Rain at edgbaston, can we get it . This might be the one day we dont get it. You often hear us talking about showers producing a lot of rain ina about showers producing a lot of rain in a short space of time. Look at this, this was last night in north yorkshire. In an hour they had 42 millimetres of rain, substantial amount of their august rainfall totals and its only the 5th of august. Yes, more showers in the forecast courtesy of low pressure at the moment. Slow moving, coming in off atla ntic the moment. Slow moving, coming in off atlantic and these frontal systems spiralling around the low like a catherine wheel producing further showers. The heaviest of the showers have been the far north of scotla nd showers have been the far north of scotland with rumbles of thunder. They are continuing but easing away. Showers to Central Scotland and running down the eastern half of england. But a window of fine weather behind. For the rest of the afternoon, it is not looking too bad across much of england and wales, it should be largely dry and fine and pleasa ntly should be largely dry and fine and pleasantly warm. Highs of 25 degrees. Some of the showers in scotla nd degrees. Some of the showers in scotland still with the odd rumble of thunder and slow moving as well. They will continue through the night into scotland and Northern Ireland and along with north west england as well. Long, clear spells elsewhere and a fresher night. More co mforta ble and a fresher night. More comfortable for getting some sleep. 11 comfortable for getting some sleep. Ii to 15 degrees. Tomorrow comfortable for getting some sleep. 11 to 15 degrees. Tomorrow morning, eastern areas should see sunshine but it is fulls gold and the low pressure slowly meandering in from the atlantic, driving in showers to start with a long west facing coasts, but as we go through the day with a brisk, south westerly breeze it will drive the showers further inland and again some of them heavy with the odd rumble of thunder mixed in as well. Particularly further north. In terms of the feel of things tomorrow, a bit disappointing for the time of year. 17 to 23 degrees, the overall high. More showers to come on wednesday and it looks as though the best of the drier weather perhaps central and southern areas, sharper showers in two Northern England and scotland. With a northerly breeze it will make it feel cool when you factor in the showers. We are looking at a maximum of 16 to 19 degrees. On thursday, we get this lovely ridge of High Pressure building, albeit briefly. Best day of the week before more wet and windy weather is set to return by the end of the week. Where has the summer gone . A reminder of our top story. Nhs hospitals in england are to get a cash boost of £150 million but critics say its not enough. Thats it, so goodbye from me. Now on bbc one, letsjoin our news treams where you are. Have a very good afternoon. Good afternoon im sarah mulkerrins, its 1. 30pm and heres your latest sports news. Only one place to start and thats at edgbaston where englands batsmen are struggling in their bid to save the first ashes test against australia. At lunch they were 85 for 4 chasing 398 to win. Our Sports Correspondentjoe wilson is there for us and joe, its been a torrid first session for england. It has. It is what we might be able to expect from the england batsman, what they expect from themselves is to make sure the australians get them out, they dont get themselves out. You could say that it is down toa out. You could say that it is down to a little bit of an predictive ability in the pitch, the playing surface, decent bowling, and good catching. Jason roy got himself out trying to play a big twenty20 types log and found himself being bowled out by the very experienced, very accurate nathan lyon. Thats the kind of shot jason accurate nathan lyon. Thats the kind of shotjason roy accurate nathan lyon. Thats the kind of shot jason roy is accurate nathan lyon. Thats the kind of shotjason roy is programmed to play as he adapts to being a test match player. Australia will feel enthused for the second session of the day. Not least they have the batsmen they are looking forward to getting out. Moeen ali seems to be out of form. James anderson. On one leg its got to be tough. Chuckles if they do lose this test to go 1 0 down in the series, where will they need to focus on to do better at lords Cricket Ground 7 question one, which they will already be asking themselves, how to get steve smith out. His two centuries in this match will go on to be the crucial factor. And centuries in this match will go on to be the crucialfactor. And he is in such good form, where will he stop7 in such good form, where will he stop . They might bring art to into the team to get him out. They might get archer in to get steve smith out. I dont think there will be wholesale changes. If england lose a test match they will, thats the way they used to do it, but i dont think they will do it now, still, at this moment, there is the ability for england to save this match. Jos buttler or ben stokes need to be heroes, preferably both of them for england. Thanks very much. Twenty hospitals in england are due to receive an extra £850m funding for upgrades to outdated facilities and new equipment. The Prime Minister is in boston, lincolnshire today to make the announcement. I want to stress this is new money. This is new money. I said ten days ago on the steps of downing street we would be upgrading 20 hospitals, 20 new upgrades in hospitals in the country. This is it, were starting here in boston with 21 million going into a e, which helps expand the space they have in the casual tee, it gives them a better chance of moving patients through, stopping them blocking beds, and so on. Its much, much desired by the clinicians and staff here, so im very pleased we are doing it. The Health Foundation have said that despite this investment it is still a drop in the ocean. Dont forget, this is £1. 