Three months afterjournalist leera mckey was killed, no arrests have been made. The russian Opposition Leader Alexei Navalny has returned to prison from hospital, after the doctor treating him said he may have been poisoned. And trapped up to his neck in water for several hours, the man who got stuck in rocks as the tide came in and had to be freed by firefighters. When i arrived on scene, he was getting hammered by a pretty severe tidal wave. Its five oclock. Our top story borisjohnson says he is very confident a new brexit deal can be reached with the eu, despite the government ramping up its preparations for no deal. The Prime Minister made the comments while visiting the Faslane Naval base in scotland. He added that he believes there is scope for a new deal if there was good will and common sense between the uk and eu. What we want to do is make it absolutely clear that the backstop is no good. It has got to go. They Withdrawal Agreement is dead, it has got to go. But there is scope to do a new deal. You have proposals that you will take to brussels . a new deal. You have proposals that you will take to brussels . I have made it very clear to our friends, talking to the irish today, what the limits are, what we want to do and we are very confident, with goodwill on both sides, to mature political entities, the uk and the eu, can get this thing done. Mrjohnson is currently meeting scotlands first minister Nicola Sturgeon to discuss brexit. He also met the leader of the scottish conservatives, ruth davidson, who said she will not back the Prime Ministers brexit plans. Lets cross now to our Political Correspondent nick eardley. Scotla nd scotland is of the seedy country the union which did not back the tories, which did not back scotland is obviously the country in the union that did not back the tories. It is a hard visit for him. Not because of Nicola Sturgeon, you expect when a conservative Prime Minister turns up to talk to an snp first minister, that there will be some tension there. They dont see i die on brexit, they never have. Id suspect they never will. When it comes to ruth davidson, there is a real tension there. She is on the same sort of when as people like hammond, the former chancellor, saying even if the uk can get a new deal with the European Union, in the next few months, should not be prepared to walk away without a deal. Ruth davidson made that point to Boris Johnson we understand in their meeting about an hour and a half ago. She was more positive when she came out, saying we are going to work constructively together, everybody wants to get a deal, Boris Johnson is going to work hard to get a dealfrom the European Union. If you look at the mood music, the last few days, does not look good for borisjohnson. He few days, does not look good for Boris Johnson. He wants few days, does not look good for borisjohnson. He wants to try and negotiate something that does not have the controversial bits like the backstop on it, but europe so far a nyway backstop on it, but europe so far anyway is not budging and that is welfare both in the Scottish Tory Party and in the snp that the direction of travel now is very firmly towards no deal. He has talked though today more positively about a deal than for example michael gove is talking down in london in his newspaper article and the prime minster is also talking about more money for growth in scotland, is any of that cutting through for him . The funding issue is an interesting one. Borisjohnson the funding issue is an interesting one. Boris johnson is the funding issue is an interesting one. Borisjohnson is pledging £300 million for scotland, wales and Northern Ireland as part is what is the city deal. Basically local growth projects that are being run by the conservatives over the last ten yea rs by the conservatives over the last ten years or so, by the conservatives over the last ten years oi so, so more by the conservatives over the last ten years or so, so more money by the conservatives over the last ten years or so, so more money into doubt, that is all part of his argument that he is notjust going to prioritise the south east of england, that he is ready to try and stimulate growth across the whole of the uk. Any funding is welcome, i am sure. The scottish commencing this morning it is not enough and it will be completely outweighed by the potential negatives Economic Impact if the uk leaves the eu without a deal and that leads to a recession, some are predicting. Really interesting that mrjohnson came out this morning and was batting for the idea of a new deal, many investments over the last few days, many top folk in his cabinet have been saying that no deal is now the presumption. There is a lot of money going to be pulled into preparing to leave the European Union without a deal. I think you can add the two together and you get me negotiation strategy, to say to the European Union we are absolutely, we are absolutely determined if we need to, we will leave without a deal. We are preparing, we got the infrastructure in place, the money is there, the uk is ready. At the same time, using thatis is ready. At the same time, using that is leveraged to say we want to get round the table, we still think it is possible to figure out some sort of arrangement that leaves gale lea ns sort of arrangement that leaves gale leans leads to the uk leaving with a deal. There are going be tough discussions over the next few weeks and months, notjust tough discussions when it comes to the domestic politics. It started absolutely pouring with rain since borisjohnson got absolutely pouring with rain since Boris Johnson got here, absolutely pouring with rain since borisjohnson got here, about 45 minutes ago. He has been treated to a scottish summer. I know what that looks like on the subject of no deal. Thereve been warnings today from Business Leaders at the cbi that neither the uk nor the eu are prepared for no deal and its today published