Nhs and no deal preparations. This week he lent to the International Stage meeting europes top two power brokers, but without a deal in sight. He wants them to know parliament wont stop brexit and this weekend again warned mps from doing that. Writing, the so called effo rts doing that. Writing, the so called efforts to prevent no deal are in fa ct efforts to prevent no deal are in fact making no deal more likely. But todays sunday times leak of classical classified documents showing their contingency plans for ano showing their contingency plans for a no deal make for painful reading. A risk the country should not be taken, according to a former head of the Civil Service who now advises labour and has called for a second brexit referendum. Part of serving the government of the day is to give them honest advice of the risks. In my personal view, these risks are com pletely my personal view, these risks are completely insane for this country to be taking. In the Cabinet Office document written in the past month it shows plans to avoid a hard border between Northern Ireland and the republic of ireland are unlikely to prove sustainable. And it predicts freight disruption at ports caused by customs checks that could impact the supply of fresh food and some medicines. The government wont comment on leagues, but one brexiteer this morning was keen to play down its significance. brexiteer this morning was keen to play down its significance. I think theres a lot of scaremongering around and a lot of people are playing into project fear and all the rest of it. We got to prepare for no deal, in fact, the previous Prime Minister created it and said the mandate of it last year, last summer was the mandate of it last year, last summerwas to the mandate of it last year, last summer was to prepare for no deal. To avoid a no deal brexit labour pledge a vote of no confidence when mps return in a fortnight which could usher in a Jeremy Corbyn led unity government. He is absolutely doing the right thing to avert this no deal brexit that we have said in oui no deal brexit that we have said in our manifesto, that we have said time and time again in the house of commons, and other Political Parties have committed to. The only way to do that is to get behind Jeremy Corbyn. That such a better political divisions exist will make a Boris Johnson task in europe only more difficult. Mark is here with me. Has there been any more reaction from downing street . The government doesnt publicly comment on leaks but a number ten sources said the government will publish proper assessments of the measures required to live on october 31 com in their words, to inform and not frighten. It hits back at this document in the sunday times k saying it came before extra funding was allocated for no deal preparations and adds it has been deliberately leaked by former minister in an attempt to influence discussions with eu leaders. Of those meetings that borisjohnson will have an Angela Merkel and emmanuel macron, they are the most important yet if borisjohnson is to secure a deal. The problem for him is whether those leaders will now ta ke is whether those leaders will now take him seriously as he is fighting so take him seriously as he is fighting so many battles back home. Mark, thank you. Tens of thousands of pro democracy demonstrators have gathered in Central Hong Kong in the face of warnings from the government in beijing. Most have crammed into Victoria Park for an authorised rally. Stephen mcdonell is there. This rally really is a sign that the Broad Spectrum of the community here is still participating in this pro democracy push, despite the heavy driving rain. Weve had hundreds of thousands attend here today. Theyve not only felled the park but spelt out in all of the streets either side of the park. This rally was given official permission to go ahead, butjust by sheer force of numbers, people permission to go ahead, butjust by sheerforce of numbers, people had to move into the streets, filling eight lanes of traffic at a time underground train stations were closed. People were rammed in there trying to reach the rally point. And really, its also a sign that if they have a peaceful rally, one that is legal, the pro democracy camp can still draw on a large proportion of its population, theyre called for this we can to be peaceful and by and large, thats the way its been. They are trying to get away from those images of a shocking escalating violent clashes that we had seen in the weeks leading up to this in hong kong. Stephen, thanks very much. In afghanistan, more than 60 people have been killed after a bomb exploded at a wedding in kabul. More than 180 people were injured when a suicide bomber detonated explosives inside the reception hall. The taliban have denied carrying out the attack. 