Hello everyone this is afternoon live im martine croxall. The Prime Minister has pledged to spend 850 Million Pounds on nhs building projects, at 20 hospitals in england. The money over the next five years, will be used to upgrade outdated facilities and equipment. A further billion pounds is to be used to tackle a backlog in hospital improvements. Speaking on a visit to a hospital in lincolnshire, borisjohnson said his biggest task is to cut treatment waiting times. But labour has dismissed the extra money as not being enough, saying it wont fix years of cuts in the Health Service. Our Health Correspondent Dominic Hughes reports. Its another busy morning in the accident and Emergency Department at stockports stepping hill hospital. For years, they have struggled to cope as the number of patients seeking care has grown. But now the hospital has been given more than £30 million to build a much needed new trauma centre, which should ease some of the pressure in a e. When this was originally set up the expectation was for around 50,000 patient attendances a year. We are currently at almost twice that amount. We are approaching 100,000 patient attendances each year coming through the department. So this will be really good news for us in terms of coping with that capacity. In total, around £850 million has been promised to help with upgrades to outdated facilities and to pay for new equipment. Stepping hill in stockport is one of 20 hospitals across england that will benefit. The funding pledges part of what has been called a £1. 8 billion cash boost for the nhs. This is new money. I said ten days ago on the steps of downing street we would be upgrading 20 hospitals, 20 new hospital upgrades around the country, and this is it. We are starting in boston with 21 million going into the a e. There is no doubt this extra money is very welcome, but health think tanks say it is a drop in the ocean. With so many nhs facilities in a state of major disrepair, it will take £6 billion in total just to make up the backlog of work. But there are questions over how much of this money is actually new. This is a welcome addition of £1. 8 billion to the nhs that they can spend now that they werent able to spend before. But it is merely replacing and reversing cuts made previously to our nhs capital budget, so it is not changing the long term plans we had. Labour are accusing the government of spinning the announcement as new money, having previously raided hospital budgets to pay for day to day running costs. It looks like it is money the hospitals had already earned by cutting their costs. Ministers told them they had to cut back on their spending and if they did they would get new capital money. Then ministers blocked hospitals from spending that money. It looks like Boris Johnson has simply lifted that block on spending. A shortage of qualified staff remains a big challenge for the Health Service. Critics say New Buildings are fine but you need the doctors and nurses to work in them. The first thing i should say as a doctor who has worked in the nhs for nearly 45 years mostly in the front line, i know how important it is that they work in modern state of the art facilities with the latest equipment so facilities with the latest equipment so this is really welcome. This is funding that hospitals will benefit from and they could use this week that they could not use last week. But it is not new funding like the labour spokesperson said, it is money given to hospitals because they made savings elsewhere. They we re they made savings elsewhere. They were told they could not spend it 110w were told they could not spend it now they can. We know governments and politicians like to take credit for finding and politicians like to take credit forfinding new money and politicians like to take credit for finding new money when they have not necessarily, is that not what is happening here . As a doctor it is welcome news. Patients would agree with it but where is it coming from . This is funding that cannot be spent last week, £1. 8 million worth of funding and schemes that we wanted to progress with that cannot be used last week that today can be used. One 8p. It could be because of the way nhs funding works. This is new cash. It is not new cash, is it . It is not new money from the treasury. It has already been given to hospitals, they were told they can haveit hospitals, they were told they can have it because they have save money elsewhere, they were given it then told they could not spend it because if they spend it it will look like the nhs is spending more than we want. Is this not the case . It is cash that can be used to deliver real benefits to patients and front line staff. Real benefits to patients and frontline staff. I understand that. We really want to understand where this money has come from and we want to understand why it cannot be spent last week even though it was being held for these capital purposes . Why couldnt it be spent on the purposes for which it can now be spent . The government decides how it is spent. This is £1. 8 billion. We are not going to get the answer are we . Why not . Because of the way that funding works across government because it has been released. How is it that it was available for Capital Spending at one point then they were told they could not spend it last week, this week they can. You say it is down to how nhs budgets are worked. There is a recognition that having gone through a period of relatively low spending in the nhs both in day to day spending but on Capital Spending for boards, beds and outpatients, the government has recognised that we need to invest in the nhs. We needed to invest last week, last month, last year. That is why it is a welcome today. Anyone who is not properly paying attention to this will think he has only been in post a week and look what he has done already. He has conjured money out of somewhere and it is not true. Already. It was very cramped and not good conditions for patients and staff, that will be transformed into a better environment for staff and patients. Boris johnson wants to cut treatment waiting times, how will having sparkling new equipment and facilities cut to treatment waiting times if you havent got any more clinicians, practitioners, to actually treat the people and use the equipment . Both are really important. And we havent got funding for that. We have got funding for that. We have got funding that the previous Prime Minister announced a year ago, she increased the spending the nhs was getting day to day, not the cap on investment. A lot of that will be going to staff so we are increasing the number of staff, paramedics, physiotherapy is in primary care to assist gps so there will be greater access to primary care. How do you do that if we had not got enough for yea rs do that if we had not got enough for years and it takes years to train nurses, doctors, paramedics and midwifes . We are currently expanding the number of medical students by 2596 the number of medical students by 25 and we have indicated that we need to keep that under review. That is six years until they come out. Absolutely, we have increased training for nurses. But you are right, it is notjust expenditure for equipment, it is investment in staff because they are the greatest asset. This is an important first step so there is more to be done but i welcome the announcement because it is1. 