In terms of whatJeremy Corbyn wants to do, lets not focus on who might lead to the plans but on these various mps uniting, how likely is it we will hear something about that today . They will have to put on a bit of a united front when they emerge from this meeting in westminster because when this plan was first mooted byJeremy Corbyn the response from the liberal democrats was rather negative. Joe swenson described the idea of him needing a connecticut government and requesting an extension to article 50 before calling a general election isa 50 before calling a general election is a nonsense idea because he would not be able to inherit view, the support of the house of commons. They are at the stage where they will take things as they come, played by ear when parliament returns next week. It may be something doesnt happen then but in the following weeks but they have two options open to them, the first is the legislative approach basically mps are seizing control of the order paper and putting forward a new piece of legislation which would force policy borisjohnson to request an extension of no deal has been reached. If that doesnt work then they could go for the Nuclear Option of a vote of no confidence and in the ba 14 day period where an alternative government could be formed. Obviously jeremy alternative government could be formed. ObviouslyjeremyJeremy Corbyn wants to with that but they would prefer a more compromising figure to lead the new caretaker government of National Unity as it has been referred to. The shadow earlier keir starmer was suggesting labour are keeping all options on the table. Todayis today is very much about looking at all the possible options but making sure that we had agreed on a plan. It will be interesting to see when they emerge from that meeting, all they emerge from that meeting, all the parties represented by that they can really show this united front when they emerge, whether they do have a concrete plan are a set of steps to follow depending on what happens in parliament. Interesting to note that will not be any conceptus at this meeting, the will be key to any plan to stop Boris Johnson taking the country out without a deal. Because it has not been done we cannot guarantee the rights of british citizens, the 1. 3 million of them living in the eu. I am good to be seen the Prime Minister in one hour and my message is this, you have my full support to deliver a smooth and orderly brexit but stop faffing around and get on and passed the act of parliament that will guarantee the rights of eu nationals here in the uk so that we can guarantee the rights of british citizens in the eu. So you think he is faffing around and a few dozen stop that will support for him when. Ido want stop that will support for him when. I do want to say or do anything that will affect the rights of 5 Million People, we are talking about 1. 3 million british citizens and the eu and 3. 6 million eu nationals here in the uk. Orderly manner. Thank you. Documents seen by the bbc show that both the government and hs2 knew the new High Speed Railway was over budget and was probably behind schedule years ago. The documents were written in 2016 before mps had signed off the first phase of the project which raises questions over whether parliament was given the whole picture. Our transport correspondent tom burridge has this exclusive report. Until very recently, we were told by ministers and bosses at hs2 that the programme to build the new High Speed Railway was on budget and on time. There was only one budget for hs2, and it is £55] billion. But bbc news has obtained documents which show that at least three years ago, the government knew that wasnt the case. The evidence weve got hold of suggests you, the taxpayer whos funding it, werent given the full picture. This letter was sent in may, 2016 to the then chancellor george osborne. In it, the transport secretary at the time, patrick mcloughlin, admits that the first stretch of the railway, linking birmingham to london, was already over budget by nearly £1 billion. He also proposes opening the railway a year late to try and save money. A former hs2 director said the £1 billion overspend was a conservative estimate, and internally teams knew it was a lot higher. Another former hs2 director, doug thornton, says he often told government the budget wasnt realistic. I was briefing personally the director at the department of transport, the head of property at the department for transport and the department of transport project representative team, so at that level the department knew. And all of these warnings crucially before the first phase of hs2 had been signed off by parliament. As protesters occupy fields and footpaths next to a construction site, people will ask whether mps were misled. For all the opposition, hs2 does have strong support, the evidence weve seen not only raises questions about whether this programme is value for money but about transparency and trust. Hs2 has responded by saying there has been extensive scrutiny of the project by the National Audit office and parliamentary committees. And the department for transport said, like in any major complex programme, delivery plans evolve over time. But with the team appointed by the government to review the scheme set to begin their work tomorrow, its hard to say how high speed will evolve in the coming weeks. Tom burridge, bbc news. Doug thornton was a former director of land and property for hs2 and joins me now. When did you first raise concerns about the budget is not being accurate . In the latter part of 2015 on the land and property aspect when we we re on the land and property aspect when we were seeing quite some structural gaps nhs to budgeting. Hs to budgeting. In terms of the approach to working at her much and would cost to buy up land and property for the line. We saw these structural gaps that fell into three main