Police in england and wales have introduced forms asking victims for permission to view their messages, photographs and social media accounts. If they do not agree, prosecutions could be stopped. Rape crisis is calling for a change. I know you are quite concerned about this. We have so many concerns about this. We have so many concerns about this policy. One is around fairness. Why does this policy seemed to be used with victims and survivors of Sexual Offences rather than any other kind of offences. Much more than that, it is about proportionality and relevance. Why such vast sways of data being taken. Also the key thing is, how can all of that data really became to be releva nt of that data really became to be relevant to the question whether consent was given to a particular act at a particular time which is what most of these cases come down to. What have some of the people you have been listening to say . L to. What have some of the people you have been listening to say . A lot of the victims and survivors do not report to the police. The vast majority of those who experience these serious offences will never report. Fewer than 20 . An victims and survivors are telling us and our advocates, specialist workers, that among the reasons for that are the fear of having the data downloaded. It is notjust a question of the privacy but that of their friends and family but also if we think about the masses of data we store on our mobile phones, it is an invasion really and if there is a big question about the relevance of the data. Victims and survivors are telling us they feel they are under investigation especially when we know suspects are not being subjected to the same level of scrutiny. Obviously you will be very familiar with our case of 12 assault charges. An officerfailed familiar with our case of 12 assault charges. An officer failed to disclose evidence found in a complainant data. So how do they get the information while not invading previously . Focus download of information. I do not speak for the police but i am sure they might mention capacity in terms of this story and the case that you have highlighted as an example. Vast quantities, thousands of messages and photographs and obviously that will put a capacity burden on the police are potentially make the whole process of investigating Sexual Offences even longer when you can already take up to two years which is obviously to everyones detriment including the accused. Were about better technology, more focused extraction of data that is only relevant to the case and that does not include data from seven years before the alleged offence, even before the alleged perpetrator made the alleged victim. The reason a duty to pursue reasonable lines of enquiry. There is. How do you square that up . I do not see legally how messages from years before could be relevant. Whether someone gave them free and full consent to have them free and full consent to have the capacity to do so to a specific sexual act at a specific time. Even communication, even sexual medication does not necessarily have relevance to one specific case at one specific time. You get the sense we are learning with theirs. So much more to learn and changing all the time. There is a need for widespread training across the board. Thank you very much. The National Police chief counsel recognises concerns of some victims and has been seeking advice from a wide range of groups. Coming up from a wide range of groups. Coming up to from a wide range of groups. Coming uptoa from a wide range of groups. Coming up to a quarter to seven. Have any of you looked at the sunrise . It was rather beautiful. Carole is at Blenheim Palace. Both place to none other than the winston churchill. Newsroom in half an hour. Good morning. It is a muggy start, a cloudy one. We have mist and fog. If you saw the sunrise it may have been redder than normal. That is because the breeze and then went looking up dust from the sahara desert. Thatll be the case for the next couple of days. Here at blenheim we will lose the mist and fog that we currently have. We will where you are as well. As we mentioned, it is a muggy start. It will be muggy for the next few days and nights. To give you an example, tonight in london we dont expect the temperature to fall lower than about 27 degrees at ten oclock. But on thursday at ten oclock. But on thursday at ten oclock in london it will still be about 29 degrees. The temperature will sink a little further as we go through the early hours stop what you get the message. It will be quite sticky. The forecast for today isa quite sticky. The forecast for today is a hot and humid one. It is also one with some showers and some thunderstorms later on. Some of those will produce frequent lightning and some torrential rain. Whats happening is we have High Pressure and get out towards the east, we are dragging up the ian went from north africa and weather front in the west is Still Producing rain across parts of northern and western scotland. That will clear through the course of the day. There is quite a bit of low cloud around this morning, some will think over the east of northern ireland, the isle of man, parts of north west england, dumfries agulla for a, for longer. And galloway. Through the afternoon we will end up with blue skies. Temperature wise it will be hot and skies. Temperature wise it will be hotand humid. Skies. Temperature wise it will be hot and humid. The hose down temperatures will be ms duthie is where we are expecting 34, possibly 35 degrees the hottest temperatures will be. We will see showers in devon and cornwall mid afternoon. They will be replaced by thunderstorms coming in in the evening. Anywhere could catch one. Torrential rain from those. And frequent lightning. It will be quite picturesque if you like that kind of thing. Muggy note to follow. As we start tomorrow we will have those thunderstorms across the northern half of the country. Continuing to push northwards, eventually clearing. Showers behind. We will be hot and sunny behind it. Tomorrow, wednesday, we could have temperatures up to about 32 33, possibly 34 in the south east. Then as we head on into thursday, thursday could prove to be the hottest day of this spell was that we could hit 36 or 37 degrees. Again in the south east. The favourite for that around the heathrow area. There will be a few showers an affront to the west means there will be more cloud in the west. Just the odd shower here and there. As a result, your temperatures wont be as high. If you are fed up of this hot and sticky weather as we head into the weekend we see something closer to what we would expect at this time of year. It is interesting what you said about the sunrise. It did look beautiful this morning. It was a beautiful this morning. It was a beautiful red up here. It was in many areas, because of that sahara desert. It is quite spectacular. We havent seen itjust desert. It is quite spectacular. We havent seen it just yet. Desert. It is quite spectacular. We havent seen itjust yet. When i looked at your sunrise i thought she has kind of mist out today. We will see you a bit later. Be lovely to see you a bit later. Be lovely to see how the changes of the course of the morning. It is 6 48. As carol has been telling us, we are expected to see the hottest day of the year so far. What does that mean . Sleepless nights. Temperatures are expected to be 35 celsius, 95 fahrenheit. We could be looking at the hottest night injuly since 1948. Thank you for your suggestions yesterday about how to get a good nights sleep. To get more we are joined by an expert, james wilson, who was a sleep practitioner. What a great thing to be. Lots of people are saying they cant sleep because it is so hot. It really affects you. Temperature is so important to sleep. We need a drop in core temperature as part of the process to fall asleep. So a night like tonight will be very difficult to fall asleep. We were getting loads of tips yesterday about hot Water Bottles filled with cold water and put in the fridge, people saying they would put cold flannels on their feet. All sorts of ideas that people swear by. Are there basic principles you can do to help yourself to make sure that tonight isnt too uncomfortable . The biggest thing is to try not to worry too much about it. The biggest problem isa much about it. The biggest problem is a lot of people say i will not sleep tonight because it is too hot. And it comes true. There will be a couple of notes, it may be worse asleep, but our bodies will help us make up for it any longer. The things we can do, hot water bottle with lukewarm water, it is a good way of helping drop the core temperature. My favourite is putting the duvet in the freezer. Who has a freezer big enough to put a duvet in . If you did have one, would it work . When you free something it would create more moisture. As soon as you put it on a hot environment gets hotter. It might initially help you fall asleep but sustaining sleep would be more difficult. You have environment that is really warm. I think trying to use a sheet rather thana think trying to use a sheet rather than a duvet would help. Having separate sheets from your partner. The person next year is hot as well. Their heat is making you hotter. You both get a little bit agitated. It can be a battle. One wants the duvet off, one wants it on. This trying to create an environment that is right for both people and creates a dropping core temperature. What about parents and babies and young children. It is harder to regulate. You can regulate your own temperature, but some basic tips. Having a thermometer in the room to give an eye on the rim temperatures important. A bath just give an eye on the rim temperatures important. A bathjust before bed, make it a little bit cooler. As little clothing as possible. Maybe if the baby isjust in a nappy. And just check their core temperature by touching the chest every so often. Again, they probably will sleep worse. But hopefully it will not be like le sommer were last forever. It will be a couple of nice ancely book again. How does one night