In sport, theres exactly a year to go until the start of the 2020 Olympic Games, and well hear from some of the british athletes hoping to make their mark in tokyo. Its wednesday the 23rd july. We are both in westminster this morning. It is a momentous day. This afternoon, former foreign secretary and london mayor borisjohnson will move into number 10 downing street, taking the reins from theresa may. Our Political Correspondent nick eardley has the story. Whether you love him or you loathe him, injust a few hours time, Boris Johnson will officially become our Prime Minister. Has it sunk in yet . Getting there. Last night he was celebrating with supporters, but life in downing street will be far from easy. This is the moment yesterday he was confirmed as Prime Minister in waiting. Boris johnson 92,153. His message, which enthused supporters. Deliver brexit, unite the country, and defeat Jeremy Corbyn. And that is what were going to do. Applause this afternoon, all eyes will be on downing street when mrjohnson returns from Buckingham Palace to tell the country what he wants to do with power. Brexit will be his biggest challenge but expect him to talk more about domestic plans. New Prime Ministers love to have a vision for the country. Pm johnson is no different. Later hell start to put his top team together. The people who sit around this table. Team johnson promises a cabinet for modern britain but that will be an easy bet. Borisjohnson may make some in his party feel good but others are deeply worried about his brexit plan and he faces a tougher time here in parliament than almost all new Prime Ministers. A wafer thin majority, several tory colleagues in open revolt. Strap in, this is going to be bumpy. Niggardly, bbc news, westminster. And grab there are 70 questions to ask and be answered nick eardley. Just run us through todays events festival. Is it going to be all change . Perhaps you can see behind me, larry the cat defending his territory. Perhaps a degree of continuity at downing street. Certainly he would like to stay on. We will see if borisjohnson has a fondness or analogy for cats. That will be his first decision. What will be his first decision. What will be his first decision. What will be happening today is the last Prime Ministerfrom will be happening today is the last Prime Minister from theresa may at midday. Expect some tributes. It should be a marathon session, about one hour also. After that she has lunch at downing street with some close officials and friends. Then she goes to Buckingham Palace and, if you like, the changing of the guard occurs. She will resign and borisjohnson will go guard occurs. She will resign and Boris Johnson will go up guard occurs. She will resign and borisjohnson will go up to the palace about an hour later. So we will be for a short time without a Prime Minister in this country. There will be the kissing of hands, a formal invitation by the queen to borisjohnson to a formal invitation by the queen to Boris Johnson to form a formal invitation by the queen to borisjohnson to form a government. He will come back here and make a speech just outside downing he will come back here and make a speechjust outside downing street, we are told, probably without a podium, the usual trappings of power. And he will talk about his plans for the country. He is going to make it very clear that he wants to make it very clear that he wants to be in charge of a modern britain. We all know what he is saying about brexit. Want to come out by october 31. Ithink brexit. Want to come out by october 31. I think we will see more about what he intends to do as Prime Minister with his domestic agenda. Let us talk about cabinet. He will have to form a cabinet. What are the rumours and what do you know so far . Well, we have actually had a pretty good steer in general terms from the tea m good steer in general terms from the team around Boris Johnson. Good steer in general terms from the team around borisjohnson. They are saying that he wants to create a cabinet for modern britain. What does that mean in reality, more women in top positions, although not the top position, it means more mps from ethnic minority backgrounds getting a move into more senior positions as well. So in terms we expect priti patel, a former International Development secretary, to be given a seniorjob in government. We are also expecting alex sharma to be promoted and a former sports minister, Tracey Crouch, to be promoted as well. That is the easy before borisjohnson. There are difficult decisions as well, does he move sajid javid from the home office . 0r well, does he move sajid javid from the home office . Or does he give the job to, for example, liz truss, a long standing support of Boris Johnson. And what does he do with jeremy hunt, the defeated candidate . Last night it looked as though he may have been offered the post of defence secretary. Not too keen to be demoted. Will he have to accept a demotion or will he walk out and join some form a former big hitters in the cabinet who will be very much, shall we say, supporting critically borisjohnson much, shall we say, supporting critically Boris Johnson from the sidelines . Iain watson, thank you very much. We can say that larry is unmoved by anything that is happening. It is just sitting there. He is enjoying the front step. More on that later. We have been based down here in westminster. Steph is in manchester talking to Business Leaders about their reaction to borisjohnson becoming leaders about their reaction to Boris Johnson becoming Prime Minister. Holly is in salford, she is looking ahead to one year out from the tokyo 0lympics. And carol is in windsor park and will have the weather for us later. It is already in the 20 set for us this morning. But the main story is the new Prime Minister 20s for us this morning. 0ne minister 20s for us this morning. One of the most popular polarising politicians in the uk. Boris johnsons victory was met with a mixture of delight and despair. Heres how the main opposition parties reacted. He has been promoted on a programme that appears to be tax write offs for the very richest. I think he needs to think a bit more carefully about where were going. Boris johnson should not underestimate the strength with which i, my government, my party will fight against brexit, generally, but a no deal brexit in particular. Against brexit, generally, but a no deal brexit in particularlj against brexit, generally, but a Nodeal Brexit in particular. I am looking forward to a more dynamic relationship in the sense that it would be more of an ongoing relationship, conversations, involvement. I think that is important. Not just with us involvement. I think that is important. Notjust with us but involvement. I think that is important. Not just with us but with all wings of the conservative party as well. And i think are boriss style is to do that kind of thing. Borisjohnson is style is to do that kind of thing. Boris johnson is not fit to style is to do that kind of thing. Borisjohnson is not fit to be Prime Minister. He has shown that time and time again, whether it is the diplomatic gaffes that he has frankly revelled in, causing offence gratuitously to people. And the fact that he just doesnt care about anyone but himself. Later in the programme well be speaking to some of Boris Johnsons political opponents. Barry gardiner from labour and chukka umunna from the liberal democrats. Thats at 7 10. At ten past eight we have Iain Duncan Smith. It is really warm this morning. The met office has recorded temperatures in excess of 30 degrees celsius in england, and its expected to be even warmer today. Parts of europe have already seen record breaking temperatures and previous highs could be surpassed in the uk before the end of the week, as leigh milner reports. Lots of families waking up this morning will no doubt be heading to a beach like this one. Here in bournemouth, yesterday, temperatures reached 30 degrees. The sea was almost as crowded as the sand. With the jet stream drawing almost as crowded as the sand. With thejet stream drawing heat almost as crowded as the sand. With the jet stream drawing heat up from africa, youd expect this fellow at longleat safari part to be used to it. Damages are set to soar above 38 degrees, making it the hottest day in the people to be wontjust be the hottest day on thursday either. We also expecting the hottest night as well. Forecasters record up by measuring the lowest temperature before things start heating up again in the morning. And on thursday it could reach above 23 degrees. Meanwhile, overseas, france and germany are also expecting scorching heat. In the netherlands and belgium it is expected to top a0 degrees for the first time. Fortunately, in portugal, firefighter say the wildfires have finally been brought under control. But right across year the advice being given by Health Experts is to stay in the shade and keep hydrated. Lee milner, bbc news. A new Prime Minister and the heatwave are the main stories. I dont know what the time is, i cannot see the clock. It is ten past six. A very good morning, everybody. We have just been given the papers. Shall we look at the front pages . No prizes for guessing what is all over todays papers. This is the front page of the guardian. We will get some answers on breakfast this morning. There he is giving a thumbs up after yesterdays result. Front page of the guardian, same picture on many of the papers, this is the sun, using the lyrics to the famous beatles song with hey, dude johnson goes to work. He becomes Prime Minister today. And we talk about who might or might not be in his cabinet. Priti patel, they are saying, has been offered a top role. Butjeremy hunts saying, has been offered a top role. But jeremy hunts future, saying, has been offered a top role. Butjeremy hunts future, and they say here in the times at least, is in doubt. In that speech yesterday he did praise at some lengthjeremy huntand he did praise at some lengthjeremy hunt and the way he had conducted the whole hustings and the whole campaign as well. As in what some are saying, it will be interesting to see ifjeremy hunt accepts another role in the cabinet or if it is seen as a demotion or if he sticks around or he declines that offer. The front page of the mirror. Speaking to borisjohnsons biographer later on today to try to get inside into this sort of person he is, working with him, and enjoying his company for many years. The mirrors take on this is that all this buffoonery which is biographer, i think, all this buffoonery which is biographer, ithink, will tell us later is part of an act. They say it is really not funny anymore. Some of the mistakes he has made, some of the mistakes he has made, some of the mistakes he has made, some of the mistakes he has made. We will be talking to some mps who feel he is not the right person to be Prime Minister. And Iain Duncan Smith will tell us that this is the man who will lead the country and sort out brexit as well. We love hearing from you. Let us know what your reaction is. Briefly, the financial times, johnson wins the race for number 10 but the imf awning over no deal brexit. We will be talking about that throughout the morning this morning. The other thing we will be talking about is how hot it has been. I am sure lots of you suffering in the night. It is lovely. Some people complaining about thunderstorms. We will talk about thunderstorms. We will talk about that. Although to come. We return to our top story. It wasnt a shock result but now its confirmed, borisjohnson will be the new Prime Minister. It was decided in the end by around 1a0,000 conservative Party Members. 0ur reporter Nina Warhurst went to bolton, which recently became a tory run council for the first time in four decades. Applause. Who was on the card . That was a storming result for boris. Conservatives through and through. Adele, maureen, and brian say boris is the man who can bring bolton together. When i saw you after the local elections you said that theresa may had been a tough sell on the doorstep in bolton. Will it be different with boris, an easier sell . The reason theresa may was fight hard sell was because of brexit. I think he is right for the job. He isjolly. He is happy. And he just says it as it is. What does he just says it as it is. What does he need to do, day one . He needs to get us out of the European Union. Evenif get us out of the European Union. Even if we cant get a deal with the eu . I dont think we will get a deal. 58 of eu . I dont think we will get a deal. 5896 of people voted leave here. That has lost traditional loyalties up in the air. Bolton is one of those places where people can be persuaded to change their minds. In fact, the swing vote is so significant here that two years ago theresa may chose bolton to launch a general Election Campaign and, so, if there is another one of those, it wont be local conservatives Boris Johnson will have to win over, it will be everyone else. Johnson will have to win over, it will be everyone elselj johnson will have to win over, it will be everyone else. I dont support any conservative Prime Minister, because as a disabled person identity they represent me. Politics, i dont know where it is going. They really cant say at the moment. So you will leave it to election day to decide . moment. So you will leave it to election day to decide . I will leave it too late. Will you have your vote at the next general election . think he will. Looks like an interesting fellow. I like isdale. David is also a new conservative leader but a Bolton Council and he is willing to work with the new Prime Minister, if it comes to accepting no deal. There has to be some degree of optimism here at the opportunities that are out there. And they do believe this country will rally. Abily businesses will rally. But with austerity costing councils 60p out of every pound of government spends, blue on blue tension is inevitable. Theres no question. Dont hide it. Local government been disproportionately had. They were asked this in the hustings. Both of them gave the reply that they would look more favourably on local government. They have to deal with that now. But will he, can he . In the coming weeks we will see if Boris Johnson he, can he . In the coming weeks we will see if borisjohnson brings it home. Nina warhurst, bbc news. We will be live in brussels later with a reaction from the eu. We are trying to summarise what today is going to be like. We will love to get your reaction to that. We are on social media and you can e mail us. You can also join social media and you can e mail us. You can alsojoin in on a discussion about how lovely it is. It is a scorcher. Carol is out and about for us this morning in windsor. Morning, carol. Good morning. Yes, it is a scorcher and tomorrow will be even more so. Im in the saddle garden in windsor park. Look at the kaleidoscope of colour. Magnificent sweet peas and the sprinklers are on. It is quite humid and we are being eaten alive by beasties. Widely across the uk, temperatures are in the high tweens 01 temperatures are in the high tweens or low 20s at the moment. It is a very mild but also quite humid. For tomorrow, potentially some record breaking heat for the uk. We could get as is 38 degrees, for example. As high. Josie broke the record yesterday. It equals the all time record from august. Thunderstorms across east anglia, moving northwards across scotland. All of these were clear. When they do clear, behind them, were back into sunny skies. Just a few showers. Temperatures down a touch on where they were yesterday but still, for some of us, 31 or 32 and possibly 33 degrees. Through this evening and overnight not a lot happening. Not quite as wild night as it was last night. A few showers in the west. Temperatures roughly between 12 and 19 degrees. Tomorrow we start off on a dry note. Showers developing which could be thundery. For the rest of the uk, it will be hot. Cooler by comparison in the west but it is tomorrow that we could hit the 37 or 38 somewhere in the south east. Widely looking into the south east. Widely looking into the high 20s or low 30s. The record for the uk the high 20s or low 30s. The record forthe uk might the high 20s or low 30s. The record for the uk might be broken. 