The family had planned a two week holiday, but the morning after they arrived, noras father, sebastien, discovered her bed empty and a downstairs window open. The family have always insisted, given noras learning difficulties, it is very unlikely she would have walked off alone. Nora todays search and rescue effort started with more than 300 personnel scouring a 2. 5 mile radius around the result. By mid afternoon, the police were alerted to a macabre discovery. In the last half an hour we have seen a flurry of activity here with policeman coming and going, we got some Police Chiefs here, the lights on on the forensics are here. What we have found out is that there is a gentleman inside who is being questioned. He was the one who went up to the Police Checkpoint earlier on today and said that he had found the body. Translation we have found the body, a womans body with white skin. Right now we cant confirm her identity. We have contacted the forensic and Pathology Team to investigate and determine who it is. Tonight the family of nora quoirin confirmed that the body is that of the missing teenager. It came just a day after her parents announced a reward for information about her. She has been vulnerable since the day she was born. She is so precious to us. And our hearts are breaking. What started as a dream holiday for nora and herfamily has ended up being every parents worst nightmare. In terms of what we now add the investigation, the second place, but that search has been extensive and intensive in the last two days. I think anyone could say letting the malaysian authorities and the british and irish because obviously the nationality in some cases has been very strong and support. But the family had set from the start they thought their daughter was most likely to have been taken by someone because they didnt think she went out on her own. Police didnt initially seem convinced by that explanation. Well, its quite confusing really, the way police operate is difficult to what we see here and what we are used to. In fact the local Police Investigation is what theyre looking for, theyre looking for missing and they were out there looking for her and the search and rescue efforts essential to that. Because obviously the last thing we wanted to do was upset the police as well because what they we re the police as well because what they were doing what they do. Its been difficult in this case, the high profile and is a huge amount of speculation on social media the people saying it must be this and then i doing that is deftly best. Things like this are not helpful because they are trying to explain toafamily because they are trying to explain to a family exactly what they are dealing with. And of course they are faced with people telling them something different. Your support doesnt and after somebody is safely returned or sadly this case a body is found. Presumably right now the family need even more support because they are not only coming to terms with that but they know this kind of nightmare and i was going to stretch on. Thats correct we spoke with them briefly before and after the identification was completed, the identification was completed, the next stage is now looking into getting trauma therapy and bereavement counselling. They also we asked the authorities to work out whats happening around with the situation and we can arrange all of that to make sure what the wishes are realised as best as possible, but the support in a case like this goes on for many years. There are several cases now that we have been supporting for several years since i had they learned to cope with the new debt they are thrust into, horrible one. Given her body was found unclothed, today and i believe she was abducted . I have not spoken directly about what they think about that gap at the moment, the time was not right for that. Butjust to clarify, one of the things about the way she was found in some reports is that she was naked are wearing very little. She wasnt wearing clothing when she come out there was no clothing missing as we understand it and that family told us she was only wearing underwear at night anyway. Thats an important clarification, im glad you made that point because that probably has been lost in the reporting between what was set at the scene and what is being reported around and social media so thank you for making that point that when she was in bed, she had already been wearing underwear anyway so that to be entirely innocent expiration but nonetheless terrible sadness for her family. This is becoming a daily thing now. It keeps being the kids that have got links to north wales. In st helens, searching for missing children. By the time it gets to the sixth or seventh address, you start to feel sick. Youre just thinking that these kids are not here, they are not anywhere they should be. Its becoming a daily routine. Give you some information on the county lines. With searches from day to night. Right, we are going to another address of a missing child, but this is the care home, this is their home address. And in those childrens homes, police are hearing the same story. The most vulnerable kids being found in north wales. Obviously, we have got massive concern about this north wales link. This is what its worrying about now . Yes, of course it is. We have changed the carers voice to protect the childs identity. He came back, i asked him how he got fit. He said working. Youve got to understand that these children have been ripped apart by family issues, drugs mainly and stuff like that, off their parents. Its not their fault. Today, i have been on duty for three hours. And all ive done is missing persons checks. This is the reality for some care children. Arrested in north wales, this teenager has more than 20 grams of heroin and crack hidden inside his body, worth around £3000. Then a couple of weeks later, we had a 15 year old arrested. It was only when it was looked at why were these two kids from merseyside, both from care homes, in north wales drug dealing that we identified that those children are in fact being used, and county lines is a bigger problem. Police showed us this footage. In the middle of this. A child in care. Although this arrest isnt for a county lines offence. Officers say he has already been in north wales. A young child. In crisis. The kids that do get exploited, a lot of them go through an ordeal thats extreme. These kids are traumatised by it. The care home and the people we have spoke to have said hes lovely. The last few weeks, he is out of control. What is your fear why he is doing this . My fear is that he is becoming exploited. He has gone from being a nice loving child to someone who is dead aggressive now. And thats county lines. This goes far beyond st helens. Across the uk, is believed 10,000 children are involved in county lines drug dealing. Its chaos. If it goes any more than it is now, we are barely dealing with it now. I think if it gets bigger and more violent, then there isjust not enough of us. We dont know exactly how many care children are being exploited in st helens, but we do know that no one has been prosecuted for trafficking kids in the town. Does the cognitive processing that goes on to your rain that causes the problem rather than holding the phonein problem rather than holding the phone in your hand, so it has not surprise me. I welcome it, however i think we really need to think seriously about enforcement. We are not enforcing where we are at the moment with the ban on hand held, so we have to get to grips with that and then look at how we are going to enforce hands free . And then look at how we are going to enforce handsfree . We gave evidence of this report and we welcome a lot of this report and we welcome a lot of the findings in this report and i definitely agree with rebecca when i say we need to focus on the enforcement, which is the key issue here. Certainly from our research, they found that drivers last year we re they found that drivers last year were using a hand held mobile phone to make or receive calls and at that point, we have an issue that is already illegal as it stands and we would like to see if we are going to look at this report, with the recommendations that have come out and what the enforcement wants to be and what the enforcement wants to be a priority for us. At £200 fine, doubling both aspects of it and does not seem to have had an effect on reducing the instances of people breaking the law. All of these things are distracting, why do we pick out this one thing . The reason why weve got to start somewhere in the hand held phone or the hands free phone is about the same as the distraction level. The distractions that we can deal with, the ones that are easy for road safety in fact one so we can stop using our phone, you cannot deal with certain distractions like children in the back of the car that are getting upset, those are things that we have to be able to cope with but not using the phone is something that we concern the step on insta ntly a nd that we concern the step on instantly and make sure that we get a winfor instantly and make sure that we get a win for road safety on this. Will like to see that but there is a priority here that but we have to look at, what we have done our research, drivers tend to be more distracted by what is going on in there, vehicles, there is an element of not having full control there.