about sleep affect you . It doesnt. Sleep is something we need. A poor night s is something we need. A poor night 5 sleep, late last night, as the driver of a good night sleep tonight. Our bodies need that sleep. What stops us sleeping is our mindset we go in thinking we wont sleep. That stops us sleeping. Any tips for older people . General things, trying to get the dropping core temperature before bed, make the sleep environment as cool as possible. Windows open up both sides of the house, airflow, where there is direct sunlight shut the blinds and curtains and keep the room as cool as possible. The routine around dropping core temperature is important. Gloria says she put aircon in the bedroom and it is the best money they have ever spent. Karen says that she uses natural sheepskin. A luxury to sleep on and regulate your body temperature. Kathleen recommends a hot water bottle with cold water. Angela, wrapping a frozen water bottle in a tea towel and putting your ankles on it. She says it works a treat. Stephen recommends keeping the curtains, blinds, windows closed during the day and open them only at night when his fungicide. All those things are great. Natural fibres, bamboo, cotton. The things we use for bedding, feathers and down, trap heat in. I am off to get my alpaca and bamboo pyjamas on tonight. Natural fibres. And bamboo pyjamas on tonight. Naturalfibres. And dont bother with the pyjamas. Not official advice thank you very much was not i think you are back later. If you have any questions, suggestions, we will go through them later on. School leavers are ready for the world of work according to a large number of employers. Steph is looking into it. Good morning. Thanks for all those tips on sleeping. A great help. School leavers, when they leave school, often you get criticism from employers. This is something id bang on about a lot. The criticism that the Education System is too focused on academic achievement, which means that often there isnt time to teach other skills that young people need. So to make the transition to work smoother, a group of employers is encouraging their apprentices to get out of the workplace and build up things like their problem solving and leadership skills. That is what anthony did. Have a look at this. On a daytoday basis on this site eye work with my hands, cutting and prepping pipe and installing pipe systems for welding. It is part of the whole process of building a plant. During the duke of Edinburgh Award we completed various activities. We had to plan forfour day walks and three nights camping. I wasnt sure about it from the first day. Within our team when you who was the strongest matarrita. We took turns reading it with each other to cross reference each other. Since completing the award eye and finding myself more challenges at work and my personal environment. Eye and finding myself. That is anthony. We havejoe from Balfour Beatty. Thank you forjoining us. Great to see and doing his duke of edinburgh there. This is obviously something he has done as part of his job, which they imagined few guys it must be quite costly trading up your apprentices to do things like that as well. What is the benefit . For us, as well as being focused on Technical Skills it is life skills we are keen to develop. Things like the duke of edinburgh really help us develop those skills in our apprentices. Are you finding that when you are Getting School leavers or graduates or whoever is coming in to work for the company, that they havent necessarily got those skills . I think they have them in an embryonic way. I remember starting work myself as i could make a basic as this phone call. I know what it feels like a stop we take what we are given and then we work to bring out the confidence, the team working, the communication, the presentation skills. And we work with what weve got. Do you think, therefore, the Education System could do more . That is the criticism i get from employers, were getting handed young people who are academically bright but not necessarily ready for us. Academically bright but not necessarily ready for uslj academically bright but not necessarily ready for us. I think there is more we could do to build work readiness. That is probably something about industry and schools talking more together. But for us we are happy to take people with no formal qualifications and no skills all the way through to people who have got gcses and a levels and we develop those skills when we get them in the organisation. This is something you are working with with your apprentices will stop you are pa rt your apprentices will stop you are part of a group called the 5 club. Can you explain what that is and why . It is an important commitment for us. Balfour beatty has always hired apprentices. We hire 100 150 each year. We are part of something called the 5 club. 5 of the workforce in own and loan positions. The organisation was founded by our groups ceo. There are around about 400 businesses working together. We share best practice around apprentice development, we help small organisations you may find it more difficult. For us it is a way to share best practice. Was going to ask about that. It is all right for you guys, the big guys, but what about the Smaller Companies that you work within your supply chain, it is tough for them to give Training Like this or even to take on apprentices in some cases. I think it is more challenging for them. They have challenges around visibility pipeline. They might not know enough about the levy. I think the 5 club is there as a support network and helps organisations that may not have the resources we have to develop apprentices. I think critical to the construction sector isa critical to the construction sector is a small organisations having apprentices. If you take our organisation as an example, we have a 16 year old who has now got a first class degree, we have a ceo and managing directors who started as apprentices in the business, so we really believe you can go all the way. Thank you very much. Did you sleep or write anything last night . Not so well sleep all right. Sleep or write anything last night . Not so well sleep all right. See, these tips are useful. Not so well sleep all right. See, these tips are usefullj not so well sleep all right. See, these tips are useful. I took away from it that you need to have your feet cold. That is where i went wrong. Socks off tonight. Time to get the news, travel, and weather where you are watching. We will be back at seven oclock with the headlines. Good morning. Im asad ahmad. In the past 20 years, london has only had two previous mayors and one of them could today be made tory leader and tomorrow be made Prime Minister. Borisjohnson, who won two terms as mayor of london, is widely expected to win the leadership race later this morning, unless, as our Political Editor, Laura Kuenssberg says this morning, the tory party has been collectively deceiving itself in the past few weeks. But the mp for uxbridge and South Ruislip is already causing controversy, as some senior figures say they wont serve under him. And you can read lauras blog on the bbc website. And tonight at 6 30, if mrjohnson wins the election, well have full analysis from our own Political Editor, tim donovan, who got to know mrjohnson well during those years as mayor. People in walthamstow opposed to a plan to redevelop the Mall Shopping Centre say theyre worried its owners may use yesterdays fire as an excuse to bring it forward. The owners were granted planning permission to regenerate the site with blocks of flats. A Campaign Group called save our square are organising an emergency meeting for this thursday. Lets take a look at the travel situation now. Theres a good service on the tubes this morning. On the trains, theres disruption on Great Northern and Thameslink Services between kings Cross Moorgate and stevenage due to a points failure. On the roads, its getting busier on the north circular through bounds green. And in walthamstow, that large fire at the Mall Shopping Centre i mentioned means selbourne road remains closed in both directions this morning. It is hot. Let us get the weather. Hello, good morning. Some exceptionally hot and potentially record breaking temperatures to come over the next few days. The number to beat. A warning there is a bit patchy low cloud, mist, and fog around first thing. That will clear quickly to leave a dry fine day with plenty of blue sky and feeling hot, as of 35 celsius with a gentle breeze. Through this evening itll start off dry, but as the night wears on the growing chance of seeing one or two heavy, thundery downpours, could see some hail mixed in and frequent lightning. A hot humid night. Overnight lows 18 20 celsius. Could see the odd isolated shower first thing, but that should clear. Then we are looking at another dry, fine day tomorrow with plenty of blue skies. Temperatures perhaps a degree or two down on today, a maximum of around 33 34 celsius. The real heat looks set to come as we move into thursday, highs of 36, perhaps 37 celsius possible. Well, this hot weather could actually be the key to the survival of one of the uks rarest wild flowers. The pheasants eye was once common and sold in londons flower markets, but is now considered rare. However, experts at the Royal Botanic Gardens, kew, have found the hot weather might bring them back from the brink of extinction. Im back with the latest from the bbc london newsroom in half an hour. Good morning. Welcome to breakfast with dan walker and louise minchin. Our headlines today in just a matter of hours, the uk will have a new Prime Minister. Either borisjohnson orjeremy hunt will be announced winner of the conservative leadership election. A warning that babies lives are being put at risk because there arent enough screening checks for rare conditions. Firefighters are still battling a Massive Wildfire in central portugal that has injured many and forced hundreds of homes to be evacuated. Striking over summer airline and airport staff consider industrial action which could cause chaos over the holidays ive got all