70 , high 2 chance. Into the weekend, 80 . Anything we can temperatures more what they should be for this time of year. And for sum it could bea time of year. And for sum it could be a blessing relief. I think for many. It only takes two days of hot temperatures for us to start moaning. The trains were delayed because it was too hot, i actually heard that on the tunnel. Borisjohnson has held two high profile positions in his career, serving as foreign secretary and the mayor of london, but what kind of Prime Minister will he be . Lets speak to professor tim bale, a politics lecturer from Queen Mary University of london. Good morning. A hot and sultry london outside westminster. Is going to be able to get any of the stuff he wants to across the line, what sort of challenges does he face . He only has 100 days to do it and that is the biggest challenge. He will do a tour of some european capitals i assume. He has to get Angela Merkel and francois mccrone on side if he is to get any deal. He has tweak the existing deal. Sufficiently to persuade his brexiteer backbenchers to give him the chance to get the deal through by the 31st of october. That has to be the number one best Case Scenario for him getting a deal. He has talked about a no deal but a deal is important. The timing is crucial. European ministers are on holiday at this point. What is going to happen . I think it is a bit ofa going to happen . I think it is a bit of a myth probably spread by Boris Johnson. Clearly, this is incredibly important to the eu 27. They would much prefer a deal than us crashing out. If they mean it, they will be there. People say he is a polarising figure. Some of the quotes at that, some who fundamentally believe he is exactly the man to lead this country and the uk in this difficult time and the uk in this difficult time and others who feel that he is not just gonna be a bad Prime Minister, but unfit for office. It is so wide the opinion . They. I do not think he is the boris of 2012. The one of i got news for you. His opponents have got news for you. His opponents have got wise of him. And those who love him, really, really got wise of him. And those who love hi m, really, really love got wise of him. And those who love him, really, really love him. We have talked about how he unites his party. How does he unite the country because that is also important . That would be the most difficult thing actually. His cabinet picks will make a big of a difference. If you put together a cabinet that may be looks a bit like the rest of the country, that might help. If he does not pick eurosceptic headbangers for every position. Splashing a bit of cash might make a difference, responding to some of the concerns that made people vote to leave. Number of leading conservatives who do not want to serve alongside him and largely because of his position around no deal. Do you think we will see that position a shift now he is in power . I think that is what a lot of people are hoping. People who are sceptical about boris, i think that would come on side if he gets a deal. I think the problem for them is leaving without a deal. Partly because i think they need to put country before party, as they see it. Many conservatives would say the consequences of no deal electorally could be problematic for the conservative party. If we have some of the disruptions some forecasting, that will not be helpful. It is not just his party. The numbers in parliament are so narrow. What happens here is crucial and that can affect whether the deal gets through. He also has to persuade some labour mps to vote for any deal if he manages to get one. Labour has to be honest, they are not the biggest fans of boris, whatever their position on accident. It will be difficult to labour mps to persuade the constituents and Party Members and that any deal Boris Johnson comes up with is a deal good for labour and the country. Beyond brexit, they are some other priorities. He spoke about some of those in yesterdays. He needs to sort out the situation with iran. am not sure borisjohnson alone and saw that one out. That is an huge problem. Again, that has implications for boris and for axa because clearly he is desperate to keepin because clearly he is desperate to keep in with donald trump. Boris and for brexit. A lot of things happening today. He will give a speech outside downing street. He talked about energy. What do you expect . A bit more of that. It is difficult with Boris Johnson expect . A bit more of that. It is difficult with borisjohnson because he does not stick to a script. I assume he has something written and i assume it will be about unite in the country, more optimism, more can do spirit and i think it will be 100 days and i can do it with you behind me, we can make a success. Days and i can do it with you behind me, we can make a success. Staff we all expect. Thank you for your time. A busy morning ahead. We live from westminster. Plenty of guests and loads of other stuff on the programme. Time now to get the news, travel and weather where you are. We will be back with the National Headlines injust a we will be back with the National Headlines in just a few minutes. Good morning from bbc london. Im alice salfield. The number of people who died on londons roads last year is the lowest on record. Figures due out tomorrow but seen by bbc london show 111 people lost their lives, compared to 131 in the previous year. But the number of people seriously injured increased. Transport for london has committed to cut deaths and serious injuries to zero by 20a1. If we do not adopt vision zero there will be a000 next year and the year after and so on. A mans been attacked with a machete in south london in what police say is a suspected homophobic attack. It happened yesterday afternoon outside canada water tube station, with the attacker driving away on a motorbike. The victim is in a stable condition in hospital and his injuries are not believed to be life threatening. No arrests have been made yet. Lets take a look at the travel situation now. Minor delays on the District Line. They have just cleared up so we have good service on all lines and all the trains but you can see on the roads, the usual Traffic Building on the bay 13 into london. Selborne road remains close. West end road is closed in both directions as well. Now lets look at the weather. Thunderstorms lit at the sky for many of us last night and the met 0ffice today still has a yellow weather warning in place for thunderstorms but i think the main risk has passed and we are looking at another hot and sunny day. They pushed north to leave plenty of dry weather. Temperatures again looking hot. A maximum of 31 overnight tonight, it will stay dry and perhaps see the odd patch of mist and fog. Again, a mild night, not quite as hot as last night. 0vernight lows of 13 19 celsius. Further sunshine to come tomorrow. The main event tomorrow will be the heat. Temperatures are set to rise with a maximum of 37 celsius possible. Uncertainty in the detail as we move into the weekend but it looks as though the temperatures willdip looks as though the temperatures will dip back down. The met office has recorded temperatures in excess of 30 celsius in england. They said to or even higher. Parts of france have had record breaking heat, while here a sweltering entity week could exceed previous highs. Police divers are searching for three people missing in different parts of the river thames. They are looking for a 22 year old man who failed to resurface after going swimming with friends at shadwell basin in wapping just after six oclock last night. Officers are also searching a stretch of the river near Waterloo Bridge after reports of a person in difficulty, while a third person was reported to be in the water at kingston upon thames. He then followed the example of the australian mack horton by refusing to shake the hand of the chinese winner sun yang who served a ban in 201a after testing positive for a banned stimulant. I think ithinki i think i respect our sport. My show respect him . A lot of people, what mack did. Everybody is swimming got behind him. Hopefully this happens for more events. Adam peaty, meanwhile, will go for his second gold medal of the World Championships when he goes in the final of the 50m breast stroke later. He won his semifinal comfortably, in a time that was just shy of the world record. Next to some tragic news from the world of boxing. Russias Maxim Dadashev has died from the injuries he suffered in a fight last weekend. He recovered though and didnt lose too much time meaning that he could catch up with the peloton and finished in the main group. Australian caleb ewan took the stage in a sprint finish. Frances Julian Alaphilippe has the overall lead. The 2020 Olympic Games begin a year today in tokyo, and preparations for the british team are well under way. Several athletes have spent time in the japanese capital over the last month to get used to the conditions, and our reporter nick hope went with them. Music plays. Tokyo is a city like no other, with a fascinating combination of tradition and technology. And 0lympic combination of tradition and technology. And olympic champion adam peaty certainly approves. Japan is probably one of the most special places in terms of their culture, how respectful they are, the amount of investment they put into facilities and how they take care of them. The british sailors are taking preparation to another level by essentially taking over a village, which is near their 0lympic venue, some 50 kilometres south of tokyo. Asa some 50 kilometres south of tokyo. As a sailing venue is phenomenal. This bay is literally open to the pacific ocean, so we get the biggest waves. The japanese are so excited about the Olympic Games in one yea rs about the Olympic Games in one years time in the country and they wa nt years time in the country and they want you to have the best time. Japan is one of the familys countries in the wealth toponym british athletes who have visited over the last month have been truly embraced by the people of tokyo and nearby yokohama, which has only added to the excitement ahead of the 2020 games. Lets say good morning to one of those 0lympic hopefuls Charlotte Worthington whos hoping to qualify to compete in the bmx. Greg rutherfords also with us long jump gold medallist in 2012, and he also got a bronze four years later in rio. Good morning to both of you. Good morning. Greg, this must be very ha rd morning. Greg, this must be very hard for you. Youre retired last year. Are you missing out being a pa rt year. Are you missing out being a part of it . I am quite happy not to have to worry about the training and qualifications anymore. From my point of view to get to sit back and enjoy other people now hopefully going for their sporting goals and with some of those medals. One of them, charlotte, nobody knows who will be competing at the moment, but you are part of the bmx team, hopefully. The sport itself has come such a long way in a relatively short varied of time. Oh, yeah, drastically. Especially the female side of things. Bmx probably had a kind of stigma that we are rebels like the skateboa rd kind of stigma that we are rebels like the skateboard scene and stuff. No, these people are professional athletes and we have put in a lot of ha rd athletes and we have put in a lot of hard work. Ive put in so much work in training and in the gym. Hard work. Ive put in so much work in training and in the gymm hard work. Ive put in so much work in training and in the gym. It is exciting to watch. We are looking at these pictures. It is quite a dangerous sport, too. It definitely isa dangerous sport, too. It definitely is a dangerous sport. I dont think if you can tell but under my make up they have a little bit of a black eye. I saw that on your instagram. How did you do that . You cant see that right now. You didnt have to worry about that. My spot was quite safe in that way. The injury from andjumping. But you safe in that way. The injury from and jumping. But you dont write it worry about black ice, particularly. That is a different level we have one year to go now, what advice would you give, grey, because there is a lot of pressure, talk of medals, and having to be previous records, that exit poll greg. 0nly previous records, that exit poll greg. Only one year to go. It is in the back of their mania. For a lot of sports therapy championships and things to come. My own spot we have World Championship this year as well. Everybodys goals will be solely on that at this point. At the back of their mind they will be thinking there is that 0lympic qualification i want to get myself ready for delivery games. But you basically dont want to change anything to stop you want to maintain things 0lympic anything to stop you want to maintain things Olympic Games. You want to have the best chance of, ideally, winning a medal if you can. We associate the olympics with track and field and the usual sports. But we have new sports like skateboarding and surfing this year. Bmx was introduced in 2008. It is bringing those Young Audiences as well. Yeah, totally agree with that as well. I have watched some things like 2012 and rio, but to have a sport that really appeals to me and the younger generation, it will deftly bring younger viewers. The younger generation, it will deftly bring younger viewersm the younger generation, it will deftly bring younger viewers. It is a pleasure to have you both. We will be outside having a go at the sports later. I think we go back over to westminster now. Dan and louise are still enjoying the warm weather out there. They are missing you at the studio. It is a bit lonely. For the first time we have been at westminster we have not had to wear 17 layers. Normally we have a blanket under here. It is a sultry day. All morning we will be talking about Boris Johnson. He day. All morning we will be talking about borisjohnson. He is about to ta ke about borisjohnson. He is about to take over as Prime Minister. But, of course, there