A 28 year old churchwarden has been found guilty of the murder of a retired lecturer in buckinghamshire. Benfield lived at the home of peter barker inmates morton. Joe black has been following the trial. He thought he was losing his mind and suffering from a mystery illness. He would often fall and injure himself. But all along he was secretly being drugged by his partner, benfield, who was targeting him to try to inherit his house. He got massive pleasure from other peoples misery and pain, and it was all about financial gain, or some kind of gain to benfield. He was a nasty, cruel man. He was one of his students. They met at the university of buckingham, and even pledged to marry at a betrothal ceremony. As peter farquars health declined, field suggested dementia or alcoholism could be to blame. And when the lecturers body was discovered next to a half empty bottle of whiskey, even a coroner thought he had drunk himself to death. The police now believe field suffocated him. Ben field did inherit peter farquars house. His focus then switched a few doors down this road to the house of Ann Moore Martin the 83 year old became his next target. Despite the 57 year age gap, they had a sexual relationship, but for field it was more pretence. His sketchbook shows one of his tactics, writing religious messages on her mirrors, some saying she should leave her house to him. She was deeply religious and believed they were communications from god. Then, there was this. Hello, im thinking of withdrawing all my accounts, money held in my accounts. Weve got unemployment at its lowest level for 44 years. Wages are growing at their fastest rate for a decade. Weve got National Debt falling as a proportion of gdp. In fact, the imf is forecasting that we will grow faster this year than germany, than italy, than japan, as fast as france. And so the fundamentals of the uk economy remain resilient and strong. Manufacturing activity shrank in the Second Quarter. Its now shrunk over the past year. And output from industrial production, heavy industries such as oil and gas, also dropped as a global slowdown took hold. Most people can see for themselves the lack of business confidence, of investment, thats taking place. People not knowing whats going to happen from one week to the next. Will we be in europe . Will we be outside of it . I think that is corrosive. Its undermining peoples confidence in the economy, and i think these figures reflect that. Business investment is essential to improving the amount each worker can produce so employers can afford inflation beating pay rises, but that also dropped. I think its a bit about a global slowdown, and we can see that in the weak manufacturing numbers, the weak export numbers. But there are some Political Uncertainty factors here as well, so Business Investment falling, exports falling, particularly to the eu, and that weakness in the Service Sector as well, all adds up to a sense that Political Uncertainty is weighing on the economy. The Services Sector that makes up most of the economyjust about grew, by 0. 1 . Because the figures hark back tojune, we dont yet know whats been happening to the economy since then. The hope is the Second Quarter will be the only time the economy shrinks this year. The fear is it wont be. Andy verity, bbc news. With me is our Business Correspondent katy austin. The chancellor is saying that this was entirely predicted, but that is not entirely true, a contraction being predicted. It is not entirely true, growth had been expected to stagnate, be about zero. Negative contraction is definitely worse than that, but there were unusual factors in the past year that have made the economy quite volatile. The impact of brexit and contingency plans around that, and the shifting date, have of course made it very difficult for businesses to plan, and there were some specific factors that might have contributed towards manufacturing shrinking, such as car factories bringing forward their summer factories bringing forward their summer shutdown is around the original brexit date as a kind of contingency plan. So there were sometime specific factors, but some a nalysts sometime specific factors, but some analysts will see this contraction isa sign analysts will see this contraction is a sign there are underlying weaknesses, especially when you see the Services Sector really not performing as well as it had been doing. So some of those things that have contributed to this will only have contributed to this will only have happened once, and we shouldnt see anything like that happen again. So what does that mean for the rest of the year because . Are we heading for a recession . If you ask sajid javid, he will say no, these things wont happen again, and he will say the government is making it so certain that brexit will happen on october the 31st, he will say that will provide valuable certainty that means businesses can start to invest again, to plan more for the future. And are we in a recession . Technically know at the moment, because that is normally defined as two consecutive quarters of contraction, and most of the conditions we have seen recently are pointing to the uk avoiding that, evenif pointing to the uk avoiding that, even if not by much. So it is very difficult to predict what will happen in the future, but nobody is at the moment looking at this as a kind of long term recession in the pipeline. Of course a lot of finalists will say that very much depends on what does happen with brexit and whether a new deal does affect the picture somewhat. Katy austin, thank you very much. The labour leader is concerned that an election might be called this autumn, just as britain is due to leave the eu and take place after brexit has happened. That could leave mps powerless to intervene, because parliament wouldnt be sitting. Jeremy corbyn says that brexit in those circumstances would be an abuse of power. We have to leave the eu in october the 31st. If Boris Johnson lost that, under new government wasnt formed a couple of weeks, then a general election would