50,000 people have been left homeless after a massive fire swept through a slum in the bangladesh capital, dhaka. Around 15,000 homes were destroyed in the chalantika slum late on friday night. Many homes had plastic roofs, which helped the flames to spread. No deaths have been reported, but several people have been injured. The search is continuing for a six year old boy whos thought to have fallen into a river in kent. Lucas dobson is believed to have fallen into the river stour near the town of sandwich yesterday afternoon. Simonjones is there for us. Simon. Well, lucas dobson fell into the water just after 1p yesterday afternoon. Now he was with family members fishing just upstream that when he went into the water. I understand one member of the family dived in after him but they couldnt find any trace of him and that has prompted a huge search involving the police, lifeboat, coast guard and the fire service. Weve seen boats coming up and down the river. You may be able to make out the white top of a search boat behind me. Theyve been searching the undergrowth and a huge number of volu nteers undergrowth and a huge number of volunteers from the local community have come forward. Theyve been scouring the river bank looking for any sign of him but so far without success. Now the family say they are incredibly concerned. They have thanked the people of come out to join the search, but they say they just want little lucas back. Simon jones, in kent, thank you. A muslim convert who travelled to syria to join the Islamic State group has reportedly been stripped of his british citizenship. Jack letts, whos been nicknamedjihadijack, was captured as he tried to escape to turkey two years ago. Injune, his parents were convicted of funding terrorism because theyd sent him money. Ben ando reports. Captive in a kurdishjail and now reportedly stripped of his british citizenship. Jack letts, who became known asjihadijack, left his family home in oxford in 2014 and travelled to syria to fight with the Islamic State group. He lived in raqqa, and was seized by kurdish troops while attempting to flee. Injune, his parents, sally and john, were found guilty of funding terrorism after they sent him money while he was in syria, that they said hed asked for in order to get away. Now the mail on sunday newspaper is reporting that in the final days of theresa mays government, he was stripped of his british citizenship. He has dual uk nationality with canada through his canadian father. In a statement, the Home Office Said that depriving a dual national of citizenship was a decision taken by the home secretary on the basis of advice from officials, lawyers and the security services. Its intended to counter the threat of what it describes as dangerous individuals. In february, the home secretary revoked the citizenship of shamima begum, one of a trio of east London School girls who travelled to syria in 2015 and became known the is brides. Shes challenging that decision on the basis that she would be left stateless, which is contrary to international law. Due to his dual canadian nationality, there is no such challenge available to jack letts. Ben ando, bbc news. The three remaining cooling towers at didcot power station in oxfordshire have been demolished in a controlled explosion. It took place on the stroke of seven oclock this morning. Thousands of homes in the area were left without electricity after the towers came down. A local Energy Supplier initially denied the demolition caused the power cut, but now says the two are probably linked. Cricket and its the final day of the second ashes test at lords. Play has been delayed this morning by rain, but england are hoping to resume their second innings shortly, theyre on 96 11. Joe wilson is there. Hello, the sun is shining now. Your timing is great because the sun is out and as we speak englands batsmen arejust walking out and as we speak englands batsmen are just walking out of the middle to resume their innings, the situation remains england, 104 runs ahead on their second innings and they will try to double that lead to feel safe. Australia will try to ta ke feel safe. Australia will try to take six more wickets rapidly and then bats are going to chase a target and maybe win the test match this evening. Anything is possible. One thing to watch out for is steve smith. Remember he was hit horribly in the neck yesterday and returned to resume his innings. Last night australia were confident he would play a part in todays action. Today we are not so play a part in todays action. Today we are not so sure. Play a part in todays action. Today we are not so sure. Thats one of the many uncertainties that lie ahead of us here at lords. Joe wilson, at lords, thank you. You can see more on all of todays stories on the bbc news channel. The next news on bbc one is at 6. 35 this evening. Bye for now. Hello. Youre watching the bbc news channel with shaun ley. Its 12 10. More now on one of our main stories and a leaked government document has warned of possible consequences in the event of a no deal brexit. The information from operation yellowhammer outlines no deal could lead to shortages of food, fuel and medicines, and the return of a hard border of the island of ireland. In the past few minutes the cabinet minister michael gove has tweeted another possible implication is freight disruption at ports of up to three months. Lets discuss this with rod mckenzie from the Road Haulage Association. He joins us from our oxford studio. Good afternoon. Good speech again despite the fact we speak regularly about brexit and what may or may not happen. There are a lot of unknowns but in terms of the narrowing of some of the difficulties, has there been much progress in the last few weeks . You are right, there has been some progress. It has been painstakingly slow, if you take more or less what yellowhammer is saying, as far as the Road Haulage Association is concerned, we told you so, we told you this would be the worst Case Scenario if nothing was done and very little has been done up to this point. What we have noticed is a change of government and an increasing energy focusing in on the problem is that we face. But only just over 50 on the problem is that we face. But onlyjust over 50 working days towards a potential no deal brexit, business cannot be ready in that time. The most we can do, the