practical steps that firms can take. The uncertainty surrounding brexit prompted the french owner of vauxhall to say it could move all car production from its Ellesmere Port factory in cheshire if it becomes unprofitable. Ellesmere port factory in cheshire, if it becomes unprofitable. Our Business Correspondent theo leggett reports. Vauxhalls plant in Ellesmere Port employs 1,000 people and faces an uncertain future. Last month, Parent Company psa said it wanted to build a new version of its astra model, but only on condition a suitable brexit deal was reached. Now its boss says if there is no deal, there will be no new production line. The chief executive said in a newspaper interview. But the man charged with preparing for no deal seemed to take that threat in his stride. We are doing everything we can to make sure we can leave the European Union on october the 31st, there wont be any delays, we are determined to ensure we leave on october the 31st, and it is myjob to make sure the country is ready. No deal would bring major changes to the way we do business across the channel, affecting everything from lorry traffic to financial services. Exports would be subject to tariffs overnight, border controls would be tightened up, and a swathe of industries, which currently rely on eu rules and standards, could be left in legal limbo, unless emergency measures are put in place. Yet the confederation of british industry says neither the uk nor the eu is ready for a no deal scenario and much more needs to be done. We absolutely do think a deal is essential. For all the preparation we do, it is like putting up sandbags to prevent floodwaters, we will probably still lose the kitchen but we might save the bedroom. So every effort, just as we put effort into preparation, every effort needs to go into getting a deal, and that means flexibility from both sides, because neither side is ready. The cbi says that although many big businesses have well thought through contingency plans, a number of Smaller Companies do not, and it says much of the official advice firms are being given is outdated. Yet the government insists it will be ready, and points out that some car makers have been happy to announce new investments. In recent weeks, we have seen amazon, ntt, the big japanese tech firm, and indeed Jaguar Land Rover announce fresh investment into the uk, so it is not all one way, or all the risks are downward, there are opportunities here, and we need to be ready to mitigate the risk. The government still insists it would prefer to leave the eu with a deal but has to operate on the assumption that wont happen, and that Means Companies have little choice but to prepare for a deeply uncertain future. Theo leggett, bbc news. Well, our Consumer Affairs correspondent Colletta Smith has spent the day at the vauxhall plant in cheshire thats threatened with losing all production, as you heard in theos report. Shes been talking to the union unite about the plants future. Welcome to the home of Vauxhall Astra here in the uk at Ellesmere Port. This car park is normally absolutely bunged full of cars and workers toing and froing as they start their shifts but at the moment we are in a two week summer shutdown of the whole plant, so as workers head off on their Summer Holidays they will certainly be concerned by the developments that we are hearing today. So four weeks ago, the company said they wanted to build the new model, the next model of the Vauxhall Astra here from 2021. But they said that was contingent on the deal that the government gets for brexit. Now we have a little bit more meat on that decision. They are saying that they got alternatives that in fact if they dont make enough money here at Ellesmere Port that they will close the plant and move it elsewhere. John is from the unite union. John, thats obviously very worrying for workers to hear, but not necessarily a surprise . No, its not a surprise. Itsjust reiterating what psa group said last week and the lunacy of brexit. Its notjust for Ellesmere Port but for the whole of manufacturing. But theres more to it than that. We now work for a company, Opel Vauxhall that in the past 15 months have made 1. 3 billion euros profit. Its about profit and loss. If they can maximise their profits by moving to a plant in Southern Europe they will do it. The workforce here stands ready to fight any threats to the closure of this plant. There are a thousand people working today plus another 7,000 in the supply chain. We will not let that go lightly. We were hearing michael gove this weekend saying in fact a new deal is potentially the most likely option that the government are planning for. We heard michael gove saying that in fact we heard michael gove saying that infacta we heard michael gove saying that in fact a new deal is potentially the most likely option. No deal. Is that the final nail in the coffin for this plant here . No, i dont believe it is. The workforce, the committed workforce here, has made sacrifices over the past two or three years and we demand a commitment from psa to produce cars here in the longer term. As i say, we stand ready to fight tooth and nail to make sure the volume of car production is maintained at Ellesmere Port. Thank you, john. What could have been really good news four weeks ago for the workers hear about that new model, new line being built here has now been tinged with this negative news that potentially the outcome of brexit may ruin that for the workers here. Last thursday has been official confirmed as britains hottest day on record. 38. 7 celsius was recorded at cambridge Botanic Garden. High temperatures hit large parts of central and western europe last week. The uk joins belgium, germany and the netherlands in breaking National Temperature records. Ben rich is here. We thought this was going to happen and then it has been confirmed. Yes, initially on thursday, we had a number of 38. 