Telecoms bosses question the governments ability to deliver the fastest possible broadband across the uk by 2025. Our top story thousands of people in derbyshire have spent a second night away from their homes, as Emergency Services continue efforts to prevent a dam from collapsing. Some residents in Whaley Bridge will be allowed to return briefly today, to collect essentials. Jane Frances Kelly has more. The Prime Ministerflew in to see the dam for himself and to meet displaced residents. Nice to see you. Some appeared pleased to meet him, enjoying a diversion from the stress of the last few days, but he was also heckled. Fix the infrastructure so this doest happen again we are borisjohnson also met some of the Emergency Service crews who have been working around the clock. Well, it is looking dodgy, but stable is how i would describe it. I mean, they have done an amazing job. As you can tell, the chinooks have brought in about 400 bags of stone, huge, huge quantities of aggregate gone into that hole and you still cant really tell that the hole has been filled. So, there is a major, major structural problem with the dam. Raf chinook crews have been carefully dropping bag after bag in an attempt to hold back 300 million gallons of water. The fire service are also hoping to install more pumps over the weekend to reduce water levels. The dam was built in the 19th century and has a simple construction of clay surrounded by mud. In order to relieve pressure during torrential downpours, it was designed to allow water to flow over the top. But the flow on wednesday was so powerful, it damaged the structure. I must stress that the Structural Integrity of the dam wall is still at a creditable level and there is still a substantial threat to life should the dam wall fail. So our plea is that we would ask for residents to continue to heed, Police Advise and stay away from Whaley Bridge. But because many were made to leave so quickly, the authorities are now allowing one resident per household to return to their homes for 15 minutes to collect pets and other vital possessions. When everyone will return for good remains uncertain. Jane Frances Kelly, bbc news. Well, lets speak to our reporter stuart flinders, whos in Whaley Bridge for us this morning. Whats the latest, stuart . Its a nightmare for 1500 people, told to evacuate, not knowing when they can go back. Thats right. And Whaley Bridge at this time of day should be springing into life. As you can see, there is a police cordoned. The lower part of the town is completely cut off. The shops and cafe is that should be busy today will remain closed. The pubs, one man has been telling me that all but one of the pubs is cut off. He is off to macclesfield for a point later on. 1500 people have been moved out of properties. They are being allowed back briefly today for a15 being allowed back briefly today for a 15 minute windows of one person at a 15 minute windows of one person at a time into the property to get essentials, the kind of things they didnt have time to take with them when they were moved out 48 hours ago. Medicines, things for their pet. Somebody told me he has a business in town and needs to go and get a computer server. Someone else has passports and needs to get them for holiday this week. Because the people dont know when they will be going back home. The rescue effort is ongoing, with the dam being shored up, and water being pumped out of the reservoir. In the meantime, is there any sense of when they might be able to go back to their homes . They had a meeting last night and they were told it could be another week yet. That is because the water levels in the dam are not dropping quickly enough. They need them to go down by metres, and so far in the last 48 hours the level has dropped by only a fraction of a metre. And that is despite the best effo rts metre. And that is despite the best efforts of Fire Services from all over the country who have descended on the reservoir to help pump water out. We have seen Chinook Helicopters are shoring up the dam. Longer term, residents will have questions about how safe that dam is. It was inspected only in november by the Environment Agency, but they are now hearing that it is not safe. How safe will it be in the longer term . Those are questions to ask further down the line. It looks peaceful there at the moment, but of course there is still risk to life and the situation is critical. The Weather Forecast not looking great. The uks telecoms industry has warned the Prime Minister must do more if he wants to keep his promise to deliver full fibre broadband to the whole of the uk by 2025. In an open letter, the heads of three trade bodies say the pledge will require 100 commitment, including further investment in skills, and a reduction in red tape and taxes. The government said it was committed to speeding up the rollout. The home secretary, priti patel, has said she wants criminals to feel terror at the thought of committing an offence. She says she wants criminals to feel terror on the streets. She wants to do that by empowering Police Officers and possibly relaxing restrictions on stop and search. She is also taking a hard line on drug use on some drugs that some might not consider as severe as others, like smoking cannabis, she says the police must not turn a blind eye to those. At the same time she has also distanced herself from comments made on capital punishment. Indeed. She has said she is not an active supporter of capital punishment, the death penalty, but she clearly was in the past. Heathrow airport is to cancel 172 flights on monday and tuesday, after members of the unite union voted go on strike in a row over pay. Engineers and the Emergency Services are working round the clock to prevent water breaking through the damaged dam above Whaley Bridge and causing terrible damage. Meanwhile thousands of residents have been coming to terms with suddenly having to leave their homes and businesses with no idea when the dam will be safe enough to allow them to return. We can speak now to nicholas howden, a lecturer in water and environmental engineering. Thanks forjoining us. The Prime Minister visited last night and described, not using technical terms, he said it looked dodgy but stable. What is your assessment from an engineering point of view . Good morning full stop from an engineering point of view the Emergency Services