categories, big gaps of properties and budgeted for and properties that simply were not budgeted in accordance with what one would expect from the compensation code. You fully agree there was this ad hoc approach and if so how did that arise . I think it was certainly considerably more work that hs two required to do to get government assurance that the budget that was working to and taking forward to once royal assent without truly representative of what the organisation should ultimately expect to spend. My concern was to get that right as possible as we went to once royal assent and i i was not prepared to stand behind the figures the organisation were using. Ona figures the organisation were using. On a project of the scale and size do you think it is inevitable that the might be gaps in the costing on the might be gaps in the costing on the cap we are hearing about, does that go over and beyond any kind of margin of energy might normally include an a project like this . think costs almost inevitably evolve, i think that is true but when you see such large structural gaps i think it is right that those are acknowledged and right that those are managed appropriately and that was something to my mind the organisation did not step forward to the mark and do to give the government and public assurance that public money was being used appropriately. Do you think that will make any of this a difference in the review . I would hope so. But only will it cost us £39 billion but it would lead us into a transition period that has the option of being extended. A transition period fs deal were to pass would go on until 2022. Despite all the fine words that would leave us under the jurisdiction of the European Court of justice us under the jurisdiction of the European Court ofjustice for a minimum period of eight years. Now, a landmark ruling after the state of oklahoma accused Johnson Johnson of fostering the Opioid Crisis, creating a public nuisance by aggressively marketing the drugs to doctors and patients as safe and effective, while underplaying the dangers of addictive painkillers. Johnson johnsons misleading marketing and promotion of opioids created a nuisance. Specifically, defendants caused an Opioid Crisis that is evidenced by increased rates of addiction, Overdose Deaths and neo natal abstinence syndrome in oklahoma. Lawyers for the state hailed the ruling as a major victory, affirming their view thatJohnson Johnson, motivated by greed, maliciously and diabolically created the Opioid Epidemic. Johnson johnson was the king pin behind the nations ongoing Opioid Crisis. Reggie whitten, a member of the legal team that took Johnson Johnson to court, lost his own son to opioids. With over 2,000 similar opioid lawsuits currently pending across the us, this ruling could have far reaching implications for drug makers in a country still struggling to contain the worst drug crisis in its history. Peter bowes, bbc news. Joining me now, jamie coleman. Hes a practising doctor and a professor of clinical pharmacoloy at the university of birmingham. Hes also chair of the uk governments opioid expert working group. Grateful for your time today. Id appreciate if you could begin by telling us what it is about these opioids that has led to the addiction crisis that weve seen in the us. Opioids are strong painkillers derived from drugs such as heroin, but in their medicinal use they are very important painkillers for cancer pain and acute pain. What we have seen in the us and in other parts of the developed world is that actually there has been increasing rates of prescriptions. None so great as in the us where they are practices such as direct to consumer advertising, where manufacturers can actually promote drugs directly to the public as well as to Health Care Practitioners, and that leads to this i want a medicine to cure my pain in that particular region. There has been advertising pressure, the public go to their gp in the us and ask for these types of painkillers. Do you think, though, that gps, doctors in the us, havent been fully aware, at least not in the first instance, of the addictive nature of these drugs . the first instance, of the addictive nature of these drugs . I think it is true to an extent that people are not always quite aware of the addiction. Even if they are aware, it may start off as a short term prescription and that might be seen as an easier way of treating pain than other modes of treatment such as physical therapy. Prescriptions are easy to just produce. The problem is when it leads to medium term used and that leads to the addiction, the dependence, and that leads to this whole cycle of issues where people become fully addicted with all the psychological and personal consequences of opioid addiction. What about the reflation she relationship between the big pharmaceutical companies, Johnson Johnson and doctors, how does that relationship work and has there been too much of a close relationship between the two sectors . Yes, i think pharmaceutical companies in general have to promote their products, they have to provide information to Health Care Practitioners so that they have information that they understand if, for example, there are new Prescription Drugs or new types of medicines on the market. But i think there is a claim anyway that they downplay the risk of addiction with some of the medicines. This particular company. And actually that they did push prescribers to these particular branded prescription products which contain strong opioids inappropriately, and particularly for chronic pain, where i think the evidence now shows they are i think the evidence now shows they a re less i think the evidence now shows they are less good for treating chronic pain. I think you have to have more of a skill in that manner these days and i think because they are a lwa ys days and i think because they are always trying to introduce new things, sometimes