follow. If that happened, the date of the election would be in the hands of Boris Johnson, of the election would be in the hands of borisjohnson, and his advisers are said to believe he could choose to set a date in november, forcing a no deal brexit by default. If Boris Johnson cant hold the confidence of parliament, i am convinced there is nobody else who could and we could go for a general election, and it is up to the Prime Minister, borisjohnson, to set the date. And i think setting the ist of november is a political masterstroke. With just 83 days to go until the end of october, and brexit talks still stuck in a stalemate, politicians are gearing up stalemate, politicians are gearing upfora stalemate, politicians are gearing up for a stormy autumn. Parliament sits again on the 3rd september if a no confidence vote is called and the government loses, mps will have 14 days to find an alternative government. If no alternative is found, a general election must be called within seven weeks. If there isnt a no confidence vote the house will sit until 13th september when they break up for Party Conference season. After that, mps return to westminster on the 9th october. Eu leaders will meet for a summit on the 17th and 18th of october. And currently the uk will leave the European Union on the 31st of october. Our Political Correspondent mark lobel is in westminster. If a general election was under way, it is strongly believed from what Boris Johnson is saying that he would still push ahead with leaving the eu by the end of october. That has propertyJeremy Corbyn to write this letter to sir mark sedwill, the head of the civil service, saying that if no deal brexit fell during that period, it would be unconstitutional and must be stopped. So the issue there is whether a no deal brexit would be considered a new policy, if you like, that would bind the hands of the incoming government, because that wouldnt be allowed, and this is what vernon bogdanor, professor of government at kings college, had to say about that. Brexit, and even a no deal brexit, is not a new policy for this reason. In 2017, parliament voted by a majority of nearly 400 of the notification of withdrawal act, to leave the European Union. Three times, parliament has rejected the deal that has been negotiated. The European Union says no other deal as possible. Therefore, logically, if you want to leave the European Union, you have to leave without a deal. Now, parliament has had two years to alter its mind from 2017. It hasnt yet done so. So you cant say that leaving without a deal is a new policy. It is implementing a decision of parliament two years ago. So the professor saying it is not something that mark sedwill would stop. He is a constitutional expert. Another expert, if you like, joe moore, the former director of legislative affairs at downing street, the person inside downing street, the person inside downing street until recently he would advise on these things, has come out and agreed with him, saying it is not the wrong thing if a no deal brexit was to fall within that general election period. That could continue. He says person he thinks it would be unconstitutional, but it would be stopped. He was asked, what would be stopped. He was asked, what would stop at . He said one word, legislation. New legislation would have to be introduced in parliament probably by mps taking control of the order book, and they would have to rush it through very quickly in order to mandate the government to not leave the eu at all or to extend article 50. Sorry, we need to leave that report and go to a Police Press Conference following the conviction of benfield for the murder of peter farquar. M is unique due to the Detailed Planning by benfield, and due to the scale and complexity of the investigation. Murders are usually the result of one moment of madness, but in this case, there was extensive planning by benfield to befriend, manipulate and then kill peter farquar. Our two year investigation was like a jigsaw, with each piece of evidence eventually revealing the full picture. During the investigation, we took 1407 statements, recorded 2671 physical exhibit and downloaded material from 127 electrical devices, including computers, usb sticks and phones. We also conducted 40 suspect interviews. Ben has never shown any remorse for what he has done, and shown any remorse for what he has done, and i an convinced he is unable to show human empathy. His arrogance led him to believe that he would literally get away with murder. I think i will get away with most of it, he said to martin smith. Giving evidence in court, he never appeared to show any genuine emotion or contrition. Despite admitting to defrauding both peter and Ann Moore Martin by allowing them to think he was in a loving relationship with them. And also admitting that he was repeatedly dragging peter without his knowledge. This speaks volumes as to ben s character. Im convinced that had he not been stopped, he would have posed an ongoing danger to society. Im grateful to thejurors who have taken this most Important Public Service so seriously. They listened diligently to all the evidence during the 12 week trial, deliberated their verdicts for more than 77 hours, and returned their verdicts. Further, iam extremely grateful to all the prosecution witnesses who gave evidence in the court. That is never a pleasant experience, and their contribution cannot be underestimated. I also wa nt to cannot be underestimated. I also want to thank all the Police Officers and staff, and the crown prosecution service, who helped to piece thisjigsaw prosecution service, who helped to piece this jigsaw together and present the case to the court. My thoughts remain with peter and ann s families and loved ones, who have shown nothing but dignity and bravery throughout. This has been a two and a half yearjourney for the families also. Their patience and support of the lengthy and sometimes distressing Police Investigation and Court Process is to be admired. This investigation highlights the fact there are