Former special Counsel Robert Mueller insists his report didnt clear President Trump of obstructing justice and hints he could face prosecution after leaving office. Its 7 00am in singapore and midnight here in london, where Boris Johnson formally entered 10 downing street as Prime Minister of the United Kingdom. Mrjohnson began his premiership with sweeping changes to the cabinet, bringing in a number of pro brexit allies as he seeks to fulfill his promise of bringing the uk out of the eu by october 31st. 0ur Political EditorLaura Kuenssberg reports. Even for those who adore him, a year ago, borisjohnsonsjourney even for those who adore him, a year ago, Boris Johnsons journey to even for those who adore him, a year ago, borisjohnsons journey to the palace may have been the kind of wild story predicted. He was blocked by protesters on his way. Now, the politician who as a boy said he wa nted politician who as a boy said he wanted to be well king invited to become Prime Minister by the queen. A moment where everything officially changed, bowing to the monarch. There are some rules he will follow. I have just been to see her majesty the queen, who has invited me to form a government, and i have accepted. There are pessimists at home and abroad who think after three years of indecision, that this country has become a prisoner to the old arguments of 2016. So, i am standing before you today to tell you, the british people, that those critics are wrong. The doubters, the doom stairs, the glimpses, they are going to get it wrong again. And we are going to fulfil the promise of parliament to the people and come out of the eu on october the 31st, no ifs and no buts. I am building a great team of men and women. I will ta ke great team of men and women. I will take personal responsibility for the change i want to see. Never mind the backstop, the buck stops here. The big judgement, ready and willing if needs be to take us out of the eu without a deal. It is of course vital at the same time that we prepare for the remote possibility that brussels refuses any further to negotiate, and we are forced to come out with no deal. Not because we wa nt out with no deal. Not because we want that outcome, of course not. But because it is only common sense to prepare. We in this government will work flat out to give this country the leadership it deserves. And that work begins now. Thank you very much. This is the start of a new era, and the start of a very different era. With borisjohnson and the brexiteers in charge, perhaps they are not so much taking back control is taking over a precarious and fragile situation. For any new administration there is glory on day one, but there were howls of protest from whitehall throughout the speech. This is a time of strife. Mrjohnson is in charge because of the failures of his party and his predecessor. For her, time today for one last bout in the commons. Fa rewells her, time today for one last bout in the commons. Farewells and tributes aplenty for theresa may, but it is politics always barbs too. Aplenty for theresa may, but it is politics always barbs toolj aplenty for theresa may, but it is politics always barbs too. I pay tribute to her sense of public duty. I hope, tribute to her sense of public duty. Ihope, mr tribute to her sense of public duty. I hope, mr speaker, that she has a marginally more relaxing time of the back benches, and perhaps, like the chancellor, even helping me to propose the reckless plans of her successor. She couldnt resist it either. Perhaps i could finish my exchange with him by saying this asa exchange with him by saying this as a party leader who has accepted when hertime as a party leader who has accepted when her time was up, perhaps the time is now for him to do the same. She will stay on as an mp and she closed with a tribute to her constituents. That duty to serve my constituents. That duty to serve my constituents will remain my greatest motivation. Applause, then, after yea rs of motivation. Applause, then, after years of defeat and disappointment. A former Prime Minister now one more last moment at the podium, where in calling and needless general election, she may be sealed her fate. I repeat my warm congratulations to boris on winning the conservative leadership election. I wish him and the government he will lead every good fortune in the months and years ahead. And as i leave downing street, my final words are of sincere thanks. Real affection was for her truest ally. Finally, and most of all, i want to thank my husband, philip, who has been my greatest supporter and my closest companion. It is over now for theresa may, yet the next occupant arrives to face so many of her same problems. A party torn in two, no majority to speak of. Borisjohnson tonight must know they applaud them all on the way in. Lets bring you an update now on a story we broke in the last hour. North korea has fired two unidentified projectiles. The south Korean Military said they were launched from the eastern port of wonsan. 