Rush hour in islington and a handful of e scooter riders are getting stopped by police. Here, theyre getting a warning, but officers have given out fines. For riders like david, who bought his electric scooter last week, its frustrating. I think its really hard because they are such a good vehicle for the city. Theyre reducing congestion, theyre reducing pollution. You really want to be able to have Something Like this to use. I think because the law is old, it is, its a bit of a grey area, its just falling between two stools. I think we really need to resolve it because this is the thing you want to have in the city rather than all this traffic. E scooter safety hit the headlines after the death of the presenter Emily Hartridge here in battersea three weeks ago. Even though they are illegal on public roads and pavements, thousands are used every day in the capital. Its really important that we just make sure that people do understand that it is illegal now, that there are risks associated with using e scooters in public, they are not intended for the roads or the pavements. So we will educate the public and where we need to, we will take enforcement action. Their supporters say they are cheap, convenient, and have no emissions. And transport for london want new laws introduced quickly to help regulate them. Lets keep the pavements clear. Lets put specifications around the scooters, if theyre going to be allowed, to mean that theyre safe, for example, limited on the speeds. But also, lets have an ability to prevent clutter, so they cant just be left everywhere, particularly on a rental scheme. The met says around 100 riders have been stopped this week. Other countries have regulated e scooters. The government says its reviewing their use, but for many, thats taking too long. Tom edwards, bbc news, london. A very serious problem, across the uk we are seeing more frequently, because we are seeing more of these breeds, they are very popular, the pugs, French Bulldogs, people love them. Yes, she had her corrective surgery this week, her nostrils widened and her windpipe fixed, she is making a good recovery so fixed, she is making a good recovery so hopefully she will be able to lead a happy life doing the things she should be able to do as a ten month old puppy, running around, playing and enjoying life. Its heartbreaking, when you hear about her story. There is obviously a cost implication for owners of these dogs. Insurers sometimes refused to ensure certain types of breeds. What is the surgery involved and how expensive is it . For the rspca, its cost us £1800 for this surgery. But it can run more than that. Many owners find themselves in situations where they are unexpectedly faced with bills of thousands of pounds so they have bought themselves a very cute puppy, but very quickly realised that their dog is struggling to live and maintain a normal life so they end up with bills that are hugely expensive. Some Insurance Companies are now no longer paying for that is well. So they end up in a very difficult situation. Has dory found a family yet . When we see the occurrence of this kind of thing, we touched on it on the introduction that they are designed dogs, they have no resemblance to how they originally were and should be, are you seeing that more and more . Yes, definitely. These are bred to have a very compact skeleton but the soft tissues have not been contacted as well so they have lots of excess skin inside their mouths which leads to breathing issues. If someone is considering or wants to buy a dog of this type, what they need to look for or be careful of . How do we make sure that this does not keep happening . The British Veterinary Association has started a campaign called breed to breed, encouraging readers to breed for health as opposed to looks. If you want to get a dog and you go to a breeder, have a dog and you go to a breeder, have a feel for what they are telling you, if the emphasis is on looks or health. If you are getting an adult dog, you can have a look at the shape of the nostrils, they should have nice round open nostrils but often these breeds suffer with this split like slipped nostrils. And if you can hear them snorting or grunting, thats not normal, even though it is now being accepted as normal. How much of the rise is down to demand, and how much of this is about ignorance . It is both. Demand is so high for these breeds of dogs, they have a lovely temperament and they have a lovely temperament and they do look cute. They have baby features, a big eyes, wide set round faces so they are appealing to us. But ignorance is also high, its not peoples fault, they dont know about these dogs are used in advertising, they are fashionable, celebrities have them, they are on a lot of packaging so they breed to breathe campaign, that is just to educate people that its not normal to make these noises and suffering as they are.
