More than 6000 people have been told to leave their homes in the town of Whaley Bridge in derbyshire after heavy rain caused part of a nearby dam to collapse. Residents are gathered at a local school amid fears that the dam could burst, causing water from the toddbrook reservoir to engulf the town. The Environment Agency has warned that there is a danger to life. Flood warnings remain in place tonight across several parts of northern england, following another day of heavy rain in some areas. Judith moritz is in Chapel En Le Frith, where some of those evacuated have been ta ken for safety. Concerns about the dam were raised at 11am. By two oclock, people were being told it was urgent, told to get out of their houses. They were brought here, offered cups of tea and accommodation but tonight there is anxiety, they are crossing their fingers, hoping the rain holds off and that the dam, which protects their entire town, holds tight. In an emergency, a comforting hand, reassurance for those in disbelief at being displaced. A whole community affected, with little time to think, just an urgency to get to safety as quickly as possible. This is the danger they are running from, the dam, which has protected their town for nearly 200 years, tonight dangerously close to collapsing. Whaley bridge now looks like a ghost town, people asked to leave their homes and businesses and get out of the area. I finished my shift at 2pm, drove back down to Whaley Bridge to go home and the Police Stopped me and said you cant go into the village. I said, im a resident, i need to get home. He said, no make. Isaid, well, my partners at home with a dog. He said, ring him and tell them to get out. Probably a precaution, isnt it . You cant risk it, really. If something happens to the dam, i think were getting wet. Here is the reason. Intense rain yesterday caused a torrent of water to overflow the dam. Damage was caused to its concrete panels and, today, fears grew the whole structure may not hold. Sandbags have been put along the top of the reservoir to try to stop it overflowing again. The pumps are in the village now going up the hill to be installed to start reducing the flow but there is also diversions up at the top to avoid further water going into the reservoir and there is a Severe Weather warning this evening, so we are all working flat out to ensure that we can avert any crisis. The Emergency Services have set up a command centre in nearby Chapel En Le Frith and accommodation has been offered to thousands of people preparing to spend the night away from home. In place, theyve evacuated a pair mac and on a superb job, got 85 of the people out already. There is one or two people that dont want to leave, who are refusing to leave but we know where they are if there is a problem. There is relief but everyone has been contacted and given the chance to get away. But anxiety, too, as the rain continues to fall, and a realisation that a local beauty spot suddenly poses a real mortal danger. So, what do we know about the dam, and why its so weak . 0ur science correspondent rebecca morellejoins me now. Well, this is the dam. It was built in 1831 and its a clay filled construction that we dont build today. The region has had a months worth of rain in a week and its been funnelled into the reservoir from the peaks and moors. It can hold one million cubic metres of water. And there are safety mechanisms to get rid of the excess. Like this concrete spillway which allows the water to safely escape. But you can clearly see part of this has collapsed. One possibility is that the water is pushing through from underneath cracking the concrete slabs. You can see the soil exposed. The problem is that the damage is near the top of the dam and there would be a major problem if water started to spill over. These sandbags have been placed here as an extra precaution. The key thing now is to lower the water in the reservoir through channels that divert it away and plug like valves that drain it quickly. But the weather in the coming hours will be critical. If the dam does hold, it can be repaired, but this could take many months. Thank you. For the latest, Annabel Tiffin is by the dam tonight in Whaley Bridge. There is a very eerie feeling in Whaley Bridge tonight because as youve heard it is like a ghost town, all 6500 residents have been evacuated after that threat to life warning issued by the Environment Agency earlier today. The toddbrook reservoir is about a ten minute walk from here. If that reservoir was to go, it would have a catastrophic effect on this small derbyshire community. 1. 2 Million Tonnes of water would come crashing down into the town. The rivers and ca nals down into the town. The rivers and canals trust which owns the reservoir says that now, that breach, is a real possibility. Emergency crews have been here all day. They are going to stay throughout the night to try to pump away as much of the water as they possibly can but, as we have heard, there has been heavy rain all day, its going to rain tonight, hereford and worcester and nottingham crews have also come to join in the effort but ive been speaking to local people, police and the Environment Agency, and there is a realfear here in the town tonight that something dreadful could be happening. He was getting worse and worse. If i wore certain clothes, he didnt like it. It felt like he just ruled my life, in a way. He hit me. He hit me across the face. And then we both looked at each other. He looked really shocked. Kirstys on her way to give evidence. Her support worker, helen, knows her way around. Thats the entrance to the court there, the back entrance. Theyre heading into a two and a half hour hearing and a