Yes, this is one particular area we are covering. At times it was overwhelming. And what i mean by thatis overwhelming. And what i mean by that is this flow of exploited, vulnerable teenagers being sent to north wales to take over the homes of again, vulnerable long term users of again, vulnerable long term users of drugs, it is called cuckooing. 0nce of drugs, it is called cuckooing. Once i get in there they use it as a base to sell drugs. How do police deal with that . It was really difficult. We found it was left to these front line officers, and we spent time with one, and every day he was going door to door, in and out of the homes of these long term heroin and crack users, many of whom we re heroin and crack users, many of whom were in real crisis, going through a really tough time, but what was important for him was to make sure they were 0k, to make sure they were not being exploited. This was changing the way he was policing. His priority was to get into those homes, and it meant that he was no longer arresting them if they found them with heroin or crack cocaine. If there are any other users. Are we talking crack or heroin . Both. Because whats the point . There is no way that i would be allowed access into these properties without access into these properties without a warrant, and stuff like that, if they knew that i was going to go in and lock them all up for possessing personal use and crack cocaine. A young child was being arrested, not for a county lines offence, but the police were saying that this child had been found in north wales extremely young, and we were told the child was increasingly traumatised by what was increasingly traumatised by what was happening to him. All Front Line Services have had to face a lot of cuts over the last few years and that isnt helping because some of the way to helping because some of the way to help these young people and to try and prevent them getting in this situation in the first base, a lot of schools are taking outposts that might have been additional to teaching posts, pastoral care, the extra support that when a child may be starting to exhibit different behaviour in school, because some of that can be truancy from school, poor behaviour in school, Early Warning signs that a child might starting to be exploited orjust under stress and vulnerable to being exploited. We could see potentialjob losses, food issues, security issues, medicine issues. And that is why we want to do everything in the labour party that we can to avoid that. All these issues you have brought up have existed for some time, and there has been a lot of noise trying to get Jeremy Corbyn to make a stance. He has left it pretty late, hasnt he . He hasnt left it late, we have been clear. We have been clear since the referendum happened that we would do everything we can to avoid an ideal situation. Weve attempted over the last two years to compromise, even Holding Discussions with government to find a compromise deal. Unfortunately, we are in the situation we are in now and were running out of time, and unless we collaborate on a cross party basis, and thats why im calling on opposition parties backbench mps, we could be in a situation where we leave the eu without a deal on the 3ist leave the eu without a deal on the 31st of october. And as the biggest Opposition Party, and the official opposition, it would make sense, it would be constitutionally correct. Are you, as a member of that party, completely ruling out the possibility that someone else should take that role . We have said we will work on a cross party basis to avoid an ideal situation. Jeremy has set out is the simplest and most democratic way of achieving that. People are not without hope, this is a place of faith, so we are confident that nora is in the hands of her heavenly father, and that is what we came to do. To comfort each other and provide hope. My mum has always worked and supported the family and my grandparents came from a very poor background and they were taught they needed education because you should never be dependent on a partner. I dont on him. Im quite independent in that aspect. At our age, when we were younger, we did rely on our husbands partially and then when we worked, it was different money, if you like. A third of women might struggle financially. Why is it so high . The fact that its so high is quite shocking. The reason we did this was because we carried out this Couples Research and weve seen a big difference in the way men and women handle their money so we thought wed see lets see how it happens. Just shocking really that a third of women, and it gets even worse, when you look at 35 45 year old women. It gets even more interesting because you then start looking at breakdowns of relationships and the majority of women get divorced about the age of 43. That is the point at which they are most financially vulnerable. They said basically they couldnt cope, they would be left in the lurch. In one of the reasons is women tend to not be very good at putting themselves first and saving. We know there is a big pay gap where a woman will typically, even though she is through the whole career, because of career breaks and things like that and she owns this potentially, a big gap of 11 . Its just being aware of that and taking steps to bridge that gap. just being aware of that and taking steps to bridge