This will involve the building of new prisons and the expansion of existing ones at a cost of around £2. 5 billion. Stop and search powers will also be extended to all Police Forces in england wales, which will allow police to stop someone in an area where they think a crime may be committed. Borisjohnson also called for tougher sentencing and an end to the Early Release of prisoners convicted of violent or sexual offences. Labour said austerity measures taken by conservative governments had left the entire criminal Justice System broken. Jon donnison has more. Borisjohnson, seen here meeting with police in the West Midlands just days after assuming office, says the time for action on crime has come. He says too many serious violent or sexual offenders are coming out of prison long before they should, and that tougher sentences are needed. 10,000 new prison places will be created through the building of new prisons, and also the expansion of existing ones. The cost up to £2. 5 billion. Amid fears over rising knife crime, the government has also confirmed that a pilot scheme allowing police to stop and search someone if they believe a crime may, rather than will, be committed, will be extended to forces across england and wales. Stop and search works. We hear again and again from police. We hear again and again that our police need to be empowered. And we need our Police Officers to be out making sure that those who wish to do harm are prevented from doing harm. The home secretary played down concerns that stop and search leads to certain groups, notably young black men, being unfairly targeted. This focus on law and order, after recent announcements on the nhs and immigration, will add to speculation that downing street is preparing for a general election soon after parliament returns from its summer break next month. Lets speak now to mark day, head of policy at the Prison Reform trust. He joins us via webcam from north london. What do you make of the announcement of these additional prison places . We are trying to do something about oui we are trying to do something about our overcrowded and dilapidated prison. It does make sense. But the trouble is the governments promise to do something about it, they have a lwa ys to do something about it, they have always underestimated what is involved. For instance, it would ta ke involved. For instance, it would take 9000 additional spaces just to eliminate the levels of overcrowding we currently see in the system. It would mean a further 3000 spaces to absorb the new prison sentences coming down the line. And that is not counting any additional changes ina not counting any additional changes in a sentencing policy which we now see the Prime Minister is promising. This rhetoric around present words, we have seen what it does before. It simply inflate sentencing and the use of custody. It is a bit like building an extra lane on a motorway. We know from experience that it quickly fills and you are still left with overcrowded that you had in the first place. That is a worry and frustration for those working in the service because presumably if you are going to have these extra places you will need additional prison officers to supervise them and look after the prisoners and the impression at least is that the Prison Service has struggled somewhat to find enough staff to do the existing job before you add additional places. Indeed. A lot of these costs are likely to be absorbed by the cost of recruiting and having additional prison staff. So, yes, the government promised up to £2. 5 billion to fund it. I think that words up to are quite instructive. There is no Firm Commitment in terms of the Additional Resources at the government is putting forward. The other aspect of this is sentencing. Trying to ensure that prisoners serve the full term of their sentence rather than being released early subject to good behaviour. Perhaps half of the sentence. What is the evidence that this has got out of control, that it has become more common practice . We currently have a system where you are serving indeterminate sentences, you are released at the Halfway Point of that sentence and at that point you are still subject to licence and conditions and supervision in the community. If the government is going to change this, it is going to have to look at the impact on numbers of prison places and cost to the system. It is doing this across the system. It is doing this across the board and it could create severe pressures on the system. Furthermore, we already have extended determinate sentences which isa extended determinate sentences which is a form of sentence where people who committed serious crimes are not released until two thirds in and in fa ct released until two thirds in and in fact their release is determined by pa role fact their release is determined by parole board, so they could indeed serve the full term. It is unclear what the Prime Minister is talking about. We already have provision in place to do that so it is a bit confusing to know what they are planning that wouldnt have severe consequences for the resources in the system. I think there will be some examination as to how that trial went and why such a large extension is suddenly being announced so soon after. It to justify that it did reduce Violent Crime . Indeed. They hope it might coax her out of the jungle if she is in the vicinity. The family also say there is a chance he may have been abducted, given that the window to the bill that was left open on the lower ground floor on the night she disappeared.