is limited talk about, not least he inherits a fragile majority. How successful will he be at breaking through the brexit impasse that theresa may found impossible . We have loads of gas this morning. We have loads of gas this morning. We would love to get your opinions. Getting contact with us about that. We arejoined now getting contact with us about that. We are joined now by bronwen, whos the director of the institute for government. As Louise Mensch and, getting what he wants to do through parliament will be a huge challenge to anyone, particularly the new Prime Minister. That is understating it. It may be impossible. We will have to see. He has a tiny majority which may be only two, one defection could wipe that out. What he will try to do is avoid bringing any legislation to parliament, because that gives his opponents, people like Dominic Grieve on the conservative side, or keir starmer from grieve on the conservative side, or keir starmerfrom labour grieve on the conservative side, or keir starmer from labour the chance to bring amendments that would block no deal. So he has to try to do his negotiations with the eu and avoid, to the extent again, dealing with parliament bringing legislation they need. That gives power to the politicians. They the mpc we are parliament and you cant start parliament and you cant start parliament out of this. Something like a piece of legislation to bring their objections to a head. He has been absolutely clear recently about the october the 31st deadline. Is that set in stone . This is a really good question. In normal speech you would say that Boris Johnson good question. In normal speech you would say that borisjohnson has been emphatic that 0ctober would say that borisjohnson has been emphatic that october 31, as he said, do ordie, been emphatic that october 31, as he said, do or die, but he didnt say do ordie said, do or die, but he didnt say do or die yesterday when he had just been given the top job. And what we need to find out in the coming weeks is how much wiggle room there might be about it. The eu has always made clear there might be something, a technical extension. More time to allow britain to prepare for no deal. As they point out, no deal means we will have to do a deal with the eu after that. So you can hear sounds on the eu side pointing out that there is room efrain was to ta ke that there is room efrain was to take it. We dont know if Boris Johnson will play politics with that. You mentioned the weight impossible. Just listening to that, think of yours within the same thing. How do you get anything through when you dont want to bring legislation before parliament because you fear an amendment which will then reject your power, yet at the same time you are trying to negotiate, perhaps, the most important thing that we would have to do anything like this and this could have a 70 years, the same time when parliament are thinking you are going to try to circumvent the processes so many years. In fact, if you go through the processes he wont be able to do what is going to do. Possible is the best way to describe it. It may not be. There will be a bit of a forest balance. We will wait to see how long goes on. And political charisma is a real thing boris baltz. I saw Boris Johnson in a small welsh judge at some months ago. Church. People we re some months ago. Church. People were wondering if he could be the next Prime Minister. It is a real thing. The real deadlines coming up do with the eu and needing to get the position clear. He has been made conservative leader and will become a minister, voted byjust over 90,000 people. What about a general election where everybody gets a boat . There are voices in the media today with people saying he should go for one immediately. I think it is very risky from his point of view. He still has Nigel Farages immensely successful brexit party that and until or unless Boris Johnson delivers brexit that is going to be a realforce. It could expect to lose all kinds of boats there. Could he try to do a formal deal with them . It is quite ambitious. He has wanted thisjob, as we understand, for a long time. To have it for only days or weeks would seem quite a painful thing. My guess is he is going to try the more conventional route, which is to try to put together some kind of deal with the European Union, see whether he can come to terms with them, or come back to the uk and say no, that didnt work at all, but at least try that route. They could be wrong. There are people saying he has no alternative. Bronwen maddox, really good to talk to you for that analysis. It is difficult to predict the future at the moment. We know another thing. It will be a scorcher ofa another thing. It will be a scorcher of a day according to carol who was out and about for us in windsor. Bye for now. Good morning. It is stunning here at windsor park. About 6 million visitors come here every year. It is famed for its enormous number of vetera n oa ks. Famed for its enormous number of veteran oaks. If you are stepping out outside where you are, it might be very wet. We have had an array of thunderstorms banging away through the night, moving steadily northwards. We still have some in east anglia and parts of scotland but they will eventually clear. The other thing you will notice it is human. Most start the day in high teams or the low 20s. At windsor it is currently 20 degrees. Tomorrow, thursday that we are looking at the peak of the heat. The south east could hit 37 or 38 degrees. If that happens, that would be a newjuly record. Yesterdayjosey happens, that would be a newjuly record. Yesterday josey broke happens, that would be a newjuly record. Yesterdayjosey broke its july record by reaching 36 degrees. Equalling the old Time Temperature record in jersey which was equalling the old Time Temperature record injersey which was in august 2003. I mention this thunderstorms. This morning they will continue to move northwards through north east scotland. For many of us are mostly dry day. Showers behind the thunderstorms. It is going to be another hot and humid day. Widely when looking at the high 20s, and we could get up to about 31, maybe 33 in the south east. This evening and overnight, a lot of dry conditions. Some showers out was the waste. Temperature wise, and other monkey one. Temperatures not as high as this morning. Muggy tomorrow, we are looking at a warm day as we pull up are looking at a warm day as we pull up the hot continental air. Thundery showers across parts of wales, Northern Ireland and also into southern scotland but temperatures in the south east could had 37. As we head into the weekend, we are not likely to break the july record by then. Thejuly record for the uk was in the first ofjuly 2005 at 36. 7dc. 0n the weekend we get back down to the 20s. At the time we get to saturday, we are looking at some rain coming ourway saturday, we are looking at some rain coming our way and for some of us, certainly for the gardens, rain coming our way and for some of us, certainly forthe gardens, it will be very welcome. And it will not be as hot. Definitely our guarded will need some attention. Good morning to you. We are in westminster this morning. We are in westminster this morning. We are in westminster this morning. We are talking about the story that we have been building up to for some weeks. The story that many predictor, borisjohnson will become the new Prime Minister and today is when it happens. Heres how the day will unfold at midday theresa may will face Jeremy Corbyn across the dispatch box for the final time at Prime Ministers questions. She will then travel to Buckingham Palace where shell formally hand in her resignation to the queen. It will then be borisjohnsons turn to visit Buckingham Palace, where hell be invited to form a government. After which hell move in to number ten downing street, the official residence of the Prime Minister. If there is a little picture of him making his way towards number 10. Is traditional, he will then amount of that very famous doll and make a speech as well. That will be carried on the bbc news. Famous doll. In this day of great change, plenty of boxes coming in and going out back one thing does not change. Larry the cat was sitting there on the steps. So many of you also getting in touch with your thoughts. And what does the Business World make of the new man in number10. Steph is in Central Manchester for us with more on this. Good morning everyone. Look at this for a skyline. I am in Central Manchester on the roof of the hotel. The glorious skyline. It is fascinating when you come up and see if you like this of a big city, you get a sense of what is going on in the world in terms of construction. I have been doing a little count of the different cranes around. A lot of redevelopment. I can see about ten cranes in my eyeline just from having a look around. We are talking about what the impact of a new Prime Minister will have and what it means for business. I have gathered Business People here. Charlie connick is chief executive at Manchester Airport groups. You have a couple of epos under your management. What do you think, with everything going on politically, we get excited about it in the media but doesnt take a difference to your business . Government policy is absolutely critical to every business and most businesses are concerned about brexit. No doubt thatis concerned about brexit. No doubt that is the number one consideration but equally a policy decision such as infrastructure. You had Boris Johnson visit you. What did you talk about . We talked about the importance of a Manchester Airport isa importance of a Manchester Airport is a global gateway to the north and the importance of being connected to high speed rail. And suddenly i had the impression that boris was very committed to the need to invest in infrastructure across the uk and seeing the northern component of narrowing the north south divide. Hs2 and hs3 have been talked about. Suggestions that we may not have the southern part. What are your thoughts . People have to realise that the benefits fall from connecting both ends. The manchester and to the london. If you locked pa rt and to the london. If you locked part of it you do not unlock the economic benefits. We all want the north and south to be successful. It is not a competition for me. We need to do all of it but at the same time we need to recognise it is intergenerational. We are putting in infrastructure for the next 100 yea rs infrastructure for the next 100 years and it will be there for our children and their children. Years and it will be there for our children and their childrenm years and it will be there for our children and their children. It is ha rd to children and their children. It is hard to get away from brexit. Boris johnson wants to live on the 31st of 0ctober. What are your thoughts given it might be without a deal . 0ur given it might be without a deal . Our Company Position is that we emphasise and stress consistently the need to get a deal because if we do not, the Economic Growth in the uk will slow. There is no doubt. Is that happens, Consumer Confidence will follow and growth will follow. It is important for us and equally for the north because as a company we contribute 7. 7 billion pounds of the uk economy per year. Thank you for your time. I will nip over yet making use of this glorious terrace. Lots of people gathered here. Different types of businesses. What do you make of everything going on. My do you make of everything going on. My business is predominantly in the uk although i have lodged in australia which might be fortuitous with brexit on the horizon. I like australia as a territory generally. Idid give australia as a territory generally. I did give a little bit of a nod to the fact that europe could be challenging over the next couple of yea rs. Challenging over the next couple of years. Do you feel you are setting up years. Do you feel you are setting up your business to cope with whatever happens . up your business to cope with whatever happens . I have probably lost faith in the government a few yea rs lost faith in the government a few years ago. I think for me, i have a lot of faith in business and i can see a lot of purpose driven business is coming out and making a difference in the community they traded. I think is exciting. What are your thoughts . I think we need a deal and bring back confidence to Business Community. We work in manufacturing a support companies to upscale their stuff and bring in new technology. We have an accelerator starting across the north west in september. We need business to be confident to make the investment in new technology so they can invest in infrastructure and Skills Development and that means confidence and government to give that confidence to business and take away some of this uncertainty from the market. Infrastructure seems to have been anything that has up a lot. What are your thoughts . We supply talent into creative businesses. In the north we have problems without transport system that manifests in how young people actually get into work but policy is going farand we actually get into work but policy is going far and we do need to look at our education, employment and embrace the opportunity that is the new era we are entering, some people call it the fourth industrial revolution. There are challenges but there will be opportunities as well. Do you feel quite optimistic . there will be opportunities as well. Do you feel quite optimistic . I am generally optimistic and pragmatic and smart businesses have to adapt whatever comes and we will face it and work with it. We need a lever that enables us to allow us to flourish and grow. We will chat yet later on as well. To discuss what will happen. A lot from me later. Time now to get the news, travel and weather where you are. If we do not adopt vision zero then there will be a000 next year and the year after and so on. Everyone of those people, you know, they are not numbers, these are peoples friends, their family, their loved ones. And those people bereved or people whose lives are changed and we are trying to say enough is enough. Campaigners in london are calling for all pregnant women to be routinely tested for an infection which is potentially life threatening to newborns. Around one in five women carry Group B Strep and if undiagnosed, there is a chance they could pass it to their baby. The charity strep b says over 80 of cases contracted during labour are preventable with antibiotics. But experts worry routine testing would see antibiotics given to many more women. Lets take a look at the travel situation now. 0n the tubes there are minor delays on the District Line from barking to tower hill because of a signal failure. No reported problems elsewhere though or on the trains. In walthamstow selborne road remains closed in both directions between willow walk and hoe street after mondays fire at the mall shopping centre. And in ruislip west end road is closed in both directions between eversley crescent and wood lane after an accident. Now the weather with lucy martin. Hello, good morning. Thunderstorms lit up the sky for many of us last night and as we start the day today, the met office still has a yellow weather warning in place for thunderstorms but i think the main risk has passed and we are looking at another hot and sunny day. Those thunderstorms having pushed their way north to leave plenty of dry weather. Plenty of blue sky as we move through the day and the temperatures again are looking hot. A maximum of around 31,32 degrees celsius with a southwesterly breeze. 