1 celsius, which was recorded in cambridge. Then we later got this figure from the Cambridge University Botanic Garden station at 38. 7. This is a station that does not report temperatures every hour oi not report temperatures every hour or in realtime, not report temperatures every hour or in real time, like a lot of the observation stations met office have. This one only records sends the temperature readings every 2a hours, hence why they do not have that figure to hand straightaway on thursday. We only had about that provision of record on friday. Since then, they will ebb and checking the site. They are checking that everything is in a standard configuration, if you like. It has to be on grass, has the grasp and maintained well enough . Is the stevenson screen, isnt high enough above the ground because mike is a far enough away from buildings . All these things. But when we are talking about breaking records and setting new records, they want to be double sure that the site is as it should be. This breaks the previous record which was set in the fab russian in kent in 2003. Faversham. Which was set in the fab russian in kent in 2003. Faversham. We have just edged it. Is this part of a wider trend . Is oui is this part of a wider trend . Is our Climate Change in . What we are hearing more and more from scientists is that in a warming world, we would expect to have more heatwaves like this because essentially what used to be extreme becomes less extreme. If the average temperature are climbing gradually, thenit temperature are climbing gradually, then it stands to reason that attempt is used to be perceived as extreme will become more and more common. It is a Significant Development that we have broken this record this summer. Worth saying that some sites only report even more rarely, monthly, it is even possible that that might be a higher temperature come in. Is even possible that that might be a higher temperature come inm is even possible that that might be a higher temperature come in. It is possible. Some sites record monthly, the met office will be waiting for all of those data to come in, they will analyse those an update as if there is a higher temperature. Thank you very much. As it stands, temperature record broken, 38. 7 celsius, the highest ever recorded in the uk last thursday, at cambridge Botanic Gardens. The headlines on bbc news. Boris johnson visits scotland where he faces opposition from both the snp, and his own party , over his brexit policy. A warning from vauxhall that it could move all its production from ellesemere port if brexit hits profits from the plant. Informers will be shot, say signs in londonderry. I will be back at 5 30pm. You then. Three months after the journalist leera mckee was shot dead during rioting in Northern Ireland by the Republican Group the new ira, no one has been charged with her murder. In londonderry, where she died, tensions with paramilitaries remain. Where lyra mckee was killed, and reports on the dissidents pushing anti Police Campaigns and the threats to the local community. In this area and darren, normality under covers violence. Theres many Catholic Housing estate remains one of Northern Irelands last on his web and irish nationalist groups or dissident republicans still hold some sway. Keep quiet, we will do what we like it, that is what that is saying. Since the death of leroy mckee, the signs have appeared in the main street warning people not to speak to police. This one here says informers will be shot with a picture of a rat on it. That is dehumanising poster. These people claim to be fighting for some sort of human rights, whether they think people are like animals if they do not agree with them. Police believe the ira gunmen who shot lyra was a teenager he was known locally. With warnings like these outside of schools, make the threat to potential witnesses clear. Why cant they be taken down because mike who is going to take them down . Fear creates a culture of silence. The school here and plenty of pa rents the school here and plenty of parents ive spoken to have told me they do not think there is anything that they can say publicly about the science, and the sense you get is as much as they dont want it, it is something that has to be accepted. The new ria ira claims to be bringing a new role. They have claim responsibility for a bomb outside the courthouse, explosive sent in letters to train stations and airports across the uk and a bomb found under a Police Officers car in belfast. On friday, another dissident organisation tried to murder of in craigavon, lowering them towards a deadly booby trap. Since lyras death, what people say the new ira political wing have launched a fresh drive to rally support. Mirroring struggles past, this is a picket line supporting ira prisoners. Many who have beenjailed for acts of violence and possession of weapons and explosive. Police a member of them are in the leadership of the new ira. The sign over here says salute the men and women of ireland, what does that mean . This isa ireland, what does that mean . This is a pretty public demonstration. Can you explain to people what you stand for . You put your posters up on the lamp post. One of their key m essa 9 es on the lamp post. One of their key messages in the new Poster Campaign isa messages in the new Poster Campaign is a call for a complete rejection of the Police Service of Northern Ireland, all psni who they refer to as the crown forces. And to help with these campaigns, they also recruit teenagers into its youth wing. Yourcampaign recruit teenagers into its youth wing. Your Campaign Encourages people to reject police, what exactly a re people to reject police, what exactly are you calling for . Do you support violence against authorities . Put it down. Our camera is pushed away. Neighbourhood officers and gary face a constant threat. How do you Police Community when there is an active campaign to destroy when there is an active campaign to d estroy a ny when there is an