that gap. I wanted to come onto that, what we can be doing to evening things out. Some of these things are fundamental. It means they are paying less into their pension. They have less percussion may be traditionally, and i use the traditional sense, the man might go out and sort of take care of the bills and the mortgage. That sort of house always been. Is that changing . Research showed too many women are reliant. They end up and say, oh god, i havent made any provision. I think it probably isnt changing enough but hopefully with this kind of research, the figures that come out today, we can show people that this is the reality but youve got to do something about it. We hope it will empower women to ta ke ste ps. We hope it will empower women to take steps. People have got to say. From the age of 18, women have got to start saving for their Financial Futures and another thing they got to do, in relationship is talk. Its terrible but we tend not to talk about money in a relationship that thats very important because that way you can make sure both of you are provided for because relationships and on the fact is you dont really want someone to be seriously disadvantaged financially and left in the lurch. Its notjust investing and saving cash. We know cash is not making any money. Women typically tend to keep their money in cash but cash is so high risk. By being risk averse and not investing in the stock market, you are taking more risks with your cash. And the argument if a relationship takes down, women are reluctant to fight for what is theirs. Just take what you need to enable sort things out later. There is issue showing that women tend to think financial matters are to them, it tends to be male dominated. They dont think its something they know about or particularly wa nt its something they know about or particularly want to get involved with. What makes maybe they arent fighting for it. Nora was born with a condition that prevents brain development. She was a very loving, sweet child and that is my recollection of her coming to the centre for her treatment. Everyone isjust devastated. Everyone i speak to who comes to this church that i know, they are devastated to lose someone so young. Lots of people here have known her from a baby. Father Marcus Holden has been in contact with noras family. They have told him they are greatly moved by the messages of goodwill from at home and around the world. The community is devastated, heartbroken. She was here all her life, baptised in this church, involved with everybody. So, when she is taken away people are absolutely devastated. There is a sense of disbelief here, and a determination to do Everything Possible to support noras family. The labour Leaderjeremy Corbyn has laid out plans to take over as caretaker Prime Minister in order to stop a no deal brexit. In a letter to Opposition Party leaders and rebel mp5, mr corbyn said he wanted toseek the confidence of the house with the aim of calling a general election and securing an extension to the brexit departure date. He added that labour was committed to a public vote on the terms of leaving the eu, including the option to remain. So, what kind of a response might he expect . 0ur Political Correspondent tom bartonjoins us now from westminster. So there is a plan he is outlining. Just explain a little more about the plan and maybe a little of what reaction there has been so far. The reason this has all come about, charlie is since borisjohnson became Prime Minister he has been absolutely clear that at the end of 0ctober britain is leaving the eu whether or not a new deal has been agreed. Now that has led to lots of talk amongst those mp5 who are opposed to a no deal brexit about the possibility of holding a vote of no confidence in borisjohnson is government. If they lost the vote and a general election follows, then the date of that election would be in his hands and he could well set it in november, after a potential no deal brexit. The only way for the mp5 to avoid that is to within two weeks of a successful no confidence vote to put together an alternative government, and that is whyJeremy Corbyn has written to those Opposition Party leaders, senior rebel conservatives, saying he will call a vote of no confidence at the earliest opportunity with a view to him becoming Prime Minister in order to agree a delay to brexit and then a general election. It would work that out would hopefully get support for the no confidence motion i would put which would ensure that the government cannot continue with this headlong pursuit of a no deal brexit and that would mean a caretaker government, led by labour, which would be a government in order to prevent a no deal brexit and bring about a general election so the people of this country can decide their future. How has the idea gone down . Initial response would suggest perhaps not as well as Jeremy Corbyn would have hoped. Jo swinson, the liberal democrat leader, called the idea nonsense saying simply that Jeremy Corbyn just wouldnt be able to put together the numbers in parliament and its very unlikely the conservative rebels would support him and even some of his own mp5 might refuse to back him as Prime Minister. The scottish and welsh nationalists have given the idea are welcome but a reserved one. The green party say they like the idea that they think another referendum