Part in one of the biggest dinosaur digs of all time. Hello and welcome im katty kay in washington and david eades is in london. Israel has announced its blocking a planned visit by two us congresswomen after being urged to do so by President Trump. The two women are both muslim. This morning the president tweeted, it would show great weakness if israel allowed entry to ilhan omar and rashida tlaib. Ms tlaib is of palestinian origin, ms omar came from somalia. They are both us citizens. Israel did what the president wanted, with israeli Prime Minister Benjamin Netanyahu defending the decision saying the congresswomen planned to harm israel. Heres tom bateman from jerusalem ever since their visit to the occupied west bank and East Jerusalem was omitted there were those on the writing israel saying they should be prevented from coming into the country. That would be possible because of a controversial law introduced in israel a couple of yea rs law introduced in israel a couple of years ago which allows the government to ban entry to people who publicly advocate for the Boycott Movement of israel or its settlements. So that was all going on but then we have the us ambassador, the israeli ambassador to the us saying they would be allowed entry because of the tradition of bipartisan support between the two countries, between the us and israel, but now it seems that decision has been reversed. We then had the interior ministry in israel saying they would not be allowed entry. This will cause a significant rupture, particularly among jewish groups in the us who have always championed bipartisan support for israel. Also within israel, the israeli left will say it is anti democratic simply barring foreign politicians from the country because of the view is that they may have. The palestinian not for profit group that was organising their trip has called this an affront to the right of palestinians to reach out. To global decision makers. They say, it is what should be an opportunity for people to see the realities on the ground. They say that this is simply an attempt to cover that up. Theres a lot of domestic us politics at play here. Mr trump is keen to tie these two women to the Democratic Party and present them as unacceptable to american voters. Indeed today, he tweeted just that. Representatives omar and tlaib are the face of the democrat party, and they hate israel but there are signs mr trump may have gone too far in pushing for this ban. Aipac, the powerful israeli lobby in washington which has firmly supported the president on a range of issues, broke with mr trump on this one. We disagree with reps omar and tlaibs support for the anti israel and anti peace bds movement, along with rep. Tlaibs calls for a one state solution. We also believe every member of congress should be able to visit and experience our democratic ally israel first hand. Lets pick this up with our correspondent Chris Buckler whos in washington. You have been watching this all day andi you have been watching this all day and i am trying to remember a time when an american president weighed in in this way against two american congresswomen. As in in this way against two american congresswomen. As it unprecedented . Representatives of the United States essentially being told by the president they have no right to go to another country. I cant think of another example like it. When you look at that statement from aipac, who like to see themselves as a real voice in congress and see themselves as being bipartisan although it is more aligned with the Republican Party than anybody else. It does give you the sense that President Trump has done something which will be uncomfortable perhaps on both sides of the aisle. Take a look at kevin mccarthy, the minority leader. He has been in israel on a visit with other republicans and he was saying on that visit that everyone should come. They should come with open eyes, open ears, open minds. Perhaps President Trump would say where these two congresswomen really going to go with open minds, but it doesnt get away from the point that from congresss point of view and from congresss point of view and from the point of view of all who sit there, they feel they should be respected in the office should be respected in the office should be respected and the president weighing in like that and saying it would be weakness if israel allowed these two congresswomen to arrive , weakness if israel allowed these two congresswomen to arrive, that would be seen by many asjust a step too far. 50 just be seen by many asjust a step too far. Sojust how be seen by many asjust a step too far. 50 just how much are the democrats making of this . The democrats making of this . The democrats extremely angry. I will give you some of the statements, not least from nancy pelosi, the speaker of the house saying that as far as she is concerned this is deeply disappointing and a sad reversal by israel and attacking the president specifically saying it is ignorance in this respect and beneath the dignity of the office. It is worth pointing out that President Trump does have a problem with these two congresswomen, they are part of a group known as the squad that he has attacked before, for example saying that as far as he is concerned they should go back to the countries they came from. All black and ethnic minority members of congress. Another member of that so called squad, aoc, has said that Benjamin Netanyahu squad, aoc, has said that Benjamin Neta nyahu choosing to squad, aoc, has said that Benjamin Netanyahu choosing to ban the only two muslim women in congress from entry tells the us that only some are welcome to israel and not all and accusing President Trump of exporting bigotry. If anything the statement from ilhan omar has gone further, she hasjust released a statement saying this is Donald Trumps muslim ban being implemented by israel. Thank you very much indeed for that. This is extraordinary, we know he is not a fan but it seems he is willing to fracture his own