8 i welcome the announcement because it is 1. 8 billion of spending that will create real benefit for patients and front line staff. In an ideal world, how much money would you like for the nhs to give you all the staff, are the buildings, all the staff, are the buildings, all the equipment, all the drugs, that you need . The nhs is one of the most Efficient Health systems in the world and Many International think ta nks world and Many International think tanks have recognised that but there is always more we can do and as a doctor i am always going to say i can do more with more. This is an important first step. We had an investment last year in terms of day to day funding for the Health Service, now this is an important first step in upgrading our facilities and equipment so our wonderful staff can deliver world class wonderful staff can deliver world class care to our patients. Thank you very much. Emergency work continues to try to prevent a damaged dam in derbyshire from collapsing with the authorities saying they need at least another two days to pump out enough water. Labour Leaderjeremy Corbyn praised the Emergency Response during a visit to Whaley Bridge but called for an inquiry into the future of the dam. Charlotte gallagher has the latest. Day five of the operation to save a dam and a town. You can see the water level is reducing here but Emergency Services say there is still a threat, and people forced to leave their homes wont be allowed back until it is safe. Later today, i think it will get to a sufficient depth where an engineer can have a really good look at the Structural Integrity of the dam below eight metres, we need to know the remaining dam that is left, is that safe to keep the water in . So they want to go and have a look at that. Once we are happy that that has real Structural Integrity and can keep the remaining water in, then thats the point where we can start to say to people that they can come home. The pumps behind me are working 24 hours a day to drain the reservoir, and crucially, drop the water level even further. There has been a huge amount of disruption for residents, but many of them are doing all they can to help the operation and save the dam. On friday, this field looked like this. Now, its one of the main locations of the operation. Contractors even built a road so heavy machinery could get to the reservoir, a bit of a shock for some of the people who owned the field. All of the different teams, i dont know who they all are, were working together to build the road to transform the field into an emergency pumping station, so they were taking our walls and fences out, and heading down, taking trees out on the side of the reservoirjust to get access to put a platform to put in these superpowerful pumps. Jeremy corbyn is visiting Whaley Bridge today. You can see him here, viewing the broken dam. Obviously the water level is going to go down. That is happening. And hopefully people will be able to return to their homes. Of course, there has to be long term repair to the dam and the safety of it in the future. It will be a while before Whaley Bridge returns to normal, but there is confidence here from both the residents and Emergency Services that this huge operation is working. Charlotte gallagher, bbc news. Our correspondent keith doyle is in Whaley Bridge. How are things progressing . Good afternoon from what was a rural idyllic spot a week ago. Now it is the centre of a huge engineering operation. You can see these pumps behind me, there are ten high density pumps working 20 47. You can probably exceed the emergency crews revealing co nsta ntly. Emergency crews revealing constantly. Refuelling them co nsta ntly. Constantly. Refuelling them constantly. They are taking a huge amount of water a minute. You can see in the distance, right at the water line, you can see how the water line, you can see how the water has dropped. It has dropped five metres already, they need to make it drop another three metres before they can carry out a proper inspection of the dam wall. You can see a dark line so the water is evaporating and drying out quickly, thatis evaporating and drying out quickly, that is how quickly the water is being pumped out of the reservoir. Locals are very supportive of what is going on and quite impressed by the Emergency Services and the way they are carrying out the work. This is what one woman told us a little earlier. We thought it would take weeks because the volume of water is so weeks because the volume of water is so immense and the fire ones are relatively inefficient compared to the other ones which were hugely efficient, the amount of water a day shift is astonishing. We are thinking where is the water going because all of the communities further downstream are already flooded. We were wondering where the water went but the priority is the dam because if the dam had broken, the houses in whaley and the whole community would have been washed away. How reassured residents now . There has been a meeting where residents asked many questions. The sense here is the water lover has dropped water level has dropped. A need to drop a steamer metres before they can get a proper structural examination it needs to dropa structural examination it needs to drop a few metres. The sense of that impending disaster seems to have gone and that is the feeling we are getting. They are not being complacent and sane people can go back into their homes, and people are obviously very worried. They are worried about their lives continuing on because it has been five days since these people have been out of their homes. We understand 22 people in16 their homes. We understand 22 people in 16 properties remain there. The police have been quite critical, saying they are putting themselves and the Emergency Services at risk by not leaving their properties in the exclusion zone. We are not sure when people can go back. We are told possibly today the water levels will drop below that crucial mark and engineers will be able to take a look at it. Whether it is today or tomorrow, were sure but at that stage, the engineers will be able to assess whether it is safe for people to go back into their homes. People have been very supportive, there are signs up praising the Emergency Services, they have been giving them food, sandwiches, tea, theres not a sense of anger against the services. They are happy the way things have been carried out in the main part. There is one sign up. We saw a helicopter dropping huge bags of ballast and i saw a sign, saying thank you. Thank you very much. A six year old boy is in a critical but stable condition, after reportedly being thrown from the 10th floor of the tate modern gallery in london. A 17 year old boy, arrested on suspicion of attempted murder, remains