the details and what to do if your trip is affected. Catch me if you can adam peaty storms to breaststroke gold in south korea to win his third successive Blenheim Palace starting to emerge from the mist and fog. But it will give way to sunshine with another hot and give way to sunshine with another hotand humid give way to sunshine with another hot and humid day. I will have more in15 hot and humid day. I will have more in 15 minutes. Its tuesday the 23rd ofjuly. Our top story well know by lunchtime who will be our next Prime Minister as the results of the conservative leadership contest are due to be announced later this morning. Borisjohnson is the clear favourite over his rival, the foreign secretaryjeremy hunt. But mrjohnson could face ministerial resignations before he even enters downing street, as several cabinet members say they cant support his do or die pledge to leave the eu by the end of october. Our Political Correspondent iain watson is at the qe2 centre in westminster, where the result will be announced, while adam fleming is watching for reaction in brussels. Well go to adam in a moment but first, iain, how will todays events play out. We have waited so long, not much longer to wait. In about five hours time, just before phone and we will get the result. At around ten to 12 the winner will be announced, in the style of the oscars or the rafters. We are assuming the winner will be borisjohnson. We we are assuming the winner will be Boris Johnson. We expect we are assuming the winner will be borisjohnson. We expect he will become conservative leader today and officially Prime Minister tomorrow. If it is borisjohnson, that will be a political rollercoaster ride. He is no stranger to photo of the trinity and two very interesting and sometimes actually quite counter productive phrases. We see what he will get on, for example, top of the list, brexit. Willie get a deal with brussels or leave with no deal. He is prepared to leave by october 31st do or die but if he does he could immediately have a rebellion from senior figures in does he could immediately have a rebellion from seniorfigures in his party. He says he will try to go to brussels and hopefully the chances of leaving without a deal will be 1 million to one. But that could be an inverted betterment of people, as he would say. Peaceful. You will also have to do something on a domestic front. He will have a very, very domestic front. He will have a very, very summer. Domestic front. He will have a very, very summer. As forjeremy hunter, people are talking about not so much whether he went or loses but what the margin of defeat is. If you puts up the margin of defeat is. If you puts upa good the margin of defeat is. If you puts up a good showing, hopefully he can continue a senior position in government. We will know all that in about five hours for an hour. Lets see what eu leaders will make of todays announcement, adam fleming is our reporter in brussels. I was reading some analysis yesterday and somebody suggesting that in terms of the change, it will just be a case of someone else for these eu leaders to say no to. The view they will take if it is Boris Johnson is they will be friendly but firm. Friendly because it is International Diplomacy and also because if anyone can sell the brexit deal it will be Boris Johnson, if he wins the contest. Firm because they are a post lots of ideas he has been putting forward , of ideas he has been putting forward, particularly to do with the irish border. The backup plan for avoiding cheques. They oppose the idea of it being taken out of the deal. They are opposed to a time limitand deal. They are opposed to a time limit and replacing the backstop with technical procedures instead of the big political and legal measures in it at the moment. Theyre not too keen on Boris Johnson in it at the moment. Theyre not too keen on borisjohnson other idea that you could leave the eu at the end of october and still have that two year transition period where things stay the same butjump the rest of the deal which leaves lots of people here thinking that maybe the only option will be the uk leaving on halloween with no deal whatsoever. They are also desperate to know who will borisjohnsons tea m to know who will borisjohnsons team b because they will be the negotiators. They are desperate to know also will Boris Johnson negotiators. They are desperate to know also will borisjohnson do something when it comes to brexit. Be this month, august or september or wait for the very last minute until october. It is going to go on for a while. A busy 24 hours and we will be covering all of that for you, whatever happens. We should get the announcement before midday today. Labours governing body will today consider proposals to speed up the partys process for dealing with complaints of anti semitism. Jeremy corbyn wants a new panel to be able to expel members in extreme cases. But his proposal which has the backing of the shadow cabinet has been criticised by some who say it would give the leaders allies too much power. A decision on whether the chinese firm, huawei, should be excluded from the rollout of the next generation of mobile phone networks has been postponed. The culture secretary, jeremy wright, said the recent decision by the us to put the telecoms giant on a trade blacklist had complicated matters for the uk. The company has repeatedly denied that its Technology Poses security risks. A charity has warned that babies lives are being put at risk because there arent enough newborn screening checks for rare but Serious Health conditions. While many european nations offer 20 checks or more, in britain babies are screened for only nine conditions, while in northern ireland, screening is limited to five. Heres our Health Reporter michelle roberts. It is recommended all newborn babies in the uk have a free heal prick or blood spot test but a charity, Genetic Alliance uk, says these blood samples, taken in the babys first week after birtrh, could be used to detect many more conditions than those currently screened for. The charity says the uk lags behind many other European Countries, as well as the us, which checks newborns for more than 50 different illnesses. One of these is a condition called adrenoleukodystrophy, or ald. Mother of two, sara hunt, is a healthy carrier of this genetic condition. Her eldest son, alex, died from ald when he was 19. She believes screening could have potentially saved his life. Because ald is a treatable disorder, there is a treatment for it but you cannot access that treatment unless you have been monitored and you know that you carry the gene. Itjust makes perfect sense for a condition such as this to be added to the newborn Screening Programme. Its the job of the uk National Screening committee to recommend which diseases are included in the newborn blood spot test. But the benefit of any screening needs to be judged against any possible harms, including the risk of giving anxious families false or inconclusive results. Public Health England said decisions were made based on best internationak evidence, expert advice and public consultations. The Screening Committee is considering whether to add any diseases to the newborn blood spot Screening Programme and will make its recommendations later this year. Experts say while most babies will not have any of the conditions they are screened for, for those that do, early identification and treatment can prevent severre complications, disability and even death. Michelle roberts, bbc news. More than 13,000 disabled people are to get benefit back payments. The work and pensions secretary, amber rudd, said each claimant would receive 405 pounds for every month they had been on universal credit. It follows a High Court Ruling that they were discriminated against because theyd lost a top up payment. After more than two days, firefighters are still battling a Massive Wildfire in central portugal. The authorities have requested the help of two water bombing planes. So far, more than 30 people have been injured, and hundreds moved from their homes. Laura westbrook has the latest. Smoke engulfs the sky as the wildfires in central portugal continue to burn. Authorities say they are making progress but for these residents, its too late. People here can only look on as their homes are consumed by flames. Translation yes, its not the firefighters fault. The people who govern and those who let the fire burn are the ones to blame. Around 1,000 firefighters have been deployed to the region along with planes and helicopters. Much of this area is covered in forests of eucalyptus trees which are particularly flammable. The hilly terrain makes fighting these fires especially tough. Firefighters say sudden changes in wind direction is whats continuing to fan the flames. Its not yet known what caused these latest wildfires but because the fires broke out in areas very close to each other, authorities are looking into whether they were started deliberately. With a heat wave expected this week and temperatures set to reach 40 celsius, the country remains on high alert. Laura westbrook, bbc news. That is my personal comment. It needs to be mended iforget to mention earlier, Bohemian Rhapsody has become the first pre 1990 music video to be viewed a billion times on youtube. A billion times you compare that to more modern music, desposito, from 2017 is the most viewed music video and it is 6. 