Three leading telecoms bosses have written to the british prime minister, questioning his ability to deliver a promise to rollout full fibre broadband years ahead of schedule. In an open letter, the heads of three trade bodies say the pledge will require 100 commitment from the government, including further investment in skills, and a reduction in red tape and taxes. Weve been able to increase our bandwidth and this is giving the customers a much, much faster and better, much more consistent experience throughout. At the moment, most of the country can get superfast broadband. Thats a mixture of fibre and Copper Technology that results in a download speed of 2a megabits per second or more. Full fibre uses fibre optic cables to connect the exchange directly to properties, and that results in download speeds of1 gigabyte per second or more. Gigabit per second. At the moment, only about 7 of the uk can get full fibre. Borisjohnson has said there should be full fibre for all by 2025, eight years before the current target. Three industry bodies have said the ambition is welcome. But in a letter to number 10, they have said four specific problems need solving first within 12 months. Police response, first officer on the scene was at 10 45am, a first officer on the scene was at 10 45 am, a six first officer on the scene was at 10 45am, a six minute first officer on the scene was at 10 45 am, a six minute Response Time stop called at 10 39am. The shooter we have 20 confirmed fatalities. And we have 26 wounded. The ages and genders of all these people injured and killed are numerous in the age groups. The situation, needless to say, is a horrific one. The crime scene is being assisted by the fbi, various Law Enforcement agencies response of the scene, the sheriffs department, dps, border patrol, everyone that carries a badge in this community. Needless to say the scene is a horrific one. Because of the nature of the situation, the scene will be in play for a long period. Unfortunately, the diseased will remain at the scene and saw the scene is processed properly for evidentiary purposes to be gathered for later prosecution. The state of texas will be the lead agency or entity prosecuting this particular individual. The fbi will be looking into this along with other authorities but we are also looking at counts of murder for this individual. Im not going to give you his name right now. Were there any mexican citizens injured or fatalities . We are unable to ascertain that right now simply because hospitals will not release that information to us pacifically. You know what types of were used . Those are details we are going to keep under play right now as far as the investigation goes. We have one weapon that was put on social media, im sure youre aware of that, which was an im sure youre aware of that, which was an ak 47. We dont know if those pictures released in social media where the actual individual weapons, so we dont want to taint the investigation by saying things right now. How could this have happened . What is it about this individual and the firepower he had . Would you mind repeating that . Without getting into too many specifics, this individual, the firepower he had. Inaudible. The capability of the weapon allowed that and then his intent and then the location of where he chose was a walmart or supermarket, where people are in large numbers there. Again, the initial information coming in was several suspects. That information was put out to the field. We had misleading information going to different locations as far as supermarkets, costco was low in the loop one location, there was another, everyone was responding to that, social media somewhat employs that. In the final analysis of this the suspect was arrested at son mount and in viscount which is on the west side of the walmart where the west side of the walmart where the initial shooting took place. He was the initial shooting took place. He was arrested by El Paso Police officers . Yes. And i think the governor mentioned he disarmed himself. He surrendered to the approaching officers. I dont know that matter of factly, but he arrested two police on being seen. Right now we only have the one. There was another scene, was that his vehicle . You are asking for specifics right now. Right now that is under investigation. Inaudible it feels like it is an increasingly common problem in the united states. What can we do to prevent this from happening . That is for psychologists, the answer. That is something that is definitely, think, in play, but it is beyond my skill set. If they did prepare for this situation, what did they do . They only caught the end of that. We train for active duty events all the time. As ive said to my staff into the department, we train for this, not expecting it to happen, but nonetheless we have to prepare for it to happen. And we try to get the community as much involved as we can to participate in these events and know that everyone is understanding what potentially might happen. What are you planning on doing to ensure this does not happen again . This responding to a situation like this to ensure it does not happen again isa to ensure it does not happen again is a replication of what we just went through during the last legislative session. It was made a year ago when we had the horrific tragedy in the shooting at Santa Fe High School that led to three days of hearings that are conducted at the capital to get input from people who are educators, who are students, who are educators, who are students, who are educators, who are students, who are victims of shooting crimes as well as experts. Now, in all different kinds fields, to help us to be able to strategise the best ways to keep students safe and to prevent incidents like that from happening again. That said, i can tell you that, perhaps, the most profound and agreed upon issue that came out of all those hearings was the need for the state and for society to do a betterjob of dealing with challenging Mental Health based issues. We know thats a component to shootings that take place in schools. I think its a fa ct place in schools. I think its a fact it probably has a component to every type of shooting that takes ways, including, for example, the shooting that took place in sutherland springs. The bottom line is, Mental Health is a large contributor to any type of violence or shooting violence. And we passed a lot of legislation and provided funding for the state to better address that challenge. Crosstalk. Something that nobody is talking about right now is the hate crimes that appears at this time that appears to be related to immigration. Inaudible. Can you talk about that and the rhetoric around this entire issue in the last few years . So the question about the manifesto and this emerging narrative that we are seeing throughout our country as to domestic terrorism, which is, and obviously i want to say that we dont know. We have to allow the investigation to continue. My respect the process very much so. But without regard to this particular instance, not speaking about this particular instance, which is still under investigation, but the manifesto narrative is fuelled by h. And its fuelled by racism and bigotry and division. And its. I racism and bigotry and division. And its. I want racism and bigotry and division. And its. I want to say, the National Media is watching. El paso has historically been a very safe community. We have been saved for decades. We will continue to be safe. This is someone who came from outside of our community to do us harm. A community that has shown nothing but generosity and kindness to the least among us. Those people arriving at americas front door. And so we will wait to see what happens with this investigation once we have a determination by Law Enforcement then you will see a lot of us coming together to make some very strong statements, but for now we will let the investigation continue. There was reference to a manifesto which has been posted online, stressing that it hasnt been absolutely confirmed that the manifesto was written by the suspect but the authorities are certainly looking at it seriously. And a suggestion that this could indeed be a hate crime. Again, that has not been confirmed. It has not been treated as a hate crime yet. But the fbi is looking into that possibility. Printing into the eastern side of Northern Ireland for a time down into wales in the south west. We take that band of cloud and moisture, some showery rain, and we push it eastwards as the day wears on. And as that moisture works into Northern England and scotland it will kick off some hit and miss heavy downpours and thunderstorms.