0ur corresondent laura bicker joins me from seoul. What more can you tell us about this development . Kim jong un being photographed alongside a newly built submarine. They are still gathering information about this latest lawn. It is said at least two projectiles we re it is said at least two projectiles were fired between 5am and 6am local time on the Eastern Shore of north korea, near the port of wonsan. When it comes to this weapons test, and it comes to this weapons test, and it appears to be a weapons test, it looks very similar in characteristics and in range to missiles north korea tested in may. It is the second show of weapons by kim jong un it is the second show of weapons by kimjong un in it is the second show of weapons by kim jong un in this week alone. Earlier on tuesday, mr kim showed off what appears to be a new submarine in pictures that were shown in the state news agency. It is not known when that inspection took place all the capability of that submarine, but for some time now north korea has said that it was willing to build a Ballistic Missile launching submarine. And a lot of this is the first launch of projectiles by north korea since donald trump and kim jong un projectiles by north korea since donald trump and kimjong un met in the dmz. We are yet to hear from the pentagon. The us has says it is monitoring things. There were no formal agreements made, but donald trump has placed a lot of credit on kim jong un for not testing missiles. After the last short range missiles. After the last short range missile test in june, missiles. After the last short range missile test injune, in may earlier this year donald trump has said that when it comes to testing those missiles, he said other people test short range Ballistic Missiles. It seems the us is far more concerned with long range Ballistic Missile tests tha n with long range Ballistic Missile tests than they are with shorter range once. To the us now where former special Counsel Robert Mueller testified before congress and was pressed on the findings of his report into russian interference in the 2016 president ial election, including any actions taken by President Trump and his campaign. Nick bryant has been watching the days events. The democrats were hoping these hearings would notjust provide the audiobook version of the mueller report, but a summer blockbuster movie. But the former special counsel didnt even want to appear on capitol hill, and stuck closely to the script and Main Findings of his a00 page report. The investigation did not establish that members of the Trump Campaign conspired with the russian government in its election interference activities. But the report did not clear President Trump of obstructing justice, of interfering with the russian meddling investigation. So the report did not conclude that he did not commit obstruction of justice. Is that correct . That is correct. And what about total exoneration . Did you actually totally exonerate the president . No. Mr mueller was monosyllabic, but under republican questioning stated that, although Justice Department guidelines prevents sitting president s from being prosecuted, that would be possible after mr trump left office. Could you charge the president with a crime after he left office . Yes. You believe that he committed. You could charge the president of the United States with obstruction ofjustice after he left office with yellow yes. Yes. The white house described the hearings as an epic embarrassment for the democrats. Donald trump said to be happy that there was no explosive sound bite from the former special counsel. No moment that went viral. The democrats may not have the Box Office Drama they were looking for, but from Robert Mueller, a reminder to donald trump that his legal problems havent necessarily gone away. That his president ial protection from prosecution ends the moment he leaves the white house. Nick bryant, bbc news, washington. 0ur correspondent Laura Trevelyan spent the day on capitol hill and gave us her assessment of mr mullers hearing. We didnt really learn very much more, and that is what Robert Mueller told us would happen. He said, my report is my testimony and that proved to be the case. This afternoon he went a bit further, he talked about how concerned he was that other countries around the world would learn the lessons of russian interference in our election and try to do the same. He also said it was problematic that donald trump had been so full of praise for wikileaks basically for doing something illegal, which is distributing hacked e mails of hillary clinton. Really, this was a day in which democrats got the report on the record, so they could use that in their districts to fund raise and campaign against the president , and republicans tried to undermine the basis of the probe itself. What is next after this testimony on capitol hill . There is about to be a congressional recess. All of the lawmakers are going back to their districts, and they will be taking the temperature. What democrats wanted to do with this hearing is allow the American People to see what was really in the report. They will find out whether people care or not, whether this was something that exorcised them. Nancy pelosi said that she respects the decision of lawmakers if she goes back and finds there is more pressure for impeachment. But if there is not a majority among House Democrats to move towards impeachment proceedings, as it is now, then she wont. Youre watching newsday on the bbc. Im rico hizon in singapore. Im ben bland in london. Our top stories. A new resident in downing street. Borisjohnson begins his term as Prime Minister with a Major Overhaul of senior government positions. Fresh concerns over north korea. Two projectiles are fired into the sea towards japan as kimjong uns pictured alongside a newly built submarine. Lets get some more thoughts on Boris Johnsons first day as Prime Minister and a major shakeup of the uk cabinet. Christian fasier has been out on College Green for us analyzing Christian Fraser has been out on College Green for us analyzing a very busy 2a hours in westminster. It has been nothing short of remarkable, the radical shift we have seen today in downing street. 14 have seen today in downing street. 