Mps on the transport westminster say they will select Committee Say its introduce a law to make schools consider cost still an insufficient deterrent. When theres time in parliament. The number of People Killed but kates sick of waiting, or seriously injured in an accident so shes set up her own where a driver was using a phone has charity to fill the gap. Been rising steadily in recent years. Last year we supported 855 families. And that saved approximately in 2009, 15 people were killed in accidents where a driver was using a phone. £50,000£60,000. Four years later, that that has skirts, trousers, figure had risen to 26. T shirts, jumpers. And by 2017, 43 people had died most School Uniforms look secondhand in accidents involving a phone. By the end of the first week. Todays report by mps i think the stigma is changing says the police are not enforcing the law. For using recycled School Uniform because were seeing the number of penalties issued so many more people ask. In the past eight years has weve found facebook groups fallen by two thirds. Organising uniform swap schemes across the uk, with over 3a,000 members. So the mps want the government if we can do this type of project to consider banning all use more across the country, of phones at the wheel even i think wed see huge savings. On hands free, and they say the law ive got a t shirt. Colletta smith, bbc as is currently the case today. News, in huddersfield. Tom burridge, bbc news. 18 months ago, Julia Melinek set up her own uniform swap shop. She joins us now from one of President Trumps most senior advisers has said britain ealing in west london. Will be at the front of the queue for a trade deal with america after brexit. That was 18 months ago. How has that john bolton, the National Security adviser, has been Holding Journey been . It has been amazing. Talks with borisjohnson at downing street, and will meet other ministers today. Our numbers have quadrupled over the he said in the trump last couple of months. I think pa rents a re last couple of months. I think administration, britains constantly parents are thinking back to school, at the front of the trade queue. And of time, and they dont want to fork out on these ridiculously expensive uniforms. In the report it he added that the us could do a trade deal with the uk in pieces was saying £300. I know people who have spent £1a00 on one childs striking agreements sector by sector where the 2 countries uniform. They can get into silly may agree quickly money. A lot of these uniforms do and work out more complicated areas not wear out. School blazers have several years where in them. Our like agriculture and services later. Site, people are spending £10 and he criticised the eu, saying that the fashion compared to £80 on the websites. when the people vote the wrong way from the way that the elites think the supermarkets have proven want to go, is to make the peasants vote again and again the point that black trousers are until they get it right. Black trousers. Why do you think, but depsite the positive sounds coming from downing street, former foreign secretary sir Malcolm Rifkind told me earlier then, we have these bespoke suppliers who are charging that the uk should be on the lookout for what the us will want in return exorbitant prices . I have no idea. I for a favourable trade deal. Know certainly if you go to the private sector where you are given a supplier who has a monopoly, you can getan supplier who has a monopoly, you can get an almost identical dress at tescos, maybe they will have them there is also other causes on three to £10, and you will pay for real genuine concern. The United States hass a well recognised reputation £60 for the almost identical item. I this is not a criticism of being very hard negotiators think it is a cornered market. When it comes to trade. Anything i can do to release the they will want things in return pressure on parents in that regard, and it wontjust be chlorinated chicken, iam happy pressure on parents in that regard, it will be lots of demands i am happy to help. Do you think skills are partly to blame in this . Which if we do not concede them, we get nothing ourselves. These sea families struggling but you keep getting the list and you is of course do they want trade offs for trade concessions get branded this unbranded that. It in our Foreign Policy. Does not help, does it . It doesnt. Its worth remembering that it wasntjust theresa may. Borisjohnson was foreign secretary ido does not help, does it . It doesnt. I do know some schools say, we need for the first two years when United Kingdom did not side a jersey and perhaps you can so on with washington, with mr trump, on the iran deal and on a whole host the school logo. Pin the logo on. Of other Foreign Policy issues. Borisjohnson as foreign secretary supported the french and the german and the other european position, so if he is under pressure now to change and that, you will have some explaining to do if he thinks that is i know some do not do that. Our site the right thing to do. Joining me now is our political correpsondent, jonathan blake. Was set up, the private school sector, because the