in custody. Heresjon donnison. Ten floors up and the terrifying five storey drop to the roof below. The tate modern viewing platform has security railings well above adult waist height. Police believe the six year old boy may have been deliberately thrown over them. A bbcjournalist was visiting the gallery with her own young son on what was a busy sunday afternoon, and was on the platform when she says she became aware of some sort of disturbance. My first instinct was, oh my god, something is going on, and ijust felt like i must take my child and try to move out. We rushed to the exit and then on my way to the lift i met a woman who was running and she was shouting, oh my son, my son. It is something which i heard clearly. And she was crying desperately, you know. Ifelt like maybe i should help her, but i had my child and ifelt scared, i should take him out of there. After treating him at the scene, paramedics stretchered the badly injured boy out of the gallery under this blue tarpaulin. He was then airlifted to hospital. Police say he is in a critical but stable condition, and that his situation is no longer life threatening. Given the distance this young boy fell, its a miracle really that he still alive. The viewing gallery up there on the tenth remains closed today, while police try to establish exactly what happened. In a statement, the gallery said the tate is working closely with the police to help with their investigations, and that all our thoughts are with the child and his family. Police are continuing to question a 17 year old boy on suspicion of attempted murder. They say they have no reason to believe he knew the victim. Jon donnison, bbc news, at the tate modern. I think the first reaction of many people who have been down here today, including mine, as it is remarkable at this young boy is still alive. That drop has got to be around 30 metres. There will be questions about safety but the truth is, up there there are railings and barriers well above waist height so it is just not somewhere where you are going to fall from accidentally. At the moment the police had arrested this 17 year old boy on suspicion of attempted murder and they will be trying to speak to people who are up there yesterday. Of course, it was a busy sunday afternoon to find out what happened in the run up to this event where the boy fell off 30 metres down onto the roof. Thank you very much. President trump has said hate has no place in the us, after the two Mass Shootings in texas and ohio over the weekend in which a total of 29 people died. But critics say he is partly to blame for them because of his anti immigration rhetoric and opposition to gun control laws. The man arrested for the texas shooting is reported to have published an online manifesto citing hispanic immigration as his motivation for carrying it out. The president linked the killings to gunmen who were seriously mentally ill, although investigators have made no comment about the mental state of the perpetrators. Lets go over to washington now and speak to our correspodnent gary odonoghue. The other one was just 13 hours later in ohio where nine people died. 29 deaths in the space of 13 hours. The fbi are looking at bringing federal charges against the man who was arrested, patrick crusius. We know he published that on my manifesto and has been linked to hate speech online manifesto. He had his speech against hispanics, el paso is right by the mexican border. In an hours time the president is expected to make some comments about potential gun control legislation. He has talked any social media feeds about the idea of universal background checks which is something democrats have been pushing for a lot recently. He has tied it to the idea of immigration reform, trying to do a deal of the back of these two tragedies. We will see what he has to say in about an hours time. The calls for gun control continue, dont they . The president has said that something good, if not great, needs to come out of these tragedies. What does he mean . think he is referring to some kind of bipartisan cooperation agreement, if you like. But i think it is worth bearing in mind after the parkland shootings at the high school in florida in february last year, 17 people died there, the president said the same thing about wanting universal background checks, wanting to get that done and he met with the National Rifle association, the gun lobby here in the United States and a couple of days later, that was suddenly off the table. We will see what he has to say this time around. It is worth bearing in mind there has been a bill that has been through the bottom and has representatives in the lower house of congress, the Republican Controlled Senate has not picked that up. We are also waiting to hear whether or not these federal charges will be brought because what we are looking at here is questions of White Nationalist domestic terrorism and people want to know whether the president is going to call it out for what it is and many say he is simply not prepared to do that because he feels that will alienate the people that support him. What are the factors that push people towards the sorts of atrocities, if it appears there is some kind of hate crime behind them . It is the ideology of hate which is politicising the form of. We have different political ideologies, some describe the struggle as class, others as national, others yet to find the struggle as race and here we have a political issue in one of them which immigration. It is an issue that has been distilled into an extreme threat, an existential threat and the ideologues that peddled this ideology convince their followers that if you do not take action and do something about it, the group they are referring to, nationalist in this case, White Supremacy,. It nationalist in this case, White Supremacy,. It is nationalist in this case, White Supremacy,. It is an accidental threat. How influential is the political rhetoric that gets used . It is political rhetoric that inspires them. The degree to which the political rhetoric, the extremist political rhetoric and the mainstream political rhetoric, is connected is of course very much open to debate. Normality is something that is a critical issue here, not just something that is a critical issue here, notjust in political rhetoric but one of the major objectives of these actions is not simply to kill people but to produce a shock which will highlight their collars, which will highlight their collars, which will spread to fear, which will increase the grievance to oppression. What needs to be understood is that if these shootings become a normal date, we have about 2050 in the us, if nothing is done and this becomes an almost normal situation than those extremists from whatever background, whether they are right wing, left wing, racist, nationalist, they will need to do much more. They will need to shock more by killing more people in much more horrific ways to get attention. Surely you have to be predisposed to acting in this way and have access to the weapons to carry it out . You and i hear at