8 billion of new money. It wasnt there ten days ago, its on top of there ten days ago, its on top of the extra £34 billion we are putting into the nhs. Myjob is to make sure that we use the funds which go into the nhs to reduce the time you wait to see yourgp, the nhs to reduce the time you wait to see your gp, the time you wait in casual tee, and thats what we are doing today. I stress that it is vital if we are to fund our fantastic nhs in the long term that we have a strong economy. At the time you wait in a e. This investment will be welcome. But staffing and recruitment is a problem here and elsewhere. They have a nice vacancy rate here of more than 50 in the emergency department. Margaret nurse vacancy. Department. Margaret nurse vacancy. Thats why its so important that some of that money goes on projects, and the rest going on capital, but thats on top of the money we are putting into the nhs. The lions share of all of that will go on staffing, on attracting, retaining, professionally developing the staff in the nhs. And in hard to recruit areas like these parts of lincolnshire. Exactly. Ive made it my mission to ensure that people across the country do get to see theirgp in time, across the country do get to see their gp in time, do get through a e ina their gp in time, do get through a e in a reasonable time. Thats why its vital to invest now. Im very pleased to be here in boston delivering £1. 8 billion of new money. The authorities responsible for a damaged dam in derbyshire believe at least two more days of pumping are needed to get the water to a safe level. More than 1500 people have been evacuated from Whaley Bridge. Officers have criticised some residents who have refused to leave, saying they are putting their lives and those of the emergency services, at risk. Our correspondent luxmy gopal is in Whaley Bridge. She sent this update. As you can see and hear behind me, the pumps are working away to channel water away from toddbrook reservoir into a neighbouring field used as a catchment area. Theyve been working nonstop over the past few days to bring the water levels at toddbrook reservoir lower. In fact, you can probably see how far theyve come. The water levels have dropped significantly there to where they were before, which was right at the very edge of that dam. Just to give you an idea of the scale of the progress made here, the water levels have now dropped down to around 45 . But there is still some way to go, though, its got to get down to a level of 25 for it to be low enough for an engineer to go and inspect the damage to the dam. As you mentioned, it is potentially another two days of pumping to go. Residents are still unable to return to their homes. Derbyshire police have raised some concerns about the fact there are some residents who are refusing to leave their homes in the evacuation zone, even if they are in high risk areas. Weve got a small number of people, 22 people across 16 households, who have remained in their houses. Some of them have remained in there from the start. Some of them have taken the opportunity to go back and stay there. There was certainly no support from other local residents for those actions that theyve done. Where are those people . They are still in their houses. Where are their houses . Within the evacuation zone. Weve obviously got three areas, and some of them are in the most highest risk area. But all of it is the evacuation zone, which means we think their lives are at risk. We said that weve lost 2. 5 metres again in the last 24 hours. We need to get down another three metres. If we are losing 2. 5 metres every 24 hours does that suggest weve got another 24 hours worth of pumping to go . Thats something that the residents are really keen to know, when they can go home. Weve got a number of factors involved in that. The weather needs to hold off, and the mitigation we put around the reservoir to stop more water coming in, that also needs to hold up. But we are making progress ahead of schedule. Im really hopeful that well get to the point where the engineer can assess the Structural Integrity of the dam thats remaining, which will hold the remaining water back. Im hoping they can have a look at it today, so we can really start working forward, and looking forward, and saying, how can we get residents back, and when will it be safe . You must bear in mind that the 22 residents who are refusing to leave make up just a small minority, and actually some 1500 people have had to leave their homes since thursday, and many of those have shown support for what the police are asking them to do in terms of the evacuation procedure. It is a very disquieting time. Weve no idea, really, when we can get home. But i think its. Its worrying for the community, because, you know, businesses are closed. Therefore, livelihoods are at risk, i think. There is no doubt that weve not been advised to leave our homes for no reason. It is a very dangerous situation. And they are not only putting their own lives at risk, but they are risking the lives of people who will go in to try to help them. I would really urge them to leave. Obviously its difficult for me to be in touch with them, because im not allowed into the area myself. We just hope that they will see sense. Obviously, this situation seems to be improving, but we dont really know. People have to heed the, you know, what weve been told to do. In the past half hour a residents meeting has started, attended by the labour leaderJeremy Corbyn. And residents will be hoping to hear when theyll be likely to return to their homes, because while the work here is making great progress, and theyve told us they are ahead of schedule, we must remember that there is still a potential risk to life here if the dam breaches, which is why the authorities will not let people return to their homes until they are absolutely sure that they will be safe to do so. Labour leader, Jeremy Corbyn has paid a visit to Whaley Bridge to meet with residents and emergency workers. He praised the progress of the operation to stabilise the dam incredible response by the community and the volunteers. Incredible Co Ordination between the environment agency. The county council, local authorities, police, raf, everybody really efficient. What you see is this incredible spirit around them, working so well