0vernight tonight, it will stay dry. We could perhaps see the odd patch of mist and fog here and there. Again, were looking ata mild night, not quite as hot as last night though, with overnight lows of around 13 to 19 degrees celsius. Further sunshine to come as we move into tomorrow. But the main event tomorrow will be the heat. Temperatures are set to rise a maximum of around 36, 37 degrees celsius possible. Uncertainty in the detail as we move into the weekend but it does look like the temperatures will dip back down. Im back with the latest from the bbc london newsroom in half an hour. Plenty more on our website at the usual address. Bye for now. Good morning. Welcome to breakfast with dan walker and Louise Minchin. It with dan walker and Louise Minchin. Is approaching were in westminster, where later today borisjohnson will become our new Prime Minister. As it sunk in yet . Getting there. Last night he celebrated his decisive victory against rival jeremy hunt with conservative Party Members. This morning the attention moves to who will be joining him at his top table. Supporters say hell be creating a cabinet for modern britain. Good morning, from a rooftop in the centre of manchester. Im here with lots of different Business Leaders to talk about what they think about our new Prime Minister. Good morning. In sport, theres exactly a year to go until the start of the 2020 Olympic Games, and well hear from some of the british athletes hoping to make their mark in tokyo. Good morning from subtle garden in winds are, where the sun is shining for all of us this morning. As a humid start to the day. Tomorrow is the day we see the heat pig. I will have more details in 15 minutes. Good morning and welcome to westminster. Its wednesday the 2ath july. Our top story a momentous day here in westminster as britain gets a new Prime Minister. This afternoon, former foreign secretary and london mayor, Boris Johnson, will move into number 10 downing street, taking the reins from theresa may. 0ur Political Correspondent nick eardley has the story. Whether you love him or you loathe him, injust a few hours time, Boris Johnson will officially become our Prime Minister. Has it sunk in yet . Getting there. Last night he was celebrating with supporters, but life in downing street is going to be far from easy. This is the moment yesterday he was confirmed as Prime Minister in waiting. Boris johnson 92,153. His message, which enthused supporters. Deliver brexit, unite the country, and defeat Jeremy Corbyn. And that is what were going to do. Applause. This afternoon, all eyes will be on downing street when mrjohnson returns from Buckingham Palace to tell the country what he wants to do with power. Brexit will be his biggest challenge but expect him to talk more about domestic plans. New Prime Ministers love to have a vision for the country. Pm johnson is no different. Later hell start to put his top team together. The people who will sit around this table. Team johnson promises a cabinet for modern britain but that will be an easy bit. Borisjohnson may make some in his party feel good but others are deeply worried about his brexit plan and he faces a tougher time here in parliament than almost all new Prime Ministers. A wafer thin majority and several of his tory colleagues in open revolt. Strap in, this is going to be bumpy. Nick eardley, bbc news, westminster. That is the story of the last 2a hours or so. 0ur Political Correspondent iain watson is in downing street. Good morning to you. We saw larry the cat about an hour ago. More importantly, who will be in Boris Johnsons cabinet later on. What announcements are we expecting . thing that is right. Are the cat was going back inside to defend his territory. The question is who will join him, city ground the with Boris Johnson. He wants a cabinet for more prisons. More women, and more mps from ethnic minorities. Specifically the team is guiding us towards more big promotions. We are expecting to see the return of priti patel, she resigned as International Development secretary over meetings she had with senior politicians in israel. She is likely to be back in a very senior position in Boris Johnsons cabinet. And is likely that there will be promotions, we dont know if they will be cabinet levels, but alexander, the employment minister also housing minister, at the time of the g re nfell minister, at the time of the grenfell tragedy. He knows how to ta ke grenfell tragedy. He knows how to take on the controversial subjects. We are also expecting to see a promotion for Tracey Crouch. It was a principled resignation when she resigned in a delay in reducing the stea ks o n resigned in a delay in reducing the steaks on gaming machines. She is likely to be in a senior role. She is well liked at westminster. The bigger questions are what does Boris Johnson do with some of the big beasts around the table. Will he lose ajeremy beasts around the table. Will he lose a jeremy hunt, the defeated candidate for the leadership entirely . He was offered, we understand, defence secretary. He was not keen to be demoted as he saw it from the position of foreign secretary. Will he accept a lesser job or will he walk . What happens to another leadership hopeful, sajid javid, currently home secretary. Will he moved next door to Boris Johnson at number 11 downing street as chancellor of the exchequer . 0r will they go to liz truss, a long standing supporter of Boris Johnsons who has already been treasury minister . That appears to be unresolved at the moment. Boris johnson will make his speech on the steps of downing street around four p. M. Then get the big cabinet announcements, some of these Big Questions we will know about and perhaps 12 hours. Ok, thank you very much for that. Much todayjust today. It was quite when we arrived in the early hours of this morning. Things are starting to get busy. 0ur reporter adam fleming is in brussels for us this morning. This was widely predicted that Boris Johnson would become the next Prime Minister. What about reaction there . That is crucial. Yeah. One of the things we will get today is the official letter of congratulations from donald tusk, the president of the European Council who chose the summits of eu leaders. He famously said he wonders what the special place in hell looks like for some of the people who ran the leave campaign. He didnt mention Boris Johnson by name when he said that, but i think he meant borisjohnson. What will he say in his letter, especially when donald tusk tends to be quite emotional about brexit. The new Prime Minister will probably get some congratulatory phone calls from other e you leaders, people are lamichael of germany and the french president emmanuel macron. They will obviously want to congratulate him, get to know him a bit, but, crucially, find out a bit more about what he actually has planned for the brexit process. Because here in brussels people are quite confused about what he actually wants to do. Some of the statement he made in the leadership contest were a bit imprecise, vague, some were even a bit contradictory. In this morning in brussels they will be a meeting of senior meps from the European Parliament and the brexit committee. They will be speaking to Michel Barnier, the brexit negotiator. He said it was yesterday summing up the eu position which is that they will do what they can to help Chris Johnson get the Withdrawal Agreement, the divorce treaty through parliament, they wont change that, but they will see what they can do around that to help more mps they can do around that to help more m ps vote they can do around that to help more mps vote for it abounded in the past. The real work and the real room for manoeuvre is on the political declaration can be separate document is better that the shape of the future relationship. I think they are prepared in brussels to rip that up and start again and make it look like a political close and for boris for the future of the relationship. That is all absolutely fascinating. Adam, thank you very much. If you are just switching on we are live at westminster on the day that borisjohnson live at westminster on the day that Boris Johnson officially takes over as Prime Minister. There are other stories around. Let us run you through the other main stories. The other thing people are talking about is the heat. The met office has recorded temperatures in excess of 30 degrees celsius in england, and they are set to soar even higher. Parts of france have already seen record breaking heat, while here a sweltering end to the week could exceed previous highs. Meanwhile, parts of the uk saw some pretty spectacular lightning storms last night. These pictures were sent in from cheshire, where heavy storms continued through to the Early Morning, but the skies there have now brightened up. Immediate improvements are being ordered at a Young Offenders institution in west london. The move comes after a report found there had been a collapse in standards of care and safety at feltham. The site holds more than 100 boys aged between 15 and 18. Exactly one year until the start of the 2020 olympics in tokyo, the International Olympic Committee Says the city is fully on track to deliver the games. Budget figures released last year put the total cost at more than 12. 5 billion well above their original estimate of 7 billion. 3. 2 million tickets have already been bought in the first phase of sales. More to come. And holly has been talking about the new sports. She is out and about in salford, possibly trying out some of them. Theres really only one story in town. We will tell you the main pages of the papers later on. It is because of borisjohnson, celebrating, papers later on. It is because of Boris Johnson, celebrating, becoming the conservative leader yesterday. Todayit the conservative leader yesterday. Today it is all about taking over the topjob in today it is all about taking over the top job in the country. Theresa may will go to Buckingham Palace later on to officially resign and then borisjohnson later on to officially resign and then Boris Johnson takes later on to officially resign and then borisjohnson takes over. You will come out of number 10 and make a speech later on. Lets talk about him and how his appointment has gone across the political divide. Lets speak now to chuka umunna from the liberal democrats and Stewart Hosie from the snp. I guess we can sort of imagine what your response might be. Chuka umunna, he is now Prime Minister, he has been voted in to leave the country. What is your reaction . Has been voted in to leave the country. What is your reaction7m isa country. What is your reaction7m is a deeply depressing and worrying day for the country. Seeing him win the leadership contest yesterday, he looked like an overexcited public schoolboy who has just got the keys to the tuckshop. For him is a big game, is all about him, but the serious thing is what will happen to our economy as a result of the policy because he is intent on pursuing . We have had a rough debate in the days that pursuing an ideal brexit is going to deborah economy into recession a raft of data. Wages wont get back up until 2023 to precrisis levels. There are big inequalities. And he is going to add further upset and anxious and stressed by pursuing this course, which every sane person will tell you is going to have a hugely detrimental effect on peoples jobs and livelihoods. It sounds from what you have saying what you have said previously, doesnt youre to respect the man. Surely you expect the office he holds, that a Prime Minister was yellow being Prime Minister was yellow being Prime Minister of the uk is bigger than any person who holds the post. Minister of the uk is bigger than any person who holds the postm the same way you see in the United States, you know, as much as we dislike and hate donald trump and the prejudice he spreads. Crosstalk. Some. A lot of people do. It doesnt detract from the respect we have for the United States will stop as politicians we have to work with this number, however much we dislike it. But we have to do the job of scrutiny and expose the inherent contradictions in what he has been promising, which is big tax cuts for rich people, more borrowing, but, somehow, he is going to be able to keep debt under control. There will be people out there this morning thinking he is a charismatic politician, some thinking he is perhaps the one who can bring change and breakthrough and get this deal done, as it were. What you say to them . I think it is highly unlikely. The whole of his Leadership Campaign has been predicated on appealing to not just less than 1 has been predicated on appealing to notjust less than 1 of the electorate, but a kind of hard core, ha rd electorate, but a kind of hard core, hard right faction in his party. As to this notion that he will be able to this notion that he will be able to bring the country together, he has said some of the most sexist, homophobic, racist, islamophobic things during his time as an mp and beforehand. The idea that this is the man who was going to bring our country together is, you know, for the birds, frankly. Do you share some of those concerns this morning . Isaid some of those concerns this morning . I said most of them. I think the snps i said most of them. I think the snps approach to this can be characterised as saying we have profound concerns, not just characterised as saying we have profound concerns, notjust because of his willingness to embark upon a reckless no deal brexit, which every single assessment they have ever seen, and there are dozens, tell us will be economically damaging, but because of the way he simply makes things up. Im in what was that ridiculous is done last week with the kepa . Even the point he was making wasnt true. It was a lie. Where we come from in scotland i remember him saying that a pound spent in croydon was more valuable than one spent in strathclyde. That might, ata than one spent in strathclyde. That might, at a push, maybejust than one spent in strathclyde. That might, at a push, maybe just make someone might, at a push, maybe just make someone suitable to be a mayoral candidate for the mayor of london for a friend 5 party, it makes him wholly unsuited to be the Prime Minister of the United Kingdom french party. You talked about no deal brexit. We know that time is short. But there is still time. It is not a guarantee that there will be no deal. No, there is no guarantee. 