the same political rhetoric, dont we . We read the same tweets on social media and postings on other websites. How much is it about your estate of mind . Websites. How much is it about your estate of mind . Those are two separate questions, of predisposition. Yes, to some degree you have to be predisposed, not necessarily psychologically. We have had nations radicalised, you have seen had nations radicalised, you have seen what happened in the second world war, we have seen what happened after the bolshevik revolution. Over 30 Million People we re revolution. Over 30 Million People were killed in some horrific way. Most people can understate in circumstances be radicalised. It is difficult for us to think of these things but history tells us otherwise. To dismiss most of these people as lunatics is oversimplified and research has proven that. Some of them do have a Mental Illness but many of them are relatively ordinary people so predisposition is, i think, an area of debate. In terms of access to weapons that is probably the single most important factor. By reducing access to weapons you can certainly reduce the incidence. You cannot totally eliminate it. The other thing we must remember is automatic weapons do tend to reduce Mass Shootings produce Mass Shootings but it was the right wing extremists who provided information on the internet from which the islamist extremists we re from which the islamist extremists were able to concoct bombs and other ways of causing mass casualties. This is not going to end with automatic weapons but taking automatic weapons but taking automatic weapons but taking automatic weapons and ordinary weapons of the Shopping List is going to make a difference. Finally, here is another simplistic question toa here is another simplistic question to a complicated set of solutions. How can the United States government get on top of this situation and prevent those groups taking ever more extreme action to grab attention . Complex but two simple things which may come out of this. One is politically, we must make political debate such that a laminate violence. Eliminates violence. You can have opposing views but never allow people to justify violence. The second thing is taking weapons of the street, especially automatic weapons. The clearest of the conditions are central and eastern parts of the country, where we will see temperatures dropping down to about nine or 10 degrees. In the west, a mile that have started to tomorrow. It is here where we start the rush hour with some showers. They will develop more widely through the day. It more of a breeze developing tomorrow. If you do see some showers, they will rattle through quite quickly. Many places could avoid them for the bulk of the day, staying dry. Scotland and Northern Ireland, where the showers form, some torrential and thundery, they will become slow moving. It is here again, the risk of flash flooding. It is the same risk on wednesday. Speaking on a visit to a hospital in lincolnshire, borisjohnson said his biggest task is to cut treatment waiting times. But labour says it wont be enough to fix years of cuts in the Health Service and there are questions both from labour and some health think tanks aboutjust how new the money is. Our Health Correspondent Dominic Hughes reports. Its another busy morning in the accident and Emergency Department at stockports stepping hill hospital. For years, they have struggled to cope as the number of patients seeking care has grown. But now the hospital has been given more than £30 million to build a much needed new trauma centre, which should ease some of the pressure in a e. When this was originally set up the expectation was for around 50,000 patient attendances a year. We are currently at almost twice that amount. We are approaching 100,000 patient attendances each year coming through the department. So this will be really good news for us in terms of coping with that capacity. In total, around £850 million has been promised to help with upgrades to outdated facilities and to pay for new equipment. Stepping hill in stockport is one of 20 hospitals across england that will benefit. The funding pledges part of what has been called a £1. 8 billion cash boost for the nhs. This is new money. I said ten days ago on the steps of downing street we would be upgrading 20 hospitals, 20 new hospital upgrades around the country, and this is it. We are starting in boston with 21 million going into the a e. There is no doubt this extra money is very welcome, but health think tanks say it is a drop in the ocean. With so many nhs facilities in a state of major disrepair, it will take £6 billion in total just to make up the backlog of work. But there are questions over how much of this money is actually new. But it is merely replacing and reversing cuts made previously to our nhs capital budget, so it is not changing the long term plans we had. Then towards the end talked about his wish that the Death Penalty is used quickly to people who commit mass murder and then finally, appeal to the democrats to work ina finally, appeal to the democrats to work in a bipartisan manner to address these crimes that we see committed in america all too often. Emergency work continues to try to prevent a damaged dam in derbyshire from collapsing with the authorities saying they need at least another two days to pump out enough water. Labour Leaderjeremy Corbyn praised the Emergency Response during a visit to Whaley Bridge but called for an inquiry into the future of the dam. Charlotte gallagher has the latest. Day five of the operation to save a dam and a town. You can see the water level is reducing here but Emergency Services say there is still a threat, and people forced to leave their homes wont be allowed back until it is safe. Later today, i think it will get to a sufficient depth where an engineer can have a really good look at the Structural Integrity of the dam below eight metres, so what we really want to know is, the remaining dam that is left, is that safe to keep the water in . So they want to go and have a look at that. Once we are happy that that has real Structural Integrity and can keep the remaining water in, then thats the point where we can start to say to people that they can come home. The pumps behind me are working 24 hours a day to drain the reservoir, and crucially, drop the water level even further. There has been a huge amount of disruption for residents, but many of them are doing all they can to help the operation and save the dam. On friday, this field looked like this. Now, its one of the main locations of the operation. Contractors even built a road so heavy machinery could get to the reservoir, a bit of a shock for some of the people who owned the field. All of the different teams, i dont know who they all are, were working together to build the road to transform the field into an emergency pumping station, so they were taking our walls and fences out, and heading down, taking trees out on the side of the reservoirjust to get access to put a platform to put in these superpowerful pumps. We rushed to the