supportjust for another poke at them. This is all about the next election and donald trump trying to paint the Democratic Party as politically unacceptable to mainstream america and by making these two women in the face of the Democratic Party, he is hoping to do that, by charging them with anti semitism and he is hoping he can tour the whole of the Democratic Party with the brush of anti semitism. Even though 41 members of the Democratic Party in congress were actually in israel last week on a visit sponsored by aipac and they apparently stood and cheered Benjamin Neta nyahu aipac and they apparently stood and cheered Benjamin Netanyahu in a meeting. You may have gone too far but the more the democrats are forced to stand up and defend these two women, so it is a tricky game, but i think donald trump is laying directly to his base. Not sure this will go down well with mainstream centrist americans and even as we have been hearing from some republicans, and this does not sit well with them. Good luck making sense of Global Economics this week. They are all over the place. Take the china us trade spat. Just last night china threatened to counter us tariffs, then it backtracked and offered to meet washington half way on a trade deal, but President Trump says it has to be all on his terms. So who knows where thats going. The uncertainty is as dizzying as the ups and downs of financial markets. The combined spectres of germanys economy contracting, us growth slowing, trade tensions, brexit and now unrest in hong kong are adding to a gloomy forecast. None of that particularly good news. This is not good news for the president who has tied his own fortunes closely to the fate of the stock market. But, he insists, the market turmoil isnt the fault of his own policies, instead, hes blaming the Federal Reserve. In particular the chairman of the fed, jay powell, who he lambasted today as clueless. And that was just the latest attack. So what can we expect next . Im nowjoined by senior economics correspondent at the new york times, neil irwin. What is going to happen in the markets coming up . Looks like we are going to have a rocky few more weeks and maybe beyond. The markets are signalling, especially the bond market, that there is a global slowdown under way and it could get worse before it gets better and we are probably going to have a period of volatility until something changes. So it seems that for a long period of time last year there were various geopolitical factors that suggested uncertainty and market seemed to almost shrug them off on this long rally that they had. Is it that traders are looking now beyond the latest tweet from the president and the latest pronouncement on a trade war and are looking at more fundamental issues around the world . I think that is right. The trade war itself is damaging but it could be contained. If it was just the itself is damaging but it could be contained. If it wasjust the us itself is damaging but it could be contained. If it was just the us and china here and there, in the grand scheme of things that isnt enormous. The problem is a broader breakdown of trust between nations, the various flare ups of geopolitical tensions and big slowdown in the european economy. This is creating a global backdrop thatis this is creating a global backdrop that is really not conducive to growth. If you are a ceo thinking of building a new factory and hiring people this is not the kind of backdrop you want and that would make you confident in making that decision. We are seeing evidence of that worldwide with lower Capital Spending and industrial slowdown. That worldwide with lower Capital Spending and industrial slowdownm seems as if possibly nobody has told the consumer, the customer. Buying is still going on, why is that . Especially in the us in the uk, you are seeing some real strength in Consumer Spending. Just today we got retail spending in the United States up retail spending in the United States up 0. 6 , manufacturing output down 0. 4 , so the consumer economy going up. These things tend to converge overtime. Up. These things tend to converge over time. Eventually of companies are not expanding and arent growing untiring that will trickle into Consumer Spending through lower wages and lowerjob growth. The question is which prevails and which happens first. Does the consumer pill along the industrial economy orders are a slowdown in industrial economies slow down the consumer . M brings us back to the things that can be done, notably by Central Banks. Cutting Interest Rates as one of the lot of Central Banks have been doing it throughout the year. Is it having the sort of effect it should be having . It has had an effect and every time they cut rates it lowers the tension some. The question is how much ammo do they have left to work with . The Federal Reserve is at 2 and it could go 2 lower, the European Central bank and the bank of japan lower, the European Central bank and the bank ofjapan have already pulled out a lot of stops. How much left do they have to give to support this economy . You raise the question, what fiscal policy does. As the German Government is going to spend and borrow and support things oii spend and borrow and support things on the fiscal side . That have been some early signs of that, and it raises questions, if the Central Banks are not there, who is . We will keep across the markets, still as uncertain as ever, as is the situation in hong kong. On the issue of hong kong and the ongoing protests there were still waiting for word from the british Prime Minister but mr trump is weighing in. He is now tying a trade deal to the situation in the territory and today he offered a suggestion of his own. And more stern rhetoric from chinas ambassador the the uk earlier today who had this warning. Should the situation on hong kong deteriorate further into unrest, uncontrollable for the government of the Hong Kong Special administrative region. The Central Government would not sit on its hands and