If we contextualise the amount of money being spent, £2 billion, it is 10 of our annual debit to the eu, which is £20 billion per year, so it is comparatively small to get out of the eu, rather than the 20 billion per year we spend every single year for being a member. It seems like a prudent and sensible thing to do to prepare for the eventuality of nor deal, which the government says it doesnt want to deliver, it would like a deal, but at the end of the day the only way you can ensure you get a deal that will pass parliament is saying youre ready to walk away if there is no satisfactory deal on offer. It is right to plan for every eventuality. I think you have to think about the failure of the conservative party to get any consensus. I think the idea that no deal should be a political possibility, there is a problem with the Prime Minister saying that. You cannot find a way around the irish backstop. It is only if we get a deal that doesnt have their anti democratic backstop, something that can pass through parliament, if we prepare for an ordeal. It is basic negotiating. The conservative party when it came to government in 2010 was left with a note from the labour party saying there is no money left. For every £4 the government was spending, it was borrowing £1. Now it is only borrowing £1. Now it is only borrowing one out of every £34 spent. That is shoring up our financial capability. The management over the last nine years means the government can put more money into policing, health care, those issues. That is not how the economy works. We have seen the conservatives take away some of the from some of the poorest in society. If you invest in the economy you increase peoples spending power, investing in infrastructure creates jobs. The economy is one of the Fastest Growing in europe. The way this is being talked about by people who are foreign ordeal, as if everything is going to be fine. Going ahead with an ordeal and potentially doing severe economic damage to the country, it doesnt put to the uk in a good position going forward. The reason why this £2 billion now is so it wants to economic damage, planning so there will not be horrible consequences. If the government were not to plan and spend then we went into no deal then there could be problems. This is not just in the hands of the uk. The bank of england governor said things may mitigate to some degree but to some degree this is going to be up to the french, their custom controls and they could cause us problems in and they could cause us problems in an ideal scenario. There are variables in all situations. Economic actors are usually rational because we could, for example, author of the European Union this mechanism that means whether they consent we can continue trading on the same terms as now as we prepare for our future relationship. So long as the eu agrees. We can offer them that and they might choose to accept it. If they do not and they want to bea it. If they do not and they want to be a hostile foreign power to us, which i think would be pretty extraordinary in terms of their closest trading partner, if they wa nt to closest trading partner, if they want to do that then there are lots of unilateral things to ensure we can get cheaper goods. We can unilaterally lower tariffs and it means cheaper imports. Isnt the problem that the last government was being criticised because it hadnt spent this money, it was behind the eu, and the chancellor didnt want to spend that money, so isnt this just catch up . I think what happened since the referendum as we have seen conservative government not really deal with these negotiations. Theresa may didnt approach this is how she should have. I dont want to rehash the past. We havent spoken much about the irish border. So much of this conversation revolves around that. It should but at the same time it is being obscured. This idea that no deal should be a political possibility, what does it mean for ireland . And that idea from Boris Johnson that the eu must listen and find alternative arrangements, they are living in another world. Im sure we could go a full programme on this one. Rwanda reopened its border with the democratic republic of congo today after closing earlier because of fears of ebola. A third case of ebola was reported today in the city of goma, a tranist city on the border of rwanda and home to two million people. And as we know this virus is deadly. Since the beginning of the outbreak, at least 18 hundred people have died of ebola in the democratic republic of congo. It is now the second deadliest outbreak in history. Our senior africa correspondent, anne soy, reported from the drc when the first cases were detected last year she has returned to the epicenter of the outbreak and sent us this update. It takes a lot to beat ebola. Those who get early treatment have a better chance of survival. At the heart of the outbreak, violence is driving infection. This Treatment Centre was smaller when i was last here six months ago. The expansion shows how big the outbreak has grown. At one point there were no more places here and a lot of the Services Moved to new hotspots but then a ball i came back and now more cases are being reported here daily than any other place. There are lessons to be learned that until there is no more ebola in the region, Health Workers cannot afford to relax. The un says its working intensively to halt any further spread and to understand what steps need to be take, i spoke with Anthony Fauci from the National Institute of health. Rwanda shut its border for a rwanda shut its borderfor a period through the day in order to stop the spread of ebola. It has reopened it. Is that the kind of measure which can stop a virus like this from spreading in the region . Not really andi spreading in the region . Not really and i think that is the reason why they reversed themselves. Sometimes when you close borders you can create more of the difficulty of people trying to surreptitiously get in as opposed to in an open way so i think it was a good choice to walk that decision back. Why is this region are having this particular outbreak at this moment . The problem is that Security Issues are really paramount here and being able to do the kinds of things that you do to essentially get your arms around the outbreak and stop it, and that is getting the contacts. The way to go out into the community, to do the tracing, it is impeded by the violence and lack of security, which is very unique. We have been through other outbreaks in other countries that were difficult but we never had a security issue that god in the way. That is one of the main problem is way. That is one of the main problem is that got in the way. That is one of the main problems. And it seems there is a stigma around the virus because there are reports of people hiding to evade health authorities. I imagine that does not make this easier. It really complicates it a lot because there isa complicates it a lot because there is a mistrust of authority, civil or medical authority, and it is a region of the drc in conflict for some time, a lot of instability, so when you have a medical group are trying to come in and do something for the good of the community, there is often a lot of mistrust that these are outsiders trying to propagate something that they dont want. It is a combination of insecurity regarding violence and a deep rooted lack of trust of authority. Why has it not been possible from a medical perspective to wipe out the ebola virus . Maybe i am being too simplistic but a lot of people ask why we cannot just am being too simplistic but a lot of people ask why we cannotjust get rid of it . It is in the environment, not only in humans. It is in animals, bats, some forest animals. It usually jumps species animals, bats, some forest animals. It usuallyjumps species from animal to human and then you get propagation of human to human spread. I dont think we could com pletely spread. I dont think we could completely eradicate ebola because it is entrenched in the environment in the sense of animals and then it jumps species. One of the things happened which i thinks encouraging is the development of a vaccine during the west african outbreak is being deployed here and we have an ongoing trial of multiple interventions which can be used to treat. There has been considerable advancement in ability to address this from a medical standpoint, but eradication is not going to be on the cards. Donald trump has Just Announced another set of tariffs on china this time its an additional 10 on 300 billion dollars worth of chinese goods. Those are set to come into effect on septemberfirst. The two countries just restarted trade talks in shanghai but the meetings were brief and no swift resolution is in sight. The bbc has been speaking with gary cohn who was Donald Trumps chief economic adviser until he resigned in march last year. Mr cohn says the trade war is backfiring for the us because china is using it to its benefit.