0ne be no deal. No, there is no guarantee. One would hope if there is to bea guarantee. One would hope if there is to be a brexit at all, and frankly id still think we should revoke the whole thing ill put into a peoples vote. Then we need to have a deal that is not so damaging. Its not a good option but it is the least worst option. But if he goes ahead, if he is reckless enough to have a no deal brexit, the governments own analysis published la st governments own analysis published last year tells us when you factor in an anti free movement, another disaster, we could see gdp 10 lower thanit disaster, we could see gdp 10 lower than it otherwise would be and to free movement. That is the same size as the scottish economy. It supports two x as the scottish economy. It supports twox3 as the scottish economy. It supports two x 3 million jobs. That would be an unmitigated disaster 2. 3 million. We have a Prime Minister notjust million. We have a Prime Minister not just saying million. We have a Prime Minister notjust saying this might be an option but he is gung ho, standing on the steps of downing street saying this isa is a good idea. It is designed in part to of thing that getting out is all that matters. Of course we want to stop brexit. People wanted to leave the eu. There will be lots of people watching this morning thinking, some people didnt many, many people did. Hold on. They won the principal vote to leave but we were told by brexiteers we would still be in the single market, there would still be free movement. Scotland voted to remain and remain we will. They did not have a mandate to implement the brexit currently on the table. More than 2 million young people entitled to vote who were not in 2016 who are utterly opposed to brexit. Nothing more undemocratic than imposing an honour generation that will have to live with that. We have another guess coming to us as well and we have to go. Thank you very much indeed. The mention of young people. If you are watching and you are a young person, whoever you are, get in touch with us. You may be watching the tv and shouting at the television about some of the things you are hearing from various mps and guests. But get involved. This is the front page of the daily mirror. They are saying it is really not funny anymore. Maybe linking into but our two mps were just speaking about. We will speak to his official biographer and his view of it all is that this is all bluff and that actually Boris Johnson that this is all bluff and that actually borisjohnson is an intelligent man and somebody who will thrive in this new position. This is the mail, bring us sunshine is what they are asking. In the daily telegraph, talking to Iain Duncan Smith and we will talk to him. Yes at ten past eight. Thank you for the quick swift move. The sun comes out from behind as well. Lets talk about your opinion of the new Prime Minister borisjohnson. How do you feel about this man moving into number 10 . How do you feel about this man moving into number10 . It is tempting to talk of him as the poor mans donald trump but actually he is probably one of the richest and most out of touch Prime Minister s we will ever have. The extraordinary thing is he is coming in with a pledge not to sort out the problems in our schools, not to sort out the social crisis, but actually to give a handout to the richest people in our country of £3000 stop ijust think, look, this is not reality. This is somebody who is saying i wa nt to this is somebody who is saying i want to come in as one of the wealthiest Prime Minister s we have ever seen wealthiest Prime Minister s we have ever seen at this century and last, and he is going to actually make the priority giving a handout to the ridge. Ijust do not see how this resonates with the British Public. The ridge. Resonates with the British Public. The ridge. Wealthy. But in terms of charisma, in politics it is powerful. Maybe he doesnt speak for some people. I am sure he speaks for some people. I am sure he speaks for some people. I am sure he speaks for some people but they are the wealthiest in our society. What most people are looking at is the problem we have in our Health Services and schools. He is just we have in our Health Services and schools. He isjust not we have in our Health Services and schools. He is just not coming we have in our Health Services and schools. He isjust not coming up the back can be as basic as you like but that is not the point. The point is, do you have the competence to deal with these things and if you judge him on that, look at the uranium situation and look at his record on that. Uranium. Is run. Iran. Were facing huge crisis with iran. Do you think you could eating at a general election . Yes, i do. Where does that confidence come from . We are relentless in focusing on real issues that affect peoples life. The fact that the pay has not increased for ten years, that head teachers are sending notes same with their children saying please help us out here, parents. The fact that the social crisis has got no better. Life crime on our street as an epidemic because we have 21,000 less police officers. Borisjohnson voted for these things. He voted for all of those policies. We have not even talked about brexit but we have run out of time. Thank you for coming to speak to us. If you are worried we did not mention brexit, i am sure it will come out in the next one. Three little comments. No point asking people to get in contact and then not reading them out. Dave says you premise that does not represent me. Cou ntless a mou nts of premise that does not represent me. Countless amounts of idiotic statements. Incompetent such position. Then saying finally a lead up position. Then saying finally a lead up with charisma. And elizabeth says she likes yourjacket. That you go. Bringing it back to what i do not know what. What we do know is it has been a really wild night. Is it better or worse and opinions we have plenty of this morning. Morning, carol. Some people love the former weather and some people want rain, if you area and some people want rain, if you are a farmer or grower. You can see behind me all the lovely flowers, the sprinklers on giving them an Early Morning drink. We are being eaten alive with beasties. But the sky is blue. Wherever you are, with thunderstorms or not it is eight muqqy thunderstorms or not it is eight muggy start with bridges in the high teens and low 20s. We could well be seeing record breaking temperatures tomorrow. Tomorrow, thursday, we could have temperatures as high as 37 or 38 degrees but we will get on to that. Josey yesterday reached 36 degrees. Josey. To that. Josey yesterday reached 36 degrees. Josey. It equalled to that. Josey yesterday reached 36 degrees. Josey. It equalled the previous record recorded in 2003 in august. We still have thunderstorms across east anglia and also across northern scotland. They were clear with showers left behind. For most of us are dry and sunny day and a hot one as well. Temperatures widely ranging from the high 20s into the low 30s. In the south east or eastern england, we could see maybe 33. Through the evening and overnight, the weather is fairly quiet. Largely dry. Muggy but not as muqqy quiet. Largely dry. Muggy but not as muggy as the previous night. Tomorrow, we start off on that muggy note. As temperatures rise, showers in parts of wales, Northern Ireland, north west england and parts of scotla nd north west england and parts of scotland but generally in the west temperatures will be lower as we push further east. Widely in the east, high 20s and low 30s but we could hit 38 degrees somewhere in the south east. If that happens, we will break the currentjuly record in the uk which is 36. 7 recorded on the first ofjuly 2015. Another muqqy the first ofjuly 2015. Another muggy note follows. For friday, one or two showers around but you will notice a difference in the temperatures and you will see that also on saturday with rain in the forecast as we go through this weekend. It will be more comfortable by day and easier to sleeping at night. The flash sleep in. I keep checking my watch. It is 23 degrees. The sunshine on our back is quite nice. We have steph talking to businesses. We have steph talking to businesses. We also are looking at the next 0lympic we also are looking at the next Olympic Games in tokyo. But the biggest story is the new Prime Minister. The biggest, most immediate challenge borisjohnson faces is brexit. So what has been the reaction to his appointment in ireland and across europe . We can speak to Tony Connolly who is europe editor for irelands broadcaster rte. Hes in brussels this morning. What is your reaction to what you think europe will be saying to the new Prime Minister at number 10 . think europe will want to know when borisjohnson is think europe will want to know when Boris Johnson is going think europe will want to know when borisjohnson is going to engage with the capitals, with the institutions here in brussels, when he will make that first trip either to dublin, brussels or berlin, paris. Will he choose washington before going to those european capitals and will he attempt to really engage or at least test the negotiating landscape here in brussels. We had what he said during his Campaign Stop we had what he said in the past couple of years about brexit and he obviously runs the risk of being hostage to his rhetoric. I think people will want to know fairly quickly but his real agenda is and how he really intends to co nfro nt agenda is and how he really intends to confront this impasse in the brexit negotiations. If there is no room for negotiation or cannot get a through parliament, it is a huge thing. What other views in ireland about potentially what will happen . Borisjohnson has about potentially what will happen . Boris johnson has been congratulated. They are looking forward to working with him on also restoring power sharing institutions in Northern Ireland. People in ireland in general though Boris Johnson quite well and followed very closely all of the machinations of we ntz closely all of the machinations of wentz mr westminster politics. They follow the risk of no deal and the dangers that will cause not just the dangers that will cause not just the irish peace but to the Irish Economy so a the irish peace but to the Irish Economy so a certain amount of trepidation associated with his elevation. But they will want to know again what exactly he is prepared to engage on, what issues he can get movement on and what kind of tea m he can get movement on and what kind of team he builds around him both in the cabinet and also the advises he selects, who will do a lot of the day to day negotiating under the brexit issue. Time now to get the news, travel and weather where you are. Good morning from bbc london. Im alice salfield. A warning of the dangers of swimming in the thames river. A 22 year old man still has not been found after going swimming with friends just after 6pm last night. A couple of hundred people out on the key, enjoying the sunshine. And the police started turning up and we thought they were going to get rid of the people fishing and swimming but they cleared everyone out and it became apparent someone had gone under the water. The number of people who died on londons roads last year is the lowest on record. Figures due out tomorrow but seen by bbc london show 111 people lost their lives, compared to 131 in the previous year. But the number of people seriously injured increased. Around one in five women carry Group B Strep and if undiagnosed, there is a chance they could pass it to their baby. Lets take a look at the travel situation now. The overground the overg round has the overground has severe delays because of a faulty train. On the roads severe delays. Because of a collision involving a lorry and a cloud. Western road closed in both directions. Now lets get a check on the weather. Parts of france have already seen record breaking heat, while here a sweltering end to the week could exceed previous highs. Police divers are searching for three people missing in different parts of the river thames. They are looking for a 22 year old man who failed to resurface after going swimming with friends at shadwell basin in wapping just after six oclock last night. Immediate improvements are being ordered at a Young Offenders institution in west london. The move comes after a report found there had been a collapse in standards of care and safety at feltham. The site holds more than 100 boys aged between 15 and 18. It is one of those days where you can it is one of those days where you ca n start it is one of those days where you can start getting excited about the 0lympics. Normally about this time when youre ahead of the olympics we talk about how things arent ready. But it seems they are. I remember athens being one of those ones. There is mild panic about any sort of Olympic Games at this stage. We are going to go very british and talk about the weather. Can you feel the burn of that song . It is lovely. Holly hamilton is out and about in salford forest this morning. Were looking at the new events this morning as well. Good morning. In case there was any doubt, that is not me on his skateboard. This is alex. It is just one year to go until the Olympic Games. To mark that we will be talking about some of the newer sports that had been introduced as you like rock climbing, surfing, skateboarding has beenin climbing, surfing, skateboarding has been in the olympics since 2008 in beijing. We will talk to alex and talk about what improvements have been made and what the newer sports can learn from that. Before that, let us look at some of the controversy. In swimming this week at the world aquatics championships in south korea. This is britains duncan scott winning bronze in the 200 metres freestyle. He then followed the example of the australian mack horton by refusing to shake the hand of the chinese winner sun yang, who served a ban in 201a after testing positive for a banned stimulant. Yeah, well, im team mack. Erm, you know, if he cant i respect our sport then why should i respect him . A lot of people respect what mack did. Everybody is swimming got behind him. So, i think, hopefully this happens for more events. Adam peaty, meanwhile, will go for his second gold medal of the World Championships when he goes in the final of the 50m breast stroke later. He won his semifinal comfortably, in a time that was just shy of the world record. Now to some tragic news from the world of boxing. Russias Maxim Dadashev has died from the injuries he suffered in a fight last weekend. The 28 year old was apparently unable to to walk in the dressing room after his light welterweight bout in the us state of maryland was stopped by his trainer. He had emergency surgery for bleeding on the brain but failed to recover. The Russian Boxing Federation say theyve opened an investigation. Englands cricketers are back in action today, they play ireland in a four day test match at lords. Its their only warm up match for the ashes which starts a week tomorrow. England will be without Jimmy Anderson for the ireland match, as he focusses on being fit for australia. One of the stars of their world cup win jason roy will make his test debut. And defending champion Geraint Thomas remains second overall despite a scare on stage 16 of the tour de france. Keep an eye on the right hand side of your screen. This is him crashing on a corner. He recovered though and didnt lose too much time meaning that he could catch up with the peloton and finished in the main group. Australian caleb ewan took the stage in a sprint finish, frances Julian Alaphilippe has the overall lead. We have been talking about this this morning. Just 12 months to go then until the 2020 Olympic Games get under way in tokyo. We are going to be looking at some of the newer sports. Skateboarding is one that has been around since 2008. Alex decunha is one of britains best skateboarders, and laura crane is a former uk champion surfer you might also recognise her from last years love island. Alice, skateboarding has come such a long way since it was first introduced in 2008 alex. How did you get involved . Introduced in 2008 alex. How did you get involved . I have been skateboarding since i was six years old. They have been in contests, ready much my whole life, travelling around the world i have had. So now it is part of the olympics as opposed they can use that knowledge and take it to higher standards. Opposed they can use that knowledge and take it to higher standardsm terms of the training involved, you work so hard, the sweat is literally dripping off you this morning. It is a hot day. But it still has that reputation, sometimes, people dont fully understand the sport yet. Skate boarding has definitely changed so much since it first came about. 