best we can hope for is help some of the big things that could happen. Number of companies have commented on the documentation they are required to do. The bank of england report a couple of months ago suggested significant proportion still werent ready. Is that something, through your organisation and the industry, people have been chipi and colleagues along about. You essentially cannot blame government for that, there has to be some sense of ownership taken by the company themselves . Business is not ready for a no deal brexit on the 31st of october, that is true. In terms of who is to blame, you know, there are two sides to this story. Firstly, people who have tried to prepare and try to get customs arrangements and their understanding of how the borders will work and the rest of it, have found the system for doing so is enormously unclear. In other words, the hmrc website, the paperwork associated with it, just simply not clear. We need clarity. What businesses will do is try and prepare, discover they are frustrated because the systems are not in place and then they will go away and not prepare. That is a real issue. It is true that for some small and medium sized enterprises, there is a belief that maybe this wont happen and they wont have to deal with it and why should i spend my valuable, precious time preparing for something that wont happen, so iam not for something that wont happen, so i am not going to. Those are two opposite sides of the coin. Thanks very much, good to speak to you again. Kent police have named the six year old boy who is missing after he fell into the river stour, near the town of sandwich, yesterday. Lucas dobson fell into the water while out fishing. Specialist diving teams and Emergency Services are being supported by a large group of public volunteers in the search. The headlines on bbc news a 100,000 thousand people are gathering in hong kong for more pro democracy protests for the eleventh week running the Prime Minister will go to germany and france next week to insist the uk will leave the eu at the end of october with or witout a deal. The home secretary is examining how the families of Police Officers killed or injured on duty can be better supported after the death of pc Andrew Harper in berkshire. Sport and for a full round up, from the bbc sport centre, heres olly foster. Good afternoon. They have resumed in the second ashes test and england looking to level the series if they can, they led by 104 runs and six wickets overnight. Lets go and speak tojoe wilson. The umbrella has gone, we have had an hours rain delay, who do you think it will be more beneficial to, or is a draw more likely . Both sides are battling against the weather and it may be when we speak later, the weather did win. But we will have a short morning sessions, a quirk of cricket that sometimes baffles people. We will have a lunch break and come back out for another session and then an evening session potentially until 7pm. You might then an evening session potentially until7pm. You might think then an evening session potentially until 7pm. You might think england being 1 0 behind have the owners, the pressure to try and get themselves into a winning position. I dont think they will take any risks for a while, they will try to get to the lunch break, certainly. The two batsmen who will resume, just buttler and ben stokes, they lead to quite a charmed life yesterday evening and australia may have woken up regretting some of those missed opportunities. One thing to think about is the condition of steve smith. He hasnt come out to field. Last night in the media conferences, australia seemed adamant he would be fit to play again, to bat again potentially. Today, were not quite sure. The concussion protocols that cricket now ta kes concussion protocols that cricket now takes very seriously, they have to be taken seriously. The decision has to be taken out of steve smiths hans. We will wait and see what part steve smith will play in this test match and that is one of the uncertainties that lay ahead of us. He was also cracked on the wrist from a jofra archer delivery. It may have swollen up overnight. Also, sticking with steve smith, the man of the series so far and we are only into the second test, if he does come back out to bat, there will be a lot of attention on what reception he gets yet again . Quite right. We have to think about the context, a lwa ys have to think about the context, always in sport. At edgbaston, the three players banned for their part in the sandpaper scandal were all booed by the birmingham crowd, people brought sandpaper into the ground and all that kind of stuff. That is part of the banter and the australian players expected it. Yesterday, smith fell to the ground after receiving another blow to his neck that reminded a lot of the tragic delivery to philip hughes. He was led off and bravely came back. He was cheered by a lot of the cloud but a lot also decided to boo him. The australian cricket board have criticised those spectators who booed. People say we have paid out many and we have a right to behave like that in the Cricket Ground but also people have a right to criticise them for doing that. You may have heard a ripple of applause, ben stokes is opening up back to back fours. There are two more matches in the premier league this afternoon. Its chelseas first match at home, theyve got leicester. Itll be a homecoming for frank lampard, the clubs record goalscorer and now their manager. The blues had a chastening 4 0 defeat at Manchester United on the opening day and they also lost to