many ways people can be vulnerable. Peter and ann were defrauded through their age, independence and religious beliefs. As the average age of the population increases, our Society Needs to be more aware of the additional dangers which elderly people may face. Thank you. Peter was a very loving and supportive man. He was a wonderful brother and uncle, and he is very greatly missed. It was a great pleasure to have had him in our lives. Peter was a schoolteacher and so many things in his life revolved around that, and around stowe school in particular, where he was head of english. When he was teaching, he would enthuse the students. People have been in touch with us since he died about how he completely transformed their understanding of literature. He retired mainly to start writing novels, of which he wrote three, but he missed a common room activity, and being part of a school community, so he started to lecture at buckingham university, and went on to become such a renowned academic. It was here that he first met ben field and martyn smith. Listening to the trial adhering ben field giving evidence about what he did to peter has been its externally difficult. His actions have been unbelievably callous and he has told lie after lie after lie in order to achieve his goals, deceiving everyone he met. Ben field is an arrogant man, who has an extremely high opinion of himself. He used my brother is some kind of object to get his ends. All the things that we re get his ends. All the things that were precious to peter, ben rob tim. He did it alljust to get some money, which we find absolutely astonishing. If people hear this story, we hope that they are very, very careful if somebody unexpected walks into the life of a loved one when that loved one is vulnerable and lonely. There must be other people out there like benfield, and we would not want anyone to have to go through the things that we have. Thank you. The following tribute is released on behalf of the family of Ann Moore Martin after ben field was convicted of defrauding her. Our auntie was the core of our family. She wasnt just an auntie was the core of our family. She wasntjust an aunt, but a mum, grandmother and aunt all rolled into one. Our lives have all been changed for ever, and the world is a much darker place without her. Auntie ann was an inspiration to us all. She faced challenges with strength and courage and even wore a smile in face of adversity. Our and Peters Family are united in grief and sorrow, but also in love and memories. Auntie ann was a kind, gentle, beautiful soul, who touched so many lives, leaving behind a legacy of wonderful memories. We are truly blessed to be able to call her our aunt. We will take a few questions. How would you describe ben field . The first word that springs to mind and is foremost is evil. He is a cold, calculating, devious man who took pleasure from inflicting both physical and mental torment on his victim, yes, evil. And it is not too strong a word for him. How concerned are you of what he could have gone on to do . How relieved are you that you are able to stop him when you did . I am obviously very relieved. It was a long process, and we had to have various safeguarding methods in place during the period of the investigation. As came out in the court case, there was a list of 100 or so clients that he had documented himself, not necessarily people that he was going to do harm to, but people that he could use and abuse in some way, and he documented that himself and admitted it himself. So im very relieved that ben field is no longer a danger to society. Give us an no longer a danger to society. Give us an indication of the signs. This case as i said has kind of highlighted the other ways in which people can be vulnerable. Normally we look at the age, perhaps the mental and physical state of the people. But as was highlighted in this case, they were in good health, they were independent, they were perhaps vulnerable through their independence, their reasonable wealth. And certainly their religious beliefs. So to answer your question, there is a lot of different ways in which people can be vulnerable, and as i alluded to also, the fact that the average age of the population is getting older, then we should look out for this, and the advice i would give is if anybody finds themselves or thinking that they are in a similar situation, then talk to their families. If they have concerns within an organisation, there is a lwa ys within an organisation, there is always safeguarding leads. And if they think any criminal behaviour has taken place, then come and see the police as it is what happened in this case. That is a difficult question to a nswer that is a difficult question to answer because of the period of time that it covered. What i can say is that it covered. What i can say is that as soon as the authorities were alerted, safeguarding procedures we re alerted, safeguarding procedures were in place, and referrals via multi agency safeguardings were done, so i think to be fair, it probably happened as it should have done. Question inaudible. We would have to go away and review where we are in terms of the investigation. What i can say is that we have no ongoing investigations into benfield at the moment. Obviously if new further investigation comes to life, we would have to assess and review that in line with what we know already. We know that he was in contact with dozens and dozens of other people, and at least one resident in a care home. Have you investigated his past conduct . Will they be more cases to come forward . We will always conduct investigations with an open mind. As i stated, we have taken over 1400 statements, that is actual physical state m e nts statements, that is actual physical statements that we have taken, but during the course of the investigation we have been and seen a lot more people than that, and as you say, we have been to the care home and we have been to other organisations as well, and obviously we have interviewed staff that employed him and spoken to