and the people on the ground are doing all of the things that you would do in order to true try and stabilise the situation. The dropping of bags of aggregates is intended to replace some of the material that has been lost from the downstream face of the dam, and that will increase the force that is holding the core of the dam in place, that, from the reports, still seems to be stable. That doesnt appear to have been damaged. And the second thing they are doing is to reduce the water level in the dam. And that has two advantages. First that is relieving the pressure on the upstream side of the pressure on the upstream side of the dam, and also, just in case it should rain again, that creates a bit of extra Storage Capacity in the reservoir. I want to talk about what might have caused the failure of the top of the dam on thursday, but before that, a question we have had e mailed from a viewer, john, who is asking, why is aggregate being used to shore up the dam and not far set concrete instead . To shore up the dam and not far set concrete instead . The reason is because aggregate is readily available. I believe it is coming from local quarries, it can be put into bags and helicoptered into place. The important thing there is the mass of the aggregate. The important thing is the force, the weight that will apply to the forward slope of the dam. Fast setting concrete, it would be very difficult to get that amount of concrete in place. You were talking to borisjohnson concrete in place. You were talking to Boris Johnson earlier, concrete in place. You were talking to borisjohnson earlier, and he was saying that they have been bringing in this aggregate at quite a rate, but it still looks like there is a lot of space to be filled. To get that amount of fast setting concrete into that environment quickly would be very, very difficult. Why might it have failed in the first place . Its not entirely clear at the moment. But you were showing pictures on the bbc website of water coming down the spillway. What has likely happened is either some of the water has dislodged the concrete slabs that were forming the main area of the spillway, or that the water has managed to remove some of the soil and aggregate that was holding those slabs in place. People are talking about the heat wave, followed by floods. If we are expecting more extreme weather in the future, what does that mean for other dams in the country . In essence, all of our dams are designed to hold back a certain volume of water, they are also designed for situations where we get a certain amount of water falling on the catchment that feeds them over a certain amount of time. So there have been detailed calculations and designs done for the structures to withhold certain events. But as you said, we are seeing increasing intensive rainfall events that might be providing more water than has been accounted for in those calculations. In all of those situations, there is an allowance for what wed call a factor of safety. We tend to design the structures on the conservative side of things, so we allow that there might be slightly more water than we have seen in the past, but we are seeing unusual events unfolding from the climate, and so that might become more problematic. But there have been reviews and studies looking at these things, and im sure in the aftermath of this particular event there will be a renewed focus on looking and checking that the dam structures are adequately constructed to withhold these sorts of events. Of course a big part of the story is what is happening with the weather and there are concerns that the forecast is not looking great for the area tomorrow. But susan has all the details. Today the picture doesnt look too bad and you have seen from pictures there are Whaley Bridge that the sun is currently out. But tomorrow, concerns once again that heavy showers will become more widespread and targeting Northern Britain. So that severe Flood Warning still stands. We have another issue as well if you are heading onto the roads at the moment there are dense patches of mist and fog across eastern scotland, the north east of england, into cambridge, parts of east anglia and the east midlands. That should begin to lift in the next few hours with some help from the sun. Towards the west we have a weather front trying to come in. It will bring more cloud to the west of the uk. Sunshine for scotland but that could spark off some isolated but intense thunderstorms across higher ground. But intense thunderstorms across higherground. A chance that we could see the odd shower affecting the ashes later in the day. But hopefully we will escape with a dry day here. Through the evening and overnight, some heavy showers for Northern Ireland and they will move to western scotland, perhaps the far north of wales and west in england by dawn. It doesnt start to badly across the northern half, but the influence of that low pressure area in combination with heat from the sun will bring a rash of more widespread showers on sunday. Some of them will be slow moving. There rainfall totals will start to mount up. So the met office has issued a weather warning for intense and potentially thundery showers anywhere from the north midlands into southern scotland through sunday. Monday and the start of next week, that a low pressure area still moving, so it will be a showery scene for many parts of the uk in the coming days. When Boris Johnson became Prime Minister one of the first things he did was to promise full fibre broadband coverage across the uk by 2025. It was an ambitious pledge, but this morning telecoms bosses have told him it wont happen unless there is a lot more investment. Matthew howett is a telecoms analyst and joins us now. How feasible is this idea of having ultrafast broadband by 2025 . We need to put it into context, because what boris is asking for is double the amount of full fibre broadband six yea rs sooner amount of full fibre broadband six years sooner than the industry currently think that they can do, which they have already described as a significant challenge. So it is a huge ambition that he has put out there. And one that i think they are excited about but they need to understand why and how he thinks it is possible. So it sounds good, but may not be feasible. Can you give us a sense of what difference it would make to peoples everyday life having full fibre