should come before that general election thatJeremy Corbyn is calling for. There are plenty of mp5 who say that they are opposed to a no deal brexit but getting them to agree on how to make that happen, thatis agree on how to make that happen, that is a different matter altogether. We know, certainly for uk 18 year olds, this is a fantastic year because a Record Number at this point are going compared to last year and point are going compared to last yearand a point are going compared to last year and a Record Number in all, particularly pleasing is the number of stu d e nts particularly pleasing is the number of students from a disadvantaged background and we know there is a Record Number of those at this point in time who are going and that gap between the most advantaged and disadvantaged students is starting to narrow, which is great news. How big is the gap . We have had a significant gap between the most advantaged and disadvantaged and the fa ct advantaged and disadvantaged and the fact that we have not just a percentage increase in the disadvantaged, but the absolute numbers, more people from a disadvantaged background going is really to be celebrated and i congratulate all students who have got their a level results today and i would emphasise that if youve not got the results you want it all got to the place you wanted to go to, really think about this is an opportunity to start a new direction. Clearing will be more dynamic and you will have more chance and there are 30,000 courses to choose, so go on the website and give yourself time to think about the next option. What kind of places will be most option or most available through the clearing system . Available through the clearing system . We know last year that law, computer science, system . We know last year that law, computer science, nursing, all of those were really popular in clearing and we will see what this years clearing brings. We have thousands of students that have been placed in clearing and we expect by the end of the clearing period that there might be 70 or 80,000 students who find a place in clearing. My plea to students is dont worry, think about this as an opportunity to think perhaps about a new direction. Pause, reflect, do some research, maybe go to an open day at the weekend. Many universities are holding them and think through your options and then make a decision. Its options and then make a decision. Its an interesting system, the idea of there being an increase in unconditional offers. What does that say to you . I think there is an appropriate use of unconditional offers and when i visit universities, that is where you have an audition or an interview or a portfolio and we are worried about the significant rise in unconditional offers, but i would emphasise that the largest providers, over 100 of those are using it for less than 1 of their offers, so there is something about this not being the majority of providers using that scale, so that isa providers using that scale, so that is a focus for us and certainly this year was the first year we publish those providers as an institutional level that are making unconditional offers and hopefully that brings transparency to the debate. There is a concern that as the number of unconditional offers rises, it almost feels as if universities are just rushing to get students through the doors, regardless of the grades. I would say to students, put yourself in the driving seat because while this demographic dip of two or 396 while this demographic dip of two or 3 continues and it might continue for another year or two, you have plenty of choice, and use that and think about your options. Universities want to. You are absolutely right. You are going to spend three orfour years absolutely right. You are going to spend three or four years studying a subject and you need to make sure thatis subject and you need to make sure that is the right choice for you and the right location and modules in the right location and modules in the course and its a place you want to study. During his second documentary, about tackling homophobia in football, gareth opens up about his experience. Last night, i was the victim in my home city of a hate crime for my sexuality. Why i want it to be positive . Because i want to say thank you to the police who were involved and were very helpful and allowed me to do Restorative Justice with the people who did this, because i think they learn more that way than any other way, and also to the people of cardiff who supported me and helped me, because theres a lot of people out there who want to hurt us, but unfortunately for them theres a lot more that want to help us here. So this, i hope, will be a positive message. Gareth joins us now. Good morning. How are you . Im fine, absolutely fine now, because what i decided to do after that, i was halfway through the making of the documentary, and what i decided to documentary, and what i decided to do after that is i could have been a victim but what i decided was, at the time i was verbally abused and thenit the time i was verbally abused and then it became a physical encounter andi then it became a physical encounter and i remember thinking to myself, doi and i remember thinking to myself, do i want to take control of it . I knew the law was on my side so i use the law that was on my side and use what i could within