them, and of course it will be with an open mind. What about other costs like train travel or flights, accommodation, which you are only using because you are going to a particular event which might not go to any more . That is going to be a big problem. In the case of the festival, a lot of Train Companies and Bus Companies said they are going to be funded but that is good well. They do not have to do that. You may have travel insurance, if you have a annual policy you might be able to get the money through that but you have to look at the and conditions of everything. Terms and conditions. You might say you are not entitled, if the hotel can still accommodate you, chances are you will not be able to get your money back. What if the event is going ahead, but it looks soggy and you think twice . If you do not fancy it, you do not have any rights to get your money back. People with asthma dont themselves take it terribly seriously and different weather patterns and pollution that could be also causing and led to those deaths. You mentioned two inhalers, what would be best practice if you need two . You should have a preventer inhaler if you need two. For the them to work properly, they have to be used regularly every day all the time. They take several days to take effect and they prevent the information and the narrowing of the information and the narrowing of the airways. A lot of people abandon it when they feel better, feel they dont have to use their preventer and that puts them at risk of having and that puts them at risk of having an acute attack. He thought he was losing his mind, suffering from a mystery illness. He would often fall and injure himself, but all along he was secretly being drugged by his partner, ben field, who was targeting him to try and inherit his house. He got massive pleasure from other peoples misery and pain. And it was all about financial gain in some way, shape or form. It was all about financial gain in some way, shape orform. A nasty, cruel man. Field was one of Peter Farquhars students. They met at the university of buckingham, and during their relationship, even pledged to marry at a betrothal ceremony. There was extensive planning by ben field to befriend, manipulate and then kill Peter Farquhar. Our two year investigation was like a jigsaw, with each piece of evidence eventually revealing the full picture. During the investigation, we took 1407 statements, recorded 2671 physical exhibits, and downloaded materialfrom 2671 physical exhibits, and downloaded material from 127 electrical devices. Including computers, usb sticks and phones. We also conducted 40 suspect interviews. Ben has never shown any remorse for what he has done, and im convinced he is unable to show human empathy. His arrogance led him to believe that he would literally get away with murder. I think i will get away with murder. I think i will get away with most of it, he said to martin smyth. Giving evidence in court, bent never appeared to show any genuine emotion or contrition, despite admitting to defrauding both peter and Ann Moore Martin by allowing them to think he was in a loving relationship with them, and also admitting that he was repeatedly drugging peter without his knowledge. This speaks volumes as to bens character. I am convinced that, had he not been stopped, he would have posed an ongoing danger to society. Investigating officer mark glover. It was a great pleasure to have had him in our lives. Peter was a schoolteacher, and so many things in his life revolved around that and around stowe school in particular when he was head of english. He retired mainly to start writing novels, of which he wrote three, but he missed a common room activity and being part of a school community, so he started to lecture at buckingham university, and went on to become such a renowned academic. You have to go all the way back to 2012, when the eurozone crisis was in full swing, to find a weak economic performance. Weve got record employment. Weve got unemployment at its lowest level for 44 years. Wages are growing at their fastest rate for a decade. Weve got National Debt falling as a proportion of gdp. In fact, the imf is forecasting that we will grow faster this year than germany, than italy, than japan, as fast as france. And so the fundamentals of the uk economy remain resilient and strong. Manufacturing activity shrank in the Second Quarter. Its now shrunk over the past year. And output from industrial production, heavy industries such as oil and gas, also dropped as a global slowdown took hold. Most people can see for themselves the lack of business confidence, of investment, thats taking place. People not knowing whats going to happen from one week to the next. Will we be in europe . Will we be outside of it . I think that is corrosive. Its undermining peoples confidence in the economy, and i think these figures reflect that. Business investment is essential to improving the amount each worker can produce so employers can afford inflation beating pay rises, but that also dropped. I think its a bit about a global slowdown, and we can see that in the weak manufacturing numbers, the weak export numbers. But there are some Political Uncertainty factors here as well, so Business Investment falling, exports falling, particularly to the eu, and that weakness in the Service Sector as well, all adds up to a sense that Political Uncertainty is weighing on the economy. The Services Sector that makes up most of the economyjust about grew, by 0. 