They need the speakers help to do that and even so there are all kinds of divisions among those having those discussions which makes it not straightforward. Getting a bill together sounds simple but it is not. A bill for what . Even if it is just getting the extension together, you might be able to force the government to ask brussels for an extension, can you force the government to accept what brussels says . And if you get an extension, what do you do with it . One lot would like a second referendum, one lot would like a general election, so there is all this going on, but youre right about the whatsapp groups and all these people, they may have technically been on holiday but they havent, really. The prospect of a general election, has that gone away . Not at all. It has gone away at the moment because of the no confidence vote brought by the labour opposition but it is possible that the government itself might wa nt that the government itself might want a general election just to try and seize hold of the support it has got, try and get a majority some way. It is even possible, some people are talking about, whether Jeremy Corbyn and borisjohnson might on this one thing find themselves agreed that it would be good to have a general election, but i would be surprised if downing street really lea pt up i would be surprised if downing street really leapt up at or in any way seem to be doing some kind of deal with them. The gamble is that borisjohnson deal with them. The gamble is that Boris Johnson needs deal with them. The gamble is that borisjohnson needs to work on the basis that every tory mp will back him and that is not. Not a guarantee. It was what i thought was an unexpected gift by angela merkel, the german chancellor. She said ideal in 30 days, but that 30 days hit the whole discussion is just over this next crucial bit of parliament to when parliament is supposed to rise again for the party conferences, so he could be saying for the next 30 days, i am really trying for a deal, which in some sense yea rs, trying for a deal, which in some sense years, and so i think those tory mps who might be wavering would really think, the government is trying for a deal, i dont want to bring it down thatjust this point. Does Buckingham Palace need to be watching what is going on closely . Is there a point at which the queen becomes important . There is, and on anotherflank, becomes important . There is, and on another flank, the justices, because they begin to look at this deadlock between parliament and the government. People begin to look for other parts of the constitution that might come in and have a say. And the queen might in theory cumin in several ways and i am sure Buckingham Palace is looking very closely. She doesnt want to be involved, we know that, and she doesnt want to have to choose after a no confidence vote between the Prime Minister saying i am still staying in number ten and Jeremy Corbyn are someone else saying, i am the government. There are other ways she might be wanting to be involved but actually having a sense of what the palace is most concerned about, she is most concerned by the state of the nation and by the concerns about devolution or parts of the uk breaking off. We are hearing the company C N Sporting Risk is unable to proceed, that announcement has come from them, and i am also hearing that we have got a statement from the english Football League, which i am trying to bring you. I am waiting to see, i havent seen it yet, but we are awaiting a statement from the efl. Right, the efl board has been told that C N Sporting Risk will no longer be pursuing their interest in bury. They are working with the club in an attempt to finalise a change of control at the club but it says following a period of Due Diligence C N Sporting Risk have opted not to progress matters. The league continues to be in discussions with bury in advance of that 5pm deadline, and will provide a further update as appropriate. That means within 47 minutes, one would guess. That is the situation. C n sporting risk no longer pursuing their interest in bury and that decision technically being made at five oclock. Work going on anyway at the clu b oclock. That decision coming in 45 minutes and we will bring you that on bbc news. Documents seen by the bbc show the government knew the hs2 rail project was over budget three years ago. The documents were written in 2016 before mps had signed off the first phase of the project which raises questions over whether parliament was given the whole picture. Our transport correspondent tom burridge has this exclusive report. Until very recently, we were told by ministers and bosses at hs2 that the programme to build the new High Speed Railway was on budget and on time. There is only one budget for hs2, and it is £55. 7 billion. But bbc news has obtained documents which show that at least three years ago, the government knew that wasnt the case. The evidence weve got hold of suggests you, the taxpayer whos funding it, didnt have the full picture. This letter was sent in may, 2016 to the then chancellor george osborne. In it, the transport secretary at the time Patrick Mcloughlin admits that the first stretch of the Railway Linking birmingham to london was already over budget by nearly £1 billion. He also proposes opening the railway a year late to try and save money. A former hs2 director told me the £1 billion overspend was a conservative estimate, and internally teams knew it was a lot higher. Another former hs2 director, doug thornton, says he often told government the budget wasnt realistic. I was briefing personally the director at the department of transport, the head of property at the department of transport and the department of transports project representative team, so, at that level, the department knew. And all of these warnings crucially before the first phase of hs2 had been signed off by parliament. As protesters occupy fields and footpaths next to a construction site, people will ask whether mps were misled. For all the opposition, hs2 does have strong support, but the evidence weve seen not only raises questions about whether this programme is value for money but about transparency and trust. And for the first time, this former hs2 manager is speaking out. Andrew bruces job was to work out how much all of the land and property needed to build the first phase of the railway would cost. In the previous estimate, some properties had ridiculous values. So, youve got a school and the land around it for £782. 