3 billion years so queen have got a bit of catching up to do. Sweet child of mine and third take on me with 950 950 million views. The liberal democrats have a new leader, jo swinson the first woman to hold the post. She received nearly 20,000 more votes than the other candidate, sir ed davey. She has told Party Members that she will do whatever it takes to stop brexit and jo swinson joins us now from our westminster studio. Good morning and congratulations. Thank you very much. Good morning. You have said you are determined to stop brexit. How would you plan to do that . We think that having a people s vote is the best way to stop brexit and so we are continuing to work with other mps in parliament who agree with that and that is cross party who agree with that and that is cross Party Working right across the house of commons because this is the way out of the brexit gridlock and impasse we a. M. And we know from the governments own analysis how damaging brexit would be. And we know. It is important with secure and when a people s vote. Know. It is important with secure and when a people s vote. Many people will say and you would have dealt with this question before, there has already been a vote. Indeed that was on departure. There was not the specifics of a deal and now that we have that level of detail, i think it is a sensible that people have their say on whether that deal is what we want or not. And i think given that it is very far removed from what people we re very far removed from what people were promised back in 2016, people may well choose in the knowledge of what they now have in terms of the details of what brexit looks like, that we are better off with the deal we have as members of the European Union and it should be up to the people to have the final say. Union and it should be up to the people to have the final saym they had another say and many people will argue that is not what they voted for, if he did not go your way, then what . I would obviously a lwa ys way, then what . I would obviously always believe that we are better off as members of the European Union but, if we had a vote on a specific exit deal that people supported then that absolutely would stand and we have put forward amendments in parliament to be able to hold a confirmatory ballot to make it binding. The difficulty at the moment is brexiteers cannot even agree on what brexit means. Some of them say if it was theresa mays deal, they would rather stay in the eu and other say if it was an ideal, thatis eu and other say if it was an ideal, that is not what they voted for. No deal. If we are going to have any confidence that there is majority support in the country for any specific brexit path that we would go down then we need to go down that people s vote to give us that reassurance and i will be campaigning for us to stay in the eu. If they did not vote the way you wa nted if they did not vote the way you wanted to go your support, second time round, leaving, for example, if the vote confirmed it . |j time round, leaving, for example, if the vote confirmed it . I would recognise that people have voted for a specific brexit path. That that is the will of the country. I will still have my own views, which will not change in terms of what id believe. But i will absolutely recognise that. The difficulty at the moment is there was no detail in 2016. So different people voted for brexit thinking it meant different things. And that has become clear in the last three years as the negotiations have continued. You have obviously been part of a coalition government. You mentioned in this interview about working with other people. Does that include, for example, Boris Johnson orjeremy hunt, whoever becomes leader of the conservative party . Both of those people are brexiteers. They are advocating a course of action that will be catastrophic for our country. So, no, it does not include them. Iam country. So, no, it does not include them. I am working crossbody on the Peoples Vote Campaign with mps of all different parties almost different parties, who show that goal. And i think that collaboration, that working together is important to secure the right future for our country. And will continue to do that. But obviously on brexit i have a fundamental disagreement with Boris Johnson, jeremy hunt, and, for that matter, jeremy hunt, and, for that matter, Jeremy Corbyn he was also a brexiteer. Kante ask you, on a personal level, i think you were the youngest mp in westminster, the first to go and vote with her baby, for example. What changes would make a difference, do you think, to the whole of westminster, what would you like to see happen . Parliament is changing and it needs to continue to change in an evolutionary way. They actually think that when parliament, when the building has that essential maintenance and restoration work done, because obviously the fire risks at the moment are well understood. Then parliament is going to be decanted. Under that opportunity there is a great chance to be able to change the way we do things and to change the culture within parliament. So we should try different ways of working, different forms of what the chamber might look like. And see if we can Bring Parliament a little bit more into, if not the 21st century, at least perhaps into the 20th century would be some progress. So i will keep working to modernise parliament. Again, that is something we do on a cross party again, that is something we do on a cross party basis and there has been some prize positive change like we achieved earlier this year with the introduction of proxy voting for pa rents of new the introduction of proxy voting for parents of new babies. I think it is an important modernisation because parliament, you know, is setting the rules for the rest of the country and ought to be a more modern workplace itself. Jo swinson, new leader love the liberal democrats, thank you so much was speaking to us this morning. We will find out later on today who will be the. Just before 12 oclock. Leader of the conservatives. And tomorrow will ta ke conservatives. And tomorrow will take over at number 10. Theresa may is out and then borisjohnson a jeremy hunt is in. Carol is at Blenheim Palace for us with the weather, birthplace to none other than sir winston churchill. Good morning. Good morning to you. You are quite right. Were starting to see a little bit of blue sky through the mist and fog. It is slowly burning off. The sun getting to work. You can see also that we still have some behind me, the lake just starting to emerge. If you have a scene similar to this in that you are in mist and fog or have rain, that will clear off as we go through today. Today will be hot and humid once again. In fact, we might be in the territory this week of breaking one record at least. The daytime july would was recorded back in 2005, the first ofjuly at heathrow. It was 36. 7. We could hit more than that. In london, for example, or in the south east corner on thursday. The nighttime record less likely, we think, to fall. But it made. That was 23. 3dc in london on the 29th of july, 1948. Neither record is particularly welcome to be broken. Laurie is espousing. The forecast for today is hot and humid a lorry is just passing. Thunderstorms will produce torrential downpours in places. And frequent lightning. You may even see hail and gusty winds from those two. What is happening as we have High Pressure towards the east, a weather front to the west stop and we are dragging up all this hotair stop and we are dragging up all this hot airfrom north stop and we are dragging up all this hot air from north africa. If you have seen some really infrared sunrises it could be because we are also pulling up some of the dust from the sahara desert. This morning there is quite a bit of low cloud around. We have mist an altar and ran across the north and west of scotland. The islands mostly. All of that will tend to melt away or burn away. Some of it may linger around the east of northern ireland, isle of man, north west england, and Dumfries And Galloway for a time. It will rain up you later. Most of us having blue skies. Temperatures up to about 30 degrees plus. 34 in the south east. Warrant was into the high 20s. We will see some showers in devon and cornwall this afternoon, showers moving on from this south western drifting authors. Muqqy this south western drifting authors. Muggy night in prospect, leading us into a muggy start to the day tomorrow. Thunderstorms across the northern half of the country. They will continue to move north through the day. Behind them there will be showers in the west. Essentially, it will be another dry day with a lot of sunshine. And hot once again. Top temperature is likely to be in the south east. You can see widely we are looking at the mid to high 20s or the low 30s. As we head into thursday this is likely to be the warmest, hottest day of the year so far. And also of this current spell. The west there is a weather front close by that will produce more cloud and showers. Your temperatures wont be as high. As we come further east and south, well, we could see 3536, east and south, well, we could see 35 36, possibly 37 around the south east. That will smash the previous july record. South east. That will smash the previousjuly record. But south east. That will smash the previous july record. But then, south east. That will smash the previousjuly record. But then, for the couple of days after that, and into the weekend, temperatures should return closer to where they should return closer to where they should be at this stage injuly. So more comfortable. Have you dropped a scorchio yes, carol . Not yet. Ill try. The contaminated blood scandal has been described as the worst treatment disaster in the history of the nhs. During the 1970s and 80s, more than 30,000 people in the uk contracted hiv or hepatitis. pres a Public Inquiry has being hearing the stories of people from across the uk, and today it visits wales. Breakfasts tim muffett has been to meet two families who lost loved ones because of contaminated blood products. The blood was supposed to save my life, not kill me, he said. And he was right. Because the blood did kill him. Carissas husband geraint lost a leg in an industrial accident in 1990. But it took more than 20 years for him to find out that the blood hed received in a transfusion at the time had been contaminated. We were devastated. Absolutely devastated. Theres nothing to. You know, our world fell apart. Doctors said the contaminated blood had led to geraint contracting hepatitis c, which in turn had caused liver cancer. Hed also passed on hepatitis c to carissa. Which was a lot for him to take in, that he knew he was dying and he had passed it on to me. And he didnt know if i was