1 . Because the figures hark back tojune, we dont yet know whats been happening to the economy since then. The hope is the Second Quarter will be the only time the economy shrinks this year. The fear is it wont be. Andy verity, bbc news. The labour leader is concerned that an election might be called this autumn, just as britain is due to leave the eu, and take place after brexit has happened. If Boris Johnson lost that, under new government wasnt formed within a couple of weeks, then a general election would follow. If that happened, the date of the election would be in the hands of borisjohnson, and his advisers are said to believe he could choose to set a date in november, forcing a no deal brexit by default. If Boris Johnson cant hold the confidence of parliament, i am convinced there is nobody else who could and we will go for a general election, and it is up to the Prime Minister, borisjohnson, to set the date. And i think setting the ist of november is a political masterstroke. Us meteorologists have been looking at why, and one of the reasons we are getting this unseasonably strong area of low pressure is to do with what is happening in the atlantic. This map shows how sea surface temperatures are varying from what we would expect, and this comes from the National Hurricane centre in the usa. What we can see is a lot of the atla ntic usa. What we can see is a lot of the atlantic is pretty warm. We have a lot of warm water, temperature is about 2 degrees above what we would expect from the time of year, but just to the north there is this blue blob, so a colder bit of water that is welling up of the atlantic. The water is warmed or cooled from below, so this contrast in sea surface temperatures means we have had contrasting air temperatures, and it is that contrast that we think is driving this particularly deep area of low pressure. You like it hasnt been named, this storm . It hasnt been named, and although it is very windy for the time of year, we do quite frequently see wins this strong at other times of year, so it has been well forecast for quite a few days now, and it doesnt like people are making plans to avoid the worst of the weather, so that means we are hoping the impacts from this particular low pressure system shouldnt be too bad, because people are certainly taking steps to cancel events as well. So, tell us the details. The next few days are looking u nsettled the next few days are looking unsettled and windy across the uk. We have got warnings in force for those strong wins, heavy rain and thunderstorms too. The number of people dying from an asthma attack is at its highest for more than a decade, in england and wales. Analysis of official data suggests 1400 people died from an attack last year an increase of a third since 2008. The Charity Asthma uk says too many lives are being cut short by a lack of basic care, such as inhaler checks. Heres our health correspondent, dominic hughes. Nearly five Million People in england and wales suffer from asthma, which can cause coughing, wheezing, a tight chest and breathlessness. Treated properly, it should be easy to manage, but the number of asthma related deaths is now at a ten year high. It may be a result of people not getting really good very basic care which we know is a problem. I think there is an issue of complacency. People with asthma dont themselves take it terribly seriously so i think thats an issue and then maybe things like weather and different weather patterns and pollution that could be also causing and led to those deaths. So i think its really difficult to pin it down to one thing. More than 1,400 people died from an asthma attack last year. Thats equal to two and a half people out of every 100,000 dying from asthma. The number of deaths is up by 8 when compared with the previous year. Overall more than 12,700 people have died from asthma in england and wales over the last decade. There is particular concern over the impact of air pollution on the health of children. Nhs england says a third of childhood asthma cases are linked to poor air quality. Ella kissi debrah died in 2013 after suffering a series of asthma attacks. Her family believe air pollution contributed to her death. A lot of people still do not know about the impact of air pollution. I think all the urban cities across the uk have issues with asthma. Manchester, birmingham, all over. So there needs to be a whole program of education in school and out of school about the impact of air pollution on young peoples health. Asthma uk acknowledges there are signs that care is getting better. Nhs england says its worked with asthma uk to improve standards, but it warns the link between air pollution and asthma shows the challenge is not one the nhs can meet on its own. It does and that is very worrying. Asthma deaths were going down until around 2010, 2011 and they have started to increase again which is a huge concern. What you put it down to . I do not know, i know what the biggest single factor is in the risk of asthma death and thatis is in the risk of asthma death and that is using too much of the inhaler not enough of the brown inhaler, the preventer inhaler. We need to change the way people treat their asthma which is to put the reliever in with the preventer so people take them both together so when the asthma is more active, more troublesome, they take the believer because they need it and they get more of the preventive because it is in there with the believer. The temptation is, i start to feel better, i dont need it anymore and it is only when youre in a crisis stage you reach with the blue one. And that is all you have when you are in crisis you will overuse that and we know that overuse of blue inhalers has been linked with deaths for about years. We need to change practice and stop people overusing the blue. We know the adverse effects of the blue are prevented by the brown so if you put them in the same inhaler, you protect against the adverse effects of the blue and only get the benefit of the blue. We all know people who suffer from asthma, how great is the temptation to dismiss its severity . It is a very variable condition and the majority of people with asthma have relatively mild and some of them, their intermittent asthma. Treatment is appropriate for it but it is appropriate to treat them with a combination of the believer and the preve nter combination of the believer and the preventer together when you asthma is active. Believer. No question, you need to be on a preventer and to improve compliance, i think it is better to have them both in the same inhaler because people naturally reach