watch. Zhaoyin feng from bbc chinese is here. Is it likely that siege and would listen to President Trump and decide to meet the protesters . It is highly unlikely and this would not sit right in beijing because it would be seen as a right in beijing because it would be seen as a us meddling in chinese affairs. In the last few weeks they have labelled the protesters in hong kong rioters with behaviour close to terrorism so it would be hard for the Chinese Government to justify a meeting between its leader and terrorists, and also in the last few weeks we havent seen a leader of the protests. It is hard to imagine anyone could lead the negotiation with beijing. Is there anything that any country from outside of china could say or do that would impact how beijing decides to respond to these protests . Honestly, i dont think so, because china sees hong kong as a territorial issue, domestic affairs, and hong kong as a territory that wants to be lost and came back later so it is highly sensitive. The language used by the ambassador here in the uk was talking about a handful of extreme radicals who have taken cover behind so called pro the Pro Democracy Movement here. It is reducing the numbers responsible, targeting specifically is smaller number of people. Do you think that is part of the message . We will come after ringleaders rather than anything on a bigger scale . I think it is a very strong message, one of many warning sent by beijing to the protesters. I dont see it as backing down from beijing. I think beijing knows the heavy price of a military intervention. It would be unthinkable, it would look really bad for china, basically telling the whole world that 22 years after the handover beijing does not have the hearts and minds of hong kong people. It would be devastating for the economy and for hong kong and china as well. Thank you forjoining us. Authorities in gibraltar have ordered the Immediate Release of an Iranian Oil Tanker held since last month. The us had made a last minute request to keep the grace one supertanker in custody however that has been declined. This the ships captain and the iranian authorities have given assurances that the crude oil on board was not going to syria in breach of eu sanctions. According to reports the owner says the ship will now head to a mediterranean port. Kasra naji is in gibraltar and joins us now. One is slightly odd thing in this, which is that the us were putting forward , which is that the us were putting forward, i understood, which is that the us were putting forward, iunderstood, reasons which is that the us were putting forward, i understood, reasons to keep the tanker in gibraltar. What became of that . That was totally unexpected and apparently the authorities in gibraltar received an e mail from the department of justice, from the us, at 1 30am, asking the Gibraltar Authorities to hand over this ship, grace one, to them, because of a series of allegations. We dont know what those allegations are or where, the never made it public, but the court in the end decided that there has been no formal request to the court to attend to this particular issue, the local authorities didnt ask the court to attend to this, so the judge said, i will not bother with this request from the us, because nobody asked me to. I am going to attend to the issue of releasing this ship. This ship has been released now. It is not devastated any more, and you can probablyjust about see it over on my right shoulder in the distance, about a kilometre or two into the sea. And they are waiting for a new captain and one senior captain gets on the ship, that ship is set to sail. We are seeing the live pictures of the ship out at sea and getting ready to set sail. This looks like a victory for iran and something slightly awkward for britain in gibraltar . |j have awkward for britain in gibraltar . have seen reports in britain already, some newspapers calling it already, some newspapers calling it a climb down for britain. But the authorities here, they say they decided to release the ship because they have received assurances from ron that the ship is not going to set sail to any country that is under eu sanctions. They have published some documents, including best, which is a letter from the Iranian Embassy in london to the authorities in gibraltar and in it it says, grace one supertanker was not destined to an eu sanctioned entity and that remains the case. They said the ship is not going to go anywhere near a country that is eu sanctions. So that is the explanation for the authorities to release the ship. Thank you very much. Looks a bit of a loss for the us. Sort of possibly for the uk as well because they didnt want any more trouble getting this ship moved on, to get their own ship back. I just wonder whether there was as much communication between washington and london is well on whatever these other us reasons had to be. The maneuvering in britain on how to avoid leaving the eu without a deal has taken a step forward. The labour Leaderjeremy Corbyn has called on Opposition Party leaders and conservative party rebels to support him in toppling borisjohnsons governmet through a no confidence vote. He suggested replacing the Current Administration with what he called a strictly time limited temporary government that would ask for an extension to the deadline for leaving the eu, and call a general election. The leader of that new temporary government would be mr corbyn himself. He explained how his plan would work. I hope that they will all support the motion of no confidence that i will put, and that will ensure that this government then cannot continue with its headlong pursuit of a no deal brexit, and that would mean a caretaker government, led by labour, which would be a government in order to prevent a no deal brexit and bring about a general election so the people of this country can decide theirfuture. That is the plan laid out. Some of the key potential allies are, shall we say, not impressed. Jo swinson dismissed his plan