going to survive as well. And it was hard for him. Following a gruelling course of treatment, carissa is now free of the virus. Geraint died in 2012. I want to run away, just go into a field and scream. And thats the only way to describe it. I am so annoyed. Im so frustrated over it all. A man of 50 should never have died the way he did. He should be still here. How important is it that this enquiry is taking place and that youre going to be able to give evidence . Very important. Because he wanted me to find out why he had been given this contaminated blood. He was a very cheeky little boy. Happy such a happy little boy. Colin was born in 1982 with haemophilia. He was treated with infected blood products imported from america. He was diagnosed with hiv when he was two. We were told he was full blown aids at five. Then we went through quite a few months where we just couldnt touch him. No. He wanted a cuddle, we wanted to cuddle him, but you just couldnt, cause its too painful. Because it hurt him. Colin died age seven. His mum and dad will also be giving evidence this week to the infected blood enquiry in cardiff. I want to find out whos responsible, why they ignored the warnings which were given well over ten years before colin was even born. Theres so many families whove been destroyed through this and are still being destroyed. Id just feel they murdered my son and i want justice. And i want answers. So many families are really wanting a nswe rs so many families are really wanting answers on that. Breakfasts tim muffett reporting, and well be chatting to the chair of the Haemophilia Society after 8 30 this morning. A lot of you getting in contact about that this morning. As per usual we are on twitter and facebook this morning as well. Time now to get the news, travel and weather where you are. Good morning. Im asad ahmad. We spoke to the manager of the golf club where he was based and it is fair to say they are ready to welcome him home. Absolutely. Sunday morning he woke up and thought he was not sure whether he was a good enough. He is the first golfer with a bed to when the open since 1882 stop that is my favourite statistic. It is such a random fact but it is brilliant. Portrush really did itself proud. As parents of newborn babies will know, a heel prick test is offered during the first five days of a childs life, to screen for rare but serious illnesses. The test checks up to nine conditions, including Cystic Fibrosis and Sickle Cell Disease. But some countries test for considerably more, leading to calls to widen the programme in the uk. Sara hunts son alex died from a condition that is not currently tested for here, this is her story. In 1993 my oldest son was born. He was happy and normal. When he was aged seven he began to display a characteristic symptom and he was diagnosed as a recondition cold adrenoleukodystrophy, ald. These symptoms meant he lost his eyesight, hearing, voluntary function, his ability to speak, eat, what. The uk screens for a very ability to speak, eat, what. The uk screens for a very few conditions and getting conditions onto the newborn Screening Programme is incredibly difficult. Had he been on that programme, he may have been alive today. Lets talk now to consultant paediatrician, ravi jayaram. Good morning. Good morning. At the moment we have a test for about nine different things. How much difference does it make . Cystic fibrosis, underactive thyroid, Sickle Cell Disease and six conditions that are metabolic conditions that are metabolic conditions that are rarer. The important thing about screening is that number one has to be a test that number one has to be a test thatis that number one has to be a test that is reliable. You cannot have a test with lots of false positives and false negatives. It has to be simple and effective to do. It is a relatively simple thing to do what we do. There are lots of things that can be screened for but that has to bea can be screened for but that has to be a detectable early phase of the condition and able to intervene early. You can screen for something but there is nothing can do about it or it could be that you do not get symptoms until you are older. What is difficult is that science is moving at a rate of knots so there are more things that can be screened for and there are new treatments for conditions that were previously untreatable. Ald, for example, in america it is a screen for. One in 17,000, it is quite rare but not a reason not to screen. But the trouble is, even if youre found to have the gene, not everybody will predictably follow the same course and the treatment is cell transplant which is major. It can raise more questions than answers actually. Which is major. It can raise more questions than answers actuallym is not as simple as looking at italy where they test of 43 things. In the us 57. Where they test of 43 things. In the us 57. Why where they test of 43 things. In the us 57. Why cant we have that many tests but it is more complicated. What are you trying to achieve with testing . I am sure over time the evidence will show screening is worthwhile because we need to know if we are going to spend money on Screening Tests that it makes a difference. Cystic fibrosis, for example, is a genetic condition that affects the lungs and digestions and of the signs, the ability to screen for it has been there since the early 80s but it was not until a major piece of research was done in america into the early 90s that screening was shown to work because these babies present in the first few months of life anyway so what is the point so research was done in wisconsin where half the children we re wisconsin where half the children were screened and half were not and they showed that by picking it up in they showed that by picking it up in the first few weeks of life, these children did much better and therefore it clearly was an important thing to do. Although you can argue that it is expensive to screen it saves a lot of expense down the line not only but it im proves down the line not only but it improves health. However, many of the diseases that can be screened for at the moment, it does not necessarily make a difference to the outcome and it is an ethical minefield. You have highlighted it very well. It is an ethical moral dilemma notjust very well. It is an ethical moral dilemma not just for Health Professionals but also parents. They will have a different point of view about whether they want to know or not. The other problem is that we are finding things that maybe did not want to find. Some Screening Tests may find other genetic conditions that nothing can be done about and the child and family is living with this sentence hanging over them. Cystic fibrosis screening, one of the side effects is that we are now identifying children who are carriers of the gene. If your carrier completely healthy and it makes a difference until they think about having children themselves but as a parent, you have that nagging doubt, every time they get a cold, could this be Cystic Fibrosis. The other thing is that if we are finding things that we do not know what they mean. A whole population of children with genetic optimality is but clinically defined and we do not know what to do with them. Abnormalities. And also no Screening Test is 100 right. If you find a false negative, when they are presenting with those symptoms there is an element of bias. So you shut possibilities out of your mind. You can totally understand someone from a parents perspective about fundamental reform but you have clearly laid out why it isa but you have clearly laid out why it is a difficult thing. Over time, as new evidence comes through, research will show the Screening Programmes will show the Screening Programmes will be shown effective. will show the Screening Programmes will be shown effective. I am sure people will get in touch. We have already spoken to one new leader this morning, of the lib dems, we will find out about the conservative new leader later on. Sir winston churchill, another Prime Minister, this birthplace Blenheim Palace. Where carol is this morning. We centre their because it will be very hot. Good morning. Good morning, everyone. It is the birthplace of sir winston churchill. It was shrouded in mist and fog not long ago. Behind me it is lifting quite nicely now. What you cant see is that we have got blue skies. The temperature is picking up as well. Todayit temperature is picking up as well. Today it will be hot and humid. Not just by day but also by night. If you are out this evening in london by ten oclock it will be 27 celsius. If still out in london at ten oclock at night on thursday it will be 29 celsius. The highest overnight temperatures, if you like. As we go through the night, beyond ten oclock. The temperatures will go down. What we have in the forecast is a lot of sunshine. Start off on forecast is a lot of sunshine. Start offona forecast is a lot of sunshine. Start off on a cloudy note. It will burn away. The mist and fog will burn away. The mist and fog will burn away. The mist and fog will burn away. The rain will dry out. Then, later, we will see some thunderstorms reducing frequent lightning and also some torrential downpours. We have High Pressure to the east. A weather front to the west. And in between we are pulling up west. And in between we are pulling up this hot air from north africa as well as some sahara dust. Were starting off with fair bit of cloud around, mistand starting off with fair bit of cloud around, mist and fog. Rain starting off with fair bit of cloud around, mistand fog. Rain in northern Western Isles. That will burn away and dry up. We will see blue sky today. It may take longer running east of northern ireland, Dumfries And Galloway, the isle of man, north west england for it to break up, but it will later. Doctor temperatures today getting easily into the high 20s, locally the low 30s. And in the south east we could see 34. We will have some afternoon showers in devon and cornwall, replaced this evening and overnight by those thunderstorms. Coming in from the south west and drifting