liverpool in the Uefa Supercup in istanbul midweek. Lampard will hope that a return to Stamford Bridge will see a change of fortune. Proud to manage this club. Been back to Stamford Bridge a couple of times since i left as a player and was lucky enough to have really good support on both those times and i obviously dont forget the times i had here as a player. It is going to be an emotional, special day for me but that is just for me but the most important thing for us is we win. That is what i am really worried about. The early kick off is Sheffield United against Crystal Palace both sides drew their opening matches. And we have the last two games in the second round of the Scottish League cup quarter final places at stake for dundee, aberdee, east fife and rangers. Englands women have won their opening game at the eurohockey championshps in antwerp. They beat ireland 2 1, giselle ansleys drag flick giving them their second goal. England next face germany on monday. Thats all the sport for now. England, 106 for now, a lead of 114. I will have an update in the next hour. The home secretary, priti patel, says more needs to be done to support the families of Police Officers who are killed or injured at work. Pc Andrew Harper died of multiple injuries as he responded to a suspected burglary in berkshire on thursday night. Charlotte simpson reports. Colleagues, friends and the local Community Pay tribute to Police ConstableAndrew Harper where he lost his life. Almost exactly a month ago, the pc was getting married. He should have been heading off on his honeymoon next week. A postmortem showed that the Police Officer died from multiple injuries. Detectives are still trying to establish why a call to investigate a burglary ended in tragedy. His death has highlighted the danger that officers face in their everyday work. The home secretary says the country must do more to recognise the sacrifice made by officers. Writing in the sunday telegraph, priti patel says she has instructed the home office to urgently explore what we can do to better support the families of our brave Police Officers, who are seriously injured or worse by cowardly criminals. She said pc harper was the very best of british policing. The hunt for evidence continues at a council run caravan site in west berkshire. Several road closures in the surrounding area are in place. Detectives now have until midnight tonight to question the ten people currently being held in custody. The Thames Valley force has described this as a complex investigation, both a professional and personal challenge, as they try to solve the murder of a much loved officer who was one of their own. Charlotte simpson, bbc news. Sir peter fahy is the former chief constable for Greater Manchester police welcomes talks of introducing the military style system into policing to support grieivng families. I think its a very good analogy, its great to see the sacrifice of the military in both terms of soldiers and Service Personnel that are killed or seriously injured, is now better recognised and supported. But it does mean Police Officers do feel they dont get the same treatment or the same regard. Certainly it seems like when somebody is convicted of the murder of a Police Officer, life should be life. It is often ceremonial things like last month, we had a National Service for the families of officers that have been killed on duty. No ministerfrom the home office attended. It is about the Long Term Support for families moving forward and particularly also for offices that are injured on duty. There have been some awful cases over the last months where officers have been very seriously injured, the public have shown great concern. But it is inevitable some of those offices will eventually be medically retired out of the police force. That would be a very traumatic experience for them and they will get some compensation, but they will then suffer physically and mentally a great deal of trauma because a criminal act has forced them to leave the job that they love. Theres a whole series of issues like that, but i think the crucial thing in the review announced by the home secretary should be the families of those offices are at the centre of that and their experience is listen to. And their experience is listened to. It interesting you know, in a sense a lot of this is about tone, in terms of how officers are treated and i suppose the idea that people at the top, whether its politicians or other figures in public life, they kind of set a tone that others will copy and therefore if there is hostility at the top that can translate down. I wonder if you think some of the things that were said perhaps back when theresa may was home secretary and when she was Prime Minister, the number of Police Officers didnt affect the rate of crime, perhaps Police Representatives shut up going on about extra money and got on with doing the job, rather than criticising politicians. Has some of that had an effect . It did have an effect, it wasnt just about the reduction in the number of officers. You are actually right, it was about the tone, it was a failure to recognise the day to day reality of what Police Officers deal with. Increasingly they deal with less and less crime as a proportion of their workload, they deal with more and more issues around mental health, vulnerable people. When there are weaknesses in other agencies the police have to fill in, but it is also things like there have been some changes to legislation around bail and went officers can make arrests. Which again, the police have not been able to see the