mixed result. Hes got convicted with harassment and a restraining order is in place, so im happy with that. Kirstys ex pleaded guilty to harassment on condition that the more serious stalking charge was dropped. What we saw in court today is something which i think is standard procedure these days a bit of horse trading going on. Always, because its plea bargaining. They want to accept a lesser charge and they hope that the fear of giving evidence is enough for the victim to agree to that. So, what about the assault charge . Kirsty was waiting to give evidence from a side room, but. The video link didnt work, time was getting on, so ive got to go back on the 2nd november. That small technical failure effectively splits the case, separating the harassment and Assault Charges from being heard together. The day comes, and after weeks of anxiety, kirsty is ready to go again. But she calls us. Shes been woken up early by the police. Theyve just knocked at half five this morning and said its getting adjourned. If this happens again, its just dragging it out even further. For many victims of Domestic Abuse, the courts can be frustrating and frightening. For this young mum, we will call jane, it was a deeply uncomfortable experience. Is it intimidating . Court . Terrifying. And ijust broke as soon as we got into the witness room. I had plenty of support with me, but ijust broke. Forjane, it had taken countless calls to the police before shed found the strength to eventually officially report her ex. It was likejekyll and hyde. You would be sat cuddling into each other and then he would jump up and say, you are a dirty whore. Hes a monster, an absolute monster. Deep winter, time to catch up with kirsty again. Three months after he admitted harassment, her ex is being sentenced. We hear how he showered her with unwanted gifts, sent dozens and dozens of texts and emails. His restraining order is extended to two years. Weeks later, kirstys yet again ready for court and the assault case. Ive had a sleepless night. At least thats the plan. Kirsty, whats happening now . The case has been cancelled again, i dont know why. I just feel sick to death. With jane, well, her case did eventually get to court. Her ex pleaded guilty to harassment, but for her it was a hollow victory. To me, my restraining orders a joke. Hes in my street every other day and theres nothing i can do, so long as he doesnt contact me. I just feel like it might be over for the police when you get your court conviction. But its just the start. What does it do to your Mental Health . I was diagnosed with depression and anxiety. How does this end . Somebodys going to find me dead. Thats how it ends. So, all of this can be a hard road, and kirsty is finally heading back to court. Shes never been told why there have been so many delays, why its all taking so long. Its been a year now. Ijust think if it gets adjourned again, ijust want to drop it because i cant bear to go through this cycle again. Finally, the assault case comes to court. Kirstys ex partner is represented by the same defence solicitor weve seen before. His questioning is relentless and tough, insisting that she started the violence, that her ex only hit her in self defence. Kirsty, do you feel up to saying anything to us now . That was hard, wasnt it . Really hard. But im just glad its done. But it was hard. The Court Process for kirsty has been frustrating and disjointed. Its taken almost a year. The case has been handed around three different crown prosecution solicitors. Todays magistrates were completely new to the case. Home now, and an anxious wait. And then the final verdict. The real concern has got to be the other victims, seeing that distress, might decide not to pursue a perpetrator through the criminaljustice system and that would be a tragedy because we have come so far. When i started asa we have come so far. When i started as a reporter on my local paper, a0 yea rs as a reporter on my local paper, a0 years ago, you would ring the police and they would say, nothing has happened overnight, a couple of domestics but now it is the number one priority for lots of police forces, local authorities and the court system. Theyll say how important it is to support victims through the la byrinths, important it is to support victims through the labyrinths, but if one pa rt through the labyrinths, but if one part of the system fails, then all that effort to support can be for nothing. The Court Service is enormous pressure, often the process of justice enormous pressure, often the process ofjustice simply does not run smoothly. The impact on vulnerable victims is devastating. Those who seek treatment early have a better chance of survival, but at the heart of the outbreak, conspiracies and violence drive infection. This Treatment Centre was much smaller when i was last year, six months ago. Here, six months ago. The expansion just speaks to how big the outbreak has grown. Every time a case is confirmed, this team is sent to decontaminate everything the patient has touched. But as many as a quarter of all cases dont come forward, and that only fans the flames of the deadly disease. Some communities have been hostile. We are told someone has died of ebola here, and the funeral is taking place, but strangers are not welcome. Translation there have been attacks against health workers. We know of fellow doctors who were killed. That has a negative impact on the fight against this epidemic. It is the first outbreak of ebola in a war zone. More than 300,000 people have fled their homes in the North Eastern province of ituri. The un has its biggest peacekeeping force here, trying to pacify a region that has known no peace for decades.