for their reliever when the asthma is active but if they get the preventive because it is in the same inhaler, they will take it. If it is a separate inhaler, it will be in the draw. Is that an option . Does it exist . Yes, absolutely. Why have they not been prescribed . They have only been around recent and the benefits have only recently been recognised. There were a number of landmark papers published earlier this year. They clearly showed that using a combination as required is very much better than using blue as required, it reduces severe attacks of asthma by over two thirds. They other option is to take the preve nter other option is to take the preventer regularly. If you take it, it will work fine but a lot of people dont take it. If you put it in with the blue they will take it. We need to be realistic. Are all asthma deaths are preventable . would say so. It is a treatable condition. You may have severe asthma and may not be treated as well as you and we would like but you are not going to die from it if you are not going to die from it if you take currently available asthma treatments correctly. What would your advice be to patients who have not had their treatment reviews for some time . This is another argument in favour of the combination inhaler, however you ta ke combination inhaler, however you take it it will benefit you, whether you are intermittent or regular. Ben field lived at the home of 69 year old Peter Farquhar in the village of maids moreton. The family of Peter Farquhar said he would be very greatly missed and that ben fields actions were unbelievably callous and robbed peter of all the things that were precious to him. Our correspondentjo black has been following the trial. Peter farquhar, vulnerable and confused. He thought he was losing his mind, suffering from a mystery illness. He would often fall and injure himself, but all along he was secretly being drugged by his partner, ben field, who was targeting him to try and inherit his house. He got massive pleasure from other peoples misery and pain. And it was all about financial gain in some way, shape or form. A nasty, cruel man. Field was one of Peter Farquhars students. They met at the university of buckingham, and during their relationship, even pledged to marry at a betrothal ceremony. As Peter Farquhars health declined, field suggested dementia or alcoholism could be to blame. And when the lecturers body was discovered next to a half empty bottle of whisky, even a coroner thought he had drunk himself to death. The police now believe field suffocated him. Ben field did inherit peter fa rquha rs house, and his focus then switched to the house of Ann Moore Martin, and the 83 year old became his next target. Despite the 57 year age gap, they had a sexual relationship. But for field, it was more pretence. His sketchbook shows one of his tactics, writing religious messages on her mirrors, some saying she should leave her house to him. During the investigation, we took 1407 statements, recorded 2671 physical exhibits, and downloaded material from 127 electrical devices. Including computers, usb sticks and phones. We also conducted 40 suspect interviews. Ben has never shown any remorse for what he has done, and im convinced he is unable to show human empathy. Bens arrogance led him to believe that he would literally get away with murder. I think i will get away with most of it, he said to martin smyth. Giving evidence in court, ben never appeared to show any genuine emotion or contrition, despite admitting to defrauding both peter and Ann Moore Martin by allowing them to think he was in a loving relationship with them, and also admitting that he was repeatedly drugging peter without his knowledge. This speaks volumes as to bens character. I am convinced that, had he not been stopped, he would have posed an ongoing danger to society. The officer on the case, detective Sergeant Richard earl, gave a tribute on behalf of the family of Peter Farquhar. Listening to the trial and hearing ben field give his evidence about what he did to peter has been extremely difficult. The economy shrank for the first time in more than six years between april and june, according to the First Official estimate. The office for National Statistics says gdp decreased by 0. 2 in the Second Quarter, as manufacturing and construction reduced and the Service Sector stalled. The figures were worse than economists had expected, and follow a strong start to the year, when businesses were stockpiling in anticipation of brexit. Heres our economics correspondent, andy verity. This Food Packaging company in leicester grew rapidly until this year, and was looking to open a second site, stepping up its turnover from £25 million to £45 million. It piled up stock ahead of the march brexit deadline, diverting funds from its new site. Then in the Second Quarter, orders dropped off, and it had to refinance to keep its expansion plans on track. Political uncertainty isnt helping. Its all about the cloudy sky again. We went through this pre march, and now between march and october, we have had a lot of unstable uncertainty, and the cloudy sky is upon us again. We cant move forward, we cant move back. We are static, we are stuck in a rut. Thats where we are. Most economists were expecting a weak performance in the Second Quarter of the year, but not this weak. You have to go all the way back to 2012, when the eurozone crisis was in full swing, to find a weak economic performance. Weve got record employment. Weve got unemployment at its lowest level for 44 years. Wages are growing at their fastest rate for a decade. Weve got National Debt falling as a proportion of gdp. In fact, the imf is forecasting that we will grow faster this year than germany, than italy, than japan, as fast as france. And so the fundamentals of the uk economy remain resilient and strong. Manufacturing activity shrank in the Second Quarter. Its now shrunk over the past year. And output from industrial production, heavy industries such as oil and gas, also dropped as a global slowdown took