School Uniforms are so expensive. We are inundated how will his comments have been with the state schools now who are received . They will have been received . They will have been swapping. I think everyone is received very well. When britain struggling from the lowest of the highest earners. It is a problem. Leaves the european union, it will you just made me think, do people not be too difficult to set up a turn their noses up at wearing comprehensive trading agreement with the us in a relatively short space second hand . Turn their noses up at wearing secondhand . I dont know whether they do because, as it set a new of time. What Mister Bolton has had to say by doing sector by sector report, things look second hand deals, it does not take too long quickly anyway. Some of these which could take years to negotiate suppliers are becoming clever unable it, is certainly in the short term at least a win for the prime aja embroidery of your childs name, minister. It also helps them to have which looks great and he cannot those comments about the eu being an recycle a nd which looks great and he cannot recycle and Charity Shops do not Early Organisation which is antidemocratic and that james with a wa nt recycle and Charity Shops do not want these things. Suppliers are lot of the rhetoric we have heard offering embroidery of names. I from borisjohnson lot of the rhetoric we have heard from Boris Johnson and lot of the rhetoric we have heard from borisjohnson and his fellow leave supporters, both through the dont think children do mine because Referendum Campaign and since then i think more and more children are and since he has taken office as Prime Minister. This is as it is on wearing hand me downs and second hand clothes. Wearing hand me downs and secondhand clothes. It does make me the surface positive talk from wonder why these skills arent organising this. I remember to my Mister Bolton. There are many at school days and the only new thing i westminster who are saying, hold on had on where my shoes, everything a 2nd, just because he is coming else was from the second hand shop at the school. What could be done . Over here and appearing to promise the earth in terms of a trade deal and a close relationship in the actually, i think in a lot of future does not mean the us doesnt schools are. Our own school does wa nt future does not mean the us doesnt want anything in return, both in have a second hand shop. They sell terms of trade, jack straw the former foreign secretary said that it at 20 of the list price. It is still expensive. A blazer that might in return for manufacturing goods to be £80, iam the us the us will expect to export still expensive. A blazer that might be £80, i am not sure what they sell it for, maybe a0 or £50. P. Whereas, chlorine wash chicken for example on our website we are talking about here in return. And also a tenner. The schools are also politically. Sir Malcolm Rifkind was taking a cut. Even that is stinging pointing out there, there will be other considerations about uk Foreign Policy on iran and china for another. Those are the sorts of things that will not be treated in with a lot of parents. Fantastic that you have set this up. Thank you isolation in the negotiation of a very much. Thank you. Future trading agreement and will come into play. Some will have concerns about what ground boris this is bbc news. Johnson is prepared to give in return for the fast tracking if you the chief executive of the retailer like of a trade deal with the us next has told the bbc that that a no after brexit. I want to stay with deal brexit would not lead to disorder and chaos. Simon wolfson said the governments the us side of things. A couple of Contingency Planning meant the economy was better prepared weeks ago nancy pelosi made the than it had been. Hes been speaking to our business editor, simon jack. Comment that they would not back i i think we are moving from the grid know deal brexit where that backstop lock and key as camp to be well prepared camp. To have a government issue continued. So it does raise thatis prepared camp. To have a government that is determinedly endeavouring to make sure we are prepared is the question whetherjohn bolton, important. I should stress, i would much prefer a deal to no deal. I am mister trump will be able to get much prefer a deal to no deal. I am much less frightened of a no deal if bipartisan agreements for any trade the government is well prepared. We deals that are set up with the uk. Have every indication they are taking it seriously. The problem they still have to get this through that was offered to people in 2016, congress, werent they . Yes, new the easiest trade deal in history, trade deals would need the support no problems with the irish border, of congress. It is not simply up to much cheaper and more money for the the president and his advisers and nhs. What we have seen is falling tea m the president and his advisers and team to negotiate a new deal and sign it off with the uk, just as i business confidence, the pound, the value of the pound buying less and would have to be ratified here in the rest of the world, our First Parliament it