exit and then on my way to the lift i met a woman who was running and she was shouting, oh my son, my son. It is something which i heard clearly. And she was crying desperately, you know. Ifelt like maybe i should help her, but i had my child and ifelt scared, i should take him out of there. After treating him at the scene, paramedics stretchered the badly injured boy out of the gallery under this blue tarpaulin. He was then airlifted to hospital. Police say he is in a critical but stable condition, and that his situation is no longer life threatening. Given the distance this young boy fell, its a miracle really that he still alive. The viewing gallery up there on the tenth remains closed today, while police try to establish exactly what happened. In a statement, the gallery said the tate is working closely with the police to help with their investigations, and that all our thoughts are with the child and his family. And we know from before, the way he has talked about immigrants invading the country, coming across the border near where i country, coming across the border nearwhere i am, country, coming across the border near where i am, cross the border from mexico, alan invasion. As an invasion. I think people will dissect his words, look at what is on offer in terms of legislative changes. The thing i will say is that these legislative plans, after every one of the shootings for the past ten, 20 years, they run into the sand, they really end up running into the sand pretty much without fail. Some changes are made, a couple of changes were made after parklands shooting in florida last year. But nothing really major. And there was an assault weapons ban, if you remember, that was time limited, there was a sunset clause on that. Thats never been brought back. And two assault rifles used in these attacks, both in texas and up in ohio as well. So, people expected those warm words from the president , those warm words from the president , those words of condolence, those words of condemnation, if you like, for race hatred and white nationalism, white supremacism. This quarter we are in at the moment is probably going to see an increase in activity, largely because people are preparing for a no deal brexit. That generally stimulate the economy. What becomes interesting is what kind of recession. Every recession is different, different people are affected. The general feeling is different, different people are affected. The generalfeeling is is different, different people are affected. The general feeling is the rich get richer and the poor get poorer. Im afraid that seems to be the way it has been. It might become different this time. This is possibly one of the most predictable. We havent had a recession yet, but if we do, it is one of the most predicted ones ever, people expect one over the next year or so. People expect one over the next year or so. But your research has been looking at why it might be different from recession is we have had before . Well, what we have done, to think about what the next one might be like, is look at the last few. The devaluation of the currency meant it wa5 devaluation of the currency meant it was a big, real pay squeeze that affected households most. It was evenly distributed, so both rich and poor households felt the burden of it. What we dont know is whether next time round it will be like the 805 or 905 are likely to thousands. We can look at what the previous recessions did to different types of households, but it doesnt necessarily mean next time will be the same as last time. Features of the same as last time. Features of the last recession in 2008, Interest Rates came down very sharply and that didnt happen in the 90s or 80s. To put it bluntly, they borrowed money cheaply and put it on the stock market and made a killing. So assets increased in value enormously . Yes, but the other thing that happened in 2008 was a bigoted value in sterling, which meant that real pay fell, it meant that employers let pay for, rather than causing big rises in unemployment, which is why the pain was quite evenly shared and everybody felt a pay squeeze, rather than a few people becoming unemployed. If we have a post brexit people becoming unemployed. If we have a post brexit recession, we might expect a sterling devaluation, so we might expect a sterling devaluation, so we might expect that again. We are arguing that lower income households are in a much worse place to weather that storm than they were ten years ago. Wouldnt you say lower income households are much more flexible in getting jobs, the gig economy, although many despise it, it provides short term, immediate work at a time when an economy may be under real pressure . I think lex ability in the Labour Market can help to spread the pain, to stop a big rises a recession. There was certainly some of that in what we saw in 2008. At our big concern in terms of lower income households this time around is that over ten years of weak Income Growth they have not rebuilt their savings at all. Household spending has not gone up and people are continuing to spend more on essentials. If you like, we havent spent the last ten years recovering from the last recession sufficiently to be in a good place to face the next one. Lower income households will face a ten year squeeze and are in a worse position than they were in 2007 to face another recession. Thank you very much indeed. The money over the next five years, will be used to upgrade outdated facilities and equipment. A further billion pounds is to be used, to tackle a backlog in hospital improvements. Speaking on a visit to a hospital in lincolnshire, borisjohnson said he his biggest task is to cut treatment waiting times. But labour says it wont be enough to fix years of cuts in the Health Service and there are questions aboutjust how new the funding really is. Our Health Correspondent Dominic Hughes reports. Its another busy morning in the accident and Emergency Department at stockports stepping hill hospital. For years, they have struggled to cope as the number of patients seeking care has grown. But now the hospital has been given more than £30 million to build a much needed new trauma centre, which should ease some of the pressure in a e. When this was originally set up the expectation was for around 50,000 patient attendances a year. We are currently at almost twice that amount. We are approaching 100,000 patient attendances each year coming through the department. So this will be really good news for us in terms of coping with that capacity. In total, around £850 million has been promised to help with upgrades to outdated facilities and to pay for new equipment. Stepping hill in stockport is one of 20 hospitals across england that will benefit. The funding pledges part of what has been called a £1. 