Lets discuss this further with the chair of the Police Federation in england and wales, john apter. Hes in our southampton studio. Good morning. Thank you for coming in to talk to us. Could presumably any news about further investment in the police and criminalJustice System is going to be welcome in terms of relieving some of the strain that your officers have experienced in recent years. What do you make of the decision to extend stop and search powers across england and wales . stop and search powers across england and wales . I welcome it. No great surprise. What this is doing is, there were several forces piloting a softening of the rules around waters being called section 60 and this is where there is a fear of significant Violent Crime within a certain community, an area and the police can target that area using stop and search powers. It is right that this reduces the assessment for Police Officers and allows us to use the stop and search in a much more effective way. This is rolling that out across england and wales to every force which is long overdue. It must also be said that we used to have this ability a number of years ago but the lens home secretary theresa may reduce it, took it away, so theresa may reduce it, took it away, so im glad this Prime Minister and this home secretary seem to have a bit more faith in our Police Officers. In terms of what that means, as you said, this is only when an area has been designated to meet these additional powers, so it is not a routine to do the stop and search as it was 25 30 years ago. There are certain strict measures in place of our senior Police Officers will have to justify their use of stop and search, and lets not forget, compared to many years ago, Police Officers now have body worn cameras, the scrutiny applied, i would say we are probably the most scrutinised Police Service in the world. The stop and search is just one tool. It has to go hand in hand with Effective Community policing and that is about working with local community groups, schools, colleges and that has been eroded over the yea rs and that has been eroded over the years because of the lack of funding. Ijust want years because of the lack of funding. I just want to pick you up on that because im sure you said you welcome these additional announcements but surely it is frustrating for you and your collea g u es frustrating for you and your colleagues that for the last nine yea rs, colleagues that for the last nine years, youve been told by a conservative government, originally coalition, that there is no direct link between a number of Police Officers and reduction in crime, you can do without, manage without 20,000. Manager20,000 can do without, manage without 20,000. Manager 20,000 fewer officers, no real problem. These same people. Supported the last government through the existence, as did priti patel. They have said that they will give you back 20,000 officers but those will be less experience than the 20,000 euros. Officers but those will be less experience than the 20,000 euroslj made it clear that she was Prime Minister and when she left that the then Prime Minister theresa may had nothing but contempt for policing and shes set the tone of government, and i hold herfirmly responsible for the damage that has been caused. I am meeting with the home secretary next i want to see action as well as one word. I am giving them the chance, i am giving them the chance to move forward from the damage that has been done from the previous Prime Minister and hopefully we can start seeing some proper law and order in this country and, more importantly for me, the victims of crime getting the support they deserve and my colleagues, those dedicated Police Officers, who drew an incredibly difficult job, officers, who drew an incredibly difficultjob, getting the support from government as well. Are you worried this could have more to do with politics than damage to the merits of Community Policing . with politics than damage to the merits of Community Policing . I will leave the politics for others. What im worried about his policing and making sure that young people are not getting stabbed and murdered on oui not getting stabbed and murdered on our streets, and the epidemic of crime that we are seeing is halted. Im sure there is politics at play but i will take every bit of good news i can and i want to turn that good news into action which is why i will be pushing the home secretary and government to come true on these pledges they are making. How do they answer the charge that when you add in the announcements on policing, the prison places today, some of the Education Funding announcements, that this does not look like a government in it for the long haul, it looks like one preparing for a general election. Your market is a new administration outlining their policies and way forward but if you take on nhs announcements and immigration announcements and immigration announcements as well as the ones you have just mentioned, announcements as well as the ones you havejust mentioned, it announcements as well as the ones you have just mentioned, it is very difficult not to see this as at least having one eye on an upcoming election where they were forced into having one. A very efficient move. When you put it all together, its difficult not to see this as a move towards an election. Number ten insist they wa nt to election. Number ten insist they want to have an election in 2022, they just say the country does want to have an election in 2022, theyjust say the country does not wa nt theyjust say the country does not wantan theyjust say the country does not want an election and they want to get on with business as usual. Labour have criticised these policies, not going far enough and they prefer evidence based stop and search. The extent of this collusion, how many officers it is, that is a different question and that is why by having britain emphasise this beijing might feel especially tetchy about it if i can put it to you that way. When the protesters saw carrie lam flagged by Business People saying on friday that this was doing real damage to hong kongs economy, the successive weekends of protest, china are putting pressure to put that might discipline any staff members, do the protesters see there is as disappointing signs of do they see them as an indication that their protests are having an impact . M does just show the extent to which there is widespread support in hong kong for this pro democracy movement. Who wouldve thought if you want to go if someone had said that flight crews would be the biggest supporters of the pro democracy movement, apart from students, that would surprise many people but again here we have this very sensitive approach from beijing calling on them to supply a list of the flight crews, saying they will speak to the staff and any flight which has a flight crew member supporting the pro democracy movement, not only will that play not be allowed to land in mainland china, they will not even be able to cross chinese airspace. There is a term that tough position and one that could hurt the airline financially if there are to fully impose this. They depend the extent to which beijing is serious about this. Bbc scotland asked two booksellers one with a brand new shop, the other whos been trading since 1972 to give us their thoughts on our lasting love for books. The shop started around the corner in 1972. We werent sure how it would do, because it was quite a tiny shop, and it was very successful. So much so that the place got filled up very quickly. One of the things about this book shop is i think it is a destination book shop. There is a piano in the bookshop, and i think it is very appealing, and people have seen it on twitter and instagram and gotten excited, and it has brought them through the doors. The way the space was designed was to have lots of space, so lots of books face out, so it is perfect for browsing, displaying books that work perfectly as gifts, and books you really see as covetable pieces of design, and the whole shop is also designed so it is easily navigable for people in wheelchairs. People get upset by because they want to tidy it up, other people think they might find something theyve been looking for orjust come across something by accident. They might not find things terribly easily, but they may find something else. It is a mixture of what will do well and what we think the books are that are successful in the market at the time, and books that we really like ourselves, once we find interesting. There are out of print books, people might look at the subject, like history, and come across a book they didnt know existed, or you cant get any more. 0r theyjust like the idea of sifting through the piles and finding something.