broadband . Yes, and crucially this is the issue. It is not about whether we need it, we know we will need it eventually. It is about how quickly will need it, and whether we put in all this effort into getting it by 2025. Ultimately it means a faster and more reliable broadband connection because we remove completely the ageing copper infrastructure that goes into the house and you replace that with the fibre broadband which offers unlimited in that with the fibre broadband which offers unlimited in essence. Offers unlimited speeds, in essence. We can constantly improve that. We know we will need it for the kind of applications, gaming, High Definition streaming that we are all doing. But it is whether people will need that as soon as 2025 and whether they will pay for it. The availability of this is about 8 today. But take up is much lower because people are not convinced necessarily at the moment whether they should pay the premium. So there might not be the demand yet. And what needs to happen for it to happen . Let say this is a proper deadline, we are going to make it, what needs to happen in between . We have to assume he is serious, and the industry are starting to rally behind that. One of the things they are calling for is improvements to planning. The biggest challenge here is digging up the roads to put in this fibre. And those often take many years of negotiations to be able to do that. There are legal disputes and challenges. And those can take disputes and challenges. And those ca n ta ke two disputes and challenges. And those can take two or three years. If we add that to the deadline we end up with only a couple of years to put this stuff in the ground. So they need planning. But they also need to getan need planning. But they also need to get an assurance from the regulator, 0fcom, and the rest of government that they can earn a return on this investment because they are putting ona investment because they are putting on a huge amount of money. They need to know they can recover that by charging people the appropriate price, and also other broadband providers who rent that network to sell to us as broadband. The other big infrastructure providers out there, they need to be able to get access there, they need to be able to get a ccess o n there, they need to be able to get access on terms that make sense for the big investors. And whenever we talk about this there are loads of people who kick off and say, i cant even get any signal, i dont even get 3g never mind whatever one we are on now. What about those people . Will it help them . If they get full fibre broadband to everybody in britain by 2025 then everyone will be sorted. You make a good point about mobile technology. 0ne be sorted. One way to maybe achieve what the speed target is is to serve some of those harder to reach rural areas with 4g or a 5g connection, which could be done sooner connection, which could be done sooner and cheaper, and one that they need to consider. Well, the lib dem victory in brecon and radnorshire is being talked about a lot in the papers today. A declaration of interest in common with charles clarke, the former labour home secretary, alistair campbell, cherie blair, lord heseltine, and i rather suspect betty boothroyd, because she certainly hinted at it. I voted lib dem in the eu election, so it is important to declare an interest here. However, the party is clearly on the role. And it is a congregating point for people of all political persuasions who are concerned about how brexit is going. People talk about brexit uncertainty. I think the phrase is actually brexit certainty. People know exactly how it is going and they are not happy with it. But when you look at the breakdown of the votes from that by election, if you look at who voted for the conservatives and the brexit party, that actually amounts to more than the liberal democrats. And to be fair, there was a tory there with an u nfortu nate fair, there was a tory there with an unfortunate incident with his expenses as well, so there were specific reasons. And the greens decided not to go forward. There was a pact between them. But an 8000 tory majority, to be overturned, given that we traditionally tend to be tribal, it is saying something. And as the head of politics in the mirror points out, it means an autumn general election, i think that for a woman. autumn general election, i think that fora woman. i autumn general election, i think that for a woman. i think she will have a complete breakdown, because we are going to have another election, im afraid. We talk about this a lot, particularly when ido about this a lot, particularly when i do business news, and i have visited places where automation is becoming a bigger part of the business, but then they often say to me, it isjust business, but then they often say to me, it is just the types ofjobs that will change, we will need more softwa re that will change, we will need more software developers, and we will need people to make these robots, that type of thing. I hope so, and i hate the idea of looking at a robot with two rise. We need human contact in our lives, i think. At a basic level it is about helping us, not replacing us. And maybe giving us more not replacing us. And maybe giving us more free time to do other things. What else have you got for us . On this theme, for a lot of people, particularly those who are elderly and widows, girl or the boy the sea at the supermarket checkout may be their only human contact each day. And we see, with automation, we rarely have a chance to see somebody at the checkout because we have to scan it ourselves. And a study from University College london says how older people who see and convert with other people, it can be friends and family, it can be just that lady on the checkout, they are 12 less likely to develop dementia. Professorjill livingstone says, people who are socially engaged are using cognitive skills such as memory and language, which help them to develop cognitive reserve. Fascinating. It sounds like common sense. Of course it will be good for you if you get out the house and talk to people. Indeed, if im ever working from home, doing freelance there is a temptation not to bother, we need the discipline of seeing other people to keep us up to scratch. We are now starting to see a stream of people turning up at the barrier which blocks access to the lower