45. Yes. He improved the data and discovered that aspect of the project would need an extra £2 billion. But he says hs2 sacked him just half an hour before he was due to present that uncomfortable truth to the department for transport. I think parliament was misled. I think were now having to spend far more public taxpayers money on hsz than parliament thought was going to be required. Hsz knew that months if not years before giving those figures to parliament, and yet they went ahead and gave figures they knew to be vastly underestimated. Hs2 ltd said it did not recognise Andrew Bruces claims. It strongly rejects the idea that a more accurate costing for land and property needed to build the railway was covered up. The National Audit office investigated these allegations last year and cleared hs2 of any wrongdoing. Hs2 said it also faced extensive scrutiny from parliamentary committees. The department for transport said like in any major complex programme, delivery plans evolve over time. But with the team appointed by the government to review the scheme set to begin their work tomorrow, its hard to say how high speed 2 will evolve in the coming weeks. We can now speak to the stop hs2 campaign managerjoe rukin, he joins us via skype. You are involved in the 11 day walk of the proposed route with your dog. First, talk about what i have just heard, lets talk about how you think this leaves hs2 now. We have been lied to, we have been lied to consistently, in a calculated manner for three years. Notjust be public but mps and parliament have been deliberately misled. You have got to remember that these revelations, this letter to george osborne, that she it is a long time ago, but this is before the final vote on hs2, and ever since then we have had minister after minister saying hs2 is on time and on budget and i thoroughly expect it to that way. They have been lying through their teeth and they have known it. Everyone has been misled. This makes a mockery of the idea of having an executive that is accountable to a democratic parliament. It is ridiculous. They have just stuck two fingers up at democracy and said, you vote for it like good little boys and girls and leave the big grown up decisions to others. That is how they have operated. I should others. That is how they have operated. Ishould point others. That is how they have operated. I should point out that grant shapps, as we have seen in the last week, has said maybe it is time for a review of this. Not everyone in government is saying is you are saying they are doing. in government is saying is you are saying they are doing. I am saying thatis saying they are doing. I am saying that is how it has been for the last three years were hs2 has basically been able to get away with anything. There will be more revelations to come as more whistle blowers come out, and this has the potential to be the scandal that keeps on giving if this project is not cancelled immediately. We are very dubious about the review because obviously, tony barking and tony travers 32 sceptics of hs2. Most are dyed in the will pro hs2 people. And it is quite disturbing that they have said, we need to reassess the economic benefits, because that is what has historically always happens with hs2. Whenever they get into trouble they go back to the drawing board and invent more economic benefits, pulled out of the earth, a land of milk and honey and it will do land of milk and honey and it will d o exa ctly land of milk and honey and it will do exactly the opposite of what every other High Speed Railway line in the world has done, sacking staff to the capital. This will be a magic wand to cool the north south divide they will make stuff up and they are prepared to lie to the public and parliament for three years about the cost of the project, about the deliverability of the project and about the timetable, and clearly they have been quite willing to lie about anything. You cannot trust a word that is said about this project. Given the amount of money that has already been spent, the number of people who have had to move out of homes and offices to make way for it, arent we too far down the track to pull out . Absolutely not. Saying that 7 billion or so has been spent means we have to chuck another hundred billion at it plus all the additional costs for the hidden extras and things like electricity, the generation of it and the way to get to the sites and all the way to plumbing it into the existing network, all of that stuff is extra, and the reality is that it is a tragedy that people have been forced out of their houses, and it is equally a tragedy at the destruction of irreplaceable habitats and ancient woodlands continues as we speak when currently there is supposedly a review going on, but the reality is a lot of the money spent can be recovered. Property can be sold off, land that is cleared was always meant to be a cash cow that was going to help pay for the scheme. Nobody is saying decontaminate that land. Nobody is saying stick the Old Buildings back. That land is still there for development and can provide a cash cow without having to blow all the money on hs2 so it could work out quite well in the end. This comes on the same that bolton have been issued with a similar deadline, 5pm for any ta keover similar deadline, 5pm for any takeover for them to go through. We know that on saturday it was announced that the potential ta keover announced that the potential takeover from sporting ventures, they said they wouldnt be proceeding with that leaving bolton with other avenues to try and find a potential takeover come up with the requisite funds required to keep the clu b requisite funds required to keep the club required but as things stand, certainly for bury, they face being kicked out of the Football League. The first time that would have happened since 1992. By the end of the week, well be down at least 10 degrees, typically, in terms of the temperatures. For many, though, 23 a more comfortable high, and there will still be some sunshine around. But we do have some rain to contend with in the shorter term, in the form of thunderstorms, as things become increasingly unsettled with a plume of showers moving up across a central swathe of the uk. Particularly through the evening evening, though, and into the early part of the night, across Eastern England, we could see some real humdingers developing, actually, across the north east of england with an inch plus 25 30 millimetres of rain falling in a short space of time. Also clipping into eastern scotland before pulling off shore during the small hours of wednesday. But generally quite a lot of rain and cloud piling across the uk first thing on wednesday.