as nonsense, although in a tweet she offered to meetJeremy Corbyn to discuss how they could Work Together on a deliverable plan including the option to unite behind an mp who can command a majority in the house of commons. Lets speak now to liberal democrat mp tom brake, hejoins us from westminster. Thanks forjoining us. It does strike me that whatJeremy Corbyn is proposing is really to give you what you want at this stage. You would avoid a no deal brexit at this stage, you would get that. There would be potential for a stage, you would get that. There would be potentialfor a referendum and there would be a general election. What is not to like . Unfortunately, what is not to like is that it is very unlikely that Jeremy Corbyn would be able to command a majority in the house. For a government, although an emergency or temporary government, of which he is the leader. We have already seen some very is the leader. We have already seen some very Significant Players like dominic grieve, for instance, saying he didnt think this was acceptable. It is doubtful whether the labour members of parliament who left the labour party over concerns over anti semitism are going to be queueing up to supportjeremy anti semitism are going to be queueing up to support Jeremy Corbyn as the Prime Minister of a temporary government. So what jo swinson as the Prime Minister of a temporary government. So whatjo swinson has proposed is that not she, and not Jeremy Corbyn, not one of the party leaders, but someone in parliament to his perceived and rightly perceived to be somebody who is above the fray, who no longer has ministerial ambitions but is a credible parliamentarian, that they may take on that role because they could then command the support of liberal labour, snp, allthe political parties, and including conservative rebels. But really that put you straight back in the same boat, that is not going to work either as far as a considerable number of labourand either as far as a considerable number of labour and tories are concerned. So what do you do . Would you try and block the Jeremy Corbyn plan or what else canjo swinson do . I would question you when you suggest that tory rebels wouldnt support back. It is very clear that tory rebels, any tory rebel who wants to have a future in the conservative party, the thing that will absolutely guarantee them they would no longer have any future is that they backJeremy Corbyn. Would no longer have any future is that they back Jeremy Corbyn. The labour mps arent going to go along with that plan. It is up to Jeremy Corbyn. This is about the future of the country, it is about who is best placed to secure a majority in the commons to block no deal, which we all agree on and it is what we want to achieve, but the evidence from what has happened in parliament in the past is that the best way of securing that isnt by putting forward a proposal that has come from either the labour leader or the liberal democrat leader or any of the other leaders. The best chance of securing a parliamentary manoeuvre to block no deal, as if you put forward that proposal from someone you put forward that proposal from someone who is perhaps a backbencher rather than someone on the front bench of the opposition parties. We are stuck still in that world where parliamentarians agree to disagree it feels at the moment. Thanks for spelling out the position as taken by the liberal democrats at this time. Coming up for viewers on the bbc news channel and bbc world news just over a week on from two Mass Shootings which rocked the us another gunman is in custody after opening fire in the us city of philadelphia. Well speak to a former Homeland Security official. By the end of this forecast, things looking drier and a little bit warmer. Rather like today where most of us saw some spells of sunshine but there is more rain in the forecast. While most of us start the night dry with some clear skies, clouds are gathering in the west, rain arriving into Northern Ireland, scotland, western fringes of england and wales by the end of the night. The temperature not much lower than 11 or 15. Cooler further east, perhaps as low as eight or nine. In parts of east anglia and eastern england. This area of low pressure to deal with tomorrow. Once again, the isobars closer together so not just wet but also windy. We could possibly see some disruption tomorrow because of the heavy rain, particularly across england and wales. Keep up to date with the latest travel news on bbc local radio. Rain initially across Northern Ireland, scotland, western fringes of england and wales, sliding south and eastward through the day eventually arriving in south east england where we could see a dry and bright start. Drier and brighter across scotland and the far north of england and Northern Ireland but with some blustery showers and strong winds tomorrow, gusts up to 45 mph. Combine that with the rain which will linger across a wide swathes of england and wales, cool day but could get up to 2021 further north where we see some afternoon sunshine. Very slowly the rain starts to pull away tomorrow evening with heavy blustery showers following behind. Persistent rain pulls out of the way in the early hours of saturday morning. This area of low pressure is the driving force through the weekend. Keeping showers going particularly across Northern Ireland and scotland through saturday and could merge to give a longer spell of rain. Showers more scattered, some mainly dry and they quite windy day with the range of 17 21. The potential for heavy rain overnight across southern and south east england. Once again, sunshine and showers heaviest across scotland, Northern Ireland, north west england and the greater chance of some of those pushing further southwards. A windy day with gusts of 30 or a0 so when they showery and quite cool but there are signs through next week that although we start with showers around, they start to ease and things turning drier and warmer by the end of the week. Youre watching