northwards. Frequent lightning, torrential rain, and gusty winds from those, leading us into another muqqy from those, leading us into another muggy night. Tomorrow we start off with those thunderstorms across the northern half of the country. Again, torrential rain, frequent lightning, gusty winds. As they continue to push northwards, living showers in their wake stop but still a dry and sunny day leaving. Temperatures tomorrow, the further east and south you travel. Were at temperatures up to 33, possibly 34 tomorrow afternoon. As we head into thursday, afternoon. As we head into thursday, a weak weather front coming in from the west will introduce more in the way of cloud and also some showers. Your temperatures wont be as high on thursday. Thursday could potentially be the hottest day of the year and we could smash thejuly record temperature for the uk as we expect temperatures around the london area to hit 36, possibly 37 degrees. That is something we are keeping a close eye on. It is hot and humid by day and also by night stop back to you. Thank you very much. It looks lovely. They know it will be hot. How are you doing in the heat . I have had a fan on for about two months. To begin with the noise was annoying me, but now a fine day get to sleet more easily. I am all right at the minute. I remember being very heavily pregnant during a heatwave like this and i had a bucket of water by the bed and i would put my feet in the bucket of water stop the expert was saying get your feet cold. I always keep my feet covered. They were synco. Your feet cold. I always keep my feet covered. They were synco. You think somebody will come and get them . I have mad nightmares. Are you taking extra precautions this week . Im doing all right with the fan, actually. Im not taking any extra. I think if you put your feet in a bucket of water, wont that make you wet yourself or something . All this to think about. You are not here to talk about. Thank you for all those thoughts. Too much personal information. You forgot we were on telly for a moment. I did let us talk about ellyse strikes. Possible strikes. Anyone going on holiday over the summer, if you hear about any problems it sends you into a panic about will i be able to get my destination on time, what will happen . There are some disputes going on at the moment in the industry. I am going to run through a couple of them and how it may impact you and what you can do about it. Its impact you and what you can do about it. Its all about pay. The unions are happy and the companies are saying we will not pay you any more than this. Yesterday, British Airways pilots in the balpa union voted overwhelmingly for strike action. There are some legalities around this. We dont know if this strike will happen. But it could begin in early august. Be pilots could be on strike. Also ryan dow pilots as well. If they decide to go on strike that could be later on in august ryanair. They that could be later on in august rya nair. They have that could be later on in august ryanair. They have to give a 14 days notice. It will not be a straight tomorrow. There have to be 14 days notice was up you have pilots strike and then the on the other hand have airport staff at heathrow and gatwick who are unhappy as well. These are the people who keep it running. At heathrow they have voted to strike. That strike as things currently stand is due to happen from this friday. From this friday and saturday. Prime holiday season. Prime holiday time. There are around 4000 people who could go on strike this friday. The unite Union Representing them is saying this could close down heathrow. However, the people who run heathrow, the bosses, are saying we have got contingency plans in place. So it is just worth keeping an eye on what is going on there. Obviously they are both in disagreement about what it will mean. Gatwick, on the other hand, they have not voted yet to strike but they are due to. They will be looking at whether they should also go on strike intake industrial action. If that happens that could begin in mid august, those strikes. To be fair, there could potentially be a lot of disruption going on, but you should get some notice. What are your rights . Inevitably it is complicated. If you have had your flight complicated. If you have had your flight delayed or cancelled and it is because of the airline going on strike, the pilots, for example, then you should be able to, if it is counsel, get a full refund seven days or be able to put onto a replacement flight. If it is delayed its a bit more complicated. You basically need to get in touch with the airline and also check your insurance as well. Here are some thoughts on what you can do. insurance as well. Here are some thoughts on what you can do. If your flight thoughts on what you can do. If your flight is delayed the good news is you can claim compensation. The rules are a little bit complicated, but the most important things to bearin but the most important things to bear in mind is you have to be travelling to or from the eu or travelling to or from the eu or travelling on an eu ally. That includes countries just outside of the area as well. Compensation sta rts the area as well. Compensation starts from 300 euros and that is if your flight is delayed for more than three hours. It can go up to 600 euros if you are travelling long haul and goes over five euros if you are travelling long haul and goes overfive hours euros if you are travelling long haul and goes over five hours stop by some great information there. Obviously it is slightly more complicated if it is the airport stuff on strike. That is not necessarily the airports fault. It is worth checking your travel insurance and contacting the la to check contingency plans and to see. Im sorry you cant give you more information on that one. They have been trying to work it out myself and it is complicated. To be honest with you, it helped me. It helped me last year when they had to do it thank you. The singerjohn newman burst onto the music scene in 2013 with the number one hit love me again and they kept coming with collaborations with the likes of nile rogers and calvin harris. But the musician says the pressure of staying at the top of the charts left him battling depression. Now hes touring tiny venues in a camper van to rediscover his love of music, as amy garcia reports. I feel like i went to ifeel like i went to la, got shiny shoes, and started driving fast cars and stop caring, acting as a popstar and stop caring, acting as a popstar and unhappy inside. It was the tune that catapulted john newman to global success. High profile collaborations, a platinum selling debut album, the kept coming. A re occurring brain tumour three years ago forced john to take a break. Came back fighting, but soon began to struggle. I was falling deeper into depression with my career. I was so sick of being judged. So sick of waking up and looking up my phone every morning and comparing myself to people who are making far much more money than me orjust generally are more successful than me. More money than me orjust generally are more successfulthan me. Having previously played big arenas, he is now touring the country, just him and his band, in a campervan. Performing at tiny local venues. felt like we were going from postcard to posh hotel room to behind the stage gigs. And that was it. That was my world of travel. And thats not travel as they see the world. They want to see it in a different way. So it is not really the camper van. It will start seeing the camper van. It will start seeing the world in its realformat again and start appreciating what eye call as going back to the start of my career. You happy back to your old school, the old values where you play gigs, what is it like being home . It is so inspiring going back to my old town. Im generally so happy because, you know, i am not spending two hours up there. Im not having to wear suits that are generally start to feel uncomfortable in im not having to act like that figure that i generally. It is what is me in my heart. It is a roadtrip of rediscovering himself, whichjohn hopes will have a positive impact on his Mental Health and his career. am generally reconnecting in such an amazing way and opening up and letting go of the better and guinness and jealousy that was making me not that nice. Do you know, of other peoples success and everything. Because they can feel my own su ccess everything. Because they can feel my own success again. They can feel it rising. Can feel Something Special happening. What i will take away from this is that stepper building was something away to this time. Amy garcia, bbc news. If it is johnson i think we are in for a political roller coaster, he is no stranger to photo opportunities, he flies by the seat of his pants, that is the verdict of alan duncan who used to work with him at the Foreign Office and resigned rather than serve under him yesterday. He might bejoined by other senior conservatives who do not want to serve any Boris Johnson administration. He says he will leave the European Union, do or die raid, by october the 31st. He says he will take because off the hamster wheel of doom. If he does not do that, i do not think he beloved very long as Prime Minister. If he does it without a deal, not only would the official opposition try to bring him down but some conservatives. He might have with celebration around midday but the real challenge will begin when he moves into downing street tomorrow he may have a brief celebration. Labours governing body will today consider proposals to speed up the partys process for dealing with complaints of anti semitism. A decision on whether the chinese firm huawei should be excluded from the roll out of the next generation of mobile phone networks has been postponed. It is recommended all newborn babies in the uk have a free heel prick or blood spot test but a charity, Genetic Alliance uk, says these blood samples, taken in the babys first week after birth, could be used to detect many more conditions than those currently screened for. The charity says the uk