President macron of france has insisted that a key element of the brexit agreement, which the uk government wants to be scrapped, is indispensable. Speaking in paris where he held talks with borisjohnson, mr macron said the irish backstop, which would avoid the need for physical border checks if there was no trade deal, was essential. Todays meeting followed yesterdays talks in berlin, and our correspondent ben wright has been travelling with the Prime Minister. Its a short flight from berlin. But theres a long way to go. Welcome to paris. Yesterday, Angela Merkel invited the uk to find solutions that might avoid a no deal brexit, but little more than that. And todays trip promised to be tougher still for the Prime Minister. President macron has long said the existing brexit deal works and could not be renegotiated. But borisjohnson is pushing for a different one and seemed buoyed by his trip to germany. I was powerfully encouraged by our conversations last night in berlin with our mutual friends, and i know that with energy and with creativity and application, we can find a way forward. But borisjohnsons key demand, the removal of the so called irish backstop from the brexit deal, was given short shrift by president macron. Translation the key elements of this agreement, including the irish backstop, are not just technical constraints or quibbling, but indeed indispensable guarantees to preserve the stability in ireland and the integrity of the Single Market, which are fully part of the agreement negotiated over a long period of time between the uk and the eu. Both the french president and chancellor merkel said borisjohnson now had 30 days to propose ideas which could eliminate the need for a backstop, an insurance policy to prevent a heart border. Hard border. So what is his plan . We think there are ways of protecting the integrity of the Single Market, and allowing the uk to exit from the eu whole and entire and perfect, as it were. The Prime Minister mentioned ideas already rejected many times by the eu is unworkable. President macron said any alterations to the deal would be small. Translation in the current month we are not going to find a new agreement very different from the current one. But if there are things which can be adapted, they have to meet the two objectives i have already mentioned, and they need to be found in the coming month. But the Prime Minister remained pugnacious. Lets get on now in deepening and intensifying the friendship and the partnership between us, over lunch. Once again, borisjohnsons breezy optimism jars with what european leaders are actually saying. Right now, it looks very unlikely that a compromise can be reached, with so little time left. Theres plenty of swagger in politics and eye to eye, their talks would have been frank. An acrimonious and disruptive no deal brexit looms over these cordial discussions, and neither side wants the blame for that. So for now, the diplomacy goes on. Ben wright, bbc news, paris. The body language was warm, friendly, and congenial between the two leaders. But from frances point of view, has anything shifted from todays meeting . I dont think so. Of course it will very much depend on the proposal made by Boris Johnson in the next 30 days. The Prime Minister mentioned a report was launched and just published in july by two members of the house, the parliament have alternative arrangements. Everybody would like to know more about the possibilities about this alternative arrangement. Of course we dont have a lot of time to implement them, but in principle, the question of the integrity of the Single Market remains, while absolutely crucial both for president macron and Angela Merkel, it has the impression that the french are tougher than the germans. I dont think the two capitals are very far away in their position. Nevertheless there had been an expectation among many that Emmanuel Macron would refuse point blank to renegotiate the brexit deal, and he didnt do that, did he . He was absolutely clear on that, no renegotiation before 31 october. How can we renegotiate in 30 days . But of course you can have arrangements inside the existing Withdrawal Agreement. Macron was clear that he would prefer an agreement over a new deal, but he also said that he is prepared to accept any decision from the british side, which also assumes a new deal. The french are working on the perspective of such a value. You mentioned a moment ago this idea coming from the alternative Arrangements Commission, a report released last month which mrjohnson referred to. Id like to bring up one of the suggestions, theyve suggested an enhanced Economic Zone straddling parts of the Northern Ireland and ireland border where they might be tax breaks, a free trade zone, stuff like that to enable both sides to be happy. Does that sound like something that would convince france to get on board . Why not . But again, this report came very late. It was published on 18 july. Such a report and proposal should have been on the table during the negotiations, and that was not the negotiations, and that was not the case. During the negotiations, the case. During the negotiations, the negotiations an alternative arrangement. Now it seems to be a bit more precise, so lets see what it means technically. And again, lets see if it can preserve the integrity of the internal market, which is absolutely crucial for the 27 member states. Some analysts are suggesting that what these meetings have been about, from the french and german perspective, is to make sure they cannot face the blame if there isa they cannot face the blame if there is a no deal brexit. Staying with brexit and failing to agree an eu withdrawal deal could lead to a sharp rise in rubbish being sent to landfill thats according to a number of council documents seen by the bbc. Much of it could end up in the north of england. At the moment, millions of tonnes of our domestic waste is sent to europe to be converted into energy but disruption, resulting from a no deal brexit could make that trade uneconomical. The government says they are encouraging businesses to plan alternative options in case of disruption. Councils say car parks might have to be turned into waste facilities and warn that people might start dumping rubbish in streets and gardens. 0ur economics editor faisal islam reports. Two decades ago, four fifths of this waste used to be buried in the ground as landfill. No longer, now, it is just a fifth as Government Policies designed to meet eu targets means it is either turned into energy as here or recycled. Road congestion leading to late or no collection will impact on the community, stockpiling waste in gardens or streets. Southampton council listed delays that could be a result in recycling banks and waste transfer stations becoming full and potentially closing, and one response from a contractor was diversion to landfill. That is the issue causing the biggest headache, it is notjust recycling ordinary Household Waste like this is exported on ships like this heading from southampton to sweden, over three Million Tonnes of rubbish directly. 