beyond 100 days with me katty kay in washington. David eades is in london. Our top stories. Israel blocks two Us Democratic lawmakers and prominent critics of the country from visiting. President trump urges his chinese counterpart xi jinping to meet protesters in hong kong who have been demanding democratic reforms. Also on the programme. Signed, sealed, but not yet delivered. Jeremy corbyns plan to prevent a no deal brexit is opposed by key politicians. Plus, we meet the men and women involved in one of the biggest dinosaur digs of all time. Six Police Officers were wounded in a gun fight in philadelphia last night. It all began when police tried to serve a drugs warrant on a man in neighbourhood in the north of the city. The man had barricaded himself in his home and after a few hours of stand off he opened fire on the police. Two Police Officers and three civilians were trapped in the house. The gunman eventually surrendered around midnight. Philadelphias Mayorjim Kenney said it was another remind that America Needs more gun controls. Another reminder. Its aggravating, its saddening, and its just something that we need to do some thing about. And if the state and federal government dont want to stand up to the nra and some other folks, then let us police ourselves. But they pre empt us on all kinds of gun control legislation. Our officers deserve to be protected and they dont deserve to be shot at by a guy for hours with an unlimited supply of weapons, and an unlimited supply of bullets. And joining me now is former Homeland Security official, jack thomas tomarchio. Thank you so much forjoining us jack. The mayor has a point, hasnt he . Police should not be in this position of being in a seven hour standoff and a guy with a long criminal record who has access to guns and shooting at Police Officers. Absolutely. This individual had 18 years of criminal convictions and arrests everything from aggravated assault to perjury, to weapons violations. He is a career criminal and a felon. The fa ct career criminal and a felon. The fact that he was able to get all of this ammunition and have this weapon and this long rifle, and ar 15, and hold off police for 6 7 hours is frankly reprehensible. Again it shows that we really need to get serious about our gun control and again, this guy if anybody shouldnt have a weapon, it is an individual like this with such a long rap sheet going back to 2001. Jack you and i have spoken about this before. If we started to hear more members of Law Enforcement in the country, and say what youve just said or what the mayor is a saying, do you think that would help the push to get some kind of gun in place . Not necessarily, no. One of the reasons we have this impasse is because there has been historically millions of dollars funneled from the nra into the pockets of politicians and because of that, because of that generosity of that, because of that generosity of the nra, a lot of these politicians just dont want to deal with the issue. If Police Officers say wed only been targets, that is important. But certainly there is a stronger call when you see dead children in high schools and dead civilians in malls. That is Even Stronger and still nothing happens. Jack i wonder about the sort of distinction that might be made whether it is remotely relevant between those sort of Mass Shootings just refer to that we are covering time and time again and this case which is as you say here is a hardened criminal and he is taking pot shots at coppers basically. He is having a go at the police. They are Different Cases any sense. Does this have a bearing on its validity when it comes the issue of gun control . When it comes the issue of guncontrol . Certainly, this is a criminal matter. This individual was a criminal, he was not a domestic terrorist. He didnt have an ideology, he was just a bad terrorist. He didnt have an ideology, he wasjust a bad guy terrorist. He didnt have an ideology, he was just a bad guy who possibly didnt want to go back to jail. He has been to jail enough times in the past. Certainly again the root cause or route issue is the ability of individuals whether they be career criminals, or they be white supremacists, or they be people with mental disease or disturbances, having the ability to get what i call weapons of mass destruction, thats what these things are, they are not hunting rifles, they are used to kill people. Jack one thing i thought of last night is you have six Police Officers injured, a standoff lasting several hours, it seems to put the bike to the arguing that if there we re bike to the arguing that if there were more guns in society, if individuals and civilians had guns, they could prevent gun violence in america. These Police Officers were being shot at for six hours and they could not and this quicker. What good would do if a civilian had a gun in this . Well, i think in this situation what we saw in philadelphia, and i live in the fillet off area so this is right in my backyard, what we saw is a very measured use of force. I live in the philadelphia area. I applaud the police for what they did. This is a densely packed urban area. There we re densely packed urban area. There were Police Officers in the building in danger, there were civilian hostages, not hostages but prisoners of the Police Officers who were executing narcotics work in the building. They exercised prudent restraint to wait this individual out and certainly it couldve been a bloodbath and this could have been a lot worse. I dont think that the a nswer lot worse. I dont think that the answer is to arm tip armed the population of the United States with guns so population of the United States with guns so we can have population of the United States with guns so we can have vigilantes running around taking out bad guys or to neo terrorists. I dont think thats the answer. The answer i think is to try to take the access to these weapons difficult to get so that people with bad mouth sore people that do harm whether it be a criminal or