lags behind many other European Countries, as well as the us, which checks newborns for more than 50 different illnesses. One of these is a condition called adrenoleukodystrophy, or ald. Mother of two sara hunt is a healthy carrier of this genetic condition. Her eldest son, alex, died from ald when he was 19. She believes screening could have potentially saved his life. Because ald is a treatable disorder, there is a treatment for it but you cannot access that treatment unless you have been monitored and you know that you carry the gene. It just makes perfect sense for a condition such as this to be added to the newborn Screening Programme. Its the job of the uk National Screening committee to recommend which diseases are included in the newborn blood spot test. But the benefit of any screening needs to bejudged against any possible harms, including the risk of giving anxious families false or inconclusive results. Public Health England said decisions were made based on best international evidence, expert advice and public consultations. The Screening Committee is considering whether to add any diseases to the newborn blood spot Screening Programme and will make its recommendations later this year. Experts say while most babies will not have any of the conditions they are screened for, for those that do, early identification and treatment can prevent severe complications, disability and even death. Michelle roberts, bbc news. More than 13,000 disabled people are to get benefit back payments. Much of this area is covered in forests of eucalyptus trees, which are particularly flammable. According to witnesses, the car rolled down a hill into the postbox, which was painted after the olympic tennis champions singles win over Roger Federer in 2012. You can see it did quite considerable damage. I think that looks relatively. I am not an expert but that looks relatively easy to fix. Just pick it up and put it back in . Lucky nobody was sitting on the bench. We will update you on that. It needs to be solved. It probably has been already. Its 8 10. Later this morning well know who our next Prime Minister will be, with the election of a new leader of the conservative party. But what happens next, once borisjohnson orjeremy hunt walks through the door of number ten . It is an important question. What is first on the agenda . Probably brexit. Lets speak to a man in the know broadcaster Tom Swarbrick is a former adviser to theresa may. Thank you forjoining us and giving us more thank you forjoining us and giving us more detail. The first process, moving in and moving out, what is the handover lie . When David Cameron went off to see her majesty the queen to say thanks very much, i am off to the garden shed, and theresa may came in, the handover was incredibly quick and quite brutal. David camerons team left number ten the other back exit and theresa mays team came in, literally walking past them. So you had a scene of dejected, exhausted people leaving and nervously excited people slightly dancing their way in. It is remarkably chaotic, i will not name him but one bloke decided as he was leaving as part of David Camerons tea m leaving as part of David Camerons team that he did not want to go and join the back of the key of theresa mays team and ended up back at his desk, carrying on, nobody batted an eyelid. You have a changeover of teams which is happening very quickly, slightly chaotically, as people try to crack on with running the country. The first speech is a lwa ys the country. The first speech is always important, if you strike the right note you can bring warring Party Factions together . This is a high wire task that, lets say for arguments say, Boris Johnson high wire task that, lets say for arguments say, borisjohnson will have to perform later when he becomes Prime Minister, he will have to appear to the brexiteers and the one nation conservatives who do not find the idea of no deal exciting. So the right words, tone and ideas will have to be put forward. For theresa may, the steps of downing street speech was one of the things that gained her the broad but relatively shallow support she enjoyed for the first nine months, it isa enjoyed for the first nine months, it is a critical moment. Once that speech as Prime Minister is finished the Prime Minister will walk back into number ten, theresa may was clapped up into her office by the staff and Civil Servants, then you take a deep breath and get on with it. It is traditional for various World Leaders to call and offer congratulations, i imagine you have a short conversation with them all, are they all lined up on a phone dialling in . I imagine that it isa phone dialling in . I imagine that it is a hefty briefing process to make sure you do not make a faux pas . They are not on hold and there is no hold music but there is a sequence, and the briefing process for who you will speak to and what issues you will speak to and what issues you will raise is critical. What you will raise is critical. What you will get in private, i dont suppose it will be that public, it is the starting of a different kind of British Foreign policy. If Boris Johnson spoke to donald trump about iran, for example, will they agree on keeping the Iranian Nuclear deal alive . Lots of conversations will happen which will be the start of britain charting a new course under a new leader. All will happen behind closed doors. Those calls will come in thick and fast and privatising thenis in thick and fast and privatising then is important. Brexit will be a very important topic, but iran provides whoever will be the next Prime Minister with the first opportunity to tackle what is a very, very delicate diplomatic situation in the first few hours of thejob . Situation in the first few hours of the job . Talk about out of the frying pan, into the fire. It is an enormous responsibility to have to deal with that straight off the bat. Getting briefed up to speed about what has been going on, particularly for borisjohnson what has been going on, particularly for Boris Johnson he what has been going on, particularly for borisjohnson he was not briefed on anyway, will be very important. Ifjeremy hunt gets it, clearly he is and knows the background so it is a bit easier. There is the Institutional Knowledge of what has gone on behind the scenes, particularly with an issue like that, which comes through from the Civil Service who do not changeover, yet, anyway, as part of the transition. They can brief the new Prime Minister about what has been going on behind the scenes to get them up to speed, but it will have to happen quickly and she will have to happen quickly and she will have to across the detail when you get into this phone. You can make the right decisions. Is anybody who has ever moved house will know, you live out of boxes for awhile. When the Prime Minister moves into number ten, is it the same . You probably forget to put your clothes in the wardrobe or whatever might be . imagine there might be somebody to help getting the codes out of the boxes and putting them in the wardrobe, iam boxes and putting them in the wardrobe, i am not sure the Prime Minister has to put the kitchenware into the cupboard i think it will be sorted and done. The Civil Service and their role in this, they are remarkably good at this stuff, the changeover of Prime Ministers, having done it quite a lot recently, hopefully the process of moving from one to the other, although on the face of it hit is relatively chaotic, can be quite smooth underneath, although the the dash for good officers will be on the go. Good offices. Many people would like a garden facing office for their own benefit so they do not had to look at the wall, and for people who likely do not like cats, you need to be aware of where larry goes into. Downing street is not particularly well set up to have a large government and large country run bya large government and large country run by a mid terraced house. Run from a mid terraced house. It is very difficult to get a mobile phone signal and retains the is so shaggy and plush that people get static shocks, you have a chaotic scene of people not being able to answer the phone and getting electric shocks whenever they touch anything. phone and getting electric shocks whenever they touch anything. I love it, the detail is fascinating. I have not listened to an interview for a while that has given such a level of detail. It was a privilege to be in there, one of those things you never really forget. to be in there, one of those things you never really forget. I love that, dashing for the office, if you dont like cats, dont go in that one, no phone signal. I will never be Prime Minister, but if i was i would want to sort out my own pants and socks draw, i would not like a Civil Servant giving back. Listen, i have only recently finished unpacking boxes you can follow all of todays events in westminster on the bbc news channel and on the bbc website. We expect that enhancementjust before midday, i am sure many of you will be looking out for it. John has given a really clear idea of what will be going on behind the scenes. For anybody moving house, it will be hot. Carol is at Blenheim Palace for us with the weather. You can finally see the sunshine, it has been misty. Good morning, we are being dazzled by the sunshine now, it is between 17 and 18 degrees and look at the view. If you are in an area with low cloud, rain, mist or fog, it will all lift and most of us will end up with a sunny day. It will end up with a sunny day. It will be hot and humid. The forecast for today is just that, hot and humid, but some thunderstorms later, reducing frequent lightning and some torrential rain and gusty winds. What is happening is High Pressure is anchored towards the east, and in the west we have weather front, if the west we have weather front, if the charts are on, you can see this, the charts are on, you can see this, the weather front is producing rain across the northern and Western Isles, in between the weather front and the High Pressure we are scooping up some hot air from and the High Pressure we are