would have to be contraction in the economy between approved by congress they are in april and june. That was not what washington. So there are extra was in the brochure. I think both hurdles for both the Us Administration and the uk government brochures were highly flawed and i to ove rco m e did not pay much attention to them. Administration and the uk government to overcome a fit when it comes to we also said we were going to have secure a new trade deal with the us. Half a Million People unemployed. There are different shades of both brochures were flawed. I did opinion in washington about the not look closely at either brochure. Brexit and the nature of it. Interns the interesting thing during the are leaving the eu with or without a campaign, which ever side i listen to, i wanted to vote for the other deal, that has got to happen 1st before the uk and Start Talking to side. I was so shocked by the claims the us and other countries about on both sides. I think the British Trade deals in any detail. Thank you people are very bright, all my very much. Evidence of consumers is that the outbreak, they know exactly what they are doing. I have no reason to assume that wasnt the case with brexit. It is not straightforward, but it is something that can be managed. I think there was also a there has been a rise in employment wilful attempt to not prepare in figures. It remains at a record high government. Mainly out of the fear. They were so scared of no deal that with nearly 33,000,000 people in they wouldnt allow anyone to admit employment. A 16 year old boy has it could happen. I think that died after a stabbing in north west occasionally happens in business, people see trouble on the horizon london. Police were called to camden and they just last night where the victim was people see trouble on the horizon and theyjust dont believe it is pronounced dead at the scene. No coming. The internet is the same, a arrests have been made. Lot of businesses just shut at the internet and see it will be fine. Actually, the best way of tackling flights have been any problem is to look at it head suspended for a second day at hong kong airport, after pro democracy protesters triggered an unprecedented shutdown. On, work at what the problems are and rigorously and meticulously go around about the business of solving the problems. I think that is what lets ta ke lets take you to the airport life. The problems. I think that is what the government is in the process of doing. I think if businesses and this is where authorities are saying government prepare well for no deal, some flights are operating despite the worst outcome will be mild the disruption. This is the scene live disruption. The best outcome is that hong kongs leader carrie lam says we will actually get a better deal violence is pushing the city into an abyss and a and one that is acceptable to path of no return. Parliament. The headlines now. Police in malaysia confirm that so here i ask everybody again to put a body has been found aside our differences and calm down. The reality is for me, just by locking up more prisoners isnt going to solve the problem. Facing policing or indeed in the criminal service just a service. We have had to have things sorted in society because our prisons are overcrowded. Our prisons are bursting at the seams, they are violent, drug infested and no matter how much money you put into it, it is not going to matter because the reality is that prison officers are leaving in droves. They are just recruiting 21100 officers a yearjust to keep pace with the amount of prison officers that are leaving and that costs £38,000,000 a year in the recruitment process. Lets return now to that suggestion by mps that drivers should be banned from using hands free mobile phones in england and wales. The transport select Committee Say using technology such as car speakerphones or bluetooth headsets can create the same crash risks as holding a phone. Dr gemma briggs is a psychology lecturer at the open university Whose Research focusses on doing two things at once while driving. Thank you for speaking to us here. What goes through your mind when you are driving . When you are talking on the phone whilst driving, you are around a times more likely to be involved in a collision. The reason seems to be 8 requires more of your attention. Our researchers looked into hands free phone use and it was found that when you talk with someone who is on the phone who is not present in the vehicle, you create mental images in your head of where they are and what they are describing and the brain areas needed to create this mental images are the same brain areas that are needed for accurate visual perception of the driving situation. You have competition for your limited, precious attention. As with any competition, 1 site has got to win. If the phone conversation is the winner, driving performance deteriorates to the extent you are likely to be involved in incidents and also you can look directly at has as yet fail to see them because you dont have the available attention to process them properly. Isnt having children, for example, ina car isnt having children, for example, in