0bviously changed so much since it first came about. Obviously you can make a living from skateboarding now. You can travel the world, to contest, and make money from it. So it is not just stuff on the streets causing havoc to the public. It has definitely changed lots. Not eve ryo ne definitely changed lots. Not everyone can see that. Hopefully this will help. In terms of funding it has seen a huge improvement in funding. I mean, yeah, before any of this there was zero funding. So this has brought that to live, which is nice. You are hoping to compete in tokyo, of course . Of course, hoping to. Set my game up, keep up with eve ryo ne to. Set my game up, keep up with everyone else, and hopefully play it nicely. Fingers crossed. Laura is here as well. We will not ask you to do any demonstrations. Laura serves. Were not far from the water. They can still beat you when were not farfrom can still beat you when were not far from the water. How did you get involved in surfing . It will be new to the olympics. An incredible spectacle. Absolutely. A drop in north devon, it was the thing to do down there. For me, yeah, there was not much else to do eye grew up in. It is one of those was that is circumstantial, if you were growing up circumstantial, if you were growing up deviation it is one thing you do. There are away pulls on things making it more accessible for other people. In terms of tokyo, there are concerns about the waves. It is quite critical in surfing. They have competed in japan a quite critical in surfing. They have competed injapan a few years back. Waves were a little bit of a hit and miss thing. That is surfing at the end of the day and the reason we love the sport is because you are a lwa ys love the sport is because you are always trying to hunt for the best waves. There were talks of putting a waves. There were talks of putting a wave pool in. That takes away so many aspects of what surfing really is. Iam many aspects of what surfing really is. I am excited that they did not decide to do that in the end. You have mentioned something critical. You kind of need to live near the ocean. Is it something that is growing in the uk . Definitely. 10096. Male and female seen a massive in eve ryo ne male and female seen a massive in everyone heading into surfing more. It is one of those boards everyone can kinda feel that they can do. There is no impact, it is a very kind of escape sport. They definitely use it in a way of Mental Health and making sure that i am in that peak frame of my eye definitely. It is an amazing spot that can be used for many different things. Laura, great. Good luck to both of you. Ive only tried surfing at once. You will get me tips later. Iam not at once. You will get me tips later. I am not going in the keys though. The only time i have tried surfing is in donegal. Not exactly warm. That is all from us. We will have more from you later and more sports for me to try. Excellent news. That is brilliant. We will see you later. Good morning for tapia live at westminster this morning. Today is the day that Boris Johnson westminster this morning. Today is the day that borisjohnson becomes Prime Minister. You might have seen this. President trump has claimed that borisjohnson is popular in the uk because hes seen as britains trump a larger than life character who is not afraid to speak his mind. But will those characteristics fade when he moves into downing street . Two people with different opinions joining us now. Andrew pierce from the daily mail and Kevin Maguire from the daily mirror. Good morning. Who knows, they might agree . No donald trump is not popular in britain. When he korzy me mini me it is abuse. When he calls him a mini me. Mini me it is abuse. When he calls him a minime. He was talking about energising the country, what are you expecting to see from him today . Well talk about cabinet in a minute. I dont think it was his best beach yesterday. There was lots of playing to the camera with the gimmicks any justice. I of playing to the camera with the gimmicks anyjustice. I think today he will be much more serious because he will be much more serious because he has a serious job to do. You will bejudged on one thing and one thing only, brexit, will he ghattas out by 0ctober only, brexit, will he ghattas out by october 31st. Expect a serious beach at whiley gadigal . October 31st. Expect a serious beach at whiley gadigal . Brexit is important because he said this do or die halloween. He also knows he doesnt want to be a one trick pony. He has got to begin delivering across the waterfront on schools and education, whats happening with the welfare state. It is notjust brexit. I think if he focuses entirely on brexit he will fall apart because he will fail. He already has a plan. Every Prime Minister has a first hundred days plan. This one will be dominated by 0ctober plan. This one will be dominated by october 31. It is almost about 100 days away. That is when we have to leave. Louise mensch and cabinet. It will be fascinating to see who gets the topjobs will be fascinating to see who gets the top jobs will be fascinating to see who gets the topjobs mentioned the cabinet. Willjeremy hunt get a demotion . What discussions will be going on today . Is it a tussle for those topjobs . It is. He will have set out his thoughts on a whiteboard and have various people here and there and he will hope they accept. Some will privately refuse and then he will have to reject. His problem nowjeremy he will have to reject. His problem now jeremy hunt is he will have to reject. His problem nowjeremy hunt is has become very public that the foreign secretary who polled one third of the votes in the election is refusing to go to defence, which means the defence secretary, penny mordaunt, is going somewhere else. What does he do . Does he at the time of the iran crisis, tea, when he was foreign secretary, johnson handled terribly and got Nazanin Zaghari ratcliffes dale sinden three force, he cant negotiate. He is a steady pay of hands on this, jeremy hunt, are you going to suck him if he wont go . M isa going to suck him if he wont go . M is a trial of strength. Boris hates the fact that people like the fact is boris. You dont talk about jeremy and to riza. Is boris. You dont talk about jeremy and to riza. Jeremy hunt is a much more negative term. It is a trail of strength the Prime Minister has to win. It is his first day in number 10 to david dobbie has to set is governor. He won with two thirds of the vote, more than half of mps, two thirds, if he doesnt accept a demotion because the backbenchers, jeremy hunt. Taking up the point, borisjohnson has jeremy hunt. Taking up the point, Boris Johnson has become conservative leader, Prime Minister this afternoon, just over 90,000 people voted for him. What about a general election . When might that happen . More people live in plymouth or swindon or doncaster or we can then voted for this Prime Minister. More than voted for gordon brown. The problem is he wont get his brexit by the end of october. What does he do . Does he go for a general election . The peoples though . Does he just carry on . His options, he has three options, it is difficult to see what he will go for. The more he denies going for a general election the more he will. Theresa may said she would and then she gordon brown was not elected at all, it was a coronation. Nigel farage is talking about are packed. If there was an election as early as tober, which could be if he loses a confidence code, it was said to the country, i will deliver brexit it is these remain as that stopping it. We talked about the joke, on the Positive Side charismatic, but he does not mind the blood. Some of the silly things he has said in the past, now that he has this job, will we see a different boris . We Work Together on the telegraph in the 19905. He changed his mind and views more often than his socks. He is idle and incompetent. You like him. A5 idle and incompetent. You like him. As we saw when he was a foreign secretary. Whether he is capable of doing it. Heres Prime Minister, very different to being mayor of london. He is bringing a First Class Team are ready. He won the election as mayor of london twice against all odds. I think he can turn out to be one of our most popular and successful Prime Minister. Two very opposing views. I cannot believe it. He will cook brea kfast cannot believe it. He will cook breakfast now. Black pudding. Some indication of what we are getting this morning. We sat at the top of the programme, Boris Johnson this morning. We sat at the top of the programme, borisjohnson is a polarising figure. You might be polarised by the weather as well. Good morning everyone. Currently i am in windsor great park. This park comprises of cacti, thistle, and grasses. A beautiful perfume from the abulia. We have less guys in windsor and across many areas but also some thunderstorms to get rid of in east anglia and northern scotland. A lot of thundery activity through the course of the night but it is moving north and it will clear and then for most of us it will be a dry and sunny day. It will be quite hot today but tomorrow, thursday, temperatures will peak by day. Highs in the south east of potentially up to 38 degrees. Yesterday, jersey broke it record. This morning, thunderstorms to clear. Show us coming in behind. Thunderstorms to clear east anglia and it will write up. For all of the uk and it will write up. For all of the u k m ostly and it will write up. For all of the uk mostly dry with a lot of hot sunshine. Temperatures today widely getting into the high 20s or the low 30s. Top temperature up to 33 degrees somewhere in the south east. As we head for the evening and overnight, it is looking very quiet. Eight muggy night. A few showers in the west. Temperatures following between 12 and 19 degrees. A muqqy between 12 and 19 degrees. A muggy night. A lot of dry weather tomorrow. A bit fresher compared to today in Western Areas but in the east, especially eastern england, temperatures will rocket. In the east high 20s and low to mid 30s, but 37 and 38 degrees in areas. If we do hit 38 degrees it will beat the currentjuly we do hit 38 degrees it will beat the current july record we do hit 38 degrees it will beat the currentjuly record for the uk sent on the first ofjuly 2015. If you do not like this heart, and other muggy night. Temperatures not falling lower than 20 degrees but into saturday, a bit of a change. Temperatures go back down to closer to where they should be at this stage injuly. To where they should be at this stage in july. Some to where they should be at this stage injuly. Some rain in the forecast for the weekend not for us all. Ijust i just lost a date for the last moment, carole. Lost you there. It is warm here today. Theresa may will be facing Jeremy Corbyn for the final time this morning. It might be a lengthy discussion because i imagine people will be talking about her a lot. Wet afternoon stopped theresa may officially resigned and goes to Buckingham Palace and has a chat with the queen. We will get the helicopter out as she lays and Boris Johnson arrives. That is when we will from the new Prime Minister as it comes out of the door at number 10. It will be interesting to see the tone of his speech. Cabinet announcement later today. So many of you are sending messages. Right now, we will catch up with some business reaction. Steph is in Central Manchester for us with more on this. The weather from here, the weatherfrom here, pretty the weather from here, pretty stormy last night. It woke me up in the middle of the night. Not quite as bright as it was earlier but you get a really good sense of the skyline in Manchester City centre. The downhole behind me. I was find this interesting, all of the cranes you can see. I can see interesting, all of the cranes you can see. I can see a interesting, all of the cranes you can see. I can see a good ten cranes and if things are being made, that isa and if things are being made, that is a money being spent. Interesting the sense of the world from if you like theirs. I am here with lots of Business People to talk about what they think about the new Prime Minister and what may mean from them and what they want to hear from him in the next few weeks. The chief executor of the hot group. You are a big exporter . Yes, we. £1 billion worth of sale, 70 of that goes overseas, asia, europe, america. The products that we sell our health and beauty and we do it almost entirely through the internet. You have been preparing for us leaving the European Union. What have you been doing . Once the decision was made, we invested in a new facility in poland. We spent £100 Million Building that facility stop it has manufacturing and other capabilities. Another hundred million are putting products into the warehouse so that if there is an ideal, we can continue to trade with europe. We can do that through pollen but it has been a huge investment. The poland. Do you feel optimistic you are ready to go. No, not optimistic. The change add risk is quite savage. Obviously, we would like a much more gentle approach than a cliff edge on the 31st of october. It does not mean that it will be entirely smooth even though we have made investments for it. We will probably get through it with less style than we would like. What would you like to see . Providing 70 around what were going do rather than the first of november now potentially have huge tariffs and undefined ways of how we trade. Getting clarity would be useful but also making sure we continue to run the country as well, put together a cabinet focus on taking us forward because in all of this noise, we have got a strong performing country, and we need to continue that and we cannot lose sight of that. Thank you very much. I will wonder over here because we have all Business Leaders. Thank you for joining us. You are shy, you lot. Seth, you run a muslim influence. We help businesses set up in the muslim market. Enormous organisations come to us simply to know how to speak to the muslim market. What is an influencer . 