active campaign to destroy any trust in policing . We are trying to get people to understand that we are doing a job, we are here to help them. We do our best, to get out and speak to them, speak to them on their normal terms. Let them see that we want to engage with them and we are open and willing to help. Officers normally betrayed in armoured land rovers but we accompanied them for their first bushel on bikes. It attracts attention. The team say they want to do more face to face patrols in future. During the 30 year conflict in Northern Ireland known as the troubles, gary saw some of the worst of the violence, between the jewish army, paramilitary and police derry. Today the historical tensions live on. The troubles began, they have never really gone away. There is some support for that message, you think. There is an derry. They would be. But the most extreme views of violence dissidents are opposed by the vast majority of those who live here. These groups need to know that they are not representing the people of this town when they are putting up posters like that and speaking like that. Some Community Workers who say they cannot appear on camera have told us that behind the scenes there are negotiations taking place with the people responsible for the signs to try to get them removed. That so far, with little success. And the council, police and other authorities will not intervene. Palin manages cast a shadow here pal near paramilitary is cast a shadow here which they believe only the people of derry can ease. For almost five years, yemen has been locked in a seemingly intractable civil war that has killed tens of thousands of people and pushed millions to the brink of starvation. Yemen shares a border with saudi arabia in the north, and oman to the east. The conflict there has its roots in the arab spring of 2011, when an uprising forced the countrys long time authoritarian president ali abdullah saleh, to hand over power to his deputy Abdrabbuh Mansour hadi. The political transition was supposed to bring stability to yemen but the country struggled to deal with issues including militant attacks and corruption. Fighting began in 2014 when the Houthi Shia Muslim Rebel Movement took advantage of the new president s weakness and seized control of the countrys capital, sanaa. The conflict escalated dramatically in 2015, when saudi arabia and eight other mostly Sunni Arab States backed by the us, uk, and france began air strikes against the Houthi Rebels contributing to the humanitarian crisis. Aid agencies report that almost 150,000 people have been killed in the conflict. Save the children say up to 85,000 children have died as a result of starvation or disease. Adam steiner is the head of the Un Development programme, and has just returned from yemen. We can speak to him now from our studio in the jordanian capital. Good evening. Tell us what you saw during your visit to yemen. There are different ways of describing the situation, but in terms of statistics, we in the United Nations today deemed yemen the lodges you may have seen increases in the wild, 80 of the population are in need of humanitarian support. There is the return of colour in a way that we hoped would not return, millions of children are not able to go to school and the statistics could go on. My encounters in many of the people that i met in sanaa, there was a mixture of a kind of desperate resilience and a flailing hope that some of this conflict will come to an end because the economy has virtually collapsed and in one of oui virtually collapsed and in one of our recent reports, that was published, we estimate that only four years of yemen has been set back by over 20 years in terms of all the major social economic indicators, that is the price of war. You mention hope, there was an attempt at ceasefire, an attempt to demilitarise the port. What has gone wrong . I would not say that anything has gone wrong, it has not yet gone right to the extent and on the timeline that we had hoped for but the Peace Agreement stance. The agreement which was very much a first step, a meant test of whether the Stockholm Agreement would succeed it, is in part been implemented. I would argue and that was the reason for my visit, because the United Nations Development Programme following the work of the special convoy which was broke at the coming together of the parties has allowed a mission to now be permanently present and we have begun to collaborate with the port authorities on the we rehabilitation. There is a gateway for yemen in terms of importation of groups and humanitarian supplies, well over three quarters pass through the port. It is a gateway to peace and that why so much of our focus as the United Nations family right now is on making the agreement and payment work. It is still a zoning conflict, on the day i travelled down, two shells exploded very close to our offices which are pa rt very close to our offices which are part of a so called d conflicted with his own. We are operating under extremely difficult conditions. this remains open, what is missing to get yemen back on that path of development . Just a few days ago on a ship on which the United Nations convened both parties to the conflict, a series of next steps was agreed in principle on a technical level and these have to be approved by the political authorities of both sides. We have a road map for that phase two and that would be an extremely promising way of moving forward stop in part that relates to how local security forests to no forces will be deployed. The Revenue Management are subject to negotiation. In principle, the next stage has been set and both parties, both sides and those who are associated with those parties need to now take a Firm Decision to make it a success. Otherwise, there is indeed little help that the stockholm Peace Agreement will outlast those who argue that this conflict is not resolvable. Your tone is constructive and encouraging