huge Public Benefits in that. Yes, it is that tone about the way it feels like politicians understand what the police do and respect the professionalism of the police. I think another feature is the police absolutely know they have to be accountable when things go wrong, but at the moment they feel a lot of that system is an imbalance and there have been recent cases of officers being prosecuted and juries throwing those cases out. So there is a whole series of issues there. Its really about politicians understanding the difficult job Police Officers do. And showing that respect and giving that support, but in no way getting away from the fact, absolutely the police have to be accountable for the job they do and thats one of the strengths of our country. A Huge Police Presence has prevented major violence during rival protests by far right and left wing groups in portland in the us state of oregon. Hundreds of officers were deployed to try to keep the proud boys far right group separate from the antifa, anti fascist movement. Catherine karelli reports. It was gearing up to be a tense day in the city of portland. Under heavy police guard, hundreds of supporters of the far right group pround boys marched in the North Western us city. They were met by counter protesters, antifascist demonstrators known as antifa. Pround boys describes itself as an anti racist club of western chauvinists. Its supporters travelled from across the country to take part. We came in. We just did a march, peacefully. Went in, planted ourflag, came back out, and theyre chasing us right now. It kind of shows you who is a thug, and who isnt. Everyone hypes up as these bad guys, but we came in and trolled the hell out of everyone. But we had a good time, said a prayer, sang the National Anthem and then rolled out. Thats always been the plan. But those rallying against the pround boys say that the group is propagating hate speech, and that its not welcome in their city. We will make sure that they know that they are going to get this response but it will not be violent, we are going to march them out of this city until they stop coming back because we are not going to stand for it. Ahead of the rally, President Donald Trump said major consideration was being given to designating antifa as a terrorist organisation. Earlier in the day, Police Officers said they seized weapons, including bear spray, shields and metal poles from multiple groups. Portland is one of the most liberal cities in the us. Its widely seen as a stronghold for the antifascist movement. But this isnt the first time that right wing and antifascist factions have clash there. There have been several encounters in recent months, with one rally turning especially violent in july last year. Catherine karelli, bbc news. A freak rainstorm in istanbul has left one man dead, traffic stranded and roads and businesses under water. The deluge also affected the citys historic grand bazaar, as donna larsen reports. A massive rainstorm, and then the deluge. Istanbul struggled to cope with saturdays downpour as rainwater inundated streets and shops. The citys drains overwhelmed, bringing traffic to a standstill. Businesses in this underpass were defenceless against the torrent. Damage amounting to thousands of turkish lira done in the space of a few minutes. Now these workers must begin to assess the financial cost. Traders in the ancient grand bazaar didnt escape the water either. Even structures adapted for water were vulnerable, like this sinking boat, transformed into a hazard by the floods. And, amidst the disruption, tragedy. The Authorities Say this homeless man was killed by the floodwaters. The rains have now stopped, and the clean up begins. Donna larsen, bbc news. A ceremony will take place at the top of an extinct volcano in iceland later on sunday to mark the loss of the glacier that once spilled from the crater. Photographs taken from space show just how rapidly the glacier disappeared. As recently as the 1980s it showed up as a mass of solid white. Up as a mass of solid light. By 2014 it was declared dead. At the ceremony a plaque will be unveiled, telling future generations that only they will know if enough was done to save other glaciers from climate change. More than 500 volunteers have taken part in the ringing of flamingos at a nature reserve in the south of spain. It involved weighing and tagging more than 600 chicks as part of a conservation project at a lagoon in andalucia. A Record Number of spanish flamingos were born this summer due to abundant rainfall and hot temperatures. Now its time for a look at the weather with tomasz. A bit of a mixed bag for some of us today. Showers expected across scotland and Northern Ireland. Quite frequent here, maybe even a crack of thunder and still fairly breezy. The further south and east you are today the dryer and brighter the weather is going to be. This is what it looks like around lunchtime and into the afternoon. Sunny skies with temperatures in the low 20s in the south, mid or high teens across scotland and Northern Ireland. And clear spells with further showers expected this evening and overnight. Again those frequent showers in the north west of the country. Tonights lows will dip down to 12 degrees in london and around 10 degrees in aberdeen, more or less the same whether you are in the north or the south. Now lets have a look at mondays Weather Forecast and you can see further showers expected across northern parts of the uk but to the south weve got lots of sunshine once again on those temperatures quite widely into the low 20s i think