the technical challenges i think you have never heard of. Underneath the kind of name, they should be techniques that people know, but i heard someone say they are trying to pare it back a bit because i think they realise that the joy of bake off in the early days was to really inspire people to get into the kitchen and bake themselves. When you have these really complex recipes no one has heard of, it doesnt do the same thing necessarily, so i am hoping there pare it back a bit and really do things that actually inspire people to get back in the kitchen. They think they will try and do that up until the last moment and actually the first couple of weeks in september might be a bit of a trial run rather than the final operation by people opposed to no deal brexit that might come a lot later and so eu diplomats and officials are saying that is a bit of a british spin from number ten, this idea that f borisjohnson spin from number ten, this idea that f Boris Johnson can spin from number ten, this idea that f borisjohnson can vanquish the brexit rebels were Parliament Comes back and if you days then that means the eu and uk can get down to negotiating because he will have been able to prove that is no opposition beat the opposition so they think it will probably go down to the last minute and we are talking about the summit of eu leaders scheduled for the 18th and 19th of october. It is probably worth mentioning, there was speculation about the backstop which has been one of the main issues under discussion and a hutch that has been so much disagreements, speculation about possible tweaks that might easily passage of a deal, what can you tell us . There are three ideas at the moment, all unofficial and unconfirmed, not even necessarily on the table and the discussions because the senior euro adviser is meeting officials from the brexit task force, there was an idea reported last week that you can slim down the backstop and have a mini backstop when you look at the real co re mini backstop when you look at the real core issues needed and strip away everything else, the problem being the eu thinks all the stuff thatis being the eu thinks all the stuff that is and it is core so that isnt really a many on offer. Then there was an idea floated in the sunday times that actually you could replace the backstop with a hobbled of agreements in different sectors, for example animal and plant health and the sort of veterinary checks needed between the uk and ireland so things could carry on as they do now. The fact is the backstop already in the Withdrawal Agreement is already split into different sectors and the eu has been saying for a while that after brexit day lets Start Talking about the sort of individual agreements we could do that would replace bits of the backstop bit by bit. The key thing is the eu would still want the backstop in the Withdrawal Agreement and signed by the two sides before brexit stay. The third idea floated and worth looking out because it came from the senior british official in the European Commission who drafted the David Cameron renegotiation deal who knows what hes talking about, he is suggesting a different approach whereby you would have the uk and ireland passing domestic was that make it illegal to send products on the other direction that we are not legal to be on sale and ireland or the uk. Then you would have big eu trade centres in Northern Ireland and the rest of the uk whereby products can be checked to make sure they conform with the roles of both markets. I dont think you will comment on that because it is an idea proposed by an outsider, informal official as the spokeswoman said it is up to the uk come forward with ideas, all of those other ideas seem pretty unofficial and vague at the moment. The documents were written in 2016 before mps had signed off the first phase of the project. It raises questions over whether parliament was given the whole picture. Until very recently, we were told by ministers and bosses at hs2 that the programme to build the new High Speed Railway was on budget and on time. There is only one budget for hs2, and it is £55. 7 billion. But bbc news has obtained documents which show that at least three years ago, the government knew that wasnt the case. The evidence weve got hold of suggests you, the taxpayer whos funding it, werent given the full picture. This letter was sent in may, 2016 to the then chancellor george osborne. In it, the transport secretary at the time, patrick mcloughlin, admits that the first stretch of the railway, linking birmingham to london, was already over budget by nearly £1 billion. He also proposes opening the railway a year late to try and save money. A former hs2 director said the £1 billion overspend was a conservative estimate, and internally teams knew it was a lot higher. Another former hs2 director, doug thornton, says he often told government the budget wasnt realistic. I was briefing personally the director at the department of transport, the head of property at the department for transport and the department of transport project representative team, so at that level the department knew. And all of these warnings crucially before the first phase of hs2 had been signed off by parliament. As protesters occupy fields and footpaths next to a construction site, people will ask whether mps were misled. For all the opposition, hs2 does have strong support, the evidence weve seen not only raises questions about whether this programme is value for money but about transparency and trust. Hs2 has responded by saying there has been extensive scrutiny of the project by the National Audit office and parliamentary committees. And the department for transport said, like in any major complex programme, delivery plans evolve over time. But with the team appointed by the government to review the scheme set to begin their work tomorrow, its hard to say how high speed will