together, and i went out to talk to the construction workers who are repairing the dam. You have to just admire the skill of dropping a lot of aggregate into pinpoint accuracy, then backfilling with concrete and further aggregate, which they are doing now, impressive, but obviously the water level must go down. Thats happening. Hopefully people can then return to their homes. But there needs to be the question of the long term repair to the dam and the future safety. Do we need an enquiry into what has gone on . Then must be an enquiry. An enquiry to make sure that all of the Co Ordination worked effectively. Everything i have seen shows that it did. But lessons can always be learned. I just spent time at a residents meeting. They had legitimate questions about how to get to work, how to get home. Family, pets, medical supplies, and things like that. But also the loss of earnings for people who cannot get out to work, those who are self employed, and how it affects public communities. I found it interesting. I thought the mood was excellent. And the spirit of the residents, as well, was great. In a moment well have all the Business News, but first the headlines on bbc news a six year old boys in a Critical Condition after he was allegedly thrown from the tenth floor of londons tate modern art gallery. They are considered one of the most reliable among the raft of surveys we get every month. At the end of last week they painted a dire picture of the Manufacturing Sector with output at a seven year low. But todays survey looks at the Services Sector and shows business picking up. The survey works thropugh an index. If the index is above 50 it means business is growing. Below, and its shrinking. This last figure forjuly shows services at 51. 4, against 50. 2 the month before. Janet mui is an economist for cazenova capital. Does this make sense from what you are seeing, the idea that the Services Sector is still pretty buoyant7 Services Sector is still pretty buoyant . I think these Services Sector is still pretty resilient. I would not say it is buoyant, because from the because of the reading. It is still up, but it is pretty down compared to the past few years. Also i think that overall the level of the economy is still pretty much signalling a stagnation at the moment. I wouldnt say it is buoyant, but it is relatively resilient. But it is 80 of the whole economy, isnt it, the service sector, and in many ways we should be concentrating on this if we want to see the economy expanding. Thats true, and i think thats why the uk economy overall is Still Holding up. Not because of the Services Sector holding up. Not because of the Services Sector we holding up. Not because of the Services Sector we would have seen recession of the economy already. If it had not been for the Services Sector. We are seeing very strong wage growth, 3. 6 year on year, and also 3. 8 unemployment rate, which isa also 3. 8 unemployment rate, which is a very low. That will still continue to support the economy. But the question Going Forward is, when will the week Manufacturing Sector start to affect other sectors like employment, or capital spending, etc, so we must wait and see. If it does that, are we talking about a recession . To be honest, if you believe what the markets pmi is telling you, we probably see the economy contract in the Second Quarter already. In fact, a lot of economists are actually predicting that we may see a contraction in the Second Quarter gdp growth, which will be released on friday. Having said that, i think that we may not move into a recession, which is not really two consecutive quarters of contraction, because we might see a boost from the governments spending on brexit. Thanks very much indeed. In other news. The planned strike at Heathrow Airport may have been called off for today, while talks continue, but passengers have been warned to bring their own food. If you want some time outdoors, you might have to choose your time wisely, a very changeable week, you will get some sunshine but there will get some sunshine but there will be thundery showers around, particularly over the next few days, and especially the further north you are. One sitting with us for the next few days, producing slow moving thunderstorms, but later this week notice this bigger one developing as the jet stream strengthens. Towards friday, we could see a more extensive area of rain, with strong to gale force winds. More of you will sit in the sunshine than many did this morning, but one area of cloud is moving away from eastern england, showers going with it. Some showers in this cloud across Northern Ireland and scotland, more persistent rain over shetland. In the sunshine, away from the showers, feeling warmer, a little bit on the human side, temperatures into the low 20s for some of us. Parts of Northern Ireland and scotland, slow moving thunderstorms, particularly northern scotland, there could be travel disruption and minor flooding, scotland, there could be travel disruption and minorflooding, too. Showers continue overnight in western areas, becoming more frequent later on in Northern Ireland, the west of scotland, wales, some of the southwest. The eastern areas should stay dry overnight, a fresh enough night, temperatures between ten to 14 degrees, but not to leave or stop the best of the sunshine will be in the best of the sunshine will be in the east, showers will develop more widely through the day, pushing smartly to england and wales on the breeze. That means many of you will miss all of the showers. But if you see one itll be over quite quickly. Slower moving showers over scotland and Northern Ireland on lighter moving winds. This is where we could see minor flooding and travel disruption. Temperatures down on recent days, high teens, low 20s. We will see those ten which is again on wednesday, showers heavier in areas of low pressure. Scotland, thunderstorms, again with that flood risk, may be some heavier showers for Northern Ireland. Lighter, fewer showers across england and wales with a bit more in the way of sunshine. The first is your best bet for having a greater chance of staying dry, i suspect.