1a members of the cabinet though out and income the old team, the vote leave tea m and income the old team, the Vote Leave Team who will surround Boris Johnson and force this project through according to the new Prime Minister, in the next 99 days. It has been quite a few hours here at westminster. It certainly has. People have compared it to the 1950s when there was a colour cabinet ministers. That was called the night of the long knives. This has been dubbed the night of the blonde knives because borisjohnson has had a wholesale shipping out of many of theresa mays ministers and put true believers in their place. He had three objectives he said the other day, to deliver brexit, unite the party in the feed jeremy corbyn. Can he unite the party with a cabinet that looks like this . I think that isa that looks like this . I think that is a good point. He has disaffected some people that you would not have expected him to alienate such as the defence secretary, no longer defence secretary, Penny Mordaunt who was a brexiteer. You would not have expected him to sack her yet she was, unceremoniously. It does raise questions about whether Boris Johnson is really going to rule with the broad church of the conservative party let alone the broad church of the country in mind. Perhaps painting himself yet again into another corner. And, when you look at the speech was a speech to the 52 rather than the a8 of the referendum. It was full of ambition and optimism but there was no signal, as we had with theresa may, that she was going to try and bring the country together. There was enough of that and there was also a lot of electioneering stuff in there. More police, more money for schools, for people s, all sites are things where someone in the treasury will have been trying to work out how he was going to funnel this stuff. And that has led many to suspect that Boris Johnson is planning for an early election. It may not be what they want but it may be the only way out of the deadlock in parliament because at the end of the day, that majority is now down to two and it could be even less next week after a by election. Looking on the brighter side, part of the chaos in british politics has been division that has come from the top. There was a fundamental break down of cabinet responsibilities. Now you see a covenant that really are on the same page and maybe that filters through the party. That is true and also borisjohnson is looking to negotiate with the eu in which he believes taking a hard line may well pay off. And some have felt in the past the theresa may had maybe been to backward, too accepting of the position of brussels. Nonetheless we have seen before how britain has been outmanoeuvred by the 27. The cloud and the unity of the 27. And is pluck and nerve, as borisjohnson referred to it, is that really enough to change the hard facts when it comes to dealing with the biggest trade bloc in the world . It has been an extraordinary few hours and there are extraordinary weeks ahead of us. We almost have the shape of the cabinet, the main figures in the cabinet. Tomorrow it will be the junior ministers, and a speech to the house from the new Prime Minister and then off we go. Recess, the summer break but borisjohnson will be making a tour around european capitals. There is an awful lot of work to get through. Summing upfor us summing up for us a busy 2a hours at westminster. Countries from Central America to the Asia Pacific Region are banning single use shopping bags following a global crackdown on plastic. The un estimates 8 Million Tonnes of the stuff ends up in our oceans every year. But Daniel Carraway says his biotech startup is using a natural alternative which could get a thumbs up from environmentalists. I think that we need to really focus on developed economies dealing with their own problems of rubbish because less well developed economies do not have the resources to deal with garbage of other areas of the world. Consumers typically do not think of what happens after they use an item. They purchase it, they use an item. They purchase it, they use it, they discarded and it is out of mind. But we need to educate our societies and individuals so that we realise there is a problem with the rubbish and we need to find Better Solutions for its. And this rubbish that has been dumped in asia by the west, the bulk of this is single use plastic. So how does your invention address this problem . There are three words you often hear, reduce reuse recycle. We are adding a fourth option of replaced. We need to replace those materials that are single use and short term use with a natural biodegradable material that gives us more end of life options. It can still be recycled if they are properly collected that if they escape the containment of a Waste Management system, then they are bio benign. They safely degrade without harming people or the environment. You began with straws. Why stores . Because there is so much attention on straws. We were going down the path and are going down the path of replacing non degradable polymers but along that path, many of our customers came to us and said we need your help to solve the problem of straws. And with your material, what else can it be used for . Very wide variety of materials. Straws, obviously. Pumps, lids, forks, knives, spoons, bowls. Any type of material that you would think of being used in foodservice or food packaging, our material is a good option for that. Is it more cost efficient . It is equivalent, essentially. An equivalent price and that makes it more cost efficient because you have more options at the end of life. One of the problems in one of the reasons we see this rubbish being dumped around the world is that people dont calculate the cost of that material after they use it. They only see the cost until point where they are done with it. What has been the response from Manufacturing Industry . They have been overwhelmingly positive. The Manufacturing Industry is hearing from their customers who are telling them they want to see better environmental stewardship. There is a lot of activity among the regulatory agencies and governments globally to ban certain articles. We dont think the right approaches banning. We the right