evolve in the coming weeks. Tom burridge, bbc news. Police in Northern Ireland say cctv footage has revealed more than 1,000 crimes committed on one ward of Muckamore Abbey hospital in County Antrim. The incidents reportedly happened in the Psychiatric Intensive Care Unit over the course of six months in 2017. Our ireland correspondent chris page is in belfast for us. More than 1000 crimes and a period of six months, this is a really shocking story, how do the police come to be investigating this particular unit . The Police Investigation began in november 2017 after the families of vulnerable patients made allegations about mistreatment at muckamore, in County Antrim north of belfast and it treats patients with severe learning difficulties and Mental Health needs. Police have been looking at more than 300,000 hours of cctv footage and an update today the officer leading the investigation has said that they have identified more than 1500 crimes on one ward, the Psychiatric Intensive Care Unit. Those crimes happened over the course of six months whilst we have known for almost two years the police have been mounting a Major Investigation into allegations of abuse at muckamore these figures are spoken about today shows just how extensive that investigation is. What of the neck stages in this investigation . And the policing they are ina investigation . And the policing they are in a position to move forward with prosecution . There will be no charges brought as yet but the police say they are reaching an important stage for the annually finished viewing all the cctv footage so they think they are reaching a stage which will be very critical and extremely significant so the families of the patients caught up in all this will be watching the investigation closely, the police say they have been very close contact with those families. The department of health, the most senior official of their as apologised to the patients and their relatives, there is a plan put in place by Health Authorities to remove all long term patients out of muckamore by the end of this year and earlier this month the regulator in Northern Ireland issued enforcement notices and relation to muckamore about the state of care at the facility. There is a range of things happening, it injury investigation is taking place and it is also worth mentioning that since 2017 since the allegations surfaced 2017 since the allegations surfaced 20 members of staff have been suspended. Now, a landmark ruling after the state of oklahoma accused Johnson Johnson of fostering the Opioid Crisis, creating a public nuisance by aggressively marketing the drugs to doctors and patients as safe and effective, while underplaying the dangers of addictive painkillers. Johnson johnsons misleading marketing and promotion of opioids created a nuisance. Specifically, defendants caused an Opioid Crisis that is evidenced by increased rates of addiction, Overdose Deaths and neo natal abstinence syndrome in oklahoma. Laws for the state hailed the ruling as a major victory, affirming their view thatJohnson Johnson, motivated by greed, maliciously and diabolically created the Opioid Epidemic. Johnson johnson was the king pin behind the nations ongoing Opioid Crisis. Reggie whitten, a member of the legal team that took Johnson Johnson to court, lost his own son to opioids. Am i optimistic . No, im not. I think theyll appeal this thing and fight till hell freezes over, but my boy and austin are fighters. And we are too. Johnson johnson says it will appeal the ruling. The company insists it should not be held responsible for the Opioid Epidemic. We do not believe that the facts or the law supports the decision today. We have many strong grounds for appeal, and we intend to pursue those vigorously. With over 2,000 similar opioid lawsuits currently pending across the us, this ruling could have far reaching implications for drug makers in a country still struggling to contain the worst drug crisis in its history. And with that, without that money from your mum just be renting at this stage . would be renting and saving a little amount but would not have been able to reach that amount of money, take mea to reach that amount of money, take me a long time and i would never have bought in london, i would have left london soon out to buy some. The digital secretary, nicky morgan, has been responding to questions about the maximum size of the phone masts. At the moment, the maximum is 25 metres in a non protected area, 20 metres in a protected area like an area of outstanding natural beauty. As i say, weve got to find that balance. But if you end up having slightly taller masts, you could put more infrastructure on it which means if that you could get rid of other masts that have been an eyesore. And making sure we can have more building based masts nearer to roads, for example. It is about finding that balance. I know as a local member of parliament, i used to get a lot of people say they objected to masts. Actually, i dont get that so much now because people do understand that need for connectivity. Whilst also talking to communities, to those that represent local councils, and asking what you think is a sensible balance and then of course what could you do to mitigate the appearance of some of these . Its about getting that right. What are the operator said to you in terms of the height they would like to go to . Thats the point of this consultation, to get a formal response that says, if you put how many metres on top of the mast, how much extra coverage would you get . That is the point of the consultation. Once we have those responses in, the government will come back with more concrete proposals on what permitted Development Might look like. I think thatis Development Might look like. I think that is the right balance as a way to proceed. If you are talking about balance and concerns about getting balance, is it a smart idea to