600 ships worth of your black bin bag rubbish gets put into these cubes and put on ships like this to get sent to the european union. This system was built up over decades to limit the growth of landfill in the uk. Who would have thought that brexit and no deal in particular could impact where our rubbish goes . The government did gain recognition for uk waste to be continued to be exported with individual european countries. But the issue arises if there is general port and as has already occured a general slide in the value of sterling making the trade uneconomic. Port congestion. A lot of waste comes out of the south east. We have very little landfill capacity in the south east, most of the capacity is farther north. It would have to be trucked from the ports further up north. The south of englands rubbish, which currently gets exported. . If were not able to export it, the only other option for this waste which currently goes to the netherlands, to power the amsterdam arena and all that, that will have to be shipped up north and stuck in a hole in the ground. For some, this is the very point of brexit, freedom from eu rules, targets and standards. The government has made some progress here but the impact of no deal could yet be felt in where the nations bin bags end up. Faisal islam, bbc news. It shows a cardboard effigy of g re nfell tower it shows a cardboard effigy of Grenfell Tower with people painted onto the side of it being thrown onto the side of it being thrown onto a bonfire, as a group of friends stands around, laughing and joking. Now one of the relatives of a victim who died in the tower fire found it vile. The defendant film to this then posted it to two whatsapp groups, because he and his friends had a history of exchanging racist messages. He thought they would find it funny. Now his legal team says that was not the case, they say that the characters painted on the side of the Cardboard Box were never meant to represent the victims of g re nfell tower. Meant to represent the victims of Grenfell Tower. In fact, they were caricatures of the defendant and his friends, that this was a joke between them. The latest official migration figures show that 226 thousand more people came into the uk than left in the year since march 2018 thats broadly the same as it has been since 2016. 226,000. They say the Environment Agency is very unlikely to meet its clean river target by 2027. The agency is planning an autumn consultation on the challenges and choices faced in cleaning up our rivers. Campaigners here are saying Water Companies are allowing this to happen too often. The limit, the amount of infill going into the sewage plant was set 17 years ago. We have a difficult environment now, there is much more run off, there is much more building, we have a Huge Population increase and we have Climate Change so all of this water is flowing into the sewage plant so it is filthy and it is sitting in the bed of the river. Yorkshire water, the company responsible, told bbc news it had already taken steps to ensure the works discharges less frequently and it operates legally and within Environment Agency guidelines. It isntjust about one local park, pollution in our rivers is a much bigger issue. Without outdoor swimming becoming more popular, there are recommendations that people take a hot shower to reduce the risk of becoming sick. Some experts say we should be avoiding river swimming altogether. We have so many sewage breaks on a river that even if you treated it perfectly, in the sense of the current standards of treatment, you would still have enough pathogens coming out, even in a well operated sewage works that you wouldnt want to swim in the rivers. So are the Water Companies doing enough with our money to stop pollution . Vast Peatland Restoration schemes helped Northumbrian Water to earn the Environment Agency best Environmental Performance rating this year. So when we come along, we checked the water to see if there is any pollution. With their volunteer water ranger scheme, they are involving a local community in stopping pollution. The company said zero raw sewage in rivers is a realistic target. The industry admits most of us will never see that achieved. That is going to see many decades to achieve, giving the legacy infrastructure that we have to deal with. Some Companies Want to move faster but i think the important thing to recognise is we are not standing still, we are investing to ensure the level of pollution falls. The Environment Agency admits funding cuts have affected its ability to protect rivers but it has refuted claims from campaigners that it is allowing the industry to pollute. It depends on the business, bigger businesses, things Like Pharmaceuticals and finance are better prepared and i think smaller to medium size businesses are less prepared and this being a huge outreach here from the irish government, and getting businesses engaged with preparations and the nine steps they should tape that might take but they do not have resources here financial or human to put the significant plans and measures needed for the end of 0ctober. Researchers have developed a new microscope that can take pictures of living organisms in unprecedented detail. These cells are the Building Blocks of human life. Its where all our bodys basic processes occur and its here that raging war is against diseases are fought. The researchers here have developed a way of taking pictures of these processes. This gigantic two tonne microscope is transforming our understanding of living processes. It takes something so big to see the tiny atom sized cogs and wheels inside us in action. Here they are, freezing a flu virus and putting it into the microscope. Thousands of images are taken from different angles, to build up this picture. Its the spikes around the viruses that havent been seen before. These are the bits that puncture the bodys cells in order to infect them with flu. A close up helps researchers here target the vulnerable parts of the virus. Its certainly a huge step forward, in being able to really see whats going on within the structures. Before, you had to either cut them into slices, orjust see the outside of. Now, we can see the whole object. We use x rays to study the structure of a molecule. Until recently, we relied on a technique developed 100 years ago and used throughout the 20th century to get pictures of biological molecules. It involved blasting them with x rays. The new method enables researchers to see what these important molecules actually do in the body. This is the inside of a blood vessel and the long worm like structures burst open when we bleed. It has been described as a resolution revolution and i think its clear now that turning this technique on almost any biological problem is providing new information.