a car much more of a distraction . You are wanting to turn around to see them or tell them to stop messing around, whereas on the phone, you have you had focused on the road ahead. That is a common misconception. Having anything within the vehicle is distracting can bea within the vehicle is distracting can be a problem, of course it can, but a phone conversation takes you to an engaging cognitive context away from driving. It is not good enough having your hands on the Steering Wheel if your mind is not on the road. This engaging conversation on a mobile phone is different from having a conversation with a passenger in the car or dealing with screaming children in the back of a car. Where do gps fit into this . You do switch off sometimes when youre listening to that voice telling you where to go. They have been reports saying we have stopped using a part of our brain because we are not concentrating on the road. |j brain because we are not concentrating on the road. I am not sure about report talking about particular parts of the brain, that is not something i have seen. A gps can be distracting but it lacks the same level of interactivity that a phone conversation requires. If you zone out of the directions whilst youre focusing on the driving, that is okay. Whereas if you zone out of a phone conversation, your phone partner is going to demand your attention back on them. Gps can be problematic, because they want to have our eyes on the it is congruent with the task of driving. It is at least related to driving. The fundamental point of all of this research, including our own, is that if your mind is not fully on the task of driving, you are at a significant risk of being involved in the collision. Obviously there will be a lot of people in jobs that rely on their phones being on the 90, rely on their phones being on the go, you know, walk up this terrible story today saying i will go out of business, my livelihood will be wiped out. Is there some way that the distraction, the threat of danger can be mitigated . The distraction, the threat of danger can be mitigated . M the distraction, the threat of danger can be mitigated . It really depends. I completely understand this is problematic for the business industry. I completely understand that. I am not in a position to talk about how we can enforce it police that, i am just able to demonstrate the science that is behind it. There are many Large Companies across the uk, and europe, who have a reform policy for all of their employees and they have taken measures of telematics, productivity, and there isnt an issue there. I completely appreciate for smaller businesses it might be an issue, but this is a significant road safety issue. It is 1of significant road safety issue. It is 1 of the fatal for distractions within vehicles. People are needlessly dying. It is preventable. I think Driver Distraction is something that needs to be tackled. Thank you very much for that. Thank you. Thank you. Spending on School Uniforms reaches a peak at this time of year and can be expensive for parents. In scotland, wales, and Northern Ireland, support is offered to the poorest families. In england, more than 70 councils that responded to our request at the bbc for information, so far do not offer any uniform grants. Our Consumer Affairs correspondent has been to huddersfield to meet a group of pa rents been to huddersfield to meet a group of parents taking matters into their own hands. So, ok, tell me, how does the scheme work . A parent comes in, and they sign in, then they put their donations into the donation boxes. Then they grab a bag, and then they have a look at the items and take what they need. There are about 5,000 items to choose from. And you can just help yourself to. . To whatever you need. Wow. What did you manage to get today . Just some pumps, some trousers, jumpers and a t shirt. As they get older, they get more expensive. I think its good because instead of buying it, you can just get it. Were coming in to drop off our old School Clothes because then other people could borrow it. Nothing goes to waste. Everybody can come and bring things that no longer fit their children, and everybody else benefits then. Weve calculated that average uniform costs this year are £210 per Primary School and £250 per secondary school pupil. But if parents are able to buy plain items at supermarkets, they can make some big savings, as much as £118 per child. There is extra help available in some parts of the uk. Wales, scotland and Northern Ireland give uniform grants to children who get free school meals. But most councils in england dont offer direct support to low income families. We need action now, both to reduce the cost of School Uniforms, and make sure families have the help available to afford the cost that there will inevitably be. Westminster say they will introduce a law to make schools consider cost when theres time in parliament. But kates sick of waiting, so shes set up her own charity to fill the gap. Last year we supported 855 families. And that saved approximately £50,000£60,000. That has skirts, trousers, t shirts, jumpers. Most School Uniforms look secondhand