my abilities do Restorative Justice but i realised that people in Football Grounds, and been going there for two years, and people in these grounds get those abuse yet they dont have the same policing and they dont have the same power. I want to come back to that in a moment, but i know people are that in a moment, but i know people a re really interested that in a moment, but i know people are really interested and i dont wa nt to ta ke are really interested and i dont want to take away from what you say in the documentary, but im interested in what happened with that incident because it is so reflective when you are in the documentary. When you say Restorative Justice, without going through the detail, you end up hugging the guys who hit you. through the detail, you end up hugging the guys who hit you. I saw a group of young adults at the start who thought that doing what they we re who thought that doing what they were doing was ok. Just being basically homophobic and abusive, walk around the streets, nothing else to do and what i quickly realised is that when they realised that hate crime is a reality and something that you could potentially go to prison for, they didnt know this and id seen a group of young adults turn into a group of young kids. I wouldnt be myself if i did not have source some sort of empathy and what i do is this because i believe in empathising with everyone you see both sides of the story and i saw a group of all black, somalian, pakistan, potentially muslim groups, Minority Groups themselves, and i wanted them to realise that they are a Minority Group themselves and they are targeting me as a minority. I wanted to realise maybe the religion, your upbringing that you have been taught that lgbt upbringing that you have been taught that lg bt people upbringing that you have been taught that lgbt people are somehow wrong andi that lgbt people are somehow wrong and i can give you this opportunity to change this, and i wanted to take that opportunity to show them that that opportunity to show them that that one encounter with an lgbt person who will stand up to them, in a strong way, but also be understanding and supportive, so they had an encounter with somebody, everything theyve been taught about lg bt everything theyve been taught about lgbt people everything theyve been taught about lg bt people being everything theyve been taught about lgbt people being wrong, that is just proving they are wrong, that we are nice people. So this incident happened while you in the process of making your second film about homophobia in football, so going back to something you really care about, what have you discovered going back to it . Three years on, what have you discovered . discovered that there is a multi billion pound industry, and 30 yea rs multi billion pound industry, and 30 years ago the football offences act was created, and in a multi billion pound industry not much has changed and people are still being allowed to get away with what they can so i wa nted to get away with what they can so i wanted to go to go to parliament, clu bs wanted to go to go to parliament, clubs and the players themselves and see if i could actually do something because the governing bodies who run this Huge Industry are doing these campaigns that pop up and then they disappear again. I want to do something that is stamped in history, black and white, that you can do this and cant do that. History, black and white, that you can do this and cant do that. In the last documentary had the feeling they were paying lip service to it and were quite happy not to even think about it. Yes. I went to parliament, because i looked at the 1991 football offences act when racism was rife in the country and they created that acts to give police the power to arrest racially people racially abusing Football Grounds. The Parliamentary Select Committee said you are more likely to hear homophobic abuse in a Football Ground than any other form of abuse, but the football offences act which gave Police Powers to arrest was never amended. Im an x by arrest was never amended. Im an x rugby player whos had a lot of knocks on my head and dont have a gcse to my name, but if i can figure out something thats glaringly obvious change it, then what kind of people have been running the organisation for all of these years and have not come up with something glaringly obvious to changing give people the power i had on the street. One of the things you try to do is encourage clubs and individual players, high profile players, to Say Something publicly in support of the principles you are looking at. And what sort of success, what sort of reaction . If you go to a club and say it how about filming something or getting your top players to do this . If i could or getting your top players to do this . Ifi could have got or getting your top players to do this . If i could have got to the players then potentially i think more players would have done it, but getting to a professional football player, getting them to speak. What is it, agents . The club dont want to know and they have to be training. Buti to know and they have to be training. But i was lucky enough, cardiff city, my home club, i managed to get into the club and engage with the players. And these players were unbelievably wanting to have a voice, because if you are a sports fan, if youre a fan in