next step on that huge story might be. As you pointed out, donald trump has resisted this all along and tried to keep his financial detail secrets from the american public, bucking conviction because typically, president ial candidates even before he was elected, they usually often release their tax returns, but donald trump has not done this and when subpoenas were issued to two of his banks, he actually took both of these banks to court the banks were then ordered to still turn over this financial documentation last friday, there was a hearing in which Deutsche Bank basically are obfuscated and the courts that hang on a second, we will give it to 4pm eastern to at least just let us know will give it to 4pm eastern to at leastjust let us know if you have copies of the tax return. That 4pm deadline hasjust copies of the tax return. That 4pm deadline has just passed and i copies of the tax return. That 4pm deadline hasjust passed and i can tell you they have filed the necessary paperwork with the court shared and Deutsche Bank it does appear to have tax returns and we dont know exactly whether it is President Trump or some of his family members and that is because the letter was redacted. One thing we can confirm though, capital one does not have any tax returns, so what this suggests is if you think about a bank account you dont have to provide things like tax returns, thatis to provide things like tax returns, that is what donald trump has personal bank accounts, but if you look at Deutsche Bank, where they are believed to have been a lender sent to mrtrump are believed to have been a lender sent to mr trump and his family, thatis sent to mr trump and his family, that is where you might have to supply Something Like a tax return. What happens next if that for a clock has come and gone in the sense of, no doubt democrats will not give this up easily . Fee courts have achieved what they wanted, to at least get an answer to a fairly simple question you thought which is do you have a copy of the tax return. In the argument that Deutsche Bank had given that the council had given was that they were under obligations to maintain privacy to their clients and that was the reason they were not able to a nswer was the reason they were not able to answer that straightforward question. With Parliament Due to reconvene next week, Opposition Party leaders have been trying to thrash out a plan. They also set out two ways in which they plan to do that, pledging to find practical ways to prevent no deal, including the possibility of passing legislation and a vote of no confidence. Its likely the legislation they would put forward would be in the form of forcing the government to ask for another extension from the eu. But this wouldnt be easy because the government controls the calendar in parliament. Lets bring in nick eardley in westminster. Before all the politicians make their way back, what about this proposal . Was Something Like this expected . I think that opposition parties have been coalescing around the last couple of weeks. Jeremy corbyn had a big plan to bring down the government and make him Prime Minister, stop no deal, hold a general election. Loads of people didnt get behind that, saying they didnt get behind that, saying they didnt want to make mr corbyn Prime Minister, so they needed something else. The legislation is the obvious way to do it. The basic plan that has been drawn up is to have an emergency debate on tuesday next week where mps will try and seize control of the agenda in the house of commons basically saying here isa of commons basically saying here is a bunch of days where we decide what we will talk about. On those days, they will talk about a piece of legislation that would make it the law in the uk that if no deal was looming, the Prime Minister would have to walk back and ask for another extension. Not guaranteed it will work, because the mechanism they are trying to use is quite an arcane one, and it is also possible the speaker will not allow it. Secondly, not totally agreed that they have the majority to do it. I think hes got more chance of success than the government had. Stay there, nick, i want to show you this. It shows some tories who are ardent remainers, but even they didnt attend this event today which shows how difficult any move in parliament to block no deal would be. Borisjohnson does still have a majority in parliament after all. Lets ta ke lets take a look at this. The 311 conservatives plus the ten dup together give him a workoing majority of one, which includes members of his own party who have said theyll block no deal. The pledge signed by oppositon parties today also talked about toppling the government, through a vote of no confidence, but that too has its dangers heres the leader of the liberal democrats. I think we need to be careful that we dont crash out of the eu by accident during such a campaign. And i think it is fair for mps to say that people need the chance to choose. And an election should only happen under the circumstances where it is before exit day on 31 october. Or if it is after exit day, it comes with an extension of article 50. Soi so i supposed to come back to the numbers, because that is generally what politics comes down to, whether they get Something Like that could tories who were remainders perhaps go with the opposition instead of following their Prime Minister . What do you think the likelihood would be . I think there are some who are prepared to do that, to go down this route of passing legislation. They dont want to be seen to be bringing down their own side potentially. There is a Nuclear Option that they will keep on the table, which is if the legislative part doesnt work, just maybe in october, they might have to revisit this a few days before no deal is due to happen and press the button, saying we have to stop this and bring down our own government. But i think for conservatives who are against no deal, the easiest way for them to get on board is this idea of passing a law. It still wont be easy, there is still no guarantee there will be enough tories to do it, but there are certainly some, and many in the opposition parties, who think they have the numbers of tory rebels to get them over the line. This comes a day after donald trump said he was open to a meeting if the circumstances were right. Yesterday we had a very interesting m essa g es yesterday we had a very interesting messages from Hassan Rouhani, who said that for the prosperity of iran and its national interest, he would be willing to talk to anybody, which was a huge surprise to people because for months and months, iran said it would not negotiate with us, especially donald trump. So it was a huge shock to us and we thought that there may be signals and a chance of talks. We are speaking with analysts on bbc persia earlier, and they think that donald trump was just hoping that Hassan Rouhani that Hassan Rouhani was hoping to get a reaction from trump, and he didnt. Today he said, actually we wont negotiate until these sanctions are lifted. So it is hard to know whether there is some real potential meeting there or not. I did see that trump is asking for curves on iran pulpit Nuclear Programme and to stop developing ballistic missiles. What does iran say . They say that that is not negotiable, there is no way they will talk about their defence capabilities. That is there a clear