scooping up some hot airfrom north africa. If you notice a very bright sunrise this morning, very red, we are importing some sahara dust. This morning there is a lot of cloudy runs, low cloud, some slow to clear from east of northern ireland, the isle of man, north west england, Dumfries And Galloway. Then we will see some sunshine. The rain will ease across the north and i Western Isles and it will be hot and humid. Temperatures into the high 20s across the board, locally the low 30s, in the south eastern quarter we could well hit a rant 34, possibly 35. Into the afternoon we will see showers across devon and cornwall, and this evening and overnight they will be replaced by heavy, sunny temples. They will move from the south west and head northwards, there is a good chance you could catch one almost anywhere. Temperatures are not falling too low, it means another muggy and uncomfortable night. To low, it means another muggy and uncomfortable night. To narrow the northern half of the country sees thunderstorms, they will continue to push northwards and clear. Some showers behind them, but tomorrow will be hot and sunny, temperatures peaking in the south east, here we could see 32, 33, 34, widely we are looking at the mid to high 20s. Thursday looks like the hottest day of the year so far, and potentially a record breaker forjuly. In of the year so far, and potentially a record breakerforjuly. In the west, not such high temperatures, we have a weather front producing more cloud and showers, the pushing further restart particularly the south east, we could see temperatures easily getting into the 30s, and possibly as high as 36 or 37 in the south east. If we reach that, that breaks the previous 2015 july records, and into the next he dates, especially the weekend, temperatures return to where they should be for the stage injuly by day and night. It makes me feel hot even thinking about it. Thank you, i know you will be watching carefully weather we break the records. I and going to do that cold bucket of water with the feet thing. Sandra french says i use a hot water bottle filled with icy cold water to help sleep. Several people have said that. Sharon says i have slept the wrong way round on the top of the bed, the air circulates better as, in effect, my head is in the middle of the room and not against the wall. I dont know, but it works very well for me, says sharon. cant picture this. Very well for me, says sharon. cant picture this. Her feet are at the other end and her head is in the middle. Move about around. The vice vice mind blown. The vice School Leavers are not ready for work . There was criticism from employers about all these brilliant young people who are very academically capable, great gcses or a levels or whatever but not necessarily ready for the world of work, not necessarily have the problem solving and leadership skills they need. There is lots of pressure in schools to teach the curriculum, but that does not necessarily include useful tra nsfera ble necessarily include useful transferable skills. A group of employers have got together and are looking at ways to try to make sure that their young people and the young people in the supply chain who will work for the company as well are actually getting some of these skills, they have come together with an idea of getting apprentices to go outside of work and do things like the duke of edinburgh. This is anthony, he has worked for Balfour Beatty, that is something he has just done. On a daytoday basis on site, i work with my hands, cutting and prepping piedt, pipe, installing pipe systems for welding. It is part of the process of building the plant. During the duke of Edinburgh Awards we did various activities, we had to plan the final expedition, four days of walking and three nights of camping. I was not sure from the first day, within the team we knew who was the strongest leader, we took turns of reading the map, cross referencing leader, we took turns of reading the map, cross referencing each others work. Since completing the duke of edinburgh work. Since completing the duke of edinburgh i and completing tasks and challenges within work and my personal environment. It is a great story from anthony, he works for Balfour Beatty, a huge Engineering Consultancy and construction firm. Im sure lots of smaller businesses say they cant afford. To do these bits of training, when i was talking to Balfour Beatty about this they we re to Balfour Beatty about this they were saying that part of this training is making it betterfor everybody, not just the training is making it betterfor everybody, notjust the big companies, to make sure these young people coming through have the right skills, it will be interesting to see how it works out. Thank you. Stay with us for the next chat, i know you are interested. This is james wilson, a sleep expert . I work with organisations to help them sleep better. Carroll says it will be very hot tonight, steph has been talking about being pregnant and sleeping. has been talking about being pregnant and sleeping. I have had a spinning fan, as opposed to a person who likes me i have had that going for a few months because of the worry about temperature. The noise was dead annoying to begin with, but i think it helps me more because it normalises the noise around you. It is quite loud because your windows are open. A bowl of ice water in front of the fan, just to try to bring that. Put it in and the air will blow across it, make the air a bit cooler, that might help. Some people love fans, some cannot stand them. You had said it is important to try to bring down your core temperature . How . A bath or shower before bed, not too warm. It is an indicator to your body it is time to wind down. A hot water bottle full of lu kewa rm wind down. A hot water bottle full of lukewarm water on the cells of the feet, a good way of dropping co re the feet, a good way of dropping core temperature. That can be when youre watching tv before bed, while youre watching tv before bed, while you are in bed, try to get the core temperature down. So the freezing cold shower or freezing cold water ina cold shower or freezing cold water in a water bottle or as simply the same, put your duvet in the freezer, who has a freezer enough . but the extreme and does not work . M who has a freezer enough . but the extreme and does not work . If it is too cold your body will start to generalise a little bit. It is a bit cooler as opposed to absolutely freezing. It is notjust about falling asleep, it is sustaining sleep. It is keeping yourself asleep. It is getting it right for you and your partner, we are all so different and that its really hard to manage. In a relationship you often to manage. In a relationship you ofte n get to manage. In a relationship you often get a hot sleeper and wrinkled sleeper and you will have an argument about who is picking the duvet. Separate duvets and sheets will allow you to have your own sleep environment, the temperature is important, between the mattress and the duvet, we have all slept in hotel rooms where the room has been quite cold but it has been red hot between the mattress and duvet, it is making sure the duvet or sheet is light enough to let your body breathe, that the mattress allows airflow. Solid blocks of things like foa m airflow. Solid blocks of things like foam will inhabit the airflow. Will inhibit. Temperature is important every single day of the year. Quite a few people talking about airflow, patricia says she has the windows open on the curtains drawn, colin says if you have a loft hatch, open it, the cool air circulates around peasant makes a difference. Loft hatch is something i hear difference. Loft hatch is something iheara difference. Loft hatch is something i hear a lot, difference. Loft hatch is something i heara lot, it difference. Loft hatch is something i hear a lot, it allows the airflow. Airflow is important all year round but we feel it more on nights like tonight. Windows at both sides of the house, get the airflow, pulled the house, get the airflow, pulled the blinds and curtains back, where there is direct sunlight we want some shade. As soon as the sun goes down, get them open. It seems that cold feet has a lot to be going for it. You have cold feet tonight, steph . Yes, but i worry about having my toes nibbled. I go to strange places at night in my head now lets get the news, travel and weather wherever you are. Good morning. The focus over the next few days will be the temperature. Today is going to be a very temperature. Today is going to be a very warm temperature. Today is going to be a very warm if not very hot day for some of us, particularly the south east, temperatures expected to get into the mid 30s. This morning we start off with cloud, mist, much of that burning away and during this afternoon lots of sunshine across the uk. Plaid for the Western Isles. Temperatures into the high 20s, low 30s, temperatures into the high 20s, low 305, 35 temperatures into the high 20s, low 30s, 35 celsius possible in the south east of england during this afternoon but with all that and humidity tonight we see some thunderstorms moving their way through western and northern parts. Dry start initially, fine end to the day but we notice these showers moving their way through south west england, wales, the midlands come into Northern Areas of england. Quite a lot of those will be heavy with some thunderstorms, quite a bit of lightning to go with that in very warm and muggy tonight. These are the minimum temperatures by wednesday morning. For the first pa rt wednesday morning. For the first part of the night temperatures for the most are staying above 20 celsius. During wednesday showers and thunderstorms moving northwards, its going to be another dry sunny day for many of us. A little bit fresher in the north and west. 22, 20 five celsius, temperatures in the south east about 33 degrees, the heat building for england and wales during thursday. We have this south south easterly wind dragging in very hotair south easterly wind dragging in very hot air across the low countries and france.