by the end of the first week. I think the stigma is changing for using recycled School Uniform because were seeing so many more people ask. Weve found facebook groups organising uniform swap schemes across the uk, with over 3a,000 members. If we can do this type of project more across the country, i think wed see huge savings. Ive got a t shirt. A little parent power is making a big difference here to help cut waste and keep costs down. Colletta smith, bbc news, in huddersfield. Two years ago, Lauryn Glover set up her own uniform swap shop. She joins us now from st helens on merseyside. Thank you for speaking to us. How did you decide there was a need and how did you go about creating your swa p how did you go about creating your swap shop . It was in may 2017 our local council decided they were going to axe the school grant for the that they to used to give to the lower income families and there are groups on facebook and there were so many people panicking when they announced they were axing the grants. How are they going to manage to afford the uniforms in september . I thought, is there something i could do about this . There was a saying eye so a few years ago, i a lwa ys saying eye so a few years ago, i always wondered why somebody didnt realise about that, and then i realised i was somebody. I got on the phone to my mum and i said what do you think about a food bank for uniforms . She said, go for it. We got a team going. We got the feelers out on facebook asking how people felt about a swap shop and the response was good. In a couple of days, we had about 50 items donated and now we have had hundreds. This is our 3rd year of doing it and we have absolutely loads of uniforms. We arejust have absolutely loads of uniforms. We are just running have absolutely loads of uniforms. We arejust running it have absolutely loads of uniforms. We are just running it ourselves from our homes, with the help of a couple of local businesses who have drop off points and give us donations. This must be a really busy time for you as the schools are going back. In terms of uniforms, which age groups . I understand you cover 70 schools . Yes, 78 Primary Schools and secondary schools. My little boy has just come into the room. You can sit here. Hello. Hi. I am talking to mummy quickly. There you go. I was interested to know the type of donations you have. The bane of most parents are branded uniforms. That is1 of of most parents are branded uniforms. That is 1 of the of most parents are branded uniforms. That is1 of the biggest issues. Some schools insist on having the branded stuff which makes it harder all round. We do get branded stuff donated to us. We have some skills that accept plain things and parents are happy to have that. We get everything, school shoes, home pe kits, blazers, we get everything. We have had some donations that are brand new with tags. Some local companies have helped out giving us donations as well. It really is a team effort and well. It really is a team effort and we could not do it without everybody else joining we could not do it without everybody elsejoining in. We could not do it without everybody else joining in. Very quickly, i wa nt to else joining in. Very quickly, i want to be at this point you, some of the School Supplier to make the best book uniforms say that their quality is far superior, for example, than a supermarket close. Is that something you have found . Not is that something you have found . N ot exa ctly. Is that something you have found . Not exactly. There are some that do the ones with the logo on it i would say they are better quality with the locals on. Similarly, the unbranded ones, i really like thejumpers locals on. Similarly, the unbranded ones, i really like the jumpers that are £1 50 ones, i really like the jumpers that are £150 and some shops. I like them. Some supermarkets i dont like as much. With the other ones, some are better and some are not. There is no straightforward answer to that. They say it is better because they want your money. Indeed. You have the inside information on quality. Thank you. Thank you. In a moment well have all the business news, but first the headlines on bbc news. I hope ican good to see you this morning. I hope i can see you. Janet is there. Lets talk about these numbers. An interesting 1. The Unemployment Rate holding steady. It is the earnings that will be cause for some sort of interest, as far as economists and the bank of england are concerned. think the key highlight for todays data is the acceleration in wage growth, the fastest since the financial crisis. Wage growth is the highest in 3 years. I think this really gives the bank of england more evidence that the uk Labour Market remains pretty solid and tight. | market remains pretty solid and tight. I think market remains pretty solid and tight. I think it market remains pretty solid and tight. I think it would probably help them to assess that the economy is still doing rather okay and the risk of a near term recession is probably still low at the moment, despite a contraction in the 2nd quarter. I think the bank of england still dotted i think todays data wont change