remove councils from the Decision Making process . Remove councils from the decisionmaking process . Within certain limits. We do what is called permitted development a lot already and that is saying what are the para meters and that is saying what are the parameters you can allow in this case mobile phone operators are people who build masts, who are not a lwa ys people who build masts, who are not always the same people, to make sure they provide the best kind of coverage. And so it is all about getting the right balance. But invariably councils might get the fla k invariably councils might get the flak for invariably councils might get the flakfor decisions invariably councils might get the flak for decisions which have been taken out of their hands, potentially, and they will have to explain, this is government circumventing councils over a decision that are affecting people in their local area. You are of course completely right that we would not wa nt to completely right that we would not want to remove that really important element of local democracy, but this is about extending the principle of permitted development which is already there in lots of other areas so that in this case networks can get on with building out in just the same way that lots of homeowners can ta ke same way that lots of homeowners can take advantage of permitted Development Rights to put on relatively modest extension to their own homes. It is not a new concept but it is one in this case that could make a real difference to filling in those blackspots in ag and future 5g networks. Thank you very much for your time today. But today could be the day they go out of business and are kicked out of the english Football League. They have until five oclock to complete the sale of the club to new owners the same deadline for fellow league 1 side bury, who are also fighting for their survival. With me now is kieran maguire, football finance specialist from the university of liverpool. Thank you very much for coming along to talk to us today. Do you think this is primarily an issue of, as the club at Bolton Wanderers went down the leagues, formally in the premier league, then the championship and then into league 1, its capital reduced, advertising reduced and now it finds itself in this situation. Is that primarily the reason for where the club finds itself today . Not really because Bolton Wanderers is also losing money significantly when it was a member of the premier league. Under a manager at Sam Allardyce at the clu b a manager at Sam Allardyce at the club signed a number of very high profile players such as nicholas and elka, and so on. There was were significantly expensive to fund in terms of both wages and transfer fees. What has happened since bolton have been relegated is that the losses have continued and the owner who was underwriting those losses is no longer there. So, going back to the premier league days, was that bad Decision Making to sign those expensive players, or does a club in the premier league simply have to do that and hope that the goals follow . Your prime aim in the premier league is to avoid relegation, and therefore we find that clubs do gamble. Whilst you have an owner that wants to sign players of that nature, then if he or she has the resources to underwrite those losses. When eddie davies, who was the former owner, due to a combination of age and health, could no longer continue, what happened then was that the club was sold to people who didnt have the money and didnt appear to be built supporters or have the interest of the club we re or have the interest of the club were fa ns or have the interest of the club were fans at heart. How difficult is it for a club like bolton and bury, as well, to get to a position, given they only have a few hours left before they potentially go out of existence, to come up with a sustainable plan . A sustainable plan can be created. We see it at other clu bs. Can be created. We see it at other clubs. It involves owners having a strategic approach to running the club, trying to make sure they get the wage bill is down to a sustainable level is. But also to have a plan whereby the club can grow organically, by using its assets. What we have seen in respect of both bolton and bury, both clubs we re of both bolton and bury, both clubs were sold effectively in mid season for £1 each and then the new people who came in saw the clubs as an opportunity to make money for themselves rather than try to run themselves rather than try to run the club as a business. Ok, good to hear your thoughts on that. More now on our main story and the labour leader, Jeremy Corbyn, has met with other opposition leaders to discuss plans to stop a no deal brexit. That meeting has been breaking up in the last short while. Mr corbyn is looking to secure enough support for a vote of no confidence in the government when parliament returns from its summer break next week. We can speak now to the Green Party Mp Caroline Lucas. Thank you very much forjoining us. The key thing that Everyone Wants to know is, have you and the various other politicians from other parties emerged from that meeting with a clear plan and an agreed plan, singing from the same hymn sheet . think we have. It was a really constructive meeting. I was particularly welcoming the kind of tone in which the meeting was held and there was complete anonymity around a number of issues, a festival that had no deal brexit would be a catastrophe for the country and we have to do whatever is necessary to avoid that. Increase relate that the way forward is the most secure way to make sure we can extend article 50, get rid of that 3ist extend article 50, get rid of that 31st of october deadline towards which the Prime Minister is careering with ever greater recklessness. So in other words, taking control, people who want to avoid a no deal brexit taking control of the parliamentary