terrorist are prohibited from doing that. Jackjoining us from doing that. Jackjoining us from philadelphia. Thank you so much. We are lucky in this situation that these six guys are back home with theirfamilies, that these six guys are back home with their families, this could have ended a lot worse it looks like. Lets get one more twist now, the latest twist in the brexit tale. The labour Leaderjeremy Corbyns plan to topple borisjohnsons cabinet through a no confidence vote, form a cross Party Government and install himself as a caretaker Prime Minister. If history is of any help, britain doesnt have a good record with unity governments outside war times. Lets speak now to catherine barnard, constitutional law professor at cambridge university. Thanks very much forjoining us. It almost doesnt have any record of all outside wartime really but this is feasible, isnt it . Absolutely it is feasible, isnt it . Absolutely it is feasible, isnt it . Absolutely it is feasible and it is expressly envisaged by parliament, that is the guide of situation if there is a successful no confidence vote in government. The fixture empowerment acts gives 14 the fixture empowerment acts gives 1a days and in that 1a days, it is possible for Boris Johnson 1a days and in that 1a days, it is possible for borisjohnson to call an election or if he doesnt want to do that, then if it is plausible that in government could be formed and in this case headed byJeremy Corbyn calling and perhaps members of the other parties it is likely that Boris Johnson of the other parties it is likely that borisjohnson would have to step aside and tell the queen that another government is there. The problem with a government of National Unity of this sort is it is not really unifying because it is not really unifying because it is not a unity. Because more than half of the country in 2016 voted to leave. Last night david came up with a fantastic fun fact which was the earliest date for a general election in the uk will be october 31. When you look at the landscape, the Political Landscape of the next couple of months, do you think that is possible or do you think that it is possible or do you think that it is more likely that borisjohnson would find a way to push the election beyond october 31 . The problem about having a general election for him before october 31 which is the brexit party snapping at his heels would say you the conservatives have failed to deliver brexit. Theresa may the previous Prime Minister had promised 108 times that we would be out of the eu by the 29th of march and of course we have had two federal extensions. And he will have that hanging over him. It is in his interest to actually wait till after the 31st of october to have an election and he would then be able to say i have delivered brexit, we have left possibly with no deal on the 31st of october. The problem is he is really struggling because there is quite an important piece of legislation that has to go through parliament and at the moment he has a majority of one and that majority is very flaky to get anything really significant through. We are in the sort of impasse situation. You can see the attractiveness for him to go to the country but he dealt with the brexit party saying that you the tories have failed to deliver on the Biggest Issue of overtime. Guess what . Everything is still up in air. Catherine barnard, thank you very much indeed for that. Like every thing else with talk about on the programme we are talking tonight . Absolutely. In a way, here is another one. Indias Prime Minister Narendra Modi has said stripping kashmir of its special status will restore the region to its past glory in a special broadcast for indias independence day, mr modi said fresh thinking was needed after 30 years of violence in the disputed region. The decisions sparked major protests in the neighbouring part of kashmir, which is controlled by pakistan. The nepalese government is set to introduce new rules for climbing Mount Everest after 11 deaths on the mountain this year. Four of the deaths were blamed on overcrowding and itss hoped the new rules will restrict the number of people attempting the climb. Two british triathletes have been disqualified from an olympic qualifier for crossing the finish line hand in hand. Jess learmonth and Georgia Taylor brown built a lead on the final running section, crossing the line together but they fell foul of a rule stating athletes who tie will be disqualified if they dont make an effort to get ahead before the finish. Oops. Oh that is a bit rough. A thief whose image went viral because of his likeness to friends actor David Schwimmer has been jailed. Abdulah husseini was caught on cctv clutching a crate of beer which you can see on the left before using a stolen bank card to make the purchase. That looks like a queue of people going up the mountain. Euro seen him on their. This is beyond 100 days and still to come. Still to come, the epic dinosaur dig in wyoming hoping to unearth some new species. Drug related deaths in england and wales are the highest theyve been since records began more than a quarter of a century ago. Figures from the office for National Statistics show there were more than 4,300 deaths from drug poisoning in 2018 two thirds of those from using illegal drugs. The number of people dying from drugs misuse has been climbing almost without stop for six years now. The largest number of deaths are from heroin and morphine, but cocaine deaths are becoming more prominent as are deaths from drugs like spice what were known as legal highs before they were made illegal. Last year, a record 11,359 people died from drugs poisoning. Two thirds of those deaths, almost 3,000, were from drugs misuse also a record. That figure went up by 17 since 2017, the highest increase in a single year. There are several reasons why drug related deaths are increasing including increasing supply of both heroin and cocaine to the uk. But that is very hard for the government to control. One of the things the government could control is the amount of money it spends on drug charity services. We know the Services Save lives. The worst region for deaths from drugs misuse is the north east where the rate is 96. 