too much in the policy position and it will still remain on hold this year. There are a few things you have touched on there. I will come to the Interest Rate any moment. What are employers thinking now . There is speculation and suspicion that employers think it is easier to take on staff, maybe i can fire later down the line if i need to, rather than spending loads of money now are new equipment, new factories, new warehouses. That is definitely a trend we are seeing at the moment. If you lick at the 2nd quarter report, we see that the Business Investment is contracting for the last year or so. There is evidence that companies are relu cta nt to evidence that companies are reluctant to have fixed investment. That is why the uk employment has remain so strong because it is easier to hold on to staff, rather than putting millions of dollars into fixed investment. I think that is what we are seeing now. We will talk about the coloration between Interest Rates and the cost of borrowing and what we are earning in ourjobs. The policy tool at the bank of england has to speed up or slow down the economy, they will be looking at this very closely. Yes, i think so. I mean, ithink looking at this very closely. Yes, i think so. I mean, i think the Interest Rate will still remain on hold this year. I think mainly because of the brexit uncertainty. I think what we see now is that employment is strong, inflation is just at target of 2 . There really isnt a lot of stuff in the bank need to do. In case of a no deal brexit, we think they might cut the Interest Rate. If things continue as they are now, we think the bank will just stay on hold. Yes, we will watch that closely. Janet, is as always, thank you very much. Interesting 1. The bank of england has so much to content on right now. We will get the inflation figures as well tomorrow. In other business news. He said in the trump administration, britains constantly at the front of the trade queue. He added that the us could do a trade deal with the uk in pieces striking agreements sector by sector where the 2 countries may agree quickly and work out more complicated areas like agriculture and services later. And he criticised the eu, saying that the fashion when the people vote the wrong way from the way that the elites want to go, is to make the peasants vote again and again until they get it right. But despite positive sounds coming from downing street, former foreign secretary sir Malcolm Rifkind told me earlier that the uk should be on the lookout for what the us will want in return for a favourable trade deal. There is also other causes for real genuine concern. The United States hass a well recognised reputation this is not a criticism of being very hard negotiators when it comes to trade. They will want things in return and it wontjust be chlorinated chicken, it will be lots of demands which if we do not concede them, we get nothing ourselves. And the final point of concern, particularly coming from bolton, is of course do they want trade offs for trade concessions in our Foreign Policy. Its worth remembering that it wasntjust theresa may. Borisjohnson was foreign secretary for the first two years when United Kingdom did not side with washington, with mr trump, on the iran deal and on a whole host of other Foreign Policy issues. Borisjohnson as foreign secretary supported the french and the german and the other european position, so if he is under pressure now to change and that, you will have some explaining to do if he thinks that is the right thing to do. Lets talk now to sam lowe, Senior Research fellow at the centre for european reform. Yes. A lot of people are looking at this and following the comments coming out this morning and couldnt quite understand why a National Security adviser was discussing trade. What are your thoughts on that . It is a good question. He potentially sees the potential of a trade agreement between the us and the uk, something brexit supporters have seen for a while as a carrot to incentivise the uk to take Foreign Policy positions that are otherwise might not have wanted to. It is interesting that he spoke of sectorial deals. This confused a lot of people because there are certainly some legal difficulties there. 1 of the possibilities i have wondered that could come to fruition in the future is perhaps a deal by which trump says to the uk, i will exclude you from my trade war ta riffs if exclude you from my trade war tariffs if you support as on iran or if you supporters on china. And this would technically be a deal, a quick deal if not up fully fledged trade agreement. How do you think the eu are viewing this . How are trade deals going between the us and the eu . It is interesting that bolton talked about doing this basic Free Trade Agreement that excluded agriculture. This is what the eu offered the us. It covers industrial goods and excludes agriculture then we do not have to escalate this trade war any longer. The us said no because agriculture is so important to them. That is what makes me sceptical about boltons comments. When the eu looks at the uk and us, they are slightly concerned. They worry that the uk will be pulled