hold. Most people can see for themselves the lack of business confidence, of investment, thats taking place. People not knowing whats going to happen from one week to the next. Will we be in europe . Will we be outside of it . I think that is corrosive. Its undermining peoples confidence in the economy, and i think these figures reflect that. Business investment is essential to improving the amount each worker can produce so employers can afford inflation beating pay rises, but that also dropped. I think its a bit about a global slowdown, and we can see that in the weak manufacturing numbers, the weak export numbers. But there are some Political Uncertainty factors here as well, so Business Investment falling, exports falling, particularly to the eu, and that weakness in the Service Sector as well, all adds up to a sense that Political Uncertainty is weighing on the economy. The Services Sector that makes up most of the economyjust about grew, by 0. 1 . Because the figures hark back tojune, we dont yet know whats been happening to the economy since then. The hope is the Second Quarter will be the only time the economy shrinks this year. The fear is it wont be. Andy verity, bbc news. Joining me now is dr garry young, who is director of macroeconomic modelling and forecasting at the National Institute of economic and social research. The chancellor is saying this contraction was expected. Was that your understanding . contraction was expected. Was that your understanding . I think you was saying was unexpected, but we did see it in the most recent data that there was a good chance that the output would fall this quarter. The office for National Statistics released some numbers a few months ago which gave us a good idea that output would contract this quarter. What would you expect, then, for the rest of the year, if you could look that far into the future for us . In the Third Quarter we would expect very slow growth of about 0. 2 . So we dont think there is going to be a recession, but the economy are so choppy and volatile at the moment, there could easily be one, so i think there is a chance of about one in three that we will be in a recession, that we are already in a recession, that we are already in a recession at the moment. And we would need to see a contraction in the next quarter for that to be technically true . Thats correct. A technically true . Thats correct. A technical recession is defined as two quarters of a fall in output, and we have had one already, and with so little momentum in the economy, there is a good chance we will have another one in the Third Quarter as well. Looking beyond that, it depends on what happens about brexit. If there is a deal or some sort of extension of article 50, then we would expect growth to continue at a relatively slow but positive rate. If there is no deal, i think the economy could be a lot weaker, and there are risks that it could be a more severe downturn than we have seen already. Tell us what impact the various investments that the government has announced since borisjohnson the government has announced since Boris Johnson became prime the government has announced since borisjohnson became Prime Minister could have on correcting this contraction, though. They will help a bit, so they will add to demand in the economy, but it is important that the spending goes into the right places, so if there is a no deal brexit for example, that might impact on some sectors or regions more than others, and it would be important to really for the government put some money into those sectors. But on the other hand, we have been through almost ten years now of austerities, we have had cuts ina lot now of austerities, we have had cuts in a lot of areas, and there are some real shortages in public spending that also need to be addressed, for example in social care, police, so there are all these underlying issues that need to be addressed as well as brexit. Which at those particular sectors that might be most vulnerable to no deal that could do with a bit of help . Manufacturing could be one of them. We have seen manufacturing being week so far. Generally, the wea k being week so far. Generally, the Weak Exchange Rate would help that, but the manufacturing industry, as companies export to the European Union, ina companies export to the European Union, in a no deal brexit they will have to face tariffs in the European Union, and its likely that output will contract, so that could be one industry that could do with some help. Then the question would be how could you help it in a very positive way that is good for the future, so you might want to target parts of manufacturing which are looking to do lots of research and development, and looking to do new things. Some politicians, notably borisjohnson, have said that the certainty that the uk is going to leave the eu on the uk is going to leave the eu on the 31st of october whether there is a deal or not is better than uncertainty about whether we are going to go or not. Can you just speu going to go or not. Can you just spell out, why would a no deal brexit mean a weaker economy . The simple reason is that uk businesses would face tariffs in the European Union. It would also be the case that some services which we export a lot of might not be able to be exported at all as we leave the single market, so it would be very bad for that side of our trade. And i also think about this issue about certainty being better than uncertainty, i dont think there will be any certainty after a no deal brexit because you have still got to renegotiate the permanent relationship with the European Union and the long run, so the European Union as our biggest trading partner. We sell pretty much half of our exports of goods and services go to the European Union. You cant ignore it. You cant sort of get away from having to trade with them, and you have to put that ona with them, and you have to put that on a properfooting. So im not convinced at all that going for a no deal would be an improvement. In fa ct, deal would be an improvement. In