3 per million people. The best figures are in southern england. In london, the rate is 34. 9 per million people. Those who work with addicts say continuing austerity and cuts are contributing to the number of deaths. Over the last five years, a third of residential rehabs have closed which is a really striking statistic because we know that residential rehab is a vital resource to help save lives change lives, and save lives. And to see that these units have closed over the last five years really concerns me. Last month, figures in scotland showed that drug deaths there were also at a record high. Daniel sandford, bbc news. This week, a new york man who claims the dating app grindr failed to stop his ex boyfriend from using the site to harass him brought his petition to the Supreme Court after his case was dismissed by a federal court. If the petition is heard, it could have major implications for the future of dating apps like grindr. Carrie goldberg is the lawyer taking on that case, her firm represents victims of sexual blackmail including revenge porn, stalking and trolls. And with technology playing an increasingly key role in our sex and dating lives, questions about the role of big tech and what it should or shouldnt do to protect their users arent going away anytime soon. Carrie joins us now from new york. Thanks very much forjoining and being with us. You would have added psycho so that west of miscreants there which is in your book nobodys victim. It is shocking stuff some of the stories you catalogue. Equally shocking is the difficulty, almost impossibility for the ones we would call the victims to get interest even from the likes of the police. Its absolutely true. Part of that has to do with federal legislation that protects Tech Companies. It is called the Communications Decency act, and it removes any legal liability for internet Computer Service providers for content that happens on their platforms. You are challenging grindr, its interesting in some of the cases you have brought up, other platforms have been prepared to say we will take down or banned particular users. What is grindrs problem with that . They dont want to be liable to people. It is actually true of all big Tech Companies. It is the only industry in the United States that has this immunity which basically is a tax subsidy. They want the rights to and the discretion to decide who does and does not use their platforms. If you go to their terms of service, they say that they have the discretion to exclude users. But in court, their lawyers told us that they didnt have the technical ability. So, our three they didnt have the technical ability. So, ourthree was they didnt have the technical ability. So, our three was you have ability. So, our three was you have a dangerous product. It is of certainty that if you have a dating at that facilitates off line encounters that from time to time it will be misused by predators, rapists, and stalkers. This isnt just a legal issue for you. This is personal. Tell us how you got into this field. My entree into this field was involuntary to say the least. I was already a lawyer that i had a major legal issue and i did not know how to navigate the courts after i broke up with somebody and he said that he was going to spend the rest of his life destroying mine. And he used tech to send friends and you threatened revenge pornography, and to spread videos of me and pornography, and to spread videos of me and i had no idea. The police told me to go to the family court to getan told me to go to the family court to get an order of protection, they told me he had the right of free speech to express these things. And when i finally was done with my ordeal which took almost a year, i just said, i am going to become the lawyer i needed. I could not find anybody to help me who knew about stocking and criminal laws and free speech and computer crimes, i learned a lot about this and i can help other people too. Do you think that the broader focus help other people too. Do you think that the broaderfocus in help other people too. Do you think that the broader focus in society on Sexual Harassment in the workplace through the Metoo Movement is putting pressure or will put pressure on tech firms or are they somehow exempt from the rest of the Business World . Ic absolutely no impact on the Tech Companies when it comes to their liability. Sure, we might be seeing it with employees we re might be seeing it with employees were taking stances against Tech Companies like we saw the google walk out. But when it comes to actually the protection of the users, the very people that they are making money off of, they are saying no we dont ever want to be liable. You guys can be the source of our money but we dont ever want you to be able to sue us if somebody is using ourapp to be able to sue us if somebody is using our app to stock or harass. Kerry goldberg, we will be watching this case. Thank you very much for joining us. One of the biggest dinosaur graveyards in the world is being excavated in wyoming. The dig, which has been dubbed mission jurassic, has already discovered more than a dozen fossils and footprints, and researchers think there may be more than 100 dinosaurs buried, including new species. Its thought the creatures died when they drowned in a flood. Palaeontologists say the site is so rich in bones it will keep them busy for at least the next two decades. Our science correspondent Rebecca Morelle reports from wyoming. A hot, dusty landscape extending for miles. But imagine from this barren terrain a dinosaur graveyard where the bones of some of the biggest creatures ever to roam the earth are being discovered. Where does this fit on this mass . That slots straight in here. So, you found the pelvis . Yeah, its brilliant. Thats amazing the