out of the eus Foreign Policy orbit and will start to take decisions that could be viewed as hostile. will start to take decisions that could be viewed as hostile. I was going to ask you how much credence do you give to any talk of trade talks at this point when brexit hasnt yet happened. There will be preliminary talks and there has been talks with the us and replicating some of the existing arrangements. At the end the event of no deal, you can see the talks quickening and entering into them quite quickly. In the 1st instance what the us will say, we are happy to do a deal quickly, here it is, please sign. If we can sign on the dotted line, yes this trade deal could happen quite quickly, although there could be some questions in congress. But if we do actually want to negotiate, thenit we do actually want to negotiate, then it will take a lot longer. You mentioned iran, then it will take a lot longer. You mentioned iran, you then it will take a lot longer. You mentioned iran, you mention huawei. What do you make of the us not being happy, i wonder if this would play in any trade talks, not the being happy about the tax on us companies. There is a substance of the actual trade talks and then there is all of theissues trade talks and then there is all of the issues that sit around them and the issues that sit around them and the uk. It is very possible that the us says, if you do not want us to levy the trade war tariffs on cars, that are due to come in november in the uk, you need to scrap the Digital Services tax. This is a possibility, it does give an indication as to the dynamic of future discussions with the us. Not to leave it there. Thank you very much indeed. Got to. An armed man has been arrested in central sydney after stabbing a woman and attempting to stab others. Videos posted online show a man running through the streets brandishing a knife, before people try to stop him and eventually tackle him to the ground. The injured woman is in a stable condition and is being treated in hospital. Police found the body of a 2nd woman in an apartment in the same street. Police say the man was acting alone. Well, three britons, lee cuthbert, paul oshaughnessy, and his brother luke, from manchester, have been hailed as heroes for their part in restraining the man. Paul oshaugnessy descibed what happened. I think he had a balaclava on, jumped ona i think he had a balaclava on, jumped on a car wielding the knife with blood on it. We thought, what is going on here . We all went down the escalator. We just continue to chase the guy while other people we re chase the guy while other people were just chase the guy while other people werejust going away chase the guy while other people were just going away because obviously he is wielding a knife. I do not know whether it is an instinct then, we just got we have to restrain this guy from doing any more. My brother and i ran across here, these guys followed and we got a grip along with another guy and we restrained him fully. And we just waited for the cops to come. He has got blood all over him. Earlier i spoke to our correspondent phil mercer, who is in sydney he told us a bit more about this incident in the centre of the city this is incredible courage from these 3 british men from manchester. It was an ordinary day in the winter here in australias mega city. For them they were upstairs in their office, they opened the window to get some air in, they heard the commotion downstairs and they could see the man, the alleged offender, brandishing a knife and jumping on a car. They ran down to help. As we heard, they manage to chase the suspect and wrestle him to the ground. The video footage that shows pa rt ground. The video footage that shows part of the chase is truly dramatic. It shows another bystander confronting this man with a wicker chair. So as you would imagine, the actions of these bystanders have been praised for their bravery from eve ryo ne been praised for their bravery from everyone from the police here in australia, to the Prime Minister scott morrison. In terms of the condition of the, more on the arrested man. Any more details . We know he is 21 years of age. The police here in eastern australia say he does have a history of psychiatric problems. There is a report that he escaped from a Mental Health facility. The police say that the terrifying carnage was unleashed on the streets of sydney today. But they do point out that this man doesnt appear to have any links to terrorist organisations. They do believe that he was acting alone. But the duo also say that a thumb drive found during a search either of him or his home, we are not quite sure, but apparently that thumb drive does contain some information, some details, linking him to some radical ideologies. But that is just speculation at this stage. What we do know is that the injured woman is in hospital here in sydney and hopefully she will recover as the investigation into this frightening attack on the streets of sydney continues. That was phil mercer. A legal challenge to stop borisjohnson shutting down parliament to facilitate a no deal brexit has taken place this morning in edinburgh. The case