timetable. Exactly that. Details are still to be worked out and what is positive is we have agreed there will be a Contact Group set up between the different parties, ongoing work, between now and next week when it all comes back to parliament and Parliament Starts sitting against. That option potentially of a vote of no confidence is still there, i presume. I think it is still there if the legislative route doesnt work but i think everyone is very mindful of the fact that a vote of no confidence is a more risky strategy and could enable Boris Johnson himself to seize the moment and try to have an election such that that would happen during october 31, in which case we would crash out of the eu during an election campaign. I think everyone wa nts to election campaign. I think Everyone Wants to avoid that eventuality. Yes, there was a clear recognition from everyone around the table but the legislative route provides the most secure way forward. When you say there are still details to be worked out, do you mean how you would actually then follow that plan and take control of the legislative timetable . There are still discussions to be had about the precise wording of any motion, the exact timing of when that motion goes down. That is why the Contact Group has been set up to finesse the details, but the most important thing is, ithink, that we details, but the most important thing is, i think, that we have come out of this meeting absolutely united right across the different opposition parties and there is no difference between us now, i think, in terms of the way forward. I think thatis in terms of the way forward. I think that is incredibly good news because i think people in the country want to know that mps are standing up for them, for the people, and to make sure that borisjohnson doesnt try to prorogue parliament, suspend parliament so we can rush through a no deal brexit for which he has absolutely no mandate. Despite clashes of personality and discussions about who might lead any sort of caretaker government, was that well down the agenda today or was it even discussed . The issue of who would lead a temporary government was not discussed. The focus was on what everybody recognised to be our first best option, the legislative route. Isla noble and her sister eilidh aged 15 and 1a heard cries for help while swimming near fraserburgh yesterday afternoon before deciding to help. Earlier this morning, they told 5lives emma barnett show what happened. There was a man with a little boy on his shoulders, and the little boy started screaming first, so i thought that dad was, like, dunking him under and he was getting cold. But then the dad started shouting help and thats when we realised he was in trouble. Isla said that she would go out and help them, so ijust gave her the lilo and i went and got the phone to phone for help. It was, like, too deep for me or the man to stand, so he kept going under. So i took the toddler and pulled him onto the lilo. And as i pulled him up, the dad came up slightly, so i made sure that he was holding onto enough that his head was out the water and then i started swimming and luckily there was another man who had seen it keith, further up the beach, he had seen it. So he started coming in and then he got the other side of the lilo and got them both to come in. We got them out and he was still on the lilo and everything, and then we had phoned the coastguard. He was in the recovery position but he was on the other side, so luckily a nurse was walking her dog and she says, oh, im a nurse, can i help . So she came over and then she put him onto the other side and then she phoned the coastguard back and everything and gave him his stats and everything. Berlin home to 3. 7 Million People. Rents are rising and people are worried, which has led some to protest like this. We shall, we shall not be moved. Just like a tree surrounded by the water, we shall not be moved. We wanted to be loud and nice, so not uncomfortable or anything, but we just wanted to raise awareness and bring people together in the community. This used to be a cheap area to rent but its been steadily rising so that renters like alfred are now paying double the original price. Ive been in this building now for 33 years, weve stayed in this flat. Our children grew up here. You can see it was much more of a poor area. Although alfreds flat isnt currently under threat, he still doesnt feel safe. What would happen if they raised the rents, and they did it successfully and they increase your rents here . I think we have to go some day, but we are old now. But we have to fight as well for the young generation. But berlin does have rent control and its called mietpreisbremse. It means landlords cannot charge new tenants more than 10 above the local average, and for some people its worked, like isabella and puja are. They realised their rent was much higher than their neighbours when they moved in but they were nervous about challenging their landlord. You think youre pushing your landlord to a cliff so things are not friendly and nice, and you want to be a nice person. After several years of rent control, the berlin mayor has taken matters a step further and backed plans for a rent freeze for five years. Translation there are many policymakers who believe the market will regulate itself. That demand and supply will somehow work itself out without further intervention. Weve seen around the world thats not working. We are all facing the same challenges. I think this is an issue in london, amsterdam, barcelona and berlin. Politicians are still finessing rent control here so the longer term impact isnt yet clear, but other cities will be watching to see what works and what doesnt. Caroline davies, bbc news, berlin. Lets get more reaction to that with someone who was in attendance, anna soubry, the leader of the independent group for change, joining us from westminster. Caroline