8 billion cash boost for the nhs. This is new money. I said ten days ago on the steps of downing street we would be upgrading 20 hospitals, 20 new hospital upgrades around the country, and this is it. We are starting in boston with 21 million going into the a e. There is no doubt this extra money is very welcome, but health think tanks say it is a drop in the ocean. With so many nhs facilities in a state of major disrepair, it will take £6 billion in total just to make up the backlog of work. But there are questions over how much of this money is actually new. This is a welcome addition of £1. 8 billion to the nhs that they can spend now that they werent able to spend before. But it is merely replacing and reversing cuts made previously to our nhs capital budget, so it is not changing the long term plans we had. Labour are accusing the government of spinning the announcement as new money, having previously raided hospital budgets to pay for day to day running costs. It looks like it is money the hospitals had already earned by cutting their costs. Ministers told them they had to cut back on their spending and if they did they would get new capital money. Then ministers blocked hospitals from spending that money. It looks like Boris Johnson has simply lifted that block on spending. A shortage of qualified staff remains a big challenge for the Health Service. Critics say New Buildings are fine but you need the doctors and nurses to work in them. Thank you for coming in, and much of the backlog are we looking at that across england hospitals are trying to cope with in terms of the facilities that need addressing . Hospital Community Ambulance and Mental Health trust, there is a £6 billion backlog of which 3 billion is safety critical and i can explain a bit more what that means. That is before you take in account of what is needed to effectively upgrade the hospital but also invest in, for example, new equipment. The safety critical bit, effectively trust are asked to provide an annual return of what they backlog is and they will record on that. There are asked to record on that. There are asked to record what they think is safety critical. I have too many trust executives telling us they are nervous about fire risk. One hospital i visited recently had to crash close its intensive treatment unit because it was unable to get the capital to repair a leaking roof and what it was coursing down the walls with lots of very important electrical High Technology kit. We have got Mental Health trusts which are trying to treat seriously ill Mental Health patients in wards that we re Mental Health patients in wards that were built in the 40s, the 1840s, not the 1940s. There is a real sense of over the last nine years of austerity we scrimped and saved, made due and amend that we have reached the point where we have got to update our crumbling estate. The 1. 8 billion is a welcome announcement, it will help but it can only be the first damp earth down payment. The first approach to be built our nhs. Some of this money was already being held by hospitals but they just werent allowed to spend it. There has been an interesting debate about whether this is new money or not. I could bore you for britain on the details of treasury accounting rules but in the words of our in house expert at our organisation, if the nhs Capital Spending limit is increased it is extra and new money. The nhs expenditure limit for this year has been increased so it is new money but the wait they think tanks have been describing this is also correct and that some of the funding will come out of provide a cash balances. In a sense both are right but we think it is a little bit unfair and disingenuous to not say this is extra new money because in our definition, it is extra new money. Thank you for clarifying that, it has been difficult to get to the bottom of it. It is welcome. Great to have new facilities and modern facilities, but what about the nurses and petitioners we hospital to treat us . All of us in the nhs would say it is a challenging period for the service. After nine years of austerity we are struggling in certain areas. We have hundred thousand staff vacancies which is a very large number, it is almost 10 of the workforce. We do need to address those issues and the announcement today, whilst it is welcome, absolutely needs to look at not only how we are going to rebuild our estate, not how we invest in the diagnostic equipment we need to improve cancer outcomes but how are we going to address those workforce issues. In a sense, a good first step and i do not think we should be mealy mouthed. I think if the government does the right thing, we are one of the biggest critics of some of the things the government has done but today i think we should acknowledge this is a good first step. Emergency work continues to try to prevent a damaged dam in derbyshire from collapsing with the authorities saying they need at least another two days to pump out enough water. Labour Leaderjeremy Corbyn praised the Emergency Response during a visit to Whaley Bridge but called for an inquiry into the future of the dam. Charlotte gallagher has the latest. Day five of the operation to save a dam and a town. You can see the water level is reducing here but Emergency Services say there is still a threat, and people forced to leave their homes wont be allowed back until it is safe. Later today, i think it will get to a sufficient depth where an engineer can have a really good look at the Structural Integrity of the dam below eight metres, we need to know the remaining dam that is left, is that safe to keep the water in . So they want to go and have a look at that. Once we are happy that that has real Structural Integrity and can keep the remaining water in, then thats the point where we can start to say to people that they can come home. The pumps behind me are working 24 hours a day to drain the reservoir, and crucially, drop the water level even further. There has been a huge amount of disruption for residents, but many of them are doing all they can to help the operation and save the dam. On friday, this field looked like this. Now, its one of the main locations of the operation. Contractors even built a road so heavy machinery could get to the reservoir, a bit of a shock for some of the people who owned the field. All of the different teams, i dont know who they all are, were working together to build the road to transform the field into an emergency pumping station, so they were taking our walls and fences out, and heading down, taking trees out on the side of the reservoirjust to get access to put a platform to put in these superpowerful pumps. Jeremy corbyn is visiting Whaley Bridge today. You can see him here, viewing the broken dam. Obviously the water level is going to go down. That is happening. And hopefully people will be able to return to their homes. Of course, there has to be long term repair to the dam and the safety of it in the future. It will be a while before Whaley Bridge returns to normal, but there is confidence here from both the residents and Emergency Services that this huge operation is working. As you heard, this was a quiet rural fields are just a week ago and now it is the centre of this huge engineering operation. Behind me we saw a number of pumps, ten engineering operation. In the reservoir there is another 12 pumps pumping just twice as much. If the camera can move around, you can see how the water level is dropping. Every hour it drops by approximately 0. 