is being brought by around seventy Cross Party Mps and peers. Theyre concerned that the Prime Minister could suspend parliament side lining mps and the brexit date would come and go. More on this now heres our scotland correspondent james shaw. James. I think the key thing here with this case is the timing of it. Here course brexit whether it is an ideal legs or any other kind is scheduled to happen at the end of october. These parliamentarians who wa nt to october. These parliamentarians who want to stop the uk government from suspending harm and want to get their ruling from the scottish courts as quickly as they can. That is what they were asking for the Court Session today. They asked the judge to fast track this case so that there could be a hearing as quickly as possible. He seemed to be sympathetic to that to some extent soa sympathetic to that to some extent so a hearing will take place on the 6th of september. So we are at the start of this whole Legal Process which could take many weeks to resolve, possibly up to and beyond the end of october. But the person in charge of the legal team representing these parliamentarians, she said it was an extraordinary case in extraordinary times. She said it was an extraordinary case in extraordinary timesm she said it was an extraordinary case in extraordinary times. It is a huge constitutional issue. It isi of their biggest and most important we have seen. It is an extraordinary time we are living in when we are having to put a petition of this nature to the court to prove to parliament, which is something that has been talked about from not expected. But you are optimistic that you can now proceed with this case given the timetable you have been given . Yes, i am and we will. So why is this case happening in scotland . So why is this case happening in scotland . It seems so why is this case happening in scotland . It seems to be because because english and welsh courts are not in session but the civil court in scotland, the court of session is. It is also the case that many of the people involved, jo swinson, the leader of the liberal democrats, an snp member of parliament, are scottish. It could ultimately end up at the European Court ofjustice, thatis at the European Court ofjustice, that is what happened with the simultaneous a similar case. They say the uk should be allowed to revoke article 50, that is part of the treaty which allows the uk to leave the european union. They were successful in that case, but of course that is no guarantee or indication as to what will happen with this case. Thank you for that explanation. Thank you. The teenage climate activist Greta Thunberg will set sail for new york this week, crossing the atlantic in a racing yacht to join protests in the United States and take part ina United Nations summit. Speaking to the bbc earlier, she reflected on almost a year since she held her first climate strike. Imight i might feel imightfeela i might feel a bit seasick and it is not going to be comfortable but that ican not going to be comfortable but that i can live with. This boat is a pure wind machine. If it is really hot then ijust wind machine. If it is really hot then i just have wind machine. If it is really hot then ijust have to think it is only for 2 weeks and then i can go back to iceland. It is difficult for me and we really try to do everything to make it as smooth as possible. Greta is sailing to new york for a un Climate Summit of world leaders. She wants the trip to be as low as possible. It is fast, but she is not co mforta ble. Possible. It is fast, but she is not comfortable. No washing and no shower. We put clothes on and we keep them for 2 weeks. There is no kitchen, no fridge, no heating and no privacy. Here you have your little intimate corner, you can hide here and use a bucket. This blue bucket is the toilet . So what is the point . By stopping to fly youd not only reduce your own Carbon Footprint but that sense a signal to other people around you that the Climate Crisis is a real thing. The bows electricity is from solar panels and turbines. The emissions are green outcasts as have not gone out. Not gone down. Around the year 2020 the emission curve must be going down if we are to have a chance to save the warming limits. So this is the bank where greta will be sleeping. There is a curtain should she want it. When their boat is tipping over, you can pull this up is tipping over, you can pull this up and wedge yourself and your are actually quite sort of squeezed in against the hull so youre not going to fall out. And actually, i will be honest, it quite cosy. Before i felt lonely. Both because i had aspergers syndrome and i dont enjoy socialising. But also because it felt like i was the only1 who cared about the climate and ecological crisis. No 1 cared about the climate and ecological crisis. No1 i knew cared about this and i felt like i was the only 1. It makes me feel good. That iam not only 1. It makes me feel good. That i am not alone in this fight. And it feels like my life has gotten some kind of meaning lately that i feel what i am doing is meaningful. Time to catch up with the weather. Has it warmed up .