of those who are reaching out to grass a route to peace, but do you think there are parties here who are not doing enough and would you like to name them . I think them . Ithink in them . I think in the role of the United Nations currently takes, it is not helpful if we point to one party on another. I think if you follow the work of the secretary general and the statements of the secretary general himself, it is quite clear that the responsibility lies on all sides. Conflict always are a very messy situation and at this point in time, we are trying to create a symmetry of actions and some of these have been taken. I think what we need now is more International Pressure and more understanding that this conflict is not only an extraordinary humanitarian tragedy, it isa extraordinary humanitarian tragedy, it is a development tragedy and one that goes beyond the borders of yemen. That is why the International Committee has risen to become more engaged at the political level also in order to bring the parties to the table. It is a classic story of conflict and the United Nations with his good offices, with the extraordinary humanitarian support it is opening, we are fully engaged as we can be. Thank you so much forjoining us this evening. Lets take a look at some of the other stories making the news. Downing street has dropped an investigation into the mp mark field. Borisjohnson has said hes very confident a new brexit deal can be reached with the eu, despite the government stepping up its preparations for no deal. The Prime Minister, who is spending the day in scotland, where leaving without an agreement is widely opposed, said the backstop proposal aimed at preventing a hard border in ireland was dead. But he said there was scope for a new plan, provided there was goodwill and common sense. What we want to do is make it absolutely clear that the backstop is no good. It has got to go. The Withdrawal Agreement is dead, it has got to go. But there is scope to do a new deal. Do you have proposals that you will take to brussels . I have made it very clear to our friends, talking to the irish today, what the limits are, what we want to do and we are very confident, with goodwill on both sides, to mature political entities, the uk and the eu, can get this thing done. Earlier this afternoon, mrjohnson met the leader of the scottish conservatives, ruth davidson. She said mrjohnson is trying to get a deal across the line and many of those opposed to him may be pleasantly surprised by his performance. We were obviously talking about the need to have Nicola Sturgeon and a referendum but we talked a great deal about brexit and i said i wa nted deal about brexit and i said i wanted to see the same level of energy and vigour that is going into no deal planning going into trying to get a deal. I wanted to see this sort of shuffled the promisee that will be required and if theyre going to see changes that we are brought back to the house of commons andi brought back to the house of commons and i received reassurances that i was looking for. What authority do you have to try to change that decision . The Prime Minister also says that its the primary goal of his government to get a beer. He would much rather leave with a deal than without one . I support him in that. I am going to help him in any way that i can to try and get a beer across the line. With me now is conservative msp miles briggs who has been backing Ruth Davidsons rejection of no deal. Are you talking about are you confused this evening . We have by the Prime Minister saying he has there will be a beer, mr gove however in his newspaper article saying they will be no deal. The Prime Minister is very clear today that this is the number one priority and where the government and the Prime Minister want to have that deal and that is what we put forward as well as our number one priority as well as our number one priority as well. Above all in politics we need to Work Together to hopefully get that deal and renegotiation to the eu but then also their apartment as well. I asked whether you are confused about where the governments position is because mr gove has been this very afternoon, chairing the committee by the subcommittee which is responsible for exit strategy. The government has been clear in terms of planning for no deal, thats exactly what michael gove has been working on and i think its sensible to do that and thats also of course the Prime Ministers outline but we have to be clear that above all we want to see a beer and she was created upon minister that today. Can ask another question about the money that the premise that has been talking about in scotland. Do you believe in what he calls the growth deals, £300 million but other parts of the awesome foursome scotland, Northern Ireland and wales or do you at the scottish financial secretary b believes its desk just recycled old news . We thought we had seen the benefit of that across, and im here in edinburgh, we have seen adversity, which has helped to bring billions of pounds to our city and also beyond the city regions and we have seen that taking forward to try to have one for every part of scotland. On the islands now is where the Prime Minister had furthered deal. Its a great opportunity. Its a great example of where both of scotland posed but governments can Work Together for the benefit of scotland. We should celebrate those and not try to undermine them like the smp constant do it that we have seen today as well. Youre sounding very upbeat today but of course scotland did not vote conservative, he did not vote borisjohnson, he vote conservative, he did not vote Boris Johnson, he did vote conservative, he did not vote borisjohnson, he did not about brexit and it did not vote no deal, and apart from voting conservative, you are the same, you did not vote for three of those things. Have you changed your mind or are you making the best of a bad job seeing as he is got Boris Johnson . The