1 metres. Iwanted every hour it drops by approximately 0. 1 metres. I wanted to get it down by eight metres. It is now down by five. 9 metres. That is another 24 hour is to go before the water gets down below that ate metre mark. Once it gets to there, that is the stage they can get inspectors and Structural Engineers and to have a look. At that stage, and only at that stage will be be able to say whether it is safe. The many hundreds of people, one and half thousand people, who have been evacuated want to know when they can get back into their homes. The authorities are saying they will not be able to tell them until that vital inspection is carried out and hopefully that is at some stage early tomorrow but people are being very stoic around here. This field is owned by local people and they are saying they have been very willing for the authorities to come in and do what they had to do but they are saying the destruction is nothing compared to the disruption and inconvenience to the hundreds of people in the village below. They will be desperately wanting to get back into their homes but the Emergency Services have been treated really well here. People have been given cups of tea and sandwiches, i have seen signs up thanking the Emergency Services. One in reference to the tunic helicopters dropping tonnes and tonnes of ballasts on the dam over the weekend, there was a sign on the street saying, thank you to the Emergency Services, keep your tunic up. Chinnok up. To discuss this further we are joined by dirk luger a geotechnical expert at deltares a Dutch Research institute for water and soil. What is your assessment of the approach they have been taking with this dam in derbyshire . The actions they have been taking as far as i have seen, are precisely what they should do. Indeed lowering the water level, making sure the spillway is not being used any more because that is clearly the stretch that had been clearing. It is precisely what has to be done and i think lowering the water level, making sure by inspection what is really happening, what the status of the dam is and i think this is the correct approach and provides sufficient information and provides sufficient information and safety for the People Living downstream. How often should a structure like this be tested given the amount of stress it is under . That is very hard to tell because it depends on the details of the construction itself. You have to make a distinction between the main dam itself which has been there for a very long time and the spillway because they have different functions. The spillway is for the water flow and has a different characteristic. The way you would expect to be different and may be the frequency. It depends on the kind of details of the structure that are in place. How similar is the situation in the netherlands with the dams you have there . Well, you have to look at two different aspects. On one hand, it is the kind of construction we have, contrary to many other countries, the netherlands are quite flat of the dams are really dikes that provide protection against flooding and not providing water as a reservoir. The higher dams are an exception, not a rule. That is the construction part. The other part is, how are we inspecting and maintaining the dams . There is a historic system in place in the netherlands with water boards, we are the oldest bodies of regulating this part of the safety all over the country. That is a bit different. It has been long standing to do that in the netherlands and that works quite well with inspections and laws that impose certain safety levels which are indeed being enforced and maintained. How much has technology improved to enable you to monitor the safety and the strength of these structures . The safety and the strength of these structures . Well, quite a bit of developments have been going on over the recent years. To see that applicable to the dikes in the netherlands as well as dams worldwide, what has been done now at the dam you are speaking about, monitoring displacement from remote stations is something that was not easily done in the past are not as accurately. Also in situations where dams are doing their normal service, you can follow the dam and settle m e nts you can follow the dam and settlements or displacements in the water log and that can be from ground stations or Remote Sensing satellites. Another technique is using infrared to check on the heat signature of the dam. It will be obvious if the dam itself would be leaking down the wet spots would be colder than other parts and for instance, in the spillway, if there is concrete place, if they are lying on the soil or there is a gap underneath them that would show up on infrared because the list line slab would warm up and cooldown easily so it would have a different temperature signature. And many other techniques that were not available at a time that the dam was built on the spillway was built. We appreciate you talking to us this afternoon, thank you. You are welcome, i am glad to do that. The Health Secretary matt hancock has warned rebel conservative mps that they cannot stop Boris Johnson taking britain out of the eu in a no deal brexit. Mr hancock who had previously argued that parliament would not allow no deal, said he has changed his analysis in the light of last months commons votes. Here he is speaking to Nick Robinson on radio 4s today programme. There were votes in parliamentjust before we rose for the summer that i thought would stop a no deal brexit and were actually defeated. There was a vote in particular in the middle of the leadership contest where parliament was asked if it wanted to stop a no deal brexit, i thought that would go through and in fact, the government won by 11. That has changed my mind because the parliamentary arithmetic did not play out as i anticipated. So your message to the people in your own party, including the former chancellor, bear in mind, who say they want to block a no deal brexit, they will be able to block a no deal brexit, is, well, iwould agree, it would be desirable but it simply cannot happen and will not happen. Well, my view has always been that we have got to deliver on the result of the referendum and i think that the best way to do that is with a deal and the government as a whole, of course, that is best done with a deal. But we need to deliver on the 31st of october. To further discuss the likelihood of a no deal brexit we are joined by Vernon Bogdanor professor of politics at the new college of the humanities. Thank you very much for coming in. A lot of opinions being expressed on social media about this but what are the facts . Can parliament stop a no deal brexit in time before october the 31st . In theory it can, in practice it is very, very difficult. There are two ways by which parliament can do this. The first would be if mps took over the agenda from the government, if they repealed the Standing Order given the government president s in