lucas told me a few minutes ago that all the parties have come out of this meeting absolutely united on the way ahead. You are in agreement, i presume . Absolutely. I am in danger of repeating everything that Caroline Lucas has said so ably. It was a congenial meeting and i think it speaks volumes that people who are normally completely opposed on pretty much all issues, but on this issue we are absolutely united as one and we will continue to work together, as many of us have been working together now for many yea rs. We been working together now for many years. We make sure our country does not crash out of the eu without a deal on october 31. We feel so strongly that it would be so bad for our country that we have absolutely come together and we will ensure we introduce legislation because it is the only way to do it, and i am very pleased thatJeremy Corbyn has seen the good sense of that case some of us have been making for some time. Are you clear on how you would do that and take control of the legislative timetable . We are. I know it is very disappointing for journalists, and maybe also for your viewers, but we are not going to go into the detail of it because we know what we are up against a. We are up against a Prime Minister who has no mandate for this, and i think he has no regard for parliament and he has no regard for parliament and he has no regard for parliament and he has advisers and elected who equally, im afraid to say, have a history of subterfuge in effect of democracy by lying to people and they again also have no regard for parliament. The state of the businesses in constituencies like my own and indeed across the whole of the country, the future of our children and our grandchildren, is bigger than the normal divide and it is clear we are going to come together and do the right thing by our country. What would you say at this point to people watching you now he voted to leave, whether with a deal or no deal, who say, you dont actually have a mandate to do what you are proposing . Ill, im so sorry but i think we do have a mandate. This is why. People were told during the Referendum Campaign by people like borisjohnson, who was one of the leaders of the leave campaign, that if we voted to leave the eu, we will only leave with a deal and we would not leave without a deal. That is what people were told. Now i know the leave campaign made many promises like an extra £350 million per week for the nhs that they have completely broken, but it would be an absolute disgrace if we were to crash out stop remember, the former business secretary, greg clark, conservative minister, who listens to British Business and their organisations, quite rightly described no deal as a disaster, and last week or the week before, we sought the disclosure of documents, some of these documents i have read because i obtained disclosure of them. A shell that we are not ready to leave without a deal, but even if we were ready, it would have profoundly bad consequences for our country. And then of course there is the situation in Northern Ireland. We feel very strongly, i certainly do, that we are not going to go back to the bad old days and undermined the good friday agreement, and so it is about doing the right thing by our constituents and the right thing by your country. Sometimes that may not make you very popular, but you sleep well at night knowing you are acting in the interests of your country and your constituents and you can wake up your constituents and you can wake up in the morning and look yourself in the mirror, and i am afraid there are too many people in government at the most senior of levels who have abandoned their principles for their own careers. They know no deal is bad for britain and they need to show the courage they have in the past and do the right thing by their country. Actually, i do agree with edd and i think i read earlier last week that it has gone back to. Not to take anything away from the bakers, but it has gone back to what bake off used to be in terms of simple bakes and what people want to make at home. Hopefully this series should go back to what we know bake off to be, rather than the more tricky challenges that people wouldnt necessarily make at home. It is still fun. You always learn or find out about different bakeds in different parts of the world so it is good to know how to make a stroopwaffle. I think i went out to buy one after that episode. What has it meant since you have been on the series and how has it changed your life . I owe my new life, i guess, to bake off. Ive been quite lucky to have built something from it since. It wasnt a bank holiday for all, but as we head through this week, the atla ntic as we head through this week, the atlantic will take back control and it will cool down for all of us with outbreaks of rain spreading from the north and west. This is the air mass as we enter the week, the red colours clearing from much of the country, replaced by greens and even a blue hue there, so rather chilly and below seasonal average into the weekend. Today we start to see the change taking place across Western Areas thanks to these weather fronts. They are introducing more cloud, particularly around west of scotland, Northern Ireland, outbreaks of rain, increasing breeze. A weaker weather front further south and east will fire up some heavy showers and thunderstorms. South west and then coming to parts of wales and also into the midlands as we continue to head through the afternoon. Another pretty hot day for many, especially in the south east. Temperatures again into the low to mid 30s celsius. A chance of thunderstorms increases across central and eastern parts of the uk thanks to this weather front as we had for tuesday night into wednesday. Some could be torrential in places. That leaves us on wednesday with a more unsubtle picture, more cloud, coolerairwill have reached south eastern areas.