reason you have a conservative government is because he had a record resulting in scotland. We returned 13 smp so we are part of the uk government and i think its important we highlight that. You have got great colleagues who work in listening step standing up who work in listening step standing upfor who work in listening step standing up for scott ands interest and that a positive, something we Work Together with our group all the time. Now i am not going to accept that. I think whats clear is actually the conservative party will a lwa ys actually the conservative party will always put scotland plus plus interest first thats why many of us have been elected in scotland and that something we will continue to do every day of the week. That something we will continue to do every day of the weeklj that something we will continue to do every day of the week. I noticed the love for anything anything sanguine about having borisjohnson for anything anything sanguine about having Boris Johnson for anything anything sanguine about having borisjohnson to make a case in scotland because he did not vote for him. You now have him, of him another Scottish Independence referendum more likely . another Scottish Independence referendum more likely . I do not. I think people in scotland like the rest of the uk are looking at the Prime Minister and will pass judgement in the future. What is clear is actually he has hit the ground running and he here in scotla nd ground running and he here in scotland in the first week in the job and scotland in the first week in the job and i welcome that he has been outlining already today to the prime entry group as well where he wants to ta ke entry group as well where he wants to take forward being minister for the union. The first time the payment minister is taking on board at that position. I think its a great opportunity to actually strengthen our United Kingdom and thats what borisjohnson has outlined he wants to do and will be trying to make sure we can take that forward in a positive way because and at least here in scotland and across the uk will constantly try to undermine our United Kingdom so we need to fight every day of the week to make sure we can highlight the benefits of that and where we can Work Together across these nations to make sure we are prosperous, healthier, and happier nation and thats something i hope all politicians will be working towards and setting the i welcome the fact the Prime Minister has been up here in his first week in office and showing that how passionate he is about scotland as part of a United Kingdom. Thank you forjoining us. The jailed russian Opposition Leader Alexei Navalny is being returned to prison from a moscow hospital. He developed severe swelling and rashes on his neck, back, chest and wrists. The initial diagnosis was an acute allergic reaction, but one of his doctors said she thought hed been exposed to a toxic agent. Steve rosenberg reports. Alexei navalny was taken ill in jail on sunday morning and taken news of a sudden illness makes headlines. Especially a sudden illness contracted in a moscowjail. He was brought to hospital on sunday after suffering what was described as an acute allergic reaction. Today, the hospital said he had dermatitis, it discharged him back to jail. His own doctors suppose that, they are concerned for a toxic agent may have caused his symptoms, sweating, rashes, and discomfort in the eyes. He is using the same medicine as normal, eating the same food, he is seen with five people on the camera, they are all well, everything is normal, and then set any ibex he has some sort of allergic reaction. I think its truly absurd, why would you do that . In reality some kind of chemical agent got into his body and cause this reaction. He is one of russias most prominent opposition activists. Two years ago he suffered a chemical burnin two years ago he suffered a chemical burn in the eye, following an assault. Someone threw a green antiseptic in his face. He is currently serving a 30 day sentence for calling for this street protests at the weekend. Moscow police that more than a thousand people and come out to demand honest elections. Our senior World Service correspondent olga ivshina is here. These latest developments going back to prison from hospital, what can you tell us . As many things in russia at the story has two perspectives, it depends which you adapt. Its to view broadcasted by programme invoices. They say nothing serious happened, the statement by the doctor so nothing serious, just recovered, thats why hes back to prison. But the support test, they point out that the head of that hospital is a member of the party of russia and hes personal doctor the one who was treating him two years ago when he was attacked by procurement programming activist too antiseptic in his eyes and she managed to save one of his eyes, he says its quite dangerous and she is afraid that the mean trouble now is that hes coming back to his cell when he got in contact with an unknown agent and he says if he kept into co nta ct unknown agent and he says if he kept into contact with that where the second time the reaction can be way worse. Up to anaphylactic shock which results in that and he can lose his eyesight on one of the eyes because its already been damaged. Tell us more about, that report told us tell us more about, that report told us something about it, why is he such an important figure . Why is he such an important figure . Why is he such an important figure . Why is he such a thought in that side of it putin . He is put to be the most famous and the most charismatic and the most vocal critic of rush ats president vladimir putin. Putin never pronounces his name in public, so, he is who shall not be named. He finds different ways to call it. That thing is he is extremely popular among the youth now and the russian economy is deteriorating for a number of reasons. More and more russians are struggling to keep and to get the normal life, the level of their world has deteriorated and as our sources close to the kremlin told us, some people in president ial administration are worried that in this moment, instability, such charismatic figure can be the ones who can spark the protest of calling people for mass protests. That is why maybe, definitely thats why hes very important and he is the figure which the Kremlin Kremlin does not like. We have to leave it there, thank you for your analysis. The headlines on bbc news borisjohnson visits scotland where he faces opposition from both the snp and his own party over his brexit policy. A warning from vauxhall that it could move all its production from ellesemere port if brexit hits profits from the plant. Informers will be shot, say signs in londonderry. 