part of Whaley Bridge. They are asking that they can go back, grab a few things. They can go home for 15 minutes, go m, they can go home for 15 minutes, go in, get what you need. People left very quickly two days ago. Some pets, medicines are still in there. The residents are living in hotels, guesthouses, with friends and so on. They are being told it could be another week before they could go back because water levels in the reservoir are still too high and the Weather Forecast tomorrow is not good. There is a yellow weather warning for storms tomorrow and that could hamper efforts to lower levels in the reservoir even further. Were joined now by environment minister therese coffey. We were getting a bit of an update there from a reporter. Are you happy with how things are going to try to shore up this time . Yes, i am. The local councils and Emergency Services have done an incrediblejob working with the local community and Environment Agency because this is a potentially very serious. Im pleased at how the local community has responded. The government stepped in with the deployment of Chinook Helicopters. They will try to create a higher lip to stop further water coming into the reservoir. The water level is coming down, but there is a forecast for tomorrow of heavy rain. Are we prepared for that . We are trying to make sure as far as possible that only when the dust come, the water will be diverted to the side channels, but it is important to stress that we also have the Maximum Capacity of pumping up the moment. Ore out of the reservoir, as well. Talking of safety, there is a risk that this dam could burst. Are you confident that the people in the area are cf . Yes, i am. The people who were evacuated, that was the key point we are very concerned about potential loss of life. That risk is gone away to the extent that people have evacuated from that part of the time. All efforts are now being made to shore up the dam, took up the water pumped out. That is why we are working on new solutions so we can get more pumps working. 0ne working on new solutions so we can get more pumps working. One of the challenges at the moment is that ground around the reservoir are so sudden that the pumps would sink into the soil. We are trying to increase the amount of the reduction, the pumping nights, so we can get to the lower level so engineers can properly go in and inspect what is happening. Not eve ryo ne inspect what is happening. Not everyone has left their home, have they . There are a small number of households. There is ongoing work with the Emergency Services in order to encourage those people to recognise that this risk is real. I am confident that people will realise that this is an issue, that this risk has not gone away, but we will do whatever we can to persuade those people to leave. 0ur will do whatever we can to persuade those people to leave. Our main efforts have to be on shoring up the dam, but also ensuring that we stop more water going into the reservoir. 0ne more water going into the reservoir. One thing we have talked about is the fact that these dams, these types of dams are meant to be regularly checked, there are engineers dedicated to them. Has someone engineers dedicated to them. Has someone slipped up here . The last full checked by the Environment Agency took place last year. This is the category a reservoir. The canal and river trust already had to have independent engineers who do regular inspections. It is important that people have confidence around the country that reservoirs are inspected regularly. 0f country that reservoirs are inspected regularly. Of course we are building up new policies and strategies to anticipate more events like this happening in terms of intense rainfall. That is why we need to increase our resilience and be aware of the issues that could come greater and greater with climate change. We have a focus on this particular time right now. We havent directed the Environment Agency to do any further work. That regime is ongoing. We have had an intensive rainfall experience here, but there is no reason for other dams to be in a similar situation. She was a shell of a dog when she was rescued, nothing like she is now. She was barely over two kilos, just skin and bones. You could feel all her ribs, her spine. She wasnt the dog you see before you now. She has transformed into the most amazing little girl and family member. She is gorgeous. How serious a problem or puppy farms . Last year was our worst year for the number of calls we received in england. We had a 390 increase in calls over the last decade. It is a worrying trend. The potential positive is that could be because people are getting more savvy when they look to get a dog. It is important to reported to us when have concerns. So the puppies on these puppy farms, what is the impact on them . It is very significant. Dogs can have Long Term Health issues, but also behavioural issues. Unwitting puppy buyers dont understand these problems that they could have if they get a dog from a puppy could have if they get a dog from a puppy farm. A dog is a member of the family. To see them treated in such a way. All my dogs have been rescued from puppy farms. So to see a dog treated in that way, from somebody who is an animal lover, it is horrendous. Heartbreaking to see. Equally, it is lovely to see the end journey of what amazing family members they make. We would always encourage people to consider adopting a rescue pets because they bring so much to your life. Plum pudding was six months old and i adopted her. At any age, any breed, crossbreed, you can find them in a rescue centre. It is important to good on that avenue. Rescue centre. It was named after my cavalier who i adopted in march 2013. She was my first ever rescue dog. There she is, after i adopted her. Lucy was a shell of the dog. Cavalier dog should be between seven and 11, but she was barely over three. She was emaciated, she had burns on her skin. She was blind in one eye, she had epilepsy. That was awful to see. She passed away in 2016. Lucys law was created in her honour as her legacy to ban Third Party Sales of puppies. If you go to get a puppy, you must ensure that you see the mum and the environment they have been brought up environment they have been brought up in, so it is to try to cut down on the dealers that buy in the puppies, then sell them on and make a profit.