fact, it is a bit like saying you are uncertain about whether you are going to be alive or dead in a few months, lets be certain about being dead. Thats not a good thing. If we cant have a Prime Minister who will do the decent thing and behave honourably, we have to go around him and say to the head of the civil service, you also have duties here that you must adhere to, and we might end up in a situation where her majesty the queen becomes involved in this. The reason this matters is because some mps, determined to try to stop a no deal brexit, could try to pass a vote of no confidence in Boris Johnsons government. If Boris Johnson lost that, under new government wasnt formed within a couple of weeks, then a general election would follow. If that happened, the date of the election would be in the hands of borisjohnson, and his advisers are said to believe he could choose to set a date in november, forcing a no deal brexit by default. If Boris Johnson cant hold the confidence of parliament, i am convinced there is nobody else who could and we will go for a general election, and it is up to the Prime Minister, borisjohnson, to set the date. How comfortable would you be being in the middle of an Election Campaign and allowing an election to happen without parliamentary oversight . Parliament has legislated twice, to send the letter to europe and legislated in uk law to confirm that, and so it is the clear legal requirement on the government to leave the European Union on the 31st of october, and if mr corbin wants to have a general election, while thatis to have a general election, while that is all going on, he will need to get a majority in the hazard, is to get a majority in the hazard, is to do so. If he gets a majority to do so then we will of fight election. But how long would you be prepared and content to trade on wto rules which would be necessary without a deal . We always trade on wto rules, we do at the moment because of course we are members of the wto, and all our non eu trade is done on that basis, and it works properly well. I would like a Free Trade Agreement with the eu as well, and i hope our government will soon offer one and the eu will come off its high horse and understand it needs to discuss things with the united kingdom, so it would be even better if we left with no new tariffs. But the eu would say that they spent quite a long time negotiating with the british government, and that is how we ended up with the withdrawal agreement. One of your colleagues, george freeman, transport minister, has said that it would be an absolute disaster, and politically for my party, we would be out of office for two decades, if we dont, if you dont very quickly get a deal with the eu. I dont agree with that. What is much clearerfrom i dont agree with that. What is much clearer from the European Election results is that both the labour and the conservative parties will be hammered mercilessly in any subsequent general election if we havent left the eu by the 31st of october. The two main party suffered the biggest collapse in the vote i have ever seen in that European Election, because they delayed the exit, and that isnt what the public wanted. We have just been speaking to dr gary young from the, and he says that without a deal, the economy will certainly weaken and we could even be in a recession already. And his view is very much that a deal would be better for the his view is very much that a deal would be betterfor the economy, that manufacturing will face a great many problems because of the tariffs we will face if we hadnt got a deal with the eu. I dont agree with that. We have had a very. He is an economist, and he say what a lot of economists are saying. I know quite a lot about business as well, and i have every right to express my view is you wanted to interview me. The Second Quarter in the uk was weak. We are not as weak yet as germany or italy, but it is disappointingly weak. What we need to do is get out on the 31st of october and have that brexit bonus budget that i and others have been talking about, and im very encouraged to see the Prime Minister and chancellor saying we need some tax cuts, we need to spend some more money. The squeeze on the uk economy has been far too tough on the last two or three quarters. I think we also need a little bit of monetary relaxation, which the americans are administering and the indians and the europeans are administering, and we are not. We need to have a progressive set of policies, and we can do that so much more successful if we are not found in by eu laws. What advice would you give in terms of the preparations that voters should make an event of a no deal brexit if we are likely to face food, water, medicine shortages, particularly when just in time items cant get into the country because they are stuck in the ports. This is just the most absurd scaremongering i have ever heard. Any continental supplier who wants to cancel the contract with us on the 1st of november if we have left the eu, and we have had reassurances from hmrc that they are not going to be imposing new restrictions at our borders which will get in the way of our food supply or our water supply or our medicines, and of course most sensible governments would do that. I dont understand the import scare stories, because we will control over the about the inputs arriving in the united kingdom, and the government has made it Crystal Clear it wants to extradite satisfactory arrangements. We import an awful lot of goods from non eu sources already with tariffs, and customs controls, and they come through our borders just fine. John redwood, mp, thank you very much. Thousands of pro democracy activists are staging a rally at hong kongs international airport, as part of three days of protests. The activists are wearing black shirts and sitting down in the arrivals hall. They have banners criticising the hong kong authorities and the territorys police force. The protests started earlier this year over a proposed extradition bill and have now extended to democratic reforms.