3 months afterjournalist leera mckey was killed no arrests have been made. An update on the market numbers for you, heres how londons and frankfurt ended the day. And in the the United States this is how the dow and the nasdaq are getting on. A london consul tenant has been evicted from his home in order to pay his local authority £100,000 after illegally submitting his flats on the online accommodation site air b b. His former property will now be reallocated to one of the a000 people currently on the consuls waiting list. Westminster consuls investigating more than 1500 of its homes over our subletting issues. The leader of listening to consul joint is now from there and are you making something of an example of this tenant . He is one of the te na nts this tenant . He is one of the tenants that we have discovered doing this. We have got 50 or 60 consul home tenants that we are now investigating on top of the 1500 private rented landlords. Why is it taking so long and maybe you have so many under investigation . We have got about 10,000 many under investigation . We have gotabout10,000 air many under investigation . We have got about 10,000 air b b type landlords only a that, about a of our properties put together and the problem is that its very difficult because of the lady assisting is set up because of the lady assisting is set up to be able to investigate when people can play and about the noise or anti social behaviour that quite often these types of tendencies can create. Thats why we are calling on the government to really take control of this and to introduce and register so that local authorities not just westminster but across the country now that the properties that are being left on a nightly basis so that we can keep an eye on them and we can go and deal with the landlords if you do have problems. suppose some of our viewers it may not be entirely obvious why its not allowed for that flat to be sublet. It isa allowed for that flat to be sublet. It is a council property. Its a consul home and as you said we have got over a000 people waiting for homes in westminster and sell when this gentleman, mr hart was given this gentleman, mr hart was given this fact several years ago, rather than live in it, he decided to sublet it on air b b and other platforms, making hundreds of thousands of pounds profit. So he still from the public twice basically by taking a property that thousands of people that would welcome and then also making money out of it. Do you think it is clear enough to all year consul tenants, the think its clear enough to them that they simply arent allowed to do that . We do make it very clear when in the agreement we do do checks to make sure that the person whos on that tennessee is actually living there. The problem is its not just consul living there. The problem is its notjust consul properties, its the private rented sector and we have got many apartment blocks that are purely, the issue is that people who are living there dont know who is coming in and out all times of the day and night but also those people who are renting out our paying taxes so the Inland Revenue arent getting the money. But also hotels and b bs have to go through many regulation, have to go through many regulation, have to go through many red hoops to make sure their properties are the same and air b b type landlords dont. People who are staying there can be put at risk. Thank you for joining us. She has been speaking after the meeting, she has asked what message she has for mrjohnson. This government on the path its pursuing i think is dangerous, it became clear to me that this government, the Prime Minister has said the uk on an inevitable path and making very difficult to see how any deal can be struck and can be catastrophic i made abundantly clear to borisjohnson catastrophic i made abundantly clear to Boris Johnson my catastrophic i made abundantly clear to borisjohnson my opposition to brexit and to an ideal brexit and also made it clear to him that the people of scotland should be able to chart their own course and they will have that imposed. He said his first reference is to get a new deal, do you think thats an option . Reference is to get a new deal, do you think thats an option . He says he wants to get an idea but what is not clear to me and i asked him this directly is how he tends to get from the very hard line fixed position hes taken to a position where a beer if possible. If the east the eu also sticks in the very persistent position its taken about the Withdrawal Agreement and that is where there is no clarity at all. That makes me think that whatever borisjohnson that makes me think that whatever Boris Johnson might be that makes me think that whatever borisjohnson might be seeing publicly about his preference being able to extract a beer in reality, he is really pursuing an ideal brexit because that is the logic of the hard line brexit because that is the logic of the ha rd line position brexit because that is the logic of the hard line position that he has taken and the hard line position that he has taken and i think that is extremely dangerous for scotland and mbe for the