10,000 followers on instagram, millions on youtube and twitter. The idea to inspire. How are you feeling at the moment given what has gone on in the political world and Boris Johnson what has gone on in the political world and borisjohnson as Prime Minister . It kind of scares me because he has said the muslim world is behind because of islam so how do you know he will support businesses from all cultures and faiths. I shared two offices in london and manchester and it serves a global audience of 2 billion, trillion stop it isa audience of 2 billion, trillion stop it is a bit scary the things he has said in the past. What can he do . Spent more time understanding the needs not just of spent more time understanding the needs notjust of businesses but helping businesses understand the different stages of business and provide more support. More support understanding how brexit is going to impact us. Nick, i know you have been worried. We are a 360 creative agency. What do i think . Ifeel underrepresented by this Prime Minister. I am underrepresented by this Prime Minister. Iam not underrepresented by this Prime Minister. I am not part of the not. 196 minister. I am not part of the not. 1 who voted him in and i am not a member of the tory party. As a far right Prime Minister, is this really representative of what the population. He would not see himself as far right. Perhaps it is his comment that made you think that. What can he do . If he generally has the best interest of the uk at heart, he is leading by a majority of one or two people. Mps, sorry, put it back to the people, the people will decide. From a business point of view . There is no certainty. We are 99 days from brexit how can you have a Business Plan based on 99 days. It does not give you long. Chat to you throughout the morning. We will give you some breakfast at some point as well. If it is in the budget. Time now to get the news, travel and weather where you are. Good morning from bbc london, im alice salfield. As temperatures in london soar the rnli is warning people of the dangers of swimming in the thames. Police divers are searching for three people missing in different stretches of the river. Around one in five women carry Group B Strep and if undiagnosed, there is a chance they could pass it to their baby. The charity strep b says over 80 of cases contracted during labour are preventable. But experts worry routine testing would see antibiotics given to many more women. Lets take a look at the travel situation now. If we look at the tube board the overground has severe delays from Willesden Junction to Clapham Junction because of a faulty train. Although that has just turned to a good service so a bit of news they. On the roads these are the severe delays on the m25 clockwise from junction 2a for potters bar because of a collision which involved a lorry and car. In walthamstow selborne road remains closed in both directions between willow walk and hoe street after mondays fire at the mall shopping centre. Overnight tonight, it will stay dry. A bit of relief for the weekend. Im back with the latest from the bbc london newsroom in half an hour. Bye for now. Hello, good morning to you. Welcome to breakfast with dan walker and Louise Minchin. A glorious morning in westminster, these are our headlines, the day borisjohnson will become our new Prime Minister. Has it sunk in yet . Well, getting there. Last night, he celebrated his decisive victory against rivaljeremy hunt with conservative Party Members. This morning, the attention moves to who will be joining him at his top table. Supporters say hell be creating a cabinet for modern britain. Good morning from a rooftop in Manchester City centre, Business Leaders will be telling me what they think about the new Prime Minister. In sport, theres exactly a year to go until the start of the 2020 Olympic Games, and well hear from some of the british athletes hoping to make their mark in tokyo. Good morning from great windsor park, a beautiful start to the day here, wherever you are, a muggy and humid one as well, but most of us will have a dry and hot day when we lose this mornings thunderstorms, more in 15 minutes. The whole of bbc breakfast out and about today. Its wednesday the 2ath july, our top story. A momentous day here in westminster as britain gets a new Prime Minister. This afternoon, former foreign secretary and london mayor borisjohnson, will move into number ten downing street, taking the reins from theresa may. As you can hear, it is getting a little bit busier here our Political Correspondent nick eardley has the story. Whether you love him or you loathe him, injust a few hours time, Boris Johnson will officially become our Prime Minister. Has it sunk in yet . Well, getting there. Team johnson promises a cabinet for modern britain, but that will be an easy bit. Borisjohnson may make some in his party feel good, but others are deeply worried about his brexit plan, and he faces a tougher time here in parliament than almost all new Prime Ministers. A wafer thin majority and several of his tory colleagues in open revolt. Strap in this is going to be bumpy. Nick eardley, bbc news, westminster. Our Political Correspondent iain watson is in downing street. So many questions to us, so many a nswe rs so many questions to us, so many answers needed, but a lot of changes there, wed need to know who is in there, wed need to know who is in the cabinet, what do you know so far . It is certainly going to be the case that some of the people who are sceptical about leaving the European Union with no deal will be on their way out, chancellor Philip Hammond chief amongst them. The question is who does Boris Johnson chief amongst them. The question is who does borisjohnson bring in. His attempt to say he will be more of a chairman and a chief executive, relying on competent people to do the heavy lifting. His aides say. We are told it will look more like modern britain, and in practice that means more women come up more mps from ethnic minority backgrounds, and in particular we are guided towards three names first of all, priti patel, the former International Development secretary, who resigned over unauthorised meetings with israeli politicians, likely to be back in a very senior role indeed. The employment minister alok sharma, also housing minister, dealing with the aftermath of the g re nfell dealing with the aftermath of the grenfell tragedy, he is tipped for a topjob. And tracey grenfell tragedy, he is tipped for a top job. And Tracey Crouch looks like she is returning to ministerial office. She was the sports minister who resigned because she felt her own government was delaying a reduction in betting stakes on gaming machines. Now, she will be back again in a pretty senior role. But there are bigger questions for borisjohnson to but there are bigger questions for Boris Johnson to answer, but there are bigger questions for borisjohnson to answer, what does he do with the other leadership rival, sajid javid . Does he move to number 11 downing street as chancellor . Or does a long standing ally, liz truss, get the job . Chancellor . Or does a long standing ally, liz truss, get thejob . And what happens to be defeated challenger, jeremy hunt, he has a p pa re ntly challenger, jeremy hunt, he has apparently turned down the offer of defence secretary, he is not keen to be demoted, so will he walk and join chancellor Philip Hammond and potentially be a critic of Boris Johnson on the backbenches, or will he stay in a show of unity . We should know in about 12 hours time when borisjohnson sits in there to put his first cabinet together, announcements around seven oclock tonight. It sounds like a complicated game of chess iain, thank you very much. As with most things these days, with taking the temperature here. Little adam fleming is in brussels this morning, gave us an update on reaction there and what is likely to be thought of borisjohnson being in the topjob now. Well, everyone is being very polite, lots of eu leaders have sent tweets congratulating borisjohnson on the fa ct congratulating borisjohnson on the fact that he is about to become Prime Minister, saying they want to work constructively with him. That is the sort of diplomatic language you expect when these things happen. What everyone really wants to know is what is brexiter policy is actually going to be and what he wa nts to actually going to be and what he wants to do with this deal. Now, they will be watching all the stuff you were talking about with iain, who gets appointed in the cabinet, who gets appointed in the cabinet, who are his advisers when it comes to brexit, and what will that reveal about the direction he wants to go in. The eu leaders will get a bit of a clue when they call borisjohnson to congratulate him, that is one of the traditions, so we will probably get a phone call from Angela Merkel, emmanuel macron, probably leo virat kohli, the Prime Minister of ireland, and they will be looking to get his initial thoughts about what he wants to do with brexit. Leo virat lots of people are thinking we may not get any hint of a brexit until leaders meet in france for the g7 summit. There will be a meeting of senior meps in the European Parliament today, and they will get an update from Michel Barnier on the eu side, and he basically set out the position in a tweet yesterday, saying he would do what he could to facilitate the Withdrawal Agreement is getting through parliament, not changing it, facilitating it through parliament, but all the work would go into re working the political declaration, the separate document that goes along with the divorce bet of the deal, which talks about the next phase of negotiations. That is where the eu thinks the focus should be, not on changing the divorce treaty, which crucially includes the bit about the irish backstop. Always with that reminder, the two pads two things. Adam fleming, thank you very much. That is the big story in town. You have just said to much. That is the big story in town. You havejust said to me, it is hot, isnt it . I have been telling louise it is boiling all morning you havejust been hit by the sun the met office recorded temperatures in excess of 30 degrees celsius in england yesterday, and they are set to soar even higher over the coming days. Officers are also searching a stretch of the river near Waterloo Bridge after reports of a person in difficulty, immediate improvements are being ordered at a Young Offenders institution in west london. The move comes after a report found there had been a collapse in standards of care and safety at feltham. The site holds more than 100 boys aged between 15 and 18. Exactly one year until the start of the 2020 olympics in tokyo, the International Olympic Committee Says the city is fully on track to deliver the games. Budget figures released last year put the total cost at more than 12. 5 billion well above their original estimate of seven billion. 3. 2 million tickets have already been bought in the first phase of sales. Lets tell you what is coming up on the programme, i just lets tell you what is coming up on the programme, ijust saw holly sitting on a bmx, trying out some of the new sports that will be at the olympics. Ididnt olympics. I didnt have a bmx, i had a grifter, about eight times the weight of a bmx steph will be getting reaction from the Business Community about Boris Johnson becoming our new Prime Minister. So thatis becoming our new Prime Minister. So that is our main story. Borisjohnson will begin to assemble his cabinet today as he vows to energise the country and deliver on brexit. So who is likely to be in his government, and who will be heading to the backbenches . We can speak now to Iain Duncan Smith, mrjohnsons campaign manager, and of course former party leader. Morning to you, thank you very much indeed forjoining us. You have been his campaign manager, when you get a job in the cabinet . An impossible question to answer i suspect not, we have not discussed it, but it is in his hands now. The good news, as far as in his hands now. The good news, as farasi in his hands now. The good news, as faras i am in his hands now. The good news, as far as i am concerned, is he about to ta ke far as i am concerned, is he about to take over as Prime Minister and i hope we will reenergise the whole concept of government and the direction of travel over the next 100 days plus. Lets talk about who may or may not be in cabinet, jeremy hunt, will he be in cabinet . Again, the problem is, as in all these things, it is borisjohnson and one or two of his very close and unparliamentary advisers as to how this will pan out, it is his decision. The problem with speculation in the papers with happens is this only one person who has made that decision if he has. And he will be telling anyone until the moment he caused him to tell them they are standing down to tell them they are standing down to tell them that they have reached the jackpot, as it were, and will be in government to help shape the future. Soi government to help shape the future. So i cant really tell you much, other than the speculation almost a lwa ys other than the speculation almost always turns out to be wrong, really. Is a former leader yourself, how much is it a test of his mettle, that he gets his way . It is absolutely certain that all of you will sit and immediately try to read the runes from people that he selects to do the importantjobs. Bearing in mind, of course, that the most important job that bearing in mind, of course, that the most importantjob that is going at the moment is to deliver brexit over the moment is to deliver brexit over the next 100 days. There are lots of other policy areas that need dealing with, policing, socialjustice, social services and education, big pledges that he made, and as we have seen pledges that he made, and as we have seen recently, defence. But there is only so much of that that can be done within the next 100 days, because the government has to deliver, in very short order, that departure on the 31st, and i believe that he will want to have people around him who have very attuned to that, understand what has got to be done, and are, as he said, energised in delivering brexit by the 30,000 of october. If he doesnt deliver by then, will he have failed . By the 3ist then, will he have failed . By the 31st of october. He has pledged categorically that this country will have left in accordance with the law, by the way, by the 31st of october. After that, frankly, if there were other problems that stopped us, the truth is that nigel farage is sitting in the wings with the brexit party, and i think they will be rubbing their hands with glee at the thought of the uk not leaving on the 31st. You have already seen the damage they have caused because the British Public are caused