These are pictures released by iran said to be showing pictures of the Islamic Revolution guard corps circling another vessel, the riah, in recent days. The guard corps appear to use these armed boats and sometimes helicopters to force ships into their waters. Their efforts to seize british vessels were intensified after Royal Marines and Gibraltar Police boarded and seized a tanker, grace 0ne. It was carrying iranian oil in gibraltar waters, suspected of heading for syria, in defiance of eu sanctions. Iran called this piracy, but thats dismissed as nonsense by britain. That was followed by an incident in the gulf when the british frigate, montrose, moved into protective tanker British Heritage in the gulf. But the threat to british vessels was spelled out earlier this week by irans supreme leader. Translation evil britain commits piracy and steals our ship. Its an act of piracy. Of course the Islamic Republic will not leave such evil deeds unanswered. There will be a response of the appropriate time and place. So the iranian guard corps will consider todays seizures a significant victory in a crisis which has been escalating on for months. A former head of the royal navy, lord west, says britain simply has too few ships to provide escorts for merchant vessels. My biggest concern, i have to say, is i find it extraordinary that british flagged ships, tankers, particularly, are steaming on their own into this area of danger. I mean, think we should be trying to de escalate, but you cant allow thugs and effective criminal actions by a nation against your nation. With American Warships the dominant force in the gulf, british cooperation with washington will be key if protection of a vital trade route is to be improved. But for now the immediate focus will be on getting around to free the ste na be on getting around to free the stena impero and her crew. Getting around. Iran. And in the last couple of hours, british ministers have issued new guidance for ship operators. 0ur correspondent simon jones has the details. The Government Emergency Committee known as cobra has been re meeting into the night. They have read the statement after that meeting describing the seizure of the british tanker is completely unacceptable. They say it goes completely against International Maritime rules. They say they are deeply concerned about tensions in the area and theyre suggesting british shipping should stay out of that area for the time being. That is quite a development when obviously there are a large number of tankers passing through, particularly in the International Community. There is also in this statement talk of a robust response and consequences for iran. They havent spelled out exactly what they mean by that, no deadlines, not saying to tehran you have to return by a particular time, they arent wishing to escalate things in that way. Have they ruled out using force . No, so far they are hoping to go down the route of diplomacy. He has been talking to his us counterpart and trying to contact his counterpart in tehran. So going down the diplomatic route, and possibly the government are saying there are going to be more emergency meetings in the coming days over the weekend, suggesting they are not necessarily expecting a quick resolution to this. But perhaps trying to build some International Coalition to put pressure on iran to say this is unacceptable, uniting the us, the uk, other countries in europe to say, come on, youve got to release this ship. This does come at an awkward time for the uk government. British politics is very much in a state of turmoil. Jeremy hunt, who we heard from there, is one of two contenders to become a new Prime Minister for britain, which is going to be announced next week. So there is some speculation that iran has chosen this moment to act because the British Government is in this state of flux, some would say pretty weak at the moment, there is a lack of leadership from the top with theresa may passing her last few days as Prime Minister. Its possible iran saw this as a moment to try and escalate tensions, but certainly there is a deep concern in the British Government and we are expecting more of these emergency meetings in the coming hours and days. Meanwhile, the pentagon says that the acting us defence secretary has authorised the deployment of us troops and resources to saudi arabia. It said the move, which comes at a time of heightened tensions in the gulf, would provide an additional deterrent to what it said were credible threats. The us is understood to be deploying patriot air Defence Missile batteries manned by 500 american soldiers and the us also plans to send a squadron of f 22 stealth fighters to the base. We can go back to two weeks ago and talk about the uk seizure of the iranian tanker, but i think really we have to go back further than that to over a year ago when the us breached the iran nuclear deal. In an important of bridging the deal, we are in our Current Situation because of that abrogation. There are not getting that Economic Relief it was promised in that deal is now why iran, one year later after practising strategic patience, not doing anything provoking comply with the deal, now we are seeing a run shift strategies over the last month or so, the last two months or so, because they have not got any relief in terms of their sanctions, in terms of the economy, and that is what they were promised through the deal. If this is more than just about what is happening with the uk, isnt the problem here that iran is really playing into donald trump s mccanns . Donald trump can say i told you so, iran is a bad actor, look at what they are doing. It is certainly a risk on the iranian part, and restraint should be shown on all sides, including the iranian side, the us side in the uk, which is why i applaud secretary hunt was saying that the uk is not looking at military options, and they are still trying to use dramatic options in resolving these issues. The idea that iran is in this situation right now, is still an effect of not getting the relief they were promised in the nuclear deal. You could argue they are playing into trump s mccanns, at the same time doing nothing for a year also trumps hands. They spent over a year doing nothing, complying with the deal, no provocations, and this trade rout, the straight of hormuz, which is very important and partially controlled by iran, these are all recent actions that have occurred. It is a very dangerous strategy on half of iran, because the uk has not been supporting thus far what the us has done with the nuclear deal, but it might be pushing the uk into the uss hands and turning the International Community against iran, it isjust very confusing in that sense. think the iranians would argue that us policy is confusing. 0n the one hand you have a president who talks about one day of obliterating the country, the next day wanting negotiations. There is incoherent policy coming out of the us, and while it is absolutely important that the uk, france, germany, russia, china, all continue to support the nuclear deal, in reality they have only done so rhetorically, there is a difference between what gets said and what actually gets done. From the iranian perspective the state must act because of the pressure they are receipt seeing from their own people, or they can show they are in week by complying with they are in week by complying with the deal that no one is complying by it. Around a million Public Sector workers including teachers in england, Police Officers in england and wales, and members of the armed forces are set to get a pay rise above the rate of inflation. The treasury is expected to confirm on monday details of whats thought to be the biggest Public Sector pay rise for six years, before theresa may steps down as Prime Minister. But with suggestions the rise will come from existing budgets, labour has dismissed the offer as insulting. 0ur Political Correspondent alex forsyth has this report. In recent years, some of the countrys key workers have had their pay frozen or rises limited, all part of the governments austerity programme. But now thousands of Public Sector employees are in line fora pay bump, most above the rate of inflation. Ready for the last few minutes of the shift . For some, its a mixed blessing. Head teachers will have to find the money to pay their staff more if theres no new government funding, and many say budgets are already at breaking point. It is a no win situation. We want to reward the staff, they deserve the pay rise 100 . But weve now got to find that money from somewhere and it is impossible if the government arent giving us money to say, this is for the teacher pay rise. So in effect, they are cutting our budget. Nonetheless, on monday the treasury is expected to say teachers and school staff will get a 2. 75 pay rise. For the armed forces it is 2. 5 across the board, with some soldiers expected to get more. Pay for Public Workers has lagged behind the private sector in recent years, and take a look at this graph. Public sector wages, marked in red, have fallen short of inflation too. And this years deal will only go so far. The pay rise being suggested is actually similar to what was offered last year. Its not out of line with what we might expect. Its a little bit ahead of inflation but its probably the minimum you would think was reasonable, given where we are with private sector pay and pay and recruitment and retention issues, particularly among teachers. Its thought Government Departments will have to fund this from existing budgets with no new money, so the pay rise comes with a price tag. Today, the home secretary seemed confident that for the police, it could be managed. I know, for example, that if that was for the police force, a 2. 5 pay rise, Police Forces can fund it from their budgets because when we set budgets, we try to take into account what might happen further down the line. Some unions, though, say their members have been short changed over pay for some time and the Public Sector needs more investment. Without that money and investment in terms of their pay and the balance of terms and conditions, then were going to see a slow decline in people wanting to come into the civil service, but also to stay. In making this decision now, the chancellor, philip hammond, has posed something of a challenge for whoever takes over from theresa may. Do they make cuts elsewhere to fund this pay rise, or put more into budgets, possibly increasing borrowing . The binding choices made by ministers now can create difficult decisions for whoever comes next. But over the last 24 hours we have seen some really heavy downpours, that picture came from a weather watcher in staffordshire late on friday afternoon. The radar shows the way in which these pulses of very heavy rain flung themselves across the british isles, with some lightning, rumbles of thunder and the last vestiges of this wet weather still with us as we start off saturday morning, some heavy rain across the far south east, patches of rain elsewhere as well. All tied in with this frontal system which is clearing away, so that will allow things to improve a little through the day ahead, but low pressure still in charge, so while there will be some spells of sunshine there will also be some showers, some of which could be heavy and thundery. It is quite a soggy start across the south east of england, that rain should clear away fairly smartly through the morning, rain hanging back across shetland for a good part of the day. For the majority it is that regime of sunny spells and heavy, thundery downpours, although for northern ireland, a much drier day in prospect with patchy cloud and sunny spells, 20 in belfast, 22 in plymouth, 24 in london. Those showers should quickly fade away during saturday evening, into the early hours of sunday we will be left with clear, starry skies, maybe the odd mist patch and it will be a little cooler and fresher with temperatures getting down to 11 14. Sunday starts off on a fine, dry and in many places sunny note the further south and east you are the better the chances of holding on to that fine weather, but for northern ireland, western scotland, far north west of england, maybe North West Wales will see outbreaks of rain and strengthening winds through the day. Still some wet weather around the northern half of the uk on monday, that rain tending to retreat northwards, further south some spells of sunshine, and things start to warm up. Temperatures could get to 29, possibly 30, but that is not the end of it because across iberia and france, a significant heat wave will be developing through early next week and some of that heat will waft its way northwards, some is likely to get around 34 degrees.