general of any team, the people who have the loudest voices are the people you support. Not the people who pay the money on the boardroom. Soi who pay the money on the boardroom. So i wanted to get to the people who have the loudest voice to actually say, and cardiff city player video before every game and it highlights that we as players, we do not tolerate that we do not accept it, so as fans, we expect you to be taking part in any of that. This morning some of us are up to a sunny start if you can see from the weather watchers picture in lincolnshire, some blue skies, but others still have cloud and showers around and this is an earlier picture and again of argyll and bute. In norwich, we had sunshine this morning and generally today will be drier than it was yesterday and that wouldnt be too difficult, mind you. There are still a few showers around but there is a ridge of High Pressure building in of the day and that will really put paid toa of the day and that will really put paid to a lot of those showers and then later on, the next area of low pressure just behind then later on, the next area of low pressurejust behind me then later on, the next area of low pressure just behind me will come our way and bring in some pressure just behind me will come ourway and bring in some rain. We do have showers in parts of the west, particularly around england at the moment and all of the showers and this cloud will drift down towards the south east and as the ridge builds in, that will have the effect of killing them off and there will be a lot of sunshine in the afternoon. Gusty winds through the irish sea and then you can see, is the low pressure approaches, the cloud builds across northern scotla nd cloud builds across northern scotland and you will see some showers. Temperature wise, a good three or 6 Degrees Higher than yesterday. 14 in the north, down to 23 in the south. If we pick up the low pressure coming our way, it will bring in that rain and as we go through the evening and overnight, through the evening and overnight, through western scotland and Northern Ireland initially, then pushing southwards and east through the night, so as a result the cloud ahead of it as well means that temperatures hold up but where we have clear skies and the south east, temperatures will be that bit lower. The low pressure will be with us not just through thursday and friday night but also through the weekend. This very large area of low pressure has fronts in it bringing the rain, but look at the isobars, indicating it will be windy tomorrow and also through the weekend. Picking up the rain again, it continues to Journey Towards the south and the east with heavy bursts in it and there will be heavy, thundery showers in the south west and also north west scotla nd south west and also north west scotland and Northern Ireland. These black circles indicate the speed of the gusts of wind you can expect and we are looking at gales with the irish sea and the English Channels but inland the wind is still going to be pretty gusty so there will be squalid, blustery showers and despite the sunshine, temperatures will be down a touch on where we we re will be down a touch on where we were looking today, especially so if you are in the rain or heavy showers. That low pressure just closer to us during the course of friday and saturday, overnight the weather front brings the rain south east and it eventually clears but it is a waving front which means at times it could take another swipe at times it could take another swipe at southern england. Well, we have Record Numbers of proportions of 18 year olds starting university and we have a record proportion of students from disadvantaged backgrounds securing places at university this year so its a very good set of results and we should be congratulating the thousands of young people who are nervously collecting their a level results today on whatever they do next, whether its a University Place or an apprenticeship or into skilled employment, these new reformed a levels will give them the best starting point for that next chapter in their career. It is important that they use the system called comparable outcomes to make sure that they are not treated unfairly, and that is why you will see these variations in the grade boundaries and what will happen over the next few years as schools get used to the new exam is they will gradually see the grade boundaries increase. Quick question to you onJeremy Corbyns letter outlining his plans to stop and no deal scenario. How concerned is the conservative party about this . Well, we are not concerned at all. The country should be concerned about the prospect of Jeremy Corbyn becoming Prime Minister. He would be a disasterfor the economy and he seems determined to overrule the decision taken by the british people in the referendum in 2016 that britain should be leaving the European Union. The Prime Minister, by contrast, is determined to deliver on the mandate that the people have given the government, that britain should leave the European Union and he is determined that we will leave European Union on or before the 31st of october. So were not at all worried. There doesnt seem to be much pick up or support for the proposal. The idea thatJeremy Corbyn, one of the most divisive characters in politics, could possibly lead any kind of consensus in parliament.