because the British Public a re pretty caused because the British Public are pretty angry that politicians have not delivered, so we have one last shot, really, at regaining the trust and i say that not as a conservative but as a member of what is, essentially, parliament, which as far as the public is concerned, is in deep disgrace for not having delivered on what the british people we re delivered on what the british people were told was their decision. Boris knows that we have to deliver that 3ist knows that we have to deliver that 31st of october departure. You mentioned nigel farage, would he do a deal with nigel farage . mentioned nigel farage, would he do a dealwith nigel farage . I dont think there is any necessity for him to be talking to nigel farage at this particular stage, or any other party, frankly. We have a law, a bill that was passed that we have to lead by the 31st of october. Unless there is legislation to change that, thatis there is legislation to change that, that is our default position if nothing else happens, we leave by the 31st of october, and therefore he has to ensure that is done, and it is really a parliamentary issue at the moment, nothing wider than that, and we have to deliver that through parliament. As i say, unless that law is changed, and the government has no intention of bringing forward legislation to do that, that means our default position is that we leave. However, what Boris Johnson position is that we leave. However, what borisjohnson has always made clear, he would like to have an arrangement with the eu, he has said the deal is dead but he is very open to discuss with the eu arrangements that would allow both sides, them and us, to have that departure in the most managed way that is beneficial to both of us. Can i put to the point of view of some people, think he is a polarising politician . Chuka umunna saying this morning that he is a flawed character, unfit for office. Others concerned about language he has used in the past. What do you make of those criticisms . Politics is a rich business, it is full of different characters and different people who approach it in different ways, but the one thing to hold in our minds is that the number one thing that a leader or would be leader of the country has to be able to do, they have to be able to lift the country in every endeavour that they do. You could point the finger at almost every great leader in the past that has led our country, that somehow something they have done, said, all the way they have behaved in the past makes him unfit to be Prime Minister, and yet these people have gone on to deliver greatness and to ta ke gone on to deliver greatness and to take their countrys forward. I think boris is in that mould. You dont get big figures without some side issues around them, but the man that i know, borisjohnson, is a decent, liberal minded individual who believes deeply in tolerance, and most importantly in the right to free speech and free action, given constraints, and what he will want to do is impose that sense of deep liberalism on the country. But i think you will enthuse and lift the country at the same time, and goodness gracious, i dont know about you, but i am fed up with the last three years of the miserable, downbeat view of too many politicians in britain it is time to lift us again and say, look, britain is great, we will do will whatever the circumstances, because whatever the circumstances, because what makes britain great is the people, not the politicians. imagine you will be keeping your phone on for a message at all points thank you very much indeed. Thank you to so many of you getting in contact, sharing those discussions on facebook. Sara says, i hope that borisjohnson smashes it at number ten, i hope that borisjohnson smashes it at numberten, i i hope that borisjohnson smashes it at number ten, i think he will be the best thing that has happened to this country. Lynn says, i hope the rest of the government gave him a chance to do hisjob, i was rest of the government gave him a chance to do his job, i was felt that mrs may was hindered. Suzanne says, he has made so many errors, a point others are making, some serious, yet something he is fit to be pm because he is charismatic i think he is self serving and our nation surely deserves better in these difficult times. This is an absolute first for me, i now have fan and become one of our guests coming up shortly is holding afan i have taken my tie of, i might take my trousers off in a moment please, do not it is going to base coach, carol a scorcher. We are in savill garden, part of great windsor park, this is the dry garden area that we are currently in. Why . Was it deliberate . Nick is head of operations at great windsor park. Good morning, nick. Was this planned because it has been hot, how long has it been here . 1977, that really hot summer, the then keeper of the garden, john bond, on the back of that summer, created the dry garden. Everything here planned to do really thrive in the hot conditions, never been watered by man in a0 years, just what comes from the sky, and it is fantastic. It is very colourful as well it is the colour and the shapes, i love the colour and the shapes, i love the dresses and the seed heads, it really works all year, itjust gets better and better. I love the grasses. What size is this garden . This is just 35 acres, the savill garden, part of great windsor park, a500 acres, so a huge piece of green land just on the edge of london, a royal park, a royal hunting forest back to the days of william the conqueror, it has been owned by the monarchy and managed by the sovereign for the last thousand yea rs sovereign for the last thousand years plus. And it has got some legs in it as well . Yes, big bodies of water, virginia water, do be careful around water in this hot weather, we often hear about tragic stories, swimming in open water is not a great idea. You are welcome to come to the power, enjoy the shade of the oak trees, look at the water, do not go in. It has been a pleasure, thank you so much. I am going to stand in the shade, it is a bit cooler over here. Pretty warm or hot today dependent on where you are, but it is tomorrow that the temperature really scoots up. Tomorrow in parts of the south east, around the london area, we could well hit 38 degrees will stop yesterday, injersey, the temperature reached 36 degrees, making it a newjuly record, equalling the previous all Time Temperature record injersey, which was achieved on the 9th of august 2003. Still some thunderstorms around, moving away now, though, across east anglia and northern scotland. When they clear, one or two showers left in their wake, but for all of us are dry and sunny day. Easily into the high 20s, and also locally into the low 30s. Around the south east we are expecting the highest temperatures, again between 31 and 33. As we head to the evening and overnight, quiet with a lot of dry weather, a lot of showers in the west, and temperature is not quite as last night, overnight lows of 1219d. As last night, overnight lows of 12 19d. With as last night, overnight lows of 1219d. With low as last night, overnight lows of 12 19d. With low pressure to the west of us, things will be a little bit cooler compared to today. In the west, looking at the 20s, but in the sunshine further east, it will be another hot one, scorchio in fact, potentially 38 degrees, but widely into the high 20s or indeed the low 30s. Into the high 20s or indeed the low 305. If into the high 20s or indeed the low 30s. If we do hit 38 degrees, which is quite possible, that will trump the previous july is quite possible, that will trump the previousjuly record in the uk, which is 36. 7 celsius, recorded on the 1st ofjuly 2015. Overnight thursday into friday, another sticky one, but as we head into the weekend, temperatures closer to average, and we will see some rain in the forecast of this weekend as well, which for some of us will be a welcome relief, and if you do not have a dry garden, it will be a welcome relief for you too. Carol, lovely to see all those gardens, but i guess they do need the rain. Drastic measures with this wimbledon fan, ifeel very lucky drastic measures with this wimbledon fan, i feel very lucky if drastic measures with this wimbledon fan, ifeel very lucky if you have just switched on your television, you are watching bbc breakfast, we are now from westminster, talking about the day well get a new Prime Minister, one of the uks most recognisable politicians, rarely out of the headlines. But who is the real man . In a moment, well speak to his biographer harry mount. But first, a quick history of britains next Prime Minister. Would you like to be Prime Minister . It isa would you like to be Prime Minister . It is a very tough job, would you like to be Prime Minister . It is a very toughjob, being Prime Minister. It would be a great thing to have a crack at, but it is not going to happen. A lifelong ambition evident from an early age. Whenever anyone asked him what he wanted to be, he would answer world king. After attending eton, oxford beckoned. I declared the motion overwhelmingly carried. Before a career injournalism overwhelmingly carried. Before a career in journalism which took him to brussels. He first entered parliament in 2001 with the safe seat of henley on thames. Parliament in 2001 with the safe seat of henleyonthames. No comment despite being sacked from the shadow cabinet for lying about an affair, his popularity grew, and he was elected mayor of london. His unpredictable moments often made headlines, but he still secured a second term. It is very well organised your voice and so came the brexit referendum, where he spearheaded the campaign to leave the eu. That led to in the foreign office, one he spearheaded the campaign to leave the eu. That led to the topjob campaign to leave the eu. That led to the top job in the foreign office, one heat which two years later, disagreeing with one he quit. Today borisjohnson steps through the door of number ten as Prime Minister, but will he be the genius ofjoker, populist or optimist . We will soon find out. So we know borisjohnson has been a polarising figure at times. But will that continue during his tenure as Prime Minister . Here to unpick some of those questions is his biographer harry mount, who has known and worked with him for years. So what is he like . What is the real borisjohnson like you might so what is he like . What is the real Boris Johnson like you might the overpowering thing when you are in his company is how intelligent he is. You saw in that clip, a scholarship to eton, balliol college, oxford, the cleverest of the cottages, but in the flesh, when you are with him, ifeel the cottages, but in the flesh, when you are with him, i feel his the cottages, but in the flesh, when you are with him, ifeel his brain is much bigger than mine, for what thatis is much bigger than mine, for what that is worth, and he is always moving to or three steps ahead of you. He bails it in a clown routine, but underneath astonishingly clever. He veils it. But underneath astonishingly clever. He veils it. Why do that . For 30 yea rs, he veils it. Why do that . For 30 years, he has been a newspaper columnist, and readers want lapse, so columnist, and readers want lapse, so he is brilliant at veiling serious things with jokes. Readers want laughs. His Deputy Editor at the spectator said that you could see the light come on in his eyes when he has got a joke, and sometimes he tries to resist it as a politician, but then plugs it out of murder and tells the joke. From what you read around him, it appears he has been eyeing this job at his entire life. He plucked straight out of made air. Yes, this is the most seriousjob at out of made air. Yes, this is the most serious job at a serious time for the United Kingdom, will he be different as Prime Minister . He has got to be deadly serious, he has been dreaming about this job since he was a child. He knows he could be britains shortest lasting Prime Minister after three months, and is striking that since he became foreign secretary in 2016, he dialled down the jokes. Foreign secretary in 2016, he dialled down thejokes. Up foreign secretary in 2016, he dialled down the jokes. Up a foreign secretary in 2016, he dialled down thejokes. Up a bit more yesterday when he did his a cce pta nce more yesterday when he did his acceptance speech with that dude joke, he will always drop in a jug, but he recognises this is a deadly serious time, his lifelong dream could end in humiliation in three months. What do you say to those people, you have known him extremely well, those people who are very concerned about things he has said about, for example, iran in the past, other things as well, what do you say to them about their concerns . Well, they are often right, his critics are often right. Ido right, his critics are often right. I do defend him against lots of charges, but on many his critics are com pletely charges, but on many his critics are completely right. He made a terrible blunder over iran, he wasnt a great foreign secretary. He could be a disastrous Prime Minister, but he could be a very good one because of that high intelligence thejury could be a very good one because of that high intelligence the jury is still out. Theresa may was criticised for not being a great compromise, will he listen to opposing views, and will he construct opposing views, and will he co nstru ct a opposing views, and will he construct a cabinet that will unite the party . He is a listener. We are used to seeing him on tv, putting on the sherman act. When you meet him at parties, you would understand if you want to talk to the great and good, but he gives you all his attention, doesnt feel the need to buttonhole the most powerful person in the room. He is a sensitive soul, he still calls me his editor, which i have been for 15 years. Very good to talk to you, to get some insight. Does he like cats . I think he does. We were watching larry this morning, sitting on the doorstep, so who knows . Then i thank you for being with us this morning, any guests until 9 15am, we will get an update from carol, but time now for the news where you are watching this morning. How did you sleep last night . The heat, the thunderstorms, it all kicked off. That comes after what was the hottest day on record in the channel isles. 36 celsius in jersey recorded yesterday. More record breaking temperatures to come over the next couple of days. Today not quite as hot as yesterday. We start off this morning with those storms still across the far north of scotland. Those will clear away to the north east and for many of us there will be some sunshine developing. Not quite as warm and sticky as last night but those temperatures Still Holding up at about 13 17. During thursday there could be a few showers along western part of the irish sea coast. A few thunderstorms here, but the most of us, temperatures, 37 degrees in the south east. Abide by. This is business live from bbc news. Im Sally Bundock in downing street. Braced for boris later today mrjohnson will officially become britains next Prime Minister.