approaches replacing. Replacing poor choices with wiser choices of materials. For more than a week weve been bringing you full coverage of the events around the world celebrating the first manned lunar landings. Apollo 11 lifted off on 16thjuly 1969 and four days later Neil Armstrong and buzz aldrin took their legendary steps on the moons surface. On this day 50 years ago, they came home. Heres pallab ghosh. Houston. You still look mighty fine and are cleared for landing. The recovery tea m and are cleared for landing. The Recovery Team ready and waiting. So too, the president of the United States, richard nixon. From the original gigantic saturn five rocket that launched the astronauts on their way, this is what was left on their way, this is what was left on the final leg, a tiny command module. Inside, the astronauts were about to face one of the most dangerous parts of theirjourney. Re entry into the earth s atmosphere. As they fell to earth, atmosphere. As they fell to earth, at least 25,000 mph, temperatures soared. Communications from the command module emission control was not possible for a full three minutes. There is blackout. The world watched and waited. And then. Apollo 11, this is hornet. We read you loud and clear. They we re we read you loud and clear. They were safe. And after parachutes were deployed, touched down in the pacific ocean. 0nce deployed, touched down in the pacific ocean. Once the recovery ship reached them, a diver handed the astronauts isolation suits. No one knew what alien germs may be on the moon. The men were unceremoniously sprayed with disinfectant. After three weeks in quarantine, they were officially declared safe. For america, the nation had made it. They were the first country to reach the moon and bring their astronauts home. But this was a mission that went beyond borders. It briefly brought together a world that was divided by conflict and showed what humanity was capable of. Wednesday was yet another momentous day in british politics. Theresa may left downing street with borisjohnson replacing her as Prime Minister. Hes promising to deliver brexit with just 99 days to sort things out. Lets take another a look at some of the key images of the day. I am about to leave downing street. I will continue to do all i can to serve the National Interest and play my part in making our United Kingdom a great country with a great future. A country that truly works for everyone. I have just been to see her majesty the queen, who has invited me to form a government, and i have accepted. And we are going to fulfil the repeated promises of parliament to the people, and come out of the eu on october 31, no ifs or buts. And after three years of unfounded self doubt, it is time to change the record. Thursday looks like being a day of extraordinary perhaps even unprecedented heat across some parts of the uk. Thejuly record looks like it will be broken but this is the one also in danger, the uk all time record for the heatwave of 2003 because we could eat that and get very close to 39 celsius somewhere around the london area. Not guaranteed but there is a good chance that that is going to be broken. That is the temperature that will make the headlines but there is plenty of hot weather to come elsewhere. 20 of sunshine from the word go and we know it is going to bea word go and we know it is going to be a very warm and muggy start and those temperatures will just be a very warm and muggy start and those temperatures willjust rocket as we go on through the morning. We are keeping more cloud close to Northern Ireland with the weather front here and breezy as well. Chance of a bit of rain the further west you are and it will be breezy elsewhere as well butjust coming from a hot direction, that breeze, so there will not be a lot of relief. And, yes, the temperature close to london will make headlines but we will be close to 30 celsius if not above elsewhere in england. Up if not above elsewhere in england. Up towards the central belt in scotla nd up towards the central belt in scotland as well with the low 20s into Northern Ireland and a little more cloud around. There are some storms around to end the day. Central and eastern parts of england could see them. They will be hit and miss, more likely through parts of northern english in scotland. The risk of hailand hail and disruption. Still warm like going into friday morning, of course, after the heat of the day so bearin course, after the heat of the day so bear in mind that the later stages of thursday into the night there could be some disruptive thundery downpours in places. But then it is all change. This weather front moves through and this is the cold front. Cold a stretch but it is the leading edge of cool air coming in on friday. There will be some cloud moving east and the chance of seeing some showers. They may turn heavy on thundery towards parts of Eastern England earlier in the day. Later in the day. It will still be warm if not hot and humid towards east anglia but most other places will see lower temperatures in some spots by quite a large margin. Going into the weekend, that weather front looks like it will reinvigorate and hang around the eastern side of the uk in particular with the zone of cloud and pulses of rain. Still some uncertainty in the exact positioning of that and could still be there affecting some of us into as well so we will keep you updated on that. But whether temperatures have been close to a0 celsius, they come back to the more comfortable 20 degrees. And relax. Now on bbc news, heres andrew marr with a special programme on what the new Boris Johnson premiership may mean for the uk. Good morning. Will great puzzle that has been hanging over us all for so long, are particularly important day for good or ill for many years to come. Boris johnson didnt have a smooth early
