Thats the message from the Prime Minister whos suggested the corporation has gone back on a deal to fund the licences, but the bbc said there was no such guarantee. Injune it was announced that only low income households, where one person received pension credit, would be eligible for a free tv licence. Earlier i spoke to our Political Correspondent tom barton, whos been following the story for us. This all dates back to 2015, when the bbc last agreed a licence fee settlement with the government. Part of the terms of that was the responsibility for funding these free tv licences for over 75s, which was introduced by gordon brown a few years previously, passed from the government to the bbc. At the start ofjune, the bbc announced that it would start, from next year, only funding free licenses, as you say, for those pensioners who receive pension credit. That would mean about 3. 7 million extra pensioners would now have to pay for their tv licences. Unsurprisingly, that has been controversial. There have been protests and also been a political row brewing. This intervention from borisjohnson, saying that the bbc should cough up, is a blunt one. He says the deal that the bbc reached was conditional on the corporation continuing to fund those free licences. Thats really interesting, it is something where the bbc has come back and said wasnt true, so now we have a disagreement not just about how it should be handled, but about the basic facts of what the agreement was . Absolutely, on the one hand you have borisjohnson and downing street saying that the bbc should honour the agreement. The bbc say, actually, the government decided to stop funding those free licences back in 2015. There has been a period of transition. At the end of that transition period, the decision on what to do with them was passed to the bbc. In a statement, the bbc said that parliament gave the responsibility to the bbc to make the decision in the future of the scheme. So it could make a decision that some pensioners over 75 should actually pay for their licences. And the bbc maintains that actually it would have been within its rights to make a decision that it scrapped free tv licences altogether. It says it has reached what it sees as a compromise, partly for financial reasons, and said to carry on funding them in their entirety would cost a fifth of the bbcs annual budget, £750 million, and that essentially would mean closing a range of services, including bbc two, radio 5 live. Like i say, this is political. Tom watson, the shadow labour leader, has got involved as well. He says the blame for scrapping free tv licences lies with the government and he has asked ministers to step in and choose to fund them themselves again. So in terms of the party politics, labour is basically falling into the bbc camp, if you like, and what about on government benches . Is there a view that is different from the Prime Minister, or are they falling in line . As far as labour are concerned, their argument is that it is wrong for these free licenses to be scrapped, but they are pinning the blame for that decision on the government, rather than on the bbc. On the government benches, there is some dissent. John whittingdale, the former culture secretary, he was a culture secretary when the decision was taken, he says it was at the time the licence fee settlement was agreed, viewed as being within the bbcs remit to make whatever decision it chose on the future of this, when the transition period came to an end next year. A residents reported being woken up in some cases by the strength of the tremor at about half past eight this morning. There is a limit of 0. 5 on the richter scale, and above that fracking is meant to stop for 18 hours. The magnitude of this one was initially put at 2. 6, and then it was revised up by the British Geological survey to 2. 9. That is significantly more than other tremors we have seen over significantly more than other tremors we have seen over the last few days, and cuadrilla has confirmed it is investigating what happened. It has said that fracking wasnt taking place at the time and hasnt been taking place over this whole weekend. Are they providing an explanation of why the tremors might increase in scale . Because of course 2. 9 is notjust kind of a gradient like that, it is exponentially larger than the earlier ones. Exactly. They havent provided any explanation for that yet. We will of course be putting more questions to them over the course of today. They have said regulators are also investigating the incident, so they will be questions about their operation and i dont know what it will mean for their fracking operation going forward. The warm weather means its likely to have been a busy weekend for Garden Centres, but theres growing concern about one of their most popular products. Campaigners are calling for a legally enforced ban on the sale of peat compost, because of the damage the production process does to the environment. Samantha fenwick reports. They say we are a nation of gardeners, but at what cost . Weve been digging up peat to use in compost for 70 years, and we get through a lot. Every year, uk gardeners and commercial growers use enough to fill nearly 1,500 olympic sized swimming pools. Its great for growing things, but peatlands take thousands of years to form, and theyre really important for the environment because they store vast amounts of carbon. It worries me to know that the compost we buy from the local Garden Centres has peat in, because were concerned for the environment. Id usuallyjust buy the cheapest basically if im honest. So i dont really think about it. I thought peat was different than compost, and i never buy peat. I didnt know they was mixed. If id known that i might not have bought it. Ten years ago the government told the horticulture industry that they had to reduce the amount of peat in compost, and they gave them until 2020 to do that. Today, a bag of compost like this will contain about 56 peat. Some will have more, some will have less. That figure has dropped by 2 in eight years. The industry say they are working hard to reduce the use of peat and come up with alternatives. Peat is a very, very good natural product for growing plants. So theres been a lot of time and money spent in the last ten years researching the alternative, creating a new, viable and sustainable products that can replace peat. The amount of peat in compost has only reduced by 2 in eight years. Yes, theres been a variation in that. There have been years when theres been less peat has been used, but we have to find something that is viably as good. The Actual Research takes time. It takes time to actually identify if a plant flourishes as well in an alternative source of compost. But there are some in the industry who say its really not that difficult. The National Trust has been peat free for the last 20 years. We buy in peat free compost to use in the garden. We pot everything up, we use 1,000 dahlia cuttings every year, they go into peat free compost. Its in every aspect of what we do. Commercial gardeners say that they cant get enough peat free compost to be able to grow all the plants that they have to sell all year round. We can. We need commitment from the compost producers, from the people that are making it. We need to force the hand of the people in the middle of the chain. The government says they will review what peat alternatives there are on the market at the end of the year. If they think progress has been too slow, they will consider legislation. The uks farming unions have warned that with no deal there could be severe disruption to the industry. The Farm Business consultancy andersons says that in the event of no deal, up to £850 million a year could be lost in profits. But could there be opportunities too .