dig is called missionjurassic. What is fantastic about this site, theres multiple bones from at least a dozen individuals already poking out of the ground. When you realise we have only really scratched a corner of this square mile, there is going to be dozens if not 100 plus dinosaurs lurking in the rocks of thejurassic here. This dinosaur drowned in a flash flood, and was then caught up in a logjam. The tree trunk it was crushed up against is still preserved millions of years later. These are just some of the amazing bones that are being discovered at this site. Right here, you have an arm bone. Next to it, a giant shoulder blade. And then you can just begin to see the backbone starting to emerge. And standing here, you really get a sense of the size of this creature. Its a type of sauropod which from nose to tail measured 30 metres long. And scientists think it might even be a species thats new to science. There are so many dinosaurs here. Excavating each bone is a painstaking process. So, it takes people power. But how do you tell bone from rock . Try licking it. 0k. Quite sticky . Yeah. Because its porous, and its sucking onto your tongue. So thats. Rock doesnt do that but bone does. The rocks are from thejurassic period 150 million years ago. A golden age when dinosaurs exploded in shape and size. Dinosaurs are getting really, really, really big and there are loads of them. There are loads of different types and they are all Walking Around on these flood plains eating presumably huge forests. And that is a really good question actually. Where were all these huge forests and how did they get enough food to eat . The dig is like going back in time. A meat eating allosaurus has been found here and herds of plant eating diplodocus also grazed on this landscape. Before that, there was a vast inland sea. Marine reptiles called ichthyosaurs were abundant in these waters. This dinosaur dig is expected to last 20 years but the team says the efforts will be worth it to unlock the secrets of the jurassic past. Rebecca morelle, bbc news, wyoming. I have graphics envy. I want some of those dinosaurs wandering across the set. Lets speak now to palaeontologist and evolutionary biologist stephen brusatte. Stephen thank you forjoining us. It seems like we are in a golden age of dinosaur discovery. We keep hearing of these digs that are coming up with new species, is that right . That is absolutely right. People are finding more dinosaurs now than ever before and you might not believe it but i swear that it is true, right now somebody somewhere around the world is finding a new dinosaur once a week on average. Why, what is going on . The field has changed. It used to be little boys in the us or from england who would go on to become palaeontologists in the clip you just showed, it is a field diversifying, young, a field where a lot of new fossils are being found in china and argentina and these enormous developing countries. What theyre still finding stuff back in theyre still finding stuff back in the middle of the us where you might think that all the dinosaurs have been found but as you are seeing in these clips, absolutely not, there is still so much defined as. Stephen you are in a job for life now, another 20 years just in wyoming. I wonder how you can be so confident that there are many more new species actually out there to be discovered. Dinosaurs were an empire, a global empire and they lived for over 150 million years. I would be remiss not to plug the book ijust wrote about that called the rise and fall of the dinosaurs, and it tells that story 150 million years across the world. Think about how many species there are alive today. Multiply that by wonder 50 million years, and we are just scratching the surface when it comes to finding those dinosaurs as. Is the rise of thejurassic era, isnt it . Just on this wyoming spot presumably there were only be a limited variety of species there because they are all huddled together, arent they . because they are all huddled together, arent they . I am very excited about this and i have to say iam not excited about this and i have to say i am not part of that team. That dick is going to be keeping my colleagues, you saw phil manning and others on the screen, it will keep them busy for 20 years. They were so busy to do the show, and i was asked to do it. And im excited about what they will find. There is already evidence of that site of multiple species of dinosaurs, there is a big longnecked dinosaur of the bro ntosau rus longnecked dinosaur of the brontosaurus type and they have bones of one of the very first in normas meeting dinosaurs that pave the way 11l racks. And they have just started. Theyve been out there this summer started. Theyve been out there this summerand started. Theyve been out there this summer and they are also training a lot of students out there. T rex. Im excited to see what my collea g u es im excited to see what my colleagues and friends will find over the next couple of decades until they retire and they still have half of the work to go. Steve, thank you. Steve brusatte a little boy ina thank you. Steve brusatte a little boy in a sweet shop when it comes to dinosaurs. Apropos caddie, can i ask you if you try to stick your hand in the vendors school vending machines to try to grab a free packet of crisps . Was i ever that naughty . God, i bet idid. More was i ever that naughty . God, i bet i did. More microchip and chocolate. Ido i did. More microchip and chocolate. I do know if i can. You may be did. Anyway, it seems im not the only one, for over in Florida Police have caught a burglar red handed. This little. Raccoon managed to climb himself inside a vending machine, trying to pinch some snacks, but found himself trapped between the fruit snacks and potato chips, and in desperate need of rescue. Luckily the local county Sheriffs Office were on hand to set him free. What a bad boy. Naughty little boy. A little bad raccoon. We will see you next week. Have a great weekend everybody.