whole of the uk. We know from the whole of the uk. We know from the work we have done the impact that would have on jobs and on the economy and the university and almost every aspect of society in scotland. I think its incumbent on all of us who think its on all of us all of us who think its on all of us to do everything we can to block it. We have been talking about the record temperature last thursday. Well, from last weeks heatwave, to flash flooding over the past 2a hours, our volatile weather makes forecasts important for many. And on this day in 19a9, 70 years ago, the bbc revived the tv weather report, something it had originally introduced at the start of the second world war. The way we get the latest predictions has changed dramatically over the years, as our presenter matt taylor has been finding out. Its going to be a dull and wet start to the day. The way we consume the Weather Forecast has changed immensely. From simple hand drawn charts and magnetic symbols. Theres some. Oh, dear lets do it again. Theres the heavy and persistent rain. To 3d graphics and sophisticated mobile phone apps. We now have more Weather Information at our fingertips than ever before, but how exactly does that information get there . It all begins at a weather station like this. The radcliffe observatory has been recording data for over two centuries, making it one of the oldest and longest running in the world. Weve been taking temperature observations here on a daily basis since 181a, and then weve got daily rainfall observations, as well, from the 1820s. So, everything thats used here to measure the temperature and the rainfall has been issued by the met office, so its all standard kit. And so whats measured here will be measured likewise in other parts, notjust in the uk but right around the world . Absolutely. But with the atmosphere stretching kilometres above us, we also need weather balloons, radar and satellite data. And all that information gets fed into weather organisations such as the European Centre for medium range Weather Forecasting here in reading, where supercomputers like these ones, doing trillions of calculations every single second, churn all that weather Observational Data and create the forecast. This is planning for food, for transport, for health, for energy, for anything thats part of society, thats making society. Agriculture needs to know when to borrow, buy, rent equipment. They need to know what crops to use when. That up to date, personalised information is crucialfor all of us. Since the bbc weather app launched in 2013, its been downloaded 15 times a minute, with up to eight Million People using it every single week, and it continues to innovate and evolve. Well, the technology and the amount of Information Available may have changed greatly in the last 70 years, but for me personally, you cant beat getting in front of the camera and communicating the forecast and its uncertainties verbally. Now, if you dont mind, i have a job to do see you soon we are going to get our way right now. We still find some things a little bit tricky particularly showers, theres quite a few of those in this forecast. We start working with some blue skies and sunshine but we have some showers around with spots of scotland, Northern Ireland and also selfless thinking across was quite a the Channel Islands are starting to push their way further north and east rates and will continue to do so this evening and overnight. You can see here on the radar picture putting away from that in scotland, that southwest got in with the shower its starting to get going now across our place in england. Becoming a little bit more widespread here parts of wales maybe one or two with the maidens, northwest england and Northern Ireland. Patchy rain for the far north of scotland but elsewhere many dry tonight with a mixture of variable amounts of cloud, clear spells but quite a monday night and quite an uncomfortable want to sleep in. Not much lower than 16 or 17 celsius. This area of low pressure isa celsius. This area of low pressure is a driving force behind our weather through the working week. Notice how the isobars are fairly close together so notjust some heavy showers, but also some windy conditions as well. We will see some very great showers that tomorrow morning in across southwest england, wales but becoming more widespread across england and wales moving into parts of Northern Ireland, parts of southern scotland, a few sharp showers from northern scotland and then we get the showers they will be happy, friendly, bring lots of rain ina happy, friendly, bring lots of rain in a short amount of time and some gusty winds across from southern and southwestern coats coast. Touching the maybe 50 mph. A cooler field tomorrow compared to today. Say for some eastern counties of england and scotland. You are showers here, a bit more and sunshine, up to 23 or 2a celsius. We will keep the showers going running around this area of low pressure at tomorrow evening, we could see some low flooding again particularly whether showers across areas which saw the through the weekend, by the time you get the them stay here our area of low pressure by this stage a bit further north and east rates. They showers will start to fade there wednesday morning across seven, southwest england and wales but the confetti persistent four north wales, the midlands, east anglia, and scotland. Not so many showers getting across to Northern Ireland but we see them and we will get torrential rain and thunder and lightning and a number of warnings for the met office given their frequent showers on wednesday, 19 or 20 celsius in places. Particularly for those who saw them on wednesday but even dryer it with that friday and saturday with the wings facing east. Scotlands first minister accuses the Prime Minister of a dangerous approach to brexit. The Prime Minister was greeted by boos as he arrived in edinburgh for talks with scotlands first minister.