house of commons business. That was done in april by Yvette Cooper and oliver letwi n in april by Yvette Cooper and Oliver Letwin required theresa may to get an extension to the brexit arrangements. The second way by which parliament might conceivably stop a no deal brexit would be to vote no confidence in the government and then you would either have another government or you would have another government or you would have a general election. Lets deal with the first bet if we can. Those options that require legislation, how much time is there between now and octoberfor them how much time is there between now and october for them to how much time is there between now and octoberfor them to do how much time is there between now and october for them to do that, given the fact we have the summer recess . Given the fact we have the summer recess . You would require legislation, a simple motion or expression of parliament which has no legal effect whatsoever. There is not much time. Parliament comes back on september the 3rd, less than two months before were due to leave the European Union on october 31. There is not much time and you need to get legislation through the brexit date of the 31st of october is the default position. That means if there is no legislation, whatever Parliament Says we read on the 31st. If there was no confidence vote on the government and could be an alternative government put in place, how likely are they be any better off than the current government giving the arithmetic is, they say . Youve got 14 days to choose another government. The obvious course if the Prime Minister resigns after defeating a no confidence vote would be for the queen to carljeremy corbyn, the reach of the opposition who is the only person can move such a vote. The leader. Jeremy corbyn would not get a majority in parliament so i think it would be the liberal democrats underjo swinsons leadership. The alternative would be a government formed specifically for the purpose of preventing a no deal brexit under someone of preventing a no deal brexit under someone such as Yvette Cooper who i mentioned earlier. That is unlikely perhaps but it is possible. Imagine a general election but that might not take place even if it was called before the 31st of october. The general election could be after that and then there is a question of what to do about the so called caretaker convention. The caretaker conventions says you cannot have any new policy measures or at legislation during that period in which an election is called. The remainers, i suppose, which an election is called. The remainers, isuppose, might which an election is called. The remainers, i suppose, might say, well, look, parliament has already decided by an expression or well that it decided by an expression or well thatitis decided by an expression or well that it is not want a no deal brexit. But the government would save this bill is on the statute book and that is the status quo. There is no real answer to this problem. Would you like to hazard a guess as to what the outcome would be . The default position is a no deal brexit. It would take a great deal to alter that. The default position is a belief on the 31st of october and if there is no deal agreed which looks very, very difficult to negotiate a new deal in that shot period of time then we leave without a deal. Her mum is trying to raise more than £2000 to buy one for her. The family say all macy wants now is to be able to walk. At the nhs trust has taken away this opportunity, they say, despite the support of doctors. Why do her family think that this frame is so important . Macy has to have daily physiotherapy to build the strength in her legs to enable her to stand and walk. The family say time is running out, with every passing month, and the chances of her being able to walk are slipping away further. Any progress she has made during term time we have already lost, i believe. She put on weight because she is not exercising every day. Her balance becomes more precarious, she is not sleeping well at night because she is not getting at night because she is not getting a physical exercise and stimulation. Will help as she had . She has had some help. She received a local Education Service funded walking frame last september. A policy dictates she is only allowed to use it in school, Staff Shortages means she spends half the time in it she should do. That is why samantha has turned to new life, a charity for disabled children that is helping the local community to raise more than £2000 to buy this of equipment. We are calling on nhs trusts on ccgs to consider their policies and consider whether writing children off like macy and five, six, seven, eight years of age, is really the right thing to do. It is not enabling children and not telling them they can be the best they can be. I dont know who decides that walking with a frame is less important than me walking without one. But i think the children like macy should have the opportunity. New life says that macy is just one of 47 children in the east midlands on their waiting list and its desperate need of specialist disability equipment, costing a total of almost £90,000. In a statement, well they say it is not appropriate for them to go into individual cases, but physiotherapists always assure that needs are fully addressed and funded, taking family wishes into account to enable optimum mobility. Just as an escalation to the trade situation. Whether its jumping above the 7 level, that really leaves everyone a little worried about how far china will let the currency go. There is a long way to go within that, and we dont know if they were let it go any further. It is the knee jerk reaction by the markets. That is what we have seen today. We get a knee jerk reaction, we see a big sell off in the dowjones. That translates into european markets and suddenly we are worried about these big market falls. And then it is blamed on donald trump and the us and china. A quick word on hsbc. This does have some connection to that, doesnt it . I know it is a uk bank, and it is to do with china and the uk, and it is not connected seemingly, but there is a connection . There are connections with the whole Global Banking sector and the chinese, the us chinese trade war. It is causing such enormous effects on global trade, and the Banking Sector is really affected by that. If you look at banking stocks around the world, they have all been under severe pressure. If you look at the likes of goldman sachs, jp morgan within the last reporting season, they spoke about the fact that there are bigger challenges ahead because of the ongoing escalation between the us and china and the uncertainty it creates. This is a similar story from hsbc. Saying there are challenging times ahead and we are making changes in the hierarchy to make sure we are for that. A quick look at the markets and it is all red. Dow is down 2. 25. The ftse down 2. 5 . And cable, do you know what that is . Such an obvious question, it is the way the currency are set out. Yes, pound on them dollar. Just that one exchange.