line in the sun. Im curious about the iranian people, because you have oil exports collapsing with the sanctions, the value of currency plummeting, inflation soaring. Do they look at a meeting with the us as something that could improve their future . Obviously there are mixed messages. According to reuters, irans oil sales have come down to 100,000 barrels per day, down to 100,000 barrels per day, down from 2 million. That is a huge amount of pressure on the iranian economy. But some people believe it is good for iran and the us to negotiate because theyjust want is good for iran and the us to negotiate because they just want to be able to live a relatively normal life. But others say this is not the right time to negotiate, and they also use the example of north korea, saying that north korea did negotiate with trump but the sanctions were lifted, and there we re sanctions were lifted, and there were no results. So the belief that iran should not negotiate from a wea k iran should not negotiate from a weak position, they say that there should be no negotiation unless sanctions are lifted. Feeling that they were manipulated and victimized. And that they were child victims. The accusations and the well known company that epstein kept means this story is unlikely to go away anytime soon. Yeah, it was very emotional inside court, and thejudge invited these women to stand up, come to the front of the court, and speak about the abuse they had suffered at the hands ofJeffrey Epstein. And at one state, Something Like 15 women stood up inside the courtroom and made their way to the front. And each of them stood there and delivered a statement some of them were written, some of them were just feelings that they wanted to express straight there inside the courtroom. Many of them were extremely emotional and broke down in tears as they discussed how they were manipulated by Jeffrey Epstein, how they were raped byJeffrey Epstein. And they talked at times about this complex villain, as one of them described, and how he tried to manipulate and use their feelings against them. And you got a real sense from each of them that they are still trying to process what had happened to them. And his death have left them with no end to face inside the court. One of them said, he has robbed us of our day in court to face him one on one. And for that, he is a coward. So what happens next, chris . As far as the criminal case is concerned, it is over. They cant try a man who is dead. But there is no doubt, in talking to the victims and the lawyers, that many of them want to pursue civil cases against his estate. And of course, he was an extremely wealthy man. Beyond that, the prosecution were very clear in saying that there are legal authorities who are pursuing investigations against those who assisted him, who aided him in abusing and exploiting underage girls. And they say that those investigations are continuing. But it is important to say that Jeffrey Epsteins lawyers themselves have some questions about his death, and our investigations into that, as well. You will remember that his body was found in his cell in a prison here in manhattan, but there are questions about his death that were raised inside of court by his lawyers. They say that they have some concerns about the suggestion that it was suicide. For example, they say that his wounds were more consistent with an assault that a suicide. And they also said that some video footage that was taken outside his cell in the corridor there was found to be corrupted and could not be viewed. As a result, they are pushing for their own investigations. Lets turn to this pop taylor swift. It looks like 33 celsius seems to be the money shot of this current heat wave, with 33 celsius reached on sunday, bank holiday monday, and again on tuesday afternoon all in greater london. But things are set to change now, were looking at a more invigorated jet stream that will steer weather systems are away. So the rest of this week is looking decidedly cooler, windier, and generally more unsettled. The cooler weather will certainly be noticeable across the southeast after these few hot days. Tangled weather fronts mark the change for tuesday night into wednesday. We have areas of thunderstorms clearing away tuesday night, and on wednesday, we are left with this next weather front which will bring quite a bit of cloud around outbreaks of rain to england and wales. A few showers in scotland and Northern Ireland, and i know sunshine will make an appearance as it will be quite bright across the southeast, 23 24 celsius in the southeast is a good ten degrees cooler than what weve seen as of late further north, high teens, low 20s. As that weather front clears through, we are into the cooler, fresher, atlantic air. But as that weather system will arrive on thursday, this one is a bit punchier. It will be breezy across the wall, but certainly for scotland and Northern Ireland, we will have windy conditions with outbreaks of rain across parts of western scotland, perhaps a few showers further south, closer to the west. But it could be the southeast is dry with sunny spells again, 23 24 celsius, mid to high teens celsius further north. So the reason for this change is the jet stream, which was steered clear to the north of the uk with that heat wave. It will now be flying towards our shores, taking these weather systems with us. Behind, you will see that kink in the jet stream, another area of High Pressure which will perhaps arrive to our shores as we head on into next week. But with the jet stream at this level bringing in low pressure systems, it looks like friday and to the start of the weekend will remain unsettled. But most of these low pressure systems always affect the north and the rest of the uk, certainly with regards to the strongest winds. And thats how its looking on friday, it may be a bit of rain getting further south into wales in western england. But the southeast stays dry, so for farmers and growers, we have good news it is the rain you are looking for, and this week isnt looking that great. We have bad news. Perhaps over the weekend we could see similar rain with this area of low pressure developing that could be quite punchy. Very wet weather across parts of scotland and Northern Ireland into northwest england and wales. Perhaps a few showers into the southeast, but the best of the dry and sunny weather is here. Something a bit cooler is moving in behind this system, 13 15 celsius in the north, again, 23 24 celsius. This is a bit below across the north. On sunday, as that low pressure clears away, we open the floodgates to the north. It will be chilly, almost an autumnal feel across northern areas, with sunshine and blustery showers, temperatures into the low to mid teens celsius. Into the weekend, we will see further low pressure systems, and into the early parts of next week, it looks like pressure will be affecting eastern parts of the country as that area of High Pressure traits to build in. But i have the air mass to show you, a blue hue appearing towards the latter part of the weekend, the start of next week. So i can mention that it will feel cool, almost autumnal for a time, certainly into the start of next week. Breezy with showers